LS Rejects Women’s Quota Bill; Opposition Hits Out At Delimitation

The BJP-led government’s efforts to get the Delimitation Bill as part of its push to expedite implementation of women’s reservation did not find the requisite support in the Lok Sabha on Friday with opposition members voting against the Constitution Amendment Bill.

In the division on the Constitution Amendment Bill that took place following the debate on the three bills moved by the government for passing, 298 members supported the bill while 230 voted against it.

Lok Sabha Speaker Om Birla announced the results of the division.

“The Constitution (131st Amendment) Amendment Bill did not pass as it did not achieve a 2/3 majority during voting in the House,” he said.

Home Minister Amit Shah replied to the marathon debate on three bills.

He slammed the opposition parties over their stance on the bills aimed at implementing women’s reservation from the 2029 general elections and said that when they fight the next elections and said they will face the wrath of women.

Opposition parties strongly objected to the Delimitation Bill and said the government should implement women’s reservation immediately in the existing strength of the Lok Sabha. They expressed their full support for women’s reservation.

In his speech during the debate, Congress leader Rahul Gandhi slammed the government over the Delimitation Bill and said it has “nothing to do with the empowerment of women” and is an “attempt to change the electoral map of India”.

Nearly 130 members took part in the two-day debate on the Constitution (One Hundred and Thirty-First Amendment) Bill, 2026, the Union Territories Laws (Amendment) Bill, 2026, and the Delimitation Bill, 2026.

After Lok Sabha did not pass the Constitution Amendment Bill, Parliamentary Affairs Minister Kiren Rijiju said the government had no intention to pursue the two other bills as the three were interlinked.

The government had convened a three-day special sitting of the budget session to get the three bills passed.

Amit Shah later said that Congress, TMC, DMK, and Samajwadi Party did not allow the passage of the essential Constitution Amendment Bill for the Nari Shakti Vandan Adhiniyam.

“Today, a very strange scene unfolded in the Lok Sabha. The Congress, TMC, DMK, and Samajwadi Party did not allow the passage of the essential Constitution Amendment Bill for the Nari Shakti Vandan Adhiniyam. Rejecting the bill that would grant 33% reservation to women, celebrating it, and raising victory cries over it is truly reprehensible and beyond imagination,” he said.

“Now, the women of the country will not get the 33% reservation in the Lok Sabha and state assemblies, which was their right. The Congress and its allies have done this not for the first time, but repeatedly. Their mindset is neither in the interest of women nor of the country,” he added.

Amit Shah said that the women of the country will punish the opposition parties in elections.

“I want to tell them that this insult to Nari Shakti will not stop here; it will travel far and wide. The opposition will have to face the ‘wrath of women’ not only in the 2029 Lok Sabha elections, but at every level, in every election, and at every place,” he said.

Rahul Gandhi, who is Leader of Opposition in the Lok Sabha, later said they have defeated this attack on the Constitution.

“We have clearly said that this is not a women’s reservation bill, but it is a way to change India’s political structure,” he told reporters.

Congress leader Priyanka Gandhi Vadra said the vote was not about women’s reservation but democracy. She also slammed the BJP.

“We can never agree to linking delimitation with women’s reservation. It was not possible that this bill would pass. This is a big win for democracy in our country. Those who did not take any action in Hathras, Unnao and Manipur are talking about an anti-women mindset?” Priyanka Gandhi told reporters.

Congress leader Gaurav Gogoi said that women’s reservation bill was passed in 2023 and if the government had not linked it to delimitation and census, the implementation would have advanced significantly.

“I believe that if Prime Minister Modi and the BJP government had introduced a simple women’s reservation bill, without any requirements for delimitation or census, women’s reservation would have advanced significantly. The women’s reservation law passed in 2023, which the government implemented last night, will be implemented further,” he told ANI.

Gogoi said the “political delimitation” the government wanted to do in the name of women’s reservation in 2026 “has been exposed across the country”.

“Somewhere, the BJP only wants to play politics, and the country has understood this today,” he said.

Congress leader Shashi Tharoor said it is a convincing victory for opposition and opposition members voted to save democracy.

