Madrasa Survey Completed: UP Minister Dharampal Singh

Uttar Pradesh Minority Welfare Minister Dharampal Singh informed that the survey of Madrasas in the state has completed on Tuesday and now a meeting will be held with the government.

“The survey of Madrasas in all the districts of UP has come to its end today and the report for 15 remaining districts has been submitted to the government. Now a meeting will be held with them,” Dharmpal Singh said.
He further said that special attention had been given to the Madrasas which were operating in contravention of the law.

“We have given special attention to the madrasas in the state which have been running against governmental norms and now we will decide the next move,” he added.

A month ago on October 12, State Minority Welfare Minister Dharampal Singh informed about the identification of a total of 6,436 unrecognized madrasas in the state and mentioned that the survey of 5,170 madrasas was then completed.

“The data of the survey will be made available to the government by November 15, 2022, by the district magistrate. The last date has been extended as some reports were not received,” he said in October

He further added that the survey work should be completed at each level within this stipulated time period.

Once the survey is conducted, it has also been instructed to hand over the report to the Additional District Magistrate (ADM) after which ADM will present the consolidated statements to the District Magistrates (DMs).

As a political row has erupted over the survey, Singh clarified that this survey is being conducted in view of quality and better education for the children of minority communities.

The UP government had declared to conduct the survey in unrecognized madrassas to ascertain information on the number of students, teachers, curriculum, and affiliation with any non-government organization.

The survey of unrecognized Madrassas is conducted to ensure the basic facilities of the students of Madrassas.

Danish Azad Ansari, Minister of State for Minority Welfare, Muslim Waqf and Waqf Department had said earlier that the order also holds to give maternity leave and child care leave to women employees working in Madrassas in the light of the rules applicable in the Department of Secondary Education and Basic Education.

All the District Magistrates (DMs) in Uttar Pradesh were issued instructions regarding the survey. The teams constituted officials of the Sub-Divisional Magistrate (SDM), Basic Shiksha Adhikari’s (BSA), and District Minority Officers.

Moreover, it was ordered that in case of a disputed management committee or in case of the death of any employee in aided Madrassas, a post-facto approval for appointment by the principal Madrassas and District Minority Welfare Officer in the dependent quota of the deceased and the existence of a valid management committee has to be sought. Gurmeet Ram Rahim’s Security Increased

A heavy police force has been deployed by the Uttar Pradesh Police outside the Baghpat Ashram under the Binauli police station area of Gurmeet Ram Rahim to avoid any untoward incident.

The security of Dera Sacha Sauda’s Barnawa Ashram located in the Baghpat district of the Indian state of Uttar Pradesh has been increased keeping in view the stay of the Dera chief, Ram Rahim in the Ashram.
Gurmeet Ram Rahim, head of Barnawa Dera Sacha Sauda Ashram, is serving a sentence for rape and murder in Rohtak’s Sunaria Jail. He has been granted parole for 40 days and during this period, he will be staying at Barnawa’s ashram.

Keeping in view the stay at the Ashram, the Uttar Pradesh Police has increased the security of Dera chief Gurmeet Ram Rahim.

Speaking about the heavy police force deployment outside the ashram, a servant at the camp informed that “searches are also being conducted on suspicious persons”. Apart from this, “the crowd is also not allowed to gather around the ashram”. The priority of the police is to prevent any untoward incident.

Informing about the course of the event at the Dera Sacha Barnawa ashram, a female attendant said that continuous checking of the serviceman is being done. The IDs of regular visitors, as well as sevadars, are being checked. Sevadars are being changed shift wise and a shift not lasting more than 3 hours is being followed. Detectors have been deployed as well for a full-body scan and mobile phones are not being allowed inside the Ashram.

A Sevadar Lakhveer Singh, posted at the main gate of the Aashram speaking about the security processes informed that Sevadars are required for facilities inside the Ashram. The sevadars working for the Ashram are being searched for their IDs, and are being allowed inside only after ascertaining their know-how, and the blocks they are coming from.

Adequate arrangements have been made by the administration to avoid any untoward incident.

