Legendary investor and Berkshire Hathaway Chairman and CEO Warren Buffett

India Has Unexplored, Unattended To Opportunities: Buffet

Legendary investor and Berkshire Hathaway Chairman and CEO Warren Buffett is bullish on India. Presiding over the company’s annual meeting on Sunday, the nonagenarian investor said there are loads of opportunities in India.

To a question on whether his company Berkshire was actively looking for opportunities in India, Buffett, without getting into specifics, said there are unexplored or unattended to opportunities and areas in India.”

Berkshire Hathaway’s business and investment model is focused on acquiring and managing businesses across multiple industries

“In India, I am sure that there are loads of opportunities in a place like India, and the question is do we have any advantage, in either insights into those businesses or contacts that will make possible for some transactions that participants in India would particularly want us to participate,” the nonagenarian investor said.

“I would say that’s something that more energetic management at Berkshire could pursue because we do have a reputation now and is known around the world and our Japanese experience has been fascinating. In that respect, so there may be an unexplored or unattended to opportunities and area (in India),” he added.

Hinting at a foray in India, he said it would not take much time before it pursues opportunities in the country He added Berkshire’s new management will decide on investments in India.

“We will see how the next management plays the game out at Berkshire and fortunately you don’t have too long to wait on that generally,” he said.

Firm GDP growth forecasts, inflation at manageable levels, political stability at the central government level, and appreciable central bank monetary policy, have all contributed to painting a bright picture for the Indian economy in recent quarters.

India’s GDP grew at a massive 8.4 per cent during the October-December quarter of the current financial year 2023-24, and the country continued to remain the fastest-growing major economy and is poised to maintain its growth trajectory going ahead.

India is set to remain the fastest-growing among major economies in 2024, according to latest International Monetary Fund’s latest World Economic Outlook. IMF, in its latest outlook, raised India’s growth projections for 2024 from 6.5 per cent to 6.8 per cent.

India’s economy grew 7.2 per cent in 2022-23 and 8.7 per cent in 2021-22, respectively.

India’s GDP is currently ranked 5th, after the US, China, Germany, and Japan, and is projected to become the third in a few years. (ANI)

Can Military Drafting Solve India’s Job Crisis

Can Compulsory Military Service Solve India’s Job Crisis?

Last weekend in a video story on deKoder, veteran journalist and India’s best-known psephologist Prannoy Roy’s new website, a cross-section of young voters that he interviewed in Bihar nearly unanimously listed jobs and employment as being their topmost concerns in the ongoing mammoth Indian parliamentary elections, two phases of which have been completed and five more are to be held.

Nearly 200 million of the 969 million registered voters who are eligible to vote in the elections are between 20 and 29 years old and, not only in Bihar but everywhere in India, the biggest focus of this demographic slice of the population is on jobs and employment.

That is no surprise. Out of India’s working population of a billion people, only 100 million or just 10% have formal jobs. The rest, an estimated 900 million (twice the population of the European Union and three times the population of the US) are engaged in casual work or are unemployed. A large proportion of them are in rural areas where 833 million Indians live.

India, with more than 1.4 billion people, has more than 50% of its population below the age of 25 and more than 65% below the age of 35. These are huge numbers but, if seen in the context of employment and jobs, theý are scary numbers. According to some estimates, even if the government’s state-run incentive schemes to spur manufacturing in India succeed, they will create barely seven million jobs, a tiny drop of what is really required.

Maths and Stats of Jobs in India

Breaking down the aggregate numbers of jobs in India reveals eye-opening facts. Agriculture accounts for the largest share of the workforce in India, mainly in the rural areas, but it contributes the least to the country’s GDP. Agriculture and allied sectors employ 44.9% of the male workforce and 62.7% of the female workforce but those sectors contribute less than 17% of GDP.

Industry, which includes manufacturing, construction and other related activities employs less than 17% of the male workforce and 16% of females. The sector contributes around 26% of GDP. The biggest share of the workforce is employed in the services sector–more than 27% of the male workforce and around 22% of females. Services, which includes education, health, trade, transport, IT/BPOs, and financial services, contribute more than 48% of GDP.

