Delhi Winter Night Shelters To Serve Morning Breakfast

The Delhi government will now provide breakfast also at winter night shelters where earlier only two meals were provided, according to Delhi’s Urban Development Minister Satyendar Jain on Thursday.

Jain said this at a meeting with various departments regarding winter night shelters in Delhi. He was reviewing measures to be taken to provide proper shelter facility to the homeless in DUSIB shelter homes.

He directed representatives of all departments to extend their full support and take necessary action in order to provide proper shelter.

He instructed officers to take all the precautions regarding the COVID-19 and ensure the guidelines issued by the government are followed.

Jain directed the revenue department official to ensure that all the guidelines related to Corona are followed. Apart from this, the Health Department was also directed to make regular inspections of the shelter sites and expand health facilities for the homeless.

All the concerned departments were informed that DUSIB’s 2020-21 Winter Action Plan for Homeless People will start from November 20 this year and continue till March 15 next year.

The minister said that the number of tents has been increased to follow social distancing. While 60-70 tents were used to be installed every year, this year 250 tents will be installed so that social distancing can be followed properly.

All these tents will be fire retardant and waterproof. Also, beds and mattresses will be provided in all tents.

“Presently, a provision has been made to provide food (including breakfast) three times a day in place of two times. This provision is being introduced within a very short period of time for the homeless people under DUSIB shelter homes winter action plan,” he said. (ANI)

Pakistan Uses Terrorism As State Policy: Rajnath Singh

Pakistan continues to remain adamant in the use of terrorism as state policy but India has achieved “substantial success” in working with like-minded countries to not only expose Islamabad’s “regressive policies” but to also make it increasingly difficult to continue with its previous “business as usual approach”, Defence Minister Rajnath Singh said on Thursday.

The minister, who inaugurated diamond jubilee celebrations of the National Defence College (NDC) here today, said that the ability to secure India’s territorial integrity and sovereignty from external threats and internal challenges and ability to create stable conditions for facilitating economic growth were among the four broad principles that are likely to guide country’s quest for national security in the future.

In his keynote address after opening the webinar ‘India’s National Security- a Decade Ahead’, the minister said peace can only be ensured through the ability to deter war.

“Perhaps the most fundamental lesson that the roller coaster of the rise and fall of nations taught us was that peace cannot necessarily be achieved by a desire for peace but by the ability to deter war. Unfortunately, the mere desire to seek peace, if not reciprocated by others, does not necessarily succeed in building a harmonious environment in a world beset by conflicting ideas of security, sovereignty and national interests,” he said.

The minister outlined four broad principles that are likely to guide India’s quest for national security in the future.

“The first is the ability to secure India’s territorial integrity and sovereignty from external threats and internal challenges. Second, the ability to create secure and stable conditions that can facilitate India’s economic growth, thereby, creating the resources for nation-building and to meet individual aspirations. Third, we remain steadfast in the desire to protect our interests beyond the borders in areas where our people reside and our security interests converge. And finally, we also believe that in a globalised and interconnected world, a country’s security interests are interlinked by shared and secure commons,” he said.

Singh emphasised that India has proved that countries that employ terrorism as an instrument of national policy can also be deterred through options that were considered un-implementable in the past.

“Pakistan continues to remain adamant in the use of terrorism as state policy. However, we have achieved substantial success in working with progressive and like-minded countries to not only expose Pakistan’s regressive policies but also make it increasingly difficult to continue with its previous business as usual approach,” he said.

Speaking about the evolving and changing character of war, the minister said “a large number of initiatives have been undertaken by us in the recent past in this regard”.

“At the structural level, India has a more closely interlinked and coordinated security network. We have not only made the appointment of Chief of Defence Staff, CDS, and established the Department of Military Affairs, but are also in the process of further integrating the armed forces through both theatre and functional commands,” said.

Talking about internal security challenges, he said a three-pronged approach has been undertaken.

“This includes development of areas affected by terrorism along with the provision of justice to the aggrieved. It also includes the ability and desire to go more than half way to negotiate settlements with dissatisfied groups to enable a political settlement. And finally, we are also willing to challenge status quo, if the status quo becomes a tool for the exploitation of helpless citizens and the provisions of governance,” he said.

The minister outlined India’s close relationships and partnerships with like-minded friends to further the common interests of countries in the region and beyond.

“Our strategic partnership with the US. is stronger than ever before,” he said, adding that India’s friendship has also grown tremendously with Japan, Australia and Russia.

