AAP Party in opposition meet

AAP To Attend Opposition Meet In Bengaluru: Raghav

Following the Congress decision to oppose Centre’s ordinance related to the control of administrative services in Delhi, the Aam Aadmi Party (AAP) on Sunday announced that it will attend the second opposition party meeting that is scheduled to take place in Karnataka’s Bengaluru on July 17-18.

AAP MP Raghav Chaddha, while speaking to the media after the party’s Political Affairs Committee (PAC) meeting confirmed the same and said, “As Congress has also made its stand clear on the black ordinance, it is decided that the party under the leadership of Arvind Kejriwal will take part in the meeting of like-minded parties in Bengaluru on July 17-18.”
The AAP called a PAC meeting of the party on Sunday.

The opposition meet in Bengaluru is scheduled with the purpose of uniting the opposition to take on the Bharatiya Janata Party in the upcoming general assembly polls in 2024.

Top leaders of at least 24 political parties would attend the second Opposition unity meeting being convened by Congress in Bengaluru.

Significantly, a mega opposition meeting was held in Bihar’s Patna on June 23.

The AAP asked Congress to clear its stand on the centre’s ordinance, which was brought by the central government regarding the transfer and posting of group-A officers in Delhi.

After the first Opposition meeting, Aam Aadmi Party (AAP) had said that unless the Congress publicly denounced the ordinance it would be “very difficult” for it to be a part of any coalition that includes the grand old party.

Congress General Secretary KC Venugopal on Sunday said that the party’s stand on the same is ‘very clear’ and it is going to oppose it in the parliament.

“Congress’ stand on this is very clear, we will oppose it,” Venugopal said while speaking to ANI.

The BJP-led central government brought the ordinance on the transfer and posting of bureaucrats in Delhi in May, virtually negating a Supreme Court verdict giving the elected government in Delhi the control over services matter.

The ordinance seeks to set up a National Capital Civil Service Authority for the transfer of and disciplinary proceedings against Group-A officers from the DANICS cadre.

Transfer and postings of all officers of the Delhi government were under the executive control of the lieutenant governor before the May 11 verdict of the apex court.

The AAP had been counting on the support of the Congress, which has 31 MPs in the Rajya Sabha. The BJP does not have a majority in the Upper House of Parliament.

CM Kejriwal had even held one-on-one meetings with top Opposition leaders across the country, soliciting their support on the Ordinance issue. (ANI)

Delhi yamuna waterlog

Delhi: Key Roads Remain Waterlogged As Yamuna Continues To Be In Spate

Key arterial roads and nearby areas in the national capital remained affected on Sunday due to waterlogging from fresh showers while the Yamuna continued to be in spate.

The water level, which had breached the danger mark, flooding vast swathes of the national capital and resulting in a raging blame game between the ruling Aam Aadmi Party (AAP) and the BJP, was recorded at 206.02 metres at 8 am on Sunday.
Visuals showed ITO, Red Fort and the Ring Road areas showed persistent and heavy waterlogging even on Sunday.

Drone visuals also showed waters from the overflowing Yamuna sneaking into the iconic Red Fort wall, near the Ring Road.

Further, Delhi’s Akshardham and the walled city area near Kashmere Gate continued to remain inundated with drone visuals showing the extent of flooding there.

However, the water level on the stretch of road from Majnu Ka Tila to Kashmere Gate has started to recede. The same comes as a huge respite for locals in the area, who had been literally marooned over the last few days due to excessive flooding on account of record rainfall and release of water into the Yamuna.

Meanwhile, teams from the National Disaster Response Force (NDRF) carried out rescue operations in the low-lying areas near Pragati Maidan on Saturday late night as the Yamuna continued to be in spate, officials said.

Hundreds of people, who were rescued from low-lying areas by the NDRF personnel, spent the night at a relief camp in Mayur Vihar.

Fresh showers lashed various parts of the national capital on Saturday, leading to extensive waterlogging at arterial stretches and bringing traffic to a crawl. (ANI)

Arvind kejriwal flood planning

Day After ‘Teamwork’ Pledge By CM, L-G, AAP Alleges Conspiracy Behind Delhi Flooding

The blame game over the Yamuna flooding in the national capital took centrestage, a day after Delhi Chief Minister Arvind Kejriwal and Lieutenant Governor VK Saxena issued a joint statement stressing ‘teamwork’, with Health Minister Saurabh Bharadwaj on Saturday alleging that the BJP-ruled Centre and the Haryana government had conspired to throw the national capital into a flood crisis.

