Balasore Tragedy Has Nothing To Do With Kavach: Vaishnaw

After West Bengal Chief Minister Mamata Banerjee questioned the Railways over absence of ‘Kavach’ system citing it as the reason behind the Balasore triple train tragedy, Railway Minister Ashwini Vaishnaw on Sunday said that the accident has nothing to do with anti-collision system.

Mamata Banerjee arrived the accident site in Balasore on Saturday to take stock of rescue operations and questioned why the Centre’s ‘Kavach’ system was missing from the track of the collision.
Kavach is an indigenous Train Collision Avoidance System (TCAS) developed by the Ministry of Railways.

Vaishnaw while speaking to ANI said that the accident happened due to a change in electronic interlocking.

“It has nothing to do with Kavach. The reason is not what Mamata Banerjee said yesterday. This incident happened due to a change in electronic interlocking,” the Railway Minister told ANI.

“This is an entirely different issue, it involves point machine, electronic interlocking. The change that occurred during electronic interlocking happened due to it. Whoever did it and how it happened will be found out after a proper investigation,” he added.

Mamata Banerjee who was the Railway Minister twice termed the incident the “biggest railway accident of the 21st century” and said that this would not have happened if Kavach system was present.

“Coromandel is one of the best express trains. I was the Railway Minister thrice. From what I saw, this is the biggest railway accident of the 21st century. Such cases are handed over to Railway’s safety commission and they investigate and give a report…There was no anti-collision device on the train, as far as I know. Had the device (Kavach) been on the train, this would not have happened…The dead can’t be brought back but now our work is rescue operation and restoration of normalcy,” the West Bengal Chief Minister said on Saturday.

The Railway Minister further said that the focus on the restoration target is to finish the work by Wednesday morning.

“The commissioner of railway safety has investigated the matter and let the investigation report come but we have identified the cause of the incident and the people responsible for it… It happened due to a change in electronic interlocking. Right now our focus is on restoration,” said Ashwini Vaishnaw.

The Balasore train accident where two passenger trains and a goods carriage were involved, claimed the lives of 288 passengers dead and injured over 1,000 people.

The Indian Air Force (IAF) deployed Mi-17 helicopters for the evacuation of the deceased and injured. According to the Eastern Command, IAF coordinated the rescue efforts with the civil administration and Indian Railways.

The preliminary report on the tragedy said the three-way accident involved Bengaluru-Howrah Superfast Express, the Coromandel Express and a goods train on three separate tracks at Bahanaga Bazar Station in Balasore district. As many as 17 coaches of these two passenger trains were derailed and severely damaged in the accident on Friday evening. (ANI)

Dibrugarh-Bound IndiGo Flight Makes Emergency Landing

A Dibrugarh-bound Indigo flight made an emergency landing due to a technical glitch at Lokpriya Gopinath Bordoloi International Airport in Guwahati on Sunday morning.

Union Minister of State for Petroleum and Natural Gas, Rameswar Teli, and two Bharatiya Janata Party (BJP) MLAs Prasanta Phukan and Terash Gowalla were also on board flight 6E2652 when it made an emergency landing at Guwahati airport.
Teli told ANI over the phone, “He is still at Guwahati airport after the flight made an emergency landing following a technical glitch.”

“I was on the flight along with BJP MLAs Prasanta Phukan and Terash Gowalla. Today I have a schedule of three meetings in Duliajan, Tingkhong and Tinsukia. The flight was in the air for 15 to 20 minutes before landing at Dibrugarh airport and back at Guwahati airport and making an emergency landing. We are all safe. The authorities told us that, that flight will not run again,” Teli added.

On the other hand, the airport authority also confirmed about the emergency landing of the Dibrugarh-bound Indigo flight. (ANI)

Odisha: Patnaik Announces Free Bus Services To Kolkata

Odisha Chief Minister Naveen Patnaik on Sunday announced free bus services to Kolkata in the wake of the triple train tragedy in Balasore that claimed 288 lives.

“Keeping in view the greater benefit of the commuters CM Naveen Patnaik has announced free bus service to Kolkata from Puri, Bhubaneswar and Cuttack from today,” the Chief Minister’s Office (CMO), Odisha said.
Meanwhile, daily around 50 buses ferry between Kolkata and the above three cities of Odisha.

The entire cost will be met from Chief Minister’s Relief fund and this arrangement will continue till the restoration of normal train service on the Balasore route, it read.

The disastrous train accident has claimed 288 lives so far while over 1,000 people sustained injuries.

Earlier today, Chief Minister Patnaik announced an ex-gratia of Rs 5 lakh each to the kin of the deceased of the state.

