Covid-19 And Asian Economies In 2021

We just left 2020, a year many wished was a bad dream. With a once-in-a-century health crisis sweeping across the world, it was one of the worst years in recent memories in more ways than one. The crisis tested each economy’s resilience of the countries and forced political and business leaders to lead from the front.

Governments introduced an unprecedented raft of fiscal measures to help avert further economic damage and implemented various support measures to reduce suffering by its populations. Business trends were accelerated, especially those that facilitated safe distancing, and this necessitated agility and creativity from businesses. It made champions of those that succeeded and unfortunately resulted in the collapse of those that were unable to adapt.

Vaccines for the Covid-19 pandemic were rushed out in record time but their long-term efficacy is unknown as their urgent need limited the ability to conduct lengthier trials and tests. Experts caution that even if the vaccines prove effective, it will take a while, perhaps until the end of 2021, before the virus comes under control globally. It will just be one tool in the effort to fight the pandemic. Cases in each country across the world needs to be very much lower before life can go back to something resembling normalcy.

To a certain degree, how each country’s economy performed in 2020 and is expected to do in 2021 is a reflection of how they handled the pandemic. Without effective control of the virus, normal business activities cannot resume. Consumers will not feel safe to visit shops and restaurants as they had done in the past. Some businesses will also have to continue to accommodate health precautions as they operate, hindering productivity.

It is, therefore, no surprise that Vietnam, which was able to control the virus at a relatively low human and economic cost, appears to be the shining economy among Southeast Asian countries. Based on World Bank data, its GDP is expected to grow 2.8 per cent in 2020 and projected expand another 6.8 per cent in 2021 for a net growth of over 9.6 per cent in the period from 2020 to 2021.

In contrast, all other major economies in Southeast Asia are expected to post negative GDP growth in 2020.

Based on World Bank data published in October, India’s economy is expected to contract 9.6 per cent in the 2020-21 fiscal year which starts in March 2020. As such, the full economic impact caused by COVID-19 is reflected in the numbers and hence not a fair direct comparison with the economies of Southeast Asia. It is expected to recover to post a growth of 5.4 per cent in FY 2021-22.

However, due to positive news on the COVID-19 containment front and the possible resultant easing of movement restrictions, Moody’s Investors Service in November raised its forecast for India’s growth to negative 8.9 per cent for the calendar year 2020 from negative 9.6 per cent. The rating agency forecasts a growth of 8.6 per cent in 2021.

The tourism-dependent economy of Thailand appears to be most impacted by COVID-19 economically. The Thai government estimated in 2019 that tourism accounts for 20 per cent of its GDP and is a major creator of jobs. This together with high private-sector debt and political uncertainty has resulted in a slower recovery than most other countries.

The World Bank projects that Thailand will have a net GDP growth of negative 3.4 per cent for 2020 and 2021. It is not likely to be able to restore its economic activity to 2019 levels till 2022. Singapore is in a similar situation with its economy expected to contract 6 per cent in 2020 and expand 4 per cent in 2021.

Singapore is the only one with what is considered a mature and developed economy among those countries mentioned in this article. It was already growing at a slower rate plus its economy is very much reliant on external trade with local economic activity unable to sustain its usual growth trajectory.

Pakistan’s GDP is estimated to have declined 1.5 per cent in the fiscal year ending June 2020 and forecasted to grow 0.5 per cent in 2020-21 for net GDP loss of one per cent although this has many dependencies. In normal times, Pakistan enjoys of long-term economic expansion of four per cent.

The other Southeast Asian nation which will emerge from 2020 economically battered and not able to recover till 2022 is the Philippines. Based on World Bank’s forecast published in October, its economy will shrink by 6.9 per cent in 2020, grow 5.3 per cent in 2021 for a net loss of 1.6 per cent. In November, World Bank revised this estimate downwards to negative 8.1 per cent in 2020 and 5.9 per cent growth in 2021 for a net negative figure of 2.2 per cent. They attributed this to “multiple shocks” that has buffeted the country from the Covid-19 health crisis, typhoons, and the global recession.

