Indian Navy@2025 – Riding The Wave

Analysing India’s defence budget for a Mumbai-based newspaper in 1983, this writer projected a significant budget hike and plans for many ships and equipment for the Navy. It caused ripples in defence circles, which worried the Navy. The late Admiral R H Tahiliani, then heading the Western Naval Command, entreated my editor, late R K Karanjia: “We are a silent service. Please help us stay that way.”

The Navy may still prefer to remain ‘silent’ to avoid rivalry with other Services, but has got the best deal this year. The 2025-26 defence budget has risen by 9.5 per cent to ₹6.8 trillion ($75 billion), making it the world’s fourth-largest after the US, China, and Russia. The ‘silent’ part is ₹57,950 crore, which is 41 per cent of the total ₹140,691.24 crore modernisation budget in 2025–26 BE. And lo! It has beaten the Army, allocated ₹27,421 crore (19.5 per cent), and the Air Force, allocated ₹54,570 crore (39 per cent).

An enthused defence analyst, Commodore Ranjit B Rai (retd.), writing in his latest book, India and Its Navy@2025, which is also “a pictorial journey”, “looks into the crystal ball”, and predicts that “the Indian Navy@2025 and beyond will go into the nation’s best years in service.”

This year began with Prime Minister Narendra Modi on January 15 commissioning the sixth Scorpene class submarine ‘Vagseer’, the first of seven 6,400-ton Type 17A, ‘Nilgiri’ and the last of four 6,700 ton Type 15B ‘Surat’ with AI-assisted systems at the Naval Dockyard in Mumbai. All three warships were built by the public sector Mazagon Docks Limited (MDL) which deserves credit for the scope and speed of construction to deliver the three platforms in time. Nine ships are scheduled to be commissioned in 2025. Rai welcomes the Navy’s order book for the year as ‘aspirational’ and ‘timely’.

Most of the Navy’s sea platforms are now made in India. From a Buyer’s Navy, today it is a builder’s Navy and a collaborator of weapons and systems. Navy’s Design Directorate has increasingly designed its warships including an aircraft carrier INS Vikrant and has entered the export market. Last century’s slogan of “self-reliance,” now translates to ‘atmanirbharta’.

However, it is impossible to go it alone in a complex, competitive world that poses increasing security risks. The IN ships have the Indigenous 750 km range ‘Brahmos’ ship and land attack and the 60 km ‘Barak’ anti-aircraft missiles, supported by the latest guidance radars, like the Multi-Function (M/F) Star from Israel and the Lanza air radar supplied by TATA Advanced Systems within the framework of a technology transfer with the Spanish firm Indira.

The Navy’s two medium-sized aircraft carriers INS Vikramaditya and INS Vikrant fly the MIG-29K fighter planes and operate the latest Sea Hawk MH60R and the older Kamov 28 helicopters. Orders for 26 Rafale M have been placed. They can be force multipliers in the region with decisive Indian Air Force fighters with re-fuelling capability and sea-going surveillance and transport and fighter assets in a sea-air strategy.

The naval inventory has 132 ships and 18 submarines, including two SSBNs, INS Arihant and Arighat, with long-range underwater launched nuclear missiles for deterrence, including 240 aerial assets. In 2024, the Navy’s 68,000-strong men and women clocked 6.500 ship and 700 submarine days and 50,000 flying hours. It seized $4.5 billion worth of contraband, rescued over 1,000 persons, and confronted the Houthis of Yemen in action in the Red Sea, besides continuing operations against piracy in the Horn of Africa.

This is a small part of the enormous task of defending a 7,500 km coastline, marking maritime presence, and showing the Flag in a vast region stretching from the Gulf of Hormuz to the Malacca Straits and taking part in national and foreign exercises. Located amid the Indian Ocean Region, as a part of the strategic Indo-Pacific, Rai notes, India has had to catch up historically after centuries of looking north in a continental mindset to defend the land frontiers.

A former Director of Intelligence and Director of Operations, he highlights the many growing security challenges as the IOR becomes the arena of the US-China rivalry. In the immediate neighbourhood, besides China wooing the South Asian nations with its deep pockets, Belt and Road Initiatives and ready weaponry, the abrupt changes in Bangladesh last year and the return of the Pakistani factor make India’s eastern flank and the Bay of Bengal vulnerable yet again.

The IN attacked and destroyed the Karachi harbour’s oil tanks at Kemari and Pakistani naval assets during the 1971 war. Repeating it would be challenging today, with the Chinese presence and assets and interests in the region, at Gwadar, and in the IOR. Still, Rai says, the Navy’s exercises for various contingencies and war plans are always made to situate various scenarios.