Dera Sacha chief Ram Rahim was recently released from the Sunaria jail on 40-day parole. He reached Baghpat under security cover.

The Dera chief’s family had submitted an application to the jail authorities seeking month-long parole for him. Rahim was granted parole for a month on June 17.

He has been incarcerated, since 2017, in Haryana’s Sunaria jail where he is serving a 20-year-term for raping two women disciples at his ashram’s headquarters in Sirsa. Earlier in February, the Dera chief was granted three weeks’ leave.

While parole means the release of a prisoner either temporarily for a special purpose or completely before the expiry of a sentence, on the promise of good behaviour, a furlough is a short-term temporary release of convicts from jail. He was convicted by a special CBI court in Panchkula in August 2017 for raping two women followers.

CBI had registered the case on the orders passed by the High Court of Punjab and Haryana in the year 2003 and taken over the investigation of the case earlier registered at Police Station Sadar in Kurukshetra.

It was alleged that Ranjit Singh resident of Village Khanpur Kolian, Kurukshetra was murdered on July 10, 2002, when he was working in his fields at village Khanpur Kolian of District Kurukshetra in Haryana.

After a thorough investigation, CBI filed a charge sheet in the year 2007 against six accused, and charges were framed in the year 2008.

While, on October 8, 2021, the court convicted Rahim and four others in connection with former Dera manager Ranjit Singh’s murder case. Ranjit Singh was murdered in 2002 on the premises of Dera Sacha Sauda. (ANI)

Chief Minister Yogi went on to say, “Such grand and fearless celebrations on auspicious occasions like these cannot take place at Guru Nanak Ji’s holy place ‘Nankana Sahib’. We must learn from our mistakes in the past. History is not just a medium to study but also guides us not to repeat blunders.”

The Chief Minister further said that the Sikh gurus have always stepped forward to protect humanity whenever there was unrest, women were not safe, and humanity and ‘dharm’ was in danger. “Their teachings awakened people and spread the light of ‘humanity’.

“Today, when traveling is easy, we still face difficulties, however, Guru Nanak Dev Ji had paved the way for the welfare of humanity through religious preaching even by visiting places where it was nearly impossible to reach,” added Yogi.

Yogi Gives Ear To People’s Grievances During Janata Darshan

Uttar Pradesh Chief Minister Yogi Adityanath, during the ‘Janata Darshan’ organized in Gorakhpur on Sunday, gave directions to officials to ensure speedy and satisfactory resolution of all grievances and that no kind of laxity should occur in carrying out works of public welfare.

After hearing the grievances of thousands of people during the Janata Darshan, CM Yogi Adityanath said, “Ration cards should be made available to the needy. Those suffering from serious illnesses should avail free treatment, medicines, and examination facilities in government hospitals. Moreover, in case of serious illnesses, the government will provide funds to the needy upon receiving estimates immediately.”
The Chief Minister during his interaction of about two and a half hours with the complainants, himself reached to the people sitting on the chairs. After hearing about their problems, he assured them that all their problems would be resolved. In the Janata Darshan, a large number of the complainants were women, especially from the minority community.

On the occasion, he also assured to a woman belonging to the minority community of providing her with a proper employment opportunity as well as directed the authorities concerned to get her ration card made. He also assured another woman from a minority community of all possible financial assistance for medical treatment saying, “No medical treatment will stop due to lack of money. The government will provide funds to the needy upon receiving estimates immediately.”

CM also directed officers to ensure speedy and satisfactory resolution of land disputes. “No encroachment should be there on government’s or poor people’s properties. Those found guilty should be dealt with strictly,” he said.

The Chief Minister assured every complainant of quick and satisfactory disposal of their issues. While interacting with the children who came with their families to the Janata Darshan, the Chief Minister gave his blessings to all along with giving them, sweets.

He also told the parents of children that the government is prioritizing the quality education of children by providing them with school bags, books, proper uniforms, shoe-stockings, and stationery. (ANI)

Voting Begins For Assembly By-Elections In Seven Constituencies Across 6 States

The voting for Assembly by-elections in seven vacant seats spread across the states of Maharashtra, Haryana, Bihar, Telangana, Odisha, and Uttar Pradesh began on Thursday morning.

