UPS Provides Benefit Of Both Old And New Pension Scheme

The Modi government has approved a new pension scheme on Saturday called the Unified Pension Scheme (UPS), which will come into effect from April 1 2025.

The opposition parties were queueing up to bring back the old pension scheme (OPS) which was replaced by new pension scheme (NPS) in 2004.

The new pension scheme was based on defined contribution by employees and employers, which was to be invested in select funds and amount of pension were dependent on the returns on the investments.

Government says the Unified pension scheme has the advantages of the previous old pension scheme and features of the new pension scheme.

The UPS has provisions for a fixed pension amount, a guaranteed and predetermined sum of money that a retiree will receive regularly after retirement.

The UPS ensures that all central government employees who have served for 25 years or more, will receive 50 per cent of their last drawn salary from the past 12 months as pension. Additionally, those employees will also be eligible for post-retirement inflation-linked increments in their pension amount.

In April 2023, a committee led by then finance secretary T V Somanathan, has recommended for the Unified Pension scheme which was approved by Modi cabinet on Saturday.

Under the UPS there will be a provision of a fixed and assured pension, unlike the NPS which does not promise a fixed pension amount.

For those employees who have completed 25 years or more of service, UPS provides for them a pension amount of 50 per cent of their basic pay earned during the last 12 months preceding retirement. For employees with a minimum of 10 years of service will be eligible for pension but it will be adjusted proportionally with number of years of service, with a minimum amount of Rs 10,000 a month.

The retirement benefits also include assured family pension, equals to 60 per cent of the employee’s basic pay. This pension will be given in the event of an employee dying pre-maturely.

Inflation linked indexation benefit will also be applied on assured pension, assured family pension, and assured minimum pension.

UPS also provides for gratuity or a lump-sum amount on superannuation. The gratuity amount will be calculated as per the old formulae, as one tenth of the monthly emolument, pay plus dearness allowance as on retirement date and calculated on the basis of every six months of service

The UPS also guarantees 6 per cent of the pension to be immediately transferred to the employee’s family as family pension, similar to the benefits offered by OPS.

The NPS which was introduced in in January 2004, was initially established as a retirement plan exclusively for government employees, but in 2009, it was expanded to cover all sectors. NPS is governed jointly by government and the Pension Fund Regulatory Authority (PFRDA).

NPS provides for pension along with investment growth. On retiring employees will have the option to withdraw a portion of their accumulated savings, while the remaining sum goes for monthly pension.

NPS allows employees to withdraw a maximum of 60 per cent of the total corpus upon reaching retirement age, and no taxes will be charged on the amount. The remaining 40 per cent is utilised to buy an annuity product, and returns on it will be given as pension every month to the subscribers.

But under the OPS pension given to central and state government employees were fixed at 50 percent of their last drawn basic pay, similar to the structure in the UPS. Also, a dearness allowance (DA) was included, to compensate for the rise in the cost of living which is also done in UPS.

Moreover, in OPS, employees were entitled to a gratuity payment of a maximum of Rs 20 lakh on retirement. In cases if a retired employee passes away, their family receives continued pension benefits. Also no deductions are made from an employee salary towards pensions contributions under OPS unlike NPS.

Government says the new unified pension scheme (UPS) offers a combination of benefits of both OPS and NPS. From the OPS, the UPS incorporates features such as an assured pension, inflation linked indexation, family pension, and a minimum pension.

From the NPS, UPS adopts a feature which allows that employees have the option to contribute towards their pension fund if they want a more personalized and higher pension upon retirement. Government under UPS has also increased its contribution from 14 per cent currently in NPS to 18.5 per cent under UPS, employee contribution will remain the same. (ANI)

Can Kamala Harris Turn Euphoria Into Votes?

To see how sharply politics has polarised America, you only need to compare the highlights of the national conventions by each of the nation’s two political parties, the Democratic Party and the Republican Party. Unlike in many other countries, these two parties have dominated US politics since the mid-1880s. At their national conventions, held recently, each party officially confirmed its nominees who are contesting this Presidential election. On the Democratic ticket, it is Kamala Harris, the sitting US vice-president, and on the Republican ticket, it is former President Donald Trump. 

