Expressing her outrage over the rape and murder of a female resident doctor at RG Kar Medical College and Hospital in Kolkata, Asha Devi, the mother of Nirbhaya, described the incident as “the most unfortunate thing that has happened.”

She criticised the ongoing political blame game, stating that “governments are accusing each other and holding protests instead of focusing on the case, women’s safety, and addressing shortcomings in the law.”

In a video message, Asha Devi criticised the West Bengal Chief Minister, questioning why she was protesting and demanding capital punishment despite having authority over the health ministry, police, and the legal system.

“The Health Ministry and the police fall under the Chief Minister’s jurisdiction. I don’t understand whom she is protesting against or from whom she is demanding capital punishment. The law is in her hands; the government can at least ensure the case is properly presented to the lower court,” she said.

Asha Devi further noted that whenever such incidents occur, Nirbhaya’s name is invoked, but questioned, “What have we learned from the Nirbhaya incident? What changes have been made to the system? … We are still stuck in 2012.”

She also demanded punishment for all those involved in the case and voiced concern for women’s safety.

“If more than one person was involved, all the accused must be apprehended immediately and punished without delay. It is still unclear whether the victim was assaulted by one person or gang-raped. Such a heinous crime occurred while a doctor was on duty in a hospital. If doctors are not safe inside hospitals, what hope is there for the safety of ordinary women and girls?” she said.

Earlier, on August 9, a postgraduate trainee doctor was allegedly raped and murdered while on duty at RG Kar Medical College in Kolkata, sparking nationwide strikes and protests by the medical community.

On August 14, the protest site and the hospital campus at RG Kar were vandalized by a mob, prompting security personnel to disperse the crowd. (ANI)

Maha Vikas Aghadi Exploited Maratha Community For Political Gains: Shinde

Maharashtra Chief Minister Eknath Shinde has criticized the Maha Vikas Aghadi (MVA) government for its handling of the Maratha reservation issue. He claimed that the MVA’s failure to present necessary evidence in the Supreme Court led to the rejection of the reservation.

He added that instead of granting the reservation, the Maha Vikas Aghadi exploited the Maratha community for political gains, which he called “unfortunate”.

In an exclusive interview with ANI, Shinde said, “The Maratha community is socially and educationally backward, and economically backward as well. When Devendra Ji was in power, and I was also part of that government, the Maratha reservation was granted and validated by the High Court. Unfortunately, the government changed, and the Maha Vikas Aghadi government came in. The Maha Vikas Aghadi failed to present the necessary evidence in the Supreme Court to prove the backwardness of the Maratha community, which led to the rejection of the reservation…The same people who had the power to grant the reservation went to the High Court. They did not give the reservation but instead used the Maratha community for political purposes. This is unfortunate.”

Shinde also said that the conflict between OBCs and Marathas is not good for Maharashtra. He emphasized that his government aims to benefit the Maratha community without harming the OBC community.

“The conflict between OBCs and Marathas is not good for Maharashtra. Therefore, while granting reservations to the Maratha community, we provided them with facilities that they never had before. Our government is focused on benefiting the Maratha community without harming the OBC community. Both communities should benefit so that they can live together and progress in Maharashtra; this is our approach,” he told ANI.

He also claimed that the issue of reservations that affected the NDA and our alliance in the 2024 Lok Sabha elections will not have the same impact in the Vidhan Sabha elections, as Vidhan Sabha elections are localized and state-level and do not concern central issues.

“The issue of reservations that affected the NDA and our alliance in the 2024 Lok Sabha elections will not have the same impact in the Vidhan Sabha elections… Vidhan Sabha elections are localized and state-level; they do not concern central issues. Constitutional matters will not be discussed in state elections. The reservations granted by the Constitution cannot be altered by the state government, so these issues will not be repeated,” Maharashtra Chief Minister said.

The elections to 288 assembly constituencies are scheduled to take place later this year.

The Maratha community has been demanding reservations as Other Backward Classes (OBCs) for decades.

The Maratha Reservation Bill was passed on February 20. This bill aims to provide a 10 per cent quota for the Maratha community in education and government jobs. (ANI)

Amid speculation of quitting his party and joining another front, former Jharkhand Chief Minister Champai Soren on Sunday said that he was “insulted” during his tenure, adding that till the upcoming Jharkhand Assembly polls, “all options are open for him”.

