Climate on The Canvas

In a Fusion Show at the India Art Festival last month, Mumbai-based scribe-turned-artiste Prakash Bal Joshi, painted a rain-soaked night to the accompaniment of the classical Malhar raga played on sitar. Unversed in both arts, I still found myself tapping my fingers as I perceived Joshi’s paintbrush dancing to the tabla’s beat.

Monsoons can turn us all into pluviophiles – a pluviophile enjoys the sights and sounds of rain. It affects artists, sparking their imagination, more than the rest of us. Consider Vincent Van Gogh’s rain, lashing empty farmland in slanted lines. Or dark clouds over green fields drawn by miniature artists in the Mughal and Rajput traditions, as Krishna and his gopis danced.

Rain has been a popular theme in Indian poetry for centuries. The ancient Indian texts and the classical Sanskrit poetry describe the beauty and power of rain and capture the joy, romance, and melancholy associated with rain. In mythology and folklore, the story of Lord Varun, the god of rain and Indra, the king of Gods and also of thunderstorms, is frequently depicted in various tales. Rain is also associated with the life-giving powers of nature and is believed to be controlled by divine beings.

In Bhakti literature which is a devotional form of poetry, poets like Mirabai, Surdas, and Tulsidas frequently use rain as a symbol of divine love and longing for the beloved deity. The sound of raindrops is compared to the sweet melodies of spiritual ecstasy and the tears shed in devotion.

In the ancient Indian treatise on performing arts called Natya Shastra, rain is considered one of the key elements in creating the atmosphere and mood of a play or dance performance. It is used to evoke various emotions and portray different dramatic situations.

Spring, or ‘bahaar’ is another season exciting the imagination of artists and writers alike. From the gentle brush of a summer breeze to the fury of a raging storm, the elements have inspired countless works of art and literature. Thus we have works ranging from Kalidasa (Meghdoot) to Kaifi Azmi (ye barsāt ye mausam-e-shādmānsī). If it is “Nain Ghat Ghatata na” for Surdas, Sahir Ludhianvi celebrates Sawan, the monsoon season, “Garjat Barsat”, in all sound and fury.

Sadly, such romance with rain or spring is increasingly getting confined to the arts, literature and cinema. For the mundane, it is wading through flooded city streets and standing in the queue awaiting drinking water tankers’ arrival. In the rural areas, where the muse could strike cupid-like, people are rueing over their lives and crops ruined by floods and famines.

Depicting these woes effectively, the cinema, when used purposefully, is the complete medium of expression. Even as it romances the ritu, – ‘Mausam’ is not always ‘ashiqana’ in cinema. It is also inspired by extreme weather events like floods, and cyclones. It has been more evocative, even effective in recording nature’s vagaries.

Acclaimed writer Amitabh Ghosh spells out his concerns in “The Great Derangement”, published in 2016. He depicts how climate change-based stories are often categorised as “science fiction”, as though the content is fabricated. He further stresses on how the capitalist agenda drives this absence of a realistic portrayal of environmental issues, making people insensitive to the urgency. His “Gun Island” (2019) pushes that theme further.

A recent study by researchers at FLAME University, Pune, analyses how nature, environment and climate have featured in Indian films since the 1940s. Although notorious for depicting the rain-drenched hero and heroine running around the tree, many Indian films also feature nature, wildlife or the environment. The Indian woman’s story, Mother India (1957) was also about the floods and famines she endured to keep her farm and her family. Not just the world-renowned classic Pather Panchali (1955), one of the biggest commercial hits of 1971, Haathi Mere Saathi had the social perspective tucked in.

More recently, Kedarnath (2018) had the backdrop of the devastating 2013 Uttarakhand floods. Kadvi Hawa (2017) about drought and Whispers of a Storm (2023) about cyclones are among the prime examples of how Indian cinema depicts the perils of climate change in various ways. Kadvi Hawa was India’s first feature film on climate change. It is sadly true that while some of these films are critically acclaimed, they don’t recover costs and are not as widely watched.

That all these are self-inflicted and manmade has come to form the crux of nature’s story. It serves as a backdrop to stories that show the resilience of people facing natural disasters, highlight environmental issues, and explore the emotional impact of changing weather patterns.