The main purpose of the conventions, held every four years (which is the term of a US President), is to officially nominate a candidate but the larger effect that these usually splashy, multi-day affairs have is the demonstration of strength, power, and the popularity that the optics of these events provide. The Republican convention was held in July at Milwaukee in the middle-American state of Wisconsin; the Democratic convention was held last week in Chicago.

The contrast between the two couldn’t be starker.

To Indian voters, the US’ two-party system as well as the way the US elects its President (it is determined by a popular vote as well as an electoral college) can seem counter-intuitive. After all, India has six national political parties, 57 regional state parties, and 2,764 unrecognised but registered political parties. All registered parties contesting elections need to choose a symbol from a list of available symbols offered by India’s election commission. Americans would likely have as much trouble wrapping their heads around that system as Indians have to do so with theirs!

Yet, in some ways, the US two-party system can make it easier to discern the growing divisiveness and political polarisation in the US. To get a sense of that, the events, speeches, and, importantly, the mood at each of the conventions can be good indicators.

Jubilation and Accusations

At the four-day Democratic national convention, the mood was palpably upbeat. That is significant because till recently, the mood among Democrats was markedly low. Earlier this year, when the campaigning by both sides began, the Democratic candidate was sitting President Joe Biden and his Republican opponent was Trump. Most polls then showed Trump leading Biden, albeit by a small margin. 

Things changed on July 21 when Biden decided to drop out of the race and endorsed vice-president Harris instead. Since then Harris, a woman with Indian and Jamaican ancestry, has clawed back in the approval ratings and now enjoys a small lead over Trump. 

At her party’s convention, attended by 7000 delegates and telecast to millions nationally, a spirit of overwhelming euphoria prevailed. Speeches endorsing Harris were made by Biden, and two former Presidents, Barack Obama and Bill Clinton, as well as a star-studded list of politicians and celebrities. Many who attended or watched found the speakers to be articulate, powerful, and inspiring. Harris’ own speech, as well as that of her running mate, Tim Walz, talked of hope and change and a more just and egalitarian future that would enhance the lives of all men and women without discrimination.

Showbiz and Hollywood has usually backed the Democratic Party and, at the event, personalities such as talk show host Oprah Winfrey spoke, and singers such as Stevie Wonder, John Legend, and Pink performed. There was a strong emphasis on race and gender equality, especially by former first lady Michelle Obama, and several other black and women speakers.

In contrast, at the earlier held Republican convention, which was equally well-attended, it was more form than substance. Trump and his running mate delivered speeches that often seemed like rants and personal attacks. Guest speakers were mainly white and included Hulk Hogan, a retired professional wrestler who indulged in raucous histrionics that included tearing off his shirt to reveal a Trump tank top that he was wearing underneath, and singer Kid Rock who has publicly affirmed his support for Trump and his policies.

At the Republican convention, which was held while Biden was still the nominee for Democrats, the focus was on inflation, immigration, and America’s role in ongoing wars in Ukraine and the Middle East. The general line was that the Biden administration had failed to check what, according to Trump, in the influx of millions of illegal immigrants who are mostly criminals and stealers of American jobs; that it had allowed inflation to soar; and that it was spending billions of dollars on international crises that the US should keep out of. In other words, garden variety xenophobia and nationalist populism. 

Mainstream Media Bias

To outside observers who glean their information from the US mainstream media to form their impressions and opinions, it could seem as if the US is heading for a Harris regime and that hope, optimism, and joy (an emotion that is associated with Harris’ bubbly personality) will prevail.

Conditioned by a predominantly pro-Democratic (and more particularly, anti-Trump) mainstream media, many Americans appear to believe that too. They think voters will choose Harris’ promises of delivering a government that treats all Americans equally and looks at issues such as abortion laws and women’s rights from a liberal point of view. And that they will reject Trump’s promises of deporting millions of immigrants, slashing taxes, and levying big tariffs on imports from countries such as China. 

The problem is that this is a view conditioned by the kind of coverage that the election campaign is getting from traditional media. In the US, most leading media outlets, newspapers as well as TV channels, are pro-Democrat. In a two-party system, this sort of a bias can have adverse consequences. First, it can constrain objective reportage or analysis. But more importantly, it can provide an inaccurate picture where readers and viewers find themselves in a silo where contrarian views, opinions and perceptions are largely missing. Thirdly, it can create a bubble with the perceptions of the people who are within it quite at odds with the actual reality. 

