Rahul Gandhi as Leader of Oppn

How Lok Sabha Elections 2024 Became a Referendum on Indian Constitution – II

Neither the BJP nor the Congress should be credited for making the Constitution an electoral issue. There was a third player behind the scenes who did not aspire to claim credit. It was the network of non-government organisations in India, loosely termed as the Civil Society. It started talking about the Constitution proactively after GE 2019 results and later embedded it in its core programme on ‘Constitutional Values’.

The Invisible Hand

It is contextual to note that the civil society that constituted the National Advisory Committee (NAC) of Sonia Gandhi during UPA-1 and UPA-2 governments had worked upon rights-based changes and brought in important legislations like Right to Food, MNREGA, Right to Information, Right to Education, etc. Post-2014, things changed fundamentally when the incumbent regime started using community rights to create communal conflicts. We could easily see this from the right to worship in Sabarimala case to the right to assemble and protest in JNU sloganeering and Kathua gangrape case.

Earlier, constitutionally guaranteed rights were aligned with ethical and moral considerations. After Narendra Modi led NDA came to power, his supporters started using rights for immoral and unethical concerns that created a culture of impunity for the violators of constitutional rights.

As feminist Ranjana Padhi writes in her seminal article, “In a sociological sense, a collective conscience is understood to have emerged when morally less critical societies gradually evolved certain basic beliefs and tenets, which they collectively affirmed as the highest common good. In the prevalent social and cultural ethos, there is the manufacturing of an altered collective conscience to suit a majoritarian agenda. This is being done by injuring, damaging, and reducing the worth of the “other”. This made-to-order collective conscience is employed at majoritarian will. The Preamble of the Constitution affirms “We the People” but the ascendance of majoritarianism is unmaking rules and laws for the “other’. Addressing today’s refabrication of the collective conscience requires discerning the strands of hysteria whipped up craftily each time”.

So, the myth of collective conscience post-2014 made rights-based regime almost redundant by turning it into a battle of identities and binaries. This not only disturbed the highest seats of power in the judiciary but in the civil society too, confirms Satyam Shrivastava, a forest rights expert and a social activist. He says, “Back in 2019 many social leaders and judicial leaders were deliberating on how to work upon constitutional values, not rights”.

There was an intense internal debate and deliberations in the civil society on how to translate an intangible thing like constitutional value into tangible action. And then came COVID, when all constitutional rights were suspended during lockdown in the name of protecting the citizenry from a deadly virus. It was an opportune moment in disguise for the civil society to change gears.

When things returned to normal, dozens of organisations started fellowships and training programs on the Constitutional values throughout the country. For example, as of date, more than 1700 fellows have been trained in constitutional values through various fellowships. These fellows are individuals, organisational leaders, community workers, activists, journalists and cultural activists.

He says, “If a single fellow would have talked to a hundred people, just imagine the impact of this initiative”!  And the numbers are increasing. More and more NGOs and civil society organisations are now aligning their projects with constitutional values.

Satyam says, “It was heartening to see hundreds of social workers engaged in the elections in Maharashtra. I have just returned from my visit. I have seen people working day and night to ensure the participation of voters and educate them on the issues. They do not belong to any political party but they have taken the election in their stride”.

Most recently, Vikas Samwad, a non-government entity in Madhya Pradesh advertised its constitutional values fellowship for journalists. The stipend is handsome. A few organisations that have already run the fellowship are trying to build upon it by transforming the workshop content into digital form for wider dissemination. One such organisation We, The People Abhiyan is curiously named from the Preamble.

The Three ‘C’s

India Development Review (IDR) is Asia’s largest independent media platform that advances knowledge and insights on philanthropy and social impact. Halima Ansari and Saba Kohli Dave have rightly explained in their article on IDR that “constitution is a journey, not an event”. In their article, the writer duo suggest that “civil society and the government can ensure that constitutional values get translated into their work with communities on ground”.

This translation of Constitutional to Communitarian has many dimensions, one of which is Cultural. They write, “Connecting one’s local cultural heritage to the values in the Preamble is another way of nurturing acceptance of the Constitution”. This understanding was badly missing in the left-liberal intellectual discourse. Traditionally the left-liberal practice has been limited to the slogans of Qaumi Ekta and Ganga-Jamuni sanskriti. Even during GE 2014 when the fearmongering of Modi coming to power was at its peak, social activists were campaigning only in Muslim localities of Varanasi. They never cared to engage the Hindu voters.

