ACB Arrests Former DC Of Bengaluru In Bribery Case

The Anti-Corruption Bureau (ACB) on Monday arrested a former District Collector of Bengaluru city for accepting a bribe to give an order in favour of the complainant in a case related to the land ownership litigation.

As per an order issued by the Karnataka government on Friday, the arrested IAS officer J. Manjunath-who is been facing an ACB probe in a bribery case- was transferred from the post of Bengaluru City Collector to the post of the Director of Integrated Child Development Scheme.
The ACB had arrested District Collector Office Manager Mahesh and Court Division Assistant Chetan Kumar alias Chandru on May 21, while they were receiving a bribe of Rs 5 lakh from Azam Pasha, a resident of Begur, to give a favourable order in a case related to the ownership of 38 acres of land in Kudlu village of Anekal taluk.

“I had met the Collector to request him to publish the order of the case related to my land and met with Mahesh as per his instructions,” Azam Pasha mentioned in his complaint against Mahesh demanding bribe.

The complainant had also recorded the details of the conversation with the Collector and Mahesh on his mobile phone and gave them to the investigating agency along with the complaint.

Although Mahesh and Chetan Kumar received the bribe money, it was found during the investigation that the file related to the complainant was directed to the Collector. “It was found that the order was not published even three months after the completion of the case investigation,” officials noted.

Manjunath has been named the third accused in the case after the ACB officials interrogated the IAS officer for the whole day on June 22 and June 30.

The said arrest was undertaken by a team led by ACB’s Deputy Superintendent of Police K. A Ravishankar at 3 PM today in Karnataka’s Yeswanthpur. (ANI)

Shinde Camp Seeks Suspension Of 16 MLAs Of Uddhav Excluding Aaditya

After the Maharashtra government won the trust vote in the state Assembly, Shiv Sena’s Eknath Shinde faction on Monday gave a petition to Assembly Speaker Rahul Narwekar for the suspension of 16 MLAs of the party belonging to Uddhav Thackeray’s camp for violation of whip.

Bharat Gogawale, Chief whip of Shiv Sena’s Eknath Shinde faction gave the petition to the Assembly Speaker. The Speaker’s office confirmed that 16 MLAs will be issued notice for suspension. Gogawale had also issued a whip to the party MLAs to remain present in the Vidhan Sabha for the floor test.
Shiv Sena chief whip Bharat Gogawale said, “We have given the notice to disqualify all the persons who defied our whip except Aaditya Thackeray. We have not given the name of Aaditya Thackeray due to respect towards Balasaheb Thackeray.”

On the other hand, Chief whip of Shiv Sena’s Uddhav Thackeray faction, Sunil Prabhu has also issued whip in this regard. Shiv Sena has claimed that according to the 10th Schedule of the Constitution only the original political party or the person authorized by it has the right to issue a whip and the legislative party can not issue a whip.

Maharashtra Chief Minister Eknath Shinde on Monday won the crucial floor test in the state Assembly on the last day of the two-day special session of the House. In the 288-member House, 164 MLAs voted for the motion of confidence, while 99 voted against it. Three legislators abstained from voting, while 21 legislators, including Congress’s Ashok Chavan and Vijay Wadettiwar, were absent.

Shinde hailed the victory of his faction in the floor test of the Maharashtra Assembly. Speaking in the Assembly today, Shinde said, “I thank Devendra Fadnavis ji for giving me a chance to work as a minister in the previous government… I could work on Samruddhi Mahamarg project. He was to give the Deputy CM post to Shiv Sena also in 2019.”

“We are Shivsainiks and we will always be Shivsainiks of Balasaheb and Anand Dighe. I want to remind you who was there and who got Balasaheb’s voting banned for six years,” the Maharashtra Chief Minister said in the Assembly.

“Initially, I was supposed to be made the Chief Minister in the MVA government… But later Ajit Dada (Ajit Pawar) or someone said that I should not be made the Chief Minister. I had no problem and I told Uddhav ji to go ahead, and that I was with him. I never eyed that post,” Shinde said. (ANI)

Maharashtra: Shinde Announces To Reduce VAT On Fuel

In a bid to provide relief to the people of Maharashtra from skyrocketing fuel prices, Maharashtra Chief Minister Eknath Shinde on Monday announced that the state government will reduce value added tax (VAT) on petrol and diesel.

A decision to reduce VAT on fuel will be taken in the state Cabinet, Shinde informed the Legislative House, while replying to a debate after he won the floor test.
Addressing a press conference today after attending today’s Assembly session, Shinde said, “We will cut VAT on petroleum to provide relief to the people of Maharashtra. When the Central government comes with any state government, the speed of development increases multifold in that state. We will surely get benefit from Devendra Fadnavis’s experience.”