He also listed out various instances when he was not allowed to call a meeting of the legislative party and was asked to resign suddenly which prompted him “to look for an alternative path”.

In a long post on X, Champai Soren said that he has always done politics of public concern from raising the voice of workers against industrial houses at the beginning of his public life to the Jharkhand movement.

“I have been trying to get the rights of the tribals, natives, poor, labourers, students and people of backward classes of the state. Whether I held any post or not, I was always available to the public, raising the issues of those people who had dreamt of a better future with the state of Jharkhand,” he said.

“Meanwhile, on January 31, after an unprecedented turn of events, the India Alliance chose me to serve the state as the 12th Chief Minister of Jharkhand. From the first day of my tenure to the last day (July 3), I discharged my duties towards the state with full devotion and dedication. During this period, we took many decisions in the public interest and, as always, were always available for everyone. The people of the state will evaluate the decisions we took keeping in mind the elders, women, youth, students and every section of the society and every person of the state,” he added.

Champai Soren, further asserted that during his tenure, he never did anything wrong to anyone, nor allowed anyone to do wrong.

“Meanwhile, the day after Hal Diwas, I came to know that all my programs for the next two days have been postponed by the party leadership. One of these, was a public program in Dumka, while the other was to distribute appointment letters to PGT teachers. On asking, I came to know that a meeting of the legislative party has been called by the coalition on July 3, till then you cannot attend any program as CM,” Soren said.

“Can there be anything more humiliating in a democracy than a Chief Minister’s programmes being cancelled by another person?” he listed out the bitter experiences he faced during his tenure.

The former Jharkhand CM, who is having a spotless political journey over the last four decades, has been completely broken from within.

“I could not understand what to do. For two days, I sat quietly and introspected, kept searching for my mistake in the whole incident. I did not have the greed for power even a bit, but to whom could I show this blow to my self-respect? Where could I express the pain inflicted by my own people?” he said.

Champai Soren emphasized that when the party’s central executive meeting has not been held for years, and one-sided orders are passed, then whom should he should approach and tell his problems?

He also said that he is among the senior members of the party and if the supremo had been active, then the situation would have been different.

“Although the Chief Minister has the right to call a meeting of the legislative party, I was not even told the agenda of the meeting. During the meeting, I was asked to resign. I was surprised, but I had no greed for power, so I immediately resigned, my heart was emotional due to the blow to my self-respect. I was so emotional due to the insulting behaviour I was facing for the last three days that I was trying to control my tears, but they were only interested in the chair. I felt as if I had no existence in that party, no existence at all, to which I had dedicated my entire life. In the meantime, many such insulting incidents happened, which I do not want to mention right now. After so much insult and contempt, I was forced to look for an alternative path,” Champai added.

Champai Soren also mentioned on X that after the same meeting of the legislative party, he had three options, first to retire from politics, second, to form his own separate organization and third, if he finds a companion on this path, then to travel further with him.

“From that day till today, and till the upcoming Jharkhand Assembly elections, all options are open for me in this journey,” Soren said.

“One more thing, this is my personal struggle, so I have no intention of involving any party member in it or causing any harm to the organization. We can never even think of harming the party which we have nurtured with our blood and sweat. But circumstances have been created such that…,” he added. (ANI)

The assault on the lady doctor in Kolkata is profoundly shocking and deeply painful to think about. As a woman, it’s unbearable to imagine the suffering she has endured and the fear and anguish she must have felt in her final moments. Such acts of violence are a stark reminder of the cruelty that continues to exist in some sick individuals, showing a level of brutality that is almost beyond comprehension.

Mamata Banerjee and her police reacting late add to the trauma for the victim’s family. When the institutions meant to protect us appear to hesitate, or, attempt to downplay such horrors, it feels like another betrayal. I feel they are trying to cover up and get rid of the evidence.

The possibility that more than one man is involved is chilling, and, if true, it only deepens the atrocity. Women already live with enough fear — knowing that such monsters might work in packs is unbearable.

