Gujarat Floods: Roads Closed, Portion Of Bridge Washed Away In Jamnagar

Amid floods in Gujarat following incessant rainfall, the road connecting Padana Patiya to Changa Patiya in Jamnagar has been closed for the movement of traffic.

A portion of a small bridge over Sir PN Road has also been washed away due to flooding affecting the movement of commuters.

Meanwhile, following a request from the Gujarat government, six columns of the Indian Army are conducting rescue operations in the worst-affected areas as the flood-like situation continues in parts of the state due to incessant rainfall.

The Army has been deployed to support the ongoing relief efforts.

“In response to the severe flooding in multiple districts, the Indian Army has swiftly mobilised its resources to support the ongoing relief efforts. Following a request from the Gujarat State Government, six columns of the Indian Army are undertaking rescue operations to the worst-affected areas to provide immediate Humanitarian Assistance and Disaster Relief (HADR),” the Army said in a statement on Thursday.

The Gujarat government had requested six columns of Army assistance for urgent relief operations across several districts affected by severe flooding on Tuesday, according to a press release.

Earlier, the National Disaster Response Force (NDRF) rescued 95 people.

Gujarat Health Minister Rushikesh Patel said that more than 5,000 people have been rehabilitated and over 12,000 people rescued as of Wednesday from the floods following the heavy rains that lashed the city of Vadodara.

Gujarat Chief Minister Bhupendra Patel said that Prime Minister Narendra Modi had a telephone conversation with him on Thursday morning where he enquired about the flood situation and relief measures for the affected people.

“The Prime Minister gave guidance on matters including sanitation and public health in the flooded areas and to restore public life quickly, and once again assured all support from the Central Government,” the Gujarat CM added.

The India Meteorological Department has also predicted more rain today in the state.

“Extremely heavy rainfall may occur over Saurashtra and Kutch. Very heavy rainfall may occur over Gujarat,” it said in a post on X. (ANI)

खेल अधिकारी सोचते हैं कि उनकी जिम्मेदारी सिर्फ दफ्तरी घंटे पूरे करने से ख़त्म हो गई

यूपी के राष्ट्रीय स्तर के पहलवान प्रतीक पांडे का मानना है कि देश की ओलंपिक महत्वाकांक्षाओं को पूरा करने के लिए खेल अथॉरिटीज को जमीनी स्तर पर प्रतिभाओं की पहचान करने और उन्हें तराशने की जरूरत है। उनके विचार:

जहां तक ओलंपिक में भारत के ट्रैक रिकॉर्ड की बात है तो उसके पास गर्व महसूस करने लायक कुछ भी नहीं है। पिछले 104 वर्षों की भागीदारी में, हमने कुल मिलाकर केवल 41 पदक जीते हैं; इसमें स्वर्ण पदक केवल 10 हैं जिसमे आठ तो केवल हॉकी टीम ने शुरुवाती दौर में जीते हैं ।

इसमें कोई संदेह नहीं है कि पिछले 10 वर्षों में, केंद्र सरकार ने देश में खेलों के प्रशिक्षण और बुनियादी ढांचे में अपना खजाना (वित्त) खोल दिया है, लेकिन ‘खेलो इंडिया’, यूनिवर्सिटी गेम्स आदि जैसी अपनी सभी पहलों के बावजूद, असल प्रतिभाएं अभी गुमनामी के अँधेरे से बाहर नहीं आयी हैं। सदियों पुरानी चुनाव और चयन प्रक्रियाओं की वजह से अभी तक इसका लाभ नहीं उठाया जा सका है। हमारे खेल अधिकारियों का रवैया सुस्त है और वह अभी भी शनिवार-रविवार की छुट्टी के साथ 9 से 5 बजे की नौकरी वाली मानसिकता से ग्रस्त हैं। उनका मानना है की ड्यूटी के घंटे ख़त्म, और उनकी जिम्मेदारी पूरी हुई।

