‘A Person Can Be Both An Animal Lover And Sensitive To Stray Menace’

Saurabh Singh, a fitness enthusiast in Lucknow, says civic bodies alone cannot manage strays; animal lovers and residents groups must step it to find a middle path. His views:

I recently shifted to a newly developed area in Lucknow as the core city was getting crowded and cramped with each passing day. I chose this locality as it has green surroundings and ample public space to take walks at any given time of the day. However, as the rule of nature goes in our culture and country, public spaces are often shared by wandering canines, bovines etc.

There are times when these animals are often in conflict with one another over territorial issues or sharing of food. Such noisy fights can be a nuisance to the old and frightening to the young. However, in any progressive society, there must be a civilised way to deal with an issue and we cannot turn a blind eye to the plight of an abandoned, homeless creature, as happened in the case of Supreme Court earlier decision to cramp all stray dogs in Delhi-NCR into state shelter.

A permanent and a benevolent solution to such issues begin with expert scientific approach, backed by state machinery, skilled workforce and wherewithal. The other aspect is time. You cannot solve an issue of this magnitude in a matter of weeks, as directed earlier by the Supreme Court bench. How can any government or civic administration achieve such Herculean task with limited resources?

The statistics appearing in the media are mind-numbing. There are about 10 lakh stray dogs roaming on the streets of Delhi-NCR while the Municipal Corporation of Delhi only has a meagre 20 such facilities to treat or sterilize the abandoned dogs!

Surprisingly, in 2024, the Lucknow bench of the Allahabad High Court also took suo moto cognizance of the stray dog menace in Lucknow, registering a case to address the issue after a minor boy was mauled to death by a pack of strays. The court directed the Lucknow Municipal Corporation (LMC) to explain the steps being taken to curb the menace. The LMC was asked to explain the measures being taken to control the stray dog population and address the issue of attacks, including the implementation of Animal Birth Control (ABC) Rules, 2023.

However, besides the increased activity of the animal-catching staff of the LMC and some hyper activities of various departments (which were highlighted in the local media for a few days), no concrete and visible action was taken and the situation remains the same in all the localities of Lucknow.

The responsibility for managing stray animals does not lie solely with the judiciary or the municipal authorities. Civil society organisations, residents welfare associations, animal rights activists and individuals have a collective role to play. Most of the Indian cities face similar challenges, where the stray dog population is the unintended consequence of inadequate waste management, urban sprawl, and a lack of robust sterilisation programmes.

The issue is a complex one with valid arguments on both sides. It is not a simple dichotomy between being an animal lover and prioritizing public safety. A citizen can be both an animal lover and concerned about public safety. Thus there is a strong need to establish or to derive a middle path for this.

UP: Rising Ganga Water Level Causes Flood-Like Situation In Kanpur Villages

The rising water level of the Ganga River has caused a flood-like situation in several villages of Kanpur.

Earlier, on Tuesday, the increase in the Ramganga river water level also created a flood-like situation in nearby areas, destroying crops in Uttar Pradesh’s Moradabad, leaving farmers in distress and waiting for compensation from the government.

Sugarcane and paddy fields were submerged, causing heavy financial losses to the farmers. The exact estimate of the loss is yet to be calculated.

Moradabad Divisional Statistical Officer of the Horticulture Department, Harjeet Singh, said that farmers who have insurance under Fasal Beema Yojna will be compensated accordingly.

He said, ” We don’t have an exact estimate of the loss yet. If the farmers have insurance under the ‘Fasal Beema Yojana’, they will be insured accordingly. The government will decide the compensation for the farmers…We are helping and guiding the farmers as much as we can. “He noted that the administration is actively assisting and guiding affected farmers.

Sanjay, a farmer whose paddy and sugarcane fields were destroyed, expressed the financial problems he will face and said, “There was sugarcane, there was paddy… everything was destroyed in the floods… When the water level decreases, I will have to replant all the crops. There would have been a loss of Rs 20,000. The government should think about this. I will have to take a loan again…”Several regions are experiencing heavy rainfall, cloudbursts, flash floods, and landslides, causing loss of life and property. The water level of several rivers has crossed the danger mark.

Earlier, all the 18 gates of Hathinikund Barrage were opened after 1.78 lakh cusec of water came into the river due to heavy rainfall, resulting in a rise in the water level. (ANI)

BSF To Raise Border Issues At 65 DG-Level Meet In Dhaka

Prevention against attack on BSF personnel and Indian civilians by Bangladesh-based miscreants, trans-border crimes, and construction of a single row fence are among over half a dozen issues set to be raised by India in the DG-level biannual Border Co-ordination Conference starting from Monday in Dhaka.

