JPC clears WAQF Bill With 25 Amendments On 14 Clauses

The Joint Parliamentary Committee (JPC) has cleared the WAQF Bill 1995 with 25 amendments across 14 clauses/sections, according to JPC Chairman Jagdambika Pal. In his statement, Pal defended the process and outlined the extensive efforts made by the committee to involve various stakeholders over the past six months.

He said, “The way we had a democratic meeting yesterday, and the amendment that was passed by the government in the WAQF 1995 bill, that amendment was referred to the JPC, in which for the past six months, we have continuously visited states, be it Maharashtra, Gujarat, Tamil Nadu, Karnataka, Telangana, Odisha, Assam, West Bengal, Bihar, UP, we had 36 meetings in Delhi, and we met with all stakeholders, state government officials, work board, SHIA WAQF board, Sunni WAQF board, minority commissions, Islamic scholars, professors, retired judges, lawyers, high courts, Supreme Court, we met with everyone.”

He continued, “Now, the meeting that was held yesterday, on those 44 clauses or amendments, we had asked for an amendment from the parties because that is a process, so amendments had come in that, and we have given the opportunity to present each amendment to all the members.”

Addressing the criticisms from opposition members, Pal stated, “Today, the allegations that are being put, whether it is Kalyan Banerjee, or whether it is A Raja, or whether it is someone else, we have given them the opportunity to speak, we have asked them to present each amendment.”

Further explaining the voting process, he said, “Then, when there is no agreement on the amendment among the members, there is voting on it, this is a process, and on each of their proposals, we have done voting on the amendment, and in which the voting has been recorded, there is a photograph of it, that on their proposals, they got 10 votes in their favour, and 16 went against them.”

Pal pressed upon the role of majority vote in the decision-making process, stating, “Whether it is within the parliament, or whether it is a standing committee of the parliament, or whether it is a joint parliamentary committee, it will be decided from the vote of any party, on the basis of majority, whether the amendment is adopted or not.”

Pal assured the public of the transparency of the process, “It was done in a transparent and democratic way, and on all the clauses, whether it was on any member of the opposition, we have done voting on them, and the result that came out, we have declared it clause by clause every time, and our secretary has recorded.”

He further confirmed he will present the bill to the members of JPC, “Tomorrow, again in Delhi, we will have our adoption meeting, in which we will present this bill to the members of the joint parliamentary committee, and then we will adopt it. And after that, we will present our JPC report, which is about 500 pages long, we will adopt that report as well. After that adoption, we will request the speaker that we want to present our report.” (ANI)

Trinamool Cong To Campaign For AAP

Trinamool Congress (TMC) MP Shatrughan Sinha will campaign for the Aam Aadmi Party (AAP) in the poll-bound national capital Delhi.

Shatrughan Sinha will start campaigning from Purvanchal-dominated areas of Delhi from January 31, said sources on Tuesday.

Earlier today, AAP said that the Samajwadi Party (SP) will campaign for the Aam Aadmi Party (AAP) for the forthcoming Delhi assembly elections.

Samajwadi Party, Trinamool Congress, Shivsena UBT and Nationalist Congress Party (Sharad Pawar faction) have already extended their support to the ruling AAP in Delhi.

SP chief Akhilesh Yadav and AAP national convenor Arvind Kejriwal will together conduct a roadshow in the Rithala constituency on January 30.

Along with SP chief Yadav, several MPs of the party will also campaign for the AAP. Kairana MP Iqra Hasan will also campaign for AAP candidates for the assembly elections, said AAP.

Notably, Congress and AAP, both parties that are part of the INDIA alliance contested the 2024 Lok Sabha elections together in Delhi.

However, both the parties are contesting Delhi assembly polls separately which has led to the division of support within the alliance, as, major allies of the INDIA bloc are supporting AAP.

Apart from this, Samajwadi Party Akhilesh Yadav supremo stated that the INDIA alliance is “intact”.

