Nepal: Search Ops Resumes For Two Passenger Buses Swept By Landslide

Authorities have resumed the search operation on Saturday in the Trishuli River for two passenger buses, believed to be carrying about 63 people on board, swept by a landslide on Friday morning.

Search teams and rescue personnel from the Nepal Army, Armed Police Force and the Nepal Police started their search in the Trishuli River alongside the Mugling- Narayangadh road section on Saturday morning.

Bheshraj Rijal, DSP at District Police Office, Chitwan told ANI that teams have been deployed for the search.

“Teams have been deployed for search operation. We are expecting the operation would be eased because the water level has receded in comparison to yesterday. Rainfall has stopped which would further enable us to expedite the search. More than a hundred Nepal Army, Armed Police Force and Nepal Police personnel including divers have been deployed,” Rijal said.

The team of Nepali security agencies on Friday scoured a radius of 5km from the spot where the buses were swept by a landslide but couldn’t trace them.

They were forced to halt the operation at 6 pm (Local Time) on Friday because of nightfall. After a pause of over 12 hours, the operation has resumed in full scale, an official said.

On Friday the Nepal Army said, ” After receiving the news that the buses carrying passengers had collapsed in Simaltal, Chitwan-based forces including divers have been deployed to carry out the rescue operation with the help of other security agencies and locals.”

As per the official, the landslide swept the Kathmandu-bound Angel bus and Ganpati Deluxe, which was heading from Kathmandu to Rautahat’s Gaur. Preliminary reports suggest that there were 24 people onboard the bus that was heading to Kathmandu and 41 people were travelling in another bus. Three of the passengers on the Ganpati Deluxe managed to escape by jumping out of the vehicle. (ANI)

Assam Floods: Death Toll Touches 90

With seven more deaths, the total death toll in flood in Assam has mounted to 90 so far, said Assam State Disaster Management Authority (ASDMA).

According to the flood reports of ASDMA, 7 more people died in the state on Friday.

“Five people died in a boat capsize incident in Goalpara district while one the people drowned in flood waters in Nagaon and Jorhat district. With this total death toll has increased to 90 so far,” said the flood report of ASDMA.

The flood situation in the state has been improving marginally, but over 12.33 lakh people in 24 districts are still affected by the deluge.

2406 villages under 75 revenue villages and 32924.32 hectares of crop area are still under water.

The affected districts are Cachar, Dhubri, Nagaon, Kamrup, Dibrugarh, Golaghat, Nalbari, Barpeta, Dhemaji, Sivasagar, Goalpara, Jorhat, Morigaon, Lakhimpur, Karimganj, Darrang, Majuli, Biswanath, Hailakandi, Bongaigaon, South Salmara, Chirang, Tinsukia, Kamrup (M).

3,18,326 people are affected in Dhubri district followed by 1,48,609 people in Cachar, 95,277 people in Golaghat, 88,120 people in Nagaon, 83125 people in Goalpara, 82,494 in Majuli, 73,662 people in Dhemaji, 63,400 people in South Salmara district.

The water levels of many rivers in the state are now receding, but the water level of Brahmaputra River is still flowing above the danger level mark at Neamatighat, Tezpur, Dhubri, Burhidihing River at Chenimari (Khowang), Disang River at Nanglamuraghat and Kushiyara River at Karimganj.

Over 2.95 lakh people are taking shelter in 316 relief camps and distribution centres in flood-affected districts.

The ASDMA flood report also stated that 6,67,175 animals were also affected by the deluge.

Meanwhile, 180 wild animals including 10 rhinos have died in the flood in Kaziranga National Park so far.

Sonali Ghosh, Field Director of Kaziranga National Park said that 10 rhinos, 150 Hog Deer, 2 each Swamp Deer, and Sambar drowned in flood waters while 2 Hog Deer died in a vehicle hit, 13 other animals died under care and one Otter (Pup) died in other reason.

During the floods, park authorities and the forest department rescued 135 animals including two rhino calves and two elephant calves.