Using art-for-a-cause, artists are exploring the intersection of art and climate change through sculptures, and art books. Taking an interactive approach to the notions of climate change, artist duo Jiten Thukral and Sumir Tagra, popularly known as Thukral & Tagra, have brought a new initiative called ‘and Archive’, which includes a collection of books and gameplay to disseminate value-based knowledge across different generations.

Even if couched in entertainment, the message in art, literature and cinema – one wishes there was more of it – is that: the more you abuse nature, the more it punishes you. It should be more direct – and strident if need be – that you cannot only blame each other. This is happening as climate and climate change have become a global game, with more words and less of the much-needed action. The powerful North is accusing the poorer nations of pollution and more as it foot-drags on how to resolve issues, even withdrawing from financing the fight against climate change.

Coming down to the earth and the brass tacks, India, as a major target of the powerful North, needs to use the 150th anniversary of the Indian Meteorological Department (IMD), one of its significant institutions in that arena, by setting its tasks wider and goals higher. The Vishwa Guru needs region-specific plans to improve climate resilience.

The latest Economic Survey has rightly factored in challenges posed by the geopolitics of climate change. The goal to achieve net-zero emissions by 2070 will require innovative approaches. Sustainable development and clear strategies to tackle climate change remain at the heart of this challenge.

All this is being discussed at the  2025 in the highly congested Bengaluru. This irony cannot be missed or shrouded in a poet’s imagery or with a painter’s brush.

BJP Wrests Delhi After 27 Years, Congress Scores Zero Again

The Bharatiya Janata Party won a historic mandate in Delhi polls on Saturday, returning to power in the national capital after 27 years by ousting Aam Aadmi Party with several AAP leaders including former Chief Minister Arvind Kejriwal losing from their strongholds.

The verdict came months after BJP-led coalition swept Maharashtra polls and the party won Haryana, consolidating its domination of national politics.

The Congress, which was hoping for its revival in the national captial, again failed to win any seat. The party, which ruled Delhi for 15 years from 1998, registered a hat-trick zero tally in assembly polls.

BJP has won 45 of 70 seats in Delhi and is leading on three. AAP has won 21 and is leading on one seat.

Prime Minister Narendra Modi lauded BJP’s victory and said it was triumph of “good governance” of the party at Centre and in states it is in power. He said the party will leave no stone unturned in developing Delhi and improving the overall quality of life for the people.

“Jana Shakti is paramount! Development wins, good governance triumphs. I bow to my dear sisters and brothers of Delhi for this resounding and historic mandate to @BJP4India. We are humbled and honoured to receive these blessings. It is our guarantee that we will leave no stone unturned in developing Delhi, improving the overall quality of life for the people and ensuring that Delhi has a prime role to play in building a Viksit Bharat,” he said in a post on X.

“I am so proud of each and every @BJP4India Karyakarta, who has worked very hard, leading to this outstanding result. We will work even more vigorously and serve the wonderful people of Delhi,” he added.

Apart from Kejriwal, several senior AAP leaders lost the polls including former Deputy Chief Minister Manish Sisodia, Delhi Minister Saurabh Bhardwaj, former ministers Somnath Bharti and Satyendra Jain and party leaders Awadh Ojha and Durgesh Pathak. Chief Minister Atishi won from Kalkaji.

Kejriwal accepted the people’s mandate and congratulated BJP on its victory.

“We accept the mandate of the people with great humility. I congratulate the BJP for this victory and I hope they will fulfil all the promises for which people have voted for them,” Kejriwal said in a video posted on X.

“We have done a lot of work in the field of health, education, infrastructure in the last 10 years. We will not only play the role of a constructive opposition but will also remain among the people and continue to serve them. We did not come into politics for the sake of power, we considered politics as a medium through which the people can be served,” he added.

The results were largely in accordance with prediction of exit polls, which had predicted a BJP victory.

In New Delhi seat, BJP’s Parvesh Verma defeated Kejriwal by over 4,000 votes. Congress candidate Sandeep Dikshit got 4,568 votes. Atishi defeated BJP’s Ramesh Bidhuri by over 3,500 votes in Kalkaji. Alka Lamba of Congress got 4,392 votes.

“I thank the people of Kalkaji for showing trust in me. I congratulate my team who worked against ‘baahubal’…We accept the people’s mandate. I have won but it’s not a time to celebrate but continue the ‘war’ against the BJP,” Atishi told reporters.