Action against Indian Insurgent Groups (IIGs) in Bangladesh, issues related to border infrastructure, joint efforts for effective implementation of the Coordinated Border Management Plan (CBMP), Confidence Building Measures (CBM), and other issues will also be raised in the four-day conference being held from August 25 to August 28.

The co-conference between India’s Border Security Force (BSF) and Border Guard Bangladesh (BGB) will be organised by the BGB at Bangladesh’s capital, Dhaka.

During this conference, the BSF delegation, led by BSF Director General Daljit Singh Chawdhary, will meet the BGB delegation, headed by its Director General, Major General Mohammad Ashrafuzzaman Siddiqui.

Officials in the BSF told ANI that the conference is being organised to discuss the “border-related issues and for better coordination between both border guarding forces.”

The last BSF-BGB Border Co-ordination Conference was held from 17th to 20th February 2025 at New Delhi.

The Joint India-Bangladesh guidelines for Border Authorities – 1975 envisage that there should be frequent contacts between the border authorities of the two concerned countries to discuss the matters of immediate administrative concern.

An Indian delegation under the leadership of Ashwani Kumar, former Director General of BSF, and the Bangladesh delegation under the leadership of Major General Quazi Golam Dastgir, former Director General BDR (now BGB), met at Kolkata on December 2, 1975, for the first time to discuss mutual border problems. Since then, the meetings between DG BSF and DG BGB were held annually alternatively in India and Bangladesh till 1993.

During discussions between the Home Secretaries of India and Bangladesh that were held at Dhaka (Bangladesh) from Oct 7th to 9th, 1993, it was agreed that the Director General-level meetings between BSF and BGB were to be a bi-annual event.

In the agreed summary of discussions during the said meeting, it was emphasised that problems in the areas of mutual interests and concerns could be progressively resolved through close contacts and continuing meaningful dialogue at various levels.

Accordingly, DG BSF and DG BGB have been holding Border Coordination meetings twice a year alternatively at Delhi and Dhaka, and a joint record of discussions of these meetings is forwarded to the Ministry of Home Affairs after each such meeting. (ANI)

‘Hard To Win War Without Attacking’: Trump Hints At Letting Ukraine ‘Fight Back’ Amid Peace Talks

US President Donald Trump on Thursday (local time) hinted at allowing Ukraine to “fight back” against Russia, marking a departure from his earlier peace stance, as he said, “It is very impossible, if not impossible, to win a war without attacking an invading country.”

Promising “interesting times ahead,” Donald Trump criticised Joe Biden for not allowing Ukraine to “fight back” against Russia, calling the former US President “grossly incompetent” for his action, reiterating that the war would never have happened if he (Trump) was the President.

In a post on Truth Social, Donald Trump said, “It is very hard, if not impossible, to win a war without attacking an invader’s country. It’s like a great team in sports that has a fantastic defence, but is not allowed to play offence. There is no chance of winning! It is like that with Ukraine and Russia. Crooked and grossly incompetent Joe Biden would not let Ukraine FIGHT BACK, only DEFEND. How did that work out? Regardless, this is a war that would have NEVER happened if I were President – ZERO CHANCE. Interesting times ahead!!!”

This comes after Russia launched its largest drone and missile attack on Ukraine in more than a month, just days after a meeting between Russian President Vladimir Putin and Trump in Alaska. Nine civilians were killed in the strikes as well as in shelling in eastern Ukraine, CNN reported, citing Ukrainian officials.

The meeting in Alaska failed to establish any solid ground for the ceasefire as Ukrainian President Volodymyr Zelenskyy remained insistent on having security guarantees before agreeing to a ceasefire. However, Trump has suggested a trilateral meeting involving him, Putin and Zelenskyy in the near future.

Trump has also promised that the US would be involved in providing security guarantees for Ukraine. The US leader said that there would be some form of security guarantees for Ukraine, but did not reveal whether this would involve US troops.

However, US White House Press Secretary Karoline Leavitt on Tuesday ruled out the possibility of US sending troops to Ukraine as part of security guarantees.

“The president has definitively stated US boots will not be on the ground in Ukraine, but we can certainly help in the coordination and perhaps provide other means of security guarantees to our European allies. The president understands that security guarantees are crucial to ensuring a lasting peace. He has directed his national security team to coordinate with our friends in Europe and also to continue to cooperate and discuss these matters with Ukraine and Russia as well,” she said.

Upon being asked if the US would provide ‘air’ as a security option, Leavitt said that it was a possibility.

“It is an option and a possibility. I certainly won’t rule out any military options that the president has at his disposal. I’ll let him do that. I can tell you he’s ruled out boots on the ground,” she said.