It’s a folly that is not new. In the run-up to the 2016 election, the discourse in US mainstream media had largely dismissed the possibility of a Trump victory. Yet, he defeated the Democrat candidate Hillary Clinton and became the 45th President. 

Observers often form their impression about America from what is happening in the big cities of the east and the west coast: the political buzz and the people’s pulse in cosmopolitan cities such as New York, Washington, Chicago, Los Angeles and other major urban centres. Yet, what happens between the coasts in what is sometimes referred to as Middle America goes unobserved. Trumpmania is most prevalent there. 

Then again there are questions of values. America has come a long way from an age where racial discrimination or gender bias was widespread but has it traversed enough ground? Many wouldn’t be so sure. In some of his speeches, ostensibly trying to woo the Black American voters, Trump has referred to how illegal immigrants are stealing “Black jobs”. 

That statement itself can be seen to reek of racism. In her speech at the Democratic convention, Michelle Obama pointedly referred to it when she asked: “Who’s going to tell him that the job he’s currently seeking might just be one of those ‘Black jobs?’”

Yet, among Trump’s traditional supporters as well as among some of his new supporters, including Black working class voters unhappy with the establishment, “Black jobs” can resonate, particularly when immigration is widely seen as a big problem affecting their lives.

Likewise, among many American voters, the idea of having a woman from an ethnic minority community as President could still be too radical despite the fact that 51-53% of registered voters are women.

Traditionally, national conventions are believed to have little impact on how the average American votes. Typically, they are congregations of the loyal. The real grind begins after the conventions are over when both sides have to drive their campaigns to get popular votes as well as that of the electoral college. How things go in some swing states also determine who could eventually win. This year, a handful of America’s 50 states, Georgia, Arizona, Nevada, Wisconsin, Pennsylvania, Michigan and North Carolina, will be the decisive states where the contest is likely to be close.

Last weekend, the average of several polls showed Harris leading with 48.4% support of those surveyed, while Trump trailed with 45.3%. That is still quite close. With around 70 days left for the election on November 5, things could indeed change but what is most likely is a contest that will eventually go down to the wire.

UP Holds Constable Recuritment Exam Amid Tight Security

Aspirants arrived at exam centers across Uttar Pradesh on Sunday for the Police Constable Recruitment Exam 2024, which is being held under tight security.

The exam, scheduled for August 23, 24, 25, 30, and 31, will fill over 60,000 vacancies and will be conducted in two shifts: 10 am to 12 pm and 3 pm to 5 pm at 67 centers statewide.

Candidates at an exam center in Ayodhya expressed their satisfaction with the enhanced security arrangements this time and voiced confidence in avoiding previous issues such as paper leaks.

Chandan Pandey, an aspirant, said, “The paper was leaked and cancelled last time, which gave me more time to prepare. The administration and management are really good this time.”

Sunil Kumar Verma, another candidate, said, “I have full confidence in myself and hope to wear a police uniform this time. I don’t think there will be any paper leaks this time.”

Ved Prakash Maurya, father of an aspirant, said, “The arrangements are really good this time. The government alone cannot be held responsible for everything; we also need to contribute actively.”

Preeti Chaurasia, an aspirant, added, “It all depends on the paper whether I will be able to clear the exam. The arrangements are good, and the police administration is working well.”

Approximately five lakh candidates are expected to appear for the exam in each shift.

To ensure a smooth process, the Uttar Pradesh police have implemented extensive security measures, including the deployment of the Rapid Action Force (RAF), police, civil defence, Government Railway Police (GRP), and Railway Protection Force (RPF).

This re-examination follows a paper leak incident earlier this year, leading Uttar Pradesh government to order a fresh round of testing. (ANI)

Targeting the Congress and Samajwadi Party (SP) over reservations, Bahujan Samaj Party (BSP) supremo Mayawati on Sunday called both parties ‘anti-reservation’ and ruled out any future alliance with them.

In a series of posts on X, Mayawati said that the followers of Baba Saheb, Dr. Bhimrao Ambedkar, will never forgive the Congress Party for not honouring Baba Saheb, the chief architect of the Constitution, with the title of Bharat Ratna both during his lifetime and after his death.

