Delhi L-G Approves Revival Of 126 Vacant Posts

Lieutenant Governor of Delhi, VK Saxena on Saturday approved the revival of 126 posts of Principal/Deputy Education Officers that had lapsed due to apathy and inaction of Aam Admi Party government and were lying vacant for more than two years, an official statement from the L-G’s office said on Saturday

An official said that this move would help the woefully short-staffed Education Department of GNCTD, especially at the cutting-edge level.
According to an official, L-G has also put on hold a proposal to abolish 244 posts of Principal / Deputy Education Officer as proposed by the Education Department, since the said posts had also been lying vacant for more than five years.

“The LG has asked Education Department to submit a suitable proposal for the abolition/creation of posts of Principal / Deputy Education Officer after getting the comprehensive study conducted from the AR Department, as pointed out by the Services Department,” it said.

It may be noted that Government Rules provide for posts lying vacant for more than two years to be considered as “deemed abolished” and for those lying vacant for more than five years to be “considered abolished”. These 370 posts (126 deemed abolished posts and 244 considered abolished posts), were supposed to have been filled in through promotion as per the Recruitment Rules, by the Directorate of Education from the year 2013-14 to 2019, it added.

“However, in what speaks extremely negative of the functioning of the Education Department, none of these posts were filled through promotion and were allowed to remain vacant, thereby inviting provisions for abolishing them,” the statement informed.

With regards to the proposal for the abolition of 244 posts of Principal, “the Services Department had advised the AR Department to carry out a comprehensive study in one go while noting that the post of a Principal is a crucial post for the functioning of Education Department and in this way, the exercise of abolition/creation of posts need not be taken up time and again,” it added.

However, despite the observations of the Services Department, the Directorate of Education moved the proposal for the abolition of 244 posts of Principals, it informed.

“But even as the Education Department still requires the posts of Principals / Deputy Education Officers, abolition of these 244 posts might create unrest amongst the feeder cadre and the employees of the Education Department fearing loss of promotion avenues as the orders for abolition of these 244 posts will not reflect the true picture,” it added. Expanding Trade Using Indian Rupee Part Of Nation’s Recovery Strategy With India: Sri Lanka Envoy

Sri Lanka High Commissioner to India, Milinda Moragoda on Saturday said that the island nation is expanding its trade with India using Indian Rupee as part of Colombo’s economic recovery strategy with New Delhi.

The envoy highlighted that India acted quickly during the Sri Lanka crisis and assisted the country with USD3.9 Billion.
“We might not have got financial aid this quickly if India hadn’t helped. India also played a key part in getting support for Sri Lanka,” the High Commissioner said.

Speaking on the occasion of the 75th independence of Sri Lanka, the High Commissioner said that the island nation is mulling the possibility of using the RuPay mechanism for Indian tourists coming to Colombo.

In an exclusive interview with ANI, the Sri Lankan envoy said that the country is also looking forward to using the RuPay mechanism.

“Expanding the trade through Indian Rupee is part of our recovery strategy with India. We’re also looking at the possibility of using the RuPay mechanism so it will be easy for Indian tourists coming to Sri Lanka,” he told ANI.

He said that the ties between the island nation and India goes back to 1,000 years and the first representative was sent to India 80 years back.

Speaking on the Sri Lankan and Indian fishermen issue, the High Commissioner said that the two countries must have a dialogue, adding that there are legal, environmental and ecological issues that are crucial and needed to be discussed.

Time and again, there have been periodic instances of Indian fishermen being apprehended by Sri Lankan authorities for allegedly crossing the International Maritime Boundary Line and fishing in Sri Lankan waters.

He also said that Prime Minister Narendra Modi has invited Sri Lankan President Wickremesinghe to visit India.

“PM Modi has extended a formal invitation to Sri Lankan President Ranil Wickremesinghe to visit India. We hope that he will be able to come to India soon,” he told ANI.

On the security concerns, the High Commissioner of Sri Lanka to India, Milinda Moragoda said that Colombo’s security is New Delhi’s too and vice versa and both nations should look after each other.

“India’s security is our security and our security is India’s. We have to look after our neighbourhood. We have a large number of ships coming in from India. Irrespective of what the threat is, we need to protect each other,” he added.

He also highlighted the importance of the Jaffna Cultural Centre opening and called it a ‘symbolic’ act by India.