Sisodia lost from Jangpura to BJP’s Tarvinder Singh Marwah by a narrow margin of 675 votes.

Conceding defeat, he said he hopes the winning candidate (Tarvinder Singh Marwah) works for the constituency. Atishi expressed gratitude to people for expressing support.

Gopal Rai won the Babarpur assembly seat by a margin of 18,994 votes. He defeated BJP’s Anil Kumar Vashisht.

Kailash Gahlot, who left AAP to join BJP months ahead of the polls, won from Bijwasan assembly constituency. He defeated AAP’s Surender Bhardwaj with a comfortable margin.

Some other prominent winners of BJP included Vijender Gupta from Rohini, Kapil Mishra from Karawal Nagar and Ravinder Singh Negi from Patparganj.

Union Home Minister Amit Shah expressed gratitude to the people of Delhi for giving the mandate to BJP.

“Delhi ke Dil mein Modi (Modi in the heart of Delhi). This is a victory of ‘Modi ki Guarantee’ and the faith of Delhiites in Modi ji’s vision of development. Heartfelt gratitude to the people of Delhi for this massive mandate. Under the leadership of Modiji, BJP is determined to fulfil all its promises and make Delhi the number-1 capital of the world,” Amit Shah said.

“People have responded to the dirty Yamuna, dirty drinking water, broken roads, overflowing sewers and liquor shops open in every street with their votes. I heartily congratulate all the workers of BJP Delhi who worked day and night for this grand victory in Delhi,” he added.

Rajya Sabha MP Swati Maliwal launched a scathing attack at AAP, stating that that god “punishes” those who commit crime against women.

Maliwal’s remarks are a veiled reference to the assault case, wherein she alleged AAP chief Arvind Kejriwal’s personal aide, Bibhav Kumar of ‘assaulting’ her at the then CM’s residence.

AAP swept the polls in the last two assembly polls. It won 62 out of the 70 seats in 2020 and got 67 seats in 2015.

The counting votes was taken up on Saturday morning. Votes were polled on February 5.

Income Tax Relief, Repo Rate Cut To Boost Spending: Sitharaman

Income tax relief provided for in the Union Budget coupled with RBI repo rate cut put together will boost recovery in consumption in the economy, asserted Finance Minister Nirmala Sitharaman.

At a press conference on Saturday after her customary post-Budget meeting with the Central Board of Directors of the RBI, Sitharaman said industry is clearly seeing the signs of a possible recovery of consumption.

She added all her post-Budget interactions with industry and journalists give her a sense that the consumption sentiment had improved.

“Since after the budget, the few inputs that I’ve had from some business leaders and some senior journalists who have been interacting with business is that (though these are anecdotal)… Most of it seem to be on the same page that the orders for fast moving consumer goods for the period April to June are already getting booked, and industry is clearly seeing the signs of a possible recovery of consumption,” the minister said.

As a result of fresh demands, Sitharaman said that many businesses were looking at reviewing the capacity utilization.

“I see it a positive sign, and with yesterday’s decision of the RBI (the reduction of repo rate), I’m sure together, things can move in alignment,” she further said.

In Union Budget for 2025-26 tabled on February 1, the finance minister had announced that no income tax will be payable on income up to Rs 12 lakh, providing significant relief to taxpayers, especially the middle class. Earlier, this limit was Rs 7 lakh.

An estimated one crore middle-income Indian taxpayers will be out of tax net.

As a result of these tax relief proposals, the government will forego revenue of about Rs 1 lakh crore in direct taxes and Rs 2600 crore in indirect taxes.

The government expects that taxpayers saving money through lesser income tax will plough it back in the economy in form of either consumption, savings or investments.

On top of that, on Friday, the monetary policy committee of the RBI unanimously lowered the repo rate by 25 basis points from 6.5 per cent to 6.25 per cent. Policy stance was kept at neutral to allow the MPC flexibility on future path of policy action.

This was the first rate cut in about 5 years. The repo rate is the interest rate at which the Reserve Bank of India lends to commercial banks. Lending rates and EMIs are all linked to this key interest rate.

Talking about the new Income Tax Bill, Sitharaman, during the press conference today, said the Cabinet has cleared the new income tax proposal on Friday.

“(I) hope to have it introduced in the Lok Sabha in the coming week,” she said. Post the inroduction, it will go to a committee for scrutiny.