“The INDIA alliance is intact. I remember when the INDIA alliance was formed, it was decided that wherever a regional party was strong, the alliance would extend support to them,” he said on January 15.

The Delhi assembly polls will be held in a single phase on February 5 and the counting of votes will take place on February 8.

The Congress, which was in power for 15 consecutive years in Delhi, has suffered setbacks in the last two assembly elections and has failed to win any seat. In contrast, the AAP dominated the 2020 assembly elections by winning 62 out of 70 seats while the BJP got only eight seats. (ANI)

The Enigma of China

In a short visit to China and having seen their industry, what struck me was the efficiency, the innovation and the commitment of the workers in State enterprises. Generally the drive for privatisation around the world has been that State-run industries fail or are inefficient and sclerotic. Yet China is an exception among some countries.

Outsiders and detractors give reasons such as authoritarian regime, forced labour, lack of freedom to complain etc. However, a short visit to China showed a different picture. They have workers committees or groups. Their views, criticism and ideas to improve the working environment are taken on board. Managers who fail workers are held to account.

In one of the Steel Factory, every worker and manager had to take a Health and Safety course on a virtual chair where the latest technological tools were installed. They had to wear VR (Virtual Reality) headsets that simulated almost all kinds of dangers, accidents etc that could happen in the factory. This refutes the theory of expendable forced labour. In fact few industries outside China might have this degree of sophisticated Health and Safety procedures in place.

Nor did the staff or workers appear down beaten. They seemed quite proud of the work they were involved in. Even in market places, there didn’t appear to be evidence of forced, underpaid or subjugated labour.

True, what foreigners see in China, may not be what is happening in back streets. But there is plenty of so called slave labour in many countries, including leading western countries that produce cheap clothes, farm produce etc. In the UK, it is well known that there are press gangs that supply labour to farms during picking season. There are underpaid or very low paid workers in the care sector, road building etc, brought from outside the country. The USA farm industry relies on the ‘undocumented’ labour force which cannot work officially.

One of the arguments made by critics of immigration in many western countries is that the establishment deliberately permits it to enable rich landowners, industrialists and other business owners to undercut domestic labour with workers from outside or even illegal vulnerable labour that is cheaper, does not grumble and almost in a gig economy without the safeguards, holidays etc that would otherwise be expected. Facts and fiction often get intermingled in trade propaganda wars.

A middle management Chinese lady in a State-run enterprise said that her mother prefers her not to work in private industry because ‘they go bankrupt’. Government jobs don’t pay much and there aren’t openings for advancement. But in a State run enterprise, there is opportunity, reward for hard work, for innovation, for problem solving and for increasing productivity.

That is an interesting phenomenon when compared with State-run enterprises in many western and other countries. Most public sector enterprises appear to become inefficient, run into considerable debt needing tax money to bail them out and generally lack innovation.

Authoritarianism also doesn’t answer the question. After all, the Soviet was quite authoritarian. It collapsed on its inefficiency which led to economic combustion. Many other communist countries eventually gave way to capitalist economies because their version of communism was inconsistent with productivity.

There also seems to be a misunderstanding of China’s so called authoritarianism. There is plenty of consensus building at the coalface of work and decision making. There is considerable decentralisation of power. Some provinces or states, even have their own ‘foreign ministry’. However as political power reaches upper echelons of central power, democracy starts to be less important. China seems to prefer stability at the top, a sort of continuity, meritocracy and guidance.

Perhaps this is closer to Chinese civilisation. Not all civilisations or cultures operate as well as voting democracies. The word democracy is one of those words such as peace, that is politically correct and emotive. We all need a voice and we all seek peace. But human race has evolved in different civilisations over a few thousand years.

The expression of one’s voice has evolved in different ways. In western society based on rights, the individual demands to be heard through the legal right of expression or a right to be heard. It is one system and not necessarily perfect as a number of compulsions restrict that right, including being in a job where excessive criticism of those in control can lead to dismissal. The law is one thing, practical reality is another.

