CAPHRA warns against grant-for-policy scheme of Bloomberg

A regional group of tobacco harm reduction (THR) advocates cautioned governments of low and middle-income countries (LMICs) not to succumb to the ploy of vested interest groups dangling money in exchange for policies that restricts and even ban alternative nicotine products which has been found to be much better options for smokers than cigarettes.

The Coalition of Asia Pacific Tobacco Harm Reduction Advocates (CAPHRA) said some public health experts have in fact raised concern over the activities of groups such as Bloomberg Philanthropies in offering grants or technical assistance to influence the formulation of policy and decisions of regulatory agencies on tobacco control, especially in LMICs.

Nancy Loucas, the Executive Coordinator of CAPHRA, said some countries which direly need funds to implement effective public health programs are particularly vulnerable and often fall prey to the grant-for-policy scheme of these moneyed organizations. “LMICs should keep away from such grant-for-policy schemes which might compromise the rights of the consumers to choose better products for their health,” she said.

Loucas cited the case of the Philippines where two congressmen filed a resolution calling for a legislative inquiry into reports that the local Food and Drug Administration (FDA) received money from Bloomberg foundations in exchange for certain policies against non-combustible nicotine products, such as electronic cigarettes and heated tobacco products.

“It is all the more appalling that these vested groups were not trying to hide their attempts to dictate policies, but brag about them on their websites and official publications. Local authorities should beware of these groups and uncover their schemes,” said Loucas.

Loucas said public health experts such as Dr. Roberto A. Sussman of the Institute of Nuclear Sciences at the National Autonomous University of Mexico have been calling the attention of consumers and concerned groups to the overwhelming influence exerted by Bloomberg Philanthropies on nicotine policies in LMICs.

CAPHRA agreed with Dr. Sussman’s observation that among the structural reasons for Bloomberg’s efforts to concentrate on LMICs are their chronic lack of public health resources and personnel in health ministries “where all it needs for a policy to be enacted is to lobby and convince the head of government, or simply a sufficiently influential group of high ranking health officials.”
Bloomberg has spent millions to ban e-cigarettes in many LMICs and denies the efficacy of tobacco harm reduction on making smokers quit, according to CAPHRA.

Loucas said Bloomberg foundations and other groups erred in denying THR as a health strategy despite the thick volumes of solid scientific studies showing that smoke-free products such as e-cigarettes, heated tobacco products, and snus are substantially better option than combustible cigarettes.

Loucas said that in LMICs, the smoking rate remains high because of the limited access by consumers to THR products which are found effective in making smokers quit.

She also agreed with the statement of Dr. Alex Wodak, Board Director, Australian Tobacco Harm Reduction Association’ that THR offers the best alternative to smoking combustible cigarettes in LMICs.

Loucas quoted Dr. Wodak as saying that “it is easier for THR opponents to influence policy in LMICs where healthcare systems are less robust and there are higher smoking rates among younger populations.”
CAPHRA said consumers in LMICs would eventually pay for the cost of grant-for-policy schemes if authorities would allow the illegal practice to continue.

“We encourage consumers to remind their governments to resist pressures from vested interest groups that are trying to influence local policy using money or grants especially in developing nations which would deprive consumers of their rights for better health,” Loucas said.

Few days after the cast of upcoming social comedy ‘Dasvi’ unveiled the intriguing character posters and announced the commencement of the film’s shoot on social media, Yami Gautam on Thursday shared a picture from the first day of her shoot.

The ‘Kaabil’ actor, hopped on to Instagram and posted a picture featuring herself as a police officer named Jyoti Deswal.

Dressed as a cop that includes a blue cap and a brown uniform, Gautam is seen carrying a no-make-up look in the snap.

Giving a glimpse of her first day on the set of ‘Dasvi’, the actor wrote, “My first day on the set of #Dasvi playing #JyotiDeswal. Proud and honoured to play an IPS officer. #JaiHind,”

The movie is an upcoming project from the makers of ‘Hindi Medium’,’ Angrezi Medium’ and ‘Bala’. The hilarious social comedy also stars Nimrat Kaur and Abhishek Bachchan in pivotal roles.

Tushar Jalota is making his directing debut with the film, which is written by Ritesh Shah.