It is commonly believed that the stock market is a window into the future. Therefore, it is not a surprise that for 2020, the best performing market in Southeast Asia is Vietnam whose economy is also expected to expand the fastest. This is based on the Vietnam Ho Chi Minh Stock Index which tracks the performance of over 300 equities listed on the Ho Chi Min and Hanoi Stock Exchange in Vietnam.

The index ended the year about 14.3 per cent higher than when it started. Most of the other major Southeast Asian indices closed the year down except Malaysia’s KLCI which was up about one per cent. Singapore’s Straits Times Index was the worst performing closing the year down almost 12.2 per cent.

The Indian financial market was surprising resilient with the SENSEX posting a gain of over 15 per cent in 2020 which is even higher than Vietnam’s. With events of 2021 still up in the air, and with India’s economic activity as well as the course and duration of the pandemic hard to predict, could the market be betting that the economy will outperform economists’ expectations in 2021? 200 Ex-Judges, Bureaucrats Support UP ‘Love Jihad’ Law

A forum of concerned citizens from various walks of life including the judiciary, civil and police services, armed forces and academia have supported the Uttar Pradesh law against “unlawful conversion of religion” and said it applies to everyone and provides for the regulation of conversion through prescribed declaration and giving notice to authorities for ruling out unlawful conversions based on various factors.

The statement came days after a group of over 100 retired civil servants had written to Uttar Pradesh Chief Minister Yogi Adityanath demanding immediate withdrawal of the “anti-conversion ordinance”.

The statement supporting the Uttar Pradesh law has been signed by 14 former judges, 108 former civil servants including ambassadors, 92 former armed forces officers and nine former vice-chancellors.

Former Rajya Sabha Secretary-General Yogendra Narain said in the statement that it is a matter of concern that “one group of retired civil servants, visibly biased with an anti-establishment attitude despite overtly posing as non-political, repeatedly avail of every opportunity to put the Indian democracy, its institutions, and persons legitimately holding high offices in poor light before the whole world by making ill-considered public statements, or writing misconceived communications to various authorities”.

“At the outset, we make it clear that this politically motivated pressure-group does not represent thousands of the former civil servants, police and other officers, former judges, officers of defence Forces, professionals and other nationalist intellectuals who believe in India emerging as the greatest democracy of the world, and a global icon bringing pride to every Indian,” the statement said.

The statement, which has 224 signatories, said the recent open communication addressed to Uttar Pradesh Chief Minister of Uttar Pradesh “exhorting him to ‘re-learn’ the Constitution is an irresponsible statement which demeans our democratic institutions”.

“The Uttar Pradesh Prohibition of Unlawful Conversion of Religion Ordinance, 2020 applies to everyone belonging to any religion, provides for the regulation of conversion through prescribed declaration and giving notice to authorities for ruling out unlawful conversions based on misrepresentation, force, undue influence, coercion, allurement, fraudulent means, marriages etc. It rightly provides that the marriages done for sole purpose of unlawful conversion can be declared void by the family courts on a petition by any of the two parties in a marriage,” it said.

The signatories said that the law “safeguards the dignity of women involved in marriages leading to conversions, and further makes a special provision in favour of minors, women or anyone belonging to Scheduled Castes and Scheduled Tribes”.

Major Gen (retired) SP Sinha told ANI there is need to protect the country’s cultural heritage.

“If something is done which is good for India’s heritage and cultural history then what is the harm? If we do not protect our cultural heritage, who else will protect. Foreign powers want to break our society. This is not acceptable,” he said.

“Just because a group of IAS come together…they think they can influence destiny and discourse of the country. This will not happen. We will stand. People should know what is good for the country,” he added.

Former Maharashtra Director General of Police Praveen Dixit said there is a tremendous uproar among communities against religious conversion.

“There is a major cause of concern among communities. Muslim girls are also being converted to Christianity. Buddhists are being converted to some other religion. There is a tremendous uproar among communities (against religions conversion),” he said.