India has always resented Chinese warships surveying and snooping in India’s EEZ and calling at Sri Lanka ports. Although playing the China card, Sri Lanka was a friendly neighbour until India got involved in its domestic conflict in the 1980s. Successive governments thereafter have oscillated between policies that are either soft to India or pro-China. The present president, Anura Kumara Dissanayake, although an erstwhile Marxist activist, has assured India that Lanka would not allow its territory to be used against India.

Rai is upbeat. He says India today is a de facto nuclear power with nuclear bombs and missiles and has two nuclear-powered submarines (SSBNs). “India’s animal instincts have been released and begun to show after years of nomadism when “IOR and Indo-Pacific are regions of contestation with China’s phenomenal rise to challenge the US interests.” He stresses that the present government’s fillip to the defence sector must be sustained.

No Navy can operate alone in a conflict zone. Among many things, Rai emphasises that the IN retains its ‘forte’, the knowledge of the English language, to converse with navies worldwide. Besides, most IN commands, documentation, multi-national exercises and interoperability procedures are in English. As the only military service that operates beyond the borders, it wants to retain this advantage over others. This is essential with warfare going digital and artificial intelligence driving science and technology. Advocating close Navy-Air Force synergy as part of an Air-Sea Maritime Doctrine, he says it is needed to harness India’s maritime sea power in the IOR, which may be extended to West Asia and Southeast Asia in the future.

The IN’s leadership hosts a world-class collaborative maritime information fusion centre for the Indian Ocean Region (IFC-IOR) near Delhi with 12 International Liaison officers and a clear mission to enhance Maritime Domain Awareness (DMA) and coordinate activities through information sharing, cooperation, and proficiency development. Its beginnings and growth have been synonymous with the IN’s and partner nations’ growth in recent years and have been widely used in humanitarian situations and COVID-19 to manage the movement of ships.

Overall, Rai pushes for a national maritime strategy that will address the entire range of issues in the waters around India. This strategy is needed because China lacks sea space and is looking to influence the IOR, while India has sea space. “With technology, the Chinese have converted rocks into islands and fortified them with missiles and airfields, disregarding the legitimate claims of the Philippines, Vietnam, Brunei and Singapore by blatantly quoting historical charts for claims to the South China Seas and shredding United Nations Laws of the Seas UNCLOS (1982) to the winds.” India is considered a swing state in the US-China rivalry in the Asia-Pacific Region and must make the best of its location and maritime strength.

Trump Administration Ousts Top US General, Navy Chief in Pentagon Shakeup

In a major upheaval of the US military, the Donald Trump administration on Friday (local time) fired the top US general, a development which was followed by his defence secretary Pete Hegseth firing the Chief of the US Navy and the vice chief of the Air Force, CNN reported.

Trump announced he was dismissing Chairman of the Joint Chiefs of Staff Charles Q Brown and replacing him with Air Force Lt. Gen. John Dan “Razin” Caine.

The move is considered significant as Caine is retired, CNN said citing an Air Force official, and is not a four-star general.

In a post on Truth Social, US President Trump thanked General Charles Q Brown for his “over 40 years of service to our country, including as our current Chairman of the Joint Chiefs of Staff. He is a fine gentleman and an outstanding leader, and I wish a great future for him and his family.”

In the same post, Trump said, “Today, I am honored to announce that I am nominating Air Force Lieutenant General Dan “Razin” Caine to be the next Chairman of the Joint Chiefs of Staff. General Caine is an accomplished pilot, national security expert, successful entrepreneur, and a “warfighter” with significant interagency and special operations experience.”

“During my first term, Razin was instrumental in the complete annihilation of the ISIS caliphate. It was done in record setting time, a matter of weeks. Many so-called military “geniuses” said it would take years to defeat ISIS. General Caine, on the other hand, said it could be done quickly, and he delivered”, the post added.

The US President also accused the Biden administration of passing over General Caine for promotion, despite him being “highly qualified and respected to serve on the Joint Chiefs of Staff”.

Trump said that alongside “Secretary Pete Hegseth, General Caine and our military will restore peace through strength, put America First, and rebuild our military. Finally, I have also directed Secretary Hegseth to solicit nominations for five additional high-level positions, which will be announced soon. Thank you for your attention to this matter!”

Minutes later, Hegseth released a statement announcing the firing of Admiral Lisa Franchetti, the chief of the Navy. Hegseth on Friday also said that General James Slife, the vice chief of the Air Force, had been fired and that he was “requesting nominations” for the Judge Advocates General for the Army, Navy and Air Force, indicating they will be replaced, as reported by CNN.

