Sports Minister Sandeep

‘Sports Min Sandeep Harassed Me,’ Says Jr Athlete Coach

Former national-level player and junior athlete coach in Haryana and complainant against State’s sports minister Sandeep Singh over sexual harassment charges on Sunday said the Olympian continuously harassed me physically and mentally.

The alleged victim’s statement came while she was walking out after meeting State Home Minister Anil Vij to seek help from him at his official residence in Ambala.
“Home Minister has always helped us. Ever since he was the Sports Minister, there have been a lot of expectations from him. He has always helped. Even today I had full faith that he will hear me and will be on the side of justice,” she said.

Earlier this month, the woman, who is a junior athlete coach, held a press conference at the office of the opposition party Indian National Lok Dal (INLD), wherein she alleged that the minister harassed her from February to November last year, by repeated messages on social media and had touched her inappropriately and also threatened her in messages.

During the press briefing, the alleged victim demanded that the Manohar Lal Khattar government immediately sack Sandeep Singh and set up a Special Investigation Team (SIT) to probe the matter.

Notably, on Sunday, the woman told ANI that she opened up about the incident to the public after her patience went off.

“I am also a player, think how much patience I would have to tolerate such ill behaviour of this person from February till now,” the woman said, adding that she didn’t open up about the incident earlier as she was afraid of negative impact on the sports industry.

“I tried as much as I could. He created, such an atmosphere officially that a girl comes to him automatically,” she added.

The woman reiterated that she opened up to the public only after her patience broke up.

To a question about other victims, hesitating to open up, she said, “I have full hope as soon as he resigns and is behind bars, those people will definitely come forward.”

“Everyone should know how an Olympic-level athlete misbehaved with another national-level athlete,” she said, demanding strict action against the minister.

However, Olympian and Haryana Sports Minister Sandeep Singh have been brushing off the allegations, levelled against him by the junior athlete coach.

The Chandigarh police have registered an FIR against the Haryana Sports Minister following a complaint by the female coach.

A case has been registered under sections 354, 354A, 354B, 342, and 506 of the Indian Penal Code (IPC) and begun an investigation into the matter.

Responding to the development, Haryana Sports Minister told ANI that he has handed over the responsibility of the Sports department to Chief Minister Manohar Lal Khattar till pending enquiry. (ANI)

Amid Biting Cold In Capital

Amid Biting Cold, Rickshaw Pullers, Hawkers Forced To Work For Survival In Capital

Despite the biting cold affecting the national capital, this December, not everyone is very fortunate to have a hot coffee and a warm bed. There are certain sections that are compelled to work in the open during this chilling season as the mercury dips.

After a brief respite, severe cold conditions returned to the national capital on Saturday, the India Meteorological Department (IMD) recorded 10 degrees celsius at the Safdarjung station in Delhi.
In such circumstances on Delhi’s streets, we can see many people putting efforts to connect the ends either by selling tea or pulling rickshaws. Moreover, hawkers, sweepers, and many other professionals have also gotten no respite from the cold.

A tea seller in Delhi told ANI that he opens his shop daily as several other people come to his shop early in the morning.

“I have to open the tea stall at 4 am as there are many people, especially auto drivers, rickshaw pullers, and hawkers, come here to my shop to start their day with the tea from my shop,” said the tea shop owner Ramesh Sharma.

A sweeper Lalit who sweeps the street near Civil Lines said “I am an MCD worker, I have to do work even if it is cold or raining before Delhi wakes up because it’s my job. I come here at 4 and sweep the street before the traffic starts to run, else it would become very challenging.”

Meanwhile, one of the rickshaw pullers here, Basir Khan said that they are compelled to work in such conditions as he has to feed the family.

“People like us have to work every day under compulsion if we start being affected by the cold waves or rain, how will our families survive and how will my children study? Everything would turn difficult,” rickshaw puller Basir Khan said.

Another rickshaw puller, who is also a migrant worker from Bihar, Dashrath Sahni, expressed his feelings and said that if affected by weather, he would not be able to pay the rent of the rickshaw to its owner.

According to the System of Air Quality and Weather Forecasting and Research (SAFAR), New Delhi’s Lodhi Road experienced ‘Very Poor’ air quality this morning with AQI recorded at 369.

The India Meteorological Department earlier predicted that cold wave conditions would likely prevail from December 31 and January 1 over Haryana, Chandigarh, and New Delhi.

