Is China-Iran Axis A Myth Or Gamechanger?

On 27 March Chinese Foreign Minister Wang Yi and his Iranian countarpart Mohammad Javad Zarif signed in Tehran a Comprehensive Strategic Cooperation Agreement between the two countries, expressing a desire to increase cooperation and trade relations over the next 25 years.

This Agreement has been described as a massive change in Sino-Iranian relations that, according to media reports, may see China invest about USD 400 billion in Iran. The question arises- is this a myth or a real game-changer in regional relations?

The document signed between the two sides is an expanded version of a statement made during the visit of Chinese Leader Xi Jinping in Tehran back in 2016, pledging bilateral cooperation on political, cultural, energy, trade, security and defense issues over 25 years.

At that time, the two countries signed 17 agreements and also agreed to increase bilateral trade more than ten-fold to USD 600 billion in the next decade, as China pursues its BRI (One Belt One Road Initiative).

The BRI is an ambitious network of road, rail and port routes that will connect China to Central Asia, South Asia, the Middle East, and Europe. It should be noted, however, that China’s pledge to increase investment tenfold has little to show five years later.

An 18-page draft of the agreement published by The New York Times last summer listed nearly 100 projects to be funded by Chinese investments and are expected to be a part of Xi’s ambitious BRI, extending China’s strategic influence across Eurasia.

These 100 projects include airports, high-speed railways and subways, that will improve the lives of most Iranian citizens. In return, Iran is to provide regular and heavily discounted oil supplies to China for 25 years.

Despite a lot of press reports, there is no mention in the Strategic Cooperation Agreement about a specific amount to be invested by China in Iran. The document is by and large a list of areas in which China will engage with Iran during the next 25 years.

Zhao Lijian, the Spokesman of the Chinese Foreign Ministry, replying to a question about the agreement, said: “The plan focuses on tapping the potentials in economic and cultural cooperation and charting the course for long-term cooperation. It neither includes any quantitative, specific contracts and goals nor targets any third party, and will provide a general framework for China-Iran cooperation going forward.”

The Strategic Cooperation Agreement between China and Iran could change the assumptions of the West about Chinese ambitions in the Middle East region and may lead to a weakening of US influence in this volatile region of the world. Iran, which has been severely affected by US sanctions and international isolation, sees China as throwing it a lifeline and views the agreement as the beginning of mutually beneficial relations.

Some analysts describe the Strategic Cooperation Agreement as “destabilizing” and “a direct threat to US goals in the Middle East”, while others started calling China and Iran “the new Axis of Evil.”

The fact that China is a world power that can afford to defy the US and can ignore sanctions imposed by the US Administration is something that worries President Joe Biden. According to US officials, the agreement could also make way for Chinese military bases in Iran, fundamentally changing the region’s geopolitics.

Some press reports claim that the new US Administration is trying to rally allies against China, something which Secretary of State Antony Blinken has described as the world’s “greatest geopolitical test.”

In the strategic realm, the proposed draft talks about deepening military cooperation, with “joint training and exercises”, “joint research and weapons development” as well as intelligence sharing.

In an interview with Al-Arabiya, Chinese Foreign Minister Wang Yi stressed that “China is consistent in opposing the unreasonable unilateral sanctions imposed on Iran by other countries, because they violate the international law and are an affront to human conscience”.

Wang added that China stands ready to work with Iran and other countries to jointly oppose the acts of bullying by powers, uphold international equity and justice and defend the basic norms of international relations.

Dr William Figueroa, a specialist in Sino-Iranian relations, points out that while China remains Iran’s top oil importer, “Chinese firms have not increased investment, imports, or exports at the exponential levels pledged in 2016, and are not likely to do so in 2021 either. The deal is unlikely to fundamentally threaten the balance of power in the Middle East. China tends to choose stable relations with geostrategic advantages over volatile ones likely to spark conflict. For all its propaganda, China, like Iran, is more interested in its immediate geopolitical goals than a revolution.”

Several experts on Sino-Iranian relations, like Jonathan Fulton, senior fellow at Atlantic Council, describe the Agreement as “a list of things Iran and China hope to do, under perfect conditions”, while Lucille Greer and Esfandyar Batmanghelidj, said that the agreement is “not as alarming as it sounds.”

In conclusion, it can be said that relations between China and Iran are going to improve due to the agreement is not a myth. It will give the Iranian side some breathing space, helping it break somewhat the diplomatic isolation imposed by the US.

At the same time exaggerated concern that the agreement will change the geopolitical map of the region are most probably unfounded.

No Gorkha To Be Ousted If NRC Imposed: Amit Shah

Not even a single Gorkha will be ousted if the National Register of Citizens (NRC) is brought into action, said Union Home Minister Amit Shah here on Monday.

