RS Passes Bill For Inclusion Of Hattee Community of Trans Giri Area In Himachal In Scheduled Tribes List

The Rajya Sabha on Wednesday passed a Bill with a voice vote to include the Hattee community of the Trans Giri area of Sirmour district in Himachal Pradesh in the list of Scheduled Tribes.

Speaking on the Constitution (Scheduled Tribes) Order (Third Amendment) Bill, 2022, Tribal Affairs Minister Arjun Munda said the the Bill seeks to amend the Constitution (Scheduled Tribes) Order, 1950 which lists the tribal communities deemed to be Scheduled Tribes in States and Union Territories.
The Minister said demands for inclusion of Hatti tribe in the Trans- Giri area of Sirmour district in Himachal Pradesh have been pending for a long time, and their inclusion to the Scheduled Tribes list will help them in providing long pending justice.

The Minister mentioned that the border sharing people from four blocks of Tran Giri of Himachal Pradesh have their relatives identified as Scheduled Tribes in Uttarakhand.

Responding to the members, Munda said it is the responsibility of respective Governments to ensure no tribal land alienation takes place in their states.

He also listed the number of initiatives taken up by the Tribal Affairs Ministry in the field of health and education in tribal dominant areas.

The Bill was passed by the Lok Sabha in December last year.

On September 14, 2022, the Union Cabinet under the chairmanship of Prime Minister Narendra Modi had approved the addition of some Tribes in the list of Himachal Pradesh.

The process to include tribes in the Scheduled Tribes list begins with the recommendation from the respective state governments, which are then sent to the Tribal Affairs Ministry, which reviews and sends them to the Registrar General of India for approval. This is followed by the National Commission for Scheduled Tribes’ approval before the list is sent to the Cabinet for a final decision.

At present Bhot, Bodh; Gaddi; Gujjar; Jad, Lamba, Khampa; Kanaura, Kinnara; Lahaula; Pangwala; Swangla; Beta, Beda; and Domba, Gara, Zoba tribes are included in the list of Scheduled Tribes in Himachal Pradesh.

Himachal Pradesh hovernment had earlier requested the Centre to include Hattee community of Trans Giri area of Sirmour district in Scheduled Tribes list, excluding those communitieswhich are already notified as Scheduled Castes for the state. On the basis of recommendation of the state government, the Government of India proposed to modify the list of Scheduled Tribes in respect of State of Himachal Pradesh by amending the Constitution (Scheduled Tribes) Order, 1950. 29,295 Vacancies Filled In J-K After Abrogation Of Article 370

A total of 29,295 vacancies were filled in Jammu and Kashmir since the abrogation of Article 370 in the erstwhile state, the Central told the Rajya Sabha on Wednesday.

Union Minister of State for Home Nityanand Rai shared the input in a written reply to a member.
“The Government of Jammu and Kashmir has carried out several governance reforms, including in the area of recruitment in Government. After the abrogation of Article 370, a large-scale recruitment drive has been carried out and the Government of Jammu and Kashmir has filled 29,295 vacancies,” said Rai, adding that recruiting agencies have advertised 7,924 vacancies and examinations in respect of 2,504 vacancies have been conducted.

He said that the identification of vacancies in the Government and recruitment is a continuous and ongoing process.

“The same is taken up under accelerated recruitment drive,” the minister added.

The Government of Jammu and Kashmir has taken various initiatives to bring down unemployment by implementing various self-employment schemes through different departments by providing subsidized loans for the establishment of their own sustainable income generation units, the MoS further said.

He further said that a number of self-employment schemes like Mission Youth, Rural Livelihood Mission, Himayat, PMEGP, Avsar, and Tejaswani are being implemented for providing employment opportunities.

“From the results of the Periodic Labour Force Survey (PLFS) conducted by the National Sample Survey Office (NSSO), estimates of the unemployment rate are not available specifically for the educated youth in Jammu and Kashmir for the period April-June 2021,” Rai added.

However, the Minister said, from the PLFS conducted by the National Sample Survey Office (NSSO) during July 2020-June 2021, an estimate of the unemployment rate according to the usual status among the persons of age group 15-29 years for Jammu and Kashmir was 18.3 percent. (ANI)

Nora Joins Varun Tej In Telugu film

Actor Nora Fatehi will be seen sharing screen space with Varun Tej in Karuna Kumar’s directorial.

