Omicron: Yellow Alert Under GRAD In Delhi

Yellow alert of the Graded Response Action Plan has come into effect, Delhi Chief Minister Arvind Kejriwal said on Tuesday.

Addressing the media persons today, the Chief Minister said, “As the COVID-19 positivity rate has been above 0.5 per cent for the past few days, we are enforcing Level-I (Yellow alert) of the Graded Response Action Plan.”
“In the past few days, the number of cases in the capital city and the country are rising. One needs to not worry but exercise caution. Our government is well prepared. The cases reported are mild. Everyone needs to make sure to wear masks and ensure proper social distancing,” the Chief Minister added.

Delhi government on Tuesday imposed more restrictions on social activities, economic activities, transportation movement in the national capital in view of rising Omicron and COVID-19 cases.

Spas, gyms, yoga institutes and entertainment parks will remain closed, but outdoor yoga will be allowed. Delhi Metro will run with 50 per cent seating capacity and travelling standing will not be allowed. “At the same time, buses going from one state to another will run with 50 per cent seating capacity, while only two passengers will be allowed to travel in auto, e-rickshaw, taxi and cycle rickshaws,” it said.

Private offices will be allowed to open from 9 am to 5 pm with 50 per cent capacity. Restaurants will open with 50 per cent capacity, but from 8 am to 10 pm, while bars will also open with 50 per cent capacity but from 12 noon to 10 pm. Under this, there is a provision to keep cinema halls, multiplexes, banquet halls and auditoriums closed. Hotels will remain open but banquets and conference halls inside the hotel will remain closed.

As per the response plan, Sports complexes, stadiums and swimming pools are closed in yellow alert, although national or international sports can be held. Only 20 people will be allowed to attend the wedding ceremony and funeral. Religious places will remain open but the entry of devotees will be restricted. There is also a provision to ban social, political, religious, festival and entertainment-related activities in this alert, although this ban is still going on in Delhi.

It has been observed that numbers of COVID-19 cases are rapidly increasing in last few days and positivity rate has reached to more than 0.5 per cent for two consecutive days, besides regular increase in new Omicron variant of COVID-19 in Delhi therefore, as per aforesaid DDMA Order, Delhi has entered into Level-1(Yellow Level) of restrictions on social activities, economic activities, transportation I movement in NCT of Delhi. Rishabh Beats Dhoni As Fastest Keeper For 100 Dismissals

Rishabh Pant on Tuesday became the fastest Indian wicket-keeper to reach 100 dismissals in the longest format of the game.

Pant achieved the feat on Day Three of the ongoing first Test against South Africa. The left-handed batter broke former skipper MS Dhoni’s record to reach 100 dismissals.

While Pant reached the milestone in 26 matches, Dhoni had taken 36 games to reach 100 dismissals. Kiran More (39) and Nayan Mongia (26) are third and fourth in the list respectively.

Coming to the match, India might have lost Mayank Agarwal’s at the cusp of the Stumps but the visitors still ended Day Three of the first Test against South Africa in the driver’s seat on Tuesday.

India had bundled out South Africa for 197 in the third session before the hosts lost Mayank’s wicket minutes before the end of the play. Shardul Thakur, KL Rahul then took India to 16/1 at Stumps with a lead of 146 runs.

In the third session, Mohammed Shami picked five wickets as India folded South Africa for 197 in the first innings to get a 130-run lead. Shami also completed 200 Test wickets as Indian bowlers dominated the proceedings.

Rumoured celebrity couple Sidharth Malhotra and Kiara Advani has headed out of Mumbai to ring into the New Year together.

The pictures of the duo arriving at the airport in stylish avatars have been going rounds on the internet.
All set for the New Year 2022 vacay, Kiara arrived sporting a casual oversized sweater dress teamed up with uber-cool white boots. She complimented her look with a cool pair of large reflective sunglasses and a grey Christian Dior handbag.

On the other hand, Sidharth was seen clad in a casual white t-shirt paired with an olive green denim-leather jacket and black jeans. The 36-year-old actor wore a cool pair of black shades and also carried a Gucci backpack.

The ‘Shershaah’ actors also waved at the paparazzi before walking inside the airport.

As per several rumoured reports, the Kiara and Sidharth will be spending their New Year vacation in the Maldives just like the last year.

NEET-PG Counselling: Govt Calls Meeting With Resident Docs

After resident doctors across the country continued their protest against the delay in NEET-PG counselling and warned to withdraw “all healthcare services” from Wednesday, Union Health Ministry on Tuesday called an emergency meeting with a 12-member delegation of Federation of Resident Doctors’ Association (FORDA) representatives.