The rumour of an organ-trading mafia’s involvement, if accurate, takes this crime to an even darker place. While it’s essential to thoroughly investigate every angle, spreading unverified rumours can also harm the pursuit of justice. What’s clear is that the full truth must come to light — no matter how grim.

As for the death penalty, it’s a contentious issue. While some see it as a necessary deterrent, others believe it doesn’t address the root causes of male violence. What is certain is that justice must be severe, swift, and unambiguous in its message.

There is no tolerance for such barbarism in any society that claims to value its women. Indeed, no words can adequately capture my feelings about this incident. It is profoundly distressing and deeply shameful to witness such an atrocity.

Air India Expresses Anguish After Attack On Air Hostess In London

An air hostess, working with Air India, was brutally attacked by an unknown assailant at a London hotel earlier this week.

Air India has confirmed the incident and stated that a complaint has been filed with the police, who are now investigating the matter. The airline also assured that the air hostess was receiving psychological support and emphasised that they were fully standing by her during this difficult time.

“We are providing all possible support to our colleague and their broader team, including professional counseling. We are deeply anguished by an unlawful incident of intrusion at a hotel, operated by a major international chain, that affected one of our crew members. Air India is also working with the local police to pursue the matter to the fullest extent of the law and with the hotel management to ensure such incidents are not repeated. We request that the privacy of those involved be respected,” an Air India spokesperson said.

The airline further said that it is taking the incident very seriously and is committed to seeking justice for the air hostess. The airline has also emphasised the importance of respecting her safety, privacy, and well-being during this time.

“Air India accords foremost priority to the safety, security, and wellbeing of our crew and staff members. We are deeply anguished by an unlawful incident of intrusion at a hotel, operated by a major international chain, that affected one of our crew members,” the statement read.

She was later admitted to a hospital in London due to the severity of her injuries.

According to sources, the attack on the Air India air hostess occurred after midnight while all the crew members were asleep. The intruder, whose identity remains unknown, allegedly entered one of the air hostess rooms and attacked her with a hangar. Her screams alerted the hotel staff and with their timely intervention, the matter was under control.

The officials said that an investigation into the matter is underway and the air hostess has since been brought back to India. (ANI)

X To Shut Ops In Brazil, Blames Top Judge For Decision

Social media platform X said on Saturday that that it is shutting down its operations in Brazil with “immediate effect” and blamed the Brazilian top judge, Alexandre de Moraes for its decision.

The company’s decision comes after a legal battle with Alexandre de Moraes over the platform’s rights and responsibilities to counter disinformation, Al Jazeera reported.

The Global Government Affairs team of X, via their official handle @GlobalAffairs, has accused Alexandre de Moraes of threatening their legal representative in Brazil with arrest for non-compliance with his censorship orders. They stated that instead of adhering to the law, Moraes intimidated their staff in Brazil, describing his actions as “incompatible with democratic governance.”

The social media giant released pictures of a document allegedly signed by Moraes that says a daily fine of 20,000 reais and an arrest decree would be imposed against X representative Rachel Nova Conceicao if the platform did not fully comply with Moraes’s orders, according to Al Jazeera report.

In a statement, X’s Global Government Affairs team said, “Last night, Alexandre de Moraes threatened our legal representative in Brazil with arrest if we do not comply with his censorship orders. He did so in a secret order, which we share here to expose his actions. Despite our numerous appeals to the Supreme Court not being heard, the Brazilian public not being informed about these orders and our Brazilian staff having no responsibility or control over whether content is blocked on our platform, Moraes has chosen to threaten our staff in Brazil rather than respect the law or due process.”

“As a result, to protect the safety of our staff, we have made the decision to close our operation in Brazil, effective immediately. The X service remains available to the people of Brazil. We are deeply saddened that we have been forced to make this decision. The responsibility lies solely with Alexandre de Moraes. His actions are incompatible with democratic government. The people of Brazil have a choice to make – democracy, or Alexandre de Moraes,” it added.

The move follows the legal battle between Moraes, who has said he is trying to fight the spread of disinformation online, and X’s owner Elon Musk.

Elon Musk has also reacted to the decision and called Alexandre de Moraes’ an “utter disgrace to justice.”

