Over 52 Lakh Voters Not Found At Their Addresses In Electoral Rolls Revision In Bihar: ECI

More than 52.30 lakh voters were not found at their registered addresses during the ongoing Special Intensive Revision (SIR) of electoral rolls in Bihar, the Election Commission of India (ECI) said on Tuesday.

According to the poll body, 52,30,126 electors, amounting to 6.62 per cent of the state’s total registered voters, were either deceased, had shifted permanently, were enrolled at multiple locations, or were untraceable.

Of the total, nearly 18.5 lakh electors were reported as deceased, 26 lakh had permanently shifted, and nearly 7.5 lakh electors were found to be enrolled at multiple places, and around 11,000 voters were not traceable.

The ECI has shared the list of these names with the 1.5 Lakh Booth Level Agents (BLAs) appointed by district presidents of 12 major political parties in Bihar. These BLAs have been actively cooperating in finding the status of electors not found at their addresses.

However, some experts are of the opinion that why some national and state leaders of some political parties and intellectuals who want dead, shifted, duplicate, and untraceable voters to be included in the draft electoral rolls. They argue that such demand defies logic and flies in the face of the entire purpose of a Special Intensive Revision.

They said that the SIR exercise is comprehensive and will ensure that no eligible elector is left out of the list. The demands to include such electors suggest an ulterior motive hidden from the general public.

“If the leaders of these political parties want to go against the wishes of their own BLAs and their hard work, then they should come out clearly specifying why. Instead of obstructing the hard work being done on the ground by the BLOs and the BLAs of their own political parties, why don’t they support the process of ensuring updated and error-free electoral rolls?” the experts said.

In a statement released on Tuesday, the ECI noted that out of the total 7,89,69,844 voters, 97.30 per cent, or 76,834,228, have filled the enumeration forms so far.

The Commission stated that CEO/DEOs/EROs/BLOs are extensively working with representatives of all political parties and have shared a list of 21.36 lakh electors whose forms have not been received so far.

ERO/BLOs have also shared a list of nearly 52.30 lakh electors who are reportedly deceased, have permanently shifted, or have enrolled at multiple places. Additionally, detailed lists of voters not found are being shared by EROs/BLOs with political parties, the ECI added.

The Commission stated that a full one-month period — from August 1 to September 1 — will be available to any member of the public to file objections for any additions, deletions, and rectifications in draft electoral rolls.

While the Election Commission has not yet announced official dates, the Bihar Assembly elections are expected to be held in October or November this year. (ANI)

RJD’s Tejashwi Yadav Slams SIR Exercise

RJD leader Tejashwi Yadav on Tuesday strongly criticised the ongoing Special Intensive Review (SIR) of electoral rolls in Bihar, alleging large-scale irregularities and ‘disenfranchisement’ of poor and migrant voters.

Addressing a press conference, Yadav said the Rashtriya Janata Dal (RJD) and the rest of the opposition had consistently objected to the SIR process.

Yadav said, “We have repeatedly raised objections regarding SIR in Bihar… So much fraud is happening; the BLOs are signing the form, putting thumb impressions and uploading it. There is confusion among the people.”

Yadav claimed that the ‘disenfranchisement’ of migrant labourers from Bihar, who are compelled to work outside the state for a livelihood, raised a critical question on the legitimacy of the electoral process.

“There are some documents that the poor do not have, so how will those who go out for work become voters. There are 11 such documents that the poor do not have. The migrants from Bihar who have to work outside, how did they become voters,” he asked.

He said that the INDIA alliance had submitted an adjournment motion in the Assembly seeking a special discussion so that “all matters can come to light.”

Invoking Bihar’s legacy as the cradle of democracy, Yadav said, “If there is a grand temple of democracy in Bihar, it is the Bihar Legislative Assembly, and Bihar is the mother of democracy. If democracy itself is being dismantled from there, then it becomes the duty of all of us, whether from the ruling side or the opposition.”