पूरे सरकारी तंत्र में मौजूद लालफीताशाही को जड़ से खत्म करना होगा। हाल ही में ‘लेट्स प्ले’ शीर्षक वाली एक रिपोर्ट में, नीति आयोग ने आदिवासी और ग्रामीण प्रतिभाओं को चिन्हित करने, स्कूली पाठ्यक्रम में खेल को एक विषय के रूप में शामिल करने, विश्व स्तरीय प्रशिक्षकों की भर्ती करने और सार्वजनिक निजी भागीदारी के माध्यम से खेल के बुनियादी ढांचे में सुधार करने सहित कुछ सिफारिशें कीं। ये सभी सुझाव शानदार हैं, लेकिन इनका परिणाम तभी मिलेगा जब ये प्रस्ताव फाइलों से बाहर आएंगे और वास्तविक काम में लाये जायेंगे। यदि आपको जमीनी स्तर पर प्रतिभाओं तक पहुंचने की जरूरत है, जहां पदक जीतने की संभावना है, तो मेरा पहला सुझाव एक समिति का गठन करना है जिसमें न केवल सरकारी अधिकारी बल्कि विशेषज्ञ खिलाड़ी भी शामिल हों। इस समिति के सदस्यों को न केवल अपने एसी कार्यालयों में बैठना चाहिए, बल्कि प्रतिभा की तलाश के लिए देश के ग्रामीण और उप-शहरी क्षेत्रों में भी जाना चाहिए।

प्रतिभाओं को सामने लाने के लिए दूसरी और सबसे महत्वपूर्ण सहायता प्रणाली बुनियादी ढांचा है। हालांकि पिछले 10 वर्षों में इस सरकार के प्रयास वास्तव में सराहनीय हैं, लेकिन जमीनी हकीकत में अभी इसका नतीजा कोसों दूर है। यद्यपि क्षेत्रीय स्टेडियम और खेल सुविधाएं तेजी से उभरती दिख रही हैं, मैं ऐसे कई केंद्रों/सुविधाओं का नाम बता सकता हूं जहां बुनियादी ढांचे (जैसे कि खेल उपकरण) अभी भी फाइलों के पारित होने के इंतजार में गोदामों में बंद हैं। यह एक तरह से न केवल प्रशिक्षण कार्यक्रमों में बाधा डाल रहा है बल्कि देश के युवा खिलाडियों को हतोत्साहित भी कर रहा है।

एक और महत्वपूर्ण पहलू है खिलाड़ियों के लिए मौजूदा शिकायत निवारण तंत्र के बुनियादी ढांचे का निर्माण। उदाहरण के लिए, यदि किसी एथलीट को किसी खेल की प्रक्रिया या चयन से संबंधित कोई शिकायत है, तो उसे उसी निवारण नियम का पालन करना होगा और अंततः हमारी पुरानी न्यायिक प्रणाली तक पहुंचना होगा। खेलों से जुड़ी प्रक्रियाएँ इतनी लंबी और व्यस्त होती हैं कि खिलाड़ी या तो हार मान लेता है या उसकी उम्र उस विशेष खेल के लिए निर्धारित आयु सीमा से अधिक हो जाती है। इस पर जल्द से जल्द ध्यान देने और सुधार करने की जरूरत है।

अंत में एक बात और कहना चाहूंगा,  भारत के लिए खेल का मतलब क्रिकेट है और क्रिकेट का मतलब खेल है – उन देशों के विपरीत जहां ओलंपिक खेल सामाजिक जीवन का एक अभिन्न अंग हैं। भारत को विभिन्न प्रकार के खेलों को प्राथमिकता देने और उन्हें उनका सम्मान देने के लिए एक सांस्कृतिक बदलाव की भी आवश्यकता है।

Champai Soren Resigns From JMM’s Primary Membership

Former Jharkhand Chief Minister and senior leader Champai Soren resigned from all posts and primary membership of Jharkhand Mukti Morcha (JMM) on Wednesday.