Polling is being held from 7 am to 6 pm amid tight security and the counting of votes will be conducted on November 6.
Bharatiya Janata Party is in a fierce contest with regional parties such as the Telangana Rashtra Samithi (TRS), the Rashtriya Janata Dal (RJD), the Samajwadi Party (SP), and the Biju Janata Dal (BJD) in the Assembly by-polls in seven constituencies spread across six states.

The seven Assembly constituencies where the elections are taking place are 166-Andheri East from Maharashtra, 47-Adampur from Haryana, 93-Munugode from Telangana, 139-Gola Gokranath from Uttar Pradesh, and 46-Dhamnagar from Odisha.

The two constituencies of Bihar where the bye-elections are being conducted are 178-Mokama and 101-Gopalganj.

Mokama Rashtriya Janata Dal (RJD) Anant Kumar Singh was disqualified in July after his conviction in a case, while BJP’s Subhash Singh, who held the Gopalganj seat, passed away in August.

The Andheri East, Gola Gokrannath, and Dhamnagar constituencies, too, fell vacant due to the demise of their respective legislators.

The Shiv Sena’s Ramesh Latke died in May and BJP’s Arvind Giri and Bishnu Sethi both passed away in September.

In Haryana, the resignation of Kuldeep Bishnoi, and K Rajagopal Reddy in Telangana, led to vacancies in the Adampur and Munugode segments respectively.

The contest in Telangana’s Munugode Assembly constituency is crucial for all major parties in the State- the ruling Telangana Rashtra Samithi (TRS) and Opposition parties Bharatiya Janata Party (BJP) and Congress.

While 47 candidates are in the fray, the eye is on BJP’s Raj Gopal Reddy, former TRS MLA Kusukuntla Prabhakar Reddy, and Congress’ Palvai Sravanthi.

In Andheri East, the Uddhav Thackeray-led Sena faction has fielded Rutuja Latke, the wife of incumbent Sena MLA Ramesh Latke whose death in May necessitated the poll.

The BJP fielded Murji Patel, but he later withdrew his candidature after the party decided not to contest.

This will the first election after the revolt in the Shiv Sena by Eknath Shinde and 39 other legislators which led to the collapse of the Uddhav Thackeray-led Maha Vikas Aghadi (MVA) government.

For the Mokama by-polls, the BJP has fielded Sonam Devi p against RJD’s Neelam Devi, whose husband Anant Singh’s disqualification has necessitated the by-election.

Mokama is said to be the stronghold of Anant Singh since 2005. He won the seat twice on JD(U) tickets.

BJP has given the ticket to Kusum Devi, the wife of incumbent BJP MLA Subhash Singh while RJD has fielded Mohan Prasad Gupta for the Goapalgunj by-election.

Haryana’s Adampur seat is witnessing the contest between BJP, Congress, Indian National Lok Dal, and the Aam Aadmi Party (AAP).

Kuldeep Bishnoi’s son Bhavya is contesting the by-poll as the BJP candidate.

The Congress has fielded former Union minister Jai Prakash while the INLD picked Congress rebel Kurda Ram Nambardar as its candidate. Satender Singh is AAP’s candidate.

Kuldeep Bishnoi, son of the former Chief Minister of Haryana, Chaudhary Bhajan Lal, recently resigned from Congress and joined the BJP. Adampur’s seat fell vacant after Kuldeep Bishnoi resigned. Adampur seat is considered a stronghold of Bishnoi.

Meanwhile, eyeing the by-poll in Adampur, Panchayat, and Zila Parishad elections, AAP is trying to get a foothold in Haryana.

Bypolls to the Gola Gokarannath assembly constituency: The BJP has fielded his son Aman Giri while the Samajwadi Party (SP) has given a ticket to former MLA Vinay Tiwari.

The Biju Janata Dal (BJD) has fielded Abanti Das for Odisha’s Dhamnagar by-polls while the BJP has fielded Suryabanshi Suraj Sthitaprajana the son of Bishnu Sethi, BJP MLA after whose death, the assembly seat fell vacant, as its candidate for the by-election.