India have also forged a very special partnership with reliable friends like France and Israel, he noted.

The minister said that one of the most important elements of India’s foreign and security policy is characterised by the “Neighbourhood First” initiative..

“Right from 2014, Prime Minister Narendra Modi invested substantial personal capital to ensure that this relationship was built and reinforced to create a positive and progressive partnership. The results of this initiative are evident. With the exception of Pakistan, given its agenda of fuelling terrorism, India has improved its relations with all neighbours. We have invested heavily to help and support our friends to forge a relationship of mutual-respect and mutual-interest.”

He said Prime Minster Narendra Modi took special interest in reaching out to India’s partner countries in west Asia, south east and east Asia.

“It is a result of this initiative that we have enhanced the scope and quality of our relations with Saudi Arabia, UAE and Oman in the West and with Indonesia, Vietnam and South Korea in the East. I see this trend further being enhanced over the next decade.”

Talking about India’s capability development and long-term policy of indigenisation, he said the recent procurement policies encourage “forging partnerships with major OEMs who are keen to invest and build in India”.

“Our vision for Make in India for defence manufacturing is being implemented with the long-term of making India more self-reliant,” he said.

On the larger issue of economic security, he said the government has focused on all aspects of development in areas of land, labour, capital and industry.

Trump Says ‘STOP THE COUNT’ As Biden Leads

While the US awaits the final results of the votes cast on November 3, President Donald Trump on Thursday demanded the vote count be stopped.

Taking to Twitter, Trump said, “STOP THE COUNT!”

In another tweet, he said, “ANY VOTE THAT CAME IN AFTER ELECTION DAY WILL NOT BE COUNTED!”

This comes as Democratic presidential nominee Joe Biden leads Trump in several states including Arizona and Nevada.

Earlier, President Donald Trump’s re-election campaign had filed a lawsuit to stop ballot counting in Michigan and Pennsylvania and to prevent the counting of absentee ballots in Georgia that it claims arrived after the deadline on Election Day.

The USA Today reported that the announcements of the Pennsylvania and Michigan lawsuits came shortly before Biden was projected on Wednesday afternoon to win Michigan. As of Wednesday afternoon, he led President Donald Trump by about 46,000 votes with 96 per cent of the estimated votes tallied. (ANI)

Nitish Says Bihar Assembly Poll 2020 Is His Last Election

Bihar Chief Minister Nitish Kumar on Thursday said that the present assembly poll in the state will be “his last election” and “ant bhalla to sab bhalla”.

He made the remarks on the last day of campaigning for the third phase of election in the state.

“Jan leje aaj chunav ka aakhri din hai aur parson chunav hai aur ye mera antim chunav hai. Ant bhala, to sab bhalla (know that today is the last day of elections and the day after is the election. And this is my last election. If the end is good, everything is good),” Nitish Kumar said in a rally.

The Chief Minister reached out to minority community in rallies on Wednesday reminding people that his government had increased salaries for teachers in madrasas and sought to allay apprehensions over Citizenship Amendment Act (CAA).

In a region that saw widespread protests against CAA, Kumar said he had worked to spread love, peace and brotherhood and nobody had the strength to “send anyone out of the country.”

The third phase of the poll for 78 seats in Bihar will be held on November 7, mostly in Muslim-dominated Seemanchal areas of northeast Bihar. (ANI)

Kejriwal Urges Delhiites To Avoid Firecrackers On Diwali

With rising COVID-19 cases and air pollution level, Delhi Chief Minister Arvind Kejriwal on Thursday announced a ban on firecrackers in the national capital ahead of Diwali.

Taking to Twitter, Kejriwal said that the coronavirus situation in Delhi was reviewed with the chief secretary, health officials and district magistrates, after which it was concluded that the COVID-19 cases in Delhi were rising due to the festive season and increasing pollution in the region.

The Delhi government has also decided to ramp up medical infrastructure, including oxygen facility and intensive care unit beds in the government hospitals.

He said an appeal had been filed in the Supreme Court to lift the Delhi High Court’s stay on increasing ICU beds in private hospitals.

“Del(hi) HC has stayed our order to increase ICU beds in pvt hospitals. Filed (an) appeal in (the) SC yesterday (Wednesday). We hope (the) SC will lift the stay keeping in view the critical situation,” he further tweeted.

The CM added that testing would be targeted and all steps would be taken to ensure that fatality rates did not increase.

Delhi’s overall air quality index was recorded at 333 (very poor category) on Thursday morning, according to the System of Air Quality and Weather Forecasting And Research.