Before convening the meeting, Union Health Minister Mansukh Mandaviya today had urged resident doctors to call off their strike in the public interest.
Mandaviya had said, “I held a meeting with all resident doctors. We’re not able to do the counselling because the matter is sub-judice before Supreme Court. The hearing will take place on Jan 6. I hope that NEET PG counselling will start soon.”

FORDA President Dr Manish, while leaving for the meeting at Nirman Bhawan, said, “We are going to meet Union Health Minister Mansukh Mandaviya. Representatives of different RDAs will be part of today’s meeting. We will seek written apology for yesterday’s incident and expediting of the NEET PG 2021 counselling.”

FORDA is expected to push two demands, “A written apology for yesterday’s alleged manhandling of the protesting resident doctors by Delhi Police personnel. Written assurance of fast-tracking of the NEET PG case and expediting of the NEET PG 2021 counselling and admission process.”

Meanwhile, Delhi Chief Minister Arvind Kejriwal also wrote to PM Modi to listen to the demands of the doctors.

Several resident doctors across the country continue their protest against the delay in NEET-PG counselling and warned to withdraw “all healthcare services” from Wednesday.

Federation of All India Medical Association (FAIMA) calls for complete withdrawal from all healthcare services across the country from 8 am on December 29 “in protest against brute force by Delhi Police against doctors.”

On December 24, the Indian Medical Association (IMA) wrote a letter to Prime Minister Narendra Modi to resolve the NEET-PG counselling crisis and augment manpower to face a possible third wave of COVID-19 infections.

NEET PG exam was scheduled to be held in January 2021 but postponed in view of the first and second wave of COVID-19 and held on September 12, 2021, said the letter.

However, due to the legal impediments of the Supreme Court now the Counselling is withheld resulting in a shortage of 45000 doctors on the frontline, added the letter. (ANI)

Children Aged 15-18 Yrs Can Register On CoWin From Jan 1

Children aged between 15 to 18 years can register online on CoWin from January 1 or can register onsite at the vaccination centres to receive Covaxin shots from January 3, said Union Health Ministry.

“Both walk-in and Online registration (through CoWIN) facilities to be made available for 15-18 years,” as per the Health Ministry.
While, precautionary dose for Health care workers (HCWs), Frontline workers (FLWs) and people of 60+ age group with co-morbidities will be rolled out from January 10, added the health ministry.

Doctor Certificate/Prescription is not required to establish co-morbidity. It has been advised for 60+ persons to consult with their doctors before opting for a precaution dose.

States have been advised to establish separate dedicated Covid Vaccination Centers for 15-18 Yrs age group; Separate Vaccination team and separate queues for 15-18 age group to be maintained at all other CVCs.

Earlier on Tuesday, the Union Health Ministry said that Children aged between 15 to 18 who are eligible for vaccination from January 3 next year will only be administered doses of the Covaxin COVID-19 vaccine.

According to the Union Health Ministry, dedicated centres can be established for the same.

The sources further said that the ministry has advised States and Union Territories to train vaccinators for the exercise.

On December 25, Prime Minister Narendra Modi had announced that COVID-19 vaccination for children aged 15-18 years will start from January 3.

Bharat Biotech’s COVID-19 vaccine Covaxin has received approval from the Drugs Controller General of India (DCGI) for emergency use for those between 12-18 years, sources had said. (ANI)

Why Turkey Seeks A Bigger Footprint In Africa

Recently, the third Turkey-Africa Partnership Summit was held in Istanbul from 16 to 19 December. The first Turkey-Africa Partnership Summit was held in Istanbul, the second in Malabo. Over 100 government ministers and 16 presidents from Africa attended the summit, which was held under the theme, ‘Enhanced Partnership for Common Development and Prosperity’.

Africa — Market Of The Future

Cooperation between Ankara and Africa, which is steadily increasing, is of vital importance to Turkey. Trade volume between Turkey and Africa is enormous.

Economist Guven Sak of the Turkish Institute for Economic Policy (TEPAV) in a recent interview said “Continental Africa has the world’s youngest population and also its fastest population growth.” According to United Nations estimates, Africa’s population will have at least tripled by 2100, growing to over four billion. Sak sees expanded relations as a natural result of investment opportunities in the areas of urban infrastructure, logistics, energy and construction besides the fact that Africa is extremely rich — both in traditional as well as renewable energy resources.

