Election Results For Meghalaya, Tripura, Nagaland Today

Election Results For Meghalaya, Tripura, Nagaland Today

Results will be declared on Thursday for assembly polls in Tripura, Meghalaya and Nagaland with the keenly-fought battle in the three northeastern states marking the first round of polls in an electorally-crucial year.

Meghalaya and Nagaland went for the assembly polls on February 27 and voting was held in Tripura on February 16. The three states witnessed high voter turnout. The BJP, which has replaced Congress as the dominant party in the northeast, is optimistic of prospects in the three states.

Apart from the three states, results will also be declared in the bypolls for Erode (East) seat in Tamil Nadu, Sagardighi in West Bengal Ramgarh in Jharkhand where polling was held on February 27. Polling for Kasba Peth and Chinchwad in Maharashtra was held on February 26.

Apart from the assembly polls, the bypolls have also evoked wide interest due to battle for supremacy between two factions of Shiv Sena. Though the Uddhav Thackeray-led faction is not the contesting the bypolls, it has thrown its weight behind the Maha Vikas Agadhi candidates. The bypolls are the first since the Election Commission recognised the faction led by Chief Minister Eknath Shinde as the real Shiv Sena and allotted it party name and symbol.

The bypoll to the Erode East assembly seat in Tamil Nadu is also significant for both the ruling DMK and opposition AIADMK.

The exit polls have predicted a clear victory of NDPP-BJP alliance in Nagaland, a clear edge to BJP in Tripura and a hung verdict in Meghalaya.

While Tripura saw 87.76 per cent polling, it was 85.90 per cent in Nagaland and 85.27 per cent in Meghalaya.

Meghayala Chief Minister and National People’s Party leader Conrad Sangma met Assam Chief Minister Himanat Biswa Sarma on Tuesday night. The parties were partners in the ruling coalition but fought the assembly polls separately.

BJP leader Rituraj Sinha expressed confidence of party’s performance in the three northeastern states.

“People in North-East saw good work done by Prime Minister Narendra Modi. Our government will be elected in these states. Our vote share will increase,” Sinha said on Tuesday.

The BJP had created a record in Tripura in 2018 election, ousting Left parties from their bastion and hopes to continue its winning run. Left parties and Congress joined hands in this election to give a tough fight to BJP. Tipra Motha, a regional party led by Pradyot Debbarma, a member of Tripura’s erstwhile royal family, is also expected to make its presence felt.

The BJP has allied with IPFT (Indigenous People’s Front of Tripura), its partner in the previous assembly polls. The BJP contested 55 seats of 60-member assembly in Tripura in Februart 27 election. The Left Front fielded candidates in 47 seats and Congress on 13. Tipra Motha fought 42 seats and Trinamool Congress put up candidates on 28 seats.

Chief Minister Manik Saha contested from Town Bardowali constituency and Union minister Pratima Bhowmik fought the polls as BJP candidate from Dhanpur.

BJP leaders in their speeches talked about the development picking up pace in the border state and efforts of the “double-engine” government over the past five years. Tipra Motha has raised demand of Greater Tipraland.

The counting of votes of 60 assembly constituencies in Tripura will be held in 21 counting locations across the state.

Meghalaya went to the polls for 59 of its 60 assembly seats. Polling for the Sohiong Assembly constituency was postponed following the demise of the state’s former Home minister and United Democratic Party (UDP) candidate from the seat, HDR Lyngdoh.

The National People’s Party (NPP) is leading the ruling alliance which also included the BJP. But the two parties have contested the poll separately. Trinamool Congress and regional parties such as the United Democratic Party and People’s Democratic Front have also sought to put up a strong fight and a split verdict could throw open various possibilities in the state.

The BJP and Congress contested 59 seats while the NPP has put up nominees in 56 constituencies. Meghalaya holds significance for pan-India ambitions of Trinamool Congress and the party contested 57 seats.

Conrad K Sangma contested from South Tura constituency while Trinamool Congress leader Mukul Sangma is in the fray from Songsak and Tikrikilla.

In Nagaland, the ruling Nationalist Democratic Progressive Party (NDPP) contested 40 seats while its ally BJP put up candidates 20 seats in the on the 60-member House. Akuluto seat was won uncontested by BJP.

Congress contested 23 seats in the state. The NDPP-BJP alliance in the state is led by Chief Minister Neiphiu Rio.

Naga People’s Front (NPF) leader Kuzholuzo Nienu has said that the party is open to post-poll arrangements. Interestingly, Lok Janshakti Party (Ram Vilas) has fielded 16 candidates.

The Election Commission has made adequate arrangements for counting of votes.

While elections have been held in Nagaland, Tripura and Meghalaya, six more states will go for the assembly polls later this year before the Lok Sabha battle in 2024.

The outcome of the polls in three northeastern states is likely to have a bearing on the prospects of national parties in state polls later this year. BJP is hopeful of the outcome giving it momentum for the poll battles ahead. (ANI)

Kharge said the people of the two Northeast states were looking towards progressive and welfare-oriented governments.