Siddaramaiah, Shivakumar Should Take Responsibility For Bengaluru Stampede: BJP’s Yediyurappa

BJP Karnataka State President Vijayendra Yediyurappa said that Karnataka CM Siddaramaiah and Dy CM DK Shivakumar are the ones to take the responsibility for the stampede outside the Chinnaswamy Stadium on June 4 during the Royal Challenger Bengaluru team’s Indian Premier League (IPL) victory celebrations.

On June 4, 11 people died and several were injured in a stampede outside Bengaluru’s M Chinnaswamy stadium as a massive crowd of nearly 3 lakh people had gathered to witness the victory celebration of Royal Challengers Bengaluru, celebrating their maiden IPL trophy win.

A two-person bench of the Central Administrative Tribunal (CAT) observed Royal Challengers Bengaluru (RCB) to be “responsible” for the gathering of “about three to five lakhs people” outside their home venue of M Chinnaswamy Stadium.

However, Yediyurappa, on Thursday, alleged that the state government made the decision to organise the felicitation program and said, “Today the govt has taken action against the police officers… The issue is with the incident where the 11 innocent people died; the decision was taken by the state government, not by the police department. It was the decision of CM Siddaramaiah to organise the felicitation program outside the Vidhana Soudha. The police department was requesting more time to organise the celebration rally. It is CM Siddaramaiah and DK Shivakumar who have to take the responsibility,” Yediyurappa told the media.

Last month, the CAT pulled up RCB for “unilaterally” putting up information on celebrations without “obtaining the permission” or without the “consent” of the police.”

The CAT order stated that neither the franchise nor its event management firm, S DNA Entertainment Network Private Limited, sought any permissions to conduct the title celebration parade at the stadium.

The order came out in defence of cops, saying that they are “human beings”, “neither God (Bhagwan) nor Magician and did not have the magical powers like “Alladin ka Chirag” capable of fulfilling a wish only by rubbing a finger.” (ANI)

Raveena Tandon Visits Ram Temple In Ayodhya

Actress Raveen Tandon visited Ram Temple and Hanuman Garhi Temple on Thursday to offer prayers.

Talking to the media after the visit, Raveena said the visit went really well. “The facilities are top-notch,” she said.

The Shri Ram Janmbhoomi Mandir is constructed in traditional Nagara style. Its length (east-west) is 380 feet, its width is 250 feet, and its height is 161 feet. 392 pillars and 44 doors support it.

The temple’s pillars and walls showcase intricately sculpted depictions of Hindu deities, Gods, and Goddesses.

In the main sanctum sanctorum on the ground floor, the childhood form of Bhagwan Shri Ram (the idol of Shri Ramlalla) has been placed.

Lakhs of devotees have been flocking to Ayodhya since the Pran Pratishtha ceremony of Lord Ram Lalla. Daily visitors to the Hanumangarhi Ram Temple have also been increasing.

Meanwhile, on the work front, Raveena was last seen in ‘Inn Galiyon Mein’.

It was directed by Avinash Das and starred Jaaved Jaaferi, Vivaan Shah, Avantika Dasani, Sushant Singh and Istiyak Khan in the prominent roles.

Raveena is also set to star in the upcoming comedy-drama ‘Welcome 3’, a part of the popular ‘Welcome’ franchise.

‘No CCTV Of Attack On Rekha Gupta Whereas Kejriwal’s Were Recorded And Streamed’

On the attack on Delhi’s Chief Minister Rekha Gupta during a public hearing, AAP State President Saurabh Bhardwaj on Thursday remarked that the CCTV footage of the attack on Delhi CM is not available, whereas attacks on Arvind Kejriwal were recorded and streamed everywhere.

Speaking to ANI, AAP State President said, “Before this, several attacks have been made on Arvind Kejriwal… While we haven’t seen CCTV footage of an attack on Rekha Gupta yet, attacks on Arvind Kejriwal were recorded and streamed everywhere.”

He further compared the two attacks and said that in Gupta’s case, Delhi Police registered an ‘attempt to murder’ case and the accused was taken to police remand, whereas in Kejriwal’s case, the matter was deliberately kept weak.

“It was the duty of the police to register a case of ‘attempt to murder’ in such attacks earlier, and the accused should have been taken into police custody so that such activities do not happen again, as was done in the case of Rekha Gupta. But in Arvind Kejriwal’s case, the matter was deliberately kept weak, security was lax, and whenever an attack occurred, it was said that the people of Delhi are angry…,” Bhardwaj said.