In some civilisations, the voice is heard without the need for a regime of rights or demands to be heard. Some ancient civilisations have developed a subtle and complex system of working as cohesive communities with responsibilities towards each other, to those in authority and those who are being managed or being ruled.

This was evident in the working environment. In order to get the maximum from their workers, managers make their worker colleagues feel important and part of the team. The manager’s own career prospect seems to depend on happy and productive workers.

No country is perfect. Some countries have more to hide than others. Some countries deflect attention from their own defects and excesses by pointing at the drawbacks of others. And some countries simply couldn’t care.

However, facts cannot be obscured about China. According to World Bank, the country has reduced its extreme poverty from some 80% to less than 2% in a matter of four decades. That is an achievement in itself. The level of technology and efficiency is extraordinary with the country now on verge of making trains that will run faster than airplanes! This degree of speed cannot be reached without due regard for human life and safety. The development reach is phenomenal.

China’s model is unlikely to work in many other parts of the world. It is based on Chinese civilisation. This is an expression of what China usually calls ‘with Chinese characteristics’. One clear difference seems to be that in western civilisation, relationship between the ruled and rulers is based on the ‘rights’ or demand to be treated well, demand to be heard, demand to be considered equal. This is part of the route  western civilisation evolved from the period of absolutist Divine Kings.

In China on the other hand, the onus is on the other side. Those in power are obliged to treat the subjects with respect, with dignity and to hear their voice in order to maintain what Chinese call ‘harmony’. In both systems there are imperfections and breakdown. To smooth those have to be done differently.

Virat Kohli Joins Delhi’s Training Ahead Of Ranji Trophy Clash Against Railways

Indian cricketer Virat Kohli joined Delhi’s practice session on Tuesday ahead of their Elite Group D Ranji Trophy match against Railways, scheduled for Thursday at the Arun Jaitley Stadium. Kohli, returning to domestic cricket after a significant hiatus, was spotted honing his skills in the nets as he prepares for the much-anticipated encounter.

Earlier, Delhi coach Sarandeep Singh confirmed that Virat would join the Delhi squad for their Ranji Trophy match against Railways at the Arun Jaitley Stadium.

Virat’s participation in the domestic circuit comes after the Board of Control for Cricket in India (BCCI) adopted a firmer stance on the participation of Indian international stars in domestic cricket.

Over the past few days, photos and videos of Virat working with former India and Royal Challengers Bangalore batting coach Sanjay Bangar have surfaced on social media.

The final round of Ranji Trophy matches will conclude on February 2, just four days before India begins their three-match bilateral ODI series against England in Nagpur. Virat has accumulated 11,479 runs in 155 First-Class matches, with an average of 48.23 and a strike rate of 55.96.

In addition to Virat, experienced wicketkeeper-batter KL Rahul has been included in Karnataka’s squad for their crucial Ranji Trophy fixture against table-toppers Haryana in Bengaluru. The 32-year-old was named in the squad subject to fitness, but according to ESPNcricinfo, KL Rahul has been cleared by the BCCI medical panel. An elbow niggle had kept him out of their previous match against Punjab.

Rahul’s return to domestic cricket means Karnataka will head into the game with a full-strength squad. Devdutt Padikkal and Prasidh Krishna, who travelled to Australia for the Border-Gavaskar Trophy, have also been included in the squad.

If Rahul is included in the playing XI, the match against Haryana will mark his first Ranji Trophy appearance in almost five years. His last match was in the 2019-20 semi-final against Bengal at Eden Gardens in Kolkata.

Young batter Riyan Parag has also been declared fit for the upcoming round of Ranji Trophy matches after recovering from a shoulder injury. He will captain Assam in their final league fixture against Saurashtra in Rajkot, Gujarat. (ANI)

US Justice Department Fires Prosecutors Who Worked On Trump’s Criminal Cases

US Justice Department (DOJ) has fired several prosecutors who worked on criminal investigation into US President Donald Trump, CNN reported citing sources familiar with the matter.

