Vietnam – The Emerging Asian Tiger

This is a race not formally announced but in which every south-east Asian country and prominently India in south Asia are keen participants. The competition is about getting as big a slice as possible of manufacturing capacity touching electronics and telephony to engineering products that is gradually being moved from China by MNCs, principally headquartered in the US and Japan to relatively low cost regions, as part of the China plus one policy. Saving in cost is definitely a consideration for paring MNC manufacturing exposure in China.

Consider Vietnam, which because of state focus on education, boasts of a plentiful supply of educated, hardworking and disciplined workers needed by new generation industries. What further draws MNCs to employ Vietnamese workers is their availability at almost half the cost of Chinese peers in their country’s coastal regions. Manufacturing wages in Vietnam remain the lowest in the entire south-east Asia barring the Philippines.

Cost advantage was certainly not at the top of mind of policy makers of countries now in pursuit of decoupling from China wherefrom earlier huge investments were supporting capacity building of many industries, including hi-tech ones in China and in the process becoming too critically dependent on a single supply source. Geopolitical considerations, growing frictions in trade relations leading countries such as the US, EU and India hauling China to WTO (World Trade Organisation) for dumping of a number of products, including steel and aluminium, arbitrary Chinese policies that became palpably evident during Covide19 pandemic management and reservations about the uncommonly strict data privacy law have underpinned the need to promote investment in other Asian countries that will supplement or cut capacity in China.

Over the years supply chains based in Asia have expanded well beyond China to include Vietnam, India, Indonesia and the Philippines. “We are supplying finished products in large volumes to the US and EU. However, for components and parts we continue to remain dependent on China. The much publicised decoupling from the Chinese economy and all the efforts to expand the supply chain beyond the world’s second largest economy may not have hurt China that much till now. Whatever that may be, Vietnam’s reputation is no longer based on as a global supplier of clothing to American and European companies but of products based on very high technology,” a local head of a leading MNC told this reporter on condition of anonymity.

Because of its strategic location sharing terrestrial and maritime borders with China being wooed by both Washington and Beijing and a population of over 100 million with a per capita income of $4,163.5 in 2022 (source World Bank), it is only natural that MNCs, including the ones dealing with pinnacle of technology, will have a growing presence in Vietnam. From FMCG groups Unilever to Nestle to Procter Gamble to IT companies Microsoft to IBM and Samsung among electronics items manufacturers are finding their businesses growing here.

In Apple’s diversification of supply sources from China, the two countries figuring prominently are Vietnam and India. For Cupertino (California) based Apple, makers of iPhone and MacBook, shifting geopolitical tides, triggered by among other issues President Xi Jinping’s instruction to his military to be prepared to invade Taiwan by 2027 and President Biden’s resolve to defend Taiwan in such circumstances, it has become imperative to ensure that iPhone supplies are not disturbed. Therefore, the company with market capitalisation of $2.87 trillion is constrained to hedge its bet on Vietnam and India by supporting suppliers there.

For example, the Tata group, which already owns an iPhone factory in Karnataka acquired from Taiwanese company Wistron will commission a greenfield iPhone assembly plant at Hosur in Tamil Nadu in the next 18 months. Going beyond assembly, the group has started making iPhone enclosures or metal casings.

In the meantime, Taiwan based electronics manufacturing group Foxconn is successfully running an iPhone assembly unit, one of the largest for Apple outside China, at Sriperumbudur in Tamil Nadu. Production now at 6 million pieces is to be rapidly expanded. In this context, the Wall Street Journal says in a recent report: “Apple and its suppliers aim to build more than 50 million iPhones in India annually within the next two to three years, with additional tens of millions of units planned after that.”

In India suppliers to Apple, however, have to contend with poor infrastructure, logistical challenges getting slowly resolved and trade union issues. Interestingly, China in spite of staying in command of the communist party is spared labour problems. Whatever the challenges of being here, Apple CEO Tim Cook’s visited India in April last and met prime minister Narendra Modi to convey the company’s commitment to be part of this country’s digital journey. In the meantime, the two flagship Apple stores in Mumbai and Delhi that Cook opened have in a short time proved a roaring success. In Vietnam too, Apple products have caught the imagination of the people, especially the young, following the launch of online Apple store and backup service from the online team.