Defending the Emergency imposed by the Congress party in 1975, Shiv Sena (UBT) leader and MP Sanjay Raut on Saturday said that if Atal Bihari Vajpayee had been the PM in a similar situation, then he would have also imposed the Emergency, adding that Shiv Sena founder Balasaheb Thackeray and Rashtriya Swayamsevak Sangh (RSS) openly supported the Emergency.

The Government of India on Friday announced that June 25 will be remembered annually as “Constitution Murder Day” in remembrance of the Emergency declared by the Indira Gandhi government in 1975.

Addressing a press conference, Sanjay Raut said that the Emergency was imposed as it was a matter of national security.

“They have no work left. It has been 50 years, and people have forgotten the Emergency. Why was an Emergency imposed in this country? Some people want to spread anarchy in the country. An open announcement was made from Ramlila Maidan, our jawans, and army were told not to follow the orders of the government. So in such a situation, if Atal Bihari Vajpayee had been the Prime Minister, then he would have also imposed it. It was a matter of national security, some people were making bombs in the country and were exploding bombs at various places. I want to tell you that Amit Shah doesn’t know anything about Emergency. Those who praise Bala Sahab Thackeray with fake Shiv Sena (Shinde) have extended his support to Emergency. Balasaheb Thackeray had openly supported the Emergency at that time. RSS also supported it,” Sanjay Raut said.

“Shiv Sena leader Balasaheb Thackeray openly supported Emergency in 1975. He openly supported Indira Gandhi. She was welcomed in Mumbai. He supported the emergency because he felt the anarchy in the country needed to be controlled. What was wrong with that?… What happened in 10 years of BJP rule will be remembered. They are also not the saviours of the Constitution,” he told ANI.

He further said that former Prime Minister Atal Bihari Vajpayee at that time did not feel that the Constitution was murdered.

“After this, the government of Janata Party came to power, the government of Atal Bihari Vajpayee. They did not feel that the Constitution was murdered. But who are they (BJP)? They don’t have work so that’s why they are diverting the people of the nation. Unka dimag thikane nhi hai. If we talk about Emergency then each and every day of the Modi government in the past 10 years will be marked for murdering the Constitution,” he said.

Earlier on June 26, the Lok Sabha adopted a resolution condemning the Emergency imposed by then Prime Minister Indira Gandhi as Speaker Om Birla read out the resolution condemning the act and said that June 25, 1975, will always be known as a black chapter in the history of India.

On the occasion of the completion of 50 years of Emergency imposed in 1975, Birla praised the strength and determination of all those who strongly opposed the Emergency, fought, and protected India’s democracy.

Birla said, “This House strongly condemns the decision to impose emergency in the country in 1975. Along with this, we appreciate the determination of all those people who strongly opposed the emergency, fought an unprecedented struggle and took the responsibility of protecting the democracy of India.”

He added, “The day of June 25, 1975, will always be known as a black chapter in the history of India.”

The Emergency of 1975 in India stands as a stark chapter in the nation’s history marked by widespread political turmoil and civil liberties suppression. Declared by then-Prime Minister Indira Gandhi, the Emergency saw the suspension of fundamental rights and the imposition of strict censorship, aiming to quell political dissent and maintain order.

It resulted in the arrest of thousands of opposition leaders, activists, and journalists without due process, leading to a climate of fear and uncertainty. The period witnessed significant curtailments of press freedom and civil liberties, with media outlets facing censorship and restrictions on reporting.

Omar Says Amendment To J-K Reorganisation Act Will Leave CM Powerless

After the central government amended the rules of the Jammu and Kashmir Reorganization Act, 2019 enhancing more powers of the Lieutenant Governor, Jammu and Kashmir National Conference leader Omar Abdullah on Saturday said that the Centre’s move would render the new Chief Minister “powerless” and indicates that the polls would be held soon in Jammu and Kashmir.

Earlier today, the Ministry of Home Affairs amended the rules of the Jammu and Kashmir Reorganization Act, 2019 enhancing some powers of the Lieutenant Governor of the erstwhile state.

