Srinagar-Jammu Highway Blocked Due To Snowfall

Traffic movement on the Jammu-Srinagar national highway has been blocked since Friday morning due to bad weather and snowfall in the area.

The clearance of the area began on Friday morning with the help of 52 RCC (GREF) on the South Portal of the Jawahar Tunnel, as confirmed by sources.
Meanwhile, in an official statement on Twitter, Srinagar airport announced that all the flights had been cancelled due to bad weather.

The airport officials informed that the passengers will be accommodated on the next available flight at no extra cost.

U’khand Lekhpal Exam Leak: Govt To Bring Stringent Anti-Copying Law

A day after the Lekhpal exam was cancelled due to the leakage of the paper, Uttarakhand Cabinet decided to bring a strict anti-copying law to prevent corruption in recruitment.

“It has been decided in the cabinet that to prevent corruption in recruitment, a strict anti-copying law will be brought by the government soon,” Uttarakhand government Chief Secretary S S Sandhu said on Friday.
Sandhu further said, “In the law, the provision of punishment up to life imprisonment will be made for the guilty.”

According to an official statement of the Uttarakhand government, the property acquired in this work will also be confiscated.

S S Sandhu further said that the examination of Lekhpal would be re-conducted by the Public Service Commission.

Candidates who have applied for this in the past will not have to apply again. Nor will you have to pay any fee for this.

Along with this, it was also decided that the candidates will not have to pay the fare on the buses of Uttarakhand Transport Corporation, and the admit card of the candidates will be considered as their ticket in UTC buses.

The Uttarakhand Public Service Commission on Thursday cancelled the recruitment exam held on January 8 for the post of Patwari and Lekhpal due to the leakage of some questions in the question paper.

The Commission further said that the re-examination for these posts will be held on February 12.

The Special Investigation Team took up the probe and arrested five persons in connection with the case.

Chief Minister Pushkar Singh Dhami on Thursday said that the STF is taking quick action in the matter and action will be taken against whoever is guilty without delay.

“The Public Service Commission has also cancelled the examination taking a quick decision and has also announced the date of re-examination,” he further said.

“The purity of the examinations will be ensured,” CM further said.

He also added that soon, the government is coming up with a strict law to make the examinations cheating-free.

STF received confidential information that the question papers of the Clerk/Patwari exam conducted by the Public Service Commission on January 8 in 2023 were leaked before the exam by some persons. (ANI)

Jamaat-ul-Mujahideen Case: NIA Files Supplementary Charge Sheet In Special Court

National Investigation Agency has filed a supplementary charge sheet in a special court in Madhya Pradesh’s Bhopal against an accused in the Jamaat-ul-Mujahideen Bangladesh case.

The case pertains to the arrest of 10 active cadres of a proscribed terrorist organization, including 6 illegal immigrants from Bangladesh, in March 2022.
“National Investigation Agency today filed a supplementary charge sheet in a special court in Bhopal, Madhya Pradesh against an accused in Jamaat-Ul-Mujahideen Bangladesh case pertaining to the arrest of 10 active cadres of the proscribed terrorist organization, including 6 illegal immigrants of Bangladesh, in March 2022,” NIA said.

The JMB, which carried out a terror attack at a popular cafe in Dhaka in 2016 in which 22 people, including 17 foreigners, were killed, is trying to spread its tentacles in India, the NIA said in 2019. (ANI)

Nora Fatehi on Friday stated before the Metropolitan Magistrate of Patiala House Court that she has “utmost faith in the judicial process” and she has “proved” that through her conduct in the ongoing probe in the Rs 200-crore extortion case.

“Today my client appeared before Court and gave a statement before the magistrate to assist the investigation. Her conduct has been compliant since she has the utmost faith in judicial process as well as laws of this country,” Nora Fatehi’s advocate Vikram Singh Chauhan said.
“She has, time and again, proved, through her conduct that, in all bona fides, despite her contractual liabilities, she ensures, she assists the investigating agencies whenever the need arises,” he added.

Actor Nora Fatehi recorded her statement before the Metropolitan Magistrate Akriti Mahendru in connection with Rs 200 crore extortion case being investigated by EOW of Delhi Police.

She had earlier also joined the investigation in EOW office.

This case is involving Sukesh Chandrashekhar.

Recently Actor Nikki Tamboli , Model Sofia Singh and Chahat Khanna had also recorded their statement in the same case before the Metropolitan Magistrate of Patiala House Court.

Nora Fatehi recently also files a criminal Defamation case agianst Jacqueline Fernandez alongwith several Media Organizations.