In terms of range products made for Apple by its suppliers, Vietnam has remained nonpareil in Asia outside China. The bright spot that Vietnam is for Apple in its China decoupling move will very substantially increase capacity to make IPads, Apple watches, MacBooks and AirPods by 2025 considering fresh capacity building investments being proposed by existing and new suppliers. For example, Foxconn is to make growing volumes of iPad and MacBook in Vietnam. As the company is in the process to invest $270 million to build a new factory there, one of its subsidiaries is to exclusively supply made in Vietnam servers for Apple to train and test AI services. A shining example of going up in the production value chain. The Taiwanese Compal Electronics, a major supplier to Apple, is too rapidly expanding capacity in Vietnam.

Not only in IT and electronics, Vietnam, according to CLSA, a bank, received in the first three quarters of 2023 foreign direct investment (FDI), which as a share of GDP was twice as large as in Indonesia, the Philippines or Thailand. Whatever that is, neither Hanoi nor New Delhi will not be able to wish away the fact that for many critical components, the two countries continue to remain hopelessly dependent on supplies from China. FDI that propels growth as also supply of technologies fell 16 per cent for India to $70.9 billion in 2022-23 from $84.84 billion in the previous year.

In contrast, a much smaller country Vietnam found FDI rising to $36.6 billion in 2023, a jump of 32.1 per cent year on year. This incidentally happened to be the highest FDI received by Vietnam in the past five years, underlining the destination’s attractiveness to foreign investors, especially the ones keen to reduce their Chinese profile.

The more important considerations that have helped Vietnam to attract FDI from a number of destinations – in 2023, the country received investments from as many as 111 countries – are: adroitness with which the regime continues to handle two antagonists, namely, the US and China; over three and a half decades of opening of the economy and reforms since the end of collectivism; building of human resources to support investment in new generation industries; and incentive package for foreign investors. But now inertia has set in in decision making, specially when it comes to giving approvals to new projects for fear of being hauled up on corruption charges. The inactiveness of politicians and bureaucrats at every level is due to the launch of anticorruption drive some time ago.

Incidentally, President Nguyen Xuan Phuc was forced to resign in January 2023 along with some ministers as part of an anti-corruption campaign. No wonder The Economist highlights “big risks to Vietnam’s tigerish emergence. Its geopolitical sweet spot may not last – especially if Donald Trump returns to power and takes exception to the size of America’s bilateral trade deficit with it. The beneficial demography underlying its growth is weakening.” But the most disturbing phenomenon, according to the magazine, is the rulers’ “resistance to political reform.”

EU Questions Credibility Of Pak’s Elections

Amid reports of rigging in Pakistan general elections conducted on February 8, the European Union has “regretted” the lack of a “level playing field” for leaders of all political parties referring to restrictions on former Prime Minister Imran Khan’s Pakistan Tehreek-e-Insaf party (PTI).

As official results from Pakistan general elections showed independents backed by Imran Khan taking the lead howver, three-time former leader Nawaz Sharif has claimed his party emerging as leading the mandate.

The country’s National Assembly has a total of 266 elected members. A party or a coalition needs 134 seats to win.

In a statement by the High Representative on behalf of the European Union on the general elections, the EU took note of the completion of the polling in the general elections, which took place on February 8 in Pakistan, following several months of postponement and uncertainty and in the context of a tense security environment.

“We regret the lack of a level playing field due to the inability of some political actors to contest the elections, restrictions to freedom of assembly, freedom of expression both online and offline, restrictions of access to the internet, as well as allegations of severe interference in the electoral process, including arrests of political activists,” the statement added.

Independent candidates, mostly backed by Pakistan Tehreek-e-Insaaf (PTI), are leading with 52 seats, according to the provisional results released by the Election Commission of Pakistan (ECP) so far, Dawn reported.

The ECP has released the provisional results for 120 out of 266 seats of the National Assembly.

While PTI-backed independent candidates are leading on 52 seats, PML-N is a close second with 40 seats, followed by the PPP with 19 seats.

The unofficial results by Geo News for 204 seats have shown the independent candidates leading with 87 seats. They are being followed by PML-N at 60 seats and PPP at 45 seats.

“We therefore call upon the relevant authorities to ensure a timely and full investigation of all reported election irregularities and to implement the recommendations of the upcoming EU Election Expert Mission report,” the EU also said.