In a post on X, Soren confirmed his resignation from the party as he pledged his commitment to continue the struggle on various issues.

“Today I resigned from the primary membership and all posts of Jharkhand Mukti Morcha. Our struggle will continue on the issues of tribals, natives, Dalits, backward people and common people of Jharkhand,” Soren said as he shared his resignation letter.

Earlier on Tuesday, announcing his decision to join the BJP, Soren expressed his faith in expressing his faith in the leadership of Prime Minister Narendra Modi and Union Home Minister Amit Shah.

“Your cooperation is expected in this new chapter of the struggle for the issues and rights of the tribals, natives, Dalits, backward classes, poor, labourers, farmers, women, youth and common people of Jharkhand,” he said.

Soren further said that the people of the Kolhan region had stood with him at every step, and rejected his option of taking “sanyaas” from politics. He also stated that “only BJP seems serious on this issue and other parties are ignoring it for the sake of votes.”

Assam Chief Minister Himanta Biswa Sarma on Monday revealed Soren’s decision to join the BJP.

“Former Chief Minister of Jharkhand and a distinguished Adivasi leader of our country, Champai Soren, met Union Home Minister Amit Shah a short while ago. He will officially join the BJP on August 30 in Ranchi,” the Assam CM said in a post on X.

Congress accused the BJP of leveraging prominent figures from rival parties who have “high ambitions.”

“Hemant Soren is the biggest leader there and Champai Soren was the acting CM. After Hemant ji returned, he was elected again. It is not right when he (Champai Soren) says that he is not getting respect. We have seen that BJP goes where they see someone who has high ambitions,” Congress leader Sandeep Dikshit said while speaking to ANI.

Jharkhand Chief Minister Hemant Soren responded to the news saying, “The people of the state will decide if there were any shortcomings.”

Independent MP Pappu Yadav criticized Champai Soren’s decision, stating that it would erode trust and undermine the leadership of Hemant Soren.

“Such behaviour will break the trust. The way Hemant Soren has trusted Champai Soren – instead of making CM to any of his family members, he made a party worker the CM. These are the behaviours and characters which lead to distrust of people in leaders. It’s a time when people will come and go but the SC, ST, OBC, Dalits community is more firm with Hemant Soren than ever before,” Pappu Yadav said.

However, Champai Soren dismissed criticism from his former party, JMM, saying he didn’t think it was appropriate to respond.

Earlier, Soren hinted at forming a new party, after Soren took to social media to voice his grievances, stating that he had been “insulted” during his tenure as Chief Minister and that all options remained open ahead of the forthcoming Jharkhand Assembly elections. (ANI)

Murmu Slams Collective Amnesia Over Crimes Against Women, Calls For Self-Introspection

Noting that the gruesome incident of rape and murder of a doctor in Kolkata has left the nation shocked, President Droupadi Murmu on Wednesday expressed her sense of outrage at the incidents of atrocities against women and called for self-introspection to uncover the roots of the malaise.

The President penned an open letter ‘Women’s Safety: Enough is Enough’ to express her deep sense of anguish at the recent incidents of crimes and said women have had to fight for every inch of ground they have won.

Expressing concern over collective amnesia over the memory of criminality, she said the time has come not only to face history squarely “but also to search within our souls and probe the pathology of crime against women”.

The President called for honouring the memory of the victims to make society more vigilant in the future and said the recent spate of crimes against women should force honest introspection.

She spoke of the need to counter the mindset that sees “the female as a lesser human being, less powerful, less capable, less intelligent”and said it is “objectification of women by a few that is behind the crimes against women”.

“The gruesome incident of rape and murder of a doctor in Kolkata has left the nation shocked. I was dismayed and horrified when I came to hear of it. What is more depressing is the fact that it was not the only incident of its kind; it is part of a series of crimes against women. Even as students, doctors and citizens were protesting in Kolkata, criminals remained on the prowl elsewhere. The victims include even kindergarten girls. No civilised society can allow daughters and sisters to be subjected to such atrocities. The nation is bound to be outraged, and so am I,” she said.