This is one of the main reasons why the third ’C’ (culture) became a monopoly of the right-wing in the last few decades. The ideology of the RSS is called ‘cultural nationalism’. Any ideological counter to the RSS has always overlooked the element of ‘culture’ and primarily focussed on economic and political factors. Due to this, social activists have consistently faced hurdles in engaging with the everyday socio-cultural practices of majority of people and communities. We have witnessed a spate of attacks on social activists and journalists in the last few years on issues ranging from emotional to cultural. On the other hand, socio-political space for engagement has also shrunk, not to talk of the dissent itself.

One of the initial responses to this ‘cultural’ crisis could be witnessed in Maharashtra but it was limited to Dalits and Pasmanda. In North India, a novel initiative was undertaken by Dr Lenin Raghuvanshi, a human rights activist of Varanasi, when he organised the Benares Convention in 2014 just after Modi came to power. This event was almost ignored by the civil society of Delhi. The well-articulated ideological context and background of the Benares Convention can be read here. He continued with the idea of blending the question of culture and constitution with his second initiative Neo-Dalit Convention organised just before general elections 2019. This convention saw the participation of a few prominent faces like Gujarat MLA Jignesh Mewani and senior journalist Urmilesh. Still, the question of culture remained an outcast in the civil society’s fraternal deliberations on Constitution.

The Benaras Convention 2014

Dr Lenin says, “We are dealing with corporate as well as communal fascism. The communal issue is not only inter-religious, it is intra-religious too. When communitarianism imagines its identity vis-à-vis the opposition of an ‘Other’, it immediately becomes communal. Therefore secularism also entails working on caste, class and patriarchal divisions within a community”.

This question of intra-religious secular practice was raised prominently in a couple of meetings organised by Jamiat Ulama-i-Hind in the run-up to General Elections 2024. With the events unfolding, this understanding has gradually seeped down the social activism circles recently. The now widespread constitutional value fellowships have helped a lot in emphasising the political significance of intra-religious communitarian work on caste, class and patriarchy.

The coming together of Culture, Community and Constitution is working, as we have witnessed in these elections. In Uttar Pradesh, the non-Yadav OBC and the non-Jatav SC block co-opted by the BJP in the last few years is now breaking away. This is the start of a new social formation. This, coupled with the disillusionment of the RSS cadre has enraged the BJP.

Change?

Winds of change may deceive too. With the 24×7 onslaught of reels, short videos and WhatsApp messages upon our collective minds, it is never easy to speak categorically about what our senses feel and much more difficult to comprehend what is being told to us.

All talk of ‘change’ started with the low voter turnout in the initial two phases. Both sides claimed that low voter turnout was in their favour, but somehow the snowball effect leading us to the last phase of polls has created some sort of consensus that the incumbent government is not coming back. After a series of Prashant Kishor interviews, veteran psephologists like Sanjay Kumar and Yogendra Yadav have made course corrections and now predicting around 250 seats for the BJP.

If the Constitution is a journey, elections are at most events. The final outcome of elections is always a situation that never changes the prevalent but rather consolidates it irrespective of which party comes to power. The process is significant, not the situation. In this regard, the electoral process of GE 2024 has been qualitatively different from all elections held to date. After the Constitution of India came into effect on January 26 1950 it has never been the question and issue of the masses. This election has challenged its inertness.

As INDIA candidate from Karakat, Bihar Comrade Rajaram Singh says in an interview with Dr. Gopal Krishna, “This election is a referendum on the Constitution”. This was a profound takeaway statement, but not the final truth because this is happening for the first time in India. This election is certainly the first referendum on the Constitution, but not the last.

The struggle to save the Constitution will continue on the ground. But hypothetically speaking- what if our government changes on June 4th? Will the need to save the Constitution end? The problem is more substantial. I would like to end by quoting Slavoj Zizek:

“How do we transform the basic coordinates of our social life, from our economy to our culture, so that democracy as free, collective decision-making becomes actual- not just a ritual of legitimizing decisions made elsewhere”?

Cyclone Remal

Severe Cyclonic Storm ‘Remal’ Makes Landfall On Bangladesh Coast

Amid heavy rains and gusty winds, severe Cyclone ‘Remal’ started crossing the coasts of Bangladesh and West Bengal on Sunday night, Dhaka Tribune reported, citing the meteorological department.

