MEA: Situation Evolving In Ukraine, Safety Of Indians Top Priority

Amid the ongoing Russian military operations in Ukraine, Foreign Secretary Harsh V Shringla on Thursday said that the situation on the ground is “difficult and rapidly evolving” assuring that the government’s topmost priority is the safety and security of Indian nationals.

Addressing a special briefing on the Ukraine situation following the CCS meet here, Shringla said, “The situation on the ground is difficult and is rapidly evolving.”

Shringla said that the government of India will handle the evacuation with utmost precaution

“Roadways have been mapped out to evacuate Indian nationals from Kiev and reach safer places,” he said.

He said that a number of advisories have been issued by embassies on the situation as it evolves

“Our Embassy in Ukraine continues to be functional. A number of advisories have been issued by embassies on the situation as it evolves. We are consulting universities, student contractors in the process of providing welfare and safety of our students,” said Shringla

At the Cabinet Committee on Security (CCS) meeting, Prime Minister Narendra Modi has stated that the topmost priority of the government is the safety and security of Indian nationals including students in Ukraine, he said.

“One important step we have taken is to pursue all universities in Ukraine to conduct online classes. PM Modi has specifically stated that the MEA should do everything possible for our citizens in Ukraine,” he added.

Shringla said that MEA is in touch with the Ministry of Defence to keep provision for airlift (of Indians) capacity, in regard to the situation in Ukraine.

He further said that number of steps have been taken to deal with the emerging situation in Ukraine.

Highlighting the steps taken by the government for facilitating the return of Indians from Ukraine, he said, “We started the registration of Indian nationals in Ukraine about a month ago. Based on online registration, we found that 20,000 Indian nationals were there.”

“4000 Indian nationals have already left Ukraine in the past few days. The MEA control room in Delhi has got 980 calls and 850 emails, he added.

He said that PM Modi is also scheduled to speak to Russian President Vladimir Putin.

“It would be difficult to guess in advance the nature of the conversation between Prime Minister Modi and Russian President Vladimir Putin. The conversations will be around the situation in Ukraine today,” said Foreign Secretary.

He added that some sanctions have been imposed on Russia by the UK, US, Australia, Japan among others.

“We have to see what impacts these sanctions will have on our interests. Any sanctions will have an impact on our relationship, I think it would be correct to acknowledge that,” he added.

The tensions between the two nations escalated after Putin on Monday recognized Ukraine’s breakaway regions – Donetsk and Luhansk – as independent entities escalating the ongoing tensions between the two countries. Ukraine gained independence in 1991 after the disintegration of the Soviet Union.

Earlier today, Putin said special military operations are being launched “to protect” the people in the Donbas region. He also warned other countries that any attempt to interfere with the Russian action would lead to “consequences”.

Indian Embassy Sets Up Safe Premises For Indian Students In Ukraine

The Indian Embassy in Kiev on Thursday organized safe premises nearby for Indian students in Ukraine who turned up outside the Embassy and no one is currently stranded outside the Embassy, said sources.

“Today morning, a large number of Indian students in Ukraine turned up outside the Indian Embassy in Kiev. Naturally, not all could be accommodated inside the Embassy premises. Accordingly, the Embassy organized safe premises nearby and the students were moved there. This process took some time given the ground situation in Kiev. No Indian national is currently stranded outside the Embassy,” said sources.

The sources further said a fresh batch of students has arrived outside the Embassy and they are being moved to the safe premises.

Embassy is continuing to assist Indian nationals, including students, in Ukraine.

Partha Satpathy, Ambassador of India in Ukraine, said that the Embassy of India in Kiev will continue to operate till every Indian is evacuated.

“The Embassy of India in Kiev continues to operate round the clock 24X7. Today morning we woke up with the news that Kiev is under attack, the whole of Ukraine is under attack. This has generated a lot of anxiety, uncertainty, and created tension. I would like to assure all of you that the Embassy of India continues to operate around the clock looking out for the safety and security of Indians here,” he said.

“With the news of war, the air space has been blocked, therefore our special flights have been affected, the roads are also choked, trains services have been disrupted. In this scenario my advice to all of you is to stay wherever you are in your normal area of habitation. If you are in transit, please go back to the normal area of habitation and if you are stranded in Kiev then reach out to friends, families, Indian community members and Indian Embassy. We are in touch with the authorities here regarding the safety and security of the Indian citizens,” he said.

He further urged people to stay calm, level-headed and take necessary safety and precautions.

“The Government of India, Ministry of External Affairs and the Indian Embassy are fully alert and working on modalities to see how we can evacuate our citizens through the neighbouring countries along the western borders of Ukraine. As I say times are uncertain and therefore it is important to be calm, level-headed and take necessary safety and precautions that are important to all of us. We will continue to operate here till every Indian is back,” he added.

