Historic Day For Democratic System: Shah On Submission Of One Nation One Election Report

As the high-level committee on simultaneous elections constituted under the Chairmanship of former President Ram Nath Kovind on Thursday met President Droupadi Murmu and submitted its report, Union Home Minister Amit Shah called it a “historic day for the country’s democratic system.”

“It is a historic day for the country’s democratic system. Today, the High-Level Committee formed by the Modi government on One Nation One Election, chaired by Shri @ramnathkovind Ji, presented its report before the Hon’ble President,” the Home Minister posted on his ‘X’ handle.

The report, comprising 18,626 pages, is an outcome of extensive consultations with stakeholders, experts and research work of 191 days, since the constitution of the High-Level Committee on September 2, 2023.

Shah was among the other members of the Committee that included Ghulam Nabi Azad, former Leader of Opposition in Rajya Sabha; N K Singh, former Chairman, 15th Finance Commission; Subhash C Kashyap, former Secretary General, Lok Sabha; Harish Salve, Senior Advocate; and Sanjay Kothari, former Chief Vigilance Commissioner. Arjun Ram Meghwal, Minister of State (Independent Charge) Ministry of Law and Justice was a Special Invitee and Niten Chandra was the Secretary of the Committee.

The committee held extensive consultations to understand the views of different stakeholders. 47 political parties submitted their views and suggestions, out of which 32 supported simultaneous elections. Many political parties had extensive discussions with the committee on this matter.

In response to a public notice published in newspapers in all the States and Union territories, 21,558 responses were received from citizens from all over India. Of them, 80 per cent of the respondents supported simultaneous elections.

Experts on law such as four former Chief Justices of India and twelve former Chief Justices of major High Courts, four former Chief Election Commissioners of India, eight State Election Commissioners, and the Chairman, of the Law Commission of India were invited by the committee for interaction in person. Views of the Election Commission of India were also sought.

Apex business organisations like the CII, FICCI, ASSOCHAM and eminent economists were also consulted to present their views on the economic repercussions of asynchronous elections. They advocated the economic imperative of simultaneous elections on account of the effect of asynchronous elections on fuelling inflation and slowing down the economy. The committee was briefed by these bodies that intermittent elections had adverse consequences on economic growth, quality of public expenditure, and educational and other outcomes, besides upsetting social harmony.

After careful consideration of all suggestions and viewpoints, the Committee recommends a two-step approach to lead to simultaneous elections. As the first step, simultaneous elections will be held for the House of the People and the State Legislative Assemblies. In the second step, elections to the Municipalities and the Panchayats will be synchronized with the House of the People and the State Legislative Assemblies in such a way that Municipalities and Panchayats elections are held within a hundred days of holding elections to the House of the People and the State Legislative Assemblies.

The committee also recommends that there should be a single electoral roll and Electoral Photo Identity Cards (EPIC) for use in elections to all three tiers of Government.

In tune with its mandate to explore the mechanism for simultaneous elections, and keeping in view the existing framework of the Constitution, the Committee has crafted its recommendations in such a way that they are in accordance with the spirit of the Constitution of India and would require bare minimum amendments to the Constitution.

Upon all-inclusive deliberations, the committee concludes that its recommendations will significantly enhance the transparency, inclusivity, ease and confidence of the voters.

Overwhelming support for holding simultaneous elections will spur the development process and social cohesion, deepen the foundations of our democratic rubric, and realize the aspirations of India, that is Bharat, it said. (ANI)

Investigation Of Canadian Allegations

NZ Stresses Need For Investigation Of Canadian Allegations Against India

New Zealand’s Deputy Prime Minister Winston Peters emphasised the importance of allowing the ongoing investigation to unfold before definitive conclusions are drawn in the allegations made by the Canadian government against India concerning the killing of India designated terrorist Hardeep Singh Nijjar.

New Zealand a member of the Five-Eyes intelligence alliance maintains its stance that if the allegations are proven true, it would raise serious concerns.

John Tulloch, spokesperson for the Deputy PM, reiterated New Zealand’s position, emphasizing the necessity for the investigation to reach its conclusion before making judgments.

“New Zealand’s position on the allegations remains unchanged; if they are proven correct, then that would be of serious concern. The minister’s point is that this is an ongoing criminal investigation. It needs to run its course before clear conclusions can be drawn,” Tulloch told ANI.

Canadian Prime Minister Justin Trudeau previously alleged a potential link between Nijjar’s killing and Indian government agents, which India rejected as “absurd and motivated.”

Nijjar, a designated terrorist in India, was shot and killed outside a Gurudwara in British Columbia on June 18 last year. The Royal Canadian Mounted Police (RCMP), however, has yet to name any suspects or make arrests in connection with the killing. Nijjar’s death sparked a diplomatic row between India and Canada.

This led to the straining of diplomatic relations between India and Canada, raising concerns about the future of the bilateral partnership.

Meanwhile, New Zealand Foreign Minister Winston Peters completed a successful visit to India from March 10 to 13, saying it was an important step in taking the relationship between the two countries to the next level.

