The Union Cabinet chaired by Prime Minister Narendra Modi on Wednesday approved the ‘Incentive Scheme for promotion of low-value BHIM-UPI transactions Person to Merchant (P2M)’ for the financial year 2024-25.
The scheme to promote low-value BHIM-UPI transactions will be implemented at an estimated cost of Rs 1,500 crore.
Only the UPI transactions upto Rs 2,000 for small merchants are covered under the scheme.
Incentives at the rate of 0.15 per cent per transaction value will be provided for transactions upto Rs 2,000 pertaining to the category of small merchants.
For all quarters of the scheme, 80 per cent of the admitted claim amount by the acquiring banks will be disbursed without any conditions.
The reimbursement of the remaining 20 per cent of the admitted claim amount for each quarter will be contingent upon the fulfilment of the following conditions:
10 per cent of the admitted claim will be provided only when the technical decline of the acquiring bank will be less than 0.75 per cent; and the remaining 10 per cent of the admitted claim will be provided only when the system uptime of the acquiring bank will be greater than 99.5 per cent.
This scheme will enable small merchants to avail of UPI services at no additional cost.
“As small merchants are price-sensitive, incentives would encourage them to accept UPI payment,” the government said.
It will also supplement the government’s vision of a less-cash economy by formalizing and accounting for the transaction in digital form.
The incentive is paid by the Government to the Acquiring bank (Merchant’s bank) and thereafter shared among other stakeholders: Issuer Bank (Customer’s Bank), Payment Service Provider Bank (facilitates onboarding of customers on UPI app / API integrations) and App Providers (TPAPs). (ANI)

Women and children, scores of them are dead, and injured. Predictably, they always end up killing innocent, unarmed, defenseless citizens, as Benjamin Netanyahu has done yet again in Gaza, killing 400 people in one go, yet again claiming that it was Hamas he was targeting with “full force”.
Indeed, as BBC and other media reports have categorically stated, Israel has said multiple times that the Americans were duly informed about the latest bloodbath, following obviously the typical Trumpist declaration that “all hell will break lose”. “We have made incredible achievements up until today,” said a proud Netanyahu. “Together we are changing the face of the Middle East.”

Since a long time now, it has been transparent like hell that Netanyahu, on a weak wicket inside Israel, and disliked by a huge chunk of people who are not orthodox, blood-thirsty, retrograde fanatics, that he never really wanted a deal on the release of the Israeli hostages in custody of the Hamas. He dilly-dallied, did U-turns, turned his back, promised but retracted, played footsie, but he never really cared a damn for his own people. He knew, that as long as they are trapped somewhere in those dingy and dark tunnels in the ravaged landscape which the Israelis could not enter despite one year of relentless bombing, he can continue to satisfy his blood lust and kill thousands of Palestinians. This was his ‘Mission Ethnic Cleansing’ — so as to finally capture and conquer the mythical holy land — which never really belonged to them, not before the two world wars, and never ever after 1945.
The Hostages and Missing Families Forum in Israel have condemned the bombing by air: “The Israeli government chose to give up the hostages.” Israel has violated the ceasefire which was patronised by the US, post-Trump. Around 59 hostages still remain out there, waiting for freedom. Now, their fate seems to have been sealed.
Meanwhile, Mahmoud Kalil, a pro-Palestine activist from the prestigious Columbia University in the US has been detained only because he was campaigning against the genocide in Gaza. In a viral video, he was handcuffed and taken away, even while his wife, an American citizen, ran after the officers, pleading again and again that at least tell me, where are you taking him, really, you don’t have to do it this way. His detention, apparently with no legal validity, is a clear indication, that the witch-hunt in the new Trump era has finally begun, perhaps this time more brutal and nasty than the witch-hunt during the Cold War against dissenters, peaceful rebels, Leftists, artists, filmmakers and writers.