Bhardwaj also targeted Delhi Police for hiding the CCTV footage. He said, “We are glad that in Rekha Gupta’s case, the police have an FIR, but I believe that the police are hiding the CCTV footage of the incident to cover up their failure…”

He further highlighted the Delhi Police inefficiency by saying, “If the CM with Z security is being attacked and their CCTV footage is visible to the public, it will reveal to the public how the Delhi Police has failed and how their Z security is useless and ineffective. That is why very senior officers of Delhi Police have seized the CCTV footage, otherwise Delhi Police has its own record in such matters, they are the first ones to release the CCTV footage and first one to plant news, but everything is hidden in this case.”

On Wednesday, the Chief Minister was attacked during a public hearing at her official residence in Civil Lines. Rajesh Khimji, a resident of Rajkot, Gujarat, was arrested by Delhi Police yesterday. Meanwhile, Delhi Police are investigating the matter from all angles and are coordinating with Rajkot Police, sources said. Central agencies, including the Intelligence Bureau (IB), have also joined the probe.

Meanwhile, the Central government has granted Z-category security cover by the Central Reserve Police Force (CRPF) to CM Rekha Gupta following the attack.

Earlier today, the accused Rajesh Khimji was remanded to 5 days’ custody. He was produced before the duty magistrate at his residence. Before being produced before the magistrate, Rajesh was taken to Aruna Asif Ali hospital for a medical checkup. Thereafter, he was referred to the LNJP Hospital by the Aruna Asif Ali Hospital. Duty magistrate Arvind Tomar granted a five-day custody remand after hearing the submissions of the Delhi police. He is to be produced before the court after the expiry of five days of police custody. (ANI)

Netanyahu To Approve Military Takeover Of Gaza, Orders Talks To ‘Release All Hostages’

Israeli Prime Minister Benjamin Netanyahu on Thursday (local time) said that he is going to approve the military’s plan to take over Gaza City, while instructing them to begin negotiations for the release of all hostages, Times of Israel reported.

Netanyahu delivered the statement in a pre-recorded message filmed outside the Israel Defence Force’s Gaza Division headquarters, where he was meeting with defence officials, including Defence Minister Yoav Gallant, to approve the proposal.

“I came today to the Gaza Division in order to approve the plans that the IDF presented to me and to the defense minister for taking control of Gaza City and for defeating Hamas,” Netanyahu said. “At the same time, I instructed to begin immediate negotiations for the release of all our hostages and for ending the war under conditions acceptable to Israel,” he added.

The announcement by Netanyahu came several days after Hamas said it had agreed to a ceasefire proposal that would see half of the hostages released and kick off talks to end the war and free the rest.

Though the framework was previously approved by Jerusalem, Netanyahu has since said that Israel will only agree to stop fighting as part of a comprehensive deal for all 50 remaining captives. It was unclear whether his Thursday comment marked any significant change in the state of talks.

Netanyahu’s statement came several days after Hamas said it had agreed to a ceasefire proposal that would see half of the hostages released, Times of Israel reported.

A spokesperson for the Prime Minister’s Office told Times of Israel that there were no immediate plans to dispatch an Israeli delegation, while a senior official later clarified that envoys would be sent once a venue for the talks was decided. It was also not clear if Netanyahu’s comments were coordinated with Arab mediators engaged in ongoing ceasefire discussions.

The deal pushed by US Special Envoy Steve Witkoff, would commit the terror group to release 10 living hostages and the bodies of 18 of the slain hostages in exchange for a 60-day ceasefire and release of hundreds of Palestinian security prisoners.

It was proposed that during the ceasefire, talks would begin for a permanent end to the war and the release of the remaining 22 hostages, Times of Israel reported.

Israel had earlier approved a similar framework but has yet to respond to the offer. Netanyahu has not rejected the framework leaving open the possibility of both a negotiated settlement and a military escalation. (ANI)

Parliament Passes 15 Bills As Monsoon Session Adjourned Sine Die

Parliament passed 15 bills during the monsoon session that saw continuous protests from the opposition members over their demand for debate on Special Intensive Revision (SIR) of electoral rolls in Bihar, with several legislations passed without debate.

Rajya Sabha and Lok Sabha were adjourned sine die a day before the scheduled ending of the monsoon session, which commenced on July 21. The Session saw 21 sittings spread over 32 days.

Apart from the bills passed, the session saw a fierce debate on Operation Sindoor. A discussion on the mission of astronaut Subhanshu Shulka and the role of the space programme for ‘Viksit Bharat’ could not be completed due to disruptions by opposition over their demands related to SIR .

