External Affairs Minister S Jaishankar

Damage Done To Trust Is Immense When Nation Violates Deal: Jaishankar

While not naming China, External Affairs Minister S Jaishankar on Friday said when nations disregard their legal obligations or violate long-standing agreements, the damage done to “trust and confidence is immense”.

He also invoked the debt crisis in countries along the Indian Ocean to take a veiled dig at China.
“When nations disregard their legal obligations or violate long-standing agreements, as we have seen, the damage to trust and confidence is immense. It is therefore essential that all of us take the long view of our cooperation, rather than a tactical one of our interests,” Jaishankar said, addressing the 6th Indian Ocean Conference in Dhaka.

Raising the “unsustainable debt”, the EAM added, “A significant shared concern through the Indian Ocean is that of unsustainable debt generated by unviable projects. There are lessons from the last two decades that we ignore at our peril. If we encourage opaque lending practices, exorbitant ventures and price points that are unrelated to the market, these are bound to bite us back, sooner rather than later.”

He stated that connectivity is a “particularly crucial issue” for all of the countries as the era of imperialism disrupts the natural linkages of the continent and creates regional silos to serve its own ends.

The EAM stated further that in many cases, the “hinterland was disadvantaged to the benefit of the coastal areas”.

“Building back in the post-colonial era is a long, painful and arduous task,” Jaishankar noted, adding, “It is still very much a work in progress. How to restore, indeed enhance flows between distinct regions is today of the utmost priority. For a nation like India, this means a land connection to South East Asia. And a multi-modal one to the Gulf and beyond. Central Asia offers its own distinct challenges due to obstacles in between.”

He added, “Collectively, the more we work on facilitating smooth and effective connectivity, the better off we all are. And obviously, we need to respect sovereignty and territorial integrity while doing so. Let me, therefore, underline that from India’s perspective, efficient and effective connectivity to ASEAN in particular will be a game-changer. We accord this the utmost priority.”

At the event, Jaishankar also praised Bangladesh for coming out with its Indo-Pacific outlook and joining a number of countries in articulating its thinking on the subject. “Indo-Pacific is a reality and a statement of contemporary globalisation,” he added.

EAM stated the UNCLOS should be respected, terming Bangladesh a “successful developing economy”. (ANI)

Karnataka Poll

Counting Of Votes For K’taka Elections Tomorrow

After much political effervescence in the tightly-contested assembly elections in politically crucial Karnataka, all eyes are on the counting of votes on Saturday when the results will be declared.

According to the Election Commission (EC), Karnataka recorded a 73.19 per cent voter turnout in the May 10 assembly elections, the highest-ever voter turnout in the southern state.
Polling was held across 58,545 polling stations to elect the members in the 224-seat Karnataka Legislative Assembly. The majority mark needed to form the government is 113.

Chief Minister Basavaraj Bommai exuded confidence in Bharatiya Janata Party’s (BJP) return to power in Karnataka.

“There is no chance of a hung Assembly, we are going to form the government comfortably. Let him (DK Shivakumar) be happy with his 141 seats till tomorrow. We will have a legislature party meeting to decide the Chief Ministerial face,” Chief Minister Bommai told reporters on Friday.

A day before the counting of votes for the Karnataka Assembly elections, Chief Minister Basavaraj Bommai on Friday held a key meeting with top Bharatiya Janata Party leaders from the state.

The meeting was held at the residence of former Karnataka Chief Minister BS Yediyurappa in Bengaluru.

Meanwhile, Karnataka Congress chief DK Shivakumar on Friday held a meeting with party president Mallikarjun Kharge at his residence in Bengaluru.

“Exit polls have their own theory. We do not go by those samples, my sample size is too high and in that, we will have a comfortable majority. I do not know about JDS, let them take their own call. I do not have any backup plan, my only plan is that the Congress party will come to power,” told ANI.

Congress general secretary in-charge Communications Jairam Ramesh said that BJP’s defeat in Karnataka will open Delhi’s door for Congress in 2024.

