EC Releases Final Delhi Turnout, Rejects AAP Claims

Voter turnout in Delhi Assembly elections was 62. 95 per cent, according to Chief Electoral Officer (CEO) Ranbir Singh on Sunday.

“The voter turnout in Delhi was 62.59 per cent. It is about 2 per cent more than the last Lok Sabha elections. It is, however, less than the turnout in the last Assembly polls held in 2015,” Singh said at a press conference here.

The Delhi CEO added that “the highest voter turnout was recorded in Ballimaran assembly constituency at 71.6 per cent while the lowest voter turnout was recorded in Delhi Cantonment at 45.4 per cent.”
Singh also rejected the charges levelled by Aam Aadmi Party on discrepancies in upkeep of electronic voting machines.

As Delhi elections concluded on Saturday evening, the exit polls predicted that AAP will win a two-thirds majority with some giving it a three-fourth majority in the 70-member assembly. They predicted that Congress will continue its dismal show in the national capital.

AAP Sees Conspiracy In Delay Over Final Voter Turnout

Aam Aadmi Party (AAP) on Sunday slammed the Election Commission for not revealing the Delhi Assembly polls voter turnout percentage for the first time in the last 70 years and alleged some ‘conspiracy’ is being played.

“Delhi elections were held yesterday. It is for the first time in the 70 years of Indian history that the Election Commission is not willing to tell voter turnout percentage even after 24 hours of polling. It means “Kahin kuch daal mei kaala hai, koi khel chal rha hai ander hi ander,” (something is wrong and a hidden game or conspiracy is being played),” said AAP leader Sanjay Singh in a press conference here.

Cornering BJP, the AAP leader accused the party with tampering of Electronic Voting Machines (EVMs) .

“How did B L Santosh (BJP leader) knew that 17 per cent of the votes were cast in the last 2 hours and votes were given to BJP. Also, why Manoj Tiwari (BJP Delhi Chief) claiming that his party will come into power with over 48 seats and asking people to not cry after EVMs,” he said.

Responding to Congress leader KTS Tulsi’s statement over favouring AAP in Delhi polls to keep BJP out of power, he said: “Earlier, the Congressmen were saying that the Congress party is going to form the government in Delhi. Now, they are saying that they did not contest elections for AAP. Only the people of Delhi will tell what is the truth.”

“AAP has contested on the issue of development and our party is going to form the government again,” he said.

Counting of votes for 70 Assembly seats in Delhi will take place on February 11.

India Offers Help To China In Battle Against Coronavirus

Prime Minister Narendra Modi has expressed solidarity with people of China and their leader, President Xi Jinping, in their battle against novel coronavirus, and offered India’s assistance to Beijing in facing the challenge, sources told ANI on Sunday

“In a letter to Xi Jinping, Prime Minister Modi expressed solidarity with the Chinese people, offered condolences at the unfortunate loss of lives and offered assistance in China’s fight against the epidemic,” the source added.

The Novel Coronavirus was first detected in December last year in Wuhan city of China and has since spread in most parts of the world including the US, Japan and India.

It has now surpassed the fatalities caused by the SARS epidemic of 2003. The death toll has reached 810 in China, as of Sunday.

The World Health Organization has declared a global health emergency in the wake of the outbreak.

As the virus spread, China has imposed quarantine and travel restrictions, affecting the movement of 56 million people in more than a dozen cities, amid fears that the transmission rate will accelerate as hundreds of millions of Chinese travel for the Lunar New Year.

Health authorities around the world are taking action to prevent a global pandemic as the virus continues to spread, with cases reported in Australia, France, the United States and seven Asian countries besides China.

Countries like the US and India evacuated their nationals from the epicenter of coronavirus Wuhan, China. Early this month India evacuated over 640 people from Wuhan.

In his letter, PM Modi also conveyed appreciation for the facilitation provided by the Chinese government for the evacuation of Indian citizens from Hubei province.

Naqvi Slams Mamata

‘Citizenship Of Indians Safe, Cong Spreading Rumours’

BJP leader and Union Minister of Minority Affairs Mukhtar Abbas Naqvi on Sunday said that misinformation is being spread around the Citizenship Amendment Act (CAA) and stressed that the citizenship of all Indians is safe.

