Taliban Issues ’11 Rules’ To Keep Media Under Control

In a bid to further censor and repress the media freedom in Afghanistan, the Taliban have unveiled ’11 rules’ for scribe organisations.

These curbs include directives against publishing topics that are in conflict with Islam or insulting to national personalities, and also instruct journalists to produce news reports in coordination with the government media office, The New York Times reported.

“Journalists are just frightened,” said Steven Butler, a senior member of America-based press freedom organization adding that “the organization had been receiving hundreds of emails from [Afghan] journalists asking for help.”

Since the collapse of Afghan government, Over 150 media outlets in Afghanistan have shut down their operations as they struggled to carry out their day to day functions. This is because the Taliban has been continuously creating intrusion in media’s ‘right to information’ which has hampered the work of scribe organisations, Tolo News reported.

Some of the most prominent newspapers were also forced to cease print operations and now publish only online, amid the country’s sharp economic downturn, The New York Times reported

Earlier in this month, the Taliban also cracked upon the journalists covering demonstrations against the ‘new government’ formed after ousting the democratically elected government.

Contrary to the promises made by the Taliban of respecting human values, the group continues to violate the basic human rights of media personnel as they are being harassed, tortured, and killed.

There has been a change in the content being shown on private TV channels. Critical news bulletins, political debates, entertainment and music shows, foreign dramas are replaced with programmes tailored to the Taliban government.

Meanwhile, the Committee to Protect Journalists (CPJ) has also asked Taliban to immediately cease detaining journalists in Afghanistan and allow the media to operate freely and without fear of reprisal.

Things have changed dramatically since the Taliban began its military advances after the US announced the withdrawal of its troops from Afghanistan.

Dawa Khan Menapal, the Director of Afghanistan’s Government Information Media Center in Kabul was killed in the first week of August. Two days later, journalist Toofan Omar of Paktia Ghag Radio was murdered by the Taliban fighters. Soon after Kabul fell, Taliban fighters began looking for journalists–many were tortured while some were killed, reported Al Arabiya Post. (ANI)

No Electricity In 64% Area Of Balochistan: Report

A document presented in the National Assembly of Pakistan informed that only 36 per cent of Balochistan is electrified while the remaining 64 per cent of the region is permanently in black.

According to the year-wise breakup, the former government in Pakistan had electrified 2,459 small villages in 2017-18, which was a great number as compared to the areas electrified by the Pakistan Tareek-e-Insaf in the further years, reported The Nation.

“How can we imagine that Balochistan has only 36 per cent electricity facility in 2021, as rest of the 64 per cent is in dark,” said Balochistan MNA while talking to The Nation.

The Imran Khan-led government have electrified just 1,064 in 2018-19, 819 in 2019-20 and 1,023 in 2020-21.

The country’s Ministry of Power Division has also accepted the fact that most of the areas of Balochistan have no facility for electricity.

“There are many factors that play a vital role regarding the provision of electricity to the residents of Balochistan including the scattered population in 53 per cent area,” the Ministry justified as reported by The Nation.

Meanwhile, talking to The Nation, MNA from Balochistan had also expressed that there were no concrete measures taken by the government to remove the deprivation of Balochistan.

Apart from electricity, water availability has also become a major problem in Balochistan.

Farmers in Sindh and Balochistan provinces have started blocking major highways to demand the release of their share of water from the Indus River.

The richest and politically-dominated Punjab province is often accused of allocating the highest and unfair amount of river water to it while leaving other provinces dry, reported IFFRAS. (ANI)

The Great American Obsession

America is great. America is the greatest nation on earth. Make America great again.

Is it an obsessive spiral of self-delusion, an illusory immaculate conception, or, nothing but repetitive, compulsive jingoism?

The Democratic National Convention in the summer of 2016 chose Hillary Clinton as the presidential nominee, with Barack Obama backing her against ‘socialist’ Bernie Sanders, who, was immensely popular, especially among the young and educated. She won 56 per cent votes of the delegates – he got 47 per cent, with the big money lobbies pitched against him.

Wrote Ron Fournier (The Atlantic, June, 2016): “Obama hopes to reframe the election for the Democratic nominee, Hillary Clinton. Voters are demanding radical change, but the former secretary of state is the emblem of status quo and Trump is living disruption. She represents a political system that most Americans don’t trust; that failed to protect their livelihoods in the shift from industrialism to globalism; that made promises it didn’t keep; that puts more value in the results of the next election than the needs of the next generation. She could lose that fight…”

Michelle Obama had earlier, as a rejoinder to Trump, asserted that she wakes up in a home built by slaves and yet her daughters—“two beautiful, intelligent, black young women”—take for granted that a woman can be president. “(D)on’t let anyone ever tell you that this country isn’t great, that somehow we need to make it great again,” she said.“Because, this, right now, is the greatest country on earth.”