The AAP is also in the fray and has given a ticket to Anwar Sheikh. (ANI)

Devotees Throng Ghats To Celebrate Chhath Puja Across Country

After a hiatus of two years due to COVID-19, thousands of devotees on Sunday flocked to ghats and makeshift ponds across the country to seek the blessings of the Sun God as part of Chhath Puja.

In Uttar Pradesh’s Gorakhpur and Varanasi, a large number of women clad in sarees were seen standing knee-deep in water at ghats, worshipping the Sun God.

Uttar Pradesh Chief Minister Yogi Adityanath attended Chhath Pooja celebrations at Gomti Ghat in Lucknow.

While in the national capital, a massive number of devotees thronged to ITO Ghat to offer prayers, and devotees took a holy dip in the water as part of the Chhath Puja at a pond in Vinod Nagar.

A huge crowd of devotees also gathered at the national capital’s Kalindi Kunj ghat to offer prayers on Chhath Puja.

The festive fervor gripped the ‘land of forest’ Jharkhand too, as devotees offered prayers at Hatania Talab in Ranchi.

Meanwhile, in Bihar, women were seen standing in the water, wearing long ‘sindoor’ with orange color on their faces, and offering fruits and sweets to the Sun God at JP Setu Ghat in Patna.

A huge crowd of devotees gathered to offer prayers at Juhu in Mumbai to mark Chhath Puja.

In West Bengal, devotees offered prayers to the setting sun at Takra Ghat in Kolkata. West Bengal Chief Minister Mamata Banerjee offered prayers on the occasion of Chhath Puja at Kolkata’s Dahi Ghat.

The Chhath Puja is celebrated on the sixth day of the Kartik month of the Hindu calendar, which also happens to be the fourth day after Diwali.

Hyderabad also witnessed a large number of devotees celebrating the Chhath Puja at Tank Bund.

As per the Hindu tradition, devotees, especially in Bihar, Jharkhand, and UP, worship the Sun God to express gratitude and seek blessings.

Women devotees keep an arduous 36-hour-long fast ‘Nirjala Vrat’, and sing devotional and folk songs. ‘Arghya’ is offered to the Sun God while standing in knee-deep water at ghats or makeshift ponds. (ANI)

Heavy Flow From UP Caused Foam On Yamuna: Gopal Rai

Delhi Environment Minister Gopal Rai has claimed that the speedy flow of river Yamuna from Uttar Pradesh is the cause behind foam formation atop the river in the national capital.

“High-speed river flow from UP is the main cause for the foam formation over the river in Delhi especially in the Kalindi Kunj area,” Delhi environment minister Gopal Rai said quoting the scientists of Delhi Jal Board.
Addressing a press conference in the national capital, the environment minister cited “multiple reasons” as a cause for the increase in the pollution levels during the winter season in Delhi and its nearby areas.

Rai further said in the meeting to discuss pollution levels in Delhi NCR, that the AQI level is likely to reach over 400 from November 1.

He assured that a ‘monitoring committee’ will be formed to keep a watch over construction works that are still in progress despite the imposition of a ban in the wake of the deteriorating air quality of the National Capital Region.

The Commission for Air Quality Management (CAQM) in NCR and adjoining areas imposed this ban on Saturday stating that all construction works other than the one of Central Vista need to be stopped amid the rising pollution levels.

The Graded Response Action Plan (GRAP) sub-committee decided to implement Stage III of GRAP in the entire NCR in a move to prevent further deterioration of air quality.

He highlighted that the Air Quality Index (AQI) in Anand Vihar and Vivek Vihar has been reported highest at the levels of 440 and 408 respectively, Rai added.

Accusing the BJP-led central government for the stubble burning in Punjab — which is another cause of pollution in neighbouring cities including Delhi, the environment minister said, “Punjab government is ready to give financial support to the farmers after banning stubble burning but it is the Centre which is not ready to contribute to it monetarily.”

The decision of the Delhi government to ban firecrackers was also criticised by the BJP and they are also not letting the onset of campaign ‘Red light on, Gaadi off’ here.

“BJP is also restricting the Red Light On, Gaadi Off campaign, despite the fact that it helped bring pollution down to 15 per cent levels in the national capital in the previous year,” he said.