She has claimed that Jacqueline Fernandez’s statement has caused harm to her reputation for malicious reasons.

Nora Fatehi, in the criminal defamation case, stated that she is aggrieved of defamatory remarks made by Jacqueline Fernandez initially which was further carried forward and circulated by the other accused persons (Media organizations), all of whom were acting in connivance with each other and a conspiracy by Jacqueline Fernandez to ensure the financial, social, and personal the downfall of the complainant (Fatehi) was hatched and enacted by the said actions.

Fatehi in a defamation case alleged that Jacqueline also maliciously attempted to absolve herself from her actions in another criminal proceedings which are absolutely unrelated to the complainant.

It has started to become evident that the aforementioned rivals being unable to compete with the complainant fairly in the industry have started to try and tarnish her reputation which would cause her loss of work and hence would open up greener pastures for her rivals in the industry.

She “unnecessarily dragged the complainant” and “defamed her as she is in the same industry and is fully aware that any artist’s business and career is solely based on their reputation.

NIA To Investigate Twin Terror Attacks In Rajouri: Shah

Union Home Minister Amit Shah on Friday said that the Centre has handed over the case of a twin terror attack in Rajouri on the first week of January to the National Investigation Agency (NIA).

Shah, who is on a day visit to Jammu and Kashmir, was not able to visit Rajouri to meet the families of the victims, who were killed in the Rajouri terror attack but he spoke to them over the phone.
The Home Minister held a high-level meeting with officials in Jammu over security-related issues in the Union Territory.

Lieutenant Governor Manoj Sinha also attended the meeting.

Addressing the media after a high-level meeting in Jammu, Shah said, “I have spoken to all the seven families of the deceased over the phone. I was about to go there myself to meet them but today we could not go there due to the weather. I have listened to their words very carefully and I have also spoken to Lieutenant Governor Manoj ji. The courage of those who lost their lives is an example for the country”.

He further assured that all the incidents that have happened in the last one and a half years will be investigated.

“Government of India has given the investigation of both incidents which took place over the course of 2 days, to NIA. NIA and Jammu Police will together investigate it. All the incidents that have happened in the last one and a half years will be investigated,” he said.

“A detailed discussion has been held with all the aspects of the security agencies and all kinds of agencies involved in the security of Jammu and Kashmir. Preparations will be made to make a very secure grid in the coming days. Be it BSF, CRPF, Army or Jammu and Kashmir Police, all are ready,” he added.

He asserted that the creation of forming 360 security cycle was discussed at the meeting.

“All aspects ranging from the support system of terrorist groups were discussed. Creating a complete 360 security cycle was discussed. All our information agencies have also been talked to,” he said.

Saroj Bala, Mother of the attack victims said that Amit Shah spoke to her over the phone and the Union Home Minister assured to visit them on his next visit.

“Union HM Amit Shah interacted with us over a phone call. He assured to visit us during his next visit. I lost my both sons during the Dhangri attack and I urged him to provide us justice and a tight answer to their killers,” she said.

Notably, seven civilians including two children were killed and many more injured in two terror attacks in Upper Dangri village in Jammu and Kashmir’s Rajouri district on January 1 and 2.

While four people were gunned down on January 1 evening, two children were killed and several others injured after a suspected Improvised Explosive Device (IED) blast occurred in the same vicinity in

Rajouri’s Upper Dhangri village on January 2 morning.

Reaching Rajouri, Shah will then go to Dhangri to inspect the site of the terror attacks and interact with the families of the victims.

Earlier on January 9, the Home Minister held a crucial meeting with top leaders of the Jammu and Kashmir unit of the Bharatiya Janata Party at his residence in the national capital.

The meeting was in the wake of the recent terror attacks in the Kashmir valley. (ANI)

Shankar Mishra, accused of urinating on a woman on board an Air India Flight from New York to New Delhi flight on Friday told a Delhi Court that he did not commit the offence and submitted that the complainant herself could have peed on her own seat.

The accused through senior lawyer Ramesh Gupta submitted, “The complainant woman’s seat was blocked. It wasn’t possible for him (Mishra) to go there. The woman has a problem of incontinence. She urinated on herself. She is a Kathak dancer, 80 per cent of kathak dancers have this issue.”
Raising questions over the Delhi Police investigation, senior advocate Ramesh Gupta submitted that there must be someone else.

“She herself urinated. The seating system was such that no one could go to her seat. The passenger sitting behind the complainant did not make any such complaint,” he added.

On this, Additional Sessions Judge Harjyot Singh Bhalla observed that “It is not impossible to go from one side of the flight to the other. Sorry, but I have travelled as well. Anybody from any row can come around and go to any seat.”

