Four Wards Of Joshimath Declared Completely Unsafe: Disaster Management Secretary

Amid the evolving crisis around the landslide and subsidence at Joshimath in the upper reaches of Uttarakhand, Disaster Management Secretary Ranjit Kumar Sinha on Tuesday said four municipal areas or wards in the holy town have been declared as ‘completely unsafe’.

Addressing a press conference in Dehradun on Tuesday, Sinha said, “Four wards in Joshimath have been declared as completely unsafe. The rest of the wards have been found to be partially affected (by subsidence).”
“Many organizations are involved in the ongoing investigation into the reasons and extent of subsidence in and around Joshimath. We will come up with a final report soon. We have made adequate preparations in anticipation of rainfall,” he added.

However, in a piece of ‘good news’, Sinha informed us that the water discharge level at JP Colony has gone down.

“The water discharge level (which is said to be behind the prevailing situation in Joshimath) at JP Colony has gone down. This is good news,” the Disaster management secretary said.

He added that the affected families have been shifted to shelter homes and the model huts will be ready within a week.

Hundreds of residents were shifted to relief centers in safe places after cracks appeared at several homes in Joshimath, suggesting subsidence.

The Uttarakhand government has already announced relief packages worth crores for the affected families of Joshimath. (ANI)

SC To Modify Cumbersome Guidelines On ‘Living Will’

The Supreme Court on Tuesday said agreed to modify its 2018 guidelines on “living will”, an advance medical directive on end-of-life treatment.

A five-judge Constitution bench of Justices KM Joseph, Ajay Rastogi, Aniruddha Bose, Hrishikesh Roy and Justice CT Ravikumar observed that the legislature is much more endowed with “skills and sources of knowledge” to enact a relevant law for terminally ill patients choosing to stop treatment.
The bench said it will limit itself to improving the guidelines it had laid down on “living will”.

There can only be a little tweaking of the guidelines or else it will become a review of its own 2018 judgement, it added.

The top court’s order notwithstanding, people wanting to get a “living will” registered have been facing problems due to cumbersome guidelines.

The apex court was informed that the procedure under the Supreme Court guidelines had become unworkable due to the involvement of multiple stakeholders in the process.

The Constitution bench was considering a plea seeking modification of the guidelines for living will/advance medical directive issued by it in 2018.

Senior advocate Arvind Datar told the bench that as per the apex court’s directions, a medical board has to first declare that the patient has no scope of recovery or is brain dead.

He added that the procedure then enumerates that the district collector has to constitute an independent medical board to obtain a second opinion, after which the matter is referred to a judicial magistrate, first class.

Datar suggested in a living will, there can be two witnesses and the role of the judicial magistrate can be done away with.

The hearing will resume on Wednesday.

On March 9, 2018, the apex court had in its judgment recognized that a terminally ill patient or a person in a persistent vegetative state may execute an advance medical directive or a “living will” to refuse medical treatment, holding the right to live with dignity also included “smoothening” the process of dying.

The judgment of the apex court had come on a PIL filed by NGO Common Cause seeking recognition of the “living will” made by terminally-ill patients for passive euthanasia.

The top court had laid down principles related to the procedure for execution of advance directives and spelt out guidelines and safeguards to give effect to passive euthanasia in both circumstances where there are advance directives and where there are none.

It had said that directives and guidelines shall remain in force till Parliament brings legislation in the field. (ANI)

China: Makki Designated A Global Terrorist

Even while being virtually forced to designate Abdul Rehman Makki as a global terrorist, the Chinese Government has tonight placated Pakistan by saying that ‘this designation is a recognition of Pakistan’s staunch fight against terrorism,’ according to a statement released by China’s Foreign Ministry site.

Responding to a media query over China’s decision to lift the hold on designating Lashkar-e-Taiba deputy chief Abdul Rehman Makki, Beijing’s Foreign Ministry Spokesperson Wang Wenbin said, “The individual you mentioned has been convicted and sentenced by Pakistan, and this designation is a sign of recognition of Pakistan’s staunch fight against terrorism.”
“Terrorism is a common scourge for humanity. As an important international counter-terrorism mechanism, the 1267 Committee of the Security Council is mandated by the UN body’s resolution to put terrorists or terrorist organizations on its sanctions list, which is conducive to strengthening international counter-terrorism cooperation and the joint fight against terrorist threats,” the statement quoted Wang Wenbin as saying.

Interestingly, China has placed holds to prevent the listing of as many as five Pakistani terrorists including Makki, and now took a complete U-turn.

Earlier, on Tuesday, China finally lifted its ‘technical hold’ on the designation of Makki as a global terrorist under the 1267 UN Sanctions Committee after the country was left isolated in the Security Council.