In a tweet on December 28, IMD said, “Reduction in dense fog and cold day conditions over northwest India during next 48 hours. A fresh spell of dense fog and cold wave likely to commence over northwest India from 31st December 2022”. (ANI)

Telangana poll

Voting Begins For Assembly By-Elections In Seven Constituencies Across 6 States

The voting for Assembly by-elections in seven vacant seats spread across the states of Maharashtra, Haryana, Bihar, Telangana, Odisha, and Uttar Pradesh began on Thursday morning.

Polling is being held from 7 am to 6 pm amid tight security and the counting of votes will be conducted on November 6.
Bharatiya Janata Party is in a fierce contest with regional parties such as the Telangana Rashtra Samithi (TRS), the Rashtriya Janata Dal (RJD), the Samajwadi Party (SP), and the Biju Janata Dal (BJD) in the Assembly by-polls in seven constituencies spread across six states.

The seven Assembly constituencies where the elections are taking place are 166-Andheri East from Maharashtra, 47-Adampur from Haryana, 93-Munugode from Telangana, 139-Gola Gokranath from Uttar Pradesh, and 46-Dhamnagar from Odisha.

The two constituencies of Bihar where the bye-elections are being conducted are 178-Mokama and 101-Gopalganj.

Mokama Rashtriya Janata Dal (RJD) Anant Kumar Singh was disqualified in July after his conviction in a case, while BJP’s Subhash Singh, who held the Gopalganj seat, passed away in August.

The Andheri East, Gola Gokrannath, and Dhamnagar constituencies, too, fell vacant due to the demise of their respective legislators.

The Shiv Sena’s Ramesh Latke died in May and BJP’s Arvind Giri and Bishnu Sethi both passed away in September.

In Haryana, the resignation of Kuldeep Bishnoi, and K Rajagopal Reddy in Telangana, led to vacancies in the Adampur and Munugode segments respectively.

The contest in Telangana’s Munugode Assembly constituency is crucial for all major parties in the State- the ruling Telangana Rashtra Samithi (TRS) and Opposition parties Bharatiya Janata Party (BJP) and Congress.

While 47 candidates are in the fray, the eye is on BJP’s Raj Gopal Reddy, former TRS MLA Kusukuntla Prabhakar Reddy, and Congress’ Palvai Sravanthi.

In Andheri East, the Uddhav Thackeray-led Sena faction has fielded Rutuja Latke, the wife of incumbent Sena MLA Ramesh Latke whose death in May necessitated the poll.

The BJP fielded Murji Patel, but he later withdrew his candidature after the party decided not to contest.

This will the first election after the revolt in the Shiv Sena by Eknath Shinde and 39 other legislators which led to the collapse of the Uddhav Thackeray-led Maha Vikas Aghadi (MVA) government.

For the Mokama by-polls, the BJP has fielded Sonam Devi p against RJD’s Neelam Devi, whose husband Anant Singh’s disqualification has necessitated the by-election.

Mokama is said to be the stronghold of Anant Singh since 2005. He won the seat twice on JD(U) tickets.

BJP has given the ticket to Kusum Devi, the wife of incumbent BJP MLA Subhash Singh while RJD has fielded Mohan Prasad Gupta for the Goapalgunj by-election.

Haryana’s Adampur seat is witnessing the contest between BJP, Congress, Indian National Lok Dal, and the Aam Aadmi Party (AAP).

Kuldeep Bishnoi’s son Bhavya is contesting the by-poll as the BJP candidate.

The Congress has fielded former Union minister Jai Prakash while the INLD picked Congress rebel Kurda Ram Nambardar as its candidate. Satender Singh is AAP’s candidate.

Kuldeep Bishnoi, son of the former Chief Minister of Haryana, Chaudhary Bhajan Lal, recently resigned from Congress and joined the BJP. Adampur’s seat fell vacant after Kuldeep Bishnoi resigned. Adampur seat is considered a stronghold of Bishnoi.

Meanwhile, eyeing the by-poll in Adampur, Panchayat, and Zila Parishad elections, AAP is trying to get a foothold in Haryana.

Bypolls to the Gola Gokarannath assembly constituency: The BJP has fielded his son Aman Giri while the Samajwadi Party (SP) has given a ticket to former MLA Vinay Tiwari.

The Biju Janata Dal (BJD) has fielded Abanti Das for Odisha’s Dhamnagar by-polls while the BJP has fielded Suryabanshi Suraj Sthitaprajana the son of Bishnu Sethi, BJP MLA after whose death, the assembly seat fell vacant, as its candidate for the by-election.