“It has been a very convincing victory. The BJP fell 52 votes short of the two-thirds they needed to pass the constitutional amendment… We are feeling a certain sense of triumph. this is not a vote against women’s reservation, but against delimitation and the mischief that delimitation and the dramatic expansion of Parliament would do to our democracy, so we voted to save our democracy,” he told ANI.

“We have said even in our speeches, that we will vote for women’s reservation if you will delink it from delimitation. It is against their refusal to delink this that we have voted,” he added.

Samajwadi Party leader Akhilesh Yadav said they are not against reservation for women but had concerns about the way government intended to carry out the delimitation process.

” We have stated our stance clearly. We are in favour of women’s reservation. Samajwadi Party and Opposition did not oppose women’s reservation,” he said.

BJP leader Ravi Shankar Prasad said Congress opposes everything that the Modi government proposes.

“Congress party, especially Rahul Gandhi, oppose everything. Today, when the Modi government is committed to women’s empowerment, they (the opposition) are opposing it. It is evident that they are against ‘nari vandan’ and women’s representation. The women of the country will not forgive them,” he said.

BJP leader Tejasvi Surya accused the Congress of betraying women of the country.

“This is a very sad day for the democracy of the country. We had the opportunity to create history by giving women their rights in policy making, but the Congress party has once again betrayed the women of the country,” he said.

Union Minister Pralhad Joshi also took potshots at Congress and said people will teach it a lesson.

“Today the entire country saw who is in favour of women’s reservation and who is against women’s reservation… The country lost a historic opportunity because of the Congress Party… People will teach the Congress party a lesson,” he said.

A Constitution Amendment Bill needs a majority of the total membership of the House and a majority of not less than two-thirds of the members present and voting for its passing.

The special sitting of Parliament was held amid campaign for assembly polls in Tamil Nadu and West Bengal. Elections have been held in Assam, Kerala and Puducherry and the results will be announced on May 4.

The One Hundred and Sixth Constitutional Amendment Act, 2023 (Nari Shakti Vandan Adhiniyam), passed in 2023 by Parliament provides for 33% (one-third) reservation for women in the Lok Sabha and state legislative assemblies.

The government has notified that it has come into force from April 16.

Haj Pilgrimage 2026: First Batch Of Indian Pilgrims To Depart On April 18

The Haj pilgrimage from India for the year 2026 is set to begin on April 18, with the first batch of pilgrims scheduled to depart for Saudi Arabia from multiple embarkation points across the country.

A total of 1,75,025 pilgrims are expected to undertake the sacred journey this year.

Union Minister of Minority Affairs Kiren Rijiju has extended his best wishes to all pilgrims and reiterated the Government’s commitment to ensuring a smooth, safe, and comfortable Haj experience.

The Ministry of Minority Affairs, which functions as the nodal ministry for Haj operations, has stated that several new measures have been introduced this year to further improve services and overall facilitation for pilgrims.

In coordination with the Haj Committee of India, various Central Ministries, State Governments, and authorities in Saudi Arabia, the Government of India has put in place comprehensive arrangements to ensure seamless logistics, improved travel support, and better on-ground assistance during the pilgrimage. Officials have highlighted that the focus this year remains on enhancing efficiency, safety, and real-time support mechanisms for pilgrims.

Among the key initiatives introduced for Haj 2026 is expanded digital facilitation through the Haj Suvidha App, aimed at providing pilgrims with easier access to essential services and information. In addition, Haj Suvidha Smart Wristbands have been deployed to help in locating pilgrims and assisting in case of emergencies or missing persons. For the first time, a short-duration Haj option of approximately 20 days has also been introduced, offering greater flexibility to selected pilgrims.

The government has also enhanced insurance coverage for pilgrims to around Rs 6,25,000 per person, strengthening financial and medical security during the journey. Around 60,000 pilgrims will benefit from high-speed train connectivity between Makkah and Madinah, which is expected to improve inter-city travel efficiency and comfort.

Further arrangements include improved real-time monitoring systems, strengthened grievance redressal mechanisms, upgraded medical screening, and expanded healthcare support services. Coordination for accommodation and transport facilities in Saudi Arabia has also been enhanced, including the arrangement of hotel-style accommodations in Makkah for better comfort and services this year. Authorities have additionally focused on streamlining embarkation procedures at 17 designated embarkation points across India, including major cities such as Delhi, Mumbai, Lucknow, Hyderabad, Kolkata, Bengaluru, and Srinagar, among others, to ensure smooth and hassle-free departures.