‘Dasvi’ is being bankrolled by Dinesh Vijan, Sandeep Leyzell, and Shobhana Yadav. The movie is being produced under the banner of Maddock Films Production, and Bake my Cake films. (ANI)

Interfaith Couple From Gujarat Takes Shelter In Delhi

A Gujarat-based interfaith couple has taken shelter in Delhi as the national capital has implemented the directions of the Supreme Court in ‘Shakti Vahini versus UOI’ case that relates to providing shelter house to interfaith and inter-caste couples.

The Gujarat-based inter-faith couple, who were in a relationship for the last 10 years, has also moved Gujarat High Court through advocates Utkarsh Singh and Aaksha Sajnani.

Utkarsh Singh, appearing for the petitioner, argued before the Gujarat High Court that due to absence of safe house as directed by the apex court in the judgment in the Shakti Vahini case, the couple have taken refuge in a safe house in Delhi.

After hearing the grievances of the petitioners, a single-judge Bench of Gujarat High Court presided by Justice Vipul M Pancholi issued notice and asked the state government to file a reply.

Government Pleader Manisha Shah assisted by Assistant Government Pleader Aishwarya Gupta with AGP Ronak Raval appeared for the respondents.

Manisha Shah submitted that the respondent will give necessary protection to the petitioner couple till final disposal of the present petition and joint accommodation will also be provided to the petitioner for a period of eight weeks.

Dhanak of Humanity, an organisation of interfaith and inter-caste couples, which is also one of the petitioners in the matter, has urged the court to direct the authorities concerned to grant regular protection to the couple till the final disposal of the plea.

The petitioner has also sought directions to respondents to provide joint accommodation to the couple in safe houses created as per the Supreme Court’s ruling till their marriage is solemnised under the Special Marriage Act, 1954.

The petitioner also sought a direction to the Gujarat government for strict compliance with the apex court judgement in the Shakti Vahini case. The Supreme Court had directed various preventive steps, remedial measures, and punitive measures for the protection of victims of “honour killings”.

The lawyer said that the parents of the man and woman were against their relationship and forcing them to marry somewhere else.

The petition in Gujarat High Court said the couple do not want to convert their religion or names for the sake of marriage and want to get married under the Special Marriage Act, 1954.

It also said that they have approached authorities for solemnisation of their marriage under the Special Marriage Act in November 2020.

“Unfortunately, when the couple went to purchase and print the affidavits required for the solemnisation of their marriage under the Special Marriage Act, the information about the purchase of stamp paper on his name reached the girl’s father and they had to leave the idea of solemnisation of their marriage,” the petition said.

The lawyer submitted that the information disseminated by the stamp vendor was in total breach of the privacy of the petitioner couple.

The couple had taken refuge in a place here in Delhi on January 22, 2021, with the help of NGO Dhanak of Humanity “due to the extreme danger and threat to their lives and pending forceful marriage”.(ANI)

Chilean Navy Ship Janequeo, built in India has sailed into Valparaiso Harbour in Chile on Tuesday, informed Indian Embassy in Chile.

Taking to Twitter, India in Chile wrote, “Chilean Navy Ship Janequeo, built by Indian company Larsen & Toubro Ltd, sails into Valparaiso Harbour on February 23.”
The ship is a twin-screw Anchor Handling, Towing, Supply and Standby Vessel (AHTSSV) with hybrid propulsion and dynamic positioning system.

“The USD 11.5 million contract for the twin-screw ‘Anchor Handling, Towing, Supply and Standby Vessel’ (AHTSSV), with hybrid propulsion and dynamic positioning system, was awarded to L&T by Chile in March 2020,” India in Chile wrote in a subsequent tweet. (ANI)

Congress leader Rahul Gandhi on Wednesday took a dig at Prime Minister Narendra Modi after the world’s largest cricket stadium in Ahmedabad was renamed as “Narendra Modi Stadium”.

Earlier in the day, President Ram Nath Kovind inaugurated the newly-built Motera Stadium which was renamed the Narendra Modi Stadium ahead of the pink-ball Test between India and England.

Uttarakhand Police Inducts Woman Commandos Squad

Uttarakhand Chief Minister Trivendra Singh Rawat on Wednesday inaugurated the Women’s Commando Force and Smart Cheetah Police of Uttarakhand here.

The chief minister honoured Commando Instructor Shifu Shaurya Bhardwaj, Military Officer Rubina Korky, PTC Narendra Nagar Instructor Hitesh Kumar, Commando Inspector Neeraj Kumar and, trained women police commandos.

