Army’s Engineer Regiment Called In For Manual Drilling At Uttarkashi

A unit of Madras Sappers, an engineer group of the Corps of Engineers of the Indian Army has been called in at Uttarkashi’s Silkyara tunnel for manual drilling at the site where 41 workers have remained trapped for the past 15 days.

30 personnel of the engineer regiment have arrived at the spot to expedite the rescue operations.

For manual drilling, the Indian Army along with civilians will do rat boring inside the tunnel.

“To do manual drilling, the Indian Army along with civilians will dig out the debris inside the tunnel with weapons like hands, hammers and chisels and then the pipe will be pushed forward from the platform built inside the pipe,” an official said.

The official further stated that 41 people were safe and stable inside the tunnel.

Earlier today, the plasma cutter arrived and began cutting the machine stuck in the pipeline.

An official said that if the American Auger machine is removed from the pipeline by plasma cutters by evening, then the tunnel work can be completed in 15 hours.

Officials also informed that the rescue team engaged in the rescue operation has now decided that the pipeline will be sent forward by digging at small distances through manual drilling.

“Even if there is any obstruction in this process, that problem will be solved manually and the pipeline will be sent further to some distance,” they said.

Also, the drone cameras are being used by experts to monitor the rescue operation that is underway here to bring out the 41 trapped workers.

Meanwhile, Union Minister General VK Singh reached the Silkyara tunnel site on Sunday where the rescue operation is underway to bring out the trapped workers.

After a portion of the tunnel caved in on November 12, the debris falling in the 60-metre stretch on the Silkyara side of the tunnel trapped 41 labourers inside the under-construction structure. (ANI)

Israel-Hamas

Israel Warns Palestinians Not To Return To Northern Gaza

On Day three of the temporary Israel-Hamas ceasefire, the Israel Defense Force warned Palestinians who evacuated northern Gaza not to return.

Reiterating warnings made in dropped leaflets, The IDF’s Arabic spokesman Lt. Col. Avichay Adraee directed Palestinians to continue moving south of Wadi Gaza. He also instructed Gazans not to try return to the Strip’s northern areas, enter the sea or approach within one kilometer of the Israel-Gaza border.

One condition of the temporary ceasefire was that Palestinians would not try to return to their homes in the combat zone of northern Gaza. While there does not appear to be large-scale Palestinian efforts to return, the warnings have not stopped some Palestinians from returning to inspect damage or bury the dead.

A temporary four-day ceasefire between Israel and the Hamas terrorist organization went into effect at 7 a.m. on Friday.

As part of the deal approved by the Israeli Cabinet on Wednesday, Hamas is to release 12 to 13 hostages each day of the truce. The release of every additional 10 hostages will result in one additional day in the pause in combat.

So far, 26 Israelis and 15 foreign nationals have returned to Israeli territory.

Under the agreement, the Israel Defense Forces is to refrain from using surveillance drones in Gaza for six hours each day of the ceasefire. Israel will also allow fuel to enter the Strip during that time and dramatically increase the volume of goods permitted into the enclave.

On Saturday, the Israel Defense Ministry’s Coordinator for Government Activities in the Territories (COGAT) unit announced that four tankers of fuel and four tankers of cooking gas had entered Gaza from Egypt through the Rafah crossing.

At least 1,200 people were killed in Hamas’s attacks on Israeli communities near the Gaza border on Oct. 7. Another 240 men, women, children and soldiers were taken back to Gaza as hostages. Some people remain unaccounted for as Israeli authorities continue to identify bodies and search for human remains. (ANI/TPS)

Supreme Court

SC Constantly Working To Ensure Legal Processes Become Simpler: CJI

Chief Justice of India DY Chandrachud said on Sunday that the Supreme Court is constantly working to ensure that legal processes become easier and simplified so that citizens do not languish in jails unnecessarily.

CJI said that last year, on Constitution Day, President Droupadi Murmu raised the concern of overcrowding of prisons and the incarceration of citizens from marginalized backgrounds.