The AAP is also in the fray and has given a ticket to Anwar Sheikh. (ANI)

stubble burning in Haryana

Stubble Burning In Haryana Not Even 10% Of Punjab’s: Khattar

Chief minister Manohar Lal Khattar has claimed that the cases of stubble burning in Haryana are not even 10 percent of that in Punjab.

“There are not even 10 percent cases of stubble burning in Haryana as compared to Punjab. Last year there were 2,561 incidents of stubble burning, whereas it has decreased to 1,925 this year while 13,873 incidents have taken place in Punjab this year,” Haryana CM Manohar Lal Khattar said while addressing a press conference in Chandigarh on Monday.
He further added that they have also appealed to Punjab regarding stubble burning and the pollution it causes.

“NGT has given directions to Punjab. We have also appealed (to them) that the pollution will not remain in one state but will spread to many states,” he said.

“We created awareness among the farmers and also took legal action besides imposing penalties and registering FIRs. Incidents of stubble burning have reduced significantly in Haryana as compared to Punjab,” Haryana CM said.

Notably, Stubble burning had turned worse across Punjab, giving no hope of improvement in Delhi’s Air Quality Index (AQI) as the capital gasps for clean air.

Increasing incidents of stubble burning in Punjab this year have become a matter of serious concern with the Union Environment Ministry pointing out that the AQI is likely to sharply deteriorate as only about 45-50 percent of sown area in the state had been harvested till October 24.

Sources in the Environment Ministry had told ANI that the contribution of stubble burning to the adverse air quality in Delhi and the National Capital Region has been increasing sharply and is about 18-20 percent currently with the trend only likely to increase further.

As per the Standard Protocol developed by ISRO for Commission for Air Quality Management (CAQM), for the period September 15, 2022, to October 26, 2022, total paddy residue burning events reported in Punjab were 7,036 compared to 6,463 for the same period during the last year.

CAQM further stated that about 70 percent of farm fires during the current paddy harvesting season were reported only from six districts namely Amritsar, Firozpur, Gurdaspur, Kapurthala, Patiala, and Tarn Taran.

These districts account for 4,899 cases against a total of 7,036 incidents in Punjab. These traditional six hotspot districts also accounted for about 65 percent of the total burning incidents during the last year for the same period. Out of a total of 7,036 reported cases, 4,315 stubble-burning incidences were reported during the last six days alone i.e., about 61 percent.

As per the Standard ISRO Protocol, for the period of September 15 – October 28 this year, a total of 10,214 paddy residue burning events have been reported in Punjab compared to 7,648 for the same period during the last year, which is a significant increase of about 33.5 percent.

Out of the total 10,214 reported cases, 7,100 stubble-burning incidents were reported in the last 7 days alone which is about 69 percent, added the official. (ANI)

SGPC Asks For Ban On Ram Rahim’s Activities

Shiromani Gurdwara Parbandhak Committee (SGPC) President Harjinder Singh Dhami has termed the activities of convicted Dera Sacha Sauda head Gurmeet Ram Rahim Singh as “anti-social” and demanded the Centre and state government stop them immediately.

Dhami’s demands came as a reaction to the recently made announcement of the “opening of a Dera” in Punjab’s Sunam. Dhami said, “Ram Rahim’s character is anti-social and the charges leveled against him are heinous.”

Ram Rahim, the main accused in sacrilege cases, has been serving a jail term after being convicted in rape and murder cases and was released from Sunaria jail on 40-day parole on Saturday.

The SGPC president has called Ram Rahim a “controversial person” and alleged that the announcement to open Dera in Punjab has hurt the sentiments of Sikhs.

“The announcement by this controversial person to open a Dera in Punjab has hurt the Sikh sentiments and this may spoil the peaceful atmosphere of Punjab, SGPC president Dhami said adding that the Punjab government should play its role responsibly in this “very serious” matter and resolve that no branch of Dera Sirsa is established in Punjab.”

He further said that the Sikh mentality is being hurt by repeatedly granting parole to Ram Rahim, who was imprisoned due to his bad character and crimes and it is a “conspiracy” to announce the opening of his Dera in Sunam.

“The Sikh community will never tolerate this act of his. The government should not allow the convict of heinous acts to play with the religious sentiments of the people,” he added.

While underscoring that any activity of Ram Rahim will not be accepted in Punjab, Dhami demanded the Centre and the state government stop Ram Rahim’s online speeches while he is out on parole and facing serious charges.

Ram Rahim on Wednesday organized a virtual ‘Satsang’ which was attended by many political leaders including the Karnal Mayor and many Bharatiya Janata Party (BJP) leaders, sparking a fresh controversy.

The Dera chief’s family had submitted an application to the jail authorities seeking month-long parole for him.