“Misinformation is being spread that Indian Muslims will be made to leave under this law. The law is not applicable to any Indian citizen,” said the Minister.

“The Congress and the people who are opposing the Bill should let us know as to how many Pakistani Muslims they want to give citizenship to. They should make a list. If someone wants Indian Citizenship, then there is a provision in the 1955 Citizenship Act,” he added.

He reiterated that the citizenship of Indians is not under any threat and said, “Citizenship of all Indian Muslims is safe, and till the time Modi ji is in power, the citizenship of any Indian will not come into question. It never did, it never will.”

Responding to controversial remarks made by several BJP leaders in the run-up to Delhi Assembly elections, the Minister said, “We do not believe in ‘goli’ (bullet), we believe in ‘boli’ (dialogue). We don’t want to turn the country into Shaheen Bagh, instead, we want to turn it into ‘Shanti Bagh’. The women who are protesting at Shaheen Bagh are being misled. We fought Delhi elections on issues concerning development, not Shaheen Bagh.”

Protests erupted in various parts of the country, including Shaheen Bagh area of Delhi, after Parliament gave its nod to the Citizenship Amendment Bill in December last year.

The CAA grants citizenship to Hindu, Sikh, Jain, Parsi, Buddhist and Christian immigrants from Pakistan, Afghanistan and Bangladesh who came to India on or before December 31, 2014.

Rajinikanth To Float Political Party By June, Says Aide

Amid speculations of Tamil cinema superstar Rajinikanth’s officially wading into politics, his close aide Karate Thiyagarajan on Sunday said the actor will launch a political party by May or June this year.

“Rajinikanth will launch his political party maximum by May or June,” Thiyagarajan told ANI.

Lambasting political rivals BJP and DMK, Thiyagarajan said that Rajnikanth believes in “Hindu dharma but not Hindutva”.

“DMK chief MK Stalin should do his homework to face Rajinikanth. He is talking much about Rajinikanth these days. He says Rajinikanth words become headlines easily,” he said

“(MK) Stalin is already defeated by AIAMDK leader Edappadi K Palaniswami in by-polls. He is in a disappointment mode. That is why he speaks again and again against Rajinikanth and claims that 90 per cent of Hindus are DMK cadres,” he said.

Claiming that 2021 Assembly polls will be a direct fight between DMK and Rajnikanth, he said: “Rajinikanth will become Chief Minister of Tamil Nadu.”

“You will see that the followers of DMK and AIADMK, as well as those of M Karunanidhi and MG Ramachandran (former Chief Minister) will support Rajinikanth when he starts a party officially,” he added.

Thiyagarajan’s comments came hours after Tamilaruvi Manian, another close of Rajinikanth, denied having made any comments regarding the launch of a political party by April this year.

“It has been wrongly reported. I was misquoted. I did not say that Rajinikanth would start his party in April or that by September he will begin a statewide tour to meet people,” Manian told ANI over phone.

He asserted he has “no right” to speak on behalf of Rajinikanth.

“There is a lot of difference between ‘maybe and ‘will be’. I am a founder of Gandhiya Makkal Iyyakkam. It is Rajinikanth who is going to launch a party. He has to disclose it, I am no one. I am just his friend,” he said.

Rajinikanth had first announced his willingness to form a political party in December 2017. (ANI)

Modi Urges Lankan PM To Ensure Justice For Tamils

Prime Minister Narendra Modi on Saturday once again called upon Sri Lankan government to ensure equality, justice, peace, and respect for the minority Tamils in the island nation.

“I am confident that the Sri Lankan government will realise the expectations of the Tamil people for equality, justice, peace, and respect within united Sri Lanka,” he said.

The Prime Minister held delegation-level talks with his Sri Lankan counterpart Mahinda Rajapaksa, which focussed on expanding cooperation over terrorism as well as promoting joint economic projects in the island nation.

“India and Sri Lanka are neighbours as well as close friends. We share common bonds. Terrorism is a big problem in our region. Both of us have fought it befittingly. We will further increase our cooperation against terror,” said Prime Minister Modi.

He also recalled the painful and barbaric Easter Sunday terror attacks in Sri Lanka in April last year that killed 259 people. “These attacks were not only a blow to Sri Lanka, but also to humanity as a whole,” Modi stressed.