Around 8 p.m., the cyclone’s eye moved from the southwest side of Mongla to the coasts of West Bengal and Khepupara in Bangladesh, according to Shamim Ahsan, deputy director of the Bangladesh Meteorological Department’s Cyclone Warning Centre.

The periphery of Cyclone ‘Remal’ had hit the coast of Satkhira district of Bangladesh earlier on Sunday evening.

According to Julfikar Ali of the Satkhira weather office, the centre of the cyclone was predicted to pass the coast at roughly 9 p.m.

The meteorologist said that the speed of the wind was 90-120 kmph, within 62 km of the cyclone centre.

“Strong waves are crashing on embankments. Some parts have collapsed, and water is entering the surrounding villages. [The cyclone] is coming towards the coast at a speed of 8-10 kmph. The wind speed is 90-120kmph within 62km of the cyclone centre, as a result of which there is a risk tidal surge of up to 12 feet along the coast,” the meteorologist said, according to Dhaka Tribune.

According to Dhaka Tribune report, embankments had collapsed at several points of Kholpetua and Kopotakkho rivers.

Meanwhile, as the incidents of Bangladesh’s coastlines being hit by disasters have seen a massive rise in the last few years, the Deputy Commissioner Md Humayun Kabir said the district administration had taken “all-out preparations” to deal with the cyclone.

As many as 6,000 volunteers were working to bring people to shelters in the coastal areas of Shyamnagar, Asashuni, Kaliganj and Debhata, Dhaka Tribune quoted him as saying.

The impending landfall of cyclone Remal has led to significant disruptions in air, rail, and road transportation in Kolkata and other parts of South Bengal on Sunday.

As a precaution, Kolkata airport authorities suspended flight operations for 21 hours from Sunday noon.

A low-pressure area that was first observed on May 22 in the Bay of Bengal has intensified into a more depressive system, now located in the North Bay of Bengal.

The primary regions affected are West Bengal, Coastal Bangladesh, Tripura and some other parts of north-eastern states. Residents in these areas, as well as in the neighbouring states, are urged to brace for adverse weather conditions starting from May 26. (ANI)

Kolkata Knight Riders (KKR) Hyderabad IPL

KKR Secures 3rd IPL Title

An all-round performance from Kolkata Knight Riders (KKR), including fiery spells by Mitchell Starc and Andre Russell and a half-century by Venkatesh Iyer, helped the Purple and Gold side secure their third Indian Premier League (IPL) title and their first in 10 years as they defeated Sunrisers Hyderabad (SRH) by eight wickets on Sunday at Chennai’s Chepauk Stadium.

Sunrisers, which set the T20 cricketing world on fire with their fierce hitting, sky-high run-rates, largely due to the opening pair of Travis Head and Abhishek Sharma, got the taste of its own medicine. In a battle of two big buys, the Australian stars Cummins (20.5 crores for SRH) and Starc (24.75 crores for KKR), it was the latter who prevailed.

During the run-chase of 114 runs, the opening pair of Sunil Narine and Rahmanullah Gurbaz could not put on a lengthy partnership. Narine was dismissed for just six runs in two balls, with SRH skipper Pat Cummins getting his wicket. Shahbaz Ahmed took a fine catch. KKR was 11/1 in 1.2 overs.

Venkatesh Iyer joined Gurbaz and took the run-chase forward. The left-handed Venkatesh started Bhuvneshwar Kumar’s third over with a four, six and then another six. 20 runs came from the over.

With a boundary on delivery by Cummins, Gurbaz helped KKR reach the 50-run mark in 4.1 overs.

The final over of the powerplay by T Natrajan also proved to be a run-fest, with Iyer getting three fours and a six over deep square leg in his over, which gave a total of 20 runs to KKR.

At the end of the powerplay after six overs, KKR was 72/1, with Iyer (40) and Gurbaz (21) unbeaten.

Kolkata marched towards the winning total with their brutal hitting, giving SRH a taste of their own medicine. With a six by Iyer over long-off, KKR crossed the 100-run mark in 8.4 overs.

However, Gurbaz lost his wickets, trapped leg-before wicket by Shahbaz Ahmed for 39 in 32 balls, with five fours and two sixes. KKR was 102/2 in 8.5 overs.

Skipper Shreyas Iyer was next up and he started by launching a reverse sweep into the boundary.