The President said that she had shared her thoughts and hopes about women’s empowerment in the form of a newspaper article on the occasion of Women’s Day last year.

“I remain an optimist, thanks to our past achievements in empowering women. I consider myself as an example of that spectacular journey of women empowerment in India. But I myself feel deeply anguished when I hear about brutality against women in any part of the country,” she said.

President Murmu said she was in a unique predicament when some schoolchildren who had come to celebrate Rakhi at the Rashtrapati Bhavan asked her innocently if they could be assured that there would be no recurrence of the Nirbhaya-type incident in future.

 “I told them that though the State is committed to protect every citizen, training in self-defence and martial arts is essential for all, particularly girls, to make them stronger. But that’s not a guarantee for their security as women’s vulnerability is influenced by many factors. Obviously, the full answer to that question can come only from our society. For that to happen, what is needed first of all is honest, unbiased self-introspection,” the President said.

“The time has come when we as a society need to ask ourselves some difficult questions. Where have we erred? And what can we do to remove the errors? Without finding out the answer to that question, the half of our population cannot live as freely as the other half.  To answer it, let me explain it right at the beginning. Our Constitution granted equality to all, including women, when it was only an ideal in many parts of the world,” she added.  

She said the State then created institutions to establish this equality, wherever needed, and promoted it with a series of schemes and initiatives.

Civil society came forward and supplemented the State’s outreach in this regard, she said, adding that visionary leaders in all spheres of society pushed for gender equality.

“Finally, there were exceptional, feisty women who made it possible for their less fortunate sisters to benefit from this social revolution. That has been the saga of women’s empowerment. Yet, this journey has not been without its obstacles.”

The President said social prejudices have been obstacles to the expansion of women’s rights

“Women have had to fight for every inch of ground they have won. Social prejudices as well as some customs and practices have always opposed the expansion of women’s rights. This is a rather deplorable mindset. I won’t call it a male mindset, because it has little to do with the gender of the person: there are many, many men who don’t have it,” she said.

“This mindset sees the female as a lesser human being, less powerful, less capable, less intelligent. Those who share such views then go further and see the female as an object. It is this objectification of women by a few that is behind the crimes against women. It is ingrained deeply in the minds of such people. Let me also note here that, regrettably, this is the case not only in India, but across the world. Difference between one place and the next is more of a degree than kind,” she said.

The President said that countering this mindset is a task for both the State and the society. “In India, over the years, the two have fought hard to change the wrong attitude.”

Pointing out that there have been laws and there have been social campaigns, she said there is something that “continues to come in the way and to torment us”.

“In December 2012, we had come face to face with that element when a young woman was gang-raped and murdered. There was shock and rage. We were determined not to let another Nirbhaya meet the same fate.  We made plans and devised strategies. These initiatives did make a difference to an extent. Yet, our task remains unfinished as long as any woman feels unsafe in the environment where she lives or works,” the President said.

She said in the twelve years since that tragedy in the national capital, there have been countless tragedies of similar nature, though only a few drew nationwide attention.

“Even these were soon forgotten. Did we learn our lessons? As social protests petered out, these incidents got buried into a deep and inaccessible recess of social memory, to be recalled only when another heinous crime takes place. This collective amnesia, I am afraid, is as much obnoxious as that mindset I spoke of,” she said.  

“History often hurts. Societies scared to face history resort to collective amnesia to bury their heads in the sand like the proverbial ostrich. Now the time has come not only to face history squarely but also to search within our souls and probe the pathology of crime against women. I am of the firm belief that we should not let amnesia prevail over the memory of such criminality,” she added.

The President said there is a need “to deal with this perversion in a comprehensive manner so as to curb it right at the beginning”.

“We can do this only if we honour the memory of the victims by cultivating a social culture of remembering them to remind us of our failures in the past and prepare us to be more vigilant in future,” she said.