The Embassy of India in Ukraine accommodated more than 200 Indian students at a school near the Embassy in Kiev.

Satpathy also interacted with Indian students in Kiev.

“We heard of the news that flights are cancelled and martial law has been imposed,” he said to students.

Amid ongoing Russian military operations in Ukraine, Defence Minister Rajnath Singh on Thursday said that India wants peace to prevail and no situation promoting a war should arise.

“Our government is taking all measures to bring back its citizens including students. India wants peace to prevail and no situation promoting a war should arise,” Rajnath Singh told mediapersons here.

Meanwhile, Union Minister of State for External Affairs V Muraleedharan on Thursday said that the Ministry of External Affairs (MEA) is taking steps to bring back about 18,000 Indians including students from Ukraine.

Amid the closure of Ukrainian airspace, the Indian embassy in Kiev has said that alternative arrangements are being made for the evacuation of Indian citizens in Ukraine.

The information was conveyed through an advisory that comes in the backdrop of Russian military operations in the Donbas region of Ukraine. The embassy said the schedule for special flights has been cancelled due to the closure of Ukrainian airspace.

Soon after Russia launched its military operations in the Donbas region, Ukrainian President Volodymyr Zelensky on Thursday announced the decision of severing his country’s diplomatic relations with Moscow.

“Kiev is terminating diplomatic relations with Moscow amid Russia’s military operation,” the Russian News Agency Sputnik quoted Zelenskyy as saying.

Air India Flight To Ukraine Returned After ‘Things Escalated’

Civil Aviation Minister Jyotiraditya Scindia on Thursday said an Air India flight which took off from Delhi to bring back Indian citizens from Ukraine has returned mid-air after the “things escalated” there, adding that, flights from India to Ukraine will again fly, once the air-space of the concerned country opens up.

“Flights were flown for Ukraine earlier. Today also flights were flown to Ukraine but after 3 hours when things started escalating those flights came back. Whenever the air-space will open, we’ll fly the flights again,” said Scindia. “We have been told that the airspace is complete as notice to airmen (NOTAM) has been issued,” he added.

The Union Minister assured that the Indian government is committed to the safety and security of Indians in Ukraine.

“On the matter of Indians in Ukraine, I held a discussion with the Foreign Minister S. Jaishankar. We are keeping an eye on the entire situation,” he said.

“Air India flight AI1947 is coming back to Delhi due to NOTAM at, Kyiv, Ukraine,” Air India informed.

Notice to airmen (NOTAM), is a notice filed with an aviation authority to alert aircraft pilots of potential hazards along a flight route or at a location that could affect the flight.

Shilpa Remembers Sridevi On Her 4th Death Anniversary

It’s been four years since the legendary actor Sridevi left for her heavenly abode.

On her fourth death anniversary, fans, family members and celebrities from the Indian film fraternity remembered her with heartfelt tributes on social media.

Actor Shilpa Shetty, who had shared a close bond with the late Padma Shri awardee, took to her Instagram handle and posted a heartwarming note in her memory.

“A heartfelt tribute to a beautiful soul… You are dearly missed Sri Ji!” Shilpa wrote alongside a throwback picture featuring herself with the late iconic actor.

Earlier in the day, Sridevi’s daughters Janhvi Kapoor and Khushi Kapoor also remembered their late mother with an emotional social media post.

Ukraine International Airlines Suspends Flights

Ukraine International Airlines (UIA) on Thursday announced the suspension of scheduled and charter flights to/from Ukraine due to the closure of its airspace for civilian airspace users until 23:59 pm (Kiev time).

UIA maintains and will maintain liaison with the Ministry of Foreign Affairs of Ukraine and the Ministry of Infrastructure of Ukraine, read Ukraine International Airlines statement.

The statement advised all passengers and citizens of Ukraine who are abroad and planning to return to Ukraine.

They must register on the state website of the State Registration of Ukrainian Citizens. Registered citizens will be provided with information about flights to these points and to points of arrival in Ukraine, added the statement.

The advisory also noted that all current information on the further status of flights will be posted on the official UIA website.

“Passengers of cancelled flights will be informed by e-mail or phone, which are specified in the reservation. Passengers, please, check the availability of relevant contact information at Ukraine International Airlines – e-mail, individual mobile phone number,” said UIA statement.

The UIA team further reiterated to take all possible measures to ensure the safety of passengers.

Ukraine Crisis: Indian Embassy Issues 3rd Travel Advisory

Amid ongoing military operations of Russia in Ukraine, the Indian Embassy on Thursday issued a third travel advisory to Indian nationals/students.

The Mission asked Indians to be aware of the surroundings, be safe, do not leave homes unless necessary and stress on carrying their documents at all times.