The meeting focussed on promoting joint economic projects in Sri Lanka and enhancing bilateral relations over trade and investment. The two leaders also discussed ways to increase people-to-people contact and encourage tourism between the two neighbours.

“Whether it is security or economy or social progress, our past and our future are connected with each other in every region. Stability, security, and prosperity in Sri Lanka are in India’s interest, but also in the interest of the entire Indian Ocean region,” Modi said.

“India has been a trusted partner in the development efforts of Sri Lanka. The new Lines of Credit announced last year will give more strength to our development cooperation,” he added.

Rajapaksa, on the occasion, noted that he and Prime Minister Modi discussed several important issues.

“I am very pleased to be here my first official visit abroad after assuming office as a Prime Minister. Today, our discussions were based on the outcome of the discussion that the Prime Minister and President Gotabaya had during his very successful visit to India in November last year,” he said.

Prior to the talks, Rajapaksa, who is on a five-day trip to India, laid a wreath at the Rajghat, the Samadhi of Mahatma Gandhi.

Earlier this morning, he was also given a ceremonial reception at the Rashtrapati Bhavan.

External Affairs Minister S Jaishankar also called on the visiting dignitary and termed Sri Lanka as a partner in development, progress, and security.

Rajapaksa arrived here on Friday.

A delegation of Congress Party led by former Prime Minister Manmohan Singh and Rahul Gandhi met the Sri Lankan Prime Minister on the same day.

The visiting dignitary is further scheduled to call on President Ram Nath Kovind later in the evening.

Rajapaksa will leave for Varanasi in Uttar Pradesh on Sunday where he will visit Kashi Vishwanath Temple and Sarnath Buddhist Temple. Security has been beefed up in Varanasi ahead of his visit.

On the morning of February 10, Rajapaksa will emplane for Bodh Gaya in Bihar — where he will visit Mahabodhi Temple and Bodh Gaya Centre — and later in the day to Tirupati, the Ministry of External Affairs said in a statement.

India And Sri Lanka – Cleaning The Slate

Prime Minister Mahinda Rajapaksa’s visit to India this week (February 7-11) will be an opportunity to forget past bitterness and begin on a clean state. The former strong man will get a warm welcome in the Capital, when he arrives in for his first official visit in his new avatar. Delhi is as eager as the Rajapaksas to improve relations.

The emphasis will be on getting the political relations right, considering that the Rajapaksa’s second term as President, where he openly wooed China and gave short shrift to India, was a nightmare for New Delhi. This was the period when Colombo allowed Chinese submarines to dock in Colombo and allowed Beijing to spread its wings across the island nation, despite Delhi’s security concerns.

Mahinda Rajapaksa’s supporters allege that India had a hand in his defeat in the 2015 elections. They blame the former RAW official posted in the High Commission in Colombo of organising the anti-Rajapaksa front of like-minded people from both the ruling Sri Lanka Freedom Party and the United National Party to oust Rajapaksa. Whatever be the truth of the allegations, suspicion remained. But all that is now in the past as the two sides hope to rebuild frayed ties.

ALSO READ: Off To A Fresh Start

The Rajapaksa brothers (President Gotabaya and PM Mahinda as well as state defence minister Chamal) know that it is important to have good relations with India for all ruling dispensations in Colombo. Mahinda Rajapaksa who is the main strategist for the family, had built his bridges with India soon after he lost power. During private visits to India, he had made it a point to call on Prime Minister Narendra Modi. His closeness to maverick politician Subramanian Swamy ensured access to the PM.

Though the LTTE has been wiped out, Tamil-speaking minorities in the north and east of the island, indeed even those living in Colombo, look to New Delhi for support. In the initial stages when the Liberation Tigers of Tamil Eelam began their movement against discrimination by the Sinhala-Buddhist majority, they were solidly backed by New Delhi and Tamil Nadu. So far while the Tamils have been given some of their rights, the complete devolution of power to the provinces have not yet come through. India will be urging Mahinda Rajapaksa to carry out all the provisions of the 13th amendment, which was brokered by India in the past. The Tamil National Alliance, the party of Tamil MPs has been urging the government to fulfil the promised devolution provisions.