Undoubtedly, Trump’s Make America Great Again in in full play in fast forward. An America which perhaps wants the slave trade back, where all Afro-Americans must be shackled and turned into slaves, sold like cattle in open markets, and their women turned into sex slaves. An America where gender justice is abolished, so is women’s rights, the rights of immigrants, now shackled and chained and forcibly deported, students, dissenters, artists, writers and filmmakers, and those of the LGBTQ communities.
A 1984 dystopia stalks America, originally a land of immigrants, while the first white settlers conquered native land by enacting a million genocides of the indigenous communities who lived in their homeland since centuries. A Make America Great Again born in the quagmire of massacres and blood lust, constantly resurrecting its vicious past, here, there and everywhere, now in Yemen and Gaza.
And, yet, we need to hold on, dig in, write graffiti on the walls and inside our soul, notes of dissent, make meaningful films against all odds, like No Other Land, refuse to succumb or compromise, and peacefully continue an infinite struggle, with a thirst which can never be quenched — like the brave people of Palestine.
As Toni Morrison wrote: “There is no time for despair, no place for self-pity, no need for silence, no room for fear. We speak, we write, we do language. That is how civilizations heal.”
The Ministry of External Affairs (MEA) released a statement on Wednesday on the recent strikes and the developing situation in Gaza.
The MEA said that it is concerned about the situation and stressed upon the importance of the release of the hostages.
MEA gave a call for the supply of humanitarian assistance to continue for the people of Gaza.
“We are concerned at the situation in Gaza. It is important that all hostages are released. We also call for supply of humanitarian assistance to the people of Gaza to be sustained”, the MEA said.
In the early hours of Tuesday, the Israel Defence Forces (IDF) had announced about conducting “extensive strikes on terror targets belonging to the Hamas” in the Gaza Strip.
The IDF said, “In accordance with the political echelon, the IDF and ISA are currently conducting extensive strikes on terror targets belonging to the Hamas terrorist organization in the Gaza Strip.”
In a series of posts on X, the Israel Prime Minister’s Office explained that the strikes were conducted after the instructions from Prime Minister Benjamin Netanyahu and Defence Minister Israel Katz, due to Hamas’s repeated refusal to release hostages, its rejection of all of the proposals received from US Presidential Envoy Steve Witkoff and from the mediators.
“Israel will, from now on, act against Hamas with increasing military strength”, the Prime Minister’s Office wrote on X.
In an operational update on Wednesday, the IDF shared that it struck a Hamas military site in Gaza at night where preparations were being made to fire projectiles into Israel.
IDF further added that that the Israeli Navy also struck several vessels along the coastal areas of Gaza which as per them were intended to be used for conducting terrorist activities by the groups, Hamas and Islamic Jihad.
“The IDF struck a Hamas military site in northern Gaza overnight where preparations were being made to fire projectiles at Israeli territory. In addition, the Israeli Navy struck several vessels in the coastal area of Gaza. These vessels were intended to be used for terrorist activities by Hamas and the Islamic Jihad”, IDF wrote on X.
As per Al Jazeera, at least 14 people have been killed in the overnight and early morning Israeli attacks on Gaza.
Al Jazeera reported on Wednesday that Israel launched overnight strikes on Tuesday, which which resulted in the death of more than 400 people and injured hundreds more. (ANI)
The United States expects Ukraine to support agreements reached during a recent phone conversation between Russian President Vladimir Putin and US President Donald Trump, as ceasefire talks are set to begin in Jeddah on Sunday, according to Trump’s Special Envoy Steven Witkoff, TASS Russian News Agency reported.
In an interview with Fox News, Witkoff described his discussions with Putin, saying, “I had two meetings with President Putin. The first one was for somewhere close to three and a half hours, and the second one was close to four hours.”
He continued, “They were both compelling. I thought we accomplished quite a bit, and in the second meeting, we actually really narrowed the issues, certainly from the Russian standpoint, we were immediately in discussions on tangible, granular ways to move forward towards a ceasefire that included what you’ve heard about today, which is the ceasefire with regard to energy infrastructure from both sides, something they’ve been trying to put together for quite some time.”
He also highlighted another key component of the negotiations, stating, “And secondly, what people colloquially refer to as the Black Sea, maritime aspect of a ceasefire. I think both of those are now agreed to by the Russians. I am certainly hopeful that the Ukrainians will agree to it.”
Witkoff confirmed that while progress had been made, there were still unresolved details that would be addressed during the upcoming talks, reported TASS.
“The sides have some details to work out, of course, but that will begin on Sunday in Jeddah.”
He expressed confidence that discussions would advance further, explaining, “And beyond that, we’ll move to a full ceasefire, and we had some very good conversation today on the ingredients to achieve that. So all in all, really positive results.”
The US delegation to Jeddah will be led by National Security Advisor Mike Waltz and Secretary of State Marco Rubio. Witkoff noted that recent discussions had successfully overcome obstacles that had previously hindered progress.
“We’ve got to figure out the details. The point is that up until recently, we really didn’t have consensus around these two aspects, the energy and infrastructure ceasefire and the Black Sea moratorium on firing. And today we got to that place, and I think it’s a relatively short distance to a full ceasefire from there,” he said.
Regarding Putin’s stance on the matter, Witkoff stated, “President Putin – and I would commend him for this – said that he agreed with the President’s posture on it all. He agreed with the approach. He didn’t want to see more people dying in the field.” (ANI)
Veteran actor-director Rakesh Roshan, who directed the debut film of his son, the blockbuster ‘Kaho Naa… Pyaar Hai’ (2000) recently shared a terrifying experience from his past that he describes as a “bad dream.” Shortly after the release of the film, he was shot by assailants, an incident that left his family shaken.
While speaking to ANI, the actor shared that soon after the attack, he was assigned armed security guards for protection. However, instead of feeling safe, Roshan was constantly scared that the guards themselves might “harm” him and accidentally shoot him.
“No matter how many security personnel are around you, you are still an open target. If someone wants to harm you, security personnel won’t be able to do anything. If someone wants to do something, these security guards can’t help you,” said Rakesh.
“After this incident, I was assigned two armed security guards. I would sit in the front seat of the car while they sat in the back. That made me even more scared.”
“Voh do peeche baithe hain bandook ke saath. Kabhi kuch ho jaye voh peeche se na mujhe maar de (Those two are sitting behind me with a gun. In case something happens, they can kill me),” Rakesh added.
Roshan also mentioned that the constant security started making him feel “very claustrophobic.” Even during his walks on the beach, the guards followed him closely, making him feel trapped. This unusual lifestyle took a toll on him, and he eventually asked for the security detail to be removed.
He said, “When I would go for a walk on the beach, those two security guards would be with me. I was like, ‘What is happening?’ So, I requested them to take away my security cover. I am okay just as I am. We will see what happens.”
Veteran filmmaker Rakesh Roshan won the Outstanding Achievement Award at IIFA 2025. Rakesh has acted in films like Khubsoorat (1980) with Rekha and Kaamchor (1982) with Jaya Prada. He made his directorial debut with Khudgarz (1987).

