Amritpal’s Close Aide And Financer Daljeet Kalsi Arrested

As efforts are underway to nab pro-Khalistan ‘Waris Punjab De’ chief Amritpal Singh, an alleged advisor and financer of the “fugitive” has been arrested, central agency sources informed.

As per the sources, Daljeet Singh Kalsi alias Sarabjeet Singh Kalsi, who is an alleged advisor and financer of Amritpal Singh, has been arrested by the authorities.

This comes after the Punjab Police on Saturday launched a massive crackdown against the ‘Waris De Punjab’ chief.

Earlier today, police personnel were deployed outside Amritpal Singh’s residence in Jallupur Khera village in Amritsar, and security was enhanced across the state as the Khalistani sympathiser outfit chief is currently on the run, as per the police.

Earlier on Saturday late evening, Jalandhar Commissioner Kuldeep Singh Chahal confirmed that the radical leader had been declared a “fugitive”.

In an exclusive interview with ANI, the Jalandhar Commissioner said, “Waris Punjab De’ chief Amritpal Singh has been declared a fugitive. His two cars were seized and gunmen nabbed. We also checked if the firearms of his security escorts had been procured legally. A case has been registered. Punjab Police have launched a manhunt for Amritpal Singh and we are hopeful that he will be arrested soon. A total of 78 people have been arrested so far and further searches and raids are underway”.

Amritpal Singh’s father, however, claimed that Punjab Police conducted searches at his residence in Amritsar but did not find “anything illegal”.

Tarsem Singh, Amritpal’s father, on late Saturday night said the police should have arrested him before he left the house.

“We don’t have any information about his whereabouts. They carried out a search at our residence for 3-4 hours but did not find anything illegal. Police should have arrested him before he left home,” said Tarsem Singh in an exclusive interview with ANI on Saturday.

Sharing more details, the official spokesperson of Punjab Police said, “On Saturday afternoon, several activists of WPD were intercepted by the Police at the Shahkot-Malsian Road in Jalandhar district and seven persons were arrested on the spot. Several others including Amritpal Singh are on the run and a massive manhunt has been launched to nab them.”

“During the statewide operation, nine weapons, including one .315 bore rifle, seven rifles of 12 bore, one revolver and 373 live cartridges of different calibres have been recovered so far,” said an officer.

The spokesperson informed that WPD elements are involved in four criminal cases relating to spreading disharmony among classes, attempt to murder, attacking police persons and creating obstructions in the lawful discharge of duties of public servants.

“Case FIR No. 39 dated 24-02-2023 stands registered against WPD elements for the attack on Ajnala Police Station,” he added.

He said that all persons involved in criminal offences shall be dealt with in accordance with the law and all persons wanted by the police should offer themselves to the process of law. Their constitutional rights of legal defence shall be protected, he added.

Police requested all the citizens not to pay heed to fake news and rumours.

“Situation in the state is completely stable. All persons indulging in mischievous activities for disturbing peace and harmony in the state shall be dealt with strictly,” the police said.

Earlier in the day, mobile Internet services were also suspended in several districts of Punjab until 12 noon on Sunday.

The police action came almost over three weeks after Amritpal’s supporters clashed with uniformed personnel at the Ajnala police station on the outskirts of Amritsar last month, demanding the release of one of Amritpal’s close aides, Lovepreet Toofan.

On February 23, thousands of his supporters stormed the Ajnala police station, flashing swords and high-calibre firearms and threatening the police with dire consequences if they did not release Lovepreet Toofan, who was arrested for allegedly assaulting and abducting a man.

The supporters, brandishing swords and guns, broke through police barricades erected outside the Ajnala police station.

The police later said “in the light of the evidence presented”, it has been decided that Lovepreet Singh Toofan will be discharged.

Lovepreet Singh was released from jail on February 24 following orders of a court in Ajnala on an application by the police.

Reacting to the incident, Chief Minister Bhagwant Mann had said that these “1,000 people” don’t represent Punjab, and alleged that they are “funded by Pakistan” to disrupt peace in the state. (ANI)

Shortly after Amritpal Singh, the chief of pro-Khalistan outfit chief ‘Waris Punjab De’ was said to be on the run, Jalandhar Commissioner Kuldeep Singh Chahal on Saturday late evening confirmed that the radical leader had been declared a “fugitive”.

During the operation, a total of 78 persons have been arrested so far, while, several others have been detained for questioning.

Sharing more details, the official spokesperson of Punjab Police said, “On Saturday afternoon, several activities of WPD were intercepted by the Police at the Shahkot-Malsian Road in Jalandhar district and seven persons were arrested on the spot. Several others including Amritpal Singh are on the run and a massive manhunt has been launched to nab them.”