“Also, when Kanshi Ram ji, who gave impetus to Baba Saheb’s movement, died, this Congress, while having a government in the centre, did not declare a single day of national mourning in his honour and neither did the SP government declare a state mourning. Be cautious of such double standards of thinking, behaviour and character,” Mayawati said.

She also questioned, Why did the Congress not conduct the National Caste Census in its government before the BJP came to power at the Centre and they are talking about it now?

“Whereas the BSP has always been in favour of it, because its conduct is very important in the interest of the weaker sections,” she said.

“Not only this, the silence of Congress, SP, BJP, etc. in the face of the ongoing conspiracy to make the reservation given to SC/ST under the Constitution ineffective and abolish it through classification and creamy layer, is this their love for Dalits? Be careful,” Mayawati added.

The BSP Chief also asserted that SC, ST and OBC classes have to stand on their own now.

“Will it be in the interest of the SC, ST and OBC classes to enter into an alliance with these anti-reservation parties, like the SP and Congress, in any election? This will not happen at all, so now they have to stand on their own, this is the advice,” she said.

Meanwhile, addressing a gathering at the Samvidhan Samman Sammelan in Uttar Pradesh’s Prayagraj, on Saturday, Rahul Gandhi said, “If anyone thinks that the caste census can be stopped or the 50 per cent barrier in reservation will remain, let me tell you, they are dreaming.”

“Neither the caste census will stop, nor the socio-economic survey, nor the institutional survey, nor will the 50 per cent barrier (in reservation) remain… because the people of India have made up their minds; the order has come from the people, now the Prime Minister must accept this and enforce the order. And if he does not enforce it, then other Prime Ministers will do it,” he said.

He added that the Congress party is protecting the constitution through the caste census. (ANI)

Israel Declares Two-Day Emergency Amid Tension With Lebanon

Israel has declared an emergency for the next 48 hours amid the country’s escalating tensions with Lebanon, according to The Times of Israel.

Israel’s Defence Minister, Yoav Gallant, declared an emergency. This comes as a “special situation in the home front,” which enables the IDF Home Front Command to issue restrictions.

In emergencies, the legal term “special situation” is used to give authorities more authority over the civilian population, simplifying attempts to protect them. It is valid for 48 hours, unless extended by cabinet ministers.

As tensions continue to rise, the Israeli public remains on high alert, bracing for the possibility of further incidents.

Earlier today, Israel Defence Forces (IDF) spokesperson Rear Admiral Daniel Hagari warned the Lebanese citizens who are in southern Lebanon of possible attacks by Israel in retaliation to Hezbollah strikes.

In a press conference, the IDF spokesperson said, “We warn the Lebanese citizens who are in southern Lebanon; we recognise that Hezbollah is now preparing to shoot widely into Israeli territory near your home. You are in danger. We attack and remove Hezbollah threats. Anyone who is near the areas where Hezbollah operates is required to stay away from them immediately.”

“In the near future, Hezbollah will launch rockets, and possibly missiles and unmanned aerial vehicles, towards the territory of the State of Israel. Accordingly, “life-saving” instructions of the Home Front Command will be distributed in the various regions. The Home Front Command will update the areas where one must stay near the protected area or inside the protected area,” Hagari said.

“The IDF is doing and will do everything necessary to protect the citizens of the State of Israel,” he added.

After Hamas political leader Ismail Haniyeh was killed in Tehran last month, which resulted in promises of “punishment” from Iran, Israel is preparing for a strong retaliation.

However, Israel has not denied or confirmed that it was responsible for Haniyeh’s death, but it had previously threatened to execute him and other senior Hamas figures for their involvement in the terrorist attacks on October 7.

Tensions in West Asia have escalated after the Islamic Revolutionary Guard Corps (IRGC) announced on July 31 that Ismail Haniyeh had been killed in an attack in Iran’s capital, Tehran. (ANI)

PDP Manifest Promises Art 370 Restoration, Talks With Pakistan

Ahead of the Jammu and Kashmir assembly elections, the People’s Democratic Party (PDP) released its manifesto on Saturday, which mentions efforts to restore Articles 370 and 35A and diplomatic initiatives between India and Pakistan and ensure dignified return of Kashmiri Pandits to the valley.

