Anti-Paper Leak Law For Exams Comes Into Effect Amid NEET, UGC-NET Row

The Public Examinations (Prevention of Unfair Means) Act, 2024 which aims to prevent unfair means in public examinations and common entrance tests held across the country came into effect on Friday.

This comes amid the massive row over the alleged malpractices in conducting the NEET and UGC NET examinations.

A gazette notification issued by the Ministry of Personnel, Public Grievances and Pensions said, “In exercise of the powers conferred by sub-section (2) of section 1 of the Public Examinations (Prevention of Unfair Means) Act, 2024 (1 of 2024), the central government hereby appoints the 21st day of June 2024, as the date on which the provisions of the said Act shall come into force.”

The Bill was passed by the two Houses of Parliament in the Budget session which concluded on February 10. It seeks to prevent the use of “unfair means” in public examinations and bring “greater transparency, fairness and credibility”.

On February 13, President Droupadi Murmu gave her nod to the Public Examinations (Prevention of Unfair Means), Bill, 2024, which aims to check cheating in government recruitment exams.

The public examinations in the Act refer to examinations conducted by authorities notified by the central government. These include the Union Public Service Commission, Staff Selection Commission, Railway Recruitment Board, National Testing Agency, Institute of Banking Personnel Selection, and Departments of the central government and their attached offices for recruitment.

The Act also prohibits disclosing exam-related confidential information before time, and unauthorised people from entering exam centres to create disruptions. The offences will be punishable with imprisonment between three and five years, and a fine up to Rs 10 lakh.

All offences under the Bill will be cognisable, non-bailable, and non-compoundable.

The NEET-UG 2024 exam was conducted on May 5 and its results were declared on June 4, ahead of its scheduled announcement date of June 14.

The NEET-UG examination, conducted by the National Testing Agency (NTA), paves the way for admission to MBBS, BDS, AYUSH and other related courses in government and private institutions across the country.

On June 13, the NTA informed the Supreme Court that the scorecards of 1563 candidates who were awarded “grace marks” in the NEET-UG 2024 exam would be cancelled and these candidates would have an option to reappear for the exam on June 23, the results of which will be declared before June 30, or forgo the compensatory marks given for the loss of time. Delhi water crisis

Long Queues Continue To Form At Tankers Across Delhi

Long lines of people were seen queuing up on Saturday to fetch water from tankers across parts of the national capital, as the city continued to sizzle in the summer heat.

Morning visuals showed people from Chilla Gaon of Mayur Vihar area, Sanjay Colony, Okhla area, and Geeta Colony area standing in queues, holding onto cans and buckets and crowding around water tankers amid water shortage in the national capital this summer.

Amid soaring temperatures, these scenes have become a daily occurrence in the national capital in many areas since the start of the summer season this year.

Meanwhile, amid the political tug-of-war on the water crisis, Delhi’s Water Minister Atishi sat on an indefinite hunger strike on Friday, alleging that the Haryana government is not releasing Delhi’s share of water.

She was accompanied by Aam Aadmi Party leader Sanjay Singh and other members of the party at Bhogal, near Jangpura where she sat on the hunger strike.

She paid tribute to Mahatma Gandhi at Rajghat before heading to Bhogal.

In the meanwhile, Delhi CM Arvind Kejriwal’s wife Sunita Kejriwal read a message from the Chief Minister, who is under judicial custody and said Arvind Kejriwal is hurt to see Delhi’s public suffering from water scarcity.

Sunita Kejriwal stated, “Kejriwal says that when I see on TV, the way Delhi people are suffering due to water scarcity, it hurts me. I hope Atishi’s ‘tapasya’ will succeed and residents of Delhi will get relief. I wish all the best to Atishi, may God protect her.”

However, the Bharatiya Janata Party has continued to attack the Delhi government over the water crisis.

BJP MP Bansuri Swaraj alleged the crisis has been “orchestrated” by the AAP government to “encourage corruption.”

“It almost seems that this crisis, which is not a natural crisis, has been orchestrated by the Kejriwal government to encourage their own corruption as well as to encourage the illegal tanker mafia,” Bansuri Swaraj told ANI.

“Delhi is in a dire state. The entire city is parched and the Kejriwal government is indulging only in theatrics. Delhi minister Atishi instead of working on the ground and instead of taking any adequate steps is now indulging in mere theatrics and is now threatening Delhiites with anshan (fast),” she added. SC Again Declines To Stay Process Of Counselling In NEET-UG 2024

The Supreme Court on Friday again declined to stay the process of counselling in the National Eligibility-cum-Entrance Test (Undergraduate) 2024 and has issued a notice to the National Testing Agency (NTA), which conducts the examination.

A vacation bench of Justices Vikram Nath and SVN Bhatti of the apex court has tagged the fresh pleas along with pending petitions and posted them for hearing on July 8.

On Thursday, the top court issued a notice on a plea filed by the NTA seeking the transfer of petitions relating to the NEET-UG, 2024 examination from the High Courts to the apex court.

A vacation bench has also stayed proceedings before different high courts.

The vacation bench was hearing pleas due to allegations of question paper leaks and other malpractices.

The apex court reiterated that it will not stop the counselling process.

The Supreme Court has also issued a notice to the Centre and NTA on a petition filed by some students who appeared in the Meghalaya centre for NEET-UG exam and allegedly lost 45 minutes and prayed they should be a part of the 1563 students who got grace marks and were given the option to appear for re-exam on June 23.

The Supreme Court has posted the pleas for hearing on July 8.

The NEET-UG 2024 exam was conducted on May 5 and its results were declared on June 4, ahead of its scheduled announcement date of June 14. Protests were held alleging irregularities and paper leaks as the results showed that as many as 67 students had topped the exam with a perfect score of 720.

Petitions have been filed in courts by students seeking a re-test. The Supreme Court has allowed a re-test of over 1,500 students who were awarded “grace marks.”

On Tuesday, the apex court emphasized that any negligence, even as small as 0.001 per cent, in the conduct of the NEET-UG 2024 examination would be addressed thoroughly.

A vacation bench told advocates representing the Centre and the National Testing Agency (NTA) that any such negligence must be dealt with seriously. (ANI)