Rai on Thursday had claimed in a press conference that the campaign was to be rolled out on October 28, however, it was being postponed as the approval was due from the L-G’s office. He added that the file was sent on October 21 for approval.

Denying the charges, L-G office sources said that the file that was sent to the L-G office mentioned October 31 as the date of rollout instead of October 28 as claimed by the Delhi minister.

Further mentioning about the cleanliness of Yamuna, Rai emphasised on the five years’ time sought by Delhi CM Arvind Kejriwal stating that such a “huge problem cannot be resolved in two days.”

To address the deteriorating air quality of the National Capital Region, the Sub-Committee for invoking actions under the Graded Response Action Plan (GRAP) of the CAQM in NCR and adjoining areas held an emergency meeting on Saturday.

This meeting was conducted after the third phase of GRAP in Delhi NCR.

While comprehensively reviewing the overall air quality parameters during the meeting, the Commission noted that due to unfavourable meteorological conditions with slower wind speed and sudden spike in farm fire incidents, it is considered necessary to implement Stage III of GRAP with immediate effect in the entire NCR.

“As per the dynamic model and weather/ meteorological forecast, the overall air quality over Delhi is likely to remain in the Very Poor to Severe category from 29.10.2022 to 30.10.2022. The air quality is likely to deteriorate and remain in a Severe category from 31.10.2022 to 01.11.2022 and for the subsequent 6 Days, the air quality is likely to fluctuate between the Severe to Very Poor category,” read the official statement from CAQM.

The CAQM further noted that the winds are forecasted to be calm in the coming days and the wind direction is likely to change course frequently. Thus, there is a high likelihood of the pollutants getting trapped in the region and not getting dispersed effectively.

The CAQM had further appealed to the citizens of NCR to cooperate in implementing GRAP and follow the steps mentioned in the Citizen Charter under GARP. Apart from that, a 9-point action plan as per Stage III of GRAP was made applicable in the entire NCR.

The 9-point action plan includes steps to be implemented/ ensured by different agencies and Pollution Control Boards of NCR and DPCC, as per the official statement. (ANI)

Azam Khan Disqualified From UP Assembly Membership

SP leader and Rampur MLA Azam Khan were on Friday disqualified from the membership of the Uttar Pradesh Legislative Assembly, as per the Office of UP Assembly Speaker, a day after he was sentenced to 3 years in prison along with a fine of Rs 2,000 in a hate speech case of 2019.

Khan has been sentenced to three years in prison in a 2019 hate speech case by the Rampur District court, and he lost his Assembly membership as his eventual imprisonment term is longer than two years.
The SP leader lost his MLA post because as per the 2013 Supreme Court judgment if an MLA, MLC, or MP is convicted in a criminal case and gets jailed for a minimum of two years then he/she loses membership of the house with immediately effect.

Azam Khan won the 2019 Lok Sabha election from Rampur (UP) but he vacated this seat after being elected to the UP state assembly in March 2022. The SP leader had won the 2022 assembly election from Rampur while being lodged in Sitapur jail.

Earlier on Thursday, the Samajwadi Party leader and two other accused were sentenced to three years in prison along with a fine of Rs 2,000 in a hate speech case filed against him over his speech against UP Chief Minister Yogi Adityanath. However, he has been granted bail and given a week’s time to appeal against the sentence.

A case was registered against Khan in Rampur in April 2019 for allegedly making provocative remarks against the Uttar Pradesh CM and the then District Magistrate of Rampur, Aunjaneya Kumar Singh.

During the 2019 Lok Sabha election campaign, Khan had used provocative remarks against the then Rampur district magistrate Aunjaneya Kumar Singh, chief minister Yogi Adityanath, Prime Minister Narendra Modi, and Congress candidate Sanjay Kapoor.

Earlier this year, Azam Khan was released from Sitapur district jail, a day after the Supreme Court granted him interim bail in an alleged case of cheating.

The SP leader was also granted bail in a cheating case lodged at the police station in Rampur.

Khan has been lodged in Sitapur jail since February 2020 as many cases are registered against him.