Coming down heavily at the BJP at a press conference on Saturday, the ruling Aam Aadmi Party (AAP) leader said, “Delhi received 153 mm of rainfall on July 8, which was a record in two decades. It rained moderately in the evening on July 9, but thereafter, the city exprienced no further rainfall. So, the big question is — if there was not a drop of rain in Delhi since July 9, how did the national capital come to be flooded like this?”
“The answer, as is now evident, is that the BJP-led central government and the Haryana government, where too, the BJP is ruling party, conspired to push Delhi into a flood crisis,” Bharadwaj claimed.

The remark appeared to be in conflict with the show of unity by the L-G and the Delhi CM at the joint press conference on Friday, with the former saying, “We need to work as a team”.

“This is not the time to resort to a blame game or point fingers at each other. Right now, we need to work as a team. I, too, can say a lot of things but this is not what we should do at this time,” the L-G added.

CM Kejriwal said people, who have been grappling with flooding woes over the last couple of days, will get a measure of respite soon, as the rising waters of the Yamuna was receding slowly but surely.

“…water flooded different areas due to many reasons. Here, the flooding took place because of a breach (of drain regulator) while at Raj Ghat, it was a caused due to backflow of water from a drain. Several other places were flooded due to the backflow of the Yamuna waters. However, the people will get some respite soon as the Yamuna waters have started receding,” the CM said.

However, at the press conference on Saturday, Bharadwaj said, “The danger mark of the Yamuna is at 205.33 metres. Till yesterday, it was flowing at 208.6 metres. As is recorded in history, Delhi witnessed a catastrophic flood in July 1998, when the Yamuna flowed at 207.49 metres. The level currently is even higher. The reason for the prevailing situation in the Capital is that the regulator of the Hathni Kund barrage is based in Haryana’s Yamunanagar, which is located 228 kms away from Delhi.”

“We sent our team over there as we learned that water was being released deliberately towards Delhi,” Bharadwaj added.

Further, hitting out at the BJP, he said, “From July 9 to 13, water was deliberately released towards Delhi as part of a conspiracy. The report of the Central Water Commission, dated July 12 and 13, that we received from the Hathni Kund Barrage, says that the water was not released into the eastern cannal, towards Uttar Pradesh.”

“Last year, in August, water was not only released towards Delhi but the eastern and western canals as well. The flow was evenly distributed between multiple states because of which there was no flood in Delhi,” he added.

The AAP minister said, “False statements are being made that water cannot be release into the eastern canal as it is very small. Now, after the AAP highlighted this issue in the media, the water is now being released into the eastern canal as well.”

Earlier, Union Minister Nityanand Rai, while stressing the need for all stakeholders to set aside their differences and come together in the interest of putting Delhi out of its misery, said, “They (AAP) are resorting to the politics of lies. It is what the party was founded on. It is in their culture.” (ANI)

Kejriwal joint press on flood situation

Delhi L-G, Kejriwal Address Joint Press Meet On Flood Situation

The ongoing flooding woes in the national capital brought Delhi Chief Minister Arvind Kejriwal and Lieutenant Governor VK Saxena, who have been trading barbs in the recent past, together as the two briefed the media jointly on the previaling situation, saying, “We need to work as a team”.

Flanked by CM Kejriwal, ministers Atishi and Saurabh Bharadwaj, L-G Saxena on Friday inspected a flooded stretch near Vikas Bhawan, ITO where a drain regulator was damaged.
The L-G was responding to minister Saurabh Bharadwaj, who said the NDRF team reached the spot only on Friday, even after several requests to the officers last night.

“Thank you, the situation would have been better had the NDRF reached the spot last night itself,” Bharadwaj said.

L-G Saxena said, “I would like to tell you that this is not the time to resport to a blame game or point fingers at each other. Right now, we need to work as a team. I, too, can say a lot of things but this isn’t what we should do at this time.”

Meanwhile, at the joint press briefing, CM Kejriwal said people, who have been grappling with flooding woes over the last couple of days, will get a measure of respite soon, as the rising waters of the Yamuna was receding slowly but surely.

Meanwhile, earlier in the day, Delhi’s Public Works Department (PWD) Minister Atishi said the water level of the Yamuna was receding gradually at a rate of 0.1 metre and will it take another day for normalcy to be restored.

Atishi said no individual could be blamed for the prevailing situatuion as it is the fallout of incessant and heavy rainfall over North India.