Obama repeated: “America is already great,” he said at the convention. “America is already strong. And, I promise you, our strength, our greatness, does not depend on Donald Trump…What could be more American than what happened in this place?…  What could more profoundly vindicate the idea of America than plain and humble people—the unsung, the downtrodden, the dreamers not of high station, not born to wealth or privilege, not of one religious tradition but many, coming together to shape their country’s course?”

This convention was touted as a radical rupture in the history of the Democratic Party because of the progressive influence of Sanders. In a country where the Left is either absent or derided, Sanders and his supporters created a parallel discourse. The convention thereby reflected a different mood: Wall Street reforms (inspired by the Occupy Wall Street movement), curbs on obscenely rich capitalists, stringent financial regulations, $15 an hour minimum wage, social sector reforms, waiver of students’ loans, abolition of death penalty, criminal justice reforms, including the closure of the notorious private prisons, among other reforms.

Crucially, despite Obama’s poetics and rhetoric, it was a pointer that he did little – including for the Black community, the unsung, the downtrodden, low station dreamers, among others. That, despite his noble intentions, the sublime discourse – he turned out to be a brilliant failure.

Joe Biden has seen it all from close to the ring. So, at 78, will he still hold on to the same silly old strings?

His popularity ratings dipped by around 53 per cent after the big botch-up in Afghanistan, which, of course, was begun by George W Bush. Hence, how is this botch-up pronounced in the self-righteous, self-proclamation of ‘greatness’?

Is it all always eyes-wide-open-wide-shut? So, what happened in Afghanistan and Vietnam? Or, what is happening right now in Iraq, Libya, Syria, Yemen, among the Kurds? Or, whatever happened in Latin America for decades – and this was no magic realism!

Yet, are things changing on the ground?

In India, the prime minister has not faced a single press conference till date since the summer of 2014 when he took over. However, the White House does regular media briefings. Nothing is ever stage-managed. The president answer questions in a free and frank atmosphere. Difficult questions can be parried, but not blocked. Indeed, even Donald Trump faced a hostile media routinely – and he never crushed a query!

The White House Press Secretary, Jen Psaki, answers questions without any censorship. On September 20, she answered several uncomfortable questions on the drone strike in Kabul and the deportation of immigrants to Haiti. Since The New York Times and others exposed the killing of a family in the drone strike, this was perhaps the first time that she was talking on behalf of the American president. “This was done in error… Every loss is a tragedy,” she said, stating that investigations are on to make this mistake accountable. The journalists persisted.

Apart from this, her presentation marked what is perceived to be a paradigm shift in terms of the ‘progressive reforms’ being pushed by Biden. For those who have seen the homeless on the streets in New York, in freezing cold, this would be a pointer. The Press Secretary disclosed about a new initiative, ‘House America’:  “Homelessness was on the rise before the pandemic, and the last couple of years have just exacerbated the problem. On any given night, more than half-a-million Americans were enduring the pandemic without the safety and protection of a home. Thanks to the President’s American Rescue Plan — and Congress’s — everybody’s American Rescue Plan — communities now have historic housing resources to help more Americans obtain the safety of a stable home, including 70,000 emergency housing vouchers, $5 billion in HOME grants, and significant investments to preserve and protect housing on Tribal lands. In addition, communities have $350 billion in state and local Fiscal Recovery Funds from the Department of Treasury to support many needs, including homelessness and housing instability…The initiative will promote the use of ‘housing first’ — the proven theory that the best way to stabilize the life of someone experiencing homelessness is to ensure that they have a home first without preconditions — and so we are moving forward with that…”

Biden’s ‘build back better’ model has four anchors: racism, economy, climate change and Covid. His latest is compulsory vaccination of 100 million private sector workers, federal contractors and health care workers. In a country where almost 60 per cent people have got free double vaccination since he became president, this follows the ambitious 100 million vaccination target in the first 100 days since he took over. In any given circumstances, these are important achievements.

The Pew Research Centre has documented in June 2020 that unemployed Americans have increased by more than 14 million — from 6.2 million in February to 20.5 million in May 2020. The numbers must have grown substantially by September 2021. This is also many times worse than the Great Recession.