Maryam Nawaz Raises Inflation, Calls Imran Fake PM

Pakistan Muslim League-Nawaz (PML-N) vice president Maryam Nawaz on Thursday said that the “fake prime minister” [Imran Khan] does not realise “how people are struggling due to inflation”, The News International reported.

“The fake prime minister [Imran Khan] announced to make GB a province. You may be a fake premier but you are still a premier. You don’t realise how people are struggling due to inflation,” Nawaz said at a public rally in Skardu.

She said that Khan had earlier promised 10 million jobs to the youth of Skardu but the promise remains unfulfilled.

She said, “You promised ‘tabdeeli’ [change] in nine days. Your promises are fake.”

At the rally, the PML-N leader urged the people in Gilgit-Baltistan not to vote for leaders who change their loyalties, The News International reported.

She said, “Promise me you will not vote for those who change their loyalties. Those who backstab their party do not deserve your votes.”

“Today, politicking has changed. And it should change…Those who remain loyal to their party and aren’t sell-outs, deserve votes,” she further said.

“I have heard that out of our 16 candidates, eight or nine have changed loyalties. Remember this when you go out to vote that those who cannot endure pressure, will never stand for the public’s rights,” she added.

Meanwhile, the people across Gilgit-Baltistan are up in arms against Islamabad’s decision of integrating the illegally occupied region with the rest of Pakistan.

In the run-up to the assembly elections in this so-called autonomous region, Pakistan’s Prime Minister Imran Khan recently announced that the region will become a provisional province of Pakistan–a declaration that has drawn massive condemnation.

Activists wonder as to how an occupying state which has no locus standi over the region can take a call of subsuming it with the rest of Pakistan. (ANI)

Poonam Pandey Arrested For Shooting Obscene Video In Goa

Actor Poonam Pandey and her husband Sam Bombay were arrested in Goa on Thursday in a case pertaining to the circulation of an alleged obscene video.

Earlier Pandey was served a notice under Section 41A of CrPC to appear before the Canacona police on November 6. However, police found that she had booked tickets for Mumbai and was about to leave Goa Thursday afternoon.

Following this, a team, led by a Cuncolim police inspector (holding additional charge of Cancona), detained Pandey and her husband from a five-star hotel in Calangute, where had been staying, today and brought them to the Canacona police station, a statement by South Goa superintendent of police (SP) said.

After questioning, both the actor and her husband were arrested in the case.

According to the statement, a complaint was received from the Water Resources Department on November 2, alleging circulation of a vulgar video shot at Chapoli Dam in Canacona without permission.

Accordingly, a case under Section 294 of Indian Penal Code was registered against an unknown person initially as the complaint didn’t name anyone, nor attached any video clip with it, the SP said.

During the investigation, the alleged video clip was seized and it was revealed that Pandey and her husband had sneaked into the dam during the early hours of October 31 when they shot the objectionable clip.

Then relevant sections of the IT Act, those related to trespass and the Indecent Representation of Women Act were added to the case.

Pandey was later traced to the five-five star hotel in Calangute.

Further investigation is in progress, the statement from the SP added. (ANI)

Victims Of School Bullying Prone To Be Violent In Future

The University of Cordoba and the University of Cambridge have collectively researched aspects related to violence, thus helping decrease its risks and prevent it.

In their latest piece of research, they studied possible risk and protection factors for violence and, in this way, they verified whether violent behavior can be predicted months or even years before it develops.

Specifically, the study focused on finding out if morality, victimization, empathy, and social and emotional skills predict the expression of different violent behaviors in children and adolescents in different contexts, including at school and in a family setting.

“These behaviors refer to, for instance, troubling behavior at home, including physical violence towards parents and siblings, at school, including physical violence towards teaching staff and schoolmates, and other settings, including bad behavior in public”, said Raquel Espejo Siles, doctoral student at the University of Cordoba who carried out this research during her stay at the Institute of Criminology at the University of Cambridge thanks to one of the ELMER grants from the Diputacion de Cordoba.

Raquel Espejo worked with Izabela Zych, Professor at the Psychology Department at the University of Cordoba and part of the LAECOVI research group, whose line of research is this study’s framework.

The study also had the participation of David P. Farrington, Emeritus Professor of Criminology at the University of Cambridge, and Vicente J. Llorent, Professor at the Education Department at the University of Cordoba.

871 students between 10 and 17 years of age at different Andalusian educational centers took part in the research. They filled out two questionnaires, one in June 2017 and one in June 2018.