Collegium Best System To Appoint Judges: CJI Chandrachud

Chief Justice of India DY Chandrachud on Saturday said no system is perfect but the Collegium system for appointment of judges “is the best that we have developed” and that it was devised as independence of judiciary is a cardinal value.

Speaking at the India Today Conclave 2023, the CJI also responded to queries about Law Minister Kiren Rijiju’s remarks about Collegium making public reports of the Research and Analysis Wing (RAW) and the Intelligence Bureau (IB) as it turned down the government’s objections to its recommendation for appointment of judges.

The CJI said that the processes for appointment of judges are now becoming transparent.

“We follow a model of career judges coming either to the High Court from the district judiciary or judges coming from the High Court to the Supreme Court. We of course have members of the bar as well coming to the Supreme Court as to the High Courts. Let me emphasize two facets. There is a transparency which operates at two levels. Transparency of the process of appointment, and transparency in the terms of the choices that you make when you are appointing people. The process has to be completely transparent,” he said.

“And that is why in the recent times, we have putting out on to our website the Collegium resolutions which tell the society at large, our citizens, what are the parameters we have applied in the selection of judges. Let them judge, let them critique us. I am not saying that any system is perfect, but this is the best that we have developed. Why was this Collegium system devised? It was devised for the simple reason that the independence of the judiciary is a cardinal value and you know to insulate the judiciary from outside influences if the judiciary has to truly be independent. That is the underlined feature and purpose of the Collegium,” he added.

The CJI said the Collegium puts out resolutions so that people know about the selections.

“Our processes are now becoming transparent. We have defined what the parameters are. We put out resolutions on the website so that people know whom we have selected, why have we done so and what are the yardsticks that we have applied,” he said.

Answering a query about Rijiju’s remarks that putting the sensitive or secret reports of RAW and IB in public domain is a matter of grave concern, the CJI said there is bound to be difference in perceptions.

“He has a perception, I have a perception. There is bound to be difference in perceptions. What’s wrong about having a difference in perceptions? We have to deal with differences in perceptions even within the judiciary. I dare say there are differences in perception even within the government. But we all deal with it with a sense of robust constitutional statesmanship.

First and foremost, I don’t want to join the issue with the Law Minister for his perception, I respect his perception. I’m sure he has a great deal of respect for ours as well. The reason why we put this on the website is in pursuance of the desire of the present collegium to meet the criticism that we lack transparency and a genuine belief that opening up our processes will foster greater confidence in our citizens about the work which we do,” the CJI said.

“Every aspect that was mentioned in the report of the IB was in the public domain. The candidate (senior advocate Saurabh Kirpal) that you are referring to, every aspect that was mentioned in the report of the Intelligence Bureau was in the public domain. The candidate in question is open about his sexual orientation. The IB report dwelt on the sexual orientation of an openly gay candidate for a prospective judgeship. All that we said while putting it out in the public domain is that the sexual orientation of a candidate has nothing to do with the ability or the constitutional entitlement of that candidate to assume a high Constitutional office,” he added.

Answering queries on independence of judiciary, the CJI said no one has ever told him to decide a case in a particular way.

“In 23 years as a judge of the high court, chief justice of a high court and judge of the Supreme Court, no one has told me to decide a case in a particular way. No one,” CJI Chandrachud said.

“There is absolutely no pressure from the government. The Election Commission judgment is an example of this that there is no pressure. Over the last 70 years, our democracy has developed very clear and defining lines of separation between the executive and the judiciary. There is absolutely no issue, we are constantly holding the government to account, the courts are speaking truth to power and I don’t think governments are also concerned about it as long as they know their field of demarcation and we know ours,” the CJI said.

He also talked about the impact of live tweeting of court observations.

“There is live tweeting of every word said in court. That puts an enormous amount of burden on us as well. In our courts, most of the argument which takes place is dialogue between the bar and the bench. It’s a conversation. We intercept each other, we joke, we have serious arguments, so on and so forth. What is expressed during the hearing is not the expression of the ultimate view which the judges are going to take,” he said.

The CJI said the language of discourse in higher courts is English, but the courts need to reach out to people in a language they understand. (ANI)

Indian Railways will operate a specially designed tour for people to explore the North-eastern states of India by Bharat Gaurav Deluxe AC Tourist train.

The train tour will start from Delhi Safdarjung railway station on March 21 and will cover Guwahati, Sivasagar, Furkating and Kaziranga in Assam, Unakoti, Agartala and Udaipur in Tripura, Dimapur and Kohima in Nagaland and Shillong and Cherrapunji in Meghalaya in 15 days tour.

Sabyasachi De, CPRO of NF Railway said, “The Bharat Gaurav Deluxe AC Tourist train no. 00412 will depart from Delhi Safdarjung station at 15:20 hours on March 21, 2023.”