According to the manifesto, the PDP “is resolute in its pursuit of restoring the constitutional guarantees that were unjustly scrapped and is committed to restoring Jammu & Kashmir to its original status, ensuring that the voices of its people are heard and their rights are safeguarded.”

“The unconstitutional and illegal revocation of Articles 370 and 35A in 2019 has further complicated the Kashmir issue, deepening the alienation felt by the people of the region. The PDP is resolute in its pursuit of restoring the constitutional guarantees that were unjustly scrapped, and is committed to restoring Jammu & Kashmir to its original status, ensuring that the voices of its people are heard and their rights are safeguarded,” PDP stated in their manifesto. 

The party advocated “diplomatic initiatives between India and Pakistan, emphasising conflict resolution, confidence-building measures, and regional cooperation” and the establishment of “full connectivity across the LoC for trade and social exchange.”

PDP also stated that they will strive for the “revocation of PSA, UAPA and Enemy Act to put an end to unjust arrests of political and social activists, journalists, civil society and concerned citizens” and are committed to “the revocation of AFSPA.”

They further promised the “re-establishment of J&K Human Rights Commission.”

The PDP further stated that they are “committed to the dignified return of Kashmiri Pandits to their homeland, ensuring they are welcomed back as honoured members of our community” and further promised to revise the “current 1 BHK scheme to the minimum allocation of 2 BHK apartments for every returning family.”

In other promises, under their “Everyday GUARANTEES,” PDP promised “free 200 units of electricity to every household”, “one time settlement for pending electricity bills,” and “abolish meter system for water.”

They further promised “12 cylinders free of cost per year to EWS” and doubling of funds “under social security schemes like Old Age Pension, Widow Pension and Pension for Disabled from 1000 to 2000.”

They also promised “60,000 daily wagers to be regularised within one year” and reinstating “the Old Pension Scheme (OPS) for all government employees, replacing the current National Pension Scheme (NPS)” under their youth and employment promises.

In infrastructure development, PDP promises “transfer of hydropower projects to Jammu and Kashmir”, and establishing a “Disney Adventure Park at Tattoo Ground Srinagar.”

They also promised the implementation of a “25-year comprehensive master plan for every municipal area in Jammu and Kashmir” for “sustainable and planned urban growth.”

Under their promise for restoration of dignity and inclusiveness, the PDP promised to “restore the Waqf Board to its former excellence with transparency, accountability, and a community-focused approach.”

PDP further promised to advocate the opening and promotion of Sharda Peeth across the Line of Control (LoC) as a full-fledged religious pilgrimage site.

The polling in Jammu and Kashmir will be held in three phases on September 18, 25, and October 1, as per the Election Commission of India. The counting of the votes will take place on October 4.

These are the first assembly elections to be held in Kashmir after the abrogation of Article 370.

The PDP-BJP coalition government fell in June 2018 when the latter withdrew support to the then-Chief Minister, Mehbooba Mufti.

In December of last year, the Supreme Court directed the Centre to conclude the election process by September 30, 2024. (ANI)

In a significant decision impacting lakhs of employees, the BJP-led central government on Saturday approved the Unified Pension Scheme (UPS) which provides for Assured Pension and Assured Family Pension.

Briefing the media after a meeting of the union cabinet, Information and Broadcasting Minister Ashwini Vaishnaw said about 23 lakh employees of the central government would benefit from the Unified Pension Scheme (UPS).

The cabinet meeting was chaired by Prime Minister Narendra Modi.

The employees will have the choice to continue with the National Pension Scheme or UPS.

“Today the Union Cabinet has approved Unified Pension Scheme (UPS) for government employees providing for the assured pension…50 per cent assured pension is the first pillar of the scheme…second pillar will be assured family pension…About 23 lakh employees of the central government would benefit from the Unified Pension Scheme (UPS)…There will be an option for the employees to opt between NPS and UPS,” he said.

Referring to Assured Pension, he said it will be 50 per cent of the average basic pay drawn over the last 12 months prior to superannuation for a minimum qualifying service of 25 years.

It will be proportionate for a shorter service period upto a minimum of 10 years of service.

The Assured Family Pension would be calculated at the rate of 60 per cent of pension of the employee immediately before her or his demise.