“Congress’ victory in Karnataka is Prime Minister Narendra Modi’s defeat because no one campaigned in Karnataka except him. After (BJP’s) Karnataka’s defeat, Delhi’s door is open for Congress in 2024. During the Bharat Jodo Yatra, we were there for 27 days in Karnataka and visited seven districts. We do not have any doubt. We will get majority votes. We have promised five guarantees in our manifesto and because of these guarantees Congress is guaranteed to win,” said Jairam Ramesh.

He also ruled out the possibility of a coalition government in Karnataka with the JDS.

“I am absolutely sure that JDS will disintegrate… This time I do not think that there is any scope for a coalition government with JDS,” added the Congress veteran.

The Janata Dal (Secular) national spokesperson Tanveer Ahmed on Friday said that they have already decided which party they would support in forming the government after the results are declared.

Speaking to ANI, Ahmed said, “We have already decided with whom we are going to form the government. We will announce it to the public when the appropriate time comes.”

Former Karnataka Chief Minister BS Yediyurappa on Thursday expressed confidence that the Bharatiya Janata Party would secure an absolute majority and return to power for a second term to form government in the southern state.

Speaking to ANI, Yediyurappa said, “I am 100 per cent confident that the BJP will secure an absolute majority and form the government”.

Yeddyurappa’s response came after exit polls predicted Congress’s edge over the BJP in Karnataka polls.

The BJP leader refuted any possibility of a hung assembly.

With exit polls giving Congress an edge over the BJP in the Karnataka Assembly elections, Chief Minister Basavaraj Bommai said that the BJP will come to power with a “comfortable majority” as he was confident with the party’s ground reports.

“All the exit polls predicted that Yogi Adityanath will not come back but he came back in Uttar Pradesh. Last time, they (exit polls) predicted only 80 seats for BJP and 107 for Congress but it came reverse… We are confident with our ground reports and we will come with a comfortable majority,” Bommai told ANI on Thursday.

On a question about forming an alliance with JD(S), in case the party falls short of a majority, he said, “At that time, National leadership is going to take a decision. The question does not arise. I am certain that the party will get 115-117 seats”.

Congress is expected to have a clear edge in Karnataka in the assembly elections held on Wednesday with four exit polls giving it a full majority and some predicting a hung assembly with an advantage to the party.

A few exit polls also said that BJP is ahead and is likely to form the government.

The exit polls, which were released after the polling ended in Karnataka, predicted that Janata Dal-Secular JD(S) would not touch the 37 seats it won in the 2018 polls but would continue to be a strong regional player in the state. If Karnataka throws up a hung assembly, the JD-S could emerge as the kingmaker.

According to India Today-Axis My India exit poll, Congress is poised to win a comfortable majority with 122-140 seats, BJP will get 62-80 seats, JD(S) 20-25 and others 0-3 seats.

A party needs 113 seats for a majority in the 224-member Karnataka assembly.

The poll of polls shows an advantage for the Congress with the party poised to win 109 seats, BJP 91 seats and JD-S 23.

News24-Today’s Chanakya predicted Congress crossing the halfway mark. It said BJP is poised to win 92 seats, Congress, 120 and JD-S 12 seats.

With top leadership including Prime Minister Narendra Modi and Union Home Minister Amit Shah campaigning for the party, BJP put all its might to strengthen its support base.

Prime Minister Narendra Modi addressed 19 public meetings and held six roadshows. Amit Shah held 16 public rallies and 14 roadshows. BJP chief JP Nadda held 10 public meetings and 16 roadshows.

Hectic electioneering by leaders of various political parties saw BJP allowing Union Ministers and Chief Ministers to campaign with their full force while Congress putting its chief ministers including Rahul Gandhi and Priyanka Gandhi Vadra as star campaigners.

The Congress on the other hand worked hard to wrest power from the BJP that is striving to break the 38-year-old pattern of alternating governments and retain its power in the state.

Congress leaders, including Rahul Gandhi, Sonia Gandhi and Mallikarjun Kharge, held various roadshows, rallies and elections campaigns.

With the war of words between top guns of all the major political parties, the campaigns of the election of the southern citadel saw allegations and accusations flying thick and fast.

Several issues of the state were promised to be solved.

However, the issue of Bajrang Dal, which was mentioned in the Congress manifesto, took centre stage in the political campaigning.

The Congress party last week in its manifesto for the May 10 elections said it will take “decisive action” as per law including banning organisations like Bajrang Dal, the Popular Front of India and others.