He cautioned against large-scale deletions of names from the voter rolls and emphasised that the right to vote is fundamental.

Yada said, “It is the voters who elect representatives, and if their very right to vote is taken away, then what meaning is left for us to remain here? We raise their concerns. If you strike off the names of lakhs of voters from the electoral rolls, this cannot be allowed. Whether a person is a citizen of this country or not–that will not be decided by the Election Commission; it will be decided by the Ministry of Home Affairs, Government of India.”

Meanwhile, the Election Commission of India on Tuesday said that during Special Intensive Revision (SIR) of electoral rolls in Bihar, it has discovered that 18 lakh of the registered voters have passed away, and 26 lakh electors have shifted to another constituency. ECI also noted that more than 7 lakh voters are enrolled at two places.

In a release, ECI shared that out of the total 7,89,69,844 voters, 97.30 per cent, or 76,834,228, have filled the enumeration forms so far.

The Election Commission said that CEO/DEOs/EROs/BLOs are extensively working with the representatives of all political parties and have shared a list of 21.36 lakh electors whose forms have not been received so far.

ERO/BLOs have also shared a list of nearly 52.30 lakh electors who are reportedly deceased, have permanently shifted, or have enrolled at multiple places.

Additionally, detailed lists of voters not found are being shared by EROs/BLOs with political parties, ECI added.

According to the poll body, a full one-month period, from August 1 to September 1, will be available to any member of the public to file objections for any additions, deletions, and rectifications in draft electoral rolls.

Earlier in the day, Opposition parties in Bihar protested against the ongoing Special Intensive Revision (SIR) of the electoral rolls, hitting out at Prime Minister Narendra Modi and Chief Minister Nitish Kumar for allegedly trying to snatch away the voting rights of the people ahead of assembly elections.

The second day of the Bihar state assembly had the Rashtriya Janata Dal (RJD), Congress, and Left parties protesting on the steps of the assembly, holding placards and raising slogans against the alleged “vote theft” in the state ahead of the assembly polls. (ANI)

First Look Of ‘Avatar: Fire And Ash’ Antagonist Unveiled

The makers of ‘Avatar: Fire and Ash’ unveiled the first look of Varang, the new antagonist from the ‘Ash clan’ in ‘Avatar 3’, reported Variety.

The first look of the clan’s leader, Varang, played by Oona Chaplin, was revealed by the team. She is expected to lock horns with Jake (Sam Worthington).

In a post on the official ‘Avatar’ X account, it was revealed that the first trailer for James Cameron’s ‘Avatar’ sequel will screen exclusively in theatres before showings of Marvel’s ‘Fantastic Four’, reported Variety.

“Meet Varang in Avatar: Fire and Ash. Be among the first to watch the trailer, exclusively in theatres this weekend with The Fantastic Four: First Steps,” the caption reads, along with the first look of Varang.

“Avatar: Fire and Ash” is set to hit theatres on December 19. Meanwhile, the fourth and fifth “Avatar” films are scheduled for release on December 21, 2029, and December 19, 2031, respectively, reported Variety.

In April, Disney debuted the first footage from James Cameron’s highly anticipated film ‘Avatar: Fire and Ash’ at CinemaCon, giving a glimpse into the next instalment of the beloved franchise.

Introduced by James Cameron in a video segment, the footage showcased the increased emotional depth and complexity of the film, promising a thrilling conclusion to the trilogy.

Cameron teased that the film’s heroes will face not only the human invaders but also new adversaries, the Ash people.

Zoe Saldana, who plays Neytiri, took the stage to introduce the footage, explaining that “Fire and Ash expands the beautiful world of Pandora and introduces two new clans, the Wind Traders and the Ash People,” as quoted by The Hollywood Reporter.

The footage, which ran for approximately three minutes, opened with Neytiri telling Jake, “The strength of the ancestors is here.” The scene then shifts to a dramatic battle sequence, with Jake imploring Neytiri to let go of her hatred.