During the Session, 14 Bills were introduced in the Lok Sabha. Lok Sabha passed twelve Bills and 15 Bills were passed by Rajya Sabha and a total of 15 Bills were passed by both the Houses of Parliament, accroding to a release.

A Special Discussion on India’s strong, successful and decisive ‘Operation Sindoor’ in response to terrorist attack in Pahalgam was held in Lok Sabha and Rajya Sabha. Prime Minister Narendra Modi replied to the debate in Lok Sabha. The discussion lasted 18 hours 41 minutes in Lok Sabha and 16 hours 25 minutes in Rajya Sabha.

The two Houses approved a statutory resolution for the extension of President’s Rule in Manipur and the budget for the state.

A new Income Tax bill was passed by the two Houses. The Government in the Budget Session in July 2024 had announced that a time-bound comprehensive review of the Income-tax Act, 1961 would be undertaken. The Income-tax Bill, 2025 was introduced in Lok Sabha and referred to the Select Committee for examination. The report was presented in the Lok Sabha on July 21 and almost all of the recommendations of the Select Committee were accepted by the Government. A decision was taken by the Government to withdraw the Income-tax Bill, 2025 and Income-tax (No. 2) Bill, 2025 was introduced, considered and passed by the Lok Sabha on August 11 and returned by the Rajya Sabha a day later.

The National Sports Governance Bill, 2025 was also passed. The bill seeks to provide for the development and promotion of sports and welfare measures for sportspersons.

The Promotion and Regulation of Online Gaming Bill, 2025, was passed on Friday. The bill seeks to promote and regulate the online gaming sector including e-sports, educational games and social gaming and provides for the appointment of an Authority for coordinated policy support.

Five Bills of the Ministry of Ports, Shipping & Waterways – The Bills of Lading Bill, 2025; the Carriage of Goods by Sea Bill, 2025; the Coastal Shipping Bill, 2025; the Merchant Shipping Bill, 2025 and the Indian Ports Bill, 2025 were passed by both Houses of Parliament during the Session.

Two Bills – the Insolvency and Bankruptcy Code (Amendment) Bill, 2025; and the Jan Vishwas (Amendment of Provisions) Bill, 2025 were introduced in the Lok Sabha to facilitate ease of doing business and ease of living respectively were referred to a Select Committee of the Lok Sabha.

Three Bills – Constitution (One Hundred and Thirtieth Amendment) Bill, 2025; the Government of Union Territories (Amendment) Bill, 2025; and the Jammu and Kashmir Reorganisation (Amendment) Bill, 2025 were introduced in the Lok Sabha and have referred to a Joint Committee of both the Houses.

The Constitution Amendment Bill seeks to provide for removal of the Prime Minister or a Minister in the Union Council of Ministers and the Chief Minister or a Minister in the Council of Ministers of States and UTs facing serious criminal charges which are punishable with imprisonment for a term which may extend to 5 years or more and are arrested and detained in custody for more than 30 days.

Special discussion on India’s First Astronaut aboard the International Space Station – critical role of space programme for ‘Viksit Bharat by 2047 was also initiated in the Lok Sabha on August 18 but due to continued disruption in the House, the discussion could not be completed.

Both the Houses witnessed continuous disruptions throughout the Session and the productivity of Lok Sabha has been approximately 31% and that of Rajya Sabha approximately 33 %. Discussions could happen for only 37 hours out of total available 120 hours during this Session in Lok Sabha. (ANI)

How Hrithik Reacted To 1st Look Of Saba Azad’s Musical Drama

Saba Azad and Soni Razdan-starrer musical drama ‘Songs of Paradise’ will be out on August 29.

On Thursday, the makers shared the first look of the project, revealing that it will stream on Prime Video from August 29. Interestingly, the film’s first asset garnered a shout-out from Saba’s boyfriend and actor Hrithik Roshan.

Taking to Instagram, he shared the motion poster and captioned it, “beautiful’.”

Directed by Danish Renzu, and produced by Shafat Qazi and Danish Renzu, the film also features Zain Khan Durrani, Sheeba Chaddha, Taaruk Raina, and Lillete Dubey.

The film dedicated to the veteran singers of Kashmir is inspired by the legendary voice of the late singer — Raj Begum.

Raj Begum, who received a Padma Shri award in 2002, was one of the most powerful personalities in the early ’50s and ’60s.

On paying tribute to Raj Begum with his work, Danish Renzu in a press note said, “Songs of Paradise is a heartfelt tribute to Padma Shri recipient Raj Begum, the first female voice at Radio Kashmir. The film tells an emotionally stirring story inspired by her music, legacy, and grit during a time when societal restrictions bound women within both emotional and cultural confines.”