“Another indicator that elections are around the corner in J-K. This is why a firm commitment to laying out the timeline for the restoration of full, undiluted statehood for J-K is a prerequisite for these elections. The people of J-K deserve better than a powerless, rubber stamp CM who will have to beg the LG to get his/her peon appointed,” Omar Abdullah posted on X. 

Meanwhile, former Deputy Chief Minister of Jammu and Kashmir and senior BJP leader Kavinder Gupta said that changes are important. 

“In the coming days, the elections of Vidhan Sabha will be held and looking after that the LG power has been enhanced. The changes are important and they should take place. Looking after that the Minister of Home Affairs has taken the decision. For Free and fair elections the step has been taken. In the recently concluded Lok Sabha election we all witnessed that people in Jammu and Kashmir voted with great zeal. After this decision the activeness will come in the administration,” Gupta told ANI. 

Reacting to Omar Abdullah’s remarks that CM will become ‘powerless’, he said that “Law and order already is under control of MHA. Commenting on the issue is not right. Earlier the conditions of J-K were not good but now the government has improved the law and order here.”

President Droupadi Murmu has given her approval to the amendments in the rule exercising the powers conferred by section 55 of the Jammu and Kashmir Reorganisation Act, 2019, (34 of 2019) read with the Proclamation dated 31st October 2019 issued under section 73 of the Act, a notification issued by the MHA mentions.

The President made the rules further to amend the Transaction of Business of the Government of Union Territory of Jammu and Kashmir Rules, 2019.

“These rules may be called the Transaction of Business of the Government of Union Temtory of Jammu and Kashmir (Second Amendment) Rules, 2024,” reads the notification.

As per the notification, “these rules may be called the Transaction of Business of the Government of Union Territory of Jammu and Kashmir (Second Amendment) Rules, 2024.”

The amendments shall come into force on July 12, the date of the publication in the Official Gazette– a move in anticipation of the speculated assembly elections in Jammu and Kashmir.

In the Transaction of Business of the Government of Union Territory of Jammu and Kashmir Rules, 2019 (hereinafter referred to as the principal rules), some rules have been inserted.

As per the inserted sub-rule (2A), “No proposal which requires previous concurrence of the Finance Department with regard to ‘Police’, ‘Public Order’, ‘All India Service’ and ‘Anti Corruption Bureau’ to exercise the discretion of the Lieutenant Governor under the Act shall be concurred or rejected unless it has been placed before the Lieutenant Governor through the Chief Secretary”.

In the principal rules, after rule 42, rule 42A has been inserted pointing, “Department of Law, Justice and Parliamentary Affairs shall submit the proposal for appointment of Advocate-General and other Law Officers to assist the Advocate-General in the court proceedings, for approval of the Lieutenant Governor through the Chief Secretary and the Chief Minister.”

In the inserted rule 42B, “Any proposal regarding grant or refusal of prosecution sanction or filing of an appeal shall be placed before the Lieutenant Governor through the Chief Secretary by the Department of Law, Justice and Parliamentary Affairs”.

In the principal rules, in rule 43, after the third proviso, the notification states that some provisos shall be inserted, focusing on matters connected with Prisons, Directorate of Prosecution and Forensic Science Laboratory, under which “the matters shall be submitted to the Lieutenant Governor by Administrative Secretary, Home Department through the Chief Secretary”.

“Provided also that in respect of matters connected with posting and transfer of Administrative Secretaries and cadre posts of All India Services officers, the proposal shall be submitted to the Lieutenant Governor by the Administrative Secretary, General Administration Department through the Chief Secretary”.

It is pertinent to mention that the principal rules were published in the Gazette of India dated August 27, 2020 and subsequently amended on February 28, 2024. (ANI)

Retail Inflation In India Breaches 5% In June, Triggered By Food Prices

India’s retail inflation rate hardened in June, taking a departure from the moderation it witnessed in the past months, pushed by rising food prices.

The year-on-year inflation rate based on all India Consumer Price Index (CPI) number is 5.08 per cent (provisional) for the month of June, 2024. Corresponding inflation rate for rural and urban is 5.66 per cent and 4.39 per cent, respectively.