The Government of India has underlined that the welfare and well-being of Haj pilgrims remain a top priority, with continuous coordination maintained with Saudi authorities for effective management throughout the pilgrimage period. Pilgrims have been advised to follow all official guidelines, including health and travel advisories, to ensure a safe and spiritually fulfilling journey. (ANI)

India’s Balanching Act As Dhaka Demands Hasina’s Extradition

In a delicate balancing act between legal obligations and regional diplomacy, the Ministry of External Affairs (MEA) confirmed on Friday that it is officially reviewing a formal request for the extradition of former Bangladesh Prime Minister Sheikh Hasina through established legal and judicial channels.

The announcement, delivered by MEA spokesperson Randhir Jaiswal, comes at a pivotal moment as India seeks to stabilise its partnership with the newly established government in Dhaka following the dramatic political shifts of the “July Revolution.”

“The request is being examined as part of ongoing judicial and internal legal processes. We will continue to engage constructively on the issue with all the stakeholders. We follow all developments very closely,” said Jaiswal while addressing a weekly media briefing.

The extradition request, which India first acknowledged receiving in 2025, is now undergoing a rigorous assessment within India’s judicial framework. Jaiswal emphasised that the process is bound by internal legal protocols.

Despite the sensitivity surrounding Hasina’s presence in India–where she has remained since her ouster in August 2024–New Delhi is signalling a “business-as-usual” approach toward the new administration.

“I would also like to emphasise that the External Affairs Minister reiterated India’s desire to engage constructively with the new government and further strengthen bilateral ties,” Jaiswal added, highlighting the ongoing diplomatic engagement between the two nations.

Both nations have agreed to utilise formal channels to explore new proposals for cooperation in trade, energy, and regional security. “The two sides agreed to explore proposals for deepening the partnership through the relevant bilateral mechanisms,” the spokesperson remarked, pointing toward a structured path forward.

Official meetings are being scheduled to align the two countries’ perspectives on regional and global issues, ensuring that the partnership remains resilient despite the extradition impasse.

“Official meetings are expected to take place at an early date for both sides’ views on regional and global issues of mutual interest,” Jaiswal said, underscoring the importance of sustained dialogue in the current regional context.

The current diplomatic climate is shaped by the events of July 2024, when a student-led uprising ended the long-standing regime of the Awami League. While Dhaka’s new leadership is under domestic pressure to bring Hasina back to face trial, New Delhi’s priority remains the “best interests of the people of Bangladesh,” prioritising stability and democracy in the neighbouring nation.

Actress-producer Patralekhaa slammed the paprazzi pages for alleged bodyshaming against her after she gave birth to a girl with her husband and Bollywood star Rajkummar Rao.

Taking to her Instagram handle, Patralekhaa addressed alleged comments from the paparazzi pages about her physical appearance following childbirth.

She explained that her weight gain is a natural reaction to pregnancy, especially while managing work commitments like producing films.

Titled Pap Pages, the actress wrote, “What’s happened to me!? I have just given birth!

Yes, I have gained weight, which seems like an unnatural phenomenon to you all. I have not sat and eaten a mountain; I just delivered a baby and produced two films simultaneously, which are not easy jobs.

While requesting the kinder behaviour from the paps, the actress wrote, “If I could, I would not be this way. But that’s how my body has reacted to pregnancy. For God’s sake, please learn to be a little kind.”

Bollywood star couple Rajkummar Rao and Patralekhaa were blessed with their first child, a baby girl, last year.

In a joint post, the couple announced the news, celebrating their daughter’s arrival on their fourth wedding anniversary, which was on November 15.

“We are over the moon. God has blessed us with a baby girl. Blessed parents – Patralekhaa and Rajkummar,” the note read.

In the caption, they described their daughter as God’s “greatest blessing,” expressing joy at entering a new chapter of their lives.

RajKummar and Patralekhaa got married on November 15, 2021, in a close family ceremony in Chandigarh. They first worked together in the 2014 film Citylights, which was Patralekhaa’s first Bollywood film.