KKR completed the run-chase, making 114/2 in 10.3 overs, with Venkatesh (52* in 26 balls, with four boundaries and three sixes) and Shreyas (6* in three balls, with a four) unbeaten.

Pat Cummins and Shahbaz Ahmed got a wicket each.

Earlier, Kolkata Knight Riders (KKR) quicks made short work of the Sunrisers Hyderabad (SRH) forcing the Pat Cummins side to unfold on a score of 113 in the title clash of the Indian Premier League (IPL) 2024 on Sunday here at the MA Chidambaram Stadium.

On a night with clouds hovering over Chepauk, KKR pacers inflicted carnage on a red soil surface which offered more bounce for the speedsters.

It all started with Mitchell Starc putting on an exhibition with the new ball to put Hyderabad on the back foot through his opening spell, returning with a figure of 2-14 while Andre Russell, Sunil Narine and Varun Chakaravarthy combined well in the middle phase to pile the misery with Russell finishing with three wickets in just 2.3 overs, conceding 19.

Put to bat first, Starc with an outstanding opening over dimmed SRH openers’ hopes of forming a strong partnership. The Aussie pacer, who was acquired by KKR for a whopping price of Rs 24.75 crores, becoming the most expensive player of the tournament’s history, gave SRH a big blow as he bowled a top-notch delivery to remove opener Abhishek Sharma for two in the first over of the innings.

The right-arm fast-medium Vaibhav Arora piled more misery on SRH as he dismissed Travis Head for a duck.

SRH was blown away by Starc’s inswingers as the pacer delivered a terrific delivery which Rahul Tripathi mistimed to hand a catch to Ramandeep Singh at the mid-wicket.

After three dismissals Aiden Markram and Nitish Reddy then held the charge to take SRH past 40/3 after 6 overs. Markram then opened his hands and cracked 17 off Vaibhav’s over, slamming back-to-back two boundaries.

Harshit Rana then bagged his first wicket of the night, removing Nitish Reddy for 13 in the 7th over. After some superb stuff from the KKR pacers, captain Shreyas Iyer introduced spin by giving the bowl to Sunil Narine, who kept the run flow in check.

Andre Russell came into the attack and got a wicket of set batter Markram for 20 and in his next over he removed Abdul Samad for 4.

Harshit then dismissed Heinrich Klaasen for 16 and the last pure batter of SRH also departed leaving Hyderabad’s hope of scoring a big total in a ditch. This was the second-lowest score at the fall of the 7th wicket in an IPL final.

Pat Cummins kept piling runs and rotating strikes, however, the captain failed to guide his team to a big total as Russell bagged the last wicket bundling out SRH for 113 in 18.3.

Brief score: Sunrisers Hyderabad 18.3 (Pat Cummins 24, Aiden Markram 20; Andre Russell 3-19) vs Kolkata Knight Riders. (ANI)

INDIA Block

Modi Accuses ‘INDI Bloc’ Of Doing Caste Division Politics

Launching a scathing attack on Samajwadi Party-Congress and the INDIA bloc, Prime Minister Narendra Modi said on Sunday that these INDI alliance people want to make the majority society of India a second class citizen, adding that the Opposition is conspiring to create to division among the people based on their castes.

Addressing a rally here today, PM Modi said the Samajwadi Party kept Purvanchal backwards under a conspiracy.

“Purvanchal will repeatedly punish such people who betrayed this region. Today I have come to Purvanchal to alert the people of Ghosi about the conspiracy of the INDI alliance. The INDI alliance of SP and Congress is making all the castes fight among themselves. These people want Dalit, Brahmin, Rajputs, Chauhan, Yadav, Kurmi etc to become weak by fighting among themselves,” he said.

“When the people of the society will not remain united then your attention will be diverted from the real issues and only then the evil people will implement their conspiracy,” PM Modi added.

Further, the Prime Minister pointed out that the INDIA bloc is aiming to complete its three big conspiracies.

“First, by changing the Constitution, it will be written in it that reservation will be given based on religion in India. Secondly, the reservation given to OBC will be wiped out and full reservation will be given to Muslims. These INDI alliance people want to make the majority society of India a second-class citizen,” PM Modi said in Ghosi.

He also mentioned that the SP-Congress family, their ‘parivarvaad’ had made Purvanchal an area of mafia, an area of poverty, and helplessness.