In response to the Global Government Affairs team statement, Musk on X stated, “Due to demands by “Justice” @Alexandre in Brazil that would require us to break (in secret) Brazilian, Argentinian, American and international law, X has no choice but to close our local operations in Brazil. He is an utter disgrace to justice.”

Earlier this year, Alexandre de Moraes ordered X to block certain accounts accused of spreading false information and hate messages, including some accounts belonging to supporters of Brazil’s former President Jair Bolsonaro, Al Jazeera reported.

Bolsonaro repeatedly claimed that Brazil’s electronic voting system was vulnerable to fraud before a tightly contested election in 2022. Months after facing defeat by Brazil’s President Luiz Inacio Lula da Silva, a mob of Bolsonaro’s supporters stormed the top state institutions in Brazil to express anger over the results.

Moraes, who presides over Brazil’s Superior Electoral Tribunal, said, “Freedom of expression doesn’t mean freedom of aggression.” He further said, “It doesn’t mean the freedom to defend tyranny.”

Earlier this year, Moraes opened a probe into the billionaire after Musk said he would reactivate accounts on X that the judge had ordered to block.

After Musk’s announcements, social media platform representatives told Brazil’s Supreme Court that X would comply with the legal rulings, according to Al Jazeera report.

Earlier in April, lawyers representing X in Brazil told the Supreme Court that “operational faults” have permitted users who were ordered blocked to stay active on the platform, after Moraes had asked the social media platform to share details of why it allegedly had not fully complied with his decisions. Kolkata: Section 163 Imposed Amid Protests Over Doctor’s Rape-Murder

Amid the ongoing protests against the rape and murder of a postgraduate trainee doctor at RG Kar Medical College and Hospital, the Kolkata Police have imposed Section 163 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (formerly Section 144 of the CrPC), around the Medical College and Hospital for seven days, effective from Sunday, 18 August.

In an order released on Saturday by the Commissioner of Police, Vineet Kumar Goyal, it was stated that rallies, meetings, processions, dharnas, demonstrations, and the unlawful assembly of five or more persons are prohibited in the specified area of Kolkata.

“…In exercise of the power conferred by Sub-Section (1) of Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, read with Sub-Section (3) of the said Section, I, Vineet Kumar Goyal, Commissioner of Police, Kolkata, being an Executive Magistrate for the Metropolitan area of Kolkata as well as the district of South 24 Parganas (within the limits of the suburbs of Kolkata falling under Kolkata police jurisdiction), do hereby prohibit, for a period of seven (7) days from 18.08.2024 to 24.08.2024, or until further notice, any unlawful assembly of five (5) or more persons, carrying of lathis, any lethal or other dangerous weapons, or the commission of any act likely to cause a breach of peace and disturbance of public tranquillity within the specified area in the town of Kolkata,” the order stated.

The imposition was made “in regard to inputs and information received from credible sources, indicating sufficient reasons for violent demonstrations, rallies, and meetings by a section of the public or an organisation, thereby causing a breach of peace, disturbance of public tranquillity, health or safety, danger to human life, and obstruction to doctors, nursing staff, medical staff, and lawfully employed persons in the said area,” the order stated.

On 9 August, a postgraduate trainee doctor was allegedly raped and murdered while on duty at RG Kar Medical College in Kolkata, leading to nationwide strikes and protests by the medical fraternity.

On Wednesday, the protest ground and the hospital campus at RG Kar were vandalised by a mob, forcing security personnel to disperse the crowd. (ANI)

Thailand’s King Maha Vajiralongkorn formally endorsed Paetongtarn Shinawatra as the country’s next prime minister on Sunday, CNN reported.

Her appointment follows a series of twists and turns in Thai politics over the past week, during which the Constitutional Court ousted Srettha Thavisin, her predecessor from the same Pheu Thai party.

With the king’s approval now official, Paetongtarn Shinawatra is set to move forward with assembling a Cabinet, a process expected to unfold in the coming weeks.

Recently, the Thai Parliament voted to make Paetongtarn Shinawatra the next as well as the youngest-ever prime minister of Thailand, Al Jazeera reported.