The footage concluded with a character lamenting, “We cannot defeat this enemy that comes from the stars.”

The success of the Avatar franchise is undeniable, with the first two films breaking box office records. The original Avatar, released in 2009, became the highest-grossing film of all time, earning USD 2.9 billion globally.

The second instalment, ‘The Way of Water’, released in 2022, became the third highest-grossing film of all time, surpassing expectations to earn USD 2.3 billion globally.

Cameron has teased that ‘Fire and Ash’ will be a bit longer than ‘The Way of Water,’ which clocked in at 3 hours and 12 minutes.

The film’s official description promises a gripping storyline, with Jake and Neytiri’s family grappling with grief and encountering a new, aggressive Na’vi tribe, the Ash People.

The film boasts an ensemble cast, including Sam Worthington, Sigourney Weaver, Britain Dalton, Jack Champion, Trinity Jo-Li Bliss, Stephen Lang, Giovanni Ribisi, Edie Falco, Brendan Cowell, Matt Gerald, Kate Winslet, Cliff Curtis, Bailey Bass, Jemaine Clement, and David Thewlis.

Cameron plans to release five Avatar films in total, with Avatar 4 set for December 21, 2029, and Avatar 5 on December 19, 2031. (ANI)

No Border Is Visible From Space: IAF Group Captain Shukla’s Words Find Place In Grade 5 NCERT Book

“The Earth looks completely one; no border is visible from outside”–these powerful words by Group Captain Shubhanshu Shukla, the first Indian to reach the International Space Station, are mentioned in a recently released Class 5 textbook by NCERT.

The quote, part of a conversation between Group Captain Shukla and then Prime Minister Narendra Modi, appears in the chapter Earth, “Our Shared Home” in the Environmental Studies book, “Our Wondrous World”.

Recounting his experience of seeing Earth from space, Shukla said, “It seems that no border exists, no state exists, no countries exist. We all are part of humanity, and the Earth is our one home, and all of us are in it.”

Shukla completed a landmark 18-day mission aboard the International Space Station (ISS) on July 15, becoming the first Indian in over four decades to set foot on the orbital outpost.

Designed for Grade 5 students, the TWAU (The World Around Us) textbook is part of a larger pedagogical shift guided by NEP 2020. It integrates Science, Social Science, and Environmental Studies into a single narrative aimed at fostering observation, inquiry, and ethical reasoning.

It presents a unified approach to teaching science, social science and environmental studies through stories, hands-on activities, and real-world connections.

Among the content featured in the book is DIGIPIN, a digital address system that assigns a unique 10-character code to every location in India, helping postmen, ambulances, and delivery agents locate even remote homes or schools more easily.

In Chapter 2, students embark on a geographical journey along the Godavari River, learning about the Brahmagiri Hills, Coringa Wildlife Sanctuary, and initiatives such as the Namami Gange Programme. Flood safety tips appear in another section, equipping students with essential life skills.

Chapter 3 introduces students to microbes, food preservation methods such as drying, pickling and refrigeration, and health concepts like oral hygiene and choking hazards.

In the chapter Our Vibrant Country, students explore India’s rich culture through national symbols, traditional dress, monuments, regional dances, and a currency note activity that helps decode cultural elements.

The textbook also brings in inspirational stories of national icons like APJ Abdul Kalam, Bhagat Singh, Rani Lakshmibai and Chhatrapati Shivaji.

A chapter titled “Some Unique Places” takes students on a travelogue across India, highlighting the Sundarbans, North-East India, eco-friendly architecture, local innovations, and biodiversity.

It mentions Bhut Jolokia from Assam, coir crafts from Kerala, and the Kailashnatha temple in Maharashtra. Side notes throughout the book provide nuggets of general knowledge, from Wular Lake in Kashmir and the Statue of Unity to Hiware Bazar in Maharashtra and Majuli Island in Assam.