“The process is the committee gives its recommendation, it comes back, and then the government, through the Cabinet, takes a call whether these amendments are to be taken in, or some of them, or more need to be. It’s only after that it again goes to the parliament. So once the parliament passes, it is when they decide on when best to roll it out from,” she added.

She didn’t give a definite timeline for the rollout of the new income tax framework.

In July 2024 Budget, the government had proposed a comprehensive review of the Income-tax Act, 1961. The purpose was to make the Act concise and lucid and reduce disputes and litigation. (ANI)

God Punishes Those Who Harm Women: Swati Maliwal On AAP Defeat

Rajya Sabha MP Swati Maliwal launched a sharp criticism at the Aam Aadmi Party which is on the verge of losing Delhi assembly elections, stating that god “punishes” those who commit crime against woman.

Maliwal’s remarks are a veiled reference to the assault case, wherein she alleged AAP chief Arvind Kejriwal’s personal aide, Bibhav Kumar of ‘assaulting’ her at the then CM’s residence.

However, it is pertinent to note that despite being a sharp critic of AAP and Kejriwal since the episode, she has still not left the party.

“If we see the history – if something wrong happens to any woman, god has punished those who commit that,” Maliwal told ANI.

Launching a blistering attack on AAP chief Arvind Kejriwal, Maliwal stated that even Ravan’s pride was shattered, and “he is only Kejriwal.”

“Ego and pride doesn’t last long. Even Ravan’s pride was shattered, but then again he is only Arvind Kejriwal,” she said.

Highlighting the reasons behind AAP losing the elections, the Rajya Sabha MP stated that they have lost the elections because of the issues like water pollution, air pollution, poor infrastructure and lack of basic amenities.

She further congratulated the BJP and affirmed hope that they would work to fulfil their promises.

“Today, Delhi has become dustbin…It’s because of the issues like water pollution, air pollution and the condition of the streets, that Arvind Kejriwal himself has lost his seat. They (AAP) think that they can lie and people will believe in them…People should do what they say but our (AAP) leadership forgot that and deviated from what they used to say… I congratulate the BJP. People have voted for them with hope – and they should work to fulfil that…” Maliwal asserted.

As per the current trends, the Bharatiya Janata Party is poised to form the government in Delhi after 27 years.

Union Home Minister Amit Shah said on Saturday that the “rule of lies” has ended in Delhi and this is the beginning of a new era of development and trust in Delhi.

In a post on X, Shah said, “Delhi ke Dil mein Modi (Modi in the heart of Delhi)”.

“The people of Delhi have worked to make Delhi Aapda-free by destroying the ‘Sheeshmahal’ of lies, deceit and corruption. Delhi has taught such a lesson to those who break promises that it will set an example for those who make false promises to the public across the country. This is the beginning of a new era of development and trust in Delhi,” he added.

The Home Minister also expressed gratitude to the people of Delhi for their support and said BJP is determined to fulfil all its promises.

“This is a victory of ‘Modi ki Guarantee’ and the faith of Delhiites in Modi ji’s vision of development. Heartfelt gratitude to the people of Delhi for this massive mandate. Under the leadership of Modi ji, BJP is determined to fulfil all its promises and make Delhi the number-1 capital of the world,” Amit Shah said.

According to current trends by the ECI, BJP is ahead on 47 seats, having won 15 and leading on 32. While, AAP is ahead on 23, having won 11 and leading on 12. Congress has failed to even open its account in the Delhi elections for the third straight time.

The BJP has won eight seats in the Delhi election results, it includes Shalimar Bagh, rajouri Garden, Tri Nagar, Rajinder Nagar, Sangam Vihar, Greater Kailash, Patparganj and Gandhi Nagar.

While, AAP has won seats of Kondli, Delhi Cantt, Sultanpur Majra, Sadar Bazar, Chandani Chowk, Ballimaran, Tilak Nagar, Tughlaqabad and Babarpur.

Meanwhile, Aam Aadmi Party candidate Manish Sisodia on Saturday conceded his defeat in the Delhi elections to BJP candidate Tarvinder Singh Marwah.

Speaking to the media, Sisodia asserted that the people have supported him really well.

Polling for the 70-member Assembly was held on February 5, with a total voter turnout recorded at 60.54 per cent. (ANI)