Rawat said, “Uttarakhand Police has joined the squad of women commandos today. Uttarakhand has become the fourth state in the country where a squad of women commandos has been added in the police department.”

“The women police commandos have been given solid training,” he added.

Thanking Shifu Shaurya Bhardwaj, who trained the commandos, the CM said that Bhardwaj gave this training only on a request and he didn’t take any monetary benefit in return.

“It is necessary to teach elementary self-protection measures to the girls studying in schools and colleges. It is necessary to give motivation to the daughters, this is the need of society. They should have knowledge about self-protection. It is our endeavour that in the times to come, we should train daughters from the point of view of self-protection,” Rawat further added.

The 22 women commandos trained in the Police Line in Dehradun showed many self-protection stunts. On the occasion, he paid tribute to the two policemen who died during the disaster in Chamoli district.

On Jayalalithaa’s birth anniversary, makers announced the release date of Kangana Ranaut starrer ‘Thalaivi’. The biopic on the life of Tamil Nadu’s most celebrated and loved actress-turned-politician is slated to hit the big screens on April 23 this year.

The makers of Thalaivi announced the release date of the film with a motion poster which puts into the spotlight, Jayalalithaa’s remarkable journey from being the face of Tamil Nadu’s film industry to the leader who changed the face of the state’s politics.

Kangana Ranaut took to her official social media accounts and wrote, “To Jaya Amma, on her birth anniversary. Helmed by A. L. Vijay, ‘Thalaivi’ is an upcoming Indian multilingual Indian biographical film that will be released in Hindi, Tamil, and Telugu.

‘Thalaivi’ is written by ‘Baahubali’ and ‘Manikarnika’ writer KV Vijayendra Prasad and ‘The Dirty Picture’ and ‘Once Upon a Time in Mumbai’ writer Rajat Arora.

US Ban On Cotton Imports From Xinjiang Hurts China

The US ban on China’s Xinjiang cotton yarn makers over the inhuman treatment meted out to Uyghurs is now impacting the economic growth of its cotton companies.

Last month, Chinese cotton yarn maker Huafu Fashion sent a warning to investors. “Multiple American brands have canceled orders,” Huafu said in a Shenzhen stock exchange filing, citing US sanctions. “It’s brought negative effects to the company,” reported The Washington Post.
Huafu — which said it lost at least USD 54.3 million last year vs. a net profit of USD 62.5 million in 2019 — is one of the few suppliers to publicly acknowledge the sanctions’ effects, reported The Washington Post.

Thousands of companies worldwide are affected after the United States blacklisted 87 per cent of China’s cotton crop — one-fifth of the world’s supply — citing human rights violations against Muslim Uyghurs in China’s northwest Xinjiang region.

The US sanctions were prompted by the Chinese government’s harsh re-education campaign against Uyghurs, a Turkic ethnic minority. Some Uyghurs detained in internment camps in Xinjiang in recent years have said they were tortured and forced to work in textile factories as a condition of release.

The United States began isolated sanctions last year on Xinjiang textile makers, including Huafu, which didn’t respond to a request for comment. On January 13, CBP announced a blanket ban on all Xinjiang cotton.

“Companies can no longer claim ignorance as an excuse,” CBP said in a statement to The Post. “CBP’s message to the trade community is clear: Know your supply chains.”

Cotton picked in Xinjiang winds up in garments cut and sewn across Asia, from Bangladesh to Vietnam, textile industry executives say. The US ban applies to products “made in whole or in part” with Xinjiang cotton, “regardless of where the downstream products are produced,” said US Customs and Border Protection (CBP).

Justin Huang, president of the Taiwan Textile Federation, said Taiwanese textile manufacturers received notices in September from Western brands to confirm their cotton sources. He said brands no longer wanted Chinese cotton, since it was difficult to confirm from which region of China it originated, reported The Washington Post.

“US manufacturers are very sensitive,” he said, “so before the announcement, US traders had already begun to shift their production lines.”

Patagonia announced in July it was “actively exiting the Xinjiang region,” and said it told suppliers that Xinjiang fiber and manufacturing was prohibited.

Gap, which encompasses the Old Navy and Banana Republic brands, said it has prohibited suppliers from sourcing products, components or materials from Xinjiang, directly or indirectly.