After noting the submissions made before the session by the Delhi Police to investigate was the accused person was intoxicated before boarding the flight or not, the Additional Sessions Judge said, “The appeal doesn’t seem to have been made before the magistrate court. It is not appropriate to decide on an order based on submissions not made before the magistrate. The ground seems to be widely worded and the magistrate can’t be expected to apply his mind to all possible situations.

The Sessions court later granted liberty to Delhi Police to re-approach the Magistrate Court to seek police remand with fresh grounds, if needed.

Earlier on January 7, Delhi’s Patiala House Court Mishra to 14 days of judicial custody.

On Wednesday, the Patiala House Court reserved an order on the bail petition moved by Shankar Mishra.

However, Delhi Police opposed the bail plea of Shankar Mishra. Police said, if he enlarged on bail, he can influence the complainant.

Public Prosecutor representing Delhi Police submits that 164 statements of the complainant have been recorded along with several others. More statements are yet to be recorded soon.

The Magistrate Court was also informed by the Delhi Police that it has moved a revision plea against the denial of police remand which is listed tomorrow.

Shankar Mishra was arrested by Delhi police from Bengaluru on January 6, 2023.

Mishra had allegedly urinated on a 70-year-old woman in an intoxicated condition in business class of an Air India flight on November 26 last year.

Delhi Police had registered an FIR against him on January 4 on a complaint given by the woman to Air India. The police registered an FIR under sections 354, 509, and 510 of the Indian Penal Code (IPC) and Section 23 of the Indian Aircraft Act. Both the accused and the victim are from outside Delhi. (ANI)

Delhi LG Seeks Removal Of AAP Nominees From Anil Ambani’s DISCOMs Board

Alleging “total violation of Constitutional provisions” by Aam Aadmi Party (AAP) government in illegal appointment of private individuals as government nominees on the Board of Anil Ambani-owned DISCOMs BRPL (BSES Rajdhani Power Limited) and BYPL (BSES Yamuna Power Limited), Delhi Lieutenant Governor VK Saxena on Friday asked for the removal of these nominees and replace them with Senior Government Officers, as had been the practice in the past.

These nominees include AAP Spokesperson Jasmine Shah, Naveen ND Gupta (son of AAP MP, ND Gupta), Umesh Tyagi and JS Deswal.
According to the Raj Niwas statement, their nomination to the Boards of the DISCOMs was patently illegal since the due process of law was not followed and their appointment was void ab initio. The LG has taken these decisions on the basis of an inquiry report submitted by the Delhi Power Department and the Chief Secretary in light of a complaint dated September 26, 2022.

These compromised nominees provided undue financial benefits running into thousands of crores to Ambani’s DISCOMs, at the cost of the state exchequer and Delhi government-run undertakings (DTL, IPGCL and PPCL). LG has asked for Chief Minister Arvind Kejriwal to be informed about this and action be taken.

It has been brought out in the report that, these private individuals were illegally appointed surreptitiously by the AAP government as ‘government nominees’ on the Board of BRPL and BYPL in 2019, despite written objections on file by the then LG, Najeeb Jung on November 1, 2016 and LG, Anil Baijal on August 11, 2017.

In 2017, CM Kejriwal had sent a file proposing their appointment as government nominees, disposing of which Baijal had directed that a Cabinet Decision in this regard be taken and sent to him so that, he could invoke difference of opinion as per clause 4 of Article 239AA of the Constitution of India. However, the Cabinet took a decision to appoint them and instead of sending the file to LG, Baijal, who would have invoked the said clause, surreptitiously notified the appointment of these private individuals as government nominees on the Board of the DISCOMs.

Once appointed these government nominees rather than taking care of the government interests, in cahoots with the Anil Ambani nominees on the Board, facilitated a decision of the DISCOMs Boards of unilaterally lowering interest rates charged on LPSC (that these DISCOMs owed to DTL/PPCL/IGPCL), from 15-18 per cent to 12 per cent, thereby causing a loss of Rs 8683.67 crore, said the statement.

It may be noted that the Delhi government has 49 per cent shares in these private DISCOMs and as per Article VI of the shareholder’s agreement, the government nominees on its Boards have the veto right to block any inappropriate proposal that is detrimental to the state finances.

However, these private nominees instead of protecting the interests of GNCTD, acted in collusion with the private companies to serve the financial interests of DISCOMs. The LG has also asked the Directorate of Vigilance to investigate the omission/commission noted on part of these private individuals acting as government nominees, from the angle of any possible quid pro quo.