With a blend of nature walks, interviews, model-making and journal-writing, the book promotes inquiry-led learning.

Students are guided to observe, hypothesise, test and conclude, while understanding the interdependence of people and nature. The textbook also encourages them to document seasonal changes and reflect on their experiences, while appreciating India’s diversity and the unity of the planet. (ANI)

Shah To Unveil National Cooperative Policy 2025 On July 24

Union Home Minister and Minister of Cooperative Amit Shah will announce the National Cooperative Policy 2025 on July 24–a move that will prove to be a milestone in the cooperative movement of India for the next two decades, from 2025 to 2045.

Shah will make the announcement at an event organised at Atal Akshay Urja Bhawan in the National Capital.

As per the Ministry of Cooperation, the new cooperative policy 2025 aims to revive and modernise the cooperative sector as well as realise the vision of prosperity through cooperation by creating a roadmap at the grassroots level.

Earlier in 2002, India’s first National Cooperative Policy was issued, which gave a basic framework for better management of the economic activities of cooperative institutions.

“In the last 20 years, many major changes have taken place in the society, country and the world due to globalisation and technological advancement. Keeping these changes in mind, it became necessary to formulate a new policy so that cooperative institutions can be made more active and useful in the current economic scenario and the role of the cooperative sector can be strengthened in achieving the goal of ‘Viksit Bharat 2047’,” said the Ministry.

The objective of the National Cooperative Policy is to make cooperative institutions inclusive, manage them professionally, prepare them for the future, and be able to create large-scale employment and livelihood opportunities, especially in rural India.

A 48-member national-level committee headed by former Union Minister Suresh Prabhakar Prabhu has prepared the new National Cooperative Policy. This committee included members from national/state cooperative federations, cooperative societies of all levels and sectors, representatives of the concerned central and state government ministries or departments, and academicians.

To ensure a participatory and inclusive approach, the committee held 17 meetings and four regional workshops in Ahmedabad, Bengaluru, Gurugram, and Patna. A total of 648 valuable suggestions received from stakeholders were carefully evaluated and incorporated in the new cooperative policy.

Members of the drafting committee of the National Cooperative Policy, Chairmen and Managing Directors of all National Cooperative Unions, senior officials of the Ministry, senior officials of National Cooperative Development Corporation (NCDC), National Council of Cooperative Training (NCCT) and Vaikunth Mehta National Institute of Cooperative Management (VAMNICOM) will be present on the occasion when Amit Shah will announce the National Cooperative Policy 2025. MiG-21 Jets To Be Phased Out By Sept 2025, Replaced By Tejas Mk1A: Officials

The Indian Air Force will be phasing out phasing out its MiG 21 fighter jet aircraft by September 2025, and replace them with the Tejas Light Combat Aircraft (LCA) Mark 1A, defence officials said on Tuesday.

First inducted in 1963, these jets will be retired after 62 years of service with the indigenously developed Tejas aircraft replacing them in all the current squadrons. The squadrons operating the MiG 21 plane are currently in Rajasthan’s Nal Air Force base.

“Indian Air Force to phase out the MiG-21 fighter jet by September this year. The squadrons operating the aircraft are currently in Nal air base in Rajasthan. The LCA Mark 1A aircraft would be replacing the MiG-21s in the IAF,” a defence official said.

The MiG 21 is India’s first ever supersonic jet, acquired as part of a deal with the erstwhile Soviet Union in 1963. The aircraft has had limited use in the 1965 Indo-Pakistan war, but was subsequently used multiple military conflicts since, including the 1999 Kargil War, 1971 Bangladesh Liberation War.

Notably, the aircraft was also used during the 2019 Balakot airstrike against terrorist camps in Pakistan. During the operation, one MiG 21 was downed, leading to the capture of Wing Commander Abhinadnan.

