Kejriwal Will Appear Before CBI For Questioning: AAP

Delhi Chief Minister Arvind Kejriwal will appear before the Central Bureau of Investigation (CBI) on April 16 in the excise policy case.

Aam Aadmi Party (AAP) MP Sanjay Singh said, ” A notice has been served by CBI. On 16th April, Arvind Kejriwal will appear before them.”
The CBI has summoned Delhi Chief Minister and AAP national convenor Arvind Kejriwal on April 16 to question him in the excise policy case.

This development comes as former Delhi deputy CM Manish Sisodia continues to languish in judicial custody in the same case.

Hitting out at BJP, the AAP said, “The centre wants to put AAP under pressure after it has become a national party. Under this, Arvind Kejriwal has been summoned by CBI. He will appear for questioning on April 16”.

“Arvind Kejriwal has been sent a CBI summon. I’d like to tell the PM – you and your Govt are covered in corruption from head to toe and Arvind Kejriwal’s fight will not stop with this CBI summon. The conspiracy hatched by you to arrest, jail and take action against Arvind Kejriwal on 16th April will not stifle his voice,” Sanjay Singh said.

Notably, on April 10, the Election Commission of India recognised AAP as a national party, after it was able to fulfil the required criteria.

Sisodia was arrested by ED and CBI in the ongoing investigation of a case related to alleged irregularities in the framing and implementation of the excise policy of GNCTD.

The CBI arrested Sisodia in the liquor policy case on February 26, 2023. Later on March 9, the ED arrested him, after hours of questioning at Tihar Jail.

In October, the ED had raided nearly three dozen locations in Delhi and Punjab following the arrest of Sameer Mahendru, Managing Director of Delhi’s Jor Bagh-based liquor distributor Indospirit Group, in the case and arrested him later. The CBI too filed its first charge sheet in the case early this week.

The ED and the CBI had alleged that irregularities were committed while modifying the Excise Policy, undue favours were extended to licence holders, the licence fee was waived or reduced and the L-1 licence was extended without the competent authority’s approval. The beneficiaries diverted “illegal” gains to the accused officials and made false entries in their books of account to evade detection.

As per the allegations, the Excise Department had decided to refund the Earnest Money Deposit of about Rs 30 crore to a successful tenderer against the set rules. Even though there was no enabling provision, a waiver on tendered licence fees was allowed from December 28, 2021, to January 27, 2022, due to COVID-19.

This allegedly caused a loss of Rs 144.36 crore to the exchequer, which has been instituted on a reference from the Union Home Ministry following a recommendation from Delhi Lieutenant-Governor Vinai Kumar Saxena. (ANI)

Russia’s Oil Exports Hit 3-Year-High In March

The International Energy Agency (IEA) on Friday said Russia’s oil exports reached the highest level since April 2020 in physical terms in March 2023 due to an increase in supplies of oil products, while export revenues rose by USD 1 billion compared with February to USD 12.7 billion, according to TASS, a Russian news agency.

Russia’s supplies by sea grew by 0.6 million barrels per day to 8.1 mn barrels per day, the agency said, adding that deliveries of petroleum products rose by 450,000 barrels per day month-on-month to 3.1 million barrels per day.
Meanwhile, Russia’s revenues from oil exports added USD 1 billion in March, but decreased by 43 per cent in annual terms, the IEA noted.

The agency said Russia reduced crude production (excluding gas condensate) by 270,000 barrels per day to 9.58 million barrels per day in March, with output 900,000 barrels per day below the plan. That said, Moscow announced a reduction in output by 500,000 barrels per day from the February average starting March, according to TASS.

On December 5, 2022, an embargo on maritime Russian oil shipments to the European Union came into force, according to TASS. G7 nations, the EU and Australia agreed on a price cap for Russian oil delivered by sea, setting the ceiling at USD 60 a barrel.

Moreover, starting February 5, 2023, similar restrictions on deliveries of petroleum products from Russia were enforced as the EU Council officially greenlighted the decision, in conjunction with the G7, to introduce a price ceiling on Russian petroleum products supplied by sea at USD 100 for premium oil and at USD 45 for discount, according to TASS. Shah Accuses Mamata Of Hitler-Like Rule

Union Home Minister Amit Shah on Friday came down heavily on the Mamata Banerjee-led West Bengal government and urged the public to give 35 seats out of 42 to the Bharatiya Janata Party in the State in the 2024 Lok Sabha elections.