Although the majority of Indians are employed in agriculture, in fact, those statistics could be misleading. Many Indians in rural areas have no alternatives than to choose underpaid or often unpaid occupations related to agriculture. This is a phenomenon known as “disguised unemployment” where the productivity of a worker is very low or even zero. In other words, if some of them were to leave the farms where they ostensibly work, the productivity on the farms could actually increase.

A Military Solution?

The sheer size of India’s working age population makes the problem of unemployment huge and daunting. It is not just the fact that jobs are not there in the numbers that are required. Despite the huge numbers of Indians joining the workforce each year and looking for employment, there is also a serious supply side problem. This is a problem of mismatch. Employers in India say that it is difficult to hire workers who have the required skills. Education at primary and secondary levels is nearly universal in India but the systems for vocational training and higher education are still inadequate.

For example, there are 23 Indian Institutes of Technology (IITs), which offer around 17,000 seats every year, but the competition to get into them can be fierce. This year more than a million students took the entrance exam. The situation is no better in lower-tier institutes and vocational schools, many of which also offer courses that are less than adequate for employers looking for skilled workers.

In such a situation, could there be an unconventional solution to India’s youth unemployment problem like, say, compulsory conscription into the defence services? It’s a controversial idea, fraught with several risks, but could it be worth it?

Unlike many countries, including Israel, South Korea, Finland, Switzerland, Greece, Brazil, and Norway, India does not have a system of conscription where it is compulsory for young men (and in some cases, women too) to do military service for varying periods of time. In recent years, some countries that had done away with the system have been renewing conscription programmes – notably in the Baltic states of Estonia, Latvia, and Lithuania, which won independence from the erstwhile Soviet Union. In those states, the renewal of conscription reflects the threat of aggression by Russia.

In countries that have had a policy of conscription, it has promoted national unity by bringing citizens together and fostered an appreciation for the sacrifices made by military personnel. It has also created an active reserve of trained personnel who can quickly be deployed in response to national security threats. Besides, military service also imparts various skills in individuals.

A Controversial Case for Conscription

All of those could be advantageous for India. A spirit of national unity in a country as diverse as India would be welcome, and in a world where national security risks are increasing, there is no harm in having a dynamic reserve of trained military personnel. Also, the benefits of the military’s training and discipline for India’s huge population of youth are obvious.

It will not be easy to implement conscription, though. Two years ago when the Indian government introduced the Agnipath scheme, it faced huge opposition.

The Agnipath program is a recruitment initiative for the Indian Army, Air Force, and Navy, and it is designed as a “tour of duty” style scheme for recruiting soldiers below the rank of commissioned officers into the three services. The recruits, known as Agniveers, serve for a four-year period and form a new military rank. It is, however, voluntary and not compulsory.

The government’s rationale for the programme was that it would provide a younger and more tech-savvy military force; and it would provide India’s youth with the opportunities to gain military training and experience. At the end of their service period, they would also get a severance package, known as Seva Nidhi, to help them get alternative employment and careers.

The main opposition to Agnipath was from defence aspirants, military veterans, opposition leaders, and certain states. They argued that the scheme could potentially affect the future of serving personnel, impact the professionalism, ethos, and fighting spirit of the forces, and possibly lead to the militarisation of civil society. There’s also concern about the lack of job security after the four-year term ends, as only 25% of Agniveers would be selected for regular military service for a full term of another 15 years, while the rest would be demobilised.

Yet, Agnipath Has Been a Hit

By all accounts the programme has found takers from the target group it addresses–youth aged between 17.5 and 21. In 2024, the Indian Army received a significant increase in applications for the Agniveer program compared to the previous year. A total of 12.8 lakh youth, including both men and women applicants, have applied to become Agniveers. This is 10% higher than the 11.3 lakh applicants in 2023. The planned recruitment of Agniveers for the armed forces annually is roughly 46,000, with 40,000 for the Army and the remaining 6,000 for the Navy and the Air Force combined.