“As you are aware, Ukraine is under martial law, which has made movement difficult. For those students who are stranded without a place of stay in Kiev, Mission is in touch with establishments to put them up,” read the Indian Embassy statement.

“We are aware that certain places are hearing air sirens/bomb warnings. In case you are faced with such a situation, google maps have a list of nearby bomb shelters, many of which are located in underground metro,” advised the statement.

Earlier, the Indian Embassy in Kiev advised its citizens to leave Ukraine temporarily in view of the continued high levels of tensions and uncertainties between Russia and Ukraine. (ANI)

Will Putin Dismember Ukraine?

It seemed on the cards and has now happened. Russia has gone into Ukraine to ‘demilitarise’ for its own defence, as it says. As was speculated by some analysts, Russia has attacked from many sides, the east, the north, the south and possibly even into the western part of Ukraine. The invasion took place as the UN Security Council was in session talking about ‘diplomacy’.

Uncharacteristically, the UN Secretary General seemed to have taken side when he told Russia that its incursions into Donbas and recognition of the region as independent entities was against international law. In response to Secretary General’s offer of extending his good offices for dialogue, the Russian diplomat sarcastically responded, ‘what good offices?’ clearly implying that the Secretary General was not being neutral. The UN Secretary General Antonio Guterres is technically right but may have allowed his emotions to compromise a neutral stand in this fight between two giants, Russia and USA.

As country after country criticised Russia and the office of UN Secretary General having expressed an opinion, it was obvious that Russia was going to get angry. There was little of diplomatic negotiation but a lot of advice that all sides should negotiate. No suggestion of any concessions was put forward for discussion by any country. China reiterated its position that placing NATO weapons next door to Russia was a provocation. It was also clear that the vast majority of countries were on the American side of the argument. Not seeing any diplomacy moving forward, Russia has attacked.

What will Russia do? Putin has said he doesn’t want to take over Ukraine. He merely wants to remove the threat to his country, in what he calls an act for ‘demilitarisation and denazification’ of Ukraine. But the speech he made on 21st indicates a different plan if Ukraine’s leadership does not walk away from confrontation.

The long speech as been dismissed as an incoherent ramble about Putin’s version of history before he recognised the two breakaway Ukraine provinces jointly call Donbas, as independent entities called Donetsk and Luhansk.

The hour long speech also appears to give a clear indication of Putin’s intentions and road plan. What is being missed by analysts is that Putin was addressing several audiences at the same time. He was explaining the background and his rationale for intended invasion to fellow Russians who have probably not heard much apart from United States wanting to put bases next door. By appealing to their sense of history, their ownership of the birth of Ukraine as he sees it, he was trying to convince Russians of the legitimacy of invading Russia from the Russian historic perspective. He was painting Ukraine as an ungrateful traitor. The long speech may have got most Russians around to his decisions.

He was also giving Ukraine a clear but chilling message. He has effectively told Ukraine that it does not have a historical hinterland as a nation and that it was essentially a beneficiary of Soviet Union’s administrative and geopolitical strategies. Through that statement he has sent a message that Russia can also undo Ukraine’s existence.

In fact he made that clear, ‘You want decommunization? Very well, this suits us just fine. But why stop halfway? We are ready to show what real decommunization would mean for Ukraine.’

What exactly does he mean by that? Is Putin going to radically disrupt the terms of the current international order and totally dismember a State, running it out of existence?

Under Putin, Russia has shown that it can even go into other countries and assassinate with impunity those it perceives to have committed treason against Russia. It does not tolerate what it calls ‘traitors’ who defect. From Putin’s speech, it appears that he sees Ukraine as a partner that has turned rogue and walked into the opposition camp. He is likely to mete out the same punishment as he does to Russians who take refuge from him in other countries.

Will Russia swallow all of Ukraine or hand it over to a compliant regime? His speech does not suggest that. He also said, ‘Stalin incorporated in the USSR and transferred to Ukraine some lands that previously belonged to Poland, Romania and Hungary.’ It seems he is suggesting to these European countries that they too have a claim on parts of Ukraine that is western Ukraine.

Western Ukraine is a mixed bag of nationalist Ukrainians, Polish Ukrainians, Hungarian Ukrainians and a lot of anti-Russia people. If Ukraine is incorporated into Russia, this is the region that will offer not only most resistance but will continue with insurgency.

While the Russian army will indulge Ukraine for a while, in the longer term, it is likely to dismember Ukraine. It appears Putin is inviting the three European countries to reclaim their lands. If any of them falls for it, he will achieve two purposes. He will divide NATO resolve and at the same time rid himself of areas that are likely to create most problems. Of the three countries Putin has named, Hungary is most likely to welcome taking bits of a dismembered Ukraine.