“I am happy, it is one of the beautiful buildings and it stands out, the High Commissioner said.

The island country, which is under an economic crisis witnessed widespread protests in March last year that forced Gotabaya Rajapaksa to resign as President and brought Ranil Wickremesinghe to power.

Milinda Moragoda has repeatedly emphasized that India could play a significant role in Sri Lanka’s economic revival through multifaceted economic integration between the two countries by enhancing investments, tourism, and trade. (ANI)

MoS Home Rai attacked the previous UPA government for neglecting the railway sector and claimed that 2 lakh and 40 thousand crore rupees had been allocated for railways, which is 9 times more than the budget of 2013-14 during the UPA government of Congress. He also spoke about tax Slab changes and termed that this will help the middle class.

BJP has planned a mega outreach on the budget from February 4 and 5 across the country to acquaint the people with what the budget has for them this year. At 50 locations, union ministers will be participating in the BJP outreach programme on budget and interacting with intellectuals, traders and the office bearers of their unions.

The BJP’s campaign called ‘Discussion on Budget’ has started from February 1 to 12 under the monitoring of a 9-member of the central committee, formed by party national president J P Nadda recently. (ANI)

Veteran Playback Singer Vani Found Dead At Her Chennai Home

Veteran playback singer Vani Jairam who has sung in over a dozen languages in a career spanning over five decades passed away on Saturday at her residence in Chennai. She was 78.

Known for her vocal range and ability to adapt to any difficult composition, Jairam began her singing career in Bollywood and her first break came in the Hindi film ‘Guddi’ (1971) directed by Hrishikesh Mukherjee. The song ‘Bole Re Papihara’, featuring Jaya Bachchan in the lead role catapulted the singer into fame.
Jairam who lived alone was found dead with bruises on her forehead, according to police.

According to Malarkodi, the singer’s househelp had arrived for work, as usual, this morning but when she did not receive any response she alerted the singer’s sister Uma. After Uma and Malarkodi entered the house using a set of duplicate keys they found the singer unconscious in her bedroom with bruises on her forehead. Police arrived and found her dead.

The deceased’s body has been sent to Kilpauk Government Hospital.

Triplicane DC Shekhar Deshmukh said an investigation is underway.

The singer was honoured with Padma Bhushan, India’s third-highest civilian award ahead of Republic Day this year.

Born as Kalaivani in Tamil Nadu’s Vellore, to a Tamil family of classically trained musicians, Jairam’s career started in 1971.

She lent her voice for the playback for over a thousand Indian films and recorded over several thousand songs. The late singer also recorded thousands of devotionals and private records, as well as performed in solo concerts in India and overseas.

She won the National Film Awards for Best Female Playback Singer three times and also has won State Government awards from the states of Odisha, Andhra Pradesh, Tamil Nadu and Gujarat.

She has sung in Kannada, Tamil, Hindi, Telugu, Malayalam, Marathi, Odia, Gujarati, Haryanvi, Assamese, Tulu, and Bengali, among others.

She has worked with a slew of renowned composers like KV Mahadevan, Chakravarthy, Sathyam, Ilayaraja, and MS Vishwanathan. (ANI)

2026 To See 20L Cancer Cases: AIIMS

India will see a surge in cancer cases in the coming years which can go upto 20 lakhs per year by 2026, as estimate by AIIMS based on the data provided by the Indian Council of Medical Research (ICMR).

Dr S V S Deo, Professor of Surgical Oncology at AIIMS Delhi, while speaking to ANI stated that India is witnessing a surge in the number of cancer patients.
He further stated, “13-14 lakh people are getting affected by the deadly disease each year and the figure could go in excess of 20 lakhs by the year 2026.”

The AIIMS doctor mentioned that the theme for this year’s World Cancer Day, being celebrated on February 4, is ‘closing the gap’. He explained that the theme has been chosen keeping in mind the lack of awareness about the myths surrounding cancer and the need to educate people regarding the disease.

Deo stated that people have the misconception about Cancer being incurable which is completely dubious. He explained that the disease can be cured if diagnosed on time and this is why an awareness campaign is being run to impart this information to the public.

Explaining the details of the campaign, he said, “different activities have been planned to raise awareness. Doctors will be interacting with people and rallies will be taken out to educate and disseminate information.”