Meanwhile, Patralekhaa, along with actor Rajkummar Rao, is also busy working as a producer. A few months ago, he and his wife Patralekhaa launched their own production house, KAMPA Film.

Land Inequality Growing in the Shadow of Development

Agriculture is the backbone of India  this is what we have been hearing for generations. But there is a pain hollowing out this backbone from within  and that is the unequal distribution of land. On one hand, news of farmer suicides, indebtedness, and rural migration keeps coming; on the other, agricultural land across the country continues to concentrate in the hands of a few wealthy individuals.

A significant report has recently come to light on this reality of inequality the research report titled Land Inequality in India: Nature, History, and Markets by the World Inequality Lab. Co-authored by Nitin Kumar Bharti, David Blakeslee, and Samreen Malik, this report involved an in-depth study of land ownership data across approximately 2.70 lakh villages in ten major states of India, covering a population of 65 crore people  and its findings are shocking. Only the top ten percent of wealthy families in rural India control 44 percent of the land, while 46 percent of rural families are entirely landless. The richest five percent of families hold 32 percent of the land, while just one percent of ultra-wealthy families have 18 percent of rural land concentrated in their hands.

The Gini Index  the standard measure of land inequality  has reached an average of 71. In some villages, the situation is so severe that more than 50 percent of the village land is in the possession of a single landlord, and on average, the largest landholder controls approximately 12 percent of the total land. A person who has no land gets neither bank loans, nor government assistance during drought, nor any assurance of income from farming. He remains trapped in the web of wage labour for eternity  and this vicious cycle continues to roll forward from generation to generation.

Regarding Maharashtra in this report the state is considered one of India’s progressive and agriculturally innovative states. It has all kinds of cash crops: sugarcane, cotton, orchards, and vegetables. Yet even within this market-oriented agricultural economy, land inequality persists  and in some respects, it comes through even more starkly. According to this report, Maharashtra’s Gini coefficient stands at 0.709, which is indicative of an extremely high level of inequality.

Approximately 48.1 percent of families in the state are landless  meaning nearly half of all families do not own even a single piece of land in their own name. The top ten percent of families hold 40.8 percent of the land, while just one percent of the wealthy families have 14.7 percent of the land concentrated with them. Furthermore, even proximity to roads or markets has not reduced this inequality  this observation tells us that the roots of inequality do not lie in land productivity; they are deeply embedded in history, social structure, and power equations.

Across states nationwide, there are vast differences in land inequality. Punjab has the highest rate of landlessness, reaching up to 73 percent  which is particularly astonishing since Punjab is considered an agriculturally advanced state. In Bihar, the share of the largest landholder goes as high as 20.1 percent. In Kerala, the landlessness rate is 65.4 percent, while in Tamil Nadu it is 66.5 percent. An important point emerges from this comparison  Kerala and Tamil Nadu are considered frontrunner states in social indicators, yet even there, the rate of landlessness is high. This means that even if literacy, health, and education improve, land inequality does not automatically diminish. It requires special policy intervention.

One important cause of land inequality is the land revenue systems imposed during British colonial rule. In areas that were controlled under the zamindari system during British rule, greater land inequality is still found today, whereas in areas that were under princely states, this proportion appears comparatively lower. The three types of land revenue systems introduced under British rule  ryotwari, zamindari, and mahalwari  profoundly influenced the economic and social structure of rural India. The zamindari system gave intermediaries unlimited power over farmers.

These intermediaries remained in a race to extract maximum revenue from farmers. The farming class was pushed into the abyss of debt, and land continued to concentrate in the hands of the wealthy. After independence, land reform laws were enacted, zamindari abolition took place, land ceiling laws came into force, and through Vinoba Bhave’s Bhoodan movement, some land was distributed to the landless. However, although these post-independence efforts have shown positive results, the fundamental inequality in land ownership still remains.

Another major cause of land inequality is the caste system  a cause equally historical and equally profound. The impact of social hierarchy is still clearly visible on land ownership. The proportion of landlessness is highest among Scheduled Caste and Scheduled Tribe families. For centuries, these communities were denied the right to hold land. Till the land, but the land remains in the names of the upper castes  this vicious cycle still continues in many places.