Acting Attorney General James McHenry in a letter written to the officials said they cannot be “trusted” to “faithfully” implement agenda of Trump. He stated that these officials played a “significant role” in prosecuting Trump and stressed that the proper functioning of the government critically relies on the trust senior officials have in their subordinates.

McHenry wrote, “You played a significant role in prosecuting President Trump. The proper functioning of government critically depends on the trust superior officials place in their subordinates.”

He added, “Given your significant role in prosecuting the President, I do not believe that the leadership of the Department can trust you to assist in implementing the President’s agenda faithfully.”

The move comes as the Trump administration is taking measures to probe prosecutors who oversaw the criminal cases against January 6 defendants after Trump announced he would seek retribution as a key pledge of his campaign, CNN reported, citing multiple sources who have seen an internal memo on the matter.

The interim US attorney in Washington, DC, Ed Martin, has started a probe into prosecutors who brought obstruction charges under US Code 1512(c) against some rioters that were ultimately tossed due to Supreme Court decision last summer.

Calling the effort a “special project,” Martin in the memo issued on Monday stated that the attorneys should give “all information you have related to the use of 1512 charges, including all files, documents, notes, emails, and other information” to two of the office’s long-term prosecutors who must submit a report on the investigation by Friday.

The memo reads, “Obviously the use was a great failure of our office – s. ct. decision – and we need to get to the bottom of it,” referencing the Supreme Court decision in June that restricted the power of federal prosecutors to pursue obstruction charges against the January 6 rioters, CNN reported.

The decision comes at a time when the US Justice Department has already witnessed a dramatic shakeup as officials related to high-profile probe have been reassigned, including the now-dismissed case against Trump himself for his efforts to overturn the 2020 presidential election.

Prosecutors who worked on January 6 cases have said that the memo sparks concerns that the US Justice Department has started to “investigate the investigators” which Trump has long threatened, CNN reported.

Speaking to CNN, one person who worked on Capitol riot cases said prosecutors were not aware whether this probe is looking to introduce criminal or civil charges and that some have begun to hire their own lawyers for their defence. Since assuming office last week, Ed Martin has praised Trump for issuing mass pardons for January 6 defendants. (ANI)

NIA Raids 16 Places In Tamil Nadu In ISIS Radicalisation Case

The National Investigation Agency (NIA) on Tuesday carried out searches at 16 locations in Tamil Nadu in an ISIS radicalisation case. The searches have been underway since early Tuesday based on specific inputs.

These searches being conducted at the hideouts of suspects are aimed at uncovering evidence related to individuals involved in promoting ISIS ideology and recruiting members, sources privy to the action told ANI.

The NIA has been actively investigating cases of radicalization and recruitment linked to ISIS across various states in India.

This is a fresh case registered last year against ISIS supporters whose role was uncovered during an investigation.

On October 21 last year, the NIA arrested three accused in the October 2022 ISIS-inspired car bomb blast case of Coimbatore in Tamil Nadu. NIA investigations in the case revealed that the three arrested accused then had colluded to provide funds for the commission of the terror act. An offshoot case registered with respect to the radicalization had separately led to the arrest and charge sheeting of four accused by NIA in the case. (ANI)

NIA Team To Visit US Soon For Tahawwur Rana Extradition

A team from the National Investigation Agency (NIA) is likely to visit USA very soon to complete the formalities for the extradition of Tahawwur Rana, who is wanted in India for his role in the 26/11 Mumbai terror attacks, sources said.

The move is learnt to be taken considering the US Supreme Court’s recent decision rejecting a review petition filed by Rana challenging his extradition to India. The decision has cleared a significant legal hurdle, allowing Indian authorities to accelerate the process of bringing him to justice.

As per sources, a team of Inspector General and Deputy Inspector General rank officers are likely to visit the USA by the end of this month, the move regarding it has been shared with the Ministry of Home Affairs as well as the Ministry of External Affairs.