ALSO READ: Gotabaya Calls For Better Indo-Lankan Ties

It is unlikely that the Rajapaksa brothers, who believe in a unitary state, will be in a hurry to fully implement the 13th amendment to the Constitution. In fact President Gotabaya himself believes that rebuilding the Northern Province and bringing development to the Tamils is more important then giving them greater autonomy. `Development over devolution,’’ is what Gotabaya thinks is the need of the hour. The Tamil population which have long yearned for more meaningful devolution may not quite agree. Aware of this, New Delhi will continue to push for devolution.

India is also in the mood to ensure that the past mistakes are not repeated because that will push Sri Lanka into China’s waiting arms. This is at a time when PLA vessels, including warships are increasingly plying the Indian Ocean region and developing close ties with India’s immediate neighbours. The BJP government since 2014 has been working towards strengthening ties with all its Indian Ocean neighbours whether it is Mauritius, Seychelles, Sri lanka and Maldives.

New Delhi’s tough policy towards Nepal and the decision to blockade that land-locked nation in 2015, has had severe consequences for India. Nepal turned to China for help. The Chinese naturally grabbed the opportunity. The Chinese are today well entrenched in neighbouring Nepal, thanks to Prime Minister Oli’s close ties with Beijing. China is giving India a run for its money in the Himalayan nation. India realises the dangers of China’s presence in its immediate neighbourhood, and is hoping to counter the dragon in its periphery. This means wooing the neighbours, and ensuring that Indian interests in the region are protected.

South Block is no mood to give more space to China in its immediate neighbourhood. And with China investing massively in Sri Lanka, from the Humbantota Port, to modernising the Colombo port and building the USD 1.4 billion port city in the capital, which would house an International Financial Centre. Delhi has no time to waste.

India has also stepped up its efforts. In fact, the move to woo the Rajapaksa brothers began with foreign minister S Jaishankar rushing to Colombo soon after Gotabaya’s election victory, inviting him to visit and reassuring him that Delhi was ready to do business with the new regime. Gotabaya helped matters by announcing that Sri Lanka’s foreign policy would be neutral as the island had no wish to get involved in the rivalry between the two Asian powers. Gotabaya came to India soon afterwards in November 2019, and had meaningful conversations with Prime Minister Narendra Modi and other Indian leaders. India announced a credit of $400 million to boost development and a further $50 million for security. Sri Lanka lost 250 people after the Easter bombings. Anti-terror cooperation is high on the list of bilateral ties now. In fact, Indian intelligence had warned their Lankan counter part of a possible terror attack. But the squabbling coalition of Sirisena and Ranil Wickremasinghe did not act on the information.

Apart from the ongoing project of building 50,000 house in the war torn Northern Province, announced in 2010, India and Japan are joining hands to build a deep sea Container Terminal in Colombo port. This was announced in 2019. India will also work towards refurbishing the Trincomalee oil farm in the Eastern province.  At one time, decades back, India was worried about US eyeing the oil tank project in Trincomalee. Now though India has been working at refurbishing some of the old tanks. Sri Lanka has leased out the oil tanks to India, to jointly operate a strategic oil facility. This is not a new project but the Modi government now is paying much more attention and will take up the work in earnest. This will help in the integrated development of Trincomolee and the entire Eastern province. Trincomalee is strategically located in the eastern side of Sri Lanka and in the heart of the Indian Ocean. According to reports from Colombo the US is also eyeing Trincomalee port, perhaps to checkmate China’s presence in Humbantota further south of the island.

Keeping all this in mind, Mahinda Rajapaksa’s visit this weekend is important. Last month China’s foreign minister Wang Yi was in Colombo on an official visit. China will continue to be an important partner of Sri Lanka. Considering that Beijing has the money power to back it, no developing nation wants to close the door to China. So despite criticising Mahinda Rajapaksa for giving a free reign to China, the India-friendly government of Maithripala Sirisena and Ranil Wickeremasinghe, allowed China to continue the projects it had signed with the previous government. So South Asian neighbours will benefit from the India-China rivalry playing out in the region.

Though China’s cheque book diplomacy works wonders, people to people contacts are much better with India. Buddhism is a strong link and Sri Lankans, including Prime Minister Mahinda Rajapaksa does not miss an opportunity to visit the holy sites in India. He will be visiting Sarnath as well as Bodh Gaya during this trip. The religious and cultural bonds are India’s strong points. All this will come into play as India hopes to contain China in its neighbourhood.