Sharing tips on how to keep cancer at bay, he said that people need to realise the importance of leading a healthy lifestyle and keeping a clean healthy diet. He further explained that processed and packed food items should be avoided as it enhances the risk of cancer.

He further said that smoking and consumption of alcohol account for 30 per cent of total cancer cases.

Speaking on the rise in gallbladder-related illness, Deo said, “Cases of gallbladder cases in women has been on the rise especially in the north-eastern parts of the country and settlements beside rivers.”

The doctor said that North-East accounted for the most number of cancer cases related to stomach, gallbladder, neck, head, food pipe etc pertaining to their unhealthy lifestyle and consumption of unhygienic water and food.

Sushma Bhatnagar, the head of National Cancer Institute of India told ANI, “Cases of genetic cancer in children below the age of 16 has increased in the country.” She also stated that a major chunk of cancer cases are a result of air pollution, water pollution and an unhealthy lifestyle.

Highlighting the spike in air pollution, the doctor said, “It has caused an increase in the cases of cervical cancer. Delhi NCR witnessed 22000 cases of cancer last year of which 50 per cent of cases were treated at the National Cancer Institute, AIIMS.”

She stated that earlier the majority of cases were recorded in people above the age of 50, but now the younger generation has fallen prey to the deadly disease.

The doctor also informed that joint research with IITs is being carried on to develop technology that will help in the treatment of cancer and the negative after-effects of the disease. (ANI)

Sisodia Writes To Sitharaman, Demands Rs 927Cr For G20

The Delhi government demanded funds from the central government for the preparations related to G20 events in the national capital.

Delhi Deputy Chief Minister Manish Sisodia, who also holds the portfolio of the finance department, wrote a letter to Union Finance Minister Nirmala Sitharaman regarding the matter. Sisodia said that Delhi does not get any additional funds from the Centre, in such a situation Rs 927 crore should be given separately to Delhi for preparations related to G20.
“It is a matter of great pleasure for India that this time India is hosting the G20 meeting. It is a matter of happiness for us Delhiites that most of the important activities of G20 are going to happen in Delhi only. The Government of Delhi will fully cooperate with the Government of India in the direction of making the organization of G-20 meeting a success,” Sisodia wrote.

Under the leadership of Delhi Chief Minister Arvind Kejriwal, he said it will be the endeavour of the entire Delhi government that there should be no shortage in hosting the international guests who came to our place during the G20 meeting. “We will make sure that they return with unforgettable memories from Delhi as the capital of 21st-century India,” he stressed.

In this direction, the Deputy CM said various departments of the Delhi government have made a framework for organizing various activities and programs ranging from infrastructure development. In this, there are proposals for beautification of specific areas around the major venues of G20 and organizing some specific activities and programs on this occasion at prominent places in Delhi, he said.

Demanding extra funds, Sisodia said that the Delhi government needs Rs 927 crore for the plans made for the special preparations for the G-20. Lieutenant Governor of Delhi Vinay Kumar Saxena is also constantly reviewing these efforts. The Lieutenant Governor has also given consent to all these efforts and programs for the preparations for the G20, he said.

“You already know that no money is being given by the Government of India to the Delhi Government as a share in central taxes. Nor is any additional grant given to the Delhi Government by the Government of India. Even the amount given to the municipal corporations of all the states of the country according to their population, is not given to the Municipal Corporation of Delhi. In such a situation, it is obvious that it will not be easy for the Delhi government to spend Rs 927 crores to prepare the G20 meeting with its regular limited resources,” Sisodia wrote.

“So I request you that considering the importance of the G-20 meeting and in Delhi Keeping in view the need for preparations to make this event a success, Rs 927 crore required for this should be made available by the Central Government. This will help the Delhi government to implement all these schemes and programs smoothly and all the preparations will be completed in time. I have full hope that the Delhi government will get positive cooperation from you in this direction” Sisodia concluded.

India assumed the G20 Presidency from Indonesia on December 1, 2022, and will convene the G20 Leaders’ Summit for the first time in the country this year. The theme for G20 is ‘One Earth. One Family. One Future’ with the motto of “Vasudhaiva Kutumbakam”.

The G20 or Group of 20 is the one of world’s leading platforms for international economic cooperation. The G20 was founded in 1999 after the Asian financial crisis as a forum for Finance Ministers and Central Bank Governors to discuss global economic and financial issues.