As per a statement, Nora will be seen in a vital role in the film. She will also do a special dance number.
The movie, which is yet to be titled, is set in the period backdrop of the 1960s in Vizag. It is currently referred to as VT14.

Varun Tej will also be seen in the action thriller movie Gandeevadhari Arjuna’.

He recently shared the film’s teaser.

The teaser begins with a suspenseful scene in which someone looking for “File 13”, and then comes Varun Tej as Arjuna. As Varun Tej’s agent character readies to set out on a crucial mission to save Nassar, who is being targeted at a UN Summit centred on climate change.

India Will Cross LOC If: Rajnath Warns Pak

Defence Minister Rajnath Singh on Wednesday said while the jawans of the Indian Army did not step across the Line of Control (LoC) during the Kargil conflict in 1999, they could have ventured inside enemy territory if they so wanted.

Addressing an event commemorating soliders, who laid down their lives on the line of duty, at the 24th Kargil Vijay Divas, on Wednesday, the Defence Minister said, “The honour and dignity of the nation are above everything else for us. And to save or restore our country’s honour and territorial integrity, we can go to any extent. The reason why our forces did not cross the LoC after emerging victors in ‘Ooeration Vijay’ on July 26 1999 is because we are a peace-loving country, which is rooted to its values and are committed to international laws.”
“We did not cross the LoC (during the Kargil conflict) but it does not mean if could not or cannot do so. We reserve the right to cross the LoC to defend our borders and will do so, if needed. Let there be no doubt about it,” he said.

He said the Kargil conflict was imposed on India.

“We did try to resolve all issues with Pakistan through diplomatic channels, but were backstabbed. Late Prime Minister Atal-Ji had made sincere efforts to address and resolve all issues, including Kashmir, by visiting Pakistan. However, as part of its nefarious designs, Pakistan sent its soldiers to capture some of our positions in Kargil. The enemy occupied vantage points and were strongly placed,” the minister said.

He said that Indian Army gave a befitting reply to Pakistani intruders during “Operation Vijay”, sending a message not only to the cross-border rival but the whole world, that when it comes to its national interests, the Indian army will not back down at any cost, Singh said.

“Even today, we are fully committed to safeguarding our national interests. It doesn’t matter who is in front of us. The public has reposed its faith in us and knows that the government will never compromise on the issue of national interest. Whether it is about Kargil or another incident, our army shown that wars are not fought with bombs and guns but on the courage of conviction and valour,” Singh said.

“Our government has given a free hand to the army to act however its wants to defend our borders and territorial integrity. Our army was always as powerful as it is today but the only thing lacking in previous years was political will. I want to assure you that the political will of the government has only become stronger in the last few years. The government stands firmly with our army,” he said. (ANI)

India vs Pak World Cup Match To Be Rescheduled

The ICC Cricket World Cup match between India and Pakistan is likely to be rescheduled and advanced by a day to October 14, BCCI sources said.

They said that security agencies have advised the BCCI to reschedule the match to October 14 as October 15 is the first day of ‘Navratri’.
The schedule for ICC 2023 Cricket World Cup was released last month by International Cricket Council (ICC).

The clash between traditional rivals India and Pakistan has been scheduled for October 15 at . Narendra Modi Stadium in Ahmedabad.

“Security agencies have advised BCCI to reschedule the match date to October 14 from October 15,” a BCCI source said.

BCCI Secretary Jay Shah has called a meeting on July 27 which will have members from hosting venues and decision to reschedule the date of the match is likely to be taken, sources said.  (ANI)

India Developing Its Own 400 Km Class LRSAM Air Defence System

In what could be a major boost for self-reliance in the defence sector, India is indigenously developing a three-layered long-range surface-to-air missile (LRSAM)  defence system which would be able to strike down enemy aircraft and missiles at around 400 Km ranges.

The proposal for developing a three-layered long-range surface-to-air missile system is at an advanced stage in the Defence Ministry and is expected to be taken up for clearance soon, defence sources told ANI.
The over USD 2.5 billion project will help india to be part of an elite group of militaries with indigenous capabilities to shoot down enemy assets in the air from such ranges, they said.

The missile system will have three layers of surface-to-air missiles, which would allow it to hit targets at different ranges.

The surface-to-air missile system development work has been taking place as India worked with Israel to develop the medium-range surface-to-air missile system MRSAM which can hit aerial targets at 70 plus kms.