“Tourists can board and de-board at Ghaziabad, Aligarh, Tundla, Etawah, Kanpur and Lucknow stations. Spanning over 14 nights and 15 days, the first halt of this train will beat Guwahati on March 23, 2023, where tourists will visit Kamakhya Temple followed by Umananda Temple and a sunset cruise on the Brahmaputra,” Sabyasachi De said.

“This train will further depart on an overnight journey to reach Naharlagun Railway Station on March 25, 2023, which is 30 km from the next destination Itanagar, the capital of Arunachal Pradesh. After that, the next city to explore is Sivasagar – the old capital of the Ahom Kingdom in the Eastern part of Assam on March 26, 2023. The famous Sivadol at Sivasagar is a part of the itinerary besides other heritage sites. Further, the tea gardens at Jorhat and an overnight stay at Kaziranga followed by an early morning jungle safari at Kaziranga National Park will be experienced by the tourists,” he further added.

He said, “The Deluxe AC Tourist Train next departs from the Furkating Railway Station on March 27, 2023, for the state of Tripura where the sightseeing of the famous heritage site of Unakoti and Agartala including the famous Ujjayanta Palace will happen.”

“On the next day, the Neermahal palace and Tripura Sundari mandir at Udaipur will be covered in the itinerary. Post Tripura, on March 29, 2023, the train departs for Dimapur for visiting the state of Nagaland. From Dimapur station, tourists will be taken to Kohima by bus for visiting the local sites. The final halt for the tourist train will be at Guwahati on April 1, 2023. Tourists will be taken to Shillong, the capital city of Meghalaya by road with a pit stop at the majestic Umium Lake enroute. The next day starts with an excursion to Cherrapunji nestled in the East Khasi Hills. Shillong Peak, Elephant Falls, Nawkhalikai falls and Mawsmai caves are a part of the day’s sightseeing. The train has enhanced security features like CCTV cameras, electronic safes and dedicated security guards appointed for each coach. Bharat Gaurav Tourist Train launch is in line with the Government of India initiative ‘Ek Bharat Shrestha Bharat’ and ‘Dekho Apna Desh’ to promote domestic tourism,” the CPRO added. (ANI)

Intelligence Agencies Keeping A Close Watch On Punjab Situation

Intelligence agencies are keeping a close watch on the Punjab Police operation to arrest Khalistani sympathizer Amritpal Singh and his aides.

A senior official said that state had sought several companies of paramilitary forces and these have been provided to maintain law and order situation.

“We are keeping a close watch on the situation unfolding in Punjab. Intelligence Bureau (IB), Research and Analysis Wing (RAW), and other agencies are on their toes and regularly updating regarding the situation in Punjab,” he said.

Another officer informed that additional companies of paramilitary which were sought by the state government have been deployed at various checkpoints and other locations in Punjab to deal with any law and order situation.

“We are keeping a close watch on developments and reporting it to seniors in Delhi. Agencies are keeping a watch on social media posts. We have come across several objectionable posts and memes that might have been shared by ISI operatives from Pakistan,” he said.

The agencies have got reports of Amritpal Singh’s connection with Pakistan’s Inter-Services Intelligence.

A source informed that when Amritpal Singh, who now heads ‘Waris Punjab De’, was in Dubai, he was in close touch with Jaswant Singh rode, brother of militant and chief of Pakistan-based International Sikh Youth Federation (ISYF) Lakhbir Singh Rode. Amritpal Singh’s treasurer Basant Singh Daulatpura was getting funds from Pakistan.

Security agencies have been keeping a close watch on the activities of Amritpal Singh since he came to Punjab last year. Punjab Police were alerted about his activities regularly.

Punjab Police has requested people to maintain peace and harmony. The police are working to maintain law and order and have requested people not to panic or spread fake news or hate speech. (ANI)

Jaishankar Takes A Swipe At Rahul, Calls Him ‘Panda Hugger’

External Affairs Minister S Jaishankar on Saturday hit out at Congress leader Rahul Gandhi over his remarks in United Kingdom concerning India’s approach on China and said “when Panda huggers try to be China hawks… it doesn’t fly”.

“I am troubled as a citizen of India when I see somebody drooling over China and being dismissive about India… When Panda huggers try to be China hawks… it doesn’t fly,” Jaishankar said at the India Today conclave in response to questions about Rahul Gandhi’s remarks.

The External Affairs Minister’s response came days after Rahul Gandhi said at in a conversation with members of the Indian Journalists’ Association in London that Jaishankar “doesn’t understand China threat”.

Panda is bear species endemic to China and the country has in the past indulged in Panda diplomacy to foster friendships.

Rahul Gandhi had also alleged that government had not fully understood the import of China’s actions at the border. During his UK visit, the Congress leader also said that ‘harmony’ was a key idea for the Chinese as they had seen many conflicts and faced internal turmoil.