“However, there’s good news now as the water levels have started receding. It was stable between 1pm and 7pm yesterday and is receding gradually now. However, since it is receding at a rate of 0.1 metre, it will, perhaps, take another day’s time for the waters go down entirely and for the situation to return to normal. Water entered several areas as the drains were overflowing and there was backflow from the Yamuna. Pumping out the water is not an option as it would have to be discharged into the Yamuna itself, which is already in spate. The situation cannot be blamed on any individual as it is the result of incessant and heavy rainfall over North India. However, the good thing is that the water is receding slowly,” Atishi said.

Earlier, speaking on the flood situation in the national capital, Special CP, Traffic, Surender Singh Yadav, said, “As many as 4,500 police personnel have been deployed in all the affected areas of Delhi. The movements of the Kawariyas are also being monitored. We have been informed that there’s been a decrease in water level at Kashmiri Gate and other areas. But the Ring road area towards Wazirabad is still flooded. We are trying to open the Bhairon Marg by this evening.”

Meanwhile, India Meteorological Department (IMD) on Friday predicted that Delhi will likely receive light to moderate rain accompanied by thunderstorms over the next 4-5 days. (ANI)

Arvind Kejriwal Winter Action Delhi Planning Department

Delhi: Govt, Private Schools Closed In Waterlogged Areas

Delhi Chief Minister Arvind Kejriwal on Thursday announced that all government and private schools were being closed in areas where people were grappling with extensive flooding and waterlogging.

“All government and private schools are being closed in the areas of Delhi where water is filling up,” CM Kejriwal shared in a tweet.
In a later tweet, the chief minister urged all councillors and MLAs to visit relief camps and provide all possible support.

“I appeal to all volunteers, councillors, MLAs and all other people to visit relief camps and provide all possible support,” he said.

Meanwhile, Delhi’s Directorate of Education, too, ordered all government and private schools to close immediately where there is a danger of flood, without waiting for orders.

“In view of the flood situation in Delhi, the Directorate of Education, Government of Delhi has ordered all government and private schools in low-lying areas to close immediately without waiting for orders where there is a danger of flood,” read a statement from the Directorate of Education.

Earlier, on Thursday, the CM urged people in the national capital to look out for each other and extend all necessary assistance amid the floods caused by the rising waters of the Yamuna.

“The water level of Yamuna is increasing continuously. Now the water has reached 208.46 metres. Due to the rising water level, the Yamuna has come on the roads around it. You are requested not to go on these routes. People are being evacuated from the populated areas where there is water. The people living there are requested to cooperate with the administration. Saving the lives of people is most important. There is an appeal to all the people of Delhi to cooperate with each other in every possible way in this emergency”, CM Kejriwal shared in a tweet.

Several areas of the city are under water as the water level of river Yamuna continues to rise following heavy rainfall and the release of water from the Hathnikund Barrage in neighbouring Haryana.

Due to the rise in the water level of Yamuna and the resultant inundation of low-lying areas, traffic movement has been impaired in several places.

The North East district police have informed that more than 1000 people and around 999 cattle have been rescued from different areas near Yamuna amid the flood situation. The rescue was carried out in Usmanpur, Shastri Park, and Sonia Vihar police station areas.

Further, according to official inputs, the movement of commercial vehicles will be regulated as non-destined commercial vehicles won’t be allowed to enter Delhi and will be diverted to the Eastern and Western Peripheral Expressways.

Commercial vehicles will be diverted from Mukarba Chowk, Sarai Kale Khan, Ghazipur border, and from Akshardham towards DND.

The officials further said no commercial vehicles will be allowed between Mukarba Chowk and Wazirabad Bridge, Sarai Kale Khan and IP Flyover, and Akshardham and Sarai Kale Khan. (ANI)

Arvind Kejriwal

Flood Like Situation Unlikely In Delhi: Kejriwal

Delhi Chief Minister Arvind Kejriwal on Monday said that there is no flood threat in Delhi due to the rise in water level of Yamuna, following two days of heavy rain in the national capital and adjoining areas.

He also urged all political parties to refrain from blame games stating that it was not the time to “point fingers” at each other.
“A flood-like situation unlikely to arise in Delhi. Government is prepared to deal with any situation,” he said addressing a press conference here after a meeting to review the city’s handling of the heavy rainfall.

Kejriwal said, “It is not the time to point fingers and single out anybody.” He added that evacuation of people from low-lying areas around Yamuna will commence once the river breaches 206-metre mark.

Citing reports of the Central Water Commision (CWC), Kejriwal said, “Yamuna river flowing at 203.58 meters in Delhi. It is expected to reach 205.5 meters tomorrow morning. Also, according to weather predictions, the water level in Yamuna is not expected to rise too high. A flood-like situation is unlikely. If Yamuna crosses the 206-metre mark, then we will start evacuation along the banks of the river.”