Earlier, in a big relief to the SP leader, the Allahabad High Court on October 1, 2022, had put his arrest on hold. The matter pertains to the disappearance of machines used for construction in 2017 for which a case was registered on September 19, this year.

A person named Baqur Khan brought the case to the fore. The missing machinery including bulldozers, carriers, and other materials was later found on the premises of Muhammad Ali Jauhar University. The Allahabad HC also sought a reply from the Uttar Pradesh government on this matter.

On May 10, 2022, the Allahabad HC granted interim bail to Khan in a case related to wrongful possession of Waqf Board property.

Azam Khan began his political career by winning the 1980 assembly election on Janata Party (Secular) ticket from Rampur. He has served as a minister in both Akhilesh Yadav and Mulayam Singh Yadav governments. (ANI)

Samajwadi Party leader Azam Khan was on Thursday convicted by a court in Uttar Pradesh in a hate speech case filed against him over his comments against state Chief Minister Yogi Adityanath.

The Rampur court today convicted the Samajwadi Party’s senior leader and is expected to pronounce the quantum of the sentence at 3 pm today.
A case was registered against Khan in Rampur in April 2019, for allegedly making provocative remarks against the Uttar Pradesh CM and the then District Magistrate of Rampur, Anjaneya Kumar Singh.

Kharge Announced To Implement Udaipur Declaration: Sachin Pilot

With Mallikarjun Kharge taking over at the helm of affairs in Congress, Sachin Pilot on Wednesday said that 50 percent of party posts would be given to party workers below 50 years of age as per Udaipur Declaration.

Sachin also reiterated that Sonia and Rahul Gandhi will always remain the leaders of the party.
Pilot, who arrived in Uttar Pradesh’s Noida earlier today, said that a message has been sent to the other parties through the election of Kharge as party president that Congress is capable of conducting free and fair elections.

“Mallikarjun Kharge has taken charge as the president of the party. It is a good sign for democracy that such a big election concluded successfully in such a large party. Congress has the ability to conduct fair elections with utmost transparency. Kharge has vast experience,” he said while speaking to the reporters.

“He has always worked as a worker of the Congress party. Sonia and Rahul Gandhi were and will always be leaders of our party, but we will fight all the challenges in front of us. We’ll start working for the upcoming elections,” he said while mentioning about the challenges in two states- Gujarat and Himachal Pradesh within this year, and then the 2024 Lok Sabha Polls.

“A message has been sent from Delhi that Congress has done something which no other party has done. Nobody knows how the BJP president is elected,” Pilot added.

Mentioning the Udaipur declaration that was adopted in May earlier this year in the three-day Chintan Shivir, Pilot said that Kharge would implement the declaration.

“The party has adopted the Udaipur declaration. Kharge Ji had announced to implement this as soon as he got elected. The party had passed a declaration with a consensus to give opportunities to the youth. The party will give 50 percent of the posts at all levels to those workers of the party who are below 50 years of age,” he said.

Soon after taking over the reins of Congress, Kharge said, “We decided at the Udaipur ‘Chintan Shivir’ to reserve 50 percent of the party posts for those below 50 years of age. We will move forward with that, with support from all of you.”

“We will defeat those who spread hatred,” he said, naming the ruling BJP and its parent body RSS as “those who want to divide India”.

Earlier today, Kharge, who succeeds Sonia Gandhi, said it was a matter of pride to carry forward the legacy of Congress.

“It’s an emotional moment for me. I want to thank Congress people for making a worker’s son, an ordinary worker, the president of Congress. It is a matter of pride to carry forward the legacy of the Congress,” he said.

The 80-year-old Congress veteran said that it was a matter of privilege and pride for him to handle the responsibility as a party that was led by leaders like Mahatma Gandhi, Jawaharlal Nehru, and Subhash Chandra Bose.

“As president, it will be my utmost duty to look after our workers. Together, we will build an India that will be enlightened, empowered, and equal for every citizen. We will uphold the Constitution of this country, respect everyone’s rights and give equal opportunities, defeat those who spread hate, and fight inflation, unemployment, and hunger,” he said. (ANI)