“I am also requesting nominations for the positions of Chief of Naval Operations and Air Force Vice Chief of Staff. The incumbents in these important roles, Admiral Lisa Franchetti and General James Slife, respectively, have had distinguished careers. We thank them for their service and dedication to our country,” Hegseth said.

“Under President Trump, we are putting in place new leadership that will focus our military on its core mission of deterring, fighting and winning wars,” he added.

Notably, the federal law requires the president to pick the top military officers from the combatant commands or the chiefs of the military services, all of which are 4-star positions. But the law also allows the President to waive the requirement if “such action is necessary in the national interest,” according to CNN. (ANI)

PM Modi Hails Vicky Kaushal’s Historical-Drama Chhaava

Prime Minister Narendra Modi has praised Vicky Kaushal starrer historical period drama ‘Chhaava’ and spoke about Maharashtra’s role in shaping both Marathi and Hindi cinema.

Speaking at the 98th Akhil Bharatiya Marathi Sahitya Sammelan in New Delhi on Friday, PM Modi highlighted how the film, based on the life of Chhatrapati Sambhaji Maharaj, has been appreciated across the country. He also spoke about the historical novel Chhava by Shivaji Sawant, which introduced many readers to the bravery of Sambhaji Maharaj.

“Ye Maharashtra aur Mumbai hi hai jisne Marathi filmon ke saath-saath, Hindi cinema ko ye unchai di hai. Aur in dino toh, Chhaava ki dhoom machi hui hai. (It is Maharashtra and Mumbai that have elevated Hindi cinema along with Marathi films. And these days, Chhaava is making waves.),” PM Modi said.

“Sambhaji Maharaj ke shaurya se, iss roop mein parichay, Shivaji Sawant ke Marathi upanyas ne hi karaya hai.” (It is through Shivaji Sawant’s Marathi novel that we have been introduced to the valor of Sambhaji Maharaj in this form.),” he added.

Meanwhile, the film, directed by Laxman Utekar, has been performing strongly at the box office since its release on February 14. According to trade analyst Taran Adarsh, Chhaava crossed the Rs 200 crore milestone on Thursday.

Taking to Instagram, Adarsh shared, “200 NOT OUT: CHHAAVA IS SENSATIONAL… RECORD HOLD IN MAHARASHTRA… Chhaava makes a grand entry into the Rs 200 crore club, aided by the #ChhatrapatiShivajiMaharajJayanti holiday boost on Wednesday [Day 6].”

The film collected over Rs 30 crore on Wednesday alone, nearly matching its Valentine’s Day opening numbers.

Maharashtra has emerged as the strongest market for Chhaava, with Rajasthan and West Bengal also recording increased footfalls mid-week.

The film, a period drama, portrays the legendary story of Chhatrapati Sambhaji Maharaj, with Vicky Kaushal impressing audiences with his role as the Maratha ruler. The film also features Rashmika Mandanna and Akshaye Khanna in key roles. (ANI)

Kash Patel Sworn In As FBI Director, Takes Oath On Bhagavad Gita

Indian-American Kash Patel was officially sworn in as the ninth Director of the Federal Bureau of Investigation (FBI) on Friday, taking the oath on the Bhagavad Gita.

Patel’s girlfriend and family stood beside him as he recited the oath, and other family members were seated in the front row.

Kash Patel was sworn in at the Eisenhower Executive Office Building by US Attorney General Pam Bondi after being confirmed by the US Senate as the ninth FBI director, succeeding Christopher Wray, Fox News reported.

Following the oath, Patel said that he was living the American dream and added that a “first-generation Indian is about to lead the law enforcement agency of the greatest nation on earth.”

He said, “I am living the American dream, and anyone who thinks the American dream is dead, look right here. You are talking to a first-generation Indian who is about to lead the law enforcement agency of the greatest nation on earth. That can’t happen anywhere else.”

He also made a strong commitment to ensuring accountability within the FBI.

Patel said, “I promise that there will be accountability within the FBI and outside of it.”

Meanwhile, US President Donald Trump expressed his strong support for Kash Pate and called him a “tough, strong” person.

On Kash Patel being sworn in as the Director of the FBI, Trump said, “One of the reasons I love Kash (Patel) and wanted to put him in is because of the respect the agents had for him. He will go down as the best ever at that position.”