The Congress manifesto said the party is committed to taking firm and decisive action against individuals and organisations spreading hatred among communities on grounds of caste and religion.

In the 2018 assembly elections, the BJP emerged as the single-largest party by winning 104 seats. Congress had bagged 80 seats and the JDS) got 37 seats. Bahujan Samaj Party (BSP) the Karnataka Pragyavantha Janata Party (KPJP) managed get one seat each. There was also an independent member. (ANI)

Air India Pilot’s License Suspended For Violating Cockpit Rules

The Directorate General of Civil Aviation (DGCA) has imposed a fine of Rs 30 lakh on Air India for allegedly not taking prompt and effective action in the February 27 Dubai-Delhi flight cockpit violation incident and suspended the Pilot in command for three months.

The pilot of Air India AI-915 Delhi-Dubai flight on February 27 allowed a woman friend to enter the cockpit, according to a complaint filed by a cabin crew member on the same flight who alleged that safety norms were violated.
Last month, India’s aviation regulatory body DGCA issued a show cause notice to Air India CEO Campbell Wilson and Chief of flight safety Henry Donohoe for failing to report the Dubai-Delhi flight cockpit violation incident on time.

The notice was issued on April 21 and 15 days were given to respond. “Air India CEO was issued show cause notice for the February 27 incident,” a DGCA official told ANI.

According to DGCA, the CEO of Air India received a complaint in this regard from one of the operating crew members of the flight. However, the organization did not take prompt corrective action despite this being a safety-sensitive violation. Anticipating a delayed response, the complainant approached the DGCA.

Aviation regulator DGCA took the complaint seriously and launched an investigation.

Based on the outcome of its investigation, DGCA fined Rs 30 lakh to Air India for not promptly and effectively addressing the safety-sensitive issue. Further, the pilot license of the Pilot in command has been suspended for a period of three months for misuse of his authority vested under the Aircraft Rules 1937 and allowing violation of the applicable DGCA regulations.

The co-pilot has been warned for not being assertive in preventing the violation. Moreover, Air India has been directed to take administrative action against the SOD/passenger including removing from any Managerial functions in the organization for a specified period.

As per the DGCA CAR (Civil Aviation Regulations) and the Air India Operations manual, only authorised persons who have conducted preflight BA test (as applicable by rule) may enter the cockpit and sit there, provided they are on inspection or for purposes of flight safety only. (ANI)

Why Should You Not Allow It To Run?: SC On ‘The Kerala Story’

The Supreme Court on Friday issued notice to the West Bengal government on the plea of the makers of the movie, ‘The Kerala Story’, challenging the decision of the Mamata Banerjee government to ban the screening of the movie in the State.

Supreme Court also issued notice to Tamil Nadu on a de-facto ban on the movie in the State.
Supreme Court sought a response from West Bengal and Tamil Nadu governments and posted the hearing of the plea on Monday.

“The movie is being exhibited all over the country, why should West Bengal ban the movie, why should you not allow it to run? The film is running in different parts of country with similar demographic profiles. This has nothing to do with the cinematic value of the movie, it may be good or bad,” Chief Justice of India DY Chandrachud said.

The West Bengal government in a notification, last week, said that the movie ‘The Kerala Story’ is “likely to cause a breach of peace” and that it has prohibited the screening of the film to avoid “any incident of hatred or violence to maintain law and order in the state”.

West Bengal was the first state to ban the film, which narrates the ordeal of three women who are trafficked to ISIS camps after being converted to Islam through marriage.

On the decision to ban the film, West Bengal Chief Minister Mamata Banerjee said, “It is to avoid any incident of hatred and violence, and maintain peace in the state.”

Also raking up the ‘Kashmir Files’, a film on the alleged genocide of Kashmiri Pandits, which ran to packed houses despite evoking protests from the Opposition, the Bengal CM said, “What was ‘The Kashmir Files’? It was meant purely to humiliate a particular section of society. What is ‘The Kerala Story’? It is a distorted story.”

The CM directed the state chief secretary to remove the movie from all theatres where it is being screened.

Reacting to the ban, Vipul Amrutlal Shah, the producer of the film, said they will pursue legal options against the decision.

