Once the poster boy of good governance, Bihar chief minister and Janata Dal (U) president Nitish Kumar is today struggling to protect his image

Already defeated politically by a resurgent Bharatiya Janata Party and left behind by Prime Minister Narendra Modi’s popular appeal, questions are now being raised about Nitish Kumar’s purported firm grip on state administration.

Last year, Nitish Kumar found himself in the eye of a storm after reports by independent researchers revealed the deplorable conditions in Bihar’s shelter homes for girls and young boys. The report provided details about how the inmates lived in deplorable conditions, were denied basics like clothing and medicines and were routinely tortured and made to work in the homes of their caregivers. The report also revealed how young girls were raped and kept locked up in inhuman conditions. The shelter homes are funded by the state administration and run by influential people who are well connected with the police, officials, and politicians.

Predictably, Nitish Kumar’s image took a beating when this scandal erupted last year. And, more recently, the Bihar chief minister was once again in the firing line after an encephalitis epidemic claimed the lives of at least 160 children in Bihar, putting the spotlight on the poor conditions in government-run hospitals. Having enjoyed a popular run as a development man, the Bihar chief minister had to face irate crowds, shouting “Nitish Kumar go back” when he visited a hospital to get a first-hand account of the encephalitis epidemic.

These developments have undoubtedly come as a rude shock for Nitish Kumar who has been widely credited with streamlining the administration and focusing on development. The Bihar chief minister was hailed for restoring the law and order situation in Bihar, improving the roads in the state and ensuring better availability of electricity and water. This was in addition to the special efforts he made to push up the enrolment level of girls in schools by providing them free bicycles, books, and uniforms. 

However, it is a different story today. Not only are people looking at Nitish Kumar in a fresh and not-so flattering light but the JD (U) leader is also feeling the heat politically from the BJP and, personally from Modi. The equations between the two allies have changed dramatically since the 2010 Bihar assembly polls when Nitish Kumar called the shots while the BJP was clearly the junior partner.

Today, it is the BJP which is the dominant political force in Bihar and, as the recent Lok Sabha election showed, Nitish Kumar now plays second fiddle to Modi as the Bihar chief minister clearly depends on the BJP leader’s charisma to woo the electorate. If the JD (U) managed to win 16 of the 17 Lok Sabha seats, it contested in alliance with the BJP, it is primarily because of Modi’s popularity.

This is a far cry from the past when Nitish Kumar shunned Modi and would even refuse to share a platform with him for fear of alienating the minorities. Unhappy with Modi’s projection as the BJP’s Prime Ministerial face in the run-up to the 2014 Lok Sabha election, Nitish Kumar snapped ties with the BJP and contested on his own. However, he managed to win only two of the 40 Lok Sabha seats while the BJP’s score was 22.

The JD (U) chief subsequently joined hands with his bête noire Rashtriya Janata Dal chief Lalu Prasad Yadav and the Congress to form a mahagathbandhan for the 2015 Bihar assembly polls. The alliance proved to be a resounding success as the BJP was trounced while the mahagathbandhan formed the state government. But, above all, Nitish Kumar’s personal stock shot up once again. He was feted and fawned upon by the opposition camp and was being positioned as its Prime Ministerial candidate.

However, differences between Nitish Kumar and Lalu Prasad Yadav cropped up soon and the Bihar chief minister did another somersault. He walked out of the grand alliance and, once again, teamed up with the BJP which allowed him to retain his government and improve his vote share from 16 to 22 percent.

But this is should be of little comfort to Nitish Kumar who finds himself shackled to the BJP as never before. For instance, a miffed Nitish Kumar did not join the Modi government as he was unhappy that his party was offered only one ministerial berth. But he is in no position to walk out of the alliance as he needs the BJP as a partner in next year’s Bihar assembly polls.

Nitish Kumar is attempting to chart an independent path despite his constant public declarations that he remains a member of the BJP-led National Democratic Alliance. For instance, the JD (U) leader has publicly disagreed with the BJP on the triple talaq Bill and its Kashmir policy. At the same time, Nitish Kumar is trying to expand his party’s footprint and play a larger national role in the future by emerging as a leader of the non-Congress, non-BJP parties.