If the Agniveer programme has worked, would a compulsory conscription scheme also work? India has always had a voluntary armed force without any conscription laws. However, the Indian constitution has a provision in Article 23 that allows the government to mandate conscription in the interest of national security and public welfare. Yet, India has never applied this provision.

Conscription has gained attention in recent years due to reports of recruitment shortfalls, particularly for officer positions, since 2008. This shortfall in recruitment can be  a threat to national security. Since India’s Independence, there have been several systems of compulsory military training for students in public schools and universities, although conscription was not mandatory.

The National Cadet Corps (NCC), formed in 1948, aimed to generate youth interest in defending the country. In 1962, China invaded Indian territory, leading to the implementation of specific emergency recruitment regulations and, through the 1970s, NCC cadets were trained in handling weapons and basic techniques of warfare such as tank and artillery training.

Backlash Versus Benefit

Many argue that conscription is a violation of personal freedom and choice. Some are opposed to it because of moral, ethical and religious reasons. There is also the question of whether military training can impart skills that are relevant for civilian life.

The most serious issue that India faces is that of tackling unemployment. Only 100 million Indians have formal jobs.According to the Centre for Monitoring the Indian Economy, in the October-December 2023 quarter, joblessness among those in the age group of 20 to 24 grew to 44.49% from 43.65% in the previous quarter of July to September 2023. On the other hand, it stood at 14.33% for the age group of 25-29 compared to 13.35% in the July-September quarter.

These are sobering numbers and they are a wake-up call for policy makers. No matter who nearly a million Indians will vote into power in the next few weeks, dealing with youth unemployment and the job crisis will have to be the most important task, and the way forward could be by thinking out of the box. Could conscription be a non-conventional solution?

Maharashtra's Sangli Water crisis

Water Crisis Deepens In Maharashtra’s Sangli Ahead Of Polls

Several ‘talukas’ (tehsil) in Maharashtra’s Sangli district are grappling with acute water scarcity, leading to growing concerns among residents in the run-up to the Lok Sabha elections.

With the elections looming, addressing this pressing issue has emerged as a key topic of discussion among voters.

Residents in Sangli spoke to ANI and said that Jat, Kavthe-Mahankal, Tasgaon Vita, Atpadi and Khanapur are among other numerous ‘talukas’ in the district currently facing a dire shortage of water, causing apprehension among local inhabitants.

This issue has gained traction among voters who have shown significant interest in it, expressing a preference for candidates who pledge to address the problem effectively.

“Water scarcity is a major issue here due to minimal rainfall. We are dependent on water tankers for drinking water, and dependent on wells and canals for irrigation. While some irrigation canals from the Krishna River exist, the problem remains critical,” Patanrao Vishu Patil, a resident of Alte area in Tasgaon, told ANI.

Patil further emphasized that the community is determined to support the Lok Sabha candidate who commits to resolving this issue effectively.

Another resident of Alte, Shivaji Bhanudas Chavan, told ANI: “For years, several talukas in Sangli district, including Jat, Kavthe-Mahankal, Tasgaon Vita, Atpadi, and Khanapur, have grappled with drought conditions due to scanty rainfall. Despite relying heavily on irrigation canals stemming from the Krishna River, certain areas continue to face water scarcity. We also use wells and ponds to preserve water for irrigation.”

Asked if residents bring up this issue with politicians campaigning for their votes during the Lok Sabha polls, Chavan affirmed, “Yes, we do.” “We have been highlighting the water scarcity problem for years. Additionally, we have made the decision to support those who will address the water crisis,” he told ANI.

In response to worsening water scarcity, the administrations of Sangli and its nearby Satara districts last month enforced prohibitory orders along canals. These measures aim to curb water theft and prevent the transportation of cattle fodder outside the regions.

Following a deficient monsoon season, officials said dams and reservoirs in Sangli and Satara districts failed to reach their maximum capacity. Nearly seven months later, most lakes and ponds in the region have dried up, exacerbating water scarcity.