Not only this, but to circumvent any adverse impact, they facilitated the deferring of the Annual General Meeting (AGM) that was scheduled to take place on September 27, 2022, where the issue of unilateral reduction of LPSC would have been discussed by absenting themselves. They did so by absenting themselves and letting BRPL and BYPL, take the false ground of ‘lack of quorum’ in deferring the AGM.

In addition to this, in conspiratorial collusion with the other Ambani-nominated members of the BRPL and BYPL Board, these 04 government nominees passed a resolution on September 18, 2022, for granting extension for holding the AGMs, thereby providing an opportunity to BRPL & BYPL to obtain a status quo order from the Supreme Court on September 28, 2022, just a day before the scheduled AGM on September 29.

The LG in his order has also directed the Power Department to take immediate and concerted efforts to get the status quo order of the Supreme Court vacated at the earliest and undertake any other legal action as deemed fit under applicable laws to ensure recovery of outstanding dues from the DISCOMs.

The report submitted by the Power Department and the Chief Secretary has inter alia, also brought out that the AAP government in Delhi instead of recovering its outstanding dues of Rs 21,250 crore on account of default in payment for power purchased by defaulting vendor DISCOMs (BRPL and BYPL) from State-owned Power Generation Companies, and debarring it from further business in Delhi, got into a cozy deal with the BRPL and BYPL by way of agreeing to let them settle their outstanding dues against future payments to be made to them by the government in shape of subsidy reimbursements for supposedly free power that they provided to the consumers. This amounted to a sum of Rs 11,550 crore being settled as reimbursements, said the Raj Niwas statement.

Referring to the report, the Raj Niwas said AAP government violated its own Cabinet decision of 2015-16, which entailed that an Audit of BRPL and BYPL be conducted every year for electricity subsidies paid to them by the Delhi Government and allowed for no Audit to be done even as payments amounting to Rs 11,500 crore kept getting settled in favour of BRPL and BYPL.

It further alleged that the AAP government blocked the implementation of DBT in the disbursal of power subsidy to the people in contravention of DERC order of 2018, with the sole aim of concealing the actual number of subsidy beneficiaries and thereby paying unverified amounts to these DISCOMs, paving the way for kick-backs and commissions. Slow Subsidence Up To 9 cm Recorded In Joshimath: ISRO

Slow subsidence up to 9 cm is recorded in Joshimath town over a period of seven months, between April and November 2022, according to the Indian Space Research Organisation (ISRO) satellite-based report.

National Remote Sensing Centre, ISRO said several reports over the last few days highlighted the subsidence occurring in Joshimath.
Due to landslide-related creep, cracks have appeared in around 700 houses. Roads along with the hotels and hospitals present there have developed cracks, said NRSC.

ISRO, in its observation, said, “Slow subsidence up to 9 cm within the Joshimath town is recorded over a period of 7 months, between April and November 2022. Between December 27, 2022 and January 8, 2023 a rapid subsidence event was triggered.”

The region subsided around 5 cm within a span of a few days and the areal extent of

subsidence has also increased. But it is confined to the central part of Joshimath town, said the space agency of India.

A subsidence zone resembling a generic landslide shape was identified (tapered top and

fanning out at base). The Crown of the subsidence is located near Joshimath-Auli road at a

height of 2,180 metres, said ISRO report.

The identified subsidence zone was correlated with new Cartosat-2S satellite data acquired by ISRO.

Meanwhile, Defence Minister Rajnath Singh on Thursday said that the Prime Minister is personally distressed about the land subsidence in Uttarakhand’s Joshimath.

He further added that the Uttarakhand CM Pushkar Singh Dhami is constantly working to bring the situation under control.

Union Home Minister Amit Shah also enquired about the situation in Joshimath over the phone from Uttarakhand Chief Minister Pushkar Singh Dhami on Wednesday.

According to the Chief Minister’s Office, the Home Minister assured all possible assistance to the Uttarakhand government for Joshimath.

Uttarakhand chief minister Pushkar Singh Dhami on Thursday chaired a meeting with all stakeholders on the Joshimath land subsidence issue.

During the meeting, the chief minister interacted with the Army, ITBP, NDRF and scientists from various establishments engaged in landslide investigation, district administration, police and district-level officers associated with essential services at Sunil ITBP camp.

The CM said that the safety of the citizens is our biggest responsibility. He instructed everyone to ensure all arrangements for the safety of the people, a release from the chief minister’s office said.

The Chief Minister also interacted with the scientists of various establishments engaged in the investigation of landslides and inquired about the ongoing studies and research into the causes of landslides in Joshimath. During the meeting, scientists informed the chief minister about the investigation so far.