The statement said the law itself has been dubbed “illegal and, in particular, anti-Muslim in a hasty generalisation based on a solitary incident of an alleged lapse in Moradabad while implementing the Uttar Pradesh Ordinance”.

“It is a shocking obsession of this biased group to stoke communal fire by instigating the religious minorities. Any seasoned civil servant having spent lifetime in governance knows that there can be, as per the judgment of some people, some incident of an alleged lapse in implementing the best of laws, but systems are always in place to punish those specific public servants found guilty of any mala fide misconduct, and to provide relief to the sufferer. The UP Government must understandably be taking such recourse in any such incident,” it said.

The signatories said that they strongly believe in a secular India with harmonious coexistence of people of all faiths, and consider unlawful conversions with a wrongful intent and questionable means a threat to communal harmony.

“We, the concerned citizens, totally reject and disassociate from the wholly misconceived point of view of some of our fellow retired civil servants. We urge all state governments to discharge their functions in the best public interest in maintaining law and order, social harmony and dignity of women without succumbing to any pressures,” it said.

The ordinance was promulgated in November last year. It mandates a jail term of the accused between one to five years, with Rs 15,000 penalty, if convicted for carrying out the forceful conversion for marriage. (ANI)

Jack Ma Spotted In Mainland China After A Year

Jack Ma Missing After China’s Crackdown On Alibaba Group

Chinese billionaire and Alibaba Group founder Jack Ma is suspected to be missing following his mysterious disappearance from the public eye for over two months after Beijing’s aggressive crackdown on his business empire.

The country’s third-richest man was slated to appear as a star judge on the season finale of Africa’s Business Heroes, a reality TV show created by his own philanthropic organisation. However, he dropped out of the appearance and the show’s broadcast was postponed, reported Hollywood Reporter.

Formerly known for his government connections and rare outspokenness, Jack Ma’s trouble with the Chinese government began when he gave a speech criticising China’s regulators and state-owned banks for their ‘backwardness’.

His remarks are said to have infuriated Beijing’s party brass, leading to Chinese President Xi Jinping to personally order a halt to the offering by Alibaba’s financial affiliate company, Ant Financial, which was set to raise USD 34 billion in the biggest stock-market debut in history, reported Hollywood Reporter.

In early November, Beijing cancelled the IPO of Ant Financial, while in late December, Chinese regulators announced that they would launch an antitrust investigation into Alibaba’s e-commerce business, as well as enforcing new rules to curb Ant’s business activities. These new enforcements led to a decline in Alibaba’s shares and Jack Ma’s personal wealth.

According to a report by The New York Times, Jack Ma publicly castigated financial regulators for being obsessed with minimising risk and accused China’s banks of behaving like ‘pawnshops’ by lending only to those who could put up collateral.

“Based on my understanding, what President Xi said about ‘enhancing governing ability’ meant orderly regulation to maintain healthy and sustainable development, not just regulation without development,” NHK World quoted Jack Ma.

Jack Ma’s public image has also drastically shifted following his remarks, with people calling him ‘villain’, ‘bloodsucking ghost’ and more.

The report mentioned that the Chinese Communist Party (CCP) seems more than willing to tap into a long-running resentment of the rich, which could mean trouble ahead for Chinese entrepreneurs and private businesses under Xi Jinping.

Of late, China has been stepping up efforts to curb the influence of big tech companies like Alibaba and Tencent.

In November, China released draft regulations aimed at preventing these firms from colluding to share sensitive consumer data, forming agreements to block out smaller rivals and engaging in other anticompetitive behaviour, reported The Wall Street Journal.

In addition, a meeting of the CCP’s Politburo, chaired by Xi in early December pledged to strengthen antimonopoly efforts next year and to “prevent the disorderly expansion of capital”, a message seen as portending a larger crackdown on internet giants. Jack Ma is said to be a key target of these new policies.

The Wall Street Journal also reported that Beijing is seeking to shrink Jack Ma’s technology and financial empire and potentially take a larger stake in his businesses, according to some Chinese officials and government advisers familiar with the matter, while regulators zero in on the billionaire in a campaign to strengthen control of an increasingly influential tech domain.