“Turned out he was very easy to get approved. He is a tough and strong guy. He has his opinions. Trey Gowdy came out with an incredible statement and said that Kash is an incredible person and people don’t realise it. When he said that, there was no doubt left. It was a big statement made by someone who is respected and is on the moderate side,” Trump added.

Earlier on Thursday, the White House welcomed the confirmation of Kash Patel as the new FBI Director, describing it as an important step in executing President Donald Trump’s agenda to restore integrity and uphold the rule of law.

The White House further emphasised that the FBI will now refocus on its core mission of enforcing justice fairly and without bias.

Sharing a post on X, the White House wrote, “@FBIDirectorKash Patel’s confirmation as FBI Director is a crucial step in executing President Trump’s agenda to restore integrity and uphold the rule of law.”

“The FBI will serve the American people and refocus on its core mission: enforcing justice fairly and without bias,” the post added.

Following his confirmation by the Senate on Thursday as director of the FBI, Patel, an ally of President Trump, expressed his gratitude and vowed to rebuild the agency into one that is “transparent, accountable, and committed to justice.”

Patel thanked President Donald Trump and Attorney General Pam Bondi for their support and emphasised his commitment to restoring public trust in the FBI.

While the nomination faced opposition from Republican Senators Lisa Murkowski of Alaska and Susan Collins of Maine, Patel received backing from the rest of the Republican Party, including Senate Minority Leader Mitch McConnell, who had previously opposed other Trump nominees, according to NBC News.

The confirmation passed with a narrow 51-49 vote, as all Senate Democrats voted against him. (ANI)

Triveni Sangam’s Holy Water Reaches UP Jails, 90,000 Inmates Experience Kumbh

Around 90 thousand inmates lodged in 75 prisons across Uttar Pradesh were given a chance to take the holy bath of Mahakumbh, with the officials bringing in some of the holy water of Triveni Sangam to the jails of various cities in Lucknow, Ayodhya and Aligarh.

According to officials, the Sangam Triveni water was mixed with regular water and stored in small tanks, allowing the inmates to take the sacred bath and offer prayers at the jail itself.

UP’s minister of Prisons, Dara Singh Chauhan, while attending the event in Lucknow said that around 90 thousand inmates were given the chance to take the holy dip.

“UP is the first state where this department (prison department) has done this (bringing holy water to prisoners), the people outside can go there anytime, but those who are imprisoned despite their faith, have a compulsion that they cannot get out of the four walls… with the support of all the senior and junior officers of our jail, about ninety thousand prisoners of Uttar Pradesh,” the minister told ANI on Friday.

He highlighted further that prisoners themselves requested for this event so that they can become ‘full partners’ of Sanatan by taking the dip.

“Prisoners themselves have wished this, they said that people outside are participating by going to the Sangam after taking a bath and studying, but we also believe that we also want to take our dip in the confluence of Sanatan and become full partners. So that was completed”

Visuals from Aligarh jail showed the prisoners carrying the ‘matki’ filled with the holy water to be mixed in.

Aligarh’s jail Superintendent Brijendra Singh Yadav told ANI that the ‘snan parv’ was organised on the instructions of the state government and that inmates from various religions are also excitedly taking part in the event.

“As per the instructions of the state government and jail administration, a ‘snan parv’ was organised for the jail inmates since they cannot go to Maha Kumbh Mela. So it was decided to bring water from the Maha Kumbh to the prison so they could also take a holy dip… Even Muslim inmates are excitedly taking part in the ‘snan parv’,” the Superintendent told ANI.

In Ayodhya, the prison superintendent, Uday Pratap Mishra said that around 757 prisoners in that jail participated in the ‘snan’ organised.

“All the inmates of the jail took ‘Snan’ with the water brought from the Maha Kumbh. There are 757 inmates in the jail, and all of them took ‘Snan’ without any differences…they took ‘Snan’ with the intention of purifying their minds…jail department had taken this decision,” Mishra told ANI.

Meanwhile in Prayagraj, thousands of devotees continue to arrive in the early hours to take a dip at the confluence of Ganga and Yamuna, the Triveni Sangam.

Mahakumbh started on January 13, and will be concluded in a few days, on February 26. (ANI)

President Trump Vows To Impose Reciprocal Tariff On India, China

US President Donald Trump on Friday announced that he will soon impose reciprocal tariffs on countries like India and China, asserting that the United States will charge the same tariffs these nations impose on American goods.

Trump said, “We will soon impose reciprocal tariffs — they charge us, we charge them. Whatever a company or a country, such as India or China, charges, we want to be fair; hence, reciprocal.”

He added, “We have never done that. We were getting ready to do it until Covid hit.”