The primary sources of water now are dams situated upstream of the Krishna River and its major tributaries, notably the Warna River. However, these dams, including Koyna and Chandoli, are grappling with dwindling reserves.

With about 1,060 hamlets in Sangli and Satara districts left without access to drinking water, local administrations have sprung into action. Responding to this urgent need, authorities have dispatched around 250 water tankers to each district, aiming to provide vital drinking water to affected communities.

Sangli District Collector Raja Dayanidhi reportedly last month announced the imposition of prohibitory orders due to the prevailing moderate drought conditions caused by limited water availability. The officer then made it clear that the orders will be effective until the end of May, and that it prohibits the assembly of two or more individuals within a 200-metre radius along the canals.

Officials said invoking prohibitory orders is a standard practice during public emergencies.

In an effort to manage the water crisis, prohibitory orders have been extended to canals reliant on major lift irrigation schemes in Sangli district. These schemes, including the Tembu, Arphal, Krishna, and Mhaisal lift irrigation schemes, which collectively provide water to 80 per cent of the district’s population.

Water crisis issues gained momentum as the third phase of the Lok Sabha elections will take place on May 7, when 94 constituencies from 12 states, including Maharashtra, will go to the polls.

In the third phase, Baramati, Raigad, Osmanabad, Latur (SC), Solapur (SC), Madha, Sangli, Satara, Ratnagiri-Sindhudurg, Kolhapur, and Hatkanangle will go for polls. (ANI)

Shashi Tharoor

BJP Is Shameless: Tharoor On Freezing Cong Bank Accounts

Calling the Bharatiya Janata Party “shameless”, Congress leader and party candidate from Thiruvananthapuram Shashi Tharoor on Saturday asserted that the freezing of the party’s bank account in the middle of an elections campaign has played a “negative role.”

“Unfortunately the freezing of our bank accounts in the middle of an election campaign has played a negative role, some candidates have felt that they have not received adequate financial support…in some places, there is no doubt that Congress is fighting this election with one hand tied behind its back, just like AAP has its leaders in jail. We are finding that BJP is quite shameless about this thing,” Tharoor told reporters.

He further questioned the raids conducted at Rahul Gandhi’s helicopter and DMK leaders’ helicopters.

“They have been raiding Rahul Gandhi’s helicopter, and DMK leaders’ helicopters, has anyone raided any BJP leader’s means of communication…this is one-sided behaviour by the BJP government. Try winning the election fair and square and not by tying up the hands of the opposition…” he added.

After Telangana police approached the court requesting permission for further investigation in the case involving the death of PhD scholar, Rohith Vemula, Tharoor questioned on whom instruction Vemula was being “mistreated.”

“Look I have to read the full police report. The fact is a young bright child was driven to suicide the way he was treated. So if he suffered we have to still understand why he suffered. Why people were mistreating him and on whom instruction he was being treated like this,” he said on the Rohith Vemula case.

Rohith Vemula died by suicide in January 2016 allegedly upset over disciplinary actions taken against him by Hyderabad Central University where he was pursuing a PhD.

Earlier in the day, Rohith Vemula’s family met with Telangana Chief Minister A Revanth Reddy and submitted a representation urging the Congress government in the state to reinvestigate the case.

Vemula was found hanging from a ceiling fan in a hostel room on January 17, 2016. He was allegedly upset over disciplinary actions taken against him by the university. (ANI)

Janata Dal (Secular) party leader HD Revanna

SIT Takes HD Revanna Into Custody In Alleged Kidnapping Case

Janata Dal (Secular) party leader HD Revanna has been taken into custody by Special Investigation Team (SIT) officials in Karnataka on Saturday.

The arrest is related to a kidnapping case filed against him at the KR Nagar police station in Bengaluru.

Further details are awaited.

Earlier, a special court for People’s Representative in Bengaluru rejected the interim bail application of JD(S) leader HD Revanna and JD(S) MP Prajwal Revanna in connection with the alleged “obscene videos” case.

Justice Santosh Gajanana Bhat’s bench of the People’s Representative Court in Bengaluru rejected the interim bail application of both the JD(S) leaders.