Paetongtarn succeeds Srettha Thavisin, who was removed from his post by a constitutional court ruling on August 14

Known by her nickname Ung Ing, Paetongtarn is the youngest child of billionaire tycoon Thaksin Shinawatra and is the third member of the family after her father and aunt to hold the nation’s top job.

A Foreigner’s (Bizarre) Guide to the US Elections

To a foreign observer with little or no skin in the game, the events that are unfolding during the countdown to the US presidential elections can seem absurd, surreal, or apocalyptic, depending on an individual’s sensitivities and perception. Those responses mainly have to do with the dramatis personae in the upcoming fray. Rarely has a political event of such significance–for the US as well as the world–have had politicians of the kind of calibre demonstrated by Donald Trump and his running mate, J.D. Vance (the Republican nominees for President and Vice-President) and Kamala Harris and Tim Walz (the Democratic nominees).

Let’s take Trump first, mainly because he is a more known entity than the others and he was the 45th President of the US who served from 2017 to 2021. A real estate agent and reality TV celebrity, Trump’s tenure was marked by controversy and his presidency was sharply polarising.

Yet, he achieved much. He cut taxes for corporations and individuals; he reformed the US criminal justice system, including prisons and sentencing laws; he brokered normalisation agreements between Israel and several Arab states; and he presided over low unemployment rates, low inflation, and pre-pandemic stock market gains.

These were sullied by the negatives, though. Trump faced criticism for downplaying the pandemic’s severity and mixed messaging on public health measures; his measures to counter immigration, such as the travel ban and family separation policy at the southern border, significantly reduced both legal and illegal immigration but critics said it was unnecessarily harsh and damaged America’s image as a welcoming nation.

On other issues such as climate change, Trump withdrew from the Paris Agreement and rolled back environmental regulations. The US’ foreign relationships with traditional allies and international organisations such as NATO got strained as Trump’s policies were more domestic-focused.

Trump was also the first president to be impeached twice by the House of Representatives, and he was criticised for his role in the events leading up to the Capitol riots on January 6, 2021, the day Congress was set to certify Joe Biden’s victory in the 2020 presidential election. Trump, who was the President then, had been claiming, without evidence, that the election was “stolen” due to widespread fraud, and he held a rally near the White House where he encouraged supporters to march to the Capitol.

As Trump campaigns for the presidency, he faces several court cases, including charges of making hush money payments to an adult film actress; for retaining classified documents at his residence; for interfering in the 2020 elections; and for inciting the Capitol riots.

If that sort of a track record and baggage of legal problems makes Trump look like a particularly bad actor in the dramatis personae in the presidential election fray, let’s take a look at Harris.

Surprisingly, Trump, actually, might look better in comparison to his main rival, Vice-President Harris, the presidential candidate for the Democrats

Harris, who is expected to be confirmed as candidate at her party’s national convention in Chicago (August 19-22), is a late entrant to the race. She was endorsed by incumbent President Joe Biden on July 21 after he withdrew from the race. Biden, 81, was showing distinct signs of cognitive disabilities, most likely related to his advanced age, and his late-stage withdrawal from the contest was prompted by his party’s leaders. The spectacle of his pathetic performance at a televised debate with Trump was the final blow to his ambition of winning a second term.

Harris has a few things going for her. She will be 60 in October and, therefore, is much younger than Trump, who is 78 and, although visibly less infirm than Biden, he shows definite signs that betray age-related debilities. Being a woman of mixed ethnicity (she is of half-Indian and half-Jamaican ancestry), Harris enjoys a cachet of support from some voter groups, particularly Black women.

A lawyer who has been a former California attorney general, and a senator from that state, Harris, who was picked by Biden as his running mate in 2020, also has liberal credentials and is known for her progressive political stances. She is pro-abortion, and an upholder of women’s rights and gender equality; also, she is a big votary of civil rights and equality for all.

However, Harris is an unproven entity. A US Vice-President’s role is of little consequence. Of course, the VP is first in line of succession to the presidency and in the Senate, the upper house of Congress, has the power to cast a tie-breaking vote. Yet, while the President might delegate some responsibilities to his VP, in effect, the role is more symbolic than of consequence.

In public meetings since she was endorsed by Biden, Harris’ speeches and statements seem to be more form than substance. In contrast to Trump who, at rallies, bangs on about how America is doomed on a path to destruction and only he can save the country, Harris is bubbly and effusive with an infectious laughter and a folksy, “I’m one of you” spirit.