“It also needs to be pointed out that the committee has clear guidelines regarding the designation of terrorist organizations and individuals and related procedures. China takes part in the work of the committee in a constructive and responsible manner in strict accordance with these rules and procedures,” he further said.

A total of five names were submitted by India for designation under 1267 in 2022: Abdul Rehman Makki (LeT), Abdul Rauf Asghar (Jaish-e-Mohammed, JeM), Sajid Mir (LeT), Shahid Mahmood (LeT), and Talha Saeed (LeT). And each of these five names was initially placed on technical hold by only one member state while all other 14 members of the Council agreed to their listing.

This listing comes after China last year put a ‘technical hold’ on India’s bid to name the Lashkar-e-Taiba (LeT) leader a global terrorist. In June 2022, India slammed China after it blocked the proposal to list terrorist Abdul Rehman Makki under the Sanctions Committee, also known as the UNSC 1267 Committee.

“On 16 January 2023, the Security Council Committee pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) concerning ISIL (Da’esh), Al-Qaida, and associated individuals, groups, undertakings and entities approved the addition of the entry specified below to its ISIL (Da’esh) and Al-Qaida Sanctions List of individuals and entities subject to the assets freeze, travel ban and arms embargo set out in paragraph 1 of Security Council resolution 2610 (2021) and adopted under Chapter VII of the Charter of the United Nations,” the UN said in a statement.

India and the US have already listed Makki as a terrorist under their domestic laws. He has been involved in raising funds, recruiting and radicalizing youth to violence, and planning attacks in India, especially in Jammu and Kashmir.

Makki has performed various leadership roles within the LeT, a US-designated Foreign Terrorist Organization (FTO), while also playing a role in raising funds for LeT operations, according to sources.

In 2020, a Pakistani anti-terrorism court convicted Makki on one count of terrorism financing and sentenced him to prison, according to the US State Department.

China had earlier placed hurdles to the listing of known terrorists, particularly from Pakistan. It had repeatedly blocked proposals to designate Maulana Masood Azhar, chief of the Pakistan-based and UN-proscribed terrorist entity, the JeM. (ANI)

Bharat Jodo Yatra led by Congress leader Rahul Gandhi will enter Jammu and Kashmir on January 19.

J-K Congress Incharge of Bharat Jodo Yatra Rajni Patil said that Farooq Abdullah, Omar Abdullah Sanjay Raut, MY Tarigami, Mehbooba Mufti will join the yatra at diffrent locations.
“On January 26 the National Flag will be hoisted,” said Rajni Patil.

Rahul Gandhi will also address a public rally and meeting delegations in Lakhanpur and Udhampur.

“On January 30, a big gathering is planned at ‘Sher-e-Kashmir’ Stadium we have invited 23 Party leaders and other leaders will join. We will hoist the National Flag in our office in Lal Chowk,” said Rajni Patil.

She further said that hoisting the national flag in Lal Chowk is a narrative set up by the RSS while a flag will be hoisted at the Congress office located in Lal Chowk.

“We have been hoisting the national flag in Srinagar for many years,” she said.

Meanwhile, a security breach emerged at Congress leader Rahul Gandhi’s Bharat Jodo Yatra when an unknown man came out of the crowd and embraced Rahul in Tanda in Punjab’s Hoshiarpur district.

Congress’ Bharat Jodo Yatra resumed at Jhingar Khurd village of Hoshiarpur’s Tanda in Punjab on Tuesday. During the yatra, an unknown man rushed in and hugged Rahul Gandhi.

IGP GS Dhillon, Law and Order Wing, Punjab told ANI that it looks like a security breach prima facie.

“It looks like a breach. The video I have seen looks like a security breach. I have walked 100 kms with Rahul Gandhi and we have 300 security men in the ring,” said IGP Dhillon to ANI.

However, the Wayanad MP said the incident should not be termed as a ‘security lapse’ as there is a lot of enthusiasm among the people over the march.

“I could see a person who came to hug me. I do not know why you are calling it a lapse. There is a lot of enthusiasm in this Yatra and it happens. Security people checked him and he was just excited,” Rahul Gandhi said. (ANI)

China's population In 60 Years

China’s Population Fall For First Time In 60 Years

China’s population is shrinking for the first time in more than six decades in 2022, which is a serious demographic crisis for the country with significant implications for its slowing economy, CNN Business reported.

According to China’s National Bureau of Statistics (NBS), the population fell from the previous year by some 850,000 people as it recorded to 1.411 billion in the year 2022.
Analysts believe that the decline was the first to be recorded since 1961. In 1961, the main cause of the decline was the great famine which was triggered by former leader Mao Zedong’s Great Leap Forward, according to CNN Business.

“The population will likely trend down from here in coming years. This is very important, with implications for potential growth and domestic demand,” said Zhiwei Zhang, president, and chief economist at Pinpoint Asset Management.