Responding to that, CJI said, “Madam President, I want to assure you that we are constantly working to ensure that legal processes become easier and simplified, so that citizens do not languish in jails unnecessarily. The version 2.0 of the FASTER initiative that will be launched today ensures that judicial orders of release of a person are immediately transferred to jail authorities via electronic means, so that the person is released on time.”

In addition, on the judicial side, the Supreme Court has been hearing cases relating to prisoners’ rights, overcrowding, etc., CJI said, adding that he has also tasked the research centre of the Court to come up with a project to improve the conditions of prisons.

Speaking at the Constitution Day event in the Supreme Court, CJI Chandrachud said the goal behind these initiatives has been to ensure that the people feel that the constitutional institution of the judiciary is working for them.

“Today, on the occasion of Constitution Day, I want to tell the people of India that the doors of the Supreme Court have always been open for you and will remain open in future also. You never need to be afraid of coming to court,” CJI said.

Similarly, CJI said, that the statue of Dr Ambedkar that we unveiled today in the Supreme Court premises is an extension of the thought that the right to approach the Court is the “heart and soul” of the Constitution, as Dr Ambedkar famously said.

He further told the gathering that individuals should not be afraid of going to court or view it as a last resort.

“Rather, it is my hope that by our efforts, citizens of every class, caste, and creed can repose trust in our court system and view it as a fair and effective forum to enforce their rights. Sometimes, we as a society may frown on litigation as a disreputable entanglement.”

“But, just as the Constitution allows us to resolve our political differences through established institutions and processes, our court system helps resolve our many disagreements through established principles and processes. In this way, every case in every court in the country is an extension of constitutional governance,” CJI added.

CJI Chandrachud said that our Constitution has allowed us to take our unbridled passions and energy and streamline them through the institutional structures of government.

“So when we say today, we honour the adoption of the Constitution, first and foremost, we honour the fact that the Constitution “exists” and that the Constitution “works,” he said.

“The Constitution and its framers successfully channelled the energies of liberty and independence to build a ship and chart a course for liberty, equality, and fraternity. As we honour their achievements, we must also recognise our generation’s solemn duty to keep the ship afloat, ensure there is wind in its sails, and continue the journey,” CJI added.

In the last seven decades, the Supreme Court of India has acted as a “people’s court,” he said further.

The CJI said thousands of citizens have approached its door with the faith that they will get justice through this institution.

“Citizens came to the Court to seek the protection of their personal liberty, accountability against unlawful arrest, protection of rights of bonded labourers, asking for guidelines to prevent sexual harassment at workplace, prevention of social evils such as manual scavenging, even hoping for interference to get clean air, food security, and so many more instances that cannot be summarised in few minutes. These cases are not just citations or statistics for the Court,” said the CJI.

These cases resemble the expectations of the people from the Supreme Court, as well as the Court’s own commitment to deliver justice to the citizens, he said.

“Our Court is perhaps the only Court in the world where any citizen, no matter who they are or where they come from, can set in motion the constitutional machinery of the Supreme Court simply by even writing to the Chief Justice of India,” he further said.

Apart from ensuring that the citizens get justice through its judgements, the Supreme Court of India has been making continuous endeavours to ensure that even its administrative processes are citizen-centric so that the common citizen feels a connection with the working of the Court, said the CJI.

He said that courts are now live-streaming their proceedings and this decision was taken with the view that the citizens should know what is happening inside the courtrooms. Constant media reporting about the proceedings of the courts indicates the engagement of the public with the workings of the courtrooms.

The Supreme Court also took a decision to translate its judgments to regional languages with the help of artificial intelligence and machine learning, he said.

He mentioned that as of November 25, 2023, the Supreme Court delivered 36,068 judgments in English. All of these judgments are available for free on the e-Supreme Court Reports (e-SCR) platform of the Court, which was launched in January this year.