The present Air Force Chief of Air Staff, AP Singh, also flew the MiG 21 aircraft recently.

The fighter jet has also been the mainstay of Air Force operations. However, the aircraft has been unofficially dubbed as the ‘flying coffin’ due to the various accidents with it.

In October 2023, Number 4 Squadron, known as “Oorials” of the IAF based at Air Force Station Uttarlai (Barmer), Rajasthan, decommissioned their MiG 21 and Su-30 MKI, marking a watershed moment in the history of the squadron, which had been operating the MiG-21 since 1966.

Earlier on July 17 2025, The Hindustan Aeronautics Limited (HAL) were handed over the first set of wing assemblies for Light Combat Aircraft (LCA) Mk1A, produced by Larsen & Toubro, according to an official statement from the Ministry of Defence.

Secretary (Defence Production) Sanjeev Kumar attended the event virtually as General Manager (LCA Tejas Division) M Abdul Salam received the assemblies on behalf of HAL from Precision Manufacturing & Systems Complex unit of L&T.

In his address, the Secretary (Defence Production) commended the efforts of HAL and L&T towards achieving self-reliance. He hailed HAL for spearheading collaboration with different private sector partners, nurturing them and ensuring enhanced capability. He expressed confidence in meeting the requirement of the production target for LCA Tejas. He called for expanding horizons and focusing on reducing dependency on other countries. (ANI)

Court Allows Ex-AAP MLA Naresh Balyan E-Mulakat

Delhi’s Rouse Avenue Court on Tuesday permitted the ex-Aam Aadmi Party (AAP) MLA Naresh Balyan to have E-Mulakat and Telephonic conversation with his family for five minutes once a week from Mandoli Jail.

Balyan is in judicial custody in a MCOCA (Maharashtra Control of Organised Crime Act, 1999) case linked with an organised crime syndicate allegedly run by gangster Kapil Sangwan alias Nandu.

Special judge Dig Vinay Singh allowed the application of Naresh Balyan seeking E-Mulakat through video conferencing and telephone conversation with family from jail. The court has permitted Balyan to have an E-Mulakat and a Telephonic conversation once a week each, his counsel told ANI.

Applications moved by the other three accused for the same facility have also been allowed.

Meanwhile, the court has allowed Delhi Police to interrogate accused Vikas Gehlot in judicial custody in response to the application moved by Delhi police seeking permission to interrogate Gehlot in judicial custody. Police mentioned that the Investigation Officer (IO) in the matter has changed, and some new facts have surfaced in Forensic Science Laboratory (FSL) examination, which require verification.

The court granted bail to the accused, Veenita, after she appeared before the court. The court had issued summons to her on the supplementary charge sheet filed against her without arrest.

On July 15, Delhi Police had filed a supplementary charge sheet against two more accused, Vikas Gehlot and his wife, Veenita.

The court has listed the matter for scrutiny of documents. Matter has been listed on August 5. The court has already taken cognizance of the main offence under sections 3 and 4 of the MCOC Act on 24 February 2025.

It is claimed by the police that on the instructions of his husband, Vikas Gehlot, Veenita transported the firearm and ammunition from the house of Vikas to the house of a relative. It was done on 17.04.2025. On the same date, the arms & ammunition were recovered from the house of their relative. There also exists a seizure memo prepared to that effect.

Ballistic Expert’s opinion is also on record. Sanction U/s 39 of the Arms Act, 1959 has also been obtained, the court noted.

The Delhi police have invoked Section 25 of the Arms Act against the accused, Veenita. The court, after taking cognizance of the offence U/s 25 of the Arms Act, 1959, issued summons to Veenita. “Summons qua her be issued to be served through the IO, and the summons be handed over to the IO today itself for service,” Special Judge Dig Vinay Singh ordered on July 15.

Earlier, the court had called a report on Balyan’s plea seeking a call facility. A detailed report was also called in respect of applications of other accused persons who sought permission to have telephonic conversation with their families, and what decision has been taken by the jail authorities.