Last week, before his bilateral meeting with Prime Minister Narendra Modi, Trump had commented on India’s tariff structure, saying “they have the highest tariffs” and “it is a hard place to do business”.

Trump made the remarks during a press conference in which he was asked about the meeting of Tesla CEO Elon Musk with PM Modi.

“They met. I assume he wants to do business in India. But India is a very hard place to do business in because of the tariffs. They have the highest tariffs… It’s a hard place to do business. I would imagine he met possibly because he is running a company, he is doing this as something that he has felt strongly about for a long time,” Trump said.

Speaking on the issue of reciprocal tariffs, Trump highlighted India’s past trade policies, citing the case of Harley-Davidson motorcycles as an example of how American companies have been forced to set up manufacturing units abroad to bypass exorbitant import duties.

“Traditionally, India is right at the top of the pack pretty much. There are a couple of smaller countries that are actually more but India charges tremendous tariffs. I remember when Harley Davidson couldn’t sell their motorbikes in India because of the fact that in India – the tax was so high, the tariff was so high, and Harley was forced to build,” he had said, US Network Pool via Reuters reported. UP Govt Gears Up For Final Mahakumbh Holy Bath On Maha Shivratri

The Yogi Adityanath-led Uttar Pradesh government has intensified preparations for the last major bath of Maha Shivratri, scheduled for February 26, at the ongoing Mahakumbh.

In line with the Chief Minister’s directives, Uttar Pradesh Chief Secretary Manoj Kumar Singh and Director General of Police (DGP) Prashant Kumar visited Mahakumbh Nagar to assess the arrangements and issued necessary instructions to officials, according to a statement from the Chief Minister’s Office (CMO).

Speaking to the media, DGP Prashant Kumar stated, “We are making comprehensive arrangements for traffic control, crowd management, and ensuring a smooth experience for devotees, especially during the last bath and the upcoming weekend. Our constant endeavour is to ensure that devotees do not face any kind of inconvenience.”

The state government is also closely monitoring social media to prevent any attempts to disrupt the atmosphere of Mahakumbh. DGP Prashant Kumar revealed that authorities have been actively monitoring such activities and have registered over fifty FIRs against those attempting to spread misinformation. He assured strict action against any such elements.

Chief Secretary Manoj Kumar Singh and DGP Prashant Kumar also conducted an inspection of Sangam Ghats by boat, reviewing cleanliness arrangements and providing further directives to officials.

Manoj Kumar Singh highlighted that approximately 59 crore devotees have participated in the Mahakumbh, the world’s largest religious and cultural congregation held at the confluence of the holy Ganga, Yamuna, and the mythical Saraswati.

He noted that Mahakumbh, which commenced on January 13, is now in its final phase, with over one crore devotees arriving daily. Among them are saints and sages from various sects of Sanatan Dharma, as well as devotees from across the country seeking to take a dip in the sacred Sangam.

The grand event has also witnessed participation from several dignitaries, including the President, Vice President, Prime Minister, Governors from various states, Chief Minister Yogi Adityanath, Chief Ministers of other states, the King of Bhutan, foreign diplomats, leading industrialists, and renowned film personalities, all of whom have taken a holy dip in the Sangam. Saif Ali Khan and Kareena Kapoor’s little son, Jeh Ali Khan, recently celebrated his birthday, and the munchkin has been receiving warm wishes from family and friends on his special day.

Among the many who wished the little one was his aunt Riddhima Kapoor Sahni.

Riddhima took to her Instagram account on Friday to share a picture from his recent beach-themed birthday party. The picture showed Jeh cutely posing for the camera alongside his parents.

Along with the picture, Riddhima added a caption that read, “Happy birthday, darling Jeh.”

Earlier this week, Riddhima shared inside pictures from the private Mehendi ceremony held at Aadar Jain and Alekha Advani’s home. The Mehendi ceremony, which took place on Wednesday evening, was also attended by Kareena and Karisma Kapoor. The two looked stunning as they were spotted in traditional outfits. For the event, Bebo chose to wear a turquoise A-line kurta, while Lolo opted for a dark pink suit.

Earlier in January, Aadar and Alekha exchanged vows in a Christian ceremony in Goa, surrounded by close friends and family.

The couple’s roka ceremony took place in November last year. It was attended by several celebrities from B-town, including Kareena Kapoor, Karisma Kapoor, Ranbir Kapoor, Alia Bhatt, and Neetu Kapoor.

Aadar had announced his engagement to Alekha Advani in September last year with an adorable proposal by the sea.