“Rahul Gandhi talks admiringly of China and describes the country as ‘harmony’, he says China is the greatest manufacturer and says ‘Make in India’ won’t work’. You can have a point of view about a country, but you should not undermine the national morale,” Jaishankar said in a sharp counter to Rahul Gandhi.

He said Rahul Gandhi’s one-word description of China is “harmony” and that of India is “discord.”

Jaishankar was also asked about Opposition allegations that the government was not being honest about the situation on the China border.

“These are the same opponents who said let us leave the border undeveloped so that the Chinese can’t come in,” the minister said.

He also spoke about Quad which includes Australia, India, Japan and the United States took potshots at the UPA government over its stance about the strategic security dialogue.

” Do you remember that the first time we tried the Quad was in 2007 and do you remember what happened to that Quad and How much we stood up to China at that point of time? So, what’s the difference? Today, you have a Quad because this government has frankly the guts to stand up on Quad, (in) 2007 we didn’t, we buckled. Coming to Quad, I would say, this is not about statements because somebody explicitly mentioned a country or not. It shouldn’t really be seen through a prism of treaties and alliances. To my mind, that’s an old thing. This is a different Quad …treaties and alliances are part very much part of post-Second World War, Cold War kind of framework,” Jaishankar said.

He said the global situation calls for countries with converging interests, who have a great deal of comfort with each other.

“Working together in an area or domain where they find themselves comfortable. In the case of Quad, that happens to be primarily the Indo-Pacific and then developing what we call habits of cooperation,” he said

“I think, if you see, from the time Quad was revived…It took a decade for it to be revived…it started at the Foreign Secretaries level, I happened to be FS at that time. In 2019, it became Foreign Minister’s level, I happened to be FM at that time too and in 2021, it met at Prime Minister’s/President’s level,” he added.

Jaishankar said Quad agenda is growing, and each meeting is actually broadening the areas of cooperation.

“I feel it is moving well, precisely because it is flexible, nimble, creative, gets top attention. What, I would not like to see is becoming bureaucratic, and rigid, where it becomes legalistic, and people spend more time quarrelling about — does this confirm that article or not. That’s not the way we are thinking at all,” he said. (ANI)

The 10 lakh square feet shopping mall will be inaugurated in the Industrial Estate Sempora, Srinagar.

The Dubai-based Emaar group will develop this mall 10 lakh square feet in area in Srinagar, it added.

“The UAE and India are comprehensive strategic partners and this project by Emaar will be a landmark of J&K and is the first foreign project in J&K,” said the statement.

The foundation stone is being laid tomorrow by Lieutenant Governor of J&K at Sempore, Pampore on the outskirts of Srinagar.

The “Mall of Srinagar” by Emaar is the first outlet of the UAE-based real estate company in J&K, it added.

Coming up on the outskirts of Srinagar, the project to be developed by the Emaar group will enrich the shopping experience of locals who had to travel outside the UT for big events like marriages and other social functions.

Emaar Properties is Dubai’s biggest developer.

It is believed to be the first major foreign investment in Jammu and Kashmir.

Xi continues to reshape China’s business climate, steering the world’s second-largest economy away from the free-market policies that underpinned its ascent.

While past Chinese leaders sought to maintain a buffer between the party and the private sector, Xi has erased those lines and made clear that businesses are there to advance the party’s agenda, said Wakabayashi and Fu.

In what appeared to be a precursor to the structural changes in the financial regulatory bureaucracy, China’s top anti-graft watchdog also published a not-so-veiled warning to bankers last month. It said it would “seriously investigate and deal with the people who neglect the party’s leadership in financial work and state-owned enterprises.”

Echoing the message of “common prosperity,” one of Xi’s hallmark slogans to narrow the wealth gap in Chinese society, the watchdog said bankers should embrace the party’s values and avoid the ideologies of the “financial elite.”

Notably, Bao Fan, a prominent investment banker and chief executive of China Renaissance Holdings, vanished last month.

Last month, China’s top prosecutor charged Tian Huiyu, the former president of China Merchants Bank, one of the country’s biggest commercial lenders, with abuse of power and insider trading.

The pointed rhetoric, targeted oversight and crackdowns on high-profile figures are reminiscent of China’s so-called rectification campaign of the past few years in the technology sector. This resulted in huge fines, the upending of business strategies and tycoons driven underground, reported The Age.

Meanwhile, China’s legislature, known as the National People’s Congress, approved a proposal to create a new regulatory body called the State Bureau of Financial Supervision and Administration to oversee China’s 400 trillion yuan, or USD US57 billion (USD 85.3 billion), financial system.

Analysts say this latest campaign to clean up the financial sector is also rooted in growing concern about the adequacy of the country’s financial regulation, which had been called into question in recent years by a series of missteps and scandals that tested the party’s ability to maintain order, said Wakabayashi and Fu.