“I have met with everyone and assured people that state administration is with the people of Joshimath. We will help everyone,” CM Pushkar Dhami told the media after the meeting.

He said it is our priority to lay the way forward for those affected while protecting their lives and property, an official statement added.

Later, Chief Minister Pushkar Singh Dhami held a meeting with local public representatives and eminent citizens. He asked everyone to work in coordination with the administration in times of disaster.

CM said, that 1.50 lakhs are being given immediately as interim assistance to all those whose houses, shops, and businesses have been affected. (ANI)

Budget Session 2023 To Begin January 31, Continue Till April 6

The Budget Session of Parliament is set to commence from January 31 and slated to continue till April 6, Union Minister of Parliamentary Affairs, Pralhad Joshi said on Friday.

There will be 27 sittings spread over a period of 66 days and Finance Minister Nirmala Sitharaman is likely to present the Union Budget on February 1. This would be the fifth Union Budget that Sitharaman would present.
The Union budget will be presented as the final full-year budget under PM Narendra Modi’s government, before the national elections slated for 2024.

“Budget Session 2023 of Parliament will commence from 31 January and continue till 6 April with 27 sittings spread over 66 days with usual recess. Amid Amrit Kaal looking forward to discussions on Motion of Thanks on the President’s Address, Union Budget and other items” Joshi tweeted.

The Union minister said during the Budget session of 2023, the recess will be from February 14 till March 12 to enable the department-related Parliamentary Standing Committees to examine the demands for grants and make reports relating to their ministries or departments.

According to sources, the session will go on from January 31 till February 13, with the recess in between and then the session will start from March 13 and carry on till April 6.

During the first part of the Budget Session, the two Houses have a detailed discussion on the Motion of Thanks to the President’s Address followed by a discussion on the Union Budget.

While Prime Minister Narendra Modi will reply to the debate on the Motion of Thanks to the President’s address, the Finance Minister will reply to the debate on the union budget.

During the second part of the Budget Session, the major focus is on the discussion on the demands for grants for various ministries apart from the government’s legislative agenda. The Union Budget, a money bill, is passed during this part of the session.

The work on the new Parliament building is being carried out as part of the Central Vista development. Those involved in the construction of the Parliament are confident that the second part of the Budget Session can be conducted in the new Parliament building

During the last session, nine bills were introduced in Lok Sabha and seven bills were passed by the lower House of Parliament.

The Rajya Sabha passed nine bills and the total number of bills passed by both Houses of Parliament during the session was nine. (ANI)

Former Bihar Chief Minister Lalu Prasad Yadav on Friday condoled the demise of former Union Minister and socialist leader Sharad Yadav in a video message from Singapore.

Posting a video message for the deceased leader on Twitter, Lalu Yadav from his hospital bed in Singapore where he is recuperating from a kidney transplant surgery, said, “I am saddened to hear the news of big brother Sharad Yadav’s death. He, besides late Mulayam Singh Yadav, Nitish Kumar and myself learnt politics of socialism from Ram Manohar Lohia and Karpoori Thakur.”
“On many an occasion, Sharad Yadav and I fought with each other. But our disagreements never led to any bitterness,” Lalu Yadav added.

Sharad Yadav passed away on Thursday, informed his daughter Subhashini Sharad Yadav through a social media post.

Yadav who had launched his own party Loktantrik Janata Dal merged with Lalu Yadav’s outfit RJD in March 2020 which he said was the “first step towards a united opposition”.

Prime Minister Narendra Modi on Thursday expressed condolences over the demise of veteran politician and founder-member of Bihar’s ruling Janata Dal-United (JD-U) Sharad Yadav.

Taking to Twitter, PM Modi said, “Pained by the passing away of Shri Sharad Yadav Ji. In his long years in public life, he distinguished himself as MP and Minister. He was greatly inspired by Dr Lohia’s ideals. I will always cherish our interactions. Condolences to his family and admirers. Om Shanti.”

The condolence messages also came from Congress party president Mallikarjun Kharge.

“I am saddened by the demise of Sharad Yadav, a senior leader of the socialist stream of the country, former JDU president. Serving the country as a former Union Minister and an outstanding Parliamentarian for decades, he strengthened the politics of equality. My deepest condolences to his family and supporters,” Mallikarjun Kharge tweeted in Hindi.

“Deeply saddened by the demise of my friend, veteran leader and our colleague in Parliament Sharad Yadav. He was a distinguished student leader who rose to the highest heights in public life. He was an outspoken leader and deeply committed to an inclusive India,” Congress Rajya Sabha MP Anand Sharma said on his official Twitter handle.

Sharad Yadav was a former union minister in various governments.