Supreme Court today also launched e-SCR (Hindi), as 21,388 judgments have been translated into Hindi, vetted, and uploaded on the e-SCR portal. e-SCR (Hindi) will allow the users to search for judgments in Hindi. Rest judgments translated into Hindi, are being vetted and shall be uploaded soon.

Besides, 9,276 judgments have been translated into other Indian languages, which include Punjabi, Tamil, Gujarati, Marathi, Telugu, Odia, Malayalam, Bengali, Kannada, Assamese, Nepali, Urdu, Garo, Khasi, and Konkani. These judgments have also been uploaded to the e-SCR portal.

While the judiciary embraces technology, it also launched e-Sewa Kendras in all courts to ensure that no citizen is left behind in the judicial process. “We embrace our citizens as co-equal partners in a shared national endeavour,” said the CJI.

The event was attended by President Droupadi Murmu, Union Law Minister Arjun Ram Meghwal and other Supreme Court judges. (ANI)

8M Progress Through Vertical Drilling: Uttarkashi

With vertical drilling underway to further aid the rescue of the trapped workers in Silkyara tunnel, the rescuers managed to make progress over a distance of 8 metres down the ground in the last one and a half hours.

According to official sources, drilling of up to 8 metres has been completed in the last one and a half years, and currently, the work to lay a 900-mm pipeline is being undertaken.

Vertical drilling, one of the several chalked-out options to bring out 41 workers trapped inside the Silkyara tunnel, started on Sunday afternoon.

Two locations were identified for the vertical drilling, and both are on the Silkyara side of the high-altitude under-construction tunnel, a portion of which caved in on November 12.

SJVN, a public sector undertaking company involved in hydroelectric power generation and transmission, has just started vertical drilling work on the top of the tunnel atop the hill, the 15th day of continued rescue efforts.

As a second option, vertical drilling work has also been started in another part on top of the tunnel to create rescue space for workers trapped. This portion of the tunnel has access to electricity and water.

Multiple agencies are working on the rescue efforts. In the latest, the Indian Air Force has also joined in as it flew critical DRDO equipment to Dehradun.

On Tuesday, rescuers managed to insert an endoscopy camera into the tunnel. The first visuals captured on that device showed the trapped workers had ample space inside the tunnel for them to move around.

The visuals gave new hope to worried relatives, some of whom were camping outside the site of the collapsed tunnel structure.

Meanwhile, international tunnelling expert Arnold Dix, who has roped in the rescue project, said on Sunday that there was no chance of any further collapse in the area where the incident took place.

“It may have been an unusual situation occurring here where the class of rock changes. It has to be investigated. The area that collapsed hadn’t collapsed before; it wasn’t even given any clue that it was going to collapse before. So, it is a part of the challenge for us–what is it about the ground here, this mountain that caught us on the back foot,” he said.

Also, as part of efforts to relieve the stress and anxiety of the workers trapped in the Silkyara tunnel, Bharat Sanchar Nigam Limited (BSNL) has stepped in to provide them with a landline through which they can talk to their families. (ANI)

Modi Urges People To Shun Marriages Abroad; Hold Them In India

Pushing further the Central government’s ‘Vocal for Local’ initiative, Prime Minister Narendra Modi on Sunday citizens not to organise weddings abroad, and urged people of the country to hold wedding celebrations in the country.

PM Modi, while addressing the nation in the latest edition of his monthly radio broadcast ‘Mann Ki Baat on Sunday urged people to give importance to products made in India only during shopping for weddings.

“The wedding season as well has commenced now. Some trade organisations estimate that there could be a business of around Rs 5 lakh crore during this wedding season. While shopping for weddings, all of you should give importance to products made in India only,” the PM said.

He further said that the poor people will get an opportunity to render some service if the weddings are arranged in the country.

“And yes, since the topic of marriage has come up, one thing has been troubling me off and on for a long time…. and if I don’t open up my heart’s pain to my family members, who else do I do it with? Just ponder… these days a new milieu is being created by some families to go abroad and conduct weddings. Is this at all necessary? If we celebrate the festivities of marriages on Indian soil, amid the people of India, the country’s money will remain in the country. The people of the country will get an opportunity to render some service or the other at your wedding… Can you extrapolate on this mission of ‘Vocal for Local’? Why don’t we hold such wedding ceremonies in our own country?” the PM added.