The Union Home Minister, who is on a two-day visit to West Bengal, asked the public to vote for the BJP in the next year’s general elections and help Prime Minister Narendra Modi to become PM for the third consecutive term in 2024.
Addressing a ‘Jan Sampark Samavesh’ rally in Birbhum district, Shah said that BJP will not allow this Hitler-like rule of Mamata Didi to continue.

“Mamata didi, you might be dreaming that your nephew will become the Chief Minister after you. From here in Birbhum, I say that the next Chief Minister is going to be from BJP. The trailer has to be shown in 2024 [general elections]. By helping us to win 35 seats in the State, Modi ji has to be made the Prime Minister again,” Shah said.

Taking on the Mamata government, he said that the TMC government would collapse prior to the next State Assembly elections that are scheduled in 2025.

Referring to the State Assembly elections in 2020, Shah said, “You gave us 38 per cent votes with 77 seats, today I have come to tell the people of West Bengal to complete the rest of the work in the 2024 elections. Make Modi the Prime Minister by giving more than 35 seats out of 42 to the BJP in West Bengal,” he added.

He said that the BJP is the only way to end infiltration in the State.

“In Assam, infiltration and cow smuggling have been stopped since the BJP government was formed. Once the BJP’s lotus will bloom in the State, there will be no bomb blasts, no attacks on Ram Navami, no atrocities, no infiltration and no cow smuggling,” Shah added.

Sharpening his attack further he said that the Mamata Banerjee government has made the State a centre of bomb blasts.

“Bengal has become the centre of bomb blasts under the rule of Didi (Mamata). Recently, the National Investigation Agency (NIA) seized more than 80,000 detonators and 27,000 kg of ammonium nitrate in Birbhum. If the NIA had not seized this, how many lives could have been lost in the bomb blasts, no one would have known,” he added.

Attacking the Trinamool Congress (TMC) supremo over alleged recruitment scams in the State, the Home Minister said that the youth wants a reply from the chief minister.

“Mamata Banerjee had promised to give three lakh jobs. Mamata Didi, you had promised to give allowance to the youth. The youth is asking you for an account of it, what happened,” he said while slamming chief minister Mamata Banerjee for not fulfilling the promises made by her party.

“You did so many scams in the recruitment process, that the Enforcement Directorate (ED) had to take away the money in two trucks,” he added. (ANI)

‘Hacktivist Indonesia’ Claims To Attack 12,000 Indian Govt Sites: Cybersecurity Alert

A group named “Hactivist Indonesia” has claimed to have issued a list of 12,000 Indian government websites, including Central and States, which it may attack in the coming days, an alert circulated by the Ministry of Home Affairs’ Indian Cybercrime Coordination Centre (I4C) points.

However, Indian government websites are “updated” and “capable” to handle such threats and narratives being spread by ill elements possibly operating within or outside the country, the alert has been circulated to all agencies, Central and State government wings.
Issued on Thursday, the alert was circulated by the I4C based on the inputs received by its Cyber Threat Intelligence wing following its open-source intelligence. The narrative was detected by the Cyber Threat Intelligence wing of I4C about the ‘Hacktivist Indonesia’ group which has been involved in an illegal operation to hack Indian websites as well as those in some foreign countries too.

The input was first shared with the Indian Computer Emergency Response Team (Cert. In), a nodal agency under the Ministry of Electronics and Information Technology, who had requested to share the information with the nodal cyber-crime units in the States about the “potential threat”.

“A group named ‘Hacktivist Indonesia’ has been targetting India, and it has created a narrative that it will attack 12,0000 Indian government websites that include Central and those linked to States,” said sources citing the alert circulated, adding “it is, however, not necessarily whether the group belongs to Indonesia.”

The group ‘Hacktivist Indonesia’ might be from “Malaysia or a set of different Islamic countries” because similar mindsets of people are trying to attack (India) using cyberspace, said the source.

“The hacktivist group can also attack China or Ukraine. They also attack different countries,” said the source, pointing “people from different countries are attacking in the ongoing illegal cyber operation and ‘Hacktivist Indonesia’ is among those group planning attack by using means of open source.

“The ‘Hacktivist Indonesia’ has been attacking not only Indian websites but also the websites of other countries. They have circulated a list of 12,000 Indian government websites which they want to target. I4C unit through its open source intelligence alerted the Cert.In about such ongoing activities, suggesting to be aware.”

As per cyber experts in MHA, “this narrative has been going on since last year”.