Putin’s speech may appear to be a rambling diatribe. But looked at closely, it reveals a broad plan if he can get away with it. After Yugoslavia, Ukraine will be the second major country in Europe that will be removed from the map involuntarily.

If Putin does carry through the threats he has made in his speech, it will be the most dramatic challenge to the international order built upon the charter of the United Nations in 1945. Not only sovereignty, but the very existence of a State can no longer be guaranteed.

As the Russians go further into Ukraine, it is unlikely they will meet much resistance. There is a lot of corruption in Ukraine. It is 122 on the Transparency International’s corruption index. Most of the senior leadership is likely to escape to safer places if not caught when the heat really turns on.

The Ukraine army will put up a fight but it is unlikely to be as determined as most people in the west have been led to believe. Most likely a number of Ukraine Army units will surrender and some run away, just as the western backed Afghan forces did. Many of the Ukraine forces probably have relatives in Russia and might see no advantage in fighting Russia over some geopolitical adventures of America.

This leaves China as the side show in this conflict. There has been much forecast on China taking advantage and absorbing Taiwan. However, China is unlikely to do that. Taiwan is still a big risk for it. China is likely to attack parts of India’s borders instead.

In these columns I did predict that Russia will attack after 20th February, the end of Beijing Winter Olympics. Despite America’s daily warnings of an imminent attack since around 8th February, it appears, Putin did patiently wait to let Xi have the glory of winter Olympics. Putin played with the diplomatic game until 21st February. On 21st Putin started the war game by recognising the breakaway republics and sending forces into Donbask.

China is going to wait for the UP election season to pass. Attacking a country when elections are being held is a folly as it will transfer nationalist emotions into votes for the Indian leadership. A week or so after the elections will be another environment.

A lot of change is going to happen in the world after the Russian and possible Chinese incursions, regardless of whether Russia wins or loses. Will it for better or for worse isn’t an issue that history and events grapple with at the time. History creates shifts every few decades.

Ukraine Claims Downing 5 Russian Planes, Helicopter

The General Staff of the Ukrainian Armed Forces have claimed to have shot down five Russian aircraft and a helicopter, media reports said on Thursday.

However, the Russian military has denied the claims, the TASS news agency reported.

“Message from the General Staff of the Armed Forces of Ukraine … 5 planes and a helicopter of the aggressors were shot down in the area of the Armed Forces today,” the Defence of Ukraine said in a tweet in Ukrainian.

Leaders from a number of counties, including the UK, US, Canada and European Union, have condemned Russia’s military operations in the Donbas region.

Russian President Vladimir Putin warned other countries that any attempt to interfere with the Russian action would lead to “consequences”.

Ukraine’s Foreign Minister Dmytro Kuleba said Ukrainian cities are under strikes from Russia.

“Putin has just launched a full-scale invasion of Ukraine. Peaceful Ukrainian cities are under strikes. This is a war of aggression. Ukraine will defend itself and will win. The world can and must stop Putin. The time to act is now,” Kuleba tweeted.

In another tweet, Kuleba said the world must act immediately.

“Future of Europe and the world is at stake. To-do list: Devastating sanctions on Russia NOW, including SWIFT. Fully isolate Russia by all means, in all formats. Weapons, equipment for Ukraine. Financial assistance. Humanitarian assistance,” he said.

Russia has defended its actions in Ukraine, saying “the root of today’s crisis around Ukraine is the actions of Ukraine itself.”

Russian envoy to the UN Vasily Alekseevich Nebenzya said that the Russian operation is aimed to protect residents in eastern Ukraine. (ANI)

Indian Army Gifts 1,00,000 COVID Vaccine To Nepali Army

Indian Army on Thursday gifted 1,00,000 COVID-19 doses of ‘Made-in-India’ vaccines to the Nepali Army under the “Vaccine Maitri’ initiative by the Government of India.

The vaccines were gifted in a ceremony at Nepali Army Headquarters, Tundikhel, read a statement of Embassy of India in Kathmandu.


The vaccines were handed over by Lt Gen PN Ananthanarayanan, SM, President Gorkha Brigade to Lt Gen Bal Krishna Karki, VCOAS of the Nepali Army.

Lt Gen PN Ananthanarayanan, SM, President Gorkha Brigade also lauded the gallantry and commitment of the Gorkha soldiers in the Indian Army and expressed his commitment to serve the Gorkha community, added the statement.

The VCOAS Nepali Army welcomed the gift of vaccines and expressed happiness over the cooperation extended by the Indian Army.

The Indian Army has been assisting the Nepali Army to fight COVID-19 through various kinds of assistance since 2020 including the Covishield vaccine, medical equipment, ambulances, etc.

This latest gift of vaccines is another testament to the close cooperation between the two armies and the two countries, particularly in times of need, said the statement. (ANI)