President Murmu said the country owes it to its daughters to remove the hurdles from their path of winning the freedom from fear.

“Then we can collectively give a firm answer to the innocent query of those children in the next Raksha Bandhan. Let us collectively say enough is enough,” she said. (ANI)

Former Parliamentarian Brij Bhushan Sharan Singh has moved the Delhi High Court challenging the ongoing trial court proceedings against him related to the Delhi Police FIR.

The FIR was filed based on complaints from several women wrestlers. Singh’s petition seeks to contest the continuation of these proceedings against him. He faces charges of sexual harassment and outraging the modesty of women.

Through plea Brij Bhushan Sharan Singh has challenge the FIR, the chargesheet, and the trial court’s order related to the framing of charges in the case. His petition seeks to contest the legal proceedings against him in connection with the complaints filed by several women wrestlers.

Brij Bhushan Sharan Singh has requested the quashing of the entire legal proceedings, including the FIR and the trial court order that framed charges against him. He faces charges of sexual harassment and outraging the modesty of women.

The Bench of Justice Neena Bansal Krishna is scheduled to hear the matter on Thursday.

The court has recently also directed the city police to promptly reinstate the security of a female wrestler who has accused former Wrestling Federation of India (WFI) chief Brij Bhushan Sharan Singh of sexual harassment.

On May 10, the Trial Court had ordered on ‘framing of charge’ on Sexual Harrasment allegations levelled by several women wrestlers against former WFI Chief and BJP leader Brij Bhushan Singh and one other.

The Additional Chief Metropolitan Magistrate Priyanka Rajpoot while passed order said there are sufficient material against Brij Bhushan Sharan Singh to proceed for sexual harassment of five women wrestlers and with the offence of outraging modesty of woman.

Delhi police had filed a chargesheet against Brij Bhushan Sharan Singh and Vinod Tomar on June 15, last year.

This case was lodged on a complaint lodged by women wrestlers.

In the wrestlers’ matter, two FIRs were registered against Brij Bhushan Singh based on the wrestlers’ complaints.

One was registered under the POCSO Act and a cancellation report has been filed in the case of a minor wrestler. The second FIR was filed on the complaint of several wrestlers.

In both matters, Delhi Police officials had said that in the FIR registered by the wrestlers, after completion of investigation, we are filing a chargesheet for the offences under sections 354, 354A, 354D IPC against accused Brijbhushan Sharan Singh and for offences under sections109/ 354/354A/506 IPC against accused Vinod Tomar before the Rouse Avenue Court, said Suman Nalwa, PRO, Delhi Police. The brutal rape and murder of a woman trainee doctor on the RG Kar Medical College and Hospital premises sparked outrage all over the country. The incident shook the entire nation, and since then several protests have been staged demanding justice for the victim.

The West Bengal Junior Doctors’ Forum held a protest rally in Kolkata today demanding justice for trainee doctor who was tragically raped and murdered at RG Kar Medical College and Hospital.

The rally coincides with the BJP’s call for a 12-hour Bangla Bandh on Wednesday across West Bengal that aims to highlight the growing frustration within the medical community over the need for improved safety measures and swift justice.

BJP workers staged a protest in Asansol as well and were seen blocking railway tracks.

On August 27, chaos broke out in the streets of Kolkata with security personnel lobbing tear gas shells, used water cannons and resorted to lathi-charge to disperse protestors on the Howrah Bridge marching towards the West Bengal State Secretariat Nabanna, amidst the growing protests over the rape-murder incident.

On August 25, Parimal Dey, a teacher from Alipurduar in West Bengal who was honoured with the Banga Ratna award by West Bengal Chief Minister Mamata Banerjee in 2019, has decided to return the award in protest against the state government’s handling of the RG Kar Medical College and Hospital rape-murder incident.

Where Do India, China Stand in Defence Tech & Military Power?