The PM further said that the year 2023 marks the second consecutive year when the trend of buying some goods through cash payments on the occasion of Diwali is gradually on the decline.

“That means, people are making more and more digital payments now,” he added.

PM Modi, while commemorating the victims on the 15th anniversary of the 26/11 terror attacks in Mumbai, added, “We can never forget the 26th of November. It was on this very day that the country came under the dastardliest terror attack. The terrorists (from Pakistan) spelt fear not just in Mumbai but across the country. However, it was our combined fortitude and resilience that made us rise again from the ordeal inflicted on us by the terrorists and crush terror with full strength and resolve.”

Congratulating countrymen on the occasion of Constitution Day, said it was unfortunate that the first amendment of the Constitution ‘pertained to curtailing’ the freedom of speech and expression.

“In keeping with the changing times, circumstances and requirements of the country, previous governments (at the Centre) carried out amendments (to the Constitution) at different times. However, it is our misfortune that the first amendment of the Constitution pertained to curtailing the freedom of speech and expression,” PM Modi said during the 107th edition of his monthly radio address on Sunday.

“However, through the 44th amendment, the wrongs committed during the Emergency (during the Prime Ministership of Indira Gandhi) were duly rectified,” PM Modi noted during his address. (ANI)

Magna Rod cutter machine Uttarkashi

Magna Rod Cutter Deployed To Speed Up Uttarakhand Operation

A Magna Rod cutter machine has been deployed to speed up the rescue operation of 41 workers trapped in the Silkyara tunnel in Uttarkashi since November 12, an ONGC official said.

The development comes after a plasma cutter machine flown from Hyderabad to cut the auger machine that got stuck in the debris of the Silkyara tunnel, officials said.

They said that the machine was brought from Andhra Pradesh’s Rajahmundry Airport to Jolly Grant Airport in Dehradun at 2 am on Saturday night by a charter flight of a private company.

The rescue team engaged in the rescue operation is mobilising all types of machines to deal with any situation near the Silkyara Tunnel, they said.

The plasma cutter machine was brought to the Silkyara tunnel early in the morning. The process of removing the auger machine was underway even before the new machine arrived at the site.

National Disaster Management Authority Member, Lt General Syed Ata Hasnain (retired) on Saturday said that there has been no movement in the last 24 hours in the drilling work to rescue the 41 workers trapped in the Uttarkashi tunnel for 13 days.

The NDMA member said that a portion of the American-Auger machine was broken, blocking the potential escape route.

“The current update is that (in) the last 24 hours, there hasn’t been any movement within this bore tunnel that was being made for the rescue. Because…the Auger machine itself has had a bit of an accident. A portion of it (has actually) broken, and that broken portion has to be pulled out (of the escape pipe),” Hasnain told ANI.

Meanwhile, a protection umbrella is being laid inside the Silkyara tunnel, where 41 workers have been trapped for two weeks, to put up protection for the rescue team, official sources said.

After a portion of the tunnel caved in on November 12, the debris falling in the 60-metre stretch on the Silkyara side of the tunnel trapped 41 labourers inside the under-construction structure. (ANI)

Air Quality Index (AQI) Delhi

At AQI Of 393, Delhi’s Air Quality Dips To Very Poor

The air pollution in the National Capital continues to be in the ‘very poor’ category, with an overall Air Quality Index (AQI) recording of 393.

As per the official data recorded at 7:00 am on Sunday, an AQI of 433 was recorded at Ananad Vihar and 434 at Ashok Vihar. Similarly, the AQI at Bawana stood at 437, while Jahangirpuri registered an AQI of 450, all falling into the severe category.

The AQI at the ITO in Delhi was recorded at 382 (very poor), while the IGI airport logged an AQI of 360 (very poor).