According to the EU statement, the authorities were faced with the “challenging task of countering serious terrorist threats and attacks”.

The EU also condemned all acts of violence, which took place in the lead-up to the elections and called on all parties and actors to use peaceful and democratic mechanisms to settle differences, refraining from further violence.

“The EU attaches paramount importance to political pluralism, democratic values, independent media, vibrant civil society, judicial independence and international human rights standards, which are key for democratic elections. We call on all political actors in Pakistan to engage in a peaceful and inclusive dialogue aiming at the formation of a stable government and to respect human rights in line with the Constitution of the Islamic Republic of Pakistan, as well as with international treaties to which Pakistan is party,” the statement also noted.

Notably, former Pakistan PM Imran Khan, currently incarcerated, was disqualified from contesting the elections due to criminal convictions. The electoral symbol of the PTI was also taken away by the ECP in a ruling later backed by the Pakistan apex court. As a result, the PTI leaders and supporters contested as independent candidates, Dawn reported.

The participation by the Pakistani people to exercise their right to vote, despite systemic barriers still faced by women and persons belonging to minorities, demonstrates their commitment to democracy and the rule of law. The EU welcomes the increased number of women registered to vote compared to the last elections, it also said.

EU also urged Pakistan to “continue reforms in the areas of human rights, good governance, as well as labour rights and environmental standards, to address the shortcomings outlined in the GSP+ report of November 2023, and to continue the necessary economic reforms”. (ANI)

Calling the announcement of Bharat Ratna to be conferred upon former PM PV Narasimha Rao “fantastic”, author and daughter of former President Pranab Mukherjee, Sharmistha Mukherjee on Friday said that former Prime Minister who ushered economic reforms in India was “never acknowledged by Gandhi-Nehru family.”

“This is fantastic news… The way PV Narasimha Rao was ignored and sidelined by his own party… He was the person who ushered economic reforms in India but this Gandhi-Nehru family never acknowledged it and didn’t even allow his mortal remains to enter the AICC after his death,” Mukherjee told ANI on Friday.

She further said that the announcement taken by Narendra Modi’s government is “absolute magnanimity and graciousness”.

“I think it’s the absolute magnanimity and graciousness of Narendra Modi’s government to confer and recognize the greatness and contribution of the Prime minister who belongs to Congress,” she added.

Prime Minister Narendra Modi on Friday announced that former PMs Chaudhary Charan Singh and PV Narasimha Rao will be conferred the Bharat Ratna. Along with them, MS Swaminathan also known as the father of the green revolution will also be awarded the country’s highest civilian award.

In a line-up post on X, PM Modi said that as a distinguished scholar and statesman, Narasimha Rao served India extensively in various capacities.

“Delighted to share that our former Prime Minister, PV Narasimha Rao Garu, will be honoured with the Bharat Ratna. As a distinguished scholar and statesman, Narasimha Rao Garu served India extensively in various capacities. “Narasimha Rao Garu’s tenure as Prime Minister was marked by significant measures that opened India to global markets, fostering a new era of economic development. Furthermore, his contributions to India’s foreign policy, language and education sectors underscore his multifaceted legacy as a leader who not only steered India through critical transformations but also enriched its cultural and intellectual heritage,” he added.

Born on June 28, 1921, in Karimnagar, Telangana, being an agriculturist and an advocate, Narasimha Rao joined politics and held some important portfolios. He was the Minister of Law and Information, 1962-64; Law and Endowments, 1964-67; Health and Medicine, 1967 and Education, 1968-71, Government of Andhra Pradesh. He was the Chief Minister of Andhra Pradesh from 1971-73 and General Secretary of the All India Congress Committee from 1975-76. (ANI)

Parliament Passes Bills For OBC Quota In Local Bodies In J-K

The Rajya Sabha on Friday passed three legislations relating to Jammu and Kashmir including the bill to provide reservation to Other Backward Classes in local bodies to bring consistency in the local bodies’ laws of the Union territory with the provisions of the Constitution.

Rajya Sabha passed the Jammu and Kashmir Local Bodies Laws (Amendment) Bill, 2024, Constitution (Jammu and Kashmir) Scheduled Castes Order (Amendment) Bill, 2024 and Constitution (Jammu and Kashmir) Scheduled Tribes Order (Amendment) Bill, 2024. The three bills have been passed by Lok Sabha.