Assured Minimum Pension will be Rs 10,000 per month on superannuation after minimum 10 years of service. (ANI)

Revathy Sampath Alleges Harassment by Malayalam Actor Siddique

Actress Revathy Sampath has accused veteran Malayalam actor and general secretary of the Association of Malayalam Movie Artists (AMMA), Siddique, of sexual misconduct.

In a media interaction, the actress alleged that the incident happened when she was 21 years old. She stated that Siddique initially contacted her on Facebook, addressing her as “Mole,” a term often used in Kerala to refer to a young girl or daughter.

“After completing my Plus Two, I had a terrible experience. Siddique sent me messages on Facebook. I had come to discuss a film. This incident occurred when I was 21 years old. He first approached me by calling me ‘Mole.’ There was abuse from Siddique’s side. During the discussion, he sexually abused me. The face he shows now is not the one I saw back then,” Revanthy said.

Alleging that Siddique sexually abused her, both physically and mentally, the actress said, “He assaulted me, both physically and mentally. Siddique is a criminal. I went through severe mental trauma. It even affected my professional life. No system stood by me. It took me a long time to speak out. After the assault, Siddique acted as if nothing had happened and stood before me like it was normal. Everyone responded as if it was a common occurrence. It felt like they all did it knowingly.”

Speaking on how, she managed to escape the situation, the actress added, “I ran away to escape. I responded as best as I could at that age. He said there was nothing I could do. I fled, managed to get into an auto, and escaped.”

Siddique is a popular actor who has appeared in over 300 Malayalam movies. He has also acted in Tamil films such as Jana and Bhaskar Oru Rascal. (ANI)

SIT Files 2144-Page Chargesheet Agasint Prajwal Revanna

Special Investigation Team (SIT) of the Karnataka Police has filed a chargesheet of 2144 pages against former JD(S) MP Prajwal Revanna in the sexual assault and rape case.

Revanna is facing a probe by the SIT over allegations of sexual harassment and criminal intimidation following a complaint by a woman who worked as a domestic help at his house.

In June this year, the Special Investigation Team (SIT) of the Karnataka Police, which is investigating cases of sexual assault and harassment against Prajwal Revanna, registered a fourth case against the former Janata Dal (Secular) MP from Hassan.

Unlike the three previous cases registered against Prajwal Revanna which invoked the Indian Penal Code (IPC)’s section for sexual assault, the fourth case has been registered under sections for sexual harassment, stalking, and criminal intimidation of a victim as well as clandestinely recording and sharing images of the victim

Prajwal Revanna returned to India from Germany nearly a month after leaving the country, supposedly on the night of April 26, after several obscene videos allegedly involving him surfaced on social media platforms. He was arrested on May 31 upon arrival at Bengaluru airport.

Earlier on May 29, the SIT arrested two prime accused in connection with the case. The arrested have been identified as Naveen Gowda and Chetan. According to the officials, the accused were arrested when they appeared before the High Court seeking anticipatory bail. Chetan Gowda and Naveen Gowda allegedly distributed pen drives containing videos of Prajwal Revanna sexually assaulting women. (ANI)

‘Metro In Dino,’ a film that apparently draws its title from the popular song ‘In Dino’ from ‘Life in a… Metro’, will showcase bittersweet tales of human relationships based in contemporary times.

Sharing more details about the film, Basu had earlier said, “Metro In Dino is a tale of the people and for the people! It has been a while since I am working on this one and I am glad to be collaborating with a powerhouse like Bhushan Kumar yet again who has always been like a pillar to me!”

“The storyline is very fresh and relevant as I look forward to collaborating with amazing artists who bring that essence of contemporary aura with them. As music plays a very important role in any film, I couldn’t be happier to be collaborating with my dear friend Pritam who has literally added life to the characters and story with his work,” he added.

Basu is known for his films like ‘Barfi’, ‘Life In a Metro’, ‘Ludo’, and ‘Jagga Jasoos’.

Sara is set to share the screen with Ayushmann Khurrana for the first time in an upcoming action-comedy. The film will be produced by Karan Johar’s Dharma Productions and Guneet Monga’s Sikhya Entertainment. They are uniting once again for their third theatrical collaboration. (ANI)