The G20 or Group of is made up of 19 countries and the European Union. The 19 countries are Argentina, Australia, Brazil, Canada, China, Germany, France, India, Indonesia, Italy, Japan, the Republic of Korea, Mexico, Russia, Saudi Arabia, South Africa, Turkiye, the United Kingdom and the United States of America.

This year’s G20 summit is also attended by nine guest countries as well as the invited International Organisations. (ANI)

Rajasthan Min Gudha Booked For Abduction

A case has been registered against Rajasthan Minister for Sainik Welfare and Panchayati Raj Rajendra Singh Gudha in connection to an alleged abduction case, the police said on Saturday.

Officials said that the case was registered on the basis of a complaint lodged by a resident of Sikar district.
The complainant Durga Singh alleged that last month, he received a call from the minister asking his whereabouts and later kidnapped him.

“Last month, I received a call from Rajendra Singh Gudha and told him I am in Neem Ka Thana. He later came to my house with a few other people and forcefully dragged me from my home. He took me in his car and said ‘we’ll teach you politics’,” the complainant alleged in his complaint to the police.

“They manhandled me and gave me immense trauma,” he alleged.

Meanwhile, dismissing the allegations, Minister Gudha said that the complainant himself sat in the car and got his hand fractured.

“A lady from Mandawar had daughter’s wedding for which I gave money to her. That man (complainant) forced her to commit suicide. I went to Neem Ka Thana regarding it where Singh sat in the car. His hand was already fractured,” the Minister said.

He further claimed that the complainant did not want to get exposed in society, hence filing a false case against him.

Such false cases should not be filed against a minister, he added. (ANI)

No Case Is Big Or Small For Courts: CJI Chandrachud

Chief Justice of India (CJI) DY Chandrachud on Saturday said that for a court, every case is important and there are no big or small cases and also highlighted that the top court heard over three lakh cases during COVID-19 pandemic time.

Addressing a gathering to commemorate the 73rd anniversary of the Supreme Court of India, the CJI said, “For the Court, there are no big or small cases -every matter is important. Because it is in the seemingly small and routine matters involving the grievances of citizens that issues of constitutional and jurisprudential importance emerge. In attending to such grievances, the Court performs a plain constitutional duty, obligation, and function.”
CJI Chandrachud made these remarks while addressing a gathering to commemorate the 73rd anniversary of the Supreme Court of India.

Chief Justice of Singapore Supreme Court Sundaresh Menon also attended the program and delivered a lecture on “The Role of the Judiciary in a Changing World”.

Chandrachud also mentioned how the court adopted innovative techniques to reach out to people, especially during the COVID-19 pandemic and said, “Between March 23, 2020, and October 31, 2022, the top court alone heard 3.37 lakh cases through video conferencing.”

He also mentioned that the court is allowing hybrid mode now to attend proceedings from any corner.

“In the recent budget, the Government of India announced the provision of Rs 7000 crore for phase III of the e-Courts project,” CJI said.

He further said that this will help to enhance the accessibility of the judicial institutions and improve the efficiency of the justice delivery system in India.

“Such endeavours will ensure that the Court truly reaches out to every citizen of our country,” he said.

Quoting the first Chief Justice of India HJ Kania, CJI said that the Supreme Court would play an important role in building up the nation.

He also said that in the past few years, the Court has furthered the transformative vision of the Constitution by recognizing and protecting fundamental rights such as the right to privacy, decisional autonomy, and sexual and reproductive choices.

Chandrachud said that the court has emerged as a strong proponent of gender equality whether it be in its interpretation of the laws of inheritance or securing the entry of women in the armed forces.

CJI also highlighted the guidelines related to the death penalty and the various mitigating and aggravating circumstances that a judge should take into account before awarding the death sentence and psychiatric assessment of death row convicts-humanising influence on the law.

Thus, the Court has sought to use the language of the Constitution to humanize law and act as the protector and defender of fundamental rights and liberties, CJI said.

CJI also mentioned about the significant changes relating to the adoption of legislation such as the Competition Law and Insolvency and Bankruptcy Code.

Recalling the foundation of the SC, he said that the Supreme Court came into being on 28 January 1950, two days after India adopted its Constitution and became an independent Sovereign Republic, and now it serves the world’s most populous democracy and is in true aspects a ‘people’s court’ because it is a collective heritage of the people of India.