Jain and Advani’s relationship became public in November 2023 when Jain shared a photo of them together on social media, describing her as the “light of my life.”

Meanwhile, on the work front, Rakul is currently seen in ‘Mere Husband Ki Biwi’, which also stars actors Arjun Kapoor and Bhumi Pednekar.

किसान आंदोलन के बीच तमाम चुनौतियों और दमन के बावजूद, किसान मज़दूर मोर्चा (KMM) नेता गुरप्रीतसिंह संघा का हौसला अडिग है। लोकमार्ग की रिपोर्टर ममता शर्मा से बातचीत में उन्होंने बताया कि किस मुश्किल हालात में भी आंदोलनकारी डटे हुए हैं; कैसे कोई ताकत उनके आत्मविश्वास को नहीं तोड़ पाई; और क्यों वे सिर्फ जीत के लिए लड़ रहे हैं, किसी समझौते के लिए नहीं।

Q: इतनी चुनौतियों के बावजूद आपको और बाकी किसानों को इस आंदोलन को जारी रखने की प्रेरणा कहाँ से मिलती है?

धीरे धीरे हर किसान, मज़दूर और आदिवासी को समझ आ रहा है कि लड़ाई सिर्फ फसल की कीमत की नहीं है। और ना ही लड़ाई सरकार से है। अब आम किसान भी समझने लगा है की बड़ी लड़ाई किसान क़ौम/समाज और ज़मीन और नस्ल तक को बचाने की है, जाति, धर्म, भूभाग से ऊपर उठकर… और यह लड़ाई असल में कॉर्पोरेट नामक सुरसा से है। इस “डेविड बनाम गोलियथ” में रोज़ संघर्ष करते हुए हमें ख़ुद अपने देश के किसान आंदोलनों और वैश्विक स्तर पर हुए किसान मज़दूर आंदोलनों से प्रेरणा मिलती है। पब्लिक शायद नहीं समझती, लेकिन किसान यूनियन और संगठित किसान मज़दूर यह भी समझ चुका है कि यह लड़ाई “गांव” नामक इकाई को तोड़कर, वहाँ से विस्थापन करवाकर, कॉर्पोरेट को सस्ते मजदूर उपलब्ध कराने के षड्यंत्र के ख़िलाफ़ है।

इतिहास गवाह है कि जाति, धर्म, इलाकाई संघर्षों को दबा सकती हैं सरकारें अपने “फूट डालो-राज करो” के फार्मूला से, लेकिन जब क्लास-स्ट्रगल होता है, शोषित “वर्ग विशेष” संघर्ष करता है तो सरकारें हमेशा हारती रही हैं। सबसे ख़ास बात इस बार यह भी है कि हर आंदोलित व्यक्ति यह जानता है कि इस बार यह संघर्ष लंबा चलेगा और कठिन भी होगा।

सच्चाई यह भी है कि किसान मज़दूर आदिवासी का संघर्ष अब एक सतत् प्रक्रिया है, आंदोलनकारी कोई बरसाती मेंढक नहीं हैं। लेकिन जहाँ पिछला आंदोलन ज़्यादा किसान-केंद्रित था, इस बार किसान, मज़दूर, आदिवासी हितों की मांगें हमारे आधिकारिक “डिमांड चार्टर” में हैं। इस वजह से मिले हर वर्ग के समर्थन की वजह से हम और उत्साहित हैं, और आश्वस्त हैं जीत के प्रति।

Q: प्रदर्शन स्थल पर जीवन वक़्त के साथ कैसे बदला है, और आपकी रोज़मर्रा की सबसे बड़ी मुश्किलें क्या हैं?

पूरा कैलेंडर बदल गया है। पूरा एक साल हो गया है किसान आंदोलन-2 को।

जो कठिनाइयाँ इस आंदोलन में आनी थीं, वो हम चूँकि किसान आंदोलन-1 में पहले ही देख चुके थे, तो तैयार थे उन परेशानियों/मुश्किलों/चुनौतियों के लिए। साधन किसानों के अपने हैं, हर ट्राली-टेंट में खाने का राशन अपना है, आस पास के गांवों/गुरुद्वारों से अपार स्नेह के साथ साथ दूध, दही, लंगर की अटूट व्यवस्था है, सो कोई भी चुनौती असहनीय नहीं है।