Meanwhile, HD Revanna has been booked on a charge of kidnapping in connection with the ‘obscene video’ case.

The action was taken based on a complaint lodged by the son of a woman who was allegedly “abducted and sexually abused.”

In his complaint filed to KR Nagar police in Mysuru, the man said his mother worked as a housemaid at HD Revanna’s home for six years before returning to her village, where she worked as a daily wage labourer.

The man later discovered a video allegedly depicting the sexual abuse of his mother by incumbent MP and Hassan Lok Sabha candidate Prajwal Revanna. He said that soon after the video was revealed, his mother went missing. He then filed a kidnapping complaint against HD Revanna and Babanna.

The Holenarsipura MLA and his associate were booked under Sections 364A (kidnapping for ransom), 365 (kidnapping with intent to cause harm), and 34 (common intention) of the IPC. The FIR, registered by KR Nagar police, also lists HD Revanna as accused number one and another man, identified as Babanna, as accused number two.

The FIR was registered hours before the anticipatory bail plea of HD Revanna came up for hearing in the Special Court for People’s Representatives in Bengaluru on Friday. He skipped the summons to appear before the Special Investigation Team (SIT) on May 2 for questioning.

HD Revanna and his son, Prajwal Revanna, who is the sitting MP and candidate from Hassan Lok Sabha constituency, are facing a probe by a Special Investigative Team (SIT), constituted by the Karnataka government, over allegations of sexual harassment and criminal intimidation following a complaint by a woman who worked in their household.

The FIR has been filed at the KR Nagar police station in Mysuru and a case under the Indian Penal Code (IPC) sections 376(2)(N), 506, 354A(1), 354(B), 354(c) and also under relevant sections of the Information Technology (IT) Act has been registered against the JD(S) leader.

Revanna was booked in an alleged sexual harassment case on April 28 based on a complaint lodged at Holenarasipura Town police.

The case was registered under sections 354A, 354D, 506, and 509 of the IPC on charges of sexual harassment, intimidation, and outraging the dignity of a woman. As per the complaint, the victim claimed that Prajwal Revanna and his father HD Revanna had sexually assaulted her.

Prajwal Revanna is the grandson of party supremo and former Prime Minister HD Deve Gowda.

The Karnataka government has constituted a Special Investigation Team to probe the alleged obscene video case against Prajwal Revanna. (ANI)

Jagmeet Singh

Canadian Politician Jagmeet Alleges India Hand In Nijjar Killing

Canada’s New Democratic Party (NDP) leader Jagmeet Singh has again alleged an Indian government hand in the killing of India-designated terrorist Hardeep Singh Nijjar despite police personnel not giving any evidence of any link to India’s involvement in the killing of Nijjar.

Jagmeet Singh’s NDP has supported the Liberal minority government led by Justin Trudeau in exchange for support on some key bills.

After the Canadian Police announced the arrest of three accused in the killing of Hardep Nijjar, Jagmeet Singh claimed that there was an Indian hand in the same.

In a post on X, Jagmeet Singh wrote, “The Indian government hired assassins to murder a Canadian citizen on Canadian soil – at a place of worship. Today 3 arrests were made. Let me be clear – any Indian agent or state actor that ordered, planned or carried out this murder must be exposed and met with the full force of Canadian law. For Canada, democracy and free speech – there must be Justice for Hardeep Singh Nijjar.”

Last year Canadian Prime Minister Trudeau had also alleged an Indian hand in the killing, a claim that was vehemently denied by India which called it ‘absurd and motivated’.

Candian Police personnel have also not given any evidence of any link to India as was being speculated in Canadian media. Earlier on Friday, Canadian police released photographs of all three persons arrested in the killing of India-designated terrorist Hardeep Singh Nijjar last year amid an ongoing probe into alleged connections of the Indian government.

The Royal Canadian Mounted Police (RCMP) in a statement named the three men, all Indian nationals, as Karanpreet Singh, 28, Kamalpreet Singh, 22 and Karan Brar, 22 and released their photographs. The trio were arrested in Edmonton City in Alberta.