A Growing Network Of Ties

Relations between the two regions kicked-off on a positive note and improved dramatically since Ankara declared 2005 “Africa Year.” Turkey’s central government realised that lucrative business opportunities were to be found in industrial production and construction. In addition Turkish businesses and non-governmental organisations, especially those working in the education sector, established a presence on the continent.

Growing business ties also resulted in improved diplomatic ties. Turkey has been a “strategic partner” to the African Union since 2008, conducting meetings with African heads of state and government.

Military Cooperation

Security ties between Turkey and the continent have also increased considerably since Erdogan came to power in 2014. Somalia, Turkey’s doorway to sub-Saharan Africa, has been the site of TURKSOM — Turkey’s largest overseas military base — since 2017.

Therefore, arms exports were a big topic at the Istanbul summit. Turkish arms and aeronautics exports to Ethiopia, for instance, shot from around $235,000 in January to nearly $94.6 million in November according to the Turkish Exporters’ Assembly. Sales to Angola, Chad and Morocco have seen similar jumps.

One of Turkey’s best-selling items is the Bayraktar TB2 combat and surveillance drone. It has been used in a number of conflicts and has proven itself highly effective. Reuters recently reported that Morocco and Tunisia took delivery of Turkish combat drones in September, adding that a large number of other African nations have also voiced their interest as well.

Turkey’s trade with Africa surpassed $25.3 billion last year, and this figure has already reached $30 billion in the first 11 months of 2021.

Africa’s Potential

With the area it covers on the international level, its geo-strategic position, and the economic and commercial potential it has, Africa has become one of the most important actors of the 21st century. The advantageous investment opportunities it has as a continent and the relations it recently developed with different countries and regions have begun to make Africa a centre of attraction in all areas.

The president of the African Union in his address called for a sturdy collaboration between Africa and Turkey against terrorism, and that sustaining peace and safety on the continent is vital for attaining maintainable development.

Talking about the summit, Felix Tshisekedi, ruler of the Democratic Republic of Congo, confirmed Africa’s trust in Turkey’s proficiency in several fields, stating: “Africa needs concrete projects in the areas of trade, infrastructure, agricultural development, governance, and health.”

He stated, “In some parts of Africa, unfortunately, there is instability and insecurity due to terrorist activities. Therefore, it is a must to ensure peace and security in order to move forward,” emphasising the necessity for collaboration in the face of terrorism.

Recep Tayyip Erdogan has also called for African representation at the UNSC. At the summit he said it is a “great injustice” that the African continent, with its population of 1.3 billion, is not represented at the UN Security Council.

Referring to his slogan, “the world is bigger than five,” protesting the unrepresentative setup of the UN Security Council, Erdogan said Turkey’s efforts were also meant for its brothers and sisters in Africa, as well.

Bilateral Ties Boosted

The summit also helped Turkey in reviving old ties with nations like Egypt and Libya.

Egypt and Turkey are two regional heavyweights. They used to be good partners but broke off all diplomatic ties in 2013 following a military coup that overthrew Egypt’s first democratically-elected government, led by the Muslim Brotherhood – an Islamist movement close to Ankara. Egypt’s Deputy Foreign Minister Hamdi Sanad Loza, who attended the summit said that participating countries would contribute to regional development, stability and security. Loza also discussed cooperation between Turkey and Egypt in the sectors of trade, investment and tourism.

After eight years of frozen relations, the two countries launched discussions in Cairo in May to renew ties. A second round of talks took place in September in Ankara but embassies were not reopened. The Turkish foreign minister also met with acting Speaker Fawzi al-Nuwari of Libya’s House of Representatives.

Turkey’s Alternate Vision

Africa, which was associated with poverty, civil wars and migration in the past, is one of the world’s up-and-coming regions in the 21st century. China, Russia, France, the UAE, Saudi Arabia and India have a strong presence in Africa together with Turkey. Yet Turkey’s vision for Africa represents an “alternative” to the current practices of former and new colonial powers.

Western nations are charged with sticking to their old colonialist ways. For example, France cannot get rid of its shameful baggage in the continent. Meanwhile, experts warn that China sets a “debt trap” in the name of economic development. Russia’s role as a “provider of security,” in turn, is a source of concern. Consequently, Turkey’s vision, which originated in humanitarian aid and rests firmly on the principles of equality, mutual benefits and “winning together,” attracts more and more interest.