Biden appointed Bernie Sanders as chairman of the Senate Budget Committee, knowing what to expect in the face of Right-wing opposition from within the Democrats and Republicans. And Sanders has been demanding a $6 trillion package. Biden has committed a $3.5 trillion package, targeting the economic recovery of the marginalized communities. Said Sanders, “The bottom line here is this country faces crises… working families are struggling and it’s about time we paid attention to their needs.”

Now House progressives are pushing to stop a $24 billion boost to defense spending in 2021. The Pentagon is reportedly spending $740 billion per year. It seems there are no lessons learnt from the Afghanistan and Middle-east fiasco, even while the arms lobby remains entrenched. 

“Despite trillions of dollars poured into our endless military spending, this budget has failed to meet the greatest threats that our nation and our world faces today, including the COVID-19 pandemic, the climate crisis, and the needs of 140 million people living in poverty,” Representative Barbara Lee of California said in a letter to Representative Adam Smith, chair of the House Armed Services Committee. “Now is the time to shift our investments away from endless wars and toward addressing human needs.” (The Nation, September 21, 2021).

These are all signs of shifting social currents. An entire new generation is against war, inequality, racism, imperialism, capitalism, global warming, mindless consumerism. They refuse to proclaim that ‘America is the greatest nation on earth’. And they don’t really like the rich – including the ones who are indulging in space tourism these days with millions jobless, hungry and homeless.

New York congresswoman Alexandria Ocasio-Cortez wore a gown with the slogan ‘tax the rich’ at the Met Gala in New York recently. Her argument — push the debate on wealth redistribution in America!

“I thought about the criticism I’d get, but, honestly, I and my body have been so heavily and relentlessly policed from all corners politically since the moment I won my election that it’s kind of become expected and normalised to me,” she wrote on an Instagram story. “…Ultimately, the haters hated and the people who are thoughtful were thoughtful…But, we all had a conversation about taxing the rich in front of the very people who lobby against it, and punctured the 4th wall of excess and spectacle.”

Appointing Channi As CM A Watershed Moment: Jakhar

Calling Charanjit Singh Channi’s taking office as Punjab Chief Minister a watershed moment, former state Congress president Sunil Jakhar on Friday said the ‘warp and weft’ of the social fabric of the state must be respected, maintained and nurtured as ‘Raj Dharma’.

Taking to Twitter, Jakhar also took a swipe at Opposition parties in Punjab for raising the question of the choice of the new Chief Minister, and said, “All the political opponents of the Congress Party are literally missing the forest while counting trees in attributing political motives to the Congress party’s choice of chief minister of Punjab.”

“What Rahul Gandhi has done by choosing Charanjeet Channi as CM is that he has broken the barely perceptible ‘glass ceiling’,” he said.

Calling Channi’s appointment as Punjab Chief Minister a bold decision, the Congree leader said the move was “very much rooted in the ethos of Sikhism, is nevertheless a watershed moment not only for the polity but also for the social fabric of the state”.

“The warp and weft of this fabric is a complex interplay of aspirations and anxieties of all sections of society. This must be respected, maintained and nurtured as ‘Raj Dharma’ at all times,” he said.

Jakhar’s statement came a day after he met Congress’ Punjab in-charge and General Secretary Harish Rawat on Wednesday.

In what seemed like a veiled dig at former Chief Minister Captain Amarinder Singh, Jakha said that if handled in an “inept or biased” manner the prevailing robust brotherhood and amity of Punjab can shatter like a “glasshouse”

“But there is clear and present danger of Punjabiat being put to test once again with usual divisive forces already weaponising this transformative initiative to fragment the society. This threat just can not be wished away. Also, coupled with this, if handled in inept and/or biased manner the prevailing robust brotherhood and amity, which has always been the pride of Punjab even in very testing times, can be as just fragile and shatter just as easily as a ‘glasshouse’,” he said.

“The new congress dispensation is being keenly watched whether they have what it takes,” the former PPCC chief added.

Capt Amarinder Singh after resigning from the post of Punjab Chief Minister on Saturday, made it clear that he will oppose any move to make state Congress chief Navjot Singh Sidhu chief ministerial face of Congress government in the state and said he will be a “disaster for Punjab”.

Hitting out at Sidhu, Amarinder Singh said Pakistan Prime Minister Imran Khan and its Army chief Qamar Javed Bajwa were his friends.