“Such hackers attack government websites and try to slow down these websites using different means. However, government websites are updated. This is not a new thing. Last year too, similar attempts were made by such hackers to attack several websites in Gujarat. The hackers try to send heavy internet traffic to slow down the websites so that users get affected and they could not access or connected online services and sites,” said the experts.

“The hackers used to check government websites through Distributed Denial-of-Service (DDoS) attack which is a cybercrime in which the attacker floods a server with internet traffic to prevent users from accessing connected online services and sites.”

If a person or organisation faces any cyber-attack, the matter can be reported on the cybercrime.gov.in website, they said, adding “a focussed work is being done with the help of I4C to curb such cyber menace in the Central agencies”.

Considering the threat perspective, the Central government has already informed the states through cyber-crime and cyber security how to protect their websites, a senior MHA official told ANI requesting anonymity, and informed that “there is also a GIGW guideline which helps in keeping control on such illegal activities of the hackers”.

Making government websites more secure from cyber-attacks, National Informatics Centre (NIC) formulated the Guidelines for Indian Government Websites (GIGW) in 2009 which aims to ensure the quality and accessibility of government guidelines, by offering guidance on desirable practices covering the entire lifecycle of websites, web portals and web applications, right from conceptualisation and design to their development, maintenance and management.

The second version of the GIGW was developed in 2019. The third version of GIGW (GIGW 3.0) has also been introduced. The key thrust of GIGW 3.0 is on offering specific guidance to government organisations on how to improve the user interface and user experience (UI and UX), by incorporating features such as intuitive page loading (using AI and analytics) based on the user journey and user profile, using state-of-the-art content management system (CMS), user-centric information architecture (IA), centralised monitoring dashboard to identify and provide alerts on non-conformity and technical enablement of all content creators and publishers.

GIGW 3.0 also significantly enhances the guidance on the accessibility and usability of mobile apps, especially by offering specific guidance to government organisations on how to leverage public digital infrastructure devised for whole-of-government delivery of services, benefits and information. These cover aspects such as API level integration for use of integration with social media, India Portal, DigiLocker, Aadhaar-based identity, single sign-on, data sharing in open formats on the government’s data platform, government’s scheme discovery platform, government’s citizen engagement platform MyGov, AI-based Indian language translation tools, seamless content/data access across web-based solutions of government organisations. GIGW 3.0 offers upgraded guidelines on the accessibility of websites and apps, with a view to making access to cyberspace more inclusive.

It also guides on the prevention of leakage of sensitive information like passwords, email addresses and credit card details, which cause both personal embarrassment and financial risks. It deals with all aspects of security starting from design, coding and implementation to testing and deployment, which prevent malfunctioning, phishing, cyber-crimes or cyberattacks to avoid data loss of the organisations or users. CBI Summons Kejriwal On April 16

In a major development in the Delhi excise policy case, Delhi Chief Minister Arvind Kejriwal has been summoned by the Central Bureau of Investigation (CBI) for questioning.

The Aam Aadmi Party (AAP) national convenor has been summoned for questioning.
This development comes as former Delhi deputy CM Manish Sisodia continues to languish in judicial custody in the same case.

(ANI)

Narasimha Rao – A Rebel & A Reformer

Two books symbolize the sea change India witnessed as the last century ended and is still on. The author of one, S. Narendra, spent a better part of his communicator’s career articulating the government’s ‘socialist’ policies. Till the prime minister, his finance minister, and India itself, opted for economic reforms.

Four years after he stepped down as the prime minister, P V Narasimha Rao, who helmed the risky, resented-by-many change, lamented to A. Krishna Rao, the other author, that he had lost Andhra Pradesh’s chief ministership to advocating the Nehruvian model, and then, the prime ministership for pushing the reforms, though he did not regret either.

As one who provided the political sinews needed to enable finance minister Manmohan Singh to enforce the reforms, Rao was and remains, the man who opened the door. After Nehru who is demonized, albeit for reasons beyond his combining socialism with welfare, Rao, billed as the modern-day Chanakya, is India’s most written-about ex-premier today.

Four reasons have motivated analysts to dwell on him almost two decades after he died in 2004. All of them are relevant.

He died virtually shunned, even despised, by the Congress that he served. The party is under dire stress today battling Prime Minister Narendra Modi-led BJP juggernaut. It lacks political direction and ideological coherence. It can neither shed nor grow under the Nehru-Gandhis.

Rao, PV for short, helmed the government when the controversial Babri Masjid was demolished. Its rubble has continued to contaminate a pluralist India’s sinews, casting a dark shadow as it seeks its place on the global table.