Looking at tribal areas in Maharashtra  in Nandurbar, Gadchiroli, Palghar, and Chandrapur districts, tribal farmers have been cultivating land for generations, yet their names do not appear on the 7/12 land extract. In the Sahyadri valleys, Vidarbha, and Khandesh in Maharashtra, many tribal and hilly-area farmers have been farming on forest or grazing land for generations. They nurture that land with their own sweat, but their names do not appear in government records. As a result, they receive neither crop loans nor government assistance during droughts. The reasons for this are the historical absence of land registration, fake purchase agreements, transactions carried out under pressure, and ignorance about the complexities of the law.

In Maharashtra, there are strict provisions under Section 36(A) of the Maharashtra Land Revenue Code, 1966 for the protection of tribal lands. A tribal person can sell land only to another tribal person; if the sale is to be made to a non-tribal, the prior written permission of the District Collector is mandatory. However, in the past, fake purchase agreements, fake powers of attorney, incorrect succession entries, or transactions carried out under pressure took place in many locations, and as a result, thousands of tribal people were deprived of their land. No matter how stringent the laws, as long as enforcement is not effective, as long as tribal communities are unaware of their rights, and as long as corruption and pressure persist, the prospect of reducing land inequality continues to recede.

In 2006, the Government of India enacted the ‘Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act.’ This Act made an attempt to grant legal rights to tribal and forest-dwelling communities over the land they have been cultivating for generations. This was an important remedy for a historical injustice. With proper documentation, supplemented by modern satellite evidence and the strength of the gram sabha, legal rights over land can be obtained. However, the implementation of this Act is extremely slow. Many claims are rejected, the process is cumbersome, the government machinery’s response is inadequate, and claims still remain pending  they remain trapped in the web of landlessness.

It is often argued that the development of markets, road networks, and agricultural trade will reduce land inequality. This argument may seem theoretically attractive, but the reality is different. Market integration does not completely eliminate historical land inequality. The proximity of cities, roads, and markets does not change the deeply entrenched patterns of land inequality that have been shaped by natural conditions and institutional history. On the contrary, market orientation often increases pressure on small farmers. Unable to afford the capital needed for cash crops  seeds, fertilizers, irrigation  small farmers sell their land, wealthy farmers and industrialists buy it up, and as a result, land inequality increases further.

The unequal distribution of land directly impacts poverty, agricultural productivity, and rural development. Land is a crucial factor in rural India that determines income, social status, and access to credit. A farmer who owns land gets bank loans, government subsidies, and compensation in the event of crop failure. But a landless farmer is deprived of all these benefits. He works as a labourer on others’ farms, depends on seasonal employment, migrates to the city when the monsoon season ends, his children drop out of school to work as labourers, when health deteriorates, treatment is paid for through debt, and to repay the debt, whatever little he has must be sold. This vicious cycle continues from generation to generation.

If solutions are to be found for this situation, multi-dimensional policy intervention is needed. Digital land registration, computerisation of 7/12 extracts, and land surveys reduce fraudulent transactions. Maharashtra has made some progress in this area, but in rural and tribal regions, this work is still not complete. The lakhs of tribal families whose forest rights claims remain pending must be resolved immediately. Government lands, grazing lands, and Class-II lands in the possession of the state should be allocated on a priority basis to landless Dalit and tribal families. Through women’s self-help groups and cooperative organisations, collective land cultivation, group farming, and the formation of producer companies can include the landless in the production chain. Many non-governmental organisations are working in this direction, and the results of their efforts are also beginning to show.

The diversity of land inequality across states in India is almost as vast as the diversity found among nations across the world — this observation tells us that each state in India needs a different policy; a uniform national answer is not sufficient. The World Inequality Lab is a research institution affiliated with the Paris School of Economics that works to explain the causes of inequality worldwide through evidence-based research. This institution’s report has sparked discussion at the international level on India’s land inequality because as long as this issue remains confined to local discussions, it does not receive its rightful place in national and international policies.

This report by the World Inequality Lab reflects our reality. The data encompassing the land issues of 65 crore people tells us that much still remains to be done. The landless must receive land, tribal rights must be strengthened, and Dalit farmers must receive the fruits of their labour these are not merely welfare measures, but the indispensable necessity of a just society. Eliminating land inequality does not merely mean distributing pieces of land  it means restoring to a person his dignity. These matters must be taken seriously.