The Integrated Homicide Investigation Team (IHIT) of Surrey, RCMP on Friday (local time) said that on the morning of May 3, IHIT investigators, with the assistance of members from the British Columbia and Alberta RCMP and the Edmonton Police Service, arrested the three men for the June 2023 killing of Hardeep Singh Nijjar in Surrey.

The trio have now been charged with first-degree murder and conspiracy to commit murder in relation to the homicide, according to a Royal Canadian Mounted Police press release. Along with photographs of the three accused, the Canadian police have also released the photographs of the car believed to have been used by the suspects in the time leading up to the homicide, in and around the Surrey area.

Addressing reporters at a news conference on Friday, RCMP Assistant Commissioner David Teboul, who leads the Federal Policing Program in the Pacific Region, emphasised the active nature of the investigation into Nijjar’s murder.

“Three suspects have been arrested and charged for their alleged involvement in the killing of Nijjar… We are not able to make any comments on the nature of the evidence… Nor can we speak behind the motive of the murder of Nijjar… However, I will say this matter is very much under active investigation,” he said.

“There are separate and distinct investigations ongoing into these matters, certainly not limited to the involvement of the people arrested today, and these efforts include investigating connections to the government of India,” Teboul also said.

Public Safety Minister Dominic Leblanc refrained from confirming any connection to the Indian government, asserting that such inquiries should be directed to the RCMP, CTV News reported.

“I have full confidence in the security apparatus of the government of Canada and the work of the RCMP, and the work that the (Canadian) Security Intelligence Service does,” Leblanc said.

“The police operation that you see ongoing today confirms that the RCMP take these matters extremely seriously. But questions with respect to particular links or non-links are properly put to the RCMP,” he added, according to CTV News report.

Hardeep Singh Nijjar, who was designated a terrorist by India’s National Investigation Agency in 2020, was shot and killed as he came out of a Gurdwara in Surrey in June last year. The video of his killing that reportedly surfaced in March this year showed Nijjar being shot by armed men in what has been described as a “contract killing.” (ANI)

Amit Malviya

Will Rahul Apologise To Dalits, Asks Malviya

Invoking the closure report filed by the Telangana Police in the Rohith Vemula death case, absolving Union Minister Smriti Irani and three others; BJP leader Amit Malviya on Saturday said Congress leader Rahul Gandhi politicised the incident for political gains.

He also questioned if the Wayanad MP would apologise to Dalits after the closure report in the death of the research scholar at the University of Hyderabad.

Taking to his official X handle, the BJP’s IT Cell head shared a clip of Rahul purportedly speaking on the Rohit Vemula death case in the Lok Sabha.

In the clip, Rahul is heard questioning Prime Minister Narendra Modi’s ‘silence’ in the matter.

“Rahul Gandhi used the floor of the House to politicise Rohith Vemula’s death for his ugly politics. Now that Telangana Police, under a Congress government, has filed a closure report, stating that Vemula did not belong to the SC community and died by suicide, will Rahul Gandhi apologise to the Dalits? The Congress and so-called ‘secular’ parties have often used Dalits for their politics but have always failed to provide them justice. This is yet another instance,” Malviya posted on X.

Weighing in on the closure report, BJP spokesperson Ajay Alok alleged that the Congress created a false narrative around the death of Vemula.

Speaking to ANI on Saturday, the BJP leader said, “The issue is not whether he (Rohith Vemula) was Dalit or not. Questions should be raised of those who did not allow Parliament to function, claiming that the BJP government is anti-Dalit. They politicised the issue and built a false narrative around it.”

However, the Telangana Director General of Police said on Friday they have decided to conduct a further investigation into the death of the research scholar in January 2016.

The decision came days after the state police filed a closure report in their investigation into the matter.

Vemula, a PhD scholar at the Hyderabad Central University, was found hanging from a ceiling fan in a hostel room on January 17, 2016. He was allegedly upset over disciplinary actions taken against him by the university. (ANI)