The Indian system, sources said, would be very capable and would certainly be in the class of the S-400 air defence system already acquired from Russia and deployed along the China and Pakistan border.

The Defence Research and Development Organisation (DRDO) has made significant success in terms of developing air defence weapons for both ground-based and warship-based systems.

After the LRSAM project was taken up by the DRDO, the Indian Navy changed the name of its indigenous LRSAM system to MRSAM.

The Army and the IAF already had named a similar indigenous system as MRSAM.

The Indian defence forces already have the S-400 air defence systems, which can hit targets at 400 Km maximum distance and also have the capability to take out targets at shorter ranges too.

The system is used by the Chinese military as well, which has deployed it along the Line of Actual Control (LAC) with India. The Chinese also have their indigenous air defence systems but they are less capable than the S-400.

Three squadrons of the S-400 have already arrived in India and operationalised but the delivery schedule of the remaining two units is unclear.

The project lead for the LRSAM project would be the Indian Air Force which is keen on promoting indigenisation in defence hardware. (ANI)

LS Speaker Accepts No-Confidence Motion Against Govt Moved By Oppo

Lok Sabha Speaker Om Birla on Wednesday accepted the no-confidence motion against the government moved by Congress MP Gaurav Gogoi on behalf of  opposition parties of I.N.D.I.A alliance.

After Gogoi moved the motion, the Speaker asked about the number of members supporting the motion. He admitted the motion and said the time of the debate will be decided later.
The House resumed its normal functioning after the Speaker accepted the demand for no-confidence motion. Opposition members expressed their opinion on the bills being introduced by the government.

The two Houses have seen repeated adjournments since the commencement of monsoon session of Parliament on July 20.

Gogoi represents Kaliabor constituency in Assam and is an MP from the northeast region.

Bharat Rashtra Samithi, which has nine members in Lok Sabha, also gave no-confidence motion notice against the government.

Union Minister Arjun Ram Meghwal said the government is “ready” for every situation.

“Let the No Confidence Motion come, Government is ready for every situation. We do want a discussion on Manipur…Before the commencement of the session, they wanted a discussion. When we agreed, they brought up the issue of Rules. When we reached an agreement on Rules, they brought in the new issue that the PM come and initiate discussion. I think these are all excuses…” Meghwal told ANI.

Gaurav Gogoi had earlier in the day submitted a notice for no-confidence motion against the government in the Lok Sabha.

The decision to bring a no-confidence motion was taken at a meeting of opposition I.N.D.I.A alliance parties held on Tuesday. As many as 26 Opposition had earlier come together naming their alliance as I.N.D.I.A.

Opposition MPs said that they know the numbers are in favour of the government in Lok Sabha but no-confidence motion is a way to seek reply from Prime Minister Narendra Modi on various issues including the violence in Manipur.

“This No Confidence Motion is a political move with a political purpose – a political move which will bring results…The No Confidence Motion will compel him (Prime Minister) to come to the Parliament. We need a discussion on the issues of the country, especially on Manipur, inside the Parliament. Forget the numbers, they know the numbers and we know the numbers..,” CPI MP Binoy Viswam said.

Manickam Tagore, Congress Whip in Lok Sabha said INDIA alliance is together and it had proposed the idea of no-confidence motion. “Yesterday it was decided. Today, Congress party’s leader is moving it. We wanted to break the arrogance of Mr Modi. He is behaving as an arrogant person – not to come to the Parliament and make a statement on Manipur…We feel that it is our duty to use this last weapon,” he said.

AAP MP Raghav Chadha said that some parliamentary procedures are used to have a long-duration discussion and to compel the government to give a reply.

“Many a time in India’s Parliamentary history, critical instruments of debate, dialogue and discussion within Parliament are exercised. Regardless of the outcome of those instruments and motions, they are exercised with the sole objective of a long-duration discussion on an important issue subsequent to which the PM of India is compelled to come to Parliament and respond to the issues raised by the people and the Members of the Lok Sabha,” he said.

“I think these parliamentary instruments actually strengthen India’s democracy and must be exercised time again and again to pressurise the government to come before the Lok Sabha and answer the questions,” he added. (ANI)

Rajnath Salutes Jawans At Kargil Vijay Divas

Defence Minister Rajnath Singh on Wednesday saluted the brave sons of the soil, who put the nation first and did not hesitate to make the ultimate sacrifice in the Kargil conflict with Pakistan in 1999.