The victims of the train accident are undergoing treatment in various government and private hospitals between Bhubaneswar and Balasore, it further read.

On Saturday, Odisha CM reached the accident site and took stock of the situation in Odisha’s Balasore where a passenger train collided with a goods train leaving several injured.

Meanwhile, the restoration work is underway at Odisha’s Balasore where two passenger trains and a goods carriage were involved in a horrific accident.

The preliminary report on the tragedy said the three-way accident involved Bengaluru-Howrah Superfast Express, the Coromandel Express and goods trains on three separate tracks at Bahanaga Bazar Station in the Balasore district. Electronic Interlocking Behind Balasore Accident: Railway Minister

Railway Minister Ashwini Vaishnaw on Sunday said that the tragic train accident in Odisha’s Balasore occurred due to a “change in electronic interlocking”.

Electronic interlocking is an arrangement of signal apparatus that prevents conflicting movements between trains through an arrangement of tracks. It is basically a safety measure to prevent signals from being changed in improper sequence. The aim of this system is that no train gets the signal to proceed unless the route is proven safe.
Speaking to ANI, Ashwini Vaihsnaw said, “This is a different issue. It is about point machine, electronic interlocking. The change that occurred during electronic interlocking, the accident happened due to that. Whoever did it and how it happened will be found out after proper investigation.”

He further said that restoration work is going on and normalcy will be restored before Wednesday morning.

“The commissioner of railway safety has investigated the matter and it won’t be right for me to comment on that. Let the investigation report come. But the cause of the accident has been identified and the people responsible for it have been identified. Right now our focus is on restoration. There are two main lines and two loop lines. The work is underway and we will definitely complete restoration well before our target of Wednesday morning,” Vaishnaw said.

The Railway Minister also refuted West Bengal Chief Minister Mamata Banerjee’s allegation that the accident could have been averted with Kavach (anti-collision) device.

“It has nothing to do with Kavach. The reason is not what Mamata Banerjee said yesterday. She said as per understanding,” he added.

Meanwhile, as per the official figures, the accident on Friday night left 288 people dead and over 1000 injured.

The three-way accident involved Bengaluru-Howrah Superfast Express, the Coromandel Express and a goods train on three separate tracks at Bahanaga Bazar Station in the Balasore district.

Aditya Kumar Chaudhary, the Chief Public Relations Officer (CPRO), South Eastern Railway said that the restoration work is underway at the site.

“Capsized bogies have been removed…2 bogies of goods train also have been removed…work of connecting track is going on from one side…will finish the work as soon as possible,” he said.

As per the Ministry of Railways, the restoration work is going in full swing and the officials are closely monitoring the restoration process at the accident site.

A manpower of over 1000 people are engaged in the work. More than seven Poclain Machines, two Accident Relief Trains, 3-4 Railway and Road Cranes are deployed, the Ministry stated.

The preliminary report on the tragedy said the three-way accident involved Bengaluru-Howrah Superfast Express, the Coromandel Express and a goods train on three separate tracks at Bahanaga Bazar Station in Balasore district.

As many as 17 coaches of these two passenger trains were derailed and severely damaged in the accident on Friday evening.

Seven National Disaster Response Force (NDRF) Teams, five Odisha Disaster Rapid Action Force (ODRAF) Units and 24 Fire Services and Emergency units were involved in rescue operations.

Railway Minister Ashwini Vaishnaw who reviewed the restoration work at the Balasore triple train collision site on Sunday, said that the accident that claimed the lives of 288 passengers happened due to a change in electronic interlocking.

“The commissioner of railway safety has investigated the matter and let the investigation report come but we have identified the cause of the incident and the people responsible for it… It happened due to a change in electronic interlocking,” Vaishnaw told ANI.

The Railway Minister further added the focus right now is on the restoration and the target is to finish the work by Wednesday morning.

“Prime Minister Narendra Modi inspected the site yesterday. We will try to restore the track today. All bodies have been removed. Our target is to finish the restoration work by Wednesday morning so that trains can start running on this track,” Vaishnaw added.

Earlier on Saturday, the Railways Ministry informed that the restoration work was ongoing at war footing in Odisha’s Balasore.

In a tweet, the Ministry of Railways said that the officials are closely monitoring the restoration process at the accident site.”Restoration work is ongoing at Warfooting at the train accident site in Balasore, Odisha with 1000+ Manpower working tirelessly. At present, more than 7 Poclain Machines, 2 Accident Relief Trains, and 3-4 Railway and Road Cranes have been deployed for early restoration.