Not only has the total population shrunk, but the birth rate fell to a record low of 6.77 births per 1,000, down from 7.52 a year earlier and the lowest level since the founding of Communist China in 1949.

Some 9.56 million babies were born, compared with 10.62 million in 2021 — despite a push from the government to encourage more married couples to have children, as per the CNN Business report.

The new data came out alongside the announcement of one of China’s worst annual economic performances in nearly half a century, with the economy expanding by just 3 percent for the year — far below the government’s target — underscoring the steep economic challenges the country faces as its labour force shrinks and retired demographic grows.

China’s birthrate has been in decline since 2017, despite easing the ‘one-child policy’ to avert an incoming demographic crisis.

Earlier, in August, Chinese authorities issued a guideline, introducing a raft of policies for prenatal and postnatal support to promote balanced long-term population development.

These measures include better maternal care services and public-benefit childcare services, and improved maternity and parental leave policies, according to the guideline released on Tuesday by the National Health Commission.

The measure also includes preferential policies on housing and taxation, and the fostering of fertility-friendly workplaces, Xinhua news agency reported.

The Chinese state media said the newly released guideline said local governments may explore ways to expand the coverage of maternity insurance to include workers in flexible employment.

In 2021, Beijing issued a new Population and Family Planning Law which allows Chinese couples to have three children, ostensibly responding to couples’ unwillingness to have additional children due to rising costs.

The decision to allow the third child was implemented after the once-in-a-decade census in 2020 showed that China’s population expanded at the slowest rate in history, reaching 1.412 billion people. (ANI)

Union Home Minister Amit Shah on Tuesday exuded confidence that the BJP would win the 2024 Lok Sabha elections by an even bigger majority.

On the final day of the two-day National Executive meeting on the BJP on Tuesday, members of the top party panel arrived at a consensus on extending BJP national president JP Nadda’s tenure till June 2024.
Addressing a press conference on the sidelines of the National Executive meet at the NDMC Convention Centre in the national capital on Tuesday, Shah said, “I am confident that under the leadership of Prime Minister Narendra Modi and (JP) Nadda-ji, the BJP will win the 2024 Lok Sabha elections by an even bigger majority. Modi-ji will return to lead the country as the Prime Minister.”

Lauding the efforts of Nadda in his role as the party’s national chief, ever since assuming his office on January 20, 2020, the same year the Covid-19 pandemic gripped the entire country, Shah has the party made significant strides under his leadership.

“During the pandemic, our party did significant work under Nadda-ji’s leadership, be it providing food and ration to the poor for free or taking people affected by the virus to hospitals for check-ups and treatment,” Shah added.

He further claimed that of the political parties in the country, the BJP is the only one which works to further democracy.

“BJP is the most democratically run party in the country. From the establishment of the Bharatiya Jan Sangh to this day, the elections in the BJP — from the booth level to the national president — have always been in accordance with the party’s constitution,” Shah added.

The Union Home Minister further said under Nadda’s leadership, the party organization has worked on the principle of ‘Seva Hi Sangathan’ (service is an organization), right from the booth to the national levels.

At the National Executive meeting of the Bharatiya Janata Party (BJP), Prime Minister Narendra Modi on Tuesday called upon party leaders to reach out to the minorities, including Muslims, without expecting votes.

In his valedictory address at the two-day National Executive meeting of the BJP in the national capital on Tuesday, PM Modi spoke about areas where the party needs to be strengthened ahead of the 2024 Lok Sabha elections.

According to a source, Prime Minister Modi emphasized on reaching out to people of all religions. He told members to visit universities and churches.

“PM called upon BJP workers to meet Pasmanda Muslims, Bohra community, Muslim professionals and educated Muslims without expecting votes in return,” sources said.

PM Modi also instructed BJP leaders to refrain from unsolicited remarks against any community, sources added.

During the customary valedictory address, PM Modi said this is the best time for India and efforts should be doubled to contribute to the country’s development. He also said the ‘Amrit Kaal’ should be transformed into ‘Kartavya Kaal’ as only then can the country progress rapidly.

PM Modi said under the resolution of ‘Ek Bharat Shresth Bharat’, all states should cooperate with each other and be accommodative of each others’ language and culture.

Prime Minister Modi exhorted all BJP fronts to connect more with the villages in the border areas. He said BJP workers should play their part in the development of aspirational districts.

Talking about NTR’s ‘RRR’, director SS Rajamouli’s magnum opus period action drama has bagged two more awards at the 28th edition of the Critics Choice Awards.

‘RRR’ bagged the Critics’ Choice Award for Best Song for its track ‘Naatu Naatu’. It also picked up the ‘Critics’ choice award for Best Foreign language film in a ceremony held in Los Angeles.