India and China: Two ancient civilizations with traditions of statecraft going back to five millennia have garnered significant attention in the last few decades owing to their economic progress and rising Gross Domestic Product (GDP). China, has reinvented itself from an agricultural economy to a manufacturing giant with global presence and has positioned itself as the second largest economy in the world, behind the United States of America. India, on the other hand, gradually makes its presence felt in the international system through impressive GDP growth rates. The two Asian giants have also been projected as rivals in the international system due to an acrimonious past.

The People’s Republic of China has projected itself as a peaceful nation. Such claims of a peaceful rise have been proven hollow when its military expansion and expenditure is considered. Combined with Beijing’s proclivity towards territorial aggrandisement through power projection, its focus on military has alarmed the international community. For India, a militarily aggressive and powerful China presents unprecedented challenges. India shares a lengthy border with China and has engaged in a full-fledged war in 1962 and has faced regular incursions from the People’s Liberation Army (PLA) over the last two decades. A recent incident in Galwan Valley (2020) led to casualties on both sides and at some points Indian and Chinese army still maintain a forward presence at the Line of Actual Control. In the south, strategically important Indian Ocean has witnessed naval forays from the Peoples Liberation Army Nay (PLAN). Consequently, India has been investing to improve its armed forces through purchase of equipment and technology acquisition from suppliers from the West and to reduce the burgeoning gap between the two military forces.

Global Firepower, recently released a country wise military strength report for the year 2024 which indicates that the PLA have an overwhelming advantage over the Indian military. It compiles data for 60 factors/ parameters, both military and the supporting infrastructure within a nation. It is clear that only in terms of absolute numbers of personnel that India ranks higher than China whereas in overall equipment strength and capacity China far outweighs the Indian military. China’s defence budget is  US$ 224 billion compared to India’s US$ 74 billion.

Combined with the impressive infrastructure construction along the border with India in the Himalayas and its southern and western neighbours, the PRC projects as a formidable military power. China’s power index of 0.0706 ranks third only to the United States of America and Russia (Global Firepower 2024). Though India ranks fourth in the world with power index of 0.1023, the number of critical equipment in Navy and Air Force is much higher with PRC. Furthermore, China has been able to enhance its indigenous capabilities to produce submarines, frigates, corvettes and aircraft carriers for the PLAN. Currently PLAN has the highest number of active vessels in the world, even surpassing the United States. For India, it is only early stages for indigenous construction of military equipment. Similarly, in the case of fighter aircraft for both Air Force and Navy, China has developed fifth generation aircraft comparable to the United States Air Force. The number of combat ready and trainer aircraft with China is more than double the number of India’s. This is only a brief overview of Chinese capabilities, further detailed analysis reveals the larger extent of disparities.

The scenario presented by successive governments in India, however, gives an impression that it is competitive when compared to China on a number of parameters. The oft cited examples are high end technologies of space exploration, missile technology and nuclear technology. A careful analysis of India’s space programme vis-à-vis the PRC reveals that the Chinese over the last two decades have achieved significant progress and its Lunar and Mars missions have been more successful than India’s. India’s indigenous expertise in launch of satellites is exemplary and with comparably low costs it caters to the demand of a number of countries. Importance of the three related technologies for military usage cannot be overstated. Satellites are now capable for providing real time data with high resolution which is an asset during times of conflict or peace. Advanced Weapon systems now require satellite connectivity and instant communication of critical data and imagery. Data from 2023 reveals that India has 58 satellites in orbit while the PRC has 493 in orbit (orbit.ing-now.com). China, therefore, has an advantage in surveillance and location technology through its satellites. Furthermore, China National Space Administration runs the space station Tiangong since 2021 with smaller capacity than the International Space Station but hosts astronauts on a permanent basis. For India, such capabilities are still only a long term goal.