The designer took to Instagram to post a throwback moment from 1998 when he was asked to create an outfit for Jackson for the Bollywood Awards in New York. Malhotra, in a long note, recalled the time when he had only “one day” to prepare the outfit and had to do so “without any measurements”. The post also included a compilation of videos and pictures, including one where he posed with Jackson.

Congress MP Shashi Tharoor on Wednesday reaffirmed his stand on India’s diplomatic stance and said that his earlier comments speak for themselves and that there was nothing to add.
“The comments speak for themselves. Nothing to add,” Tharoor told ANI.
Earlier in a panel discussion at the Raisina Dialogue, Tharoor ‘admitted’ to wiping ‘egg off his face’ and conceding that India’s diplomatic stance gave the country a unique position to be friendly with both Russia and Ukraine, two nations at war since 2022.
“I am still wiping the egg off my face because I was one person in the parliamentary debate who actually criticised the Indian position at the time back in February 2022,” Tharoor said.
Reacting to this, Bharatiya Janata Party (BJP) leader Amit Malviya took a dig at Congress leader and Lok Sabha LoP Rahul Gandhi, saying that Tharoor’s remarks would likely leave him “red faced”.
“This will likely leave Rahul Gandhi red faced, with the Congress media department scrambling to clarify that Shashi Tharoor’s remarks reflect his personal views–not the party’s official stance–despite Tharoor having led the party’s charge on the issue in Parliament,” he posted on X.
“Congress leader Shashi Tharoor has admitted he was wrong in opposing India’s neutral stance on the Russia-Ukraine war in 2022. He acknowledged that India’s diplomatic balance has given Prime Minister Narendra Modi the unique position of being able to engage with both Ukraine and Russia without hostility,” Malviya added.
Explaining his reasoning for condemning the war, Tharoor had said, “On the well worn grounds that Espen (Norway’s Foreign Minister) will understand because he and I talked about all this in my UN days, that there was a violation of the UN Charter, sovereignty of a member state, namely Ukraine, and we had always stood for the that there had been a violation of the principle of the inviolability of borders of a sovereign state, inadmissibility of the use of force to settle international disputes and all of those principles had been violated by one party, and we should have condemned it.”
“Well, 3 years later, it does look like I am the one with egg on my face because clearly, the policy has meant that India actually has a Prime Minister who can hug both the president of Ukraine and the president of Moscow two weeks apart and be accepted in both places and therefore India is in a position where it can make a difference to a lasting peace if it was so required in ways that very few countries would be able to,” Tharoor added.