हाँ, एक चुनौती जो किसान आंदोलन-2 में बड़ी है, वह है हमारी बात का एक “wider audience” यानी अधिक से अधिक लोगों तक नहीं पहुंचना। इस बार ना केवल मेनस्ट्रीम मीडिया, बल्कि इंडिपेंडेंट पत्रकारों/यूट्यूबरों का भी सरकार ने गला घोंट रखा है। सो एक साल से देश का सबसे व्यस्त और पुराना हाईवे जी टी रोड बंद है, हज़ारों किसान 3 मोर्चों पर आंदोलनरत हैं, यह तथ्य भी आमजन तक पूरे देश में नहीं पहुँचा है। और इसका इलाज “बड़ा पैसा” है, जो कि आंदोलनरत किसान संगठनों के पास नहीं है।

एक और चुनौती है (हालांकि वो केवल किसानों/किसान आंदोलन तक सीमित नहीं है)… न्यायपालिका/जूडिशीएरी जो कभी आँखें मूँद लेती थी, कभी उदासीन थी, किसानों की पीड़ा/उनके दर्द पर, अब वो खुलके सरकार की तरफ़ से खेल रही है। हमें (भले ही यह अवमानना के दायरे में आए) यह कहने में कोई झिझक नहीं है कि इस बार न्यायपालिका का रवैया किसानों के ख़िलाफ़ रहा है, और हर समय उन्होंने सरकार के पक्ष में फैसला दिया। आज न्यायपालिका स्वतंत्र होती तो सरकार घुटनों के बल आ चुकी होती और किसानों की मांगें मान चुकी होती। पिछली बार सरकार ने निरंकुशता की हदें “ख़ुद” पार नहीं की थी। लेकिन इस बार निहत्थे किसानों पर ज़हरीली एक्सपायर्ड आंसू गैस, पेलेट गन्स और यहाँ तक की घातक गोलियों का इस्तेमाल किया गया है। लेकिन सुप्रीम कोर्ट ने भी आँखें मूँदकर जिम्मेदारी टालने का खेल खेला। अभी तक इस आंदोलन में 44 किसान शहीद हो चुके हैं, सैकड़ों को गंभीर चोटें आई हैं, जिनमें अस्पताल में भर्ती होने की नौबत आई। यह इस क्रूर शासन के लिए भी एक नई गिरावट है।

Q: अब भी कितने किसान सक्रिय रूप से प्रदर्शन कर रहे हैं, और आंदोलन शुरू होने के बाद से भागीदारी में क्या बदलाव आया है? अब तक कौन-कौन सी प्रमुख मांगें अधूरी हैं, और अब तक हुई बातचीत को आप कैसे आंकते हैं?

फ़िलहाल तीन मोर्चों यानी शम्भू बॉर्डर, खनौरी बॉर्डर और रतनपुरा बॉर्डर पर हज़ारों ट्रैक्टर ट्राली और टेंट लगे हैं और किलोमीटरों लंबे कैम्प हैं किसानों के। फसल के सीजन, एक्शन प्लान के हिसाब से रोज़ाना 5-7 हज़ार लोगों से लेकर खास दिनों पर लाखों कार्यकर्ता / कैडर और किसान वहाँ पूरे एक साल से मौजूद हैं। दोनों आंदोलनरत फोरम यानी किसान मज़दूर मोर्चा (KMM) और संयुक्त किसान मोर्चा (ग़ैर राजनीतिक) SKM (NP) के साथ देशभर से जुड़े छोटे बड़े क़रीब 150 संगठन/यूनियन हैं।

पिछली बार जब सरकार की गर्दन पे घुटना था किसानों का, तो सरकार ने “तीन काले क़ानूनों” को वापस लेने का तो तुरंत फ़ैसला ले लिया था, लेकिन बाक़ी मांगें पर आधिकारिक चिट्ठी लिख कर, जल्द निष्पादन का वायदा किया था। फिर 2 साल तक “किसी एक भी माँग पर” कुछ ना करने के सरकार से रवैये से ही, 13 फ़रवरी 2024 को किसान आंदोलन दोबारा शुरू करना पड़ा किसानों को।

किसान आंदोलन-2 के शुरुआत में हुई बातचीत के बाद सरकार ने पूरे एक साल तक कोई बातचीत नहीं की। अब आंदोलन को ज़ोर पकड़ते देख और स. जगजीत सिंह डल्लेवाल के अनशन से उभरे प्रेशर के चलते अब 14 फ़रवरी से फिर बात शुरू की है। लेकिन सरकारी रवैया इन सभी मीटिंगों में, आंकड़ों में उलझाने का, और बात को लटकाने का रहा है।

सबसे बड़ी माँग है “MSP” गारंटी क़ानून की और बाक़ी 9 मांगें भी हैं।

Q: इस लंबे आंदोलन ने इसमें शामिल किसानों की आजीविका और उनके परिवारों को किस तरह प्रभावित किया है?