The Air Quality Index from 0 to 100 is considered ‘good’, 100 to 200 ‘moderate’, 200 to 300 ‘poor’, 300 to 400 ‘very poor’ and from 400 to 500 or above ‘severe’.

Following a significant improvement in the overall AQI in the national capital last week, the CAQM (Commission for Air Quality Management) revoked the restrictions that were imposed under GRAP 4, permitting trucks and buses except for BS-3 and BS-4 petrol and diesel vehicles to enter the city and lifting the ban on ongoing construction activities.

Restrictions under stages 1 to 3 of the Graded Response Action Plan (GRAP), however, remained in place.

Delhi Environment Minister Gopal Rai conducted a meeting on Friday on increasing pollution in the city.

“Some increase in the pollution of Delhi has been noted. We had a meeting regarding it. The incidents of stubble burning are very few now, and the level of pollution is still increasing. Scientists reported 2-3 factors for this. The first is that vehicle pollution’s contribution is 36 percent. The second factor is biomass burning. We made some major decisions after seeing this, Gopal Rai said.

“To control vehicle pollution, we issued the rules of GRAP 3. To control biomass burning, we have directed the related organisations to monitor this, especially. especially the MCD, Revenue, DDA, and NDMC, are being given this direction for the fires that are breaking out at various places in the parks,” he added. We Pledge To Continue Fight Against Acts Of Terror: US On 26/11 Anniv

On the 15th anniversary of the 26/11 terror attacks, US Ambassador to India, Eric Garcetti, on Sunday paid tributes to the victims at the US Consulate in Mumbai.

The US envoy reaffirmed Washington’s commitment to fight alongside New Delhi against the menace of terrorism.

“Today marks the 15th anniversary of the 26/11 terror attacks in Mumbai. We honour the memory of the victims lost and pledge to continue to fight against acts of terror together with the Government of India,” Garcetti posted on X (formerly Twitter).

Earlier, Israel envoy Naor Gilon also paid homage to the victims at the Chabad House memorial, which has the names of all victims engraved on its walls.

“15 years since the #MumbaiTerrorAttack #UnitedWeStand. This picture is from the Nariman (Chabad) House rooftop memorial where the names of all #Mumbai2611 victims are engraved. Om Shanti,” Gilon posted on X.

Significantly, six Jews were among the 166 people killed during the attacks.

Recently, Israel officially designated Lashkar-e-Taiba (LeT), to which the 26/11 attackers belonged. The action has been taken sans any request to that effect by the Union government.

Meanwhile, External Affairs Minister S Jaishankar also paid his respects to the victims of the 26/11 terror attacks, saying India’s quest to bring the perpetrators of these horrific acts to justice continues.

“It is 15 years today since the 26/11 Mumbai terror attacks. Our quest to bring those responsible for planning and executing these horrific acts to justice continues,” Jaishankar posted on X (formerly Twitter).

On November 26, 2008, a group of 10 Pakistani terrorists, armed and geared to the teeth, unleashed mayhem on the streets of Mumbai, sending shockwaves across the country and the world.

Targeting several key installations in the country’s commercial capital, including the Taj and Trident hotels and the Chabad House, a Jewish centre, the terrorists took 166 lives as they held the city at ransom over four days.

The attacks also claimed the lives of 18 security personnel and left over 300 injured.

The targets were carefully chosen after being surveyed, for maximum impact. Among the public installations targeted were the Taj and Oberoi Hotels, Chhatrapati Shivaji Maharaj Terminus, the Jewish centre at Nariman House, and the Leopold Cafe.

Apart from natives, these places are known to be frequented by Europeans, Indians and Jews.

While nine of the LeT terrorists were killed, Mohammad Ajmal Amir Qasab, the lone surviving Pakistani terrorist from the attacks, was arrested from the Chhatrapati Shivaji Terminus railway station.

In May 2010, Qasab was sentenced to death and was hanged at a maximum security prison in Pune city two years later. (ANI)