Minister of State for Home Nityanand Rai replied to the debate on the Jammu and Kashmir Local Bodies Laws (Amendment) Bill, 2024.

Minister of Social Justice and Empowerment Virendra Kumar answered the debate on the bill relating to Scheduled Castes Order and Union Tribal Affairs Minister Arjun Munda to the bill relating to Scheduled Tribes Order.

Munda said that the three bills brought after the abrogation of Article 370 were aimed at giving justice to the people of Jammu and Kashmir.

He said the people of Jammu and Kashmir will get “political reservation for the first time”.

The Jammu and Kashmir Local Bodies Laws (Amendment) Bill, 2024 seeks to provide reservation to Other Backward Classes in the panchayats and the municipalities in Jammu and Kashmir and to bring consistency in the local bodies laws of the Union territory with the provisions of the Constitution.

It seeks to amend the Jammu and Kashmir Panchayati Raj Act, 1989, the Jammu and Kashmir Municipal Act, 2000 and the Jammu and Kashmir Municipal Corporation Act, 2000.

Officials said that provisions pertaining to state Election Commissioner in the Jammu and Kashmir Panchayati Raj Act “are at variance” with the provisions of the Constitution.

They said said Jammu and Kashmir administration had recommended the inclusion of the Valmiki community as a synonym of Chura, Bhangi, Balmiki, Mehtar at serial number 5 in the list of Scheduled Castes of Union territory of Jammu and Kashmir.

The Constitution (Jammu and Kashmir) Scheduled Castes Order (Amendment) Bill, 2023 proposes to amend the Schedule of the Constitution (Jammu and Kashmir) Scheduled Castes Order, 1956 for inclusion of ‘Valmiki’.

The officials said that the Jammu and Kashmir administration has requested for inclusion of the “Gadda Brahmin”, “Koli”, “Paddari Tribe” communities and “Pahari Ethnic Group” in the list of Scheduled Tribes.

Prior to ‘Lal Salaam’, Rajinikanth was seen in ‘Jailer,’ which was a worldwide box-office hit. He played a man seeking to avenge the death of his cop son. Mohanlal, Shivarajkumar, and Jackie Shroff were seen in important cameos.

In the coming months, Rajinikanth will be seen in Vettaiyan, directed by TJ Gnanavelraja. The film also features Amitabh Bachchan, Fahadh Faasil, Rana Daggubati, Dushara Vijayan, and Ritika Singh. The film will be released in the latter part of 2024. (ANI)

Haldwani: Police Use CCTV To Identify Rioters

Following violent clashes in Haldwani’s Banbhoolpura area, Uttarakhand Police on Friday said they are using CCTV footage to identify rioters and stone pelters.

Chief Minister Pushkar Singh Dhami has directed swift action, instructing officials to immediately arrest miscreants.

Clashes erupted Thursday night after an anti-encroachment drive in Haldwani’s Banbhoolpura area.

Earlier in the day, Uttarakhand Chief Secretary Radha Raturi, DGP Abhinav Kumar, and ADG Law & Order AP Anshuman reached Haldwani to assess the situation.

The state government issued a high alert across the state on Friday, and security was tightened in Banbhoolpura.

Meanwhile, the district administration has ordered the suspension of internet services and the closure of all schools and colleges.

Expressing deep concern over the Haldwani violence incident, Nainital District Magistrate Vandana Singh termed the incident unfortunate and assured that the accused will be identified and strict action will be taken against them.

Singh emphasized that the incident was not communal and urged everyone to refrain from making it a communal or sensitive issue. She clarified that no particular community was involved in the retaliation.

“The police station has been completely damaged by the mob…This is an unfortunate incident. The accused will be identified and strict action will be taken. This (incident) was not communal. I request everybody to not make it communal or sensitive. Any particular community did not retaliate…This was an effort to challenge the state machinery, state govt and the law and order situation…A briefing will be done again in the evening,” she said.

Nainital District Magistrate Vandana Singh said this while addressing the media on Friday, providing details about the incident.

“According to official information till now, two people have died,” DM Singh said.

Refuting claims of the property being a Madrasa, the DM specified that it was an empty property.