A: झूठ बोलने का कोई फ़ायदा नहीं। सच तो यही है कि संगठनात्मक और व्यक्तिगत तौर पर बहुत बड़ी चुनौती है, इतने निष्ठुर और निरंकुश निज़ाम से लड़ना। सरकार के “खालिस्तानी/नक्सल/विदेशी” फंडिंग वाले प्रोपेगेंडा के विपरीत, आंदोलन में शामिल हर एक शख़्स अपने/समर्थकों के दम पर लड़ रहा है। शारीरिक और मानसिक दबाव बहुत है, चूँकि सरकारें सिर्फ़ आंदोलनकारियों पर ही नहीं उनके परिजनों और समर्थकों तक पर अत्याचार कर रही है। सड़कों पर इतनी विपरीत परिस्थितियों में पड़े रहना सेहत पर भारी पड़ता है, और कई लोग इसकी वजह से शारीरिक रूप से भी टूट चुके हैं।

हालांकि रोटेशन के हिसाब से विभिन्न आंदोलनरत यूनियनों के मेम्बर आते हैं मोर्चे में, लेकिन फिर भी पीछे परिवार में उसकी वजह से दिक्कतें बहुत हैं। लेकिन चाहे पिछला आंदोलन हो या इस बार का, किसी किसान के खेत में बुआई नहीं रुकी, कटाई नहीं रुकी उसके मोर्चे में मौजूद रहने की वजह से। आसपास के पड़ोसियों ने/गाँव वालों ने संभाल लिया ज़रूरी काम पीछे से। लेकिन परिवारों को वक्त नहीं दे पा रहे किसान मज़दूर।

Q: पीछे मुड़कर देखने पर, क्या आपको लगता है कि यह संघर्ष सफल रहा है, और इसकी सफलता को आप किस तरह मापेंगे?

A: जिस शख़्स ने आज तक कभी अपना कोई फ़ैसला वापस नहीं लिया, जिसने नोटबंदी और कोविड के दौरान ग़लत फैसलों से हज़ारों लोगों की मौत के बावजूद अपनी गलती नहीं मानी, जिसने अपने कुछ क्रोनी दोस्तों के लिए बाकी बिज़नेस हाउसेज़ पर भी अंकुश लगाए—उस शख़्स को किसानों ने झुकाया था। इससे हमें हौसला मिलता है कि अगर हम एकजुट हैं, तो कोई ताक़त हमसे बड़ी नहीं हो सकती। यही हमारी जीत है।

अभी सरकार वही तीन काले क़ानून (और उससे भी बदतर क़ानून) अप्रत्यक्ष रूप से दोबारा लागू करने का प्रयास कर रही है, लेकिन यह चल रहा आंदोलन उसकी राह में रोड़ा बना हुआ है। यही हमारी जीत है।

किसी भी तरह किसानों की ज़मीने छीन कर कॉर्पोरेट को देने की सरकारी कवायद को हम धीमी कर सके हैं। नई large scale acquisitions पर रोक है। यह हमारी जीत है।

हर राजनीतिक पार्टी कॉरपोरेट चंदे से चल रही है। विपक्ष भी समय-समय पर सिर्फ किसान मुद्दों पर दिखावटी समर्थन (लिप सर्विस) कर रहा है। इसके बावजूद हमारी बात पूरे देश में पहुंच रही है। इस बार दक्षिणी राजस्थान, उत्तरी मध्य प्रदेश/गुजरात, तमिलनाडु और केरल में हमारे समर्थन में ट्रैक्टर मार्च निकाले गए और सरकारों को ज्ञापन सौंपे गए। यही हमारी जीत है।

सबसे बड़ी जीत यह है कि हम तमाम चुनौतियों के बावजूद अपनी बात निचले से निचले स्तर तक पहुंचाने में कामयाब हो रहे हैं।

जो पिछले आंदोलन के पुरोधा थे, जैसे SKM (अखिल भारतीय) और इसके नेता राजेवाल साहब, टिकैत साहब, कम्युनिस्ट, उग्रहान साहब, वे अब तक इस किसान आंदोलन 2 से नहीं जुड़े थे। लेकिन अब उनकी और हमारी एकता “सांझी कॉल/प्रोटेस्ट” तक आ गई है और जल्द ही पब्लिक के प्रेशर से सम्पूर्ण एकता में परिवर्तित होगी, यह भी हमारी जीत है।