“If state government won’t listen to us, we will explore legal avenues. However, whatever course we take will be based on legal advice,” Shah had told ANI.

Helmed by Sudipto Sen and produced by Vipul Amrutlal Shah, the film evoked sharp opposition from Kerala Chief Minister Pinarayi Vijayan, who called it “RSS propaganda”. Congress MP from Kerala, Shashi Tharoor accused the makers of “misrepresenting” Kerala.

Campaigning for the BJP in poll-bound Karnataka, Prime Minister Narendra Modi, too, weighed in on the controversy, accusing the Congress of standing with terrorists.

‘The Kerala Story’ stars Adah Sharma, Yogita Bihani, Siddhi Idnani and Sonia Balani in lead roles.

A massive controversy erupted around the film after its trailer claimed that 32,000 women from Kerala had gone missing and joined the terrorist group ISIS. However, in the face of protests, the contentious figure in the trailer was later withdrawn.

Its trailer description was later changed to a story of three women from Kerala. (ANI)

Built Pokhara Airport

Chinese-Built Pokhara Airport Fails To Take Off

Under China’s Belt and Road Initiative, Beijing built the Pokhara international airport in Nepal in January but since it came into operation, there are no signs of the airport receiving any international flights, The Annapurna Express reported.

According to the airport authorities, although the talks are ongoing with China, India and other countries, the chances of international airlines making flights to and from Pokhara airport in the near future appear slim. Without international flights, the airport cannot make sufficient income to sustain itself.
According to officials in the Civil Aviation Authority of Nepal (CAAN), the airport should conduct at least 100 daily domestic flights and 50 weekly international flights in order to sustain its operations.

Earlier, when the Pokhara International Airport was inaugurated, it invited a short-lived criticism after China placed it under the BRI, even though the agreement for the airport project was finalised before Nepal became part of the Belt and Road Initiative.

Talking about the loan, Vijay Kant Karna, executive chairperson at the Centre for Social Inclusion and Federalism (CESIF), said, “This is a 100 per cent loan, not aid taken from the Chinese bank, so it is inappropriate to publicize it as aid from China.”

“The only concession is that we do not have to pay the interest of 25 per cent loans, so if we say it is a loan it gives another message to the public,” he added.

Earlier, in 2014, Luo Yan, chairman of the China CAMC Engineering Co. Ltd., and Ratish Chandra Lal Suman, director general of CAAN, had signed a contract worth USD 215.96m for the construction of the airport.

On 21 March 2016, China Exim Bank and the Nepalese government signed a government concessional loan (GCL) agreement worth RMB 1.37bn for the Pokhara International Regional Airport Construction Project.

According to The Annapurna Express citing AidData, a research lab based in Washington DC, 25 per cent of the loan value (RMB 355.9m) was provided without interest and with a maturity period of 20 years and a grace period of 7 years.

The remaining 75 per cent of the loan value (RMB 1.02bn) was provided at a 2 per cent interest rate, a 20-year maturity period and a 7-year grace period.

The AidData report further says that Nepal used the proceeds from this loan agreement to on-lend to CAAN at a five per cent interest rate (with a 20-year maturity period and a 7-year grace period) through a Subsidiary Loan Agreement (SLA) that was finalized on 5 June 2016.

The airport construction project was delayed after China Exim Bank set a condition that a joint escrow account should be set up into which CAAN-the project executing agency-would have to deposit the income generated from all its airports, according to the report.

CAAN refused to do so which delayed the release of the project’s funds and construction of the airport stalled. However, CAAN and China Exim Bank eventually agreed in 2017 to only deposit revenues generated by Pokharan Int Regional Airport into escrow accounts, reported The Annapurna Express.

The airport has to pay USD 3.2m alone in annual interest. Officials say the airport must have an income of at least Rs 1.5 bn annually. If used to its full potential, the airport could raise income to sustain its operating expenses but that would not be enough to pay the instalment of loans

including interest.

Some economists are of the opinion that there was no proper homework about the operational side of the airport. According to them, it was necessary to make an action plan on how to operate the airport constructed with a loan.

“The loan was taken without taking these issues into consideration,” says economist Keshav Acharya, as per the report in The Annapurna Express. (ANI)