Advocate Rajiv Mohan and Rohit Kumar Dalal appeared for Naresh Balyan. Naresh Balyan’s bail petition is pending before the Delhi High Court. His earlier bail plea was rejected by the Rouse Avenue court on May 27.

The Delhi police have filed a supplementary charge sheet under Sections 3 and 4 of the MCOCA against Balyan. Ex-MLA Balyan has been in custody since December 4, last year, in the present MCOCA case. (ANI)

CISF Seizes 28 Kg Gold Paste From Dubai Couple At Surat Airport

In what is being described as the largest-ever gold smuggling attempt at Surat International airport, the Central Industrial Security Force (CISF) claimed to have successfully intercepted 28 kilograms of gold paste concealed on a middle-aged Indian couple.

The duo, residents of Gujarat, arrived on Air India Flight IX-174 from Dubai on the night of July 20.

During a security check, CISF personnel found the gold paste meticulously strapped around their midsections and upper torsos. Officials said the woman was carrying 16 kg of gold paste, while the man had 12 kg on him.

“Based on concentration levels of the paste, officials estimate the pure gold yield to be over 20 kg. This is likely the biggest gold haul in the airport’s history,” the CISF said in a statement.

According to the statement, a CISF intelligence staff member, deployed in plain clothes at the international arrival area, observed suspicious behaviour exhibited by a middle-aged Indian couple at around 10 pm on July 20.

“The duo, Gujarati residents, caught the officer’s attention due to their unusual walking pattern and slight bulges around the abdominal area, which didn’t match the natural body contour,” the CISF statement mentioned.

Acting swiftly, the officer maintained discreet surveillance and alerted senior Customs officials to his observations.

“Based on his tip-off, Customs authorities conducted a detailed physical check of the couple, both dressed in traditional attire, the man in a shirt and trousers, and the woman in a salwar suit. What followed was a stunning discovery. A total of 28 kilograms of gold paste was found expertly strapped around their midsections and upper torsos,” the CISF said.

An official close to the investigation, CISF statement points, “This is likely the biggest gold haul in the airport’s history.”

“The operation highlights the vital role of behavioural profiling and the strong synergy between CISF and Customs,” it added. (ANI)

WB: 4 Held For Gangrape Of Law Student

All four accused arrested in the case of the alleged gang rape of a law student at the law college in Kolkata’s Kasba area on June 25 were produced before the Alipore court on Tuesday.

The accused included Manojit Mishra, Zaib Ahmed and Pramit Mukhopadhyay.

Earlier on July 10, the West Bengal government submitted a sealed progress report on the alleged rape of a 24-year-old Law student to the Calcutta High Court.

The state also produced the case diary before a division bench comprising Justice Soumen Sen and Justice Smita Das De, which reviewed the victim’s statement under Section 183 of the Bharatiya Nyay Samhita (BNS) and the medical records.

The court directed that a copy of the progress report be handed to the victim’s advocate, strictly barring its disclosure without prior court permission.

The victim’s family, through counsel, expressed satisfaction with the investigation led by Kolkata Police’s SIT. The police also filed a report explaining why local officers allegedly failed to act on earlier threats against the victim.

The incident took place on June 25, when a student was allegedly gangraped inside the South Calcutta Law College in the Kasba area of Kolkata.

Five days later, on June 30, Kolkata Police said that the three main accused in the case were arrested in less than 12 hours.

Initially, the Alipore Court had sent the three primary accused — Monojit, Pramit, and Zaib — to police custody till July 8, while the fourth accused, security guard Pinaki, was remanded to custody till July 4.

Earlier, the Kolkata High Court sought a response from the West Bengal Government on three Public Interest Litigations (PILs) regarding the alleged gangrape at the South Calcutta Law College in the Kasba area. The Court also questioned why the governing body of the college was not included in the case. (ANI)