Many top BJP leaders, led by Prime Minister Narendra Modi and Union Home Minister Amit Shah canvassed for party candidates during the last leg of the campaigning.

Nagaland Goes To Poll On Monday: Here Are Keys Issues

Nagaland Goes To Poll On Monday: Here Are Keys Issues

As Nagaland goes to Assembly polls on Monday, there are various issues which have been in the spotlight for years, including the demand for a separate state.

The election campaign for the Assembly polls ended on February 25. The polling will begin at 7 am on Monday and will go on till 4 pm amid tight security. Several issues pertain to the state that might affect the voting on Monday.

The Janajati Dharma-Sanksriti Suraksha Mancha’s (JDSSM) Assam chapter have put forward a demand to delist from the Scheduled Tribes those who have converted to other faiths, making it an election issue in poll-bound Meghalaya and Nagaland.

Notably, both states go to Assembly elections on the same day.

The ruling BJP and its ally NDPP have been accused of maintaining silence on the issue, while the BJP opposed the demand.

Earlier, the Eastern Nagaland Peoples’ Organisation (ENPO) had called for the boycott of the polls until its demands are met by the Centre. The ENPO had demanded a separate state — ‘Frontier Nagaland’ comprising six districts of eastern Nagaland — Tuensang, Mon, Shamator, Kiphire, Noklak and Longleng.

The demand had raised concerns over the uninterrupted and smooth conduct of Assembly polls in nearly 20 constituencies.

However, following an assurance by Union Home Minister Amit Shah on February 2 that an agreement will be signed with the ENPO after the elections, the Naga tribal organisation withdrew its call for a poll boycott.

A forum of MLAs representing the 20 constituencies, named Eastern Nagaland Legislators Union, had rejected the boycott call by the ENPO and announced that they will contest the elections.

The National Socialist Council of Nagaland(IM) and the Naga National Political Groups (NNPG), which is a large firm of seven rebel groups, on January 14 jointly declared their commitment to resolve the rights of the Nagas based on the agreements signed with the central government.

Notably, there was a ‘Framework of Agreement’ signed between NSCN(IM) and the Centre in 2015 to resolve the “Naga political issue”. While in 2017, Naga National Political Groups had signed an ‘Agreed Position’ with the government, the Centre had said that it would sign a single peace accord with all the rebel groups.

During the election campaign, Congress national president Mallikarjun Kharge charged Prime Minister Narendra Modi with “cheating” the people of Nagaland, claiming that the government failed to resolve the Naga political issue and also questioned its omission from the party’s election manifesto.

In March 2022, Amit Shah announced to remove Armed Forces Special Powers Act (AFSPA) from several districts of Assam, Manipur and Nagaland.

In October last year, the Centre decided to extend AFSPA in parts of Arunachal Pradesh and Nagaland for another six months.

“Nine districts and 16 police stations in four districts of Nagaland were being declared as ‘disturbed areas’ after a review of the law and order situation in the state,” the Home Ministry had said in a notification.

Notably, AFSPA has been in force in the whole of Nagaland since 1995.

Corruption has emerged to be another big issue in Nagaland ahead of the state polls.

While the Nagaland Congress vowed to end corruption if voted to power, Prime Minister Narendra Modi, during his election campaign, accused the Congress of using the Northeast as its ATM, neglecting the development of the region.

Prime Minister Narendra Modi attacked the previous Congress governments saying that they considered all states in the Northeast as ATMs, adding that the entire region is now “punishing” the grand old party for its “sins”.

“I can sense huge support for the BJP and NDPP. I see so support for the BJP-NDPP government in Nagaland. This is because we are working tirelessly to bring development to the Northeast. The Congress and its partners have been following the policy of taking votes, while not doing anything for the welfare of the people. Congress leaders in Delhi have a habit of not looking at Nagaland. Congress and its allies never gave importance to stability and prosperity of the state. There was always political instability during the Congress rule,” PM Modi said while addressing a poll rally here.

“Congress always ruled the Nagaland government through remote control from Delhi. From Delhi to Dimapur, Congress indulged in dynasty politics. The entire northeast along with Nagaland is punishing Congress for its sins,” he added.

The voting for the Assembly elections in Nagaland will take place on Monday, and the counting of votes will be held on March 2 along with those of Tripura and Meghalaya. (ANI)

Northeast Punishing Cong For Its Sins: Modi In Nagaland

Northeast Punishing Cong For Its Sins: Modi In Nagaland

Prime Minister Narendra Modi on Friday attacked the previous Congress governments stating that they considered all states in the Northeast as ATMs and added that the entire region is now “punishing” the grand old party for its “sins”.

The Prime Minister also lauded the work done by the BJP government at the Centre and said that it has changed the political thinking for the northeast.
“I can sense huge support for the BJP and NDPP. There is so much support for the BJP-NDPP government in Nagaland because we are working tirelessly with a resolution of the development of the northeast. The Congress and its partners have been following the policy of taking votes and keep forgetting about doing anything for the welfare of the people. Congress leaders in Delhi have a habit of not looking at Nagaland. Congress and its allies never gave importance to stability and prosperity in the state. There was always political instability during the Congress rule,” PM Modi said while addressing a poll rally here.