Kejriwal also said potholes on Delhi roads will be filled with stones to prevent accidents, and that the New Delhi Municipal Corporation has been asked to resolve waterlogging problems faced by residents.

Further, he said that there will be inquiry into the incidents of roads caving in. He said that the state governments in the states in north India, which bore the brunt of the torrential rainfall were reaching out to affected people.

“All the political parties will have to coordinate and seek ways to provide relief to the people. Northern India was pounded with unpreceded rains over the last few days,” the Aam Admi Party National Convenor said.

He mentioned that Delhi received the highest rainfall in July since 1982.

“There are reports that people are facing a lot of problems in other adjoining areas as well. In such a situation, we all have to come forward and help each other”, Kejriwal said.

He said that the Delhi government has directed its officials to reach out to the people after heavy rains wreaked havoc in the city.

The IMD has issued an orange alert for today in the national capital.

Ahead of the review meeting today Delhi’s Public Works Department (PWD) minister Atishi inspected the Yamuna river’s water level.

The national capital recorded 153 mm of rainfall in 24 hours ending at 8:30 am on Sunday, the highest in a single day in July since 1982, the India Meteorological Department (IMD) said.

Several parts of northwest India witnessed a heavy spell of rain with Delhi shattering a 41-year record on Sunday, IMD said.

There were reports of house collapses, uprooting of trees and waterlogging in several residential colonies in the national capital over the last two days.

Waterlogging issues were also observed in diplomatic enclaves such as Chanakyapuri, Kaka Nagar, Bharti Nagar, and other prominent roads and colonies under the jurisdiction of the NDMC.

Further, according to the IMD, an interaction between a western disturbance and monsoonal winds is leading to an intense rainfall spell over northwest India, including Delhi, which experienced the season’s first “very heavy” rainfall. (ANI)

Court Directs To Produce Sisodia Physically For Hearing

Special judge M K Nagpal passed the direction while disposing of the application of Delhi police seeking production of Manish Sisodia through video conferencing for hearing.
Delhi police had stated the security concern in producing him physically in the courtroom.

“Now accused Manish Sisodia will be produced physically before the court,” the judge ordered, directing that no public persons or Aam Aadmi Party (AAP) supporters be allowed in the courtroom.

Media persons are also directed to maintain a safe distance from the accused, the court said.

Advocate Vivek Jain, Counsel for Sisodia said, “It is the duty of the police to protect him. There is only a distance of ten meters and 25 police personnel are there. He has been brought from a distance of 15 kilometers. What is the security concern in producing him physically in the courtroom.”

“What prejudice is being caused if he is produced through video conferencing?” the court added.

Video conferencing is as good as physical production, the judge added.

After hearing the submission of the counsel and interacting with Sisodia the judges, “I will not allow the meeting with party workers in the courtroom. From the next date you will be produced physically in the courtroom.”

Manish Sisodia is to be produced physically in the court from the next date, the judge ordered.

Delhi police had moved an application seeking production of Manish Sisodia through video conferencing stating security concerns.

The court noted that an application was moved citing some incidents of first June 2023 when the production of the said accused in ED case, some allegations of mand handling of accused by security personnel were raised.

On that day some supporters and media persons were present there. Police said that they tried to be too close to the accused, the court noted.

Counsel for Sisodia said that he has a right to be produced physically for an effective hearing. The rights of the accused to be produced in court should not be curtailed.

This case has been fixed for July 31.

The Court also directed CBI to supply copies of the main charge sheet to the accused who are named in the supplementary charge sheet and copies of the supplementary charge sheet along with documents to the accused who were named in the main charge sheet and have not received the same.

The court also directed the agency to supply copies of legible documents to the accused.

On the Court on May 27 took cognizance of the supplementary charge sheet filed against former Deputy CM Manish Sisodia and 3 others in the Delhi Excise policy case.

It is alleged that Manish Sisodia formulated and implemented the excise policy in a way to facilitate monopolisation and cartelization of the liquor trade in Delhi.

This supplementary charge sheet was filed on April 25 in connection with the Delhi liquor policy alleged scam case.

This supplementary charge sheet has been filed under sections of the Prevention of Corruption (POC) Act and criminal conspiracy, cheating and Disappearance of evidence under IPC.

Manish Sisodia was arrested in this case on February 26 by the CBI.

While filing the chargesheet CBI informed the court that sanction under Section 19 of PC Act to prosecute Manish Sisodia has been taken and is enclosed with the supplementary chargesheet.