On Monday, Jakhar expressed his disagreement over remarks of senior party leader Harish Rawat on the day of swearing-in about facing the upcoming Assembly election under the leadership of Navjot Singh Sidhu instead of the first Dalit Chief Minister Channi.

After Channi was nominated as Amarinder Singh’s successor as Punjab Chief Minister, Jakhar, who made way for Navjot Singh Sidhu as PCC chief in July, took to Twitter and said he was baffled to hear Harish Rawat’s remarks about facing the upcoming Assembly election under the leadership of Navjot Singh Sidhu instead of the first Dalit Chief Minister Channi.

Amarinder Singh on Saturday submitted his resignation to state Governor Banwarilal Purohit, following months of infighting between him and Punjab Pradesh Congress Committee (PPCC) chief Navjot Singh Sidhu.

India Reports 31,382 Covid-19 Cases In 24 Hours

India logged 31,382 new COVID-19 cases in the last 24 hours, taking the overall tally to 33,594,803, informed the Ministry of Health and Family Welfare on Friday.

Of the new infections recorded in the last 24 hours, Kerala logged 19,682 cases.
The active caseload now stood at 3,00,162 which is the lowest in 188 days. The active cases account for less than 1 per cent and are currently at 0.89 per cent of total cases, which is the lowest since March 2020.

With 32,542 recoveries during the last 24 hours, the country also registered the highest ever recovery rate of 97.78 per cent since the start of the pandemic.

According to the health ministry, as many as 3,28,48,273 people have recovered from the disease so far.

The country also reported 4,46,368 deaths from the infection so far of which 318 people died in the last 24 hours.

The daily positivity rate has remained below 3 per cent for the last 25 days and currently stands at 2.00 per cent while the weekly positivity rate is at 2.07 per cent. It has remained below 3 per cent in the last 91 days.

A total of 55.99 crore COVID-19 tests have been conducted across India.

As per the Indian Council of Medical Research (ICMR), the total number of samples tested till date is 55,99,32,709, including 15,65,696 samples tested yesterday.

The health ministry said that 84.15 crore vaccine doses have been administered so far under Nationwide Vaccination Drive.

A total of 72,20,642 vaccine doses were administered in the last 24 hours, taking the total vaccination in the country to 84,15,18,026. (ANI)

SC Will Form Panel To Probe Pegasus Snoopgate

The Supreme Court on Thursday said it intends to set up a technical expert committee to probe into the reports of the government allegedly using Israeli software Pegasus to spy on politicians, activists, and journalists.

A Bench headed by Chief Justice of India NV Ramana said that it wanted to pass the order this week in the case but the matter is taking time as some experts they had in mind to be members of the committee expressed personal difficulties to be part of the same.
The CJI said that the Court will finalise the members of the committee soon and will pass orders next week.

They told this orally to senior Advocate Chander Uday Singh, who is one of the counsels in the Pegasus case.

The apex court on September 13 had said it will pass an interim order in two-three days on pleas seeking an independent probe into the alleged Pegasus snooping row.

Several petitions are pending before the top court seeking a court-monitored probe into the reports of the government allegedly using Israeli software Pegasus to spy on politicians, activists, and journalists.

The Centre had earlier told the apex court that it was willing to set up a committee of independent experts to examine all aspects of the alleged Pegasus snooping row. It had maintained that what software was used for an interception in the interest of national security can’t be open for public debate.

The Centre had offered to set up a Committee comprising independent experts to inquire whether Pegasus was used to snoop on phones. It had said the matter can be inquired into by a committee of independent domain experts and the report can be filed before the top court.

The government had also contended that it is willing to place the details of surveillance before the expert committee proposed to be constituted by it to examine the issues and the committee can give a report to the Supreme Court.

The petitioners’ lawyers had repeatedly told the Bench that the Central government has evaded answering the question if it or any of its agencies have ever used the Pegasus spyware and urged the Court to direct the government to come clean on this issue.

There are many pleas filed before the top court by senior journalists N Ram and Sashi Kumar, Rajya Sabha MP John Brittas of Communist Marxist Party of India (Marxist) and advocate ML Sharma, former Union minister Yashwant Sinha, RSS ideologue KN Govindacharya.

Journalist Paranjoy Guha Thakurta, SNM Abdi, Prem Shankar Jha, Rupesh Kumar Singh and Ipsa Shatakshi, who are reported to be on the potential list of snoop targets of Pegasus spyware, had also approached the top court along with The Editors Guild of India (EGI) among others.