“New Zealand and India are two countries that can, should and will be doing more together,” Peters said, adding, “My visit has demonstrated a joint commitment to investing more in building a broad-based, mutually beneficial relationship.”

In New Delhi, Peters reconnected with his counterpart, External Affairs Minister S Jaishankar.

“It is clear that New Zealand and India share common strategic perspectives about the security challenges our Indo-Pacific region faces, as well as a commitment to do more together to meet them,” Peters also said.

“Minister Jaishankar and I agreed to work together to unlock more opportunities and achieve a step up in the relationship between New Zealand and India. Further high-level political visits in both directions during 2024 will be a crucial part of this process,” he added.

Peters also visited the Swaminarayan Akshardham temple in Gandhinagar, Gujarat and met with representatives of the Jama Masjid Mosque in New Delhi. (ANI)

Agnipath scheme Rahul Gandhi Amit Shah

Shah Asks Persecuted Refugees To Have Faith In Modi-Led Govt

Union Home Minister Amit Shah assured persecuted refugees from Afghanistan, Bangladesh and Pakistan to have faith in the Narendra Modi government and said that under the rules of the Citizenship Amendment Act (CAA), everyone will be given equal rights as they will now become citizens of India.

“There are a lot of people, there is no count as of now. Due to the wrong campaign going on, many people will hesitate to file an application. I want to assure everyone to apply here and have faith in the Narendra Modi government that you will be given citizenship with retrospective effect. This law is accepting you as a refugee. If you have entered India illegally, there will be no criminal case against you…There is no need for anyone to get scared. Everyone will be given equal rights as they will become the citizens of India,” Amit Shah said in an interview with ANI on being asked about the number of people getting citizenship after CAA.

The Home Minister said there is no need for any section or any person to fear because there is no provision in CAA to take away anyone’s citizenship.

“CAA is only to give rights to Hindus, Buddhists, Jains, Sikhs, Christians and Parsi refugees from Afghanistan, Bangladesh and Pakistan…”

Answering a query, he said those who get citizenship under CAA will be added to the citizenship list like every common citizen of India. “They will have as many rights as you or I have. They can contest elections and become MP, MLA, CM and Ministers.”

“All those people who have entered India between 15th August 1947 and 31st December 2014 are welcome here. As per my knowledge, there are 85 per cent people who have relevant documents. We will find a solution for those who don’t have the documents. Even Muslims have the right to apply for citizenship in India under the rules of the Constitution,” he added.

The Home Minister assured the minorities that there was no case for their rights to be taken away by the implementation of the CAA.

“I have spoken on CAA at least 41 times on different platforms and spoken on it in detail that the minorities of the country need not be afraid because it has no provision to take back the rights of any citizen. The CAA aims to confer Indian citizenship to persecuted non-Muslim migrants–including Hindus, Sikhs, Jains, Buddhists, Parsis, and Christians–who migrated from Bangladesh, Pakistan, and Afghanistan and arrived in India before December 31, 2014, and through this law, their sufferings can be ended” he added.

The Home Minister was critical of opposition leaders like AIMIM’s Asaddudin Owaisi and West Bengal CM Mamata Banerjee for claiming that the CAA was anti-Muslim.

“You cannot see this law in isolation. On August 15, 1947, our country was partitioned. Our country was partitioned into three parts; this is the background. Bharatiya Jan Sangh and BJP were always against the Partition. We never wanted that country to be partitioned based on religion,” he said.

“So when the country was partitioned on the basis of religion, minorities faced persecution, they were being converted, women in the minority section were being tortured and came to India. They came to our refuge; don’t they have a right to get our citizenship? Even Congress leaders during the partition in their speeches said that those minorities should stay wherever they are due to the widespread bloodshed and they will be welcomed later in our country. Now they started doing vote bank politics and due to appeasement,” Shah added.

The Home Minister said that it was the moral duty of the government to ensure the rights of those who were persecuted.

“The people who were part of Akhand Bharat and who were prosecuted or tortured those people should be given refuge in India and this is our social and Constitutional responsibility. Now if you look closely at the statistics, in Pakistan when the partition happened there were 23 per cent Hindus and Sikhs but now only 3.7 per cent of Hindus and Sikhs are left. where are they? They have not returned here. They were converted, tortured, and insulted they were given second-class status. Where will they go? Will the country not think about them, will Parliament will not think about them, and should the political parties not think about them?” the Home Minister said.

On March 11, the Union Home Ministry notified rules for the implementation of the Citizenship Amendment Act (CAA).

The CAA, introduced by the Narendra Modi government and passed by Parliament in 2019, aims to confer Indian citizenship to persecuted non-Muslim migrants–including Hindus, Sikhs, Jains, Buddhists, Parsis, and Christians–who migrated from Bangladesh, Pakistan, and Afghanistan and arrived in India before December 31, 2014. Owaisi Condemns Deaths In Sambhal

Shah Questions Owaisi, Mamata For Calling CAA An Anti-Muslim Law

Union Home Minister Amit Shah, took on opposition leaders Asaduddin Owaisi and Mamata Banerjee for their claims that the Citizenship (Amendment) Act was anti-Muslim and said that the law can’t be seen in isolation as it carries a history with itself.