Interesting conclusions were drawn from the results.

“We found that violence used directly towards people was related to a tendency to make impulsive decisions and to a blind motivation to accomplish one’s aims, without regard for the disadvantages or negative consequences from using violence,” said Raquel Espejo.

What is more, being a victim of bullying was detected as a risk factor for developing violent behavior at home against their family as well as at school. Likewise, those people who were violent in public or in class were shown to have higher scores in moral disengagement, meaning that they usually made excuses so that these acts would seem less serious than they really were.

At school, it was verified that higher scores for social and emotional competencies such as social awareness, self-management, motivation and decision making are protection factors against violence. Therefore, these results support prevention initiatives based on the potential of learning social and emotional skills at home as well as at school.

The data show that reducing victimization in a school setting could be effective in decreasing violence in different contexts in the future.

“It is important to prevent violence, both victimization and bullying, since the data found in this study and others indicate that violence is a vicious cycle. Being the aggressor or the victim entails a high risk of developing the opposite role, reinforcing and increasing violence both at school and outside of school,” said Raquel Espejo.

According to this research study, enabling teenagers to reassess their goals and the consequences of their violent behavior could have an impact on decreasing violence further down the road.

In addition, teaching different strategies to resolve issues in a different way could help them to compare and see the high individual and social price to pay for violent behavior. (ANI)

M’rashtra Human Rights Body Issues Notice On Arnab Arrest

The Maharashtra Human Rights Commission on Thursday issued notice to Superintendent of Police (SP), Raigad to appear before it tomorrow over the arrest of Republic TV editor-in-chief Arnab Goswami.

The MHRC, in its notice, asked SP, Raigad to appear before it at 11 am on Friday and present the entire material records in the matter before the Commission.

Goswami and two others — Feroz Shaikh and Sarda — were on Wednesday sent to 14-day judicial custody by the Alibag district magistrate court in connection with Anvay Naik suicide case.

Earlier on Wednesday, Goswami was arrested in the death case of interior designer Anvay Naik, who allegedly died by suicide in Alibaug in May 2018. A suicide note purportedly written by Naik alleged that Goswami had not paid him his dues.

Goswami has alleged that he along with his mother-in-law, father-in-law, son, and wife have been physically assaulted. Mumbai Police entered Goswami’s residence and allegedly physically assaulted his family members and him.

ISI Arm To Handle Kartarpur Gurdwara; Sikhs Protest Move

Condemning Islamabad’s decision to transfer the management and maintenance of the Kartarpur Sahib gurdwara to a non-Sikh body, the Delhi Sikh Gurdwara Management Committee (DSGMC) on Thursday urged External Affairs Minister S Jaishankar to take up the matter with the Pakistan government to stop the “unwanted interference” in Gurdwara’s affairs.

It is unfortunate that the Pakistan Cabinet has handed over the management of the Gurudwara Darbar Sahib Kartarpur to an ISI organisation Evacuee Trust Property Board, Delhi Sikh Gurudwara Management Committee (DSGMC) President Manjinder Singh Sirsa said on Thursday.

“It’s unfortunate that Pakistan cabinet has handed over Gurudwara Darbar Sahib Kartarpur’s management to an ISI organisation ETPB from Pakistan Gurudwara Committee, which is a Sikh organisation. A non-Sikh body will now control the historic Gurudwara,” Sirsa told ANI in New Delhi.

This comes as the Pakistan government transferred the management and maintenance of the Gurdwara Kartarpur Sahib away from the Pakistan Sikh Gurdwara Prabhandhak Committee (PSGPC), a body run by the minority Sikh Community, to the administrative control of the Evacuee Trust Property Board (ETBP), a non-Sikh body.

Earlier today, India objected to Pakistan’s “unilateral decision” to transfer the management and maintenance of the Kartarpur Sahib gurdwara to a non-Sikh body, stating that it is highly condemnable and is against the religious sentiments of the Sikh community.

In a statement, the Ministry of External Affairs called upon the Pakistan government to reverse its arbitrary decision to deprive the Sikh minority community the right to manage affairs of the Gurdwara Kartarpur Sahib, the final resting place of Sikh faith’s founder Guru Nanak Dev.

The move by Pakistan’s government comes days ahead of the first anniversary of the inauguration of the historic Kartarpur Corridor on November 9. The 4-km long corridor links Dera Baba Nanak shrine in Gurdaspur in India to Gurdwara Kartarpur Sahib in Pakistan. (ANI)