Above are only two examples of Chinese dominance on the larger Eurasian landmass through indigenous technological capacity. A major component of the Chinese technological innovation is research and development. National programmes devoted to innovation, combined with huge funds for research and development has resulted in cutting-edge technology. China remained top filer of patents at the World Intellectual Property Organization (WIPO) with 69,610 filings in 2023 (World Intellectual Property Indicators 2023).  It can be said with certainty that a number of these patents are dual use technologies and some may be purely military technologies. India’s record in terms of filing patents is improving steadily with 66440 filings in 2022-23 (World Intellectual Property Indicators 2023).

With such investment and expenditure in critical and conventional military technologies, PRC has surged ahead in the last two decades. India, on the other hand has higher number of military personnel and a favourable geography in the Indian Ocean and in the larger geopolitical construct of Indo-Pacific. China comfortably outscores India in other markers of a superior military. The way forward for India is meaningful cooperation with Indian Ocean littoral states and its smaller northern neighbours to overcome the Chinese dominance over land and maritime space.

Rashid Engineer, As Parliamentarian May Misuse His Position To Influence Witnesses: NIA To Court

The National Investigation Agency (NIA) on Wednesday opposed Rashid Engineer’s bail plea in the Unlawful Activities (Prevention) Act (UAPA) case and stated that if granted bail, Rashid Engineer, as a Member of Parliament, may misuse his position to influence witnesses and obstruct justice.

The agency said a confidential report indicating that Rashid previously misused the telephone facilities in Central Jail, Tihar, leading to restrictions on his call privileges. The NIA fears he might misuse his liberty similarly if released on bail. The NIA claims Rashid defended the 26/11 mastermind Hafiz Saeed’s terror activities as a ‘political cause,’ suggesting a troubling alignment with extremist narratives.

The NIA asserts that Rashid is involved in a strategy by Pakistani and secessionist groups to portray terrorist acts as political struggles, aiming to incite separatism in Jammu and Kashmir and given these concerns, the NIA urged the Patiala House Court of Delhi to reject Rashid’s bail application.

Delhi’s Patiala House Court on Wednesday reserved the order on the bail plea of jailed parliamentarian Engineer Rashid in connection with a 2017 Jammu and Kashmir terror funding case.

Rashid, who recently won the Baramulla seat in the 2024 Lok Sabha elections by defeating former Chief Minister Omar Abdullah, seeks bail as his case progresses.

The Additional Sessions Judge Chanderjit Singh has reserved its order on the bail application of Rashid Engineer after a detailed in-camera hearing. The court is expected to pronounce its decision on September 4.

Engineer Rashid, who was arrested in connection with a 2017 Jammu and Kashmir terror funding case, has submitted a second regular bail application in Delhi’s Patiala House court.

Earlier, the same court had granted Sheikh Abdul Rashid, also known as Engineer Rashid, a two-hour custody parole on July 5 to allow him to take the oath as a Member of Parliament.

In 2005, Engineer Rashid was arrested by the Special Operations Group (SOG) in Srinagar for allegedly supporting terrorists and was held for three months and 17 days. He faced charges of anti-national activities and was incarcerated in Cargo, Humhama, and Raj Bagh prisons. However, the Chief Judicial Magistrate of Srinagar later dropped all charges against him on humanitarian grounds.

In August 2019, Rashid was again arrested under the Unlawful Activities (Prevention) Act (UAPA). During his incarceration, he filed his nomination for the 2024 parliamentary elections from jail and won by a margin of 204,000 votes, defeating former Jammu and Kashmir Chief Minister Omar Abdullah. In response to the Supreme Court’s August 22 order, Union Home Secretary Govind Mohan and Union Health Secretary Apurva Chandra co-chaired a virtual meeting in Delhi involving the Chief Secretaries and Directors General of Police (DGPs) from various states to implement essential safety measures for doctors and healthcare professionals.

The discussions focused on ensuring that State Governments and Union Territories (UT) take immediate actions to address safety concerns at healthcare workplaces pending receipt of the report of the National Task Force (NTF) to address the concerns of the doctors over their safety at their workplaces.

This follows the National Task Force’s (NTF) initial meeting, chaired by the Cabinet Secretary TV Somanathan, which took place on Tuesday.