Addressing a sombre commemoration event after laying a wreath at the Kargil War Memorial in the memory of the fallen bravehearts in the icy heights of Kargil, on Wednesday, Singh said, “I salute the brave sons of our soil, who sacrificed their all in the service and protection of their motherland. I salute our jawans, who put the nation first and did not hesitate to sacrifice their lives to defend our motherland.”
“I draw a lot strength and feel empowered whenever I find myself standing among our jawans. As I was paying tribute to the fallen jawans, I couldn’t help recollect the misadventure from across the border. I will never forget this day,” the Defence Minister said.

“The blood that our brave jawans have spilt on the frontlines have helped make India what it is today,” Singh added.

After the wreath-laying ceremony, the Raksha Mantri met with the family members of the soldiers, who made the ultimate sactifice in the 1999 Kargil conflict.

He also handed them mementos and shawls as a mark of respect to the fallen Kargil heroes.

Later, he paid a visit to the ‘Hut of Remembrance’ museum in Drass, which holds memorabilia testifying to the valour and sacrifice of the Indian Army in the Kargil conflict.

Earlier, on Wednesday, Singh on Wednesday arrived in Drass in the Kargil district of Ladakh for the 24th anniversary of Kargil Vijay Diwas.

The day is marked every year to pay homage to the fallen soldiers in the 1999 Kargil conflict with Pakistan.

The Raksha Mantri laid a wreath at the Kargil War Memorial here in memory of the fallen bravehearts in the icy heights of Kargil. He was the chief guest at the sombre commemoration event.

Army Chief General Manoj Pande, too, paid floral tributes to the fallen jawans at the Kargil War Memorial while Navy Chief Admiral R Hari Kumar also laid a wreath in memory of the bravehearts.

Chief of Defence Staff (CDS), General Anil Chauhan, also laid a wreath at the Kargil War Memorial in tribute to the fallen soldiers in the Kargil conflict.

In the conflict, which lasted over two months, the Army managed to push back the Pakistani intruders, who had been occupying certain vantage points in Kargil, raising the Tricolour on the territory wrested from the enemy.

The conflict played out in the frontlines in the Dras, Kargil and Batalik sectors of Kargil district. (ANI)

India’s Rice Exports Ban To Fuel Volatility In Global Food Prices: IMF

IMF’s Chief Economist and Director, Pierre-Olivier Gourinchas, has said restrictions imposed by India on exports of certain varieties of rice are likely to exacerbate volatility on food prices in the rest of the world.

“And they (the ban on rice exports) can also lead to retaliatory measures. So, they are certainly something that we would encourage the removal of these type of export restrictions, because they can be harmful globally,” Gourinchas said in a press conference after it launched World Economic Outlook on Tuesday.
He was asked in the press conference on what would be the impact on the global inflation after India’s decision to restrict export of certain categories of rice.

Notably, India’s rice exports ban came soon after Russia’s announcement of pulling out from the United Nations and Turkey-brokered Black Sea grain deal.

The IMF chief economist noted that the Black Sea Grain Initiative was very instrumental in making sure that there would be ample grain supply to the world in the last year.

“And there are estimates of about 33 million tons of grain that were shipped from Ukraine to the rest of the world. And it helped keep price pressures on food and grain prices lower,” Gourinchas said.

“…now that this grain deal has been suspended, the same mechanics works in reverse, and it’s likely to put upward pressure on food prices,” he added.

Grains prices are estimated to rise 10-15 per cent, the IMF economist said.

The central government last Thursday amended the rice export norms putting the non-basmati white rice in “prohibited” category.

The export policy relating to non-basmati white rice (Semi-milled or wholly milled rice, whether or not polished or glazed: Other) was revised from “free” to “prohibited” and it came into force immediately.

However, export will be allowed on the basis of permission granted by the government to other countries to meet their food security needs and based on the request of their government.

West African country Benin is one of the major importers of non-basmati rice from India. Other destination countries are Nepal, Bangladesh, China, Cote D’ Ivoire, Togo, Senegal, Guinea, Vietnam, Djibouti, Madagascar, Cameroon Somalia, Malaysia, Liberia, and UAE.

India in September 2022 banned the exports of broken rice and imposed a 20 percent duty on exports of non-Basmati rice, except for parboiled rice amid concerns about an estimated low production due to a fall in area under the paddy crop. It later lifted the ban in November. (ANI)