Addressing people in Kalimpong, Shah said, “Misinformation being spread that if NRC will be brought, Gorkhas will be ousted. NRC has not been brought yet. But even if it is brought, not even one Gorkha will be ousted. TMC lies. Not even one Gorkha will be affected.”

“Kalimpong suffered for years. In 1986 CPM oppressed people here, over 1,200 Gorkhas lost their lives. You were not given justice. When Didi came, she took the lives of several Gorkhas. You were not given justice. Choose ‘Lotus’ government, we will form SIT and send them behind bars,” added the Union Home Minister.

Shah held a roadshow in Kalimpong on Monday that witnessed a huge crowd. Thousands of BJP supporters participated in the rally carrying the party’s flag.

Embracing the North Bengal culture, Shah wore a traditional Gorkha cap and muffler during the roadshow.

Election for the Kalimpong constituency will be held on April 17 in the fifth phase of the West Bengal Assembly polls. BJP has fielded Suva Pradhan from the seat. Besides Kalimpong, the districts of Darjeeling and Jalpaiguri in North Bengal will go to polls in the fifth phase.

Polling for the first four phases has been concluded in West Bengal. The sixth phase of the ongoing elections will take place on April 22. Counting of votes will take place on May 2. (ANI)

This comes in the backdrop against India’s COVID vaccine export to several countries in recent times. It is to mention that several political parties including the Aam Admi Party (AAP) have urged for universal vaccination instead of the specific age criteria keeping the spike in COVID cases in mind.

Meanwhile, India reported 1,68,912 new COVID19 cases in the last 24 hours. With these new cases, the total number of COVID cases in the country has gone up to 1,35,27,717.

According to the Union Health Ministry, 904 COVID-related deaths were reported in the country in the last 24 hours. This takes the COVID death toll to 1,70,179. The active number of cases stands at 12,01,009.

From April 2, the government started vaccinating all people above 45 years. India started its vaccination drive on January 16 with priority given to all healthcare and frontline workers in the first phase. The Newly Enacted Agriculture Bills

Farmers Front To Oppose ML Khattar’s Panipat Visit

The Samyukta Kisan Morcha on Sunday said that they will not allow Haryana Chief Minister Manohar Lal Khattar to enter Badauli village for an event on April 14, Samyukt Kisan Morcha leader Darshan Pal said in a statement.

Haryana CM Manohar Lal Khattar is scheduled to visit Badauli village in Panipat on April 14 to unveil a statue of BR Ambedkar on the Dalit icon’s birth anniversary.

In a statement, Samyukta Kisan Morcha leader Darshan Pal said, “It was unanimously decided in the panchayat that the visit of Chief Minister Manohar Lal Khattar in the Rai assembly’s Badoli village on April 14 will be strongly and peacefully opposed.”

The Panchayat made it clear that we are not opposing the unveiling of the statue of Babasaheb Bhimrao Ambedkar. Except for the Chief Minister, if anyone else unveils this statue, the farmers have no objection, the statement reads.

On April 14, the Ambedkar Jayanti program will be celebrated at the dharna sites on the borders of Delhi. On this day, Dalit Bahujans from across the country will be reaching the borders of Delhi, SKM said.

Reacting on the Union Agriculture Minister Narendra Singh Tomar appealed to the protesting farmers at the Delhi borders to call off their months-long agitation, saying that the government is ready for a discussion as soon as they come with a concrete proposal, the SKM said that his is not a suggestion but a condition that talks can take place after vacating the protest sites.

The farmers have never refused a discussion call from the Union government. But the government should send a proposal Samyukt Kisan Morcha said adding that the farmer leaders are ready for talks.

The umbrella body of 40 protesting farmers’ unions, SKM further claimed that the agitators who are directly and indirectly strengthening this movement are constantly being harassed by the central government and its agencies.

“On baseless allegations, the brother of Lakha Sidana Gurdeep Singh (Mundi Sidana) of Punjab was forcibly picked up and brutally beaten by the Delhi Police,” the statement reads.

We strongly condemn and oppose such undemocratic, inhuman and illegal action, they added.

“All these efforts are made to suppress the voice of the farmers, but SKM will not withdraw the movement until the three agricultural laws are repealed and a law on MSP is enacted,” it mentioned.

Along with this, we are also making it clear that farmers and other agitators are not afraid of the violent action of the police, they added.

Today the KMP-KGP highway was opened by the farmers after a 24-hour blockade. This program of farmers was completely peaceful. The farmers have warned the government that if the demands of the farmers are not met then more actions will be taken like this, they mentioned.

Farmers have been protesting at the different border of Delhi since November last year against the three newly enacted farm laws — Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Act, 2020; the Farmers Empowerment and Protection) Agreement on Price Assurance and Farm Services Act 2020 and the Essential Commodities (Amendment) Act, 2020.