American mainstream media is notoriously biased and anti-Trump. In fact, in a practice that might seem quite strange in other countries, leading newspapers and magazines openly endorse a candidate before the elections. For example, since it was founded in 1851, the New York Times has endorsed a candidate for President of the US in every election held during its history. In 2012, it endorsed Barack Obama who won, in 2016, it endorsed Hillary Clinton who lost; in 2020, it endorsed Joe Biden who won; and in 2024, once Harris is officially nominated, it will likely endorse her.

It is not surprising, therefore, that America’s media are exulting over Harris. When Biden showed signs of debility (even before the disastrous debate), few in the media called him out for that. Now, even when Harris backtracks on the views she held in the past, it rarely raises an eyebrow. A green energy champion, Harris has for long been against fracking to extract oil and gas. Recently, however, after Trump pledged that as President he was all for oil drilling to boost the economy, she backtracked on her stance and said she wouldn’t ban fracking. When Trump announced at his rallies that he would abolish tax on tips, a major source of income in the low-salary service industry, Harris soon picked up the cue and began saying the same thing. The media didn’t blink an eye.

Recently, when a well-known media personality, Alex Wagner, who hosts her own show on the MSNBC network, appeared on the Late Show with Stephen Colbert, a popular late night talk fixture, and was asked about Harris’ main strength, she said it was the “joy” that Harris embraced. Others in the media have counted among Harris’ strengths her loud and infectious laughter and her ability to dance well! Few have pointed out that her speeches are largely absent of any references to economic or foreign policy. 

Her past stance on subjects such as immigration (she supports a path to citizenship for undocumented immigrants and opposes aggressive deportation policies), gun control (she wants tougher laws), and taxation (she wants progressive taxation) are totally at odds with what Trump promises–he wants to deport illegal aliens; favours existing gun laws; and promises to cut taxes.

In fact, Harris and her running mate Walz, a former football coach, appear, at least to an outsiders such as a foreigner, as homebodies more suited to smalltime local politics, as in a city’s mayoral contest, rather than in a race for the presidency of the world’s most powerful nation whose head of state is a position that affects not only the US but the entire globe.

That is why to many the race for America’s presidency could seem bizarrely surreal. There is Trump who is acutely divisive and stands for an America that wants to look inwards, deport millions of immigrants, and pursue a policy that pays little heed to issues such as climate change. On the other side, there is Harris whose lack of experience and down-home jokiness is almost akin to naivete.

There are less than 80 days remaining before the elections and the process is not a simple one. There are two components to the US Presidential elections. First, there is the popular vote.

This is the total number of votes cast by individual citizens across the country. Second, there is the electoral college. Each of the USA’s 50 states has a number of electors based on its population. In most states, the candidate who wins the popular vote in that state receives all of its electoral votes. 

To win the presidency, a candidate needs to secure a majority of electoral votes (at least 270 out of 538), not necessarily the national popular vote. This means it’s possible to win the presidency while losing the national popular vote. In 2020, Biden won the election with 306 electoral votes and 51.3% of the national popular vote, compared to Trump’s 232 electoral votes and 46.9% of the popular vote. But, in 2016 Trump won with 304 of the 538 electoral votes, although the Democratic candidate, Hillary Clinton, won the popular vote by a margin of 2.1%.

In the latest polls, Harris is leading Trump by a couple of percentage points–this is significant because when Biden was still in the race, he trailed Trump in the polls. Yet, as everywhere in the world, the US elections can be dashedly difficult things to predict. No one knows what will eventually happen in November. One thing, though: For those looking at the race from outside, it’s like an American sitcom on Netflix, probably with a much darker touch of comedy.

Maldives-India Relations: Need for Stability

Maldives is a geopolitically significant (albeit small) neighbour of India in the Indian Ocean Region and occupies an important place in its ‘Neighbourhood First Policy’ and ‘Security and Growth for All in the Region’ (SAGAR) Policy. The visit by Maldives’ Tourism Minister Ibrahim Faisal (July 30- Aug 3) to India leading the ‘Welcome India Roadshow’ in three Indian cities (Delhi, Mumbai and Bangalore) is aimed at increasing tourist arrivals from India and reversing the decline in tourist flow from India. He met Indian Minister of Tourism Shri Gajendra Singh Shekhawat on July 30. India topped the list of tourist arrivals in Maldives (with 200,000 tourists) in 2023 which has plummetted in 2024 down to sixth in the list.