However, the opposition had demanded a justification from the Bharatiya Janata Party over its leaders’ participation in the Satsang and Karnal mayor Renu Bala Gupta, deputy mayor Naveen Kumar and senior deputy mayor Rajesh Aggi continuously tried to defend their participation in the event.

The senior Deputy Mayor said, “I was invited to the Satsang by the ‘Sadh Sangat. Online Satsang was done from UP. Many people in my ward are associated with Baba. We attended the program with a social connection and it has nothing to do with the Bharatiya Janata Party and the upcoming by-poll.”

Notably, the opposition also alleged that Ram Rahim was granted parole due to the forthcoming by-polls in Adhampur that are slated to be held on November 3. Besides, the state is also scheduled to hold panchayat polls soon.

Ram Rahim was convicted by a special CBI court in Panchkula in August 2017 for raping two women followers.

While, on October 8, 2021, the court convicted Ram Rahim and four others in connection with former Dera manager Ranjit Singh’s murder case.

Ranjit Singh was murdered in 2002 on the premises of Dera Sacha Sauda.

CBI had registered the case on the orders passed by the High Court of Punjab and Haryana in the year 2003 and taken over the investigation of the case earlier registered at Police Station Sadar in Kurukshetra.

It was alleged that Ranjit Singh was murdered on July 10, 2002, while he was working in his fields at village Khanpur Kolian of Kurukshetra district in Haryana. (ANI)

Centre Forms 4-Member Team To Probe WHO Claims On Maiden Pharma

The Central Government on Wednesday formed a four-member expert committee to investigate the report sent by the World Health Organisation (WHO) on the deaths of 66 children in the Gambia by consumption of cough syrups from Sonipat-based company Maiden Pharmaceuticals Limited, said official sources.

“Government is alert and formed a committee. Production of cough syrups by Maiden Pharmaceuticals Ltd has been suspended, and a lab report is awaited. Four-member expert committee has been formed to investigate the report sent by WHO,” official sources told ANI.
A committee comprising technical experts Dr. YK Gupta, Vice Chairperson, Standing National Committee on Medicines (chair); Dr. Pragya Yadav, ICMR -NIV, Pune; Dr. Arti Bahl, Division of epidemiology, NCDC, New Delhi, and AK Pradhan, JDC(I), CDSCO has been formed.

According to the reports, Atlanta-based Atlantic Pharmaceuticals Company Ltd which has permission to export medicines to the Gambia ordered combined syrups bottles which were purchased from Maiden Pharmaceuticals limited.

“From the preliminary inquiry of Central Drugs Standard Control Organisation (CDSCO), it has been made out that Maiden Pharmaceuticals Ltd is a manufacturer licensed by the State Drug Controller for the product’s Promethazine Oral Solution BP, Kofexnalin Baby cough syrup, MaKoff Baby Cough Syrup and MaGrip n Cold Syrup under reference, and holds manufacturing permission for these products for export only,” the sources said.

The company has manufactured and exported these products only to the Gambia.

“It is a usual practice that the importing country tests such imported medicines on quality parameters, and satisfies itself as to the quality of the products before the importing country decides to release such products for usage in the country. In the present case, it is yet not clear whether these medicines were tested in the Gambia before release,” the sources added.

The WHO has informed that as per the tentative results received by WHO, out of the 23 samples of the products under reference which was tested, four samples have been found to contain Diethylene Glycol or Ethylene glycol.

“WHO has not yet made available a certificate of analysis. It has informed that the same will be made available in near future,” the sources said.

The top officials informed that the exact “one-to-one causal relation of death” has not been provided by WHO to CDSCO although CDSCO has requested WHO twice in this regard.

Earlier in the day, the Haryana government has ordered a halt to the total production of cough syrups from Sonipat-based company Maiden Pharmaceuticals Limited.

The company has also been issued a show cause notice for 12 violations found at its manufacturing plant.

State health minister Anil Vij told ANI on Wednesday, “The samples of three drugs of the Sonipat-based pharmaceutical company, which were mentioned by WHO, have been sent to Central Drug Laboratory in Kolkata. The report is yet to come. We will take action only after the report comes. After a joint inspection by Central and State officials, 12 violations were found in the manufacturing facility. … It has been decided to shut down total production. We have sent a notice in this regard.”

The pharma company had come under scanner following the death of 66 children who had consumed the cough syrup in the Gambia.