Rana, a former doctor and businessman, is a Canadian citizen of Pakistani origin. He is accused of facilitating the reconnaissance activities of David Coleman Headley, the main planner of the 26/11 Mumbai attacks.

He allowed Headley to use his immigration business as a front to travel to India and identify potential attack targets. Rana was arrested in 2009 in Chicago by the FBI for his role in a Pakistan-supported terror network. He was convicted in the US for supporting the Lashkar-e-Taiba (LeT), the terror group behind the attacks, but acquitted on charges directly related to the Mumbai attacks.

India has been pursuing Rana’s extradition to hold him accountable for his involvement in the attacks that left 166 people dead and hundreds injured.

The NIA has stated that Rana’s role in aiding and abetting Headley makes him a key figure in the conspiracy.

Following the US Supreme Court’s dismissal of Rana’s review petition, the extradition process has gained momentum. The upcoming visit by the NIA team signifies India’s determination to ensure justice for the victims of one of its worst terror attacks. (ANI)

Zeeshan Siddique Questions Slum Rehab Link to Father’s Murder

Zeeshan Siddiqui, son of slain NCP leader Baba Siddiqui, in his statement to the Police has raised questions on the slum rehabilitation (SRA) projects in Bandra and has sought a probe into their suspected link with the murder of his father Baba Siddique.

Zeeshan’s statement forms part of the chargesheet filed by the police earlier this month in the Siddique murder case. He has said in his statement that his father’s death should be investigated from the redevelopment project’s perspective and all other angles.

He also pointed out the fact that his father was to be nominated as a member of the legislative council and the oath ceremony was also to be held on 15 October, two days after Baba Siddiqui was murdered.

Zeeshan, in his statement, has talked mostly about the Slum Rehabilitation Authority (SRA) project in his statement to police; however, he claims the same was left out in the police investigation, due to which Zeeshan Siddiqui also expressed his dissatisfaction earlier this month.

“I also came to know that the chargesheet has been filed. We have not received the copy of the chargesheet but we will apply through the court, but what is coming to know from the media reports is that the names of Anmol Bishnoi and Lawrence Boishnoi are coming up and there is no angle of the builder in this and I do not agree with this. I want to know if Anmol Bishnoi confessed that he murdered Baba Sudduque. Has Anmol Bishnoi or anyone else been interrogated?… Bring Anmol Bishnoi back to India if you have extradition treaties with America…The main conspirators have not been caught yet. If the builder lobby is being ruled out from the chargesheet, my question is, has Anmol Bishnoi or Lawrence Bishnoi said that no builder asked them to kill my father?” Zeeshan told ANI earlier this month.

In his statement to the police, Zeeshan said his father was in contact with many people regarding the slum redevelopment project. Zeeshan has said in his statement to the police that his father had a habit of writing a diary and on the day his father was murdered, a certain name was written in his diary.

He also said that he came to know that on the day his father was murdered, there was a conversation between the person and Baba Siddiqui through a WhatsApp call between 5:30 and 6:00 pm. Zeeshan said in his statement that the person wanted to meet his father in connection with the redevelopment project in Bandra.

In connection with the murder of Baba Siddiqui, the police had recorded the statements of Zeeshan on October 24 and October 25. Speaking about the day his father was shot dead, Zeeshan in his statement to the police, said, “I reached his office around 6:00 pm and my father reached the office around 7:00 pm and around 9:00 pm, Zeeshan Siddiqui felt hungry and told his father that he would come in after 10 to 15 minutes.”

When Zeeshan Siddiqui was at a restaurant near the Collector’s Office in the Bandra East area, a party worker told him that his father had been shot and taken to Lilavati Hospital. Zeeshan Siddiqui also reached there and informed his mother and sister about this. As soon as Zeeshan and his family reached the hospital, they were told that Baba Siddiqui was taken to the ICU. He died during treatment.

Zeeshan contested the assembly election held last year from the Bandra East Assembly constituency as a candidate of the NCP (Ajit Pawar faction), which he lost. (ANI)