Presently in Mumbai, the rate of petrol is Rs 111.35 per litre and diesel is being sold at Rs 97.28 per litre.

In April this year, Prime Minister Narendra Modi had said that the Centre and states should work in tandem, reiterating the theme of cooperative federalism, calling on states that haven’t followed the reduction in excise duty on petrol and diesel by the Centre in November with a decrease in Value Added Tax (VAT) to do so. He emphasised that high taxes on petrol and diesel in such states – almost all opposition-led – are an injustice to the people.

The Maharashtra government had also cut the state-imposed tax on petrol and diesel by Rs 2.08 per litre and Rs 1.44 per litre at the end of May. The move had come after the central government on May 21 announced a tax reduction on petrol by Rs 8 per litre and on diesel by Rs 6 per litre. Union Finance Minister had also urged the states to follow the suit by cutting state levies on fuels.

TB Treatment Duration To Be Reduced Soon As ICMR-NIRT Initiate Research

With an aim to reduce the Tuberculosis burden in the country and eliminate the disease by 2025, the Indian Council of Medical Research (ICMR) and the National Institute for Research in Tuberculosis (NIRT) initiated a new study, informed the officials on Monday.
At present, the treatment for drug-sensitive TB is 6 months and even longer for drug-resistant TB. The experts aim at bringing down the treatment duration to four months and six months respectively.

“Currently the treatment for drug-sensitive TB is six months and drug-resistant TB is longer than that. So, the aim of the institute is to reduce the duration. We want to get down to four months for drug-resistant TB to bring it down to six months,” Director (ICMR- NIRT) Dr Padmapriyadarsini C told ANI.

Around 600 adults would be included in a four-month regimen with a little over 100 patients already participating in the study.

“It is an ongoing study that started last year in December. We should be recruiting around 600 TB patients who will be getting a four-month regimen, the regular FDC with the moxifloxacin added on to it, they will get it for four months,” added Dr Padmapriyadarsini.

The study is multicentric and will be done at around nine sites.

” It’s a multicentric study each site will take its own time coming on board getting all the approvals training the staff. So, for example, the Delhi site is much ahead, and Delhi and Lucknow sights have started recruiting, they’re very fast. Sites like Hyderabad are literally slow. If everybody starts recruiting then we hope to complete the enrollment by July,” she informed.

The original plan is to complete by July and follow them up for two years so that by 2024 the success rate is confirmed.

“So, once we see this result, the whole idea of shortening the treatment is just not cure, but to see the patient do not have a recurrence of disease that is a principle of shortening treatment. So for that, we have to follow the patients for at least two years and see the patients do not have a recurrence,” she noted.

The study is currently being done for adults with further plans for including children and adolescents. (ANI)

Loya Jirga: Afghan Women Demand Reopening Of Schools For Women

A group of women activists under the name of ‘Kabul School of Critics’ staged a protest demanding the Taliban to reopen schools for women without further delay, local media reported.

The women protestors said that instead of addressing the status of the people who are in dire need of food, the Taliban is engaged in issuing warnings, killing people and taking revenge.
A member of KSC, Ramzia Saeedi said, “Afghan women and girls have been deprived of their basic rights in different periods,” adding that the closure of girls’ schools above the sixth grade and the exclusion of women from society show that their rights have been dealt with politically.

She stressed that the Taliban must not use the education of girls as a political abuse, an Afghanistani radio publication Salam Watandar reported.

“The continuation of this situation will put female students in a dark future and harm the development of society,” said another protestor Aaey Noor.

She asked the Taliban to provide a convincing reason to restrict women’s rights in the state, including education and said that it should reopen schools for girls immediately if it fails to give a valid reason.

In Herat city, a group of girl artists has started a campaign against the Taliban’s restrictions on women.

Demanding the Taliban government to ease the restriction on women, they said that they will not allow the voices of women and girls to be silenced.

These artists depict the capabilities and challenges of women and girls in their paintings.

A local media reported that an Afghan women social worker, Huda Khamosh, who is in exile in Norway said that the Taliban remain an illegitimate ruler.

“The statements of loyalty to the Taliban are not acceptable at any gathering without the presence of women. Despite thousands of Ulema announcing their support for their hardline government, the Taliban remain an illegitimate ruler,” she said.

“After a three-day meeting, the Ulema pledged allegiance to the Taliban and its prominent leader. The meeting failed to address thorny issues such as the right of teenage girls to attend school,” she added.

This comes after the Taliban debarred women from attending the first-ever ‘Loya Jirga’ or grand assembly of religious scholars and elders.

Around 3,500 religious scholars and elders from across the country were invited to attend the meeting at Loya Jirga.

The three-day-long gathering which opened on Thursday and concluded on Saturday was the first nationwide gathering of Islamic clerics in the country held eleven months after the re-establishment of the Taliban in the country.