But it may too late for Nitish Kumar to reclaim his lost position. He had an excellent opportunity to lead the opposition bloc in the run-up to the recent Lok Sabha election but he squandered it away by jumping ship. The Bihar chief minister’s tendency to change allies at his convenience has shown him up as an unreliable partner. His best bet now is to continue his alliance with the BJP even as a junior partner.

Mubai Sees Highest Rainfall In 45 Yrs

Mumbai, which has been pounded by incessant rainfall on Tuesday has recorded the second highest rainfall in the last 45 years causing accidents that claimed the lives of 18 people in a wall collapse in Malad in the city with several areas of the city waterlogged and throwing traffic out of gear.

More rain is predicted between July 3 and 5 with close to 200 mm or more rain expected per day, according to the IMD.

“Second highest rainfall in 45 years. Entire June month’s average rainfall was recorded in just three days in Mumbai,” Chief Minister Devendra Fadnavis said in a statement to the Maharashtra Assembly today according to a tweet put out by the CMO Maharashtra.

Mumbai recieved 550 mm of rainfall over a period of two days, the average of entire month of June has been exceeded in just last 48 hours.

According to the IMD’s classification, 15.6mm to 64.4mm of rainfall falls under ‘moderate’, 64.5mm to 115.5mm is ‘heavy’, 115.6mm to 204.4mm is ‘very heavy’ and more than 204.5mm is ‘extreme’.

The state government has declared a public holiday and advised people not to avoid stepping of their houses.

Several subways and roads have been shut due to water logging and flooding. A BEST buses got submerged in the water and faced damaged and breakdown at Andheri subway.

At Kings’s Circle area of Mumbai, police and Brihanmumbai Municipal Corporation (BMC) workers came forward to help the people riding two-wheelers to cross waterlogged roads due to heavy rains.

IMD has predicted, “Intermittent rain in city and suburbs, with heavy to very heavy rainfall at a few places” for the next 24 hours.

IMD has also predicted an improvement in the weather situation in Mumbai.

“In the last 24 hrs Colaba received 13 cm rain, Santa Cruz received 37 cm rain. From 11.30 pm-5.30 am, more than 200 mm was recorded. The situation is gradually improving, we have brought down the warning by one level. Isolated heavy rainfall is expected in Mumbai today,” said KS Hosalikar, Deputy Director General (DDG), IMD Mumbai.

“Heavy to very heavy rainfall is expected in Thane & Palghar today. There will be an improvement in the situation in Mumbai after the noon today,” he added.

Main runway of the Mumbai airport was shut for operation after a flight overshot the main runway. Around 54 flights were diverted to the nearby airports and 52 flights were cancelled as heavy rains continue to lash Mumbai and its neighbouring areas, an airport official said on Tuesday.

After taking the stock of the situation in and around Mumbai, the state government has declared July 2 as a public holiday, due to extreme rains and waterlogging issue.

CBI Launches Op Against Bank Frauds

The Central Bureau of Investigation (CBI) on Tuesday launched a special search operation in connection with alleged bank fraud cases involving Rs 640 crore of siphoned funds.

Searches are underway at over 50 places in 18 cities across 12 states and union territories. Delhi, Mumbai, Ludhiana, Thane, Valsad, Pune, Palani, Gaya, Gurgaon, Chandigarh, Bhopal, Surat and Kolar are the various cities where the operation is on, agency sources said.

Various companies including Wilson diamond in Thane, Supreme Tax Mark in Ludhiana, S K Knit India Ltd in Gujarat, S L Consumer Product Ltd in Delhi, International Mega Food Park Ltd in Delhi among the places where the operation is being conducted, the sources said.

According to officials, 14 cases have been registered against accused including various companies/firms, their promoters/directors and bank officials.

The amount involved in these banking scams is around Rs. 640 crore, officials said.

28 Die Of Japanese Encephalitis In Assam

Japanese Encephalitis has claimed 28 lives and 100 patients are being treated in different hospitals in Assam, said a senior official on Tuesday.  Japanese encephalitis virus (JEV) is a flavivirus related to dengue. 

Dr Umesh Phangcho, Joint Director of health service and state program officer, said: “A four-member team has been formed with Ministry of Home Affairs Secretary Sanjeev Kumar heading it. They have visited the hospitals where the patients of AES have been admitted,”  said Dr Umesh Phangcho, Joint Director of health service and state program officer.

“The government is keeping a check over the state of AES in Assam and is taking all the necessary measures required to prevent it” he added.