Food prices continue to remain a pain point for the policymakers in India.

Government data showed on Friday that retail inflation for cereal and products, meat and fish, egg, milk and products, oils and fats, fruits, vegetables in particular, pulses and products, sugar, spices, prepared snacks and sweets rose month-on-month.

The price data are collected from selected 1114 urban Markets and 1181 villages covering all States/UTs through personal visits by field staff.

Next date of release for July 2024 CPI is August 12, 2024 (Monday).

Annual retail inflation in May was at a 12-month low of 4.75 per cent, marginally down from 4.83 per cent in April. The retail inflation or Consumer Price Index, in December last year was 5.7 per cent, and since was moderating.

The retail inflation in India is in RBI’s 2-6 per cent comfort level but is above the ideal 4 per cent scenario.

Inflation has been a concern for many countries, including advanced economies, but India has largely managed to steer its inflation trajectory quite well. The eased month-on-month retail inflation, barring June, came on the heels of RBI having maintained the status quo in the repo rate for the eighth straight occasion.

Barring the recent pauses, the RBI has raised the repo rate by 250 basis points cumulatively since May 2022 in the fight against inflation. Raising interest rates is a monetary policy instrument that typically helps suppress demand in the economy, thereby helping the inflation rate decline.

The repo rate is the rate of interest at which the RBI lends to other banks.

Pressure in food prices has been interrupting the ongoing disinflation process in India, and posing challenges for the final descent of inflation trajectory to the 4 per cent target. (ANI)

Samvidhan Hatya Diwas Will Be A Homage To Those Who Suffered During Emergency: Modi

Prime Minister Narendra Modi referred to the 1975 Emergency as a “dark phase of Indian history” and announced that June 25 will be commemorated annually as Samvidhaan Hatya Diwas to honour those who suffered during that time.

In a post on X, he wrote, “To observe 25th June as #SamvidhaanHatyaDiwas will serve as a reminder of what happens when the Constitution of India was trampled over. It is also a day to pay homage to each and every person who suffered due to the excesses of the Emergency, a Congress unleashed dark phase of Indian history”.

Echoing similar sentiments, Uttarakhand Chief Minister Pushkar Singh Dhami, stated that the day will be oberseved as a “dark spot” in democracy.

“On 25 June 1975, the then government committed a very reprehensible act of insulting the Indian Constitution by imposing emergency on the country. The audacity of the then Congress government to kill the Constitution in the arrogance of power will be remembered as a black spot on democracy,” Dhami wrote in a post on X.

“The decision of the Central Government to celebrate 25th June every year as ‘Samvidhan Hatya Diwas’ is welcome. This decision will remind us of the great contribution of all the revolutionaries who resisted dictatorship despite facing many tortures to protect the democracy of the country during the dark period of Emergency,” he added.

Earlier on June 26, the Lok Sabha adopted a resolution condemning the Emergency imposed by then Prime Minister Indira Gandhi as Speaker Om Birla read out the resolution condemning the act and said that June 25, 1975, will always be known as a black chapter in the history of India.

On the occasion of the completion of 50 years of Emergency imposed in 1975, Birla praised the strength and determination of all those who strongly opposed the Emergency, fought and protected India’s democracy.

Birla said, “This House strongly condemns the decision to impose emergency in the country in 1975. Along with this, we appreciate the determination of all those people who strongly opposed the emergency, fought an unprecedented struggle and took the responsibility of protecting the democracy of India.”

He added, “The day of June 25, 1975, will always be known as a black chapter in the history of India.”

The Emergency of 1975 in India stands as a stark chapter in the nation’s history marked by widespread political turmoil and civil liberties suppression. Declared by then-Prime Minister Indira Gandhi, the Emergency saw the suspension of fundamental rights and the imposition of strict censorship, aiming to quell political dissent and maintain order.

It resulted in the arrest of thousands of opposition leaders, activists, and journalists without due process, leading to a climate of fear and uncertainty.