Owaisi had referred to the law as anti-Muslim and said that since it was based on religion it can’t be formulated in the country, while Mamata Banerjee questioned the government claiming that it has eliminated the entire Muslim community like those who have come from Bangladesh from this.

“This is not a poitical game for the Bharatiya Janata Party. For our leader PM Modi ji and our government it is our duty to give adequate rights to those persecuted minorties from Afghanistan, Pakistan and Bangladesh who were living like refugees in India. It is a question of giving them rights that have eluded them for three generations and empathising with their pain” the Home Minister said

Amit Shah also assured the Muslim community that the CAA does not in any way take away their rights as was being alleged by the opposition.

“I said this nearly 41 times in the recent times that the minorities in India need not worry as there is no provision to take away anyone’s citizenship. It only gurantees citizenship for persecuted minorties of Hindu, Skih, BUdhist, Christian and Parsi denomination” Amit Shah said.

“The opposition has no other work than to criticise us, they even questioned the surgical strikes and said we sought political mileage from them. Should we have not acted against terrorism. They also called the abbrogation of 370 a political motive. It is our record that what we promise we deliver, every guarantee that Modi ji has given has come true” the Home Minister added.

The Home Minister also spoke of the history of partition and why this law could not be viewed in isolation.

“Do not view this law in isolation. On August 15, 1947 the country was divided into three parts. The Bharatiya Jana Sangh and the BJP alway opposed partition on the basis of religion. And those who were minortities in those countries became victims of sever oppression. They were forced to convert, their women were assualted and because of that they came to seek refuge in India. Are these people not eligible for Indian citizenshp. At the time of partition the leaders of the Congress said that people should not leave their places as there was violence and later they will be given citizenship in India. Now the Congress has forgotten that for its vote bank politics” the Home Minister said.

Amit Shah said it was the moral duty of the government to give citizenship and protection to minorties undergoing persecution.

“Those people who were living in undivided Indian and then underwent persecution for following their faith we must offer them citizenship. It is our moral duty. You can look at the statistics and see the drop in the Hindu population in Pakistan since independence. These people were persecuted, so where should they go, should not the political parties think about that. In Afghansistan there ar only about 500 or so Hinus left, don’t these people have a right live with their beliefs. They were all our brothers in undiveded India” the Home Minister said.

Further, when asked about Shiv Sena leader Uddhav Thackeray’s allegations of CAA being implemented to hide the failure of the BJP government, Shah, in a staunch reply, sought clarification of the former’s stand on CAA.

“I want a clear clarification from Uddhav Thackeray in front of the people of the nation and Maharashtra, whether he wants CAA or not. Now he wants the votes of minorities that is why he is doing politics of appeasement and we are not. Our stand is clear from day one” the Home Minister said.

On March 11, the Union Home Ministry notified rules for the implementation of the Citizenship Amendment Act (CAA), days ahead of the announcement of the Lok Sabha elections scheduled.

CAA aims to provide Indian citizenship to persecuted non-Muslim migrants – including Hindus, Sikhs, Jains, Buddhists, Parsis, and Christians – who migrated from Bangladesh, Pakistan, and Afghanistan and arrived in India before December 31, 2014. (ANI)

One Nation One Election Committee Submits Report To Murmu

The High-Level Committee on ‘One Nation One Election’ chaired by former President Ram Nath Kovind met President Droupadi Murmu at Rashtrapati Bhavan and submitted its report on Thursday.

The Report comprises of 18,626 pages and is an outcome of extensive consultations with stakeholders, experts and research work over 191 days, since its constitution on September 2, 2023.

The committee submitted the report in the presence of all committee members including Union Home Minister Amit Shah, Union Law Minister Arjun Ram Meghwal, Democratic Progressive Azad Party (DPAP) chief Gulam Nabi Azad and others.

Recently the High Level Committee also met and interacted with representatives of several Political parties including BJP, Trinamool Congress, Samajwadi Party, CPI, CPI(M), AIMIM, RPI, Apna Dal etc.

Representatives of these parties also handed over their suggestions in writing to the committee.

The High-Level Committee relating to the holding of simultaneous elections in the country has initiated a consultation process under the chairmanship of Ram Nath Kovind, former President of India.

The High-Level Committee recently also sought public opinion regarding the one nation, one election issue. The public notice issued stated, “Notice for inviting suggestions from members of the general public for making appropriate changes in the existing legal administrative framework to enable simultaneous elections in the country.”

The central government in September last year constituted a high-level Committee to examine the issue of ‘One Nation, One Election’ and make recommendations for holding simultaneous elections in the country.

The central idea behind ‘One Nation One Election’ is to synchronize the timing of Lok Sabha and State Assembly elections across all States to reduce the frequency of polls throughout the country.

This concept was the practice till 1967, but it was disrupted due to various reasons such as defections, dismissals, and dissolutions of government. (ANI)