“It is an empty property that has two structures, which are not registered as religious structures or have been given any such recognition. Some call the structure a Madrasa,” she said.

The DM said the demolition drive started peacefully but stones were pelted at the Municipal Corporation’s team. The DM said the attack on the forces was planned.

“The demolition drive started peacefully, the force was deployed for prevention…Stones were pelted on our Municipal Corporation’s team…It was planned that the day the demolition drive will be conducted the forces would be attacked…The first mob with stones were dispersed & the second mob that came in had petrol bombs. This was unprovoked and our team did not use any force…” she said.

“You can see (in the video) that the police force and the administration are not provoking or harming anybody,” she added.

The DM said, after the HC’s order, action has been taken against encroachment at various places. This was not an isolated activity and was not targeted at a particular asset.

“After the HC’s order action has been taken against encroachment at various places in Haldwani…Everyone was given notice and time for hearing…Some did approach the HC some were given time while some were not given time. Where time was not given demolition drive was conducted by PWD & Municipal Corporation. This was not an isolated activity and was not targeted to a particular asset,” she said.

The DM claimed that despite the “peaceful” demolition drive, a large mob attacked the municipal team.

“We decided to continue the demolition drive because there was no stay on the assets… A legal process to remove the encroachment is being carried out at various places and so it was done here too…Our teams and resources moved and nobody was provoked or harmed…No actions were taken (by Police and administration) to cause harm to life and property…The demolition drive began peacefully…Despite the entire process being carried out properly, a large mob, within half an hour, attacked our municipal cooperation team,” she said.

Further, the DM claimed efforts were made by the mob to terrorize the area… Our priority was to protect the police station and then ensure that no loss of life or property occurred in Gandhi Nagar

“Maximum force was used for the protest of the police station…As soon as they (the mob) were dispersed from the police station, they headed to the Gandhi Nagar area…People from all communities and religions stay there…Efforts were made (by the mob) to terrorize the area…Our priority was to protect the police station and then ensure that no loss of life or property occurred in Gandhi Nagar…Our efforts were directed to protect the main city of Haldwani,” she said.

The DM said that the mob surrounded a police station, trapping those inside. The mob attacked with stones and petrol bombs, setting vehicles on fire.

“Later, the police station was surrounded by the mob and those inside the police station were not allowed to come out. They were first pelted with stones and then attacked by petrol bombs. The vehicles outside the station were set on fire, and due to the smoke, there was suffocation due to the smoke…Tear gas and water cannons were used only to safeguard the police station,” she said. The Bharatiya Janata Party on Friday issued a three-line whip to all its MPs of Lok Sabha and Rajya Sabha, asking them to be present in the Parliament on Saturday as some important legislative business is to be discussed in both Houses.

“All BJP Members in Lok Sabha and Rajya Sabha are hereby informed that some very important Legislative Business will be taken up for discussion and passing in the Lok Sabha & Rajya Sabha on Saturday, February 10, 2024. All members of BJP in Lok Sabha and Rajya Sabha are therefore requested to be positively present in the House throughout the day on Saturday, 10 February and support the Government stand,” the whips said, which is issued for Lok Sabha & Rajya Sabha separately.

The nearly 60-page White Paper was tabled in the Lok Sabha and Rajya Sabha by Sitharaman on Thursday.

The White Paper said that the UPA government abandoned reforms after coming to power in 2004 and that it failed to build on the strong foundation laid by the previous BJP-led NDA government.

The White Paper said that there were scandals in defence that compromised defence preparedness and the government delayed the acquisition of weapons.

“In the UPA government, decision-making came to a standstill due to corruption and scandals in defence, compromising defence preparedness. The government delayed the acquisition of artillery and anti-aircraft guns, fighters, submarines, night fighting gear and a host of equipment upgrades,” the report said.

The White Paper also referred to the “coal scam”, saying the allocation of coal blocks was done on an “arbitrary basis”. (ANI)

SC To Hear Subramanian’s Plea In April

The Supreme Court on Friday adjourned the petition filed by BJP leader Subramaniam Swamy seeking to delete the words ‘secular’ and ‘socialist’ from the Preamble of the Indian Constitution.

A bench of Justices Sanjiv Khanna and Dipankar Dutta posted the matter in the week commencing from April 29.