Though not the first or the last time, financial scams coloured Rao’s five-year tenure (1991-96). Many more have surfaced since. Adani is the latest.

The present political dispensation has sought to appropriate Rao. Like Sardar Patel, put on the world’s tallest pedestal, not so much for his contribution to the nation, but because Congress ignored him. It’s a political me-too. In Rao’s case, the Bharatiya Janata Party wants to make inroads into the Telugu-speaking South.

The analysts’ fourth reason should actually be the first. For, Rao-launched economic reforms are why India and the world should recognise his legacy. They woke up the sleeping giant.

ALSO READ: The Prime Minister Whose Work Speaks Louder

Three decades on, reforms have been embraced by successive governments, not only of Manmohan Singh, Rao’s nuts-and-bolts man but also those of Nehruvian I K Gujral and BJP’s Atal Bihari Vajpayee. The Modi Government is building on that edifice, whether or not it admits it.

Narendra correctly titles his book using the Narasimha Rao years (1991-96) as India’s Tipping Point (Bloomsbury India). An ‘insider’, he was Rao’s media advisor, but insists, “not a confidante”. Rao pitted him, a civil servant, before his doubting political critics led by Arjun Singh, to justify the choice of an unshackled elephant as the reforms’ symbol.

“India is a large, polyglot, federal, parliamentary democracy. The decision-making process is slow but surefooted, the giant steps are impactful. Other countries already have tigers and lions. Moreover, the elephant is identified with Lord Ganesha”, Narendra succinctly explained. He got into many Congressmen’s crosshairs.

He insists that PV, no “reluctant reformer”, well understood the Indian ethos. India had lagged behind Southeast Asia’s ‘tiger’ economies by decades and an adversarial China by 12 years. Yet, the ‘elephant’, being stirred up for a tiger’s leap, unlike the others, needed to have “a human face.”

Both authors dwell on the Rao-Congress relationship in their separate ways. The first Congressman, not a Nehru-Gandhi, lacking their looks and charisma, Rao ran a minority government for a full term. One problem was that he was from the South. That the two authors are also from peninsular India helps shed that bias.

If Narendra’s approach is to-the-point, Krishna Rao, a senior journalist, portrays PV, as the title of his book suggests, The Quintessential Rebel (SR Publication). Yet another biographer, Vinay Sitapati, calls Narasimha Rao, as the name indicates, a “half-lion”. Rao’s critics may not appreciate these nuances. To them, these descriptions may not jell with the image of a sensitive, soft-spoken man. But they would agree with what Narendra calls Rao’s deep personality flaw of being indecisive and uncommunicative in the face of a crisis.

That fatal combination governed the immediate aftermath of Babri’s destruction. In hindsight though, one is left wondering how and why a seasoned politician like Rao believed in the BJP leadership and specific commitments made before the Supreme Court and then cried ‘betrayal’. It was a collective failure on which Rao presided and that, like Indira Gandhi’s Emergency, shall always remain his negative legacy.

Crises dogged Rao even after the loss of power and retirement. The last bit was thanks to his ungrateful party which “let the law take its course” when Rao was charged in a court, the first former premier thus hauled up, for allegedly paying lawmakers to save his government. This stance was missing when the Sonia-blessed Manmohan Singh Government was on a similar sticky wicket. Or now, when Rahul Gandhi is convicted, however controversially, for a poll-time verbal faux pas.

Heading a disparate coalition, Rao was a weak premier, weakened further by the ‘bushfires’ lit by fellow Congressmen. Many family loyalists were his ministers. The more ambitious ones succeeded in driving a wedge between Rao and Sonia and on her nod, launched a rival party that cut into Congress votes in 1996.

Rao lost and went home. But the party has also lost, despite wielding power for a decade (2004-2014) under another non-Gandhi, but Sonia nominee.

There is no denying Rao’s hesitancy in acting against ministers who came under the scanner in the Harshad Mehta scam, and later in dealing with the sugar import scam.

A fuller study of Rao, as the authors have attempted, must include steering the Indian ship in the post-Soviet world, amidst Dunkel and Kickleger pressures by the newly-emerged sole superpower. It must cover Kashmir, the Pandits’ exodus, and cross-border infiltration. It must analyze how the BJP and the Left united to thwart all his plans.

Related to reforms is another lasting legacy of Rao. The “Look East Policy”, now called “Act East Policy”, has provided India with an entire region next door and a much-needed platform that has evolved into Indo-Pacific.