Atul Goel, Director General of Health Services (DGHS) was present along with senior officials from the Ministry of Health and Family Welfare in today’s meeting.

In today’s meeting, the officers of state governments and UTs including Chief Secretaries and DPGs apprised of the steps taken by respective governments to enhance security and provide a safer working environment for healthcare workers across public and private hospitals, medical colleges and other healthcare institutions.

Interacting with the states, Govind Mohan requested the officers to ensure the installation of CCTV cameras in blind spots, integration with 112 helplines for health care workers, access control of large hospitals, and sharing of the revamped position under Bharatiya Nyaya Sanhita (BNS).

Union Health Secretary encouraged the states to come up with innovative ideas and emphasised some of the immediate measures that can be considered to enhance security and provide a safer working environment for healthcare workers such as joint security audit along with district collector and DSP, and management of District Hospitals (HDHs) and Medical Colleges (MCs) to review any shortfall in existing infrastructure and security arrangements, and to take up remedial measures.

Besides, he suggested ensuring security checks of all hired security and other services staff to be done regularly. He stressed the need for a control room, especially in large DHs and MCs, with a duty roster of staff that regularly monitors CCTV and securely stores the data; and that distress call to be attended to by control rooms.

Mock drills for security to be conducted regularly like safety drills for fire, and training of hired security personnel to upgrade their capacity; in many establishments, they are observed to be found wanting in discharging their duties due to poor capacities; patient facilitators, trolley men and MTS in large hospitals to ferry patients on wheelchairs and stretchers is required, to reduce the number of patient attendants and lessen the load and stress on security and other healthcare professionals were among other suggestions.

Capacity building and training of doctors and other healthcare workers in bereavement protocols, especially in emergency and casualty wards; security and safety committee to be institutionalized and involve senior or junior residents and students for continuous monitoring of the situation and status of emergency response preparedness; and routine security patrolling in all the hospital and medical college premises during night time were key suggestions of the health secretary. Cabinet Approves 12 Industrial Smart City Projects

India will soon sport a grand necklace of industrial smart cities. In a decision on Wednesday, the Cabinet Committee on Economic Affairs chaired by Prime Minister Narendra Modi has approved 12 new project proposals under the National Industrial Corridor Development Programme.

These industrial smart cities will come up with an estimated investment of Rs 28,602 crore.

This move is set to transform the industrial landscape of the country creating a robust network of industrial nodes and cities that will significantly boost economic growth and global competitiveness.

Spanning across 10 states and strategically planned along six major corridors, these projects represent a significant leap forward in India’s quest to enhance its manufacturing capabilities and economic growth.

These industrial areas will be located in Khurpia in Uttrakhand, Rajpura-Patiala in Punjab, Dighi in, Maharashtra, Palakkad in Kerala, Agra and Prayagraj in Uttar Pradesh, Gaya in Bihar, Zaheerabad in Telangana, Orvakal and Kopparthy in Andhra Pradesh and Jodhpur-Pali in Rajasthan.

This is designed to foster a vibrant industrial ecosystem by facilitating investments from both large anchor industries and Micro, Small, and Medium Enterprises (MSMEs).

These industrial nodes will act as catalysts for achieving USD 2 trillion in exports by 2030, reflecting the government’s vision of a self-reliant and globally competitive India.

The new industrial cities will be developed as greenfield smart cities of global standards, built “ahead of demand” on the ‘plug-n-play’ and ‘walk-to-work’ concepts.

Aligned with the PM GatiShakti National Master Plan, the projects will feature multi-modal connectivity infrastructure, ensuring seamless movement of people, goods, and services. The industrial cities are envisioned to be growth centers for transformation of whole region.

The smart cities are expected to generate significant employment opportunities, with an estimated one million direct jobs and upto three million indirect jobs being created through planned industrialization.

“This will not only provide livelihood opportunities but also contribute to the socio-economic upliftment of the regions where these projects are being implemented,” the government said. (ANI)