CBI had stated that then excise Commissioner Arava Gopi Krishna’s name is also mentioned in the chargesheet in column 12 as a suspect in the chargesheet.

This chargesheet is accompanied by a list of witnesses as well as documents and articles.

Further, this chargesheet is accompanied by a DVD containing the chargesheet as well as statements of witnesses and RUD. One hash value certificate with respect to the DVD is also filed on record with the supplementary chargesheet.

The CBI case is related to alleged irregularities in the framing and implementation of the excise policy of the National Capital Territory of Delhi (GNCTD).

The main charge sheet has already been filed by the CBI.

It is claimed by the Central Bureau of Investigation (CBI) that former deputy CM Manish Sisodia that he admitted to destroying two phones which he was using before July 2022.

The CBI had said that the investigation has revealed that during the period from January 1, 2020, to August 19 in 1022, the accused Manish Sisodia used three mobile handsets.

The last handset which was used by him was seized during the searches in the case. (ANI)

Delhi HC Rejects Bail Petition Of Sisodia

The Delhi High Court on Monday rejected the bail petition of Delhi’s former Deputy Chief Minister Manish Sisodia in the Enforcement Directorate (ED) case related to alleged irregularities in the Delhi Excise Policy case.

The Court also dismissed bail petitions of Vijay Nair, ex-communication in charge of Aam Aadmi Party, Abhishek Boinpally (Hyderabad-based businessman) and Binoy Babu Binoy, (manager with a liquor company Pernod Ricard) in connection with the same case.
The bench of Justice Dinesh Kumar Sharma while dismissing bail petition of Manish Sisodia said that the court does not find any infirmity with the trial court order which had dismissed his bail.

“The possibility of tampering with evidence and influencing witnesses cannot be ruled out and Section 45 twin condition isn’t satisfied. Bail Denied,” said the court.

The trial court had earlier denied bail to them.

Earlier, Delhi High Court dismissed the bail plea of Manish Sisodia in a CBI case alleging corruption in the implementation of a previous liquor policy in the national capital.

The bench of Justice Dinesh Kumar Sharma while denied bail to Sisodia in the CBI case, said Manish Sisodia (Applicant) being a powerful person, there was the possibility of him influencing the witnesses.

The Rouse Avenue Court earlier dismissed the bail plea of Manish Sisodia in a money laundering case related to the Excise scam stating that “this case of economic offences having serious repercussions upon the general public and society at large as the evidence collected during investigation speaks volumes of his involvement in the commission of the said offence.”

Court also noted that some evidence is also alleged to have surfaced during the investigation to show that some part of the kickback or bribe amount received from South lobby was spent or utilized in connection with the election campaign of the AAP in Goa and some cash payments through hawala channels are alleged to have been sent to Goa for bearing the said expenses and even some fake invoices are alleged to have been created as a cover-up for the cash amounts transferred through hawala channels.

It is stated that the above cash transfers were made as per instructions of the coaccused Vijay Nair, who was the representative of the applicant and the AAP and also the Media Incharge of AAP and looking after the work related to said elections and he also roped in a company named M/S Chariot Productions Media Pvt. Ltd. owned by the coaccused Rajesh Joshi to do the election-related advertising work and other jobs for the party during said elections noted the court.

Thus, in view of the above background, the serious nature of allegations made and the role played by the applicant in the above criminal conspiracy, his connection with the activities relating to generation or acquisition and use etc. of the above proceeds of crime within the meaning of Section 3 of the PMLA and the oral and documentary evidence collected in support of the same and as placed for the perusal of the court, this court is of the considered opinion that even if the rigours and restrictions contained U/S 45 of the PMLA are viewed and construed reasonably, the prosecution has still been able to show a genuine and prima facie case for the involvement of the applicant in the commission of the alleged offence of money laundering.

The Enforcement Directorate (ED) on March 9 arrested former Delhi deputy chief minister Manish Sisodia in the liquor policy case, after hours of questioning at Tihar Jail.

Sisodia was arrested by the CBI earlier in its ongoing investigation of a case related to alleged irregularities in the framing and implementation of the excise policy of the National Capital Territory of Delhi (GNCTD). (ANI)

Kejriwal Briefs ‘Summer Action Plan’ To Curb Pollution

He said that the causes of pollution in summer and winter are different, thus a Summer Action Plan consisting of 14 main points are released by the government today.

“The causes of pollution are different in summer and in winter. We are releasing the Time Action Plan for summer today that consists of 14 main points and the primary focus of the action plan is on dust pollution, which has been a major contributor to the city’s worsening air quality,” he said.