Unlike Western countries, Turkey continues to strengthen and diversify its policy, which aims to ensure security, stability and welfare in the rising star of our century, Africa, in all dimensions. Turkey has deepened its economic, commercial and political relations with Africa with the “African Initiative”. This initiative is “win-win” centred and based on mutual benefits with the principle of “developing together and growing together.” The vision reflects Turkey’s commitment to see Africa from an African perspective and to promote mutual development, beneficial to both.

China: Six-Month-Old Baby Among Xi’an City Daily COVID-19 Spike

The Chinese city of Xi’an in Shaanxi Province has registered 175 confirmed cases in a single day, the highest daily increase since the outbreak started earlier this month.

This is the highest single-day spike since the outbreak started on December 9, state media tabloid Global Times reported. This is for the third consecutive day the city has reported over 100 cases.
Among 175 cases is a six-month-old infant, the youngest confirmed case in this round of outbreaks in the country, GT report said.

The city-wide disinfection campaign in epidemic-hit Xi’an city has triggered controversy online.

The latest outbreak in Xi’an has affected 21 cities in 15 provinces and regions, including Shaanxi, Guangdong Province and Guangxi Zhuang Autonomous Region.

Earlier this week, more than two dozen officials in China’s Shaanxi provinces were punished by the authorities for their ineffective preventive measures in tackling the COVID-19 spread in the city of Xi’an, Xinhua reported.

The Chinese Central Commission for Discipline Inspection on Friday has punished 26 officials and four local party organizations have been punished for “ineffective preventive measures”.

China on Wednesday had locked down the entire 13 million residents of Xi’an after the COVID-19 cluster was found in the area. Chinese Officials believe the cluster is linked to an inbound flight from Pakistan on December 4. (ANI)

PM Inaugurates Kanpur Metro Rail, Takes Ride

Prime Minister Narendra Modi on Tuesday inaugurated the completed section of the Kanpur Metro Rail Project and took a metro ride.

Uttar Pradesh Chief Minister Yogi Adityanath and Union Minister Hardeep Singh Puri were also present on the occasion.
According to Prime Minister’s Office (PMO), improving urban mobility has been one of the key focus areas of PM Modi. The completed 9 km long section of Kanpur Metro Rail Project stretches from IIT Kanpur to Moti Jheel.

The entire length of the Kanpur Metro Rail Project is 32 km and is being built at a cost of over Rs 11,000 crore. Kanpur Metro is going to be the fastest built metro project in the country.

Chief Minister Yogi Adityanath started the construction work of the Kanpur metro project on November 15, 2019, and the trial run took place on the 9 km IIT to Motijheel Priority Corridor on November 10, 2021, in less than two years.

Prime Minister Modi will also inspect the Metro Rail Project and undertake a metro ride from the IIT metro station to Geeta Nagar.

Besides, the Metro Rail Project, Prime Minister will also inaugurate the Bina-Panki Multiproduct Pipeline Project.

As per the PMO, the 356 Km long Bina-Panki Multiproduct Pipeline Project has a capacity of around 3.45 million metric tonnes per annum. (ANI)

Maharashtra: 2 More Arrested In Health Dept’s Paper Leak

Pune city police have arrested two more persons in connection with the leak of Maharashtra Health Department’s recruitment exam, said police on Tuesday.

The two arrests were been made on Monday, taking the total number of arrested individuals to 26.
Speaking to ANI, Amitabh Gupta, Pune Commissioner of Police, said, “Till now, we have registered four offences and arrested 26 people. Last night, we arrested two more persons in connection with an exam which was scheduled on December 24. Over Rs 5 crore seized in this case till now.”

According to Gupta, the examination was conducted on December 24 and in this exam two people were involved in leaking the question paper. “The paper setter and the software company which was given the work to conduct online exams have leaked the question paper on its level.”

He further said, “The modus operandi is students were called to the classrooms and asked mug up the answer and OMR speculation has also happened.” (ANI)

Delhi Govt: Take Strict Action Against Those Violating COVID Curfew

In the wake of increasing coronavirus cases and a night curfew in place to contain the spread of the virus, the Delhi government has directed police and other authorities to deal strictly with those who violate the COVID-19 rules.
The Government has also banned celebrations on the occasion of New Year. As per government information, police officials are checking and questioning people who are found on the road during the curfew hours and stringent actions are also being taken against those found guilty of violating COVID-19 rules.

Night curfew (from 11 pm to 5 am) was put into effect in Delhi on December 27.
Meanwhile, Delhi recorded 165 Omicron cases in the last 24 hours as per official data. (ANI)