The pleas sought inquiry headed by a sitting or retired judge of the top court to investigate the alleged snooping.

The plea said that the targeted surveillance using military-grade spyware is an unacceptable violation of the right to privacy which has been held to be a fundamental right under Articles 14, 19 and 21 by the Supreme Court in the KS Puttaswamy case (2017). (ANI)

UK Envoy Holds Talks With Indian Officials On Vaccine

Amid concerns in India about UK’s new travel rules, British High Commissioner Alex Ellis on Thursday held discussions with National Health Authority CEO RS Sharma and said neither side raised concerns about each other’s COVID-19 certification process.

Ellis said the “excellent discussions” were an important step forward in “our joint aim to facilitate travel and fully protect the public health of UK and India”.

“Excellent technical discussions with @rssharma3 @AyushmanNHA. Neither side raised technical concerns with each other’s certification process. An important step forward in our joint aim to facilitate travel and fully protect public health of UK and India,” Ellis said in a Tweet.

Ellis had said on Wednesday that Covishield vaccine is not a problem and detailed technical discussions are being held regarding certification of COVID-19 vaccine with the builders of CoWIN app and NHS app.

“We’re clear Covishield is not a problem. The UK is open to travel and we’re already seeing a lot of people going from India to the UK, be it tourists, business people or students. Over 62,500 student visas have been issued in the year ending June 2021, which is an increase of almost 30 per cent as compared to the previous year,” Ellis had said in a statement.

CoWIN is the technological backbone driving vaccination in India and encompasses all constituents of the vaccination process. From validation of the supply of authentic vaccines, registration and certification of citizens, the entire value chain is administered through the CoWIN platform.

There has been confusion over UK’s vaccine recognition process for Indian travellers.

Even though the new rules state that AstraZeneca Covishield is among vaccines that qualify as approved, India is not yet on the list of 17 countries mentioned.

The ‘changes to international travel rules’ by the United Kingdom state that formulations of the four listed vaccines, such as AstraZeneca Covishield, AstraZeneca Vaxzevria and Moderna Takeda, qualify as approved vaccines.

The new UK rules also state that travellers will also qualify as fully vaccinated if they have taken full course of the Oxford/AstraZeneca, Pfizer BioNTech, Moderna or Janssen vaccines from a relevant public health body in Australia, Antigua and Barbuda, Barbados, Bahrain, Brunei, Canada, Dominica, Israel, Japan, Kuwait, Malaysia, New Zealand, Qatar, Saudi Arabia, Singapore, South Korea, Taiwan or the United Arab Emirates (UAE).

Covishield, which has been developed by Oxford University and AstraZeneca, is manufactured by Pune-based Serum Institute of India.

India had said on Tuesday that it will be within its rights to take reciprocal measures against UK’s “discriminatory” move to recognise AstraZeneca Covid-19 vaccine but not Covishield if the issue is not satisfactorily resolved.

China Wants G20 Nations To Lift Sactions On Afghanistan

China has called for the ending of sanctions and restrictions on Afghanistan amid Taliban struggle for wider international recognition.

Chinese Foreign Minister Wang Yi, during a video conference with the foreign ministers of the Group of 20 (G20) on Thursday said Afghanistan’s foreign exchange reserves are national assets and should belong to and be used by the Afghan people, Global Times reported.
The minister added foreign reserves cannot be used as a bargaining chip to exert political pressure on the country. Wang Yi said it is necessary to increase the intensity of aid to Afghanistan, especially to provide timely assistance to the most urgent needs of the Afghan people.

Wang also called on G20 members to actively take practical measures to help Afghanistan ease the current liquidity pressure. He further said the Afghan people should be supported to independently choose a development path that suits their national conditions, and a broad and inclusive political structure should be formed finally.

Speaking on the issue of counter-terrorism, the Chinese foreign minister added Afghanistan must earnestly fulfil its commitments, draw a clear line with various terrorist forces, and resolutely crack down on them.

This comes as the 76th UN General Assembly (UNGA) opened the high-level week on September 21.

Earlier this week, special representatives of Pakistan, Russia and China agreed with the Taliban to maintain contacts at the recent consultations in Kabul.

“An agreement was reached to maintain constructive contacts in the interests of Afghanistan’s peace and prosperity, and regional stability and development,” the Sputnik news agency quoted Russian Foreign Ministry on Wednesday.

The statement added that the Taliban emphasised their special focus on promoting relations with Russia, China and Pakistan. (ANI)