Swamy in his petition had said that the two words, inserted in the Preamble through the 42nd Constitution Amendment Act of 1976 during the Emergency, violated the basic structure doctrine enunciated in the famous Kesavananda Bharati judgment by the 13-judge bench in 1973, by which Parliament’s power to amend the Constitution was barred from tinkering with the basic features of the Constitution.

“The framers of the Constitution had specifically rejected the inclusion of these two words in the Constitution and alleged that these two words were thrust upon the citizens even when the framers never had intended to introduce socialist and secular concepts in democratic governance,” Swamy had contended.

It is argued that such insertion was beyond the amending power of the Parliament under Article 368.

It was further stated that Dr BR Ambedkar had rejected the incorporation of these words as the Constitution cannot thrust upon the citizens certain political ideologies by taking away their right to choose.

Rajya Sabha Member of Parliament and the Communist Party of India leader Binoy Viswam had also approached the Supreme Court opposing Swamy’s plea saying that ‘secularism and socialism’ are inherent and basic features of the Constitution.

“It is the intent of the plea filed by Swamy to have a free rein on Indian polity leaving behind secularism and socialism,” Viswam had said.

“Swamy’s petition is an absolute abuse of the process of law and is devoid of merit and deserves to be dismissed with exemplary costs as it challenges the 42nd Amendment to the Constitution of India,” the application of Viswam had stated.

The CPI MP in his impleadment application had said the real purpose behind the PIL is to allow political parties to seek votes in the name of religion.

“The 42nd amendment is challenged by the petitioner as an eyewash to succeed in striking down sub-section 5 of section 29(A) of the Representation of People’s Act, 1951,” the application had stated.

The section mandates the political parties seeking registration with the Election Commission to abide by the Constitution and its principles of “secularism, socialism and democracy”.

Another plea was also filed in the apex court seeking the deletion of ‘secularism and socialism’ from the preamble by lawyers Balram Singh and Karunesh Kumar Shukla. (ANI)

96.88 Crore Registered To Vote For 2024 LS Election: EC

The Election Commission (EC) on Friday announced that 96.88 crore people are registered to vote for the forthcoming General Elections, marking it the largest electorate.

It also added over two crore youth electors in the age group of 18 to 29 years have been added in the voters’ list.

After a months-long intensive Special Summary Revision 2024 exercise and ahead of the General Elections 2024, the Election Commission of India has published the electoral rolls in all States/UTs across the country with reference to January 1, 2024, as the qualifying date.

“This also included the successful completion of the revision of electoral rolls in Jammu and Kashmir and Assam, following the delimitation of constituencies. The endeavour, undertaken with meticulous planning, coordination and participation of political parties has yielded noteworthy achievements in terms of inclusivity, health and purity of the electoral rolls,” the EC stated.

Meanwhile, the gender ratio has increased from 940 in 2023 to 948 in 2024, the poll panel said.

The Commission has put special emphasis on the purity and health of the Electoral Roll along with disclosures and transparency in the revision of electoral rolls.

It may be recalled that Chief Election Commissioner Rajiv Kumar, in first, held a press conference at Pune during the launch of the Special Summary Revision Exercise in November 2022.

He explained in detail the various tasks involved in the revision of electoral rolls along with the participation of political parties at every stage.

Moreover, it is noteworthy that there is an increase in female voter registrations, exemplifying a concerted effort towards gender parity and inclusivity within the electoral framework.

“The Electoral Roll gender ratio has surged positively, indicating the growing role of women in shaping the democratic fabric of the nation. Over 2.63 crore new electors have been included in the electoral roll, out of which around 1.41 crore are female electors which surpassed the newly enrolled male voters (~ 1.22 crore) by over 15 per cent,” it poll body said.

Special endeavours have been undertaken to achieve 100 per cent registration of Particularly Vulnerable Tribal Groups (PVTG), making the electoral rolls the most inclusive to date, it added.

According to the Election Commission, after thorough house-to-house verification, names of 1,65,76,654 deceased, permanently shifted, and duplicate electors have been deleted from the electoral rolls.

“This comprehensive cleanup ensures the integrity and purity of the electoral process. It includes 67,82,642 dead voters, 75,11,128 permanently shifted/absent voters and 22,05,685 duplicate voters,” it added. (ANI)