“But for the last 10 years, Purvanchal has been electing the Prime Minister of the country, and for the last 7 years Purvanchal has been electing the Chief Minister of Uttar Pradesh hence Purvanchal is the most special. Ghosi, Ballia and Salempur are electing not just the MP but the PM of the country,” the Prime Minister added.

“The first-time voters here might not remember the 2012 manifesto of SP. In 2012, SP wrote in its manifesto that just as Baba Saheb Ambedkar gave reservations to Dalits, similar reservations will be given to Muslims. This is against the spirit of the Constitution, but the people of the INDIA alliance do not care about it,” PM Modi said.

The Prime Minister also pointed out that before 2014, they (the INDIA bloc) made the institutions of the country as minority favoured and for that laws were changed.

“Now they are looting the OBC quota and declaring Muslim castes as OBC. Recently, Calcutta High Court has cancelled the OBS reservation of 77 Muslim castes,” PM Modi added.

He also accused the opposition of abusing the Ram Temple and finding faults in it.

“During elections, they (INDI alliance) pretend to visit temples, but after 500 years, when such a big moment of our civilization and our faith came, they started abusing the Ram temple and finding faults in it. These people were very angry with the construction of the Ram temple. These people are continuously putting pressure, just as the Shah Bano decision was overturned, similarly the Supreme Court decision on Ram Temple should be overturned,” PM Modi said. (ANI)

Pakistan

Pakistan Affirms Support For ‘One China’ Policy Amidst Taiwan Issue

In a recent post on social media Shehbaz Sharif, the Prime Minister of Pakistan, reiterated Islamabad’s unwavering support for China’s stance on Taiwan.

He reaffirmed the country’s commitment to the ‘One China’ policy, considering Taiwan an integral part of the People’s Republic of China.

“As an iron-brother and a strategic partner of China, Pakistan has always extended its principled support to the Chinese position on Taiwan and will continue to do so. Pakistan adheres to ‘One China’ policy, regards Taiwan as an inalienable part of the People’s Republic of China and supports the Chinese government’s efforts for national reunification. The so-called elections or transition of the self-proclaimed government in Taiwan do not change the objective facts on the Taiwan issue,” said Shehbaz in a post on X.

Pakistan’s vocal endorsement of China’s position on Taiwan comes amidst growing global attention on the Taiwan Strait tensions and heightened diplomatic manoeuvers surrounding the island’s status.

With geopolitical complexities shaping regional dynamics, Pakistan’s reaffirmation of solidarity with China underscores the significance of alignment within the broader context of international relations.

China on Friday warned the US that efforts toward “Taiwan’s independence” are a “dead end” and “will only backfire” after an unnamed US official urged Beijing to exercise restraint over the cross-strait situation.

Chinese Foreign Ministry spokesperson Wang Wenbin at a regular media briefing on Friday said, “There will be a dead end for those who engage in ‘Taiwan independence’, and to connive support for ‘Taiwan independence’ will only backfire.”

Notably, Beijing considers Taiwan part of its territory and has threatened force to control it.

According to a media report, PM Shehbaz is set to visit China in the initial week of the upcoming month to participate in the official commencement of the second phase of the China-Pakistan Economic Corridor.

Report also indicates that Sharif’s departure for China is slated for June 4, although minor adjustments to the schedule are possible. (ANI)

The duo tied the knot in a close ceremony in Goa on February 21. They had two ceremonies – as per Sikh and Sindhi traditions. Both opted for designer Tarun Tahiliani’s wedding attire on their D-Day.

Rakul wore a pink peach lehenga with enormous diamonds for the wedding. Jackky wore an ivory chikankari sherwani featuring the intricate ‘chinar’ motif.

The wedding was attended by the couple’s family members and close friends in Goa. From Akshay Kumar, Tiger Shroff, Shilpa Shetty to Arjun Kapoor, Varun Dhawan and Esha Deol, the who’s who of Bollywood marked their presence at the ceremony to bless the couple as they embarked on their new journey.

Rakul and Jackky made their relationship official on Instagram in October 2021.

On the work front, Rakul will be seen in ‘Indian 2’ alongside Kamal Haasan. The film also stars Bobby Simhaa and Priya Bhavani Shankar in key roles.

The first part was released in 1996, starring Kamal Haasan in the role of an aged freedom fighter who decides to wage a war against corruption. (ANI)