World Health Organization (WHO) on October 5 issued a medical product alert over four India-made cough and cold syrups manufactured by Maiden Pharmaceuticals. WHO has also notified that the same cough and cold syrups could be linked to the deaths of 66 children in the Gambia. (ANI)

Total Production To Shut Down: Haryana Min On Maiden Cough Syrup

The Haryana government has ordered a halt of the total production of cough syrups from Sonipat-based company Maiden Pharmaceuticals Limited, which was recently flagged by the World Health Organisation (WHO) following the deaths of 66 children in The Gambia.

The company has also been issued a show cause notice for 12 violations found at its manufacturing plant.
State health minister Anil Vij told ANI on Wednesday, “The samples of three drugs of the Sonipat-based pharmaceutical company which were mentioned by WHO, have been sent to Central Drug Laboratory in Kolkata. The report is yet to come. We will take action only after the report comes. After a joint inspection by Central and State officials, 12 violations were found in the manufacturing facility. … It has been decided to shut total production.

WHO has also notified that the same cough and cold syrups could be linked to deaths of 66 children in The Gambia.

It said that it was conducting further investigation with the company and regulatory authorities in India. “This WHO Medical Product Alert refers to four substandard products, identified in The Gambia and reported to WHO in September 2022. Substandard medical products are products that fail to meet either their quality standards or specifications and are, therefore “out of specification,” the WHO said.

According to the WHO, the four cough syrups linked to the deaths in The Gambia are Promethazine Oral Solution, Kofexmalin Baby Cough Syrup, Makoff Baby Cough Syrup and Magrip N Cold Syrup.

Laboratory analysis of samples of each of the four products confirmed that they contain unacceptable amounts of diethylene glycol and ethylene glycol as contaminants, the WHO had said.

The company was issued a show cause notice on October 7 after a joint inspection with the Central Drugs Standard Control Organisation. The pharma company has to reply to the notice by October 14, failing which action may be taken against it.

The Haryana drug controller has listed the contraventions detected during inspections of the pharma company’s facility on October 1 and October 3. They include that complete plant found under renovation. The firm failed to produce the log books of equipment and instruments regarding manufacturing and testing for the drugs in question.

It said the batch number of propylene glycol, sorbitol solution, and sodium methylparaben used in the manufacturing of the drugs in question were not mentioned in the certificate of the analysis report.

“The firm has not performed process validation and analytical method validation for the drug products in question,” it said in the notice.

“The firm has submitted six months of real-time and accelerated stability data of drugs in question. However, at the time of investigation, none of the above-said products were found to be charged in the stability chamber,” the state drug controller said in the notice.

The notice to the pharma company stated that manufacturing and expiry dates were missing on the certificate of analysis of certain batches of propylene glycol. “Propylene glycol (batch number E1007/UP, E1105149) had failed as per certificate of analysis for the test in respect of water but was declared as of standard quality,” the notice added.

Also, batch numbers, manufacturer names, and manufacturing and expiry dates were not found on purchase invoices of items used, including propylene glycol.

The firm has also not performed the quality testing of Propylene Glycol for Diethylene Glycol and Ethylene Glycol, the notice said.

The show cause notice to the pharma company has “served under Rule 85(2) of Drug Rules, 1945 as to why your manufacturing license may not be suspended/canceled. Your reply to this show cause notice must reach this office within 7 days of the receipt of this notice, failing which ex-parte action shall be liable to be taken against you as per the Drugs and Cosmetics Act, 1940 & Rules, 1945.”

Maiden Pharmaceuticals on October 8 in an exclusive input to ANI said: “We are shocked to hear the media reports regarding the deaths and deeply saddened on this incident but we received the official information from our agent at the Gambia on October 5, 2022, and on the subsequent date, World Health Organisation alert was issued against us.”

In an official statement the company’s Director, Vivek Goyal said, “We are in the field of medicines for over three decades and have been diligently following the protocols of the health authorities including Drugs Controller General (India) and the State Drugs Controllers, Haryana.”

He further said that they have valid drug approvals for the export of the products and his company is not selling anything in the domestic market. He also added that his company is obtaining raw materials from certified and reputed companies.

“The government agencies visited our factory on October 1 and October 3, October 6 and 7 October and the samples were drawn by the Central Drugs Standard Control Organisation (CDSCO) along with all relevant documents in question in presence of our directors,” Goyal said in the statement.

The drug regulators had collected the samples of cold and cough syrup from the manufacturing facility of Maiden Pharmaceuticals, after WHO issued a medical alert.

“The samples have been drawn by the CDSCO officials and we are awaiting the results and since the matter is already pending investigation and subjudice, we cannot comment on any other issues and shall update you in the future as and when we receive the information,” he added. (ANI)