Ikea said it “stopped all shipments” to the United States containing Xinjiang cotton after the CBP ban. Ikea and H&M both said their suppliers have stopped new cotton purchases from Xinjiang because of the Better Cotton Initiative’s decision last year to discontinue licensing cotton from the region.

Nike said it has confirmed its suppliers were not using textiles or spun yarn from Xinjiang and that it was communicating the new requirements to them.

One of the rare reports of a factory shift directly attributed to the sanctions came in October from the Vietnam Investment Review, a periodical run under Vietnam’s Ministry of Planning and Investment.

It said that Hong Kong-headquartered yarn giant Texhong, which has a Xinjiang subsidiary, was shifting some production to Vietnam because of the US sanctions, reported The Washington Post.

Moreover, there is growing interest in chemical-tracing technologies to determine cotton origin, though they are not yet in widespread use. Tracing company Oritain is working with a “large number of brands” on gauging their supply chain risk from Xinjiang cotton, chief executive Grant Cochrane said.

Hibbie Barrier, a cotton broker at Avondale Futures in Nashville, said the ban may have contributed to rising demand for US cotton in recent months, and a bump in global cotton prices, from 81 cents a pound in mid-January to over 90 cents a pound last week. (ANI)

‘Gangubai Kathiawadi’ Teaser Released

A teaser of Sanjay Leela Bhansali’s ‘Gangubai Kathiawadi’ starring Alia Bhatt was dropped on Wednesday, on the occasion of the film director’s 58th birthday.

The film based on one of the chapters of noted author S Hussain Zaidi’s book, ‘Mafia Queens of Mumbai’ also stars Ajay Devgun in a special appearance.
The one-minute-thirty-second-long teaser by Bhansali, famed for his grand cinema shows Alia Bhatt in a never-seen-before avatar as she portrays an eponymous character in the flick.

The teaser opens with a dialogue that says, “They say…nights in Kamathipura are always moonlit because Gangu lives there!”

The teaser is set in a theme where the 27-year-old named Gangubai Kothewali, a brothel owner and matriarch from Kathiawad who had no choice but to embrace the ways of destiny and swing it in her favour. She transforms from a brothel queen to a politician.

Through the enthralling video, viewers are introduced to the character of Alia as ‘Gangu’ the boss woman. She looks promising and it’s safe to say that her fans are in for a visual treat.

Dressed in traditional sarees and sporting long hairstyles, the ‘Student of the Year’ actor has aced the look of a Gujarati woman with kohl-rimmed eyes and bold red bindi completing the look.

The teaser showcases Alia in a catchy dialogue: “Live with dignity. Never fear anyone. Neither police, nor MLA, or minister or any bloody pimp…NOBODY!!” and the rising crescendo of a thrumming soundtrack.

The makers have announced the theatrical release date of the film on July 30 this year.

The film marks Bhansali’s first collaboration with Alia. This project will also see Bhansali Productions collaborating with Jayantilal Gada’s Pen India Limited. (ANI)

Senior Citizens To Get Covid Vaccine Shot From March 1

The second phase of COVID-19 vaccination in India will begin from March ,1 in which people above 60 years of age and those above 45 years of age with comorbidities will be vaccinated, Union Minister Prakash Javadekar said on Wednesday.

Address a press conference after the Union Cabinet meeting, the minister said that those who would take the vaccine at private centres will have to pay from their own pocket.

“The second phase of vaccination from March 1 in which people above 60 years of age and those above 45 years of age with comorbidities will be vaccinated at 10,000 government and over 20,000 private vaccination centres. The vaccine will be given free of cost at government centres,” Javadekar said.

“Those who would take the vaccine at private centres will have to pay. The amount will be decided by the health ministry within the next 3-4 days as they are in discussion with manufacturers and hospitals,” he said.

The Union Minister said 1,07,67,000 people have been vaccinated against COVID-19 so far in the first phase of vaccination which began on January 16.

“14 lakh people have received a second dose as well. In the first phase, healthcare and frontline workers were vaccinated, and the expenditure was borne by the government,” Javadekar said.

India has reported 13,742 new cases of coronavirus and 104 deaths in the last 24 hours, according to the Union Health Ministry on Wednesday.

With this, the total number of COVID-19 cases in India stands at 1,10,30,176 and the active cases tally is 1,46,907.

While as many as 1,56,567 deaths have been reported, a total of 1,07,26,702 people have been discharged. (ANI)