Here it may be pertinent to recall that the context for this earlier dip in relationship was that President Mohamed Muizzu had won the September 2023 elections on the strength of the ‘India Out’ slogan and a pro-China, pro-BRI card.

What does Maldives gain?

It is true that this visit may address Maldives’ immediate concern (dip in Indian tourist arrivals). Maldives is the smallest south Asian country, with an economy heavily dependant on tourism . India  assisted the Maldives by providing Balance of Payment support to the tune of $50 million in May this year.

Does it address India’s more significant strategic interests in the IOR?

The political dispensation in Maldives does have implications for the IOR dynamics which impacts India’s strategic interests. Maldives participates in various multilateral organisations. It is a member of the UN, SAARC, Commonwealth, OIC and NAM. The India-China border conflict had its impact on the Indian Ocean region and as an indirect consequence, Maldives could not become a member of the IORA for a long time. Only when a pro-Indian government came to power in Male in 2018 that Delhi was seen to support Maldives’ candidature for the forum. It has been pointed out that while such influence over admission may seem impressive, but it as a deletrious effect in creating opposition to the effectiveness of the IORA.

First, Maldives’ geostrategic significance makes Maldives prone to interference by Major Powers. Maldives happens to be the smallest South Asian country. It lies on the South Western tip of India in the IOR. Its geostrategic significance lies in that it dominates critical Sea Lanes of Communication (SLOCs). The West Asian oil to atleast three major countries- India, China, and Japan flow through these SLOCs.

India settled its maritime boundary with Maldives in December 1976 following similar settlement with Sri Lanka in June 1974. From India’s standpoint Maldives should be considered part of the Indian Ocean subregion (including within it Sri Lanka and possibly also Seychelles and Mauritius) but lacking any maritime connectivity between these islands and India it is no surprise they are more attracted to other connectivity frameworks like the BRI. Some analysts have also questioned the advisability of initially denying membership of the IORA to Maldives until such time as a pro-Indian regime came to power in Male.

Close proximity of Maldives has kept this island nation on New Delhi’s radar. In 1988 quick action by India’s Operation Cactus helped reinstall President Maumoon Abdul Gayoom faced with a coup. Indian Navy has played the role of first responder with humanitarian assistance during natural calamities such as the tsunami in 2004 with India’s Operation Castor, the water crisis in December 2014 and the Covid Crisis.

Second, the danger persists of Maldives being used as a base by terrorist/extremist forces. A 2009 defence agrement was signed to check piracy in the region and India helped set up radar stations on Maldivian atolls, patrolling its EEZ.

Maldives National Defence Force’s (MNDF) main task is maritime-centric being an expanisive, archipelagic nation with a littoral coast guard, including a small aviation wing and a marine corps. Maldives was previously cooperating with India develop for it a new coast guard facility near Male. In addition Maldives had signed a defence agreement with the US in 2020 and was developing a training centre on Maafilaafushi Island.

Third, Aid is a double-edged sword. Contrary to its desired objective, aid sometimes creates an “adversarial relationship” when nationalistic voices in the recepient country are raised against soveriegnty violation. If aid is not transformed into influence then business contracts may be cancelled.: this happened in 2012 when a new government in Maldives went back on a USD 500 million airport contract to an Indian firm.

India had less than 100 operators and maintenance personnel from the Services (not troops)who were stationed in Maldives to operate and service the Dornier and ALH helicopters in Maldives. They were there for HADR and EEZ surveillence alone. What had taken place was not ‘troop withdrawal’! India is known more for its medical assistance and building hospitals than stationing any troops in Maldives. India’s External Affairs Minister S. Jaishankar told the visiting Maldivian foreign minister, Moosa Zameer,that ties between the “close and proximate” neighbors depend on mutual interests and reciprocal sensitivity. A stable Maldives is in India’s interest.