Narasimha Rao was many things, but essentially, a poet. Krishna Rao, a poet himself, quotes PV’s August 15, 1947 poem:

“For ages, he had silently
Bearing injustice with a smile,
Now, he is seething with anger
With redness of dusk
Reflecting on his face;
He is a revolutionary sage!”

That was the common Indian man when he gained freedom at midnight.

Ranbir-Alia’s First Anniv: Neetu, Soni Drop Loved-Up Posts

Actors Ranbir Kapoor and Alia Bhatt are celebrating their first wedding anniversary today, and have been receiving best wishes from fans and family members ever since the clock struck twelve.

Ranbir’s mother and veteran actor Neetu Kapoor put up a special message for the lovebirds on her Instagram Story.
“Happy anniversary my beautiful people. My heartbeats. Love and blessings,” she wrote, adding a beautiful picture from the couple’s intimate wedding ceremony.

In the image, we can see Alia and Ranbir busy doing pooja. One can also spot the late Rishi Kapoor’s photo frame being placed on a table kept next to Ranbir.

Alia’s mom Soni Razdan also wished the couple in an adorable way.

Sharing a string of images of Ranbir and Alia from their D-Day, she wrote, “On this day last year my sweet’s promised to be with each other through thick and thin and through good times and all kinds of times. Happy Anniversary you two. Wishing you both a joyous journey onwards.”

Ranbir’s sister Riddhima Kapoor Sahni, who is an active social media user, chose to make Ranbir and Alia’s special day more special with a heartfelt post.

“Happy first anniversary to Raha’s mummy and daddy,” Riddhima wrote.

Alia and Ranbir fell in love during the shoot of their hit film ‘Brahmastra’. After dating for a couple of years, the two tied the knot in April last year.

Their wedding ceremony took place amidst family and close friends at Ranbir’s residence in Mumbai. For the special day, the duo twinned in ivory.

Alia ditched the mainstream lehenga and wore a hand-dyed ivory organza saree. The sheer saree was adorned with fine tilla work and was teamed with a matching blouse featuring quarter sleeves and a V-neckline. She accessorised her wedding attire with a heavy choker necklace, matching jhumkas and a matha patti all from Sabyasachi Heritage Jewellery.

Ranbir, on the other hand, Ranbir wore an embroidered silk sherwani by the same designer. He accentuated his groom look with shawl decked in zari maori embroidery and a long pearl necklace.

2022 became even more special for the two with the arrival of their daughter Raha.

Announcing the baby’s arrival, Alia via an Instagram post said, “And in the best news of our lives:- Our baby is here…and what a magical girl she is. We are officially bursting with love – Blessed and obsessed PARENTS!!!! Love love love Alia and Ranbir.

The couple has not disclosed the face of Raha yet. (ANI)

Hema Apologises For Mistaking Bihu As Festival Of Bihar

Actor-turned-politician Hema Malini has found herself at the receiving end of social media trolls with her latest tweet on the ‘Bihu’ festival.

Bohag Bihu or Rongali Bihu, one of the biggest festivals of Assam, marks the beginning of the harvest period. The first day of the Hindu solar calendar is celebrated in the states of Punjab, Tamil Nadu, Orissa, Kerala, Manipur, West Bengal among others with different names and traditions.
On Thursday, Hema Malini wished everyone a happy harvest period. However, she made a huge faux pas by calling ‘Bihu’ the New Year for Bihar.

“It is the Harvest season now. Tamizh Puthandu (New year), Baisakhi (Punjab), Bihu (Bihar) and Pohela Baisakh or Naba Barsha (Bengal) are some of the festivals celebrated. Wish you all a wonderful festival month,” Hema Malini tweeted.

Eagle-eyed netizens pointed out the mistake and trolled the veteran actress.

“Bihu is from Assam not Bihar,” a social media user tweeted.

“Ma’am Bihu belongs to Assam. Kindly Correct your tweet,” another one wrote.

“You are absolutely wrong madam, Bihu belongs to Assam only, we just achieved Guinness world record today as maximum number of group dance performers in a single venue,” a netizen tweeted.

After facing backlash, Hema Malini issued an apology.

“By mistake I have put Bihu is a festival celebrated in Bihar. I am sorry! That should read Bihu, festival of Assam,” she wrote on Friday.

Bohag Bihu marks the start of the harvest season and it’s the time of seeding. It is also celebrated as Assamese New Year. The different days of Rongali Bihu are dedicated to cattle, household deities, handlooms, farming equipment, among others. Dancing to the tunes of folk songs known as Bihu Geet, feasting and exchanging gifts form other traditions of the festival. (ANI)