Participants of the jirga were expected to discuss a series of issues including reopening schools for girls from grade 7th to grade 12th, the type of government, the national flag, and the national anthem, but the three days long Jirga concluded without hinting at reopening schools for girls above grade six and women’s right to work outside home.

Notably, the Taliban made tall promises of equality and inclusive society, during a press conference when they took over control of Afghanistan in August last year.

But the plight of Afghan women has continued to be deplorable in the state.

Contrary to the Taliban’s claims, girls were stopped from going to school beyond a sixth grade on March 23 and a decree against the women’s dress code was issued after a month.

There are restrictions on movement, education and freedom of expression of women posing a threat to their survival.

Not only this, but the Taliban has prevented women from using smartphones, and the Women’s Affair Ministry often extort money for providing essential protection.

The lack of female healthcare workers has prevented the women from accessing basic medical facilities, and the international donors, who fund 90 per cent of health clinics, are hesitant to send money because of their fear of the funds being misused.

Around 80 per cent of women working in the media have lost their jobs, and almost 18 million women in the country are struggling for health, education and social rights. (ANI)

Amravati Case: Seven Accused Granted 4-Days Transit Remand

All seven accused were granted four-day transit remand after being produced before the Amravati court in the barbaric killing of shop owner Umesh Prahladrao Kolhe.

The police on Saturday arrested the mastermind and seventh accused in the brutal killing of Amravati-based shop owner Umesh Kolhe.

A district court in Amravati has sent the key accused Irfan Sheikh, the mastermind in the murder case to police custody till July 7.

Earlier, six accused who were arrested have been identified as Mudassir Ahmad (22), Shah Rukh Pathan (25), Abdul Thoufique (24), Shoaib Khan (22), Atib Rashid (22) and Yusufkan Bahadur Khan (44).

Exactly a week before tailor Kanhaiya Lal Teli was hacked to death in Udaipur, Umesh Prahladrao Kolhe, a 54-year-old chemist, was killed in Maharashtra’s Amravati district on June 21.

Investigators so far believe that Kolhe was killed allegedly in retaliation for a social media post supporting BJP’s Nupur Sharma who had made controversial comments on the Prophet in a television debate.

The number of arrests may increase after the main accused in the brutal murder of an Amravati-based shop owner Umesh Kolhe is nabbed, said a police official on Sunday.

“He (mastermind) was arrested last night. He’s being interrogated. They have a helpline group-Rehbar group. Several people connected to them. 7 accused have been arrested so far. The number of arrests may rise after the arrest of the main accused,” said Nilima Araj, Police Inspector when asked about the mastermind of the Amravati murder.

Union Home Minister Amit Shah directed the National Investigation Agency (NIA) to take over the probe into the brutal killing of Maharashtra’s Amravati-based shop owner Umesh Kolhe on June 21, after he wrote a post in support of Nupur Sharma on Facebook.

Home Minister’s Office (HMO) made the announcement through its Twitter handle as the matter was similar to the Udaipur case in which a tailor Kanhaiya Lal Teli was killed in broad daylight by two men. (ANI)

CCPA: Hotels, Restaurants Can’t Force Customers To Pay Service Charge

The Central Consumer Protection Authority (CCPA) has issued guidelines for “preventing unfair trade practices and violation of consumer rights” with regard to levying of service charge in hotels and restaurants.

The guidelines issued by CCPA stipulate that hotels or restaurants shall not add service charge automatically or by default to the food bill.
“No collection of service charge shall be done by any other name. No hotel or restaurant shall force a consumer to pay service charge and shall clearly inform the consumer that service charge is voluntary, optional and at consumer’s discretion, the official statement by the Ministry of Consumer Affairs, Food and Public Distribution said today.

“No restriction on entry or provision of services based on collection of service charge shall be imposed on consumers. Service charge shall not be collected by adding it along with the food bill and levying GST on the total amount. The guidelines can be accessed by clicking on the link,” read the statement.

If any consumer finds that a hotel or restaurant is levying service charge in violation to the guidelines, a consumer may make a request to the concerned hotel or restaurant to remove service charge from the bill amount. Also, the consumer may lodge a complaint on the National Consumer Helpline (NCH), which works as an alternate dispute redressal mechanism at the pre-litigation level by calling 1915 or through the NCH mobile app.

The consumer may also file a complaint against unfair trade practice with the Consumer Commission. The Complaint can also be filed electronically through e-daakhil portal for its speedy and effective redressal. Furthermore, the consumer may submit a complaint to the District Collector of the concerned district for investigation and subsequent proceeding by the CCPA. The complaint may also be sent to the CCPA by e-mail.