“Congress always ruled the Nagaland government through remote control from Delhi. From Delhi to Dimapur, Congress indulged in familial politics. So, the entire northeast along with Nagaland is punishing Congress for its sins,” he added.

Quoting former Prime Minister Rajiv Gandhi about the distribution of government money for the public, the Prime Minister said that earlier the 15 paise which reached the public also did not make it to the Northeast region, while after the BJP government came to power at the Centre, every single rupee reaches the ground in the region.

“The NDA government has changed the political thinking in New Delhi for the northeast. Congress always considered the Northeast its ATM. The government money did not reach the people here, but the treasury of the corrupt parties. There was a former Prime Minister from Congress who used to say that when he sends Rs 1, only 15 paisa reaches the public. But this 15 paisa also did not reach earlier to the northeast,” he said.

“Today, the Central government is giving free ration to thousands of families in Nagaland. This is happening because we don’t consider the 8 states of the Northeast as ATMs as the Congress party did. For us, the 8 Northeast states are ‘Ashta Lakshmi’,” he added.

PM Modi said that the BJP has attacked corruption with the help of technology.

“It was unimaginable 10 years ago that the situation can change in the northeast. But the BJP has launched an attack on corruption with the power of technology. Today, every single rupee sent from Delhi is reaching your bank account,” he added.

During the Prime Minister’s address, Nagaland Chief Minister Neiphiu Rio, Deputy Chief Minister Yanthungo Patton, Secretary General NDPP Abu Metha, BJP In-Charge Nagaland Nalin Kohli, BJP Candidates Tovihoto Ayemi, Jacob Zhimomi, NDPP candidates Zhaleo Rio, Hekani Jakhalu and Moatoshi Longkumer were present.

Nagaland will go to Assembly polls on February 27 and the votes will be counted on March 2 along with Tripura and Meghalaya. (ANI)

Supreme Court

SC Criticise UPSC Over Issues Relating To Nagaland DGP

The Supreme Court on Friday criticized the Union Public Service Commission (UPSC) over the process of appointment of Nagaland DGP and refused to give 60 days time for convening the Empanelment Committee Meeting for preparation of a panel of officers for making appointments to the post.

A bench led by Chief Justice of India DY Chandrachud said that UPSC is duty-bound to comply with the order of the Court.
The court also set December 19, 2022, as a deadline for taking a decision. The court said that the formalities are to be undertaken by the UPSC, MHA, and the State.

UPSC has urged the court to grant at least 60 days time for convening the Empanelment Committee Meeting for the preparation of a panel of officers for appointment to the post of DGP (HOPF), Nagaland, as the consultation with the MHA on the matter is still under process.

UPSC submitted that this would not result in any administrative dislocation in so far as the Government of Nagaland is concerned because the incumbent DGP’s extended tenure will be over only on February 28, 2023, and the process of recommending the panel of DGP (HOPF) can be completed before that date.

“We are of the view that UPSC has no justification that no administrative dislocation would be caused as the incumbent DGP has an extension till February 2023,” the bench said and clarified that if this order is not complied with, the court would be constrained to take the coercive arm of the law.

On August 31, 2022, the Union Government in the Ministry of Home Affairs conveyed the approval of the Appointments Committee of the Cabinet for the extension of service and extension of inter cadre deputation tenure of T John Longkumer, IPS from Chhattisgarh cadre to Nagaland cadre for a period of six months from the date of his superannuation on August 31, 2022.

The court, in the last hearing, had said that they are of the considered view that in view of the communication which has been issued by the UPSC on 1 April 2022, the State of Nagaland must immediately send the list of impaneled officers for appointment to the post of DGP.

The court said that the list of impaneled officers shall be drawn up in accordance with law after duly rectifying the deficiencies which were pointed out by the UPSC in its communication dated April 1, 2022.

The list of eligible officers who are impaneled shall be communicated to the UPSC no later than by October 31, 2022. The UPSC shall take a decision thereon on or before 30 November 2022, the court said in its October 17’s order.

Nagaland Law Students’ Federation, an intervenor in the matter, has alleged that Nagaland state has acted in an arbitrary and illegal manner, to appoint an officer at the highest post in the State Police, who first does not belong to the State Cadre, who already served his tenure, whose name has been rejected by the UPSC for a further extension, and who is today continuing on the said post.

The Federation also alleged that it indicates the malafide intent of the State Government. The Federation also said that Nagaland state has flouted the directions of the top Court, by removing Shri Rupin Sharma, before the expiry of the mandated “two years” tenure.

The intervenor has sought to recall the Order dated August 31, 2022, granting a six-month extension to T. John Longkumer, IPS after his superannuation.

On June 20, 2018, Rupin Sharma was removed from the post of DGP and On June 27, 2018, T John Longkumer, a 1991 Batch IPS Officer from the Chhattisgarh Cadre was appointed to the post of DGP of the Nagaland State. (ANI)