For rehabilitation of JE disabled patients, the Centre has provided funds for the strengthening of two Physical Medicine and Rehabilitation (PMR) departments at Dibrugarh Medical College and Guwahati Medical College.

JE is vector-borne encephalitis transmitted by Culex groups of mosquitoes. These mosquitoes breed mainly in rice fields and large water bodies rich in aquatic vegetations. Migratory birds along with pigs in the community play an important role in the transmission of JE from one area to other areas.

2 Cong MLAs Resign From K'taka Assembly

In a fresh setback to the JD(S)-Congress government in Karnataka, two Congress MLAs on Monday quit the State Assembly further bringing down the coalition numbers in the House.

Vijayanagar MLA, Anand Singh, met Governor Vajubai Vala and submitted his resignation. Copy of it was sent to Speaker Ramesh Kumar. Hours later, Gokak MLA Ramesh Jarkiholi, who has been sulking for the last few months over not being made a minister, also resigned from the Assembly.

Jarkiholi reportedly submitted his resignation to Speaker K R Ramesh Kumar.

“I met the Governor and tendered my resignation, I gave a copy to him. I will give a copy to the Legislative Assembly speaker as well. I am not hungry for power,” Singh told reporters here after meeting the Governor.

Singh said he resigned because CM Kumaraswamy had signed a deal with the Jindal South West Holding Ltd (JSW Steel), the Mumbai-headquartered company, despite his and other leaders repeated protests.

“I had earlier said that if JSW steel had got a lease-cum-steel deal then I would resign. This is against the interest of the state. I had requested the government not to go ahead with it. The government’s responsibility was to ensure and uphold the interests of the people,” he said.

“Anil lad is also with me. He is also supporting me,” he added about the Bellary MLA from Congress.

With the Speaker claiming he has not got any resignation, Singh clarified that he had sent a copy of his resignation to the Speaker. “I will tender my resignation again to the Speaker if he has not got it yet.”

With the resignation of Singh and Jarkiholi, the strength of Congress has come down to 76 in the state Assembly.

JDS has 37 legislators, while two Independent MLAs are also in support of the Kumaraswamy led government in the state. BJP has 105 seats in the Assembly.

Today’s developments triggered speculation that as many as four more Congress MLAs may resign in the coming days. The names being mentioned are including Congress’ Mahesh Kumathalli, Pratap Gowda Patil and BC Patil.

Meanwhile, Singh said he had urged leaders across parties to come out in protest of the decision taken by Kumaraswamy.

“I’ve given a call to all the representatives from Ballari cutting across party lines to fight against JSW Steel deal,” Singh said.

Singh clarified that he had sent a copy of his resignation to the Speaker and I was willing to send another copy again if there were any problems, “I will tender my resignation again to the Speaker if he has not got it yet.”(ANI)

Rift Widens In Delhi Pradesh Congress

Amid a tug of war between the Delhi Congress chief Sheila Dikshit and senior leader PC Chacko over the dissolution of block committees of the party, the cracks in the Pradesh Congress seem to have widened.

Delhi Congress president Sheila Dikshit had on June 28 dissolved all 280 block Congress committees in Delhi with immediate effect, a decision which was later stayed by All India Congress Committee (AICC) in-charge of Delhi unit, PC Chacko.

Chacko stayed the decision two days later after a faction of Congress leaders met him. He had also sent copies of his letter to Dikshit and Congress President Rahul Gandhi.

Leaders of Delhi Congress had president Rahul Gandhi on June 28, however, the differences among leaders still prevail.

Delhi Congress working president Haroon Yusuf on Monday said he was unaware of Dikshit’s decision about the dissolution of all 280 block Congress committees in Delhi with immediate effect.

“When I asked Sheila Dikshit she said no such decision has been taken, I came to know later that the block committee is dissolved. I was not part of this,” he had said.

A senior Congress leader, siding with Yusuf, said, “Sheila Dikshit did not consult working presidents Haroon Yusuf and Devendra Yadav.”

“The job of a working president is similarly significant in decision making. But Dikshit dissolved the block Congress committee without consulting them,” the leader added.

Sources said that Chacko has asked Dikshit and the three working presidents – Harun Yusuf, Devendra Yadav, and Rajesh Lilothia – to meet and resolve the ongoing issue.