A number of complaints have been registered in the National Consumer Helpline (NCH) by consumers with regard to levying of service charge. The issues raised by consumers include restaurants making service charge compulsory and adding it in the bill by default, suppressing that paying such charge is optional and voluntary and embarrassing consumers in case they resist paying service charge.

Various cases relating to levying of service charge have also been decided by consumer commissions in favour of consumers, holding the same as an unfair trade practice and in violation of consumer rights. (ANI)

4 Cong Workers Arrested For Releasing Black Balloons As Modi’s Chopper Takes Off

Four Congress workers were arrested for releasing black balloons after PM Modi’s chopper took off from Gannavaram Airport near Vijaywada in Andhra Pradesh. Police said there was no security breach on his arrival amid Congress protest and balloons were released five minutes after the Prime Minister’s helicopter left and arrests have been made.

The Prime Minister reached the airport after launching a year-long 125th birth anniversary celebration of legendary freedom fighter Alluri Sitarama Raju in Bhimavaram in the state.
Police officials said that a strict security cordon was laid around the airport.

Vijay Pal, DSP, Krishna District said four Congress workers have been arrested in the case and a few more are yet to be arrested.

“The four arrested Congress workers will be produced before the court,” he said.

Police said there was no security breach during PM Modi’s arrival at Gannavaram Airport. Balloons were released five minutes after PM’s departure from the airport via chopper.

In his address to that gathering to mark the year-long 125th birth anniversary celebration of Alluri Sitarama Raju, the Prime Minister said he is feeling privileged at getting an opportunity to salute the land of Andhra Pradesh which has such a rich legacy. He referred to the confluence of major events like Azadi ka Amrit Mahotsav, the 125th birth anniversary of Alluri Sitarama Raju and 100 years of Rampa Rebellion.

The Prime Minister bowed to the memory of “Manyam Veerudu” Alluri Sitarama Raju and paid him tributes on behalf of the country. He also expressed happiness at meeting the members of the family of the great freedom fighter. The Prime Minister also paid tributes to the ‘Adivasi Parampara’ and the freedom fighter that emerged from the tradition of Andhra Pradesh.

LeT terrorist Talib Hussain Not A BJP Member, Clarifies Ravinder Raina

Jammu and Kashmir Bharatiya Janata Party (BJP) chief Ravinder Raina on Monday said the most wanted Lashkar-e-Taiba (LeT) terrorist Talib Hussain who was apprehended from Reasi district on Sunday is neither an “active member of the BJP nor a primary member”.

Speaking to ANI, Raina said, “Talib Hussain is neither an active member of the BJP nor a primary member. There was a letter circular, on the basis of which it is believed that Sheikh Bashir, who is the President of BJP Minority Front of Jammu and Kashmir had appointed Talib Hussain on May 9.”
He termed the reports fake which claimed that one of the two most-wanted LeT terrorists, who were overpowered by locals and handed over to the police, was in charge of the party’s IT cell.

The BJP leader further said after that Hussain had circulated a letter himself and resigned from the membership of the party on May 18.

“A couple of years ago, Talib Hussain along with with his three colleagues used to come to the BJP office as a media person. He had also interviewed me many times, he used to call himself a reporter for a YouTube channel named ‘New Sehar India’,” Raina said.

“As a journalist, Hussain clicked photos with us many times in the BJP office. Pakistan terror outfit wanted to target the head office of the BJP of Jammu and Kashmir. It has been done through the targeted medium and carried out such incidents,” he said.

“It is too soon to say more on this matter as the investigation is going on. Not only the BJP, but all the offices of other political parties need to be more alert now, he added.

On Sunday, two Lashkar-e-Taiba (LeT) terrorists were apprehended by villagers in Jammu and Kashmir’s Reasi district and handed them over to the police.

Along with Talib Hussain, another LeT apprehend terrorist was identified as Faizal Ahmed Dar.

According to Jammu and Kashmir Police, the terrorists had reached Tukson Dhok village to take shelter after continuous pressure from Police and Army. They have been identified as Talib Hussain of Rajouri and Faisal Ahmed Dar of Pulwama.

Police said Talib Hussain was in constant touch with LeT terrorist Qasim based in Pakistan and was involved in at least three cases of IED blasts in Rajouri district besides killings of civilians and grenade blasts.

Earlier, while appreciating the effort of the villagers, Jammu and Kashmir Lieutenant Governor Manoj Sinha announced a reward of Rs 5 Lakhs for the brave villagers who apprehended the terrorists in the Reasi district.

“I salute the bravery of villagers of Tukson Dhok, Reasi, who apprehended two most-wanted terrorists. Such determination by the common man shows the end of terrorism is not far away. UT Govt to extend Rs 5 Lakh cash reward to villagers for the gallant act against terrorists and terrorism,” Sinha said. (ANI)