Tamil Nadu Chief Minister MK Stalin on Wednesday said that a fair investigation would be carried out into the murder of retired Sub-Inspector of Police Zakhir Hussain in Tirunelveli district of Tamil Nadu.
Hussain, who was hacked to death on March 18 while returning home after early morning Ramzan prayers, had previously raised serious concerns about his safety.
Speaking in the Assembly, Stalin said that special police teams have been formed to arrest the culprits involved in the murder.
“His wife has made a complaint at the police station. Two persons have surrendered in this murder till now. Police have formed special teams to catch the other culprits involved in the murder. As per the first investigation, a land-based issue was there before, and both of them have given complaints against each other on that issue in which investigation was happening, but unfortunately, this sad murder incident was held,” Stalin said.
“Without any bias, a fair investigation will be held, and I make sure the culprits will be given punishment. This government will not allow anyone to take the law into their hand,” he said.
Meanwhile, AIADMK General Secretary and Opposition Leader Edappadi Palaniswami condemned the murder of retired Sub-Inspector of Police Hussain and called for appropriate measures to ensure justice for him.
Palaniswami criticised the police for failing to address Hussain’s complaints and accused them of dereliction of duty, saying the incident highlights severe shortcomings in police functioning.
Speaking in the Tamil Nadu Assembly, Palaniswami condemned the murder of the retired police official and said that Hussain had filed a complaint three months earlier with the Tirunelveli City Police Commissioner, Town Assistant Commissioner, and the Inspector of Police, warning them that his life was under threat.
“In Tirunelveli city, on March 18, 2025, retired police officer Zakhir Hussain was brutally hacked to death by a group of individuals while returning home after completing the early morning Ramadan prayers at the mosque. He had previously served as an administrator at a Muslim Waqf institution,” said the AIADMK leader.
“Three months ago, he had filed a complaint with the Tirunelveli City Police Commissioner, the Town Assistant Commissioner, and the Inspector of Police, stating that his life was in danger. However, the police failed to investigate the matter properly or take any preventive action. Instead, it is reported that the police arranged a forced mediation (katta panchayat) between Zahir Hussain and the individuals he had accused in his complaint,” he stated.
He called for strict legal action against those responsible for both the murder and the negligence in handling Hussain’s complaints.
A retired Sub-Inspector of Police, Zakhir Hussain, posted a video on social media expressing the fear that he might be killed and that a gang hacked him to death in Tirunelveli on Tuesday (March 18). He was reportedly involved in a land dispute.

NASA Crew-9 astronauts Sunita Williams, Nick Hague, Butch Wilmore, and Russian cosmonaut Aleksandr Gorbunov breathed earth’s air for the first time in over nine months on Wednesday after the successful splashdown of SpaceX’s Dragon capsule in the Gulf of America off the coast of Florida.
The astronauts disembarked the capsule on stretchers, as is customary, CNN reported. This precaution is taken by SpaceX for all astronauts returning from long-duration space missions.
NASA astronauts Nick Hague and Russian cosmonaut Aleksandr Gorbunov have been in space since September 2024. However, Butch Wilmore and Sunita Williams had been away much longer–their journey began last June.
Initially expected to last just a week, their mission was extended to more than nine months due to issues with their Boeing Starliner capsule, which delayed their return. (ANI)
The National Investigation Agency (NIA) is conducting searches at 12 locations in Jammu in connection with a case relating to infiltration by terrorists from across the border.
The raids are underway at these locations in close coordination with police and security forces since morning based on specific inputs, officials said.
The searches are being carried out at the hideouts of overground workers (OGWs) and hybrid terrorists. Premises of sympathizers and cadres of these organisations were also searched as part of the crackdown.
NIA had registered the case (RC-04/2024/NIA/JMU) on directions from Ministry of Home Affairs, on October 24th based on information regarding the infiltration of active terrorists belonging to Lashkar-e-Taiba and Jaish-e-Mohammed into Indian Territory through the international Border (IB) and Line of Control (LoC).
These infiltrations were facilitated by OGWs and other terror associates based in villages in the Jammu region, who were engaged in providing logistical support, food, shelter, and money to the terrorists.
Further investigation is underway.
The anti-terror agency had conducted similar searches in November last year in connection with the case and seized various incriminating documents from the premises of the suspects. (ANI)
