No Mann Ki Baat For Next Three Months: Modi

‘Mann Ki Baat’, a monthly radio programme of Prime Minister Narendra Modi, will not be broadcast for the next three months in the view of upcoming Lok Sabha elections, the PM said on Sunday.

“Mann ki Baat will not be broadcast for the next three months in view of upcoming Lok Sabha polls,” PM Modi said while addressing the nation in his 110th edition of the programme.

The 110th episode of Prime Minister Narendra Modi’s monthly radio broadcast, Mann Ki Baat, aired on Sunday, at 11 am, marking his second programme of the year.

The programme is broadcast on the last Sunday of every month.

Launched on October 3, 2014, Mann Ki Baat aims to connect with various segments of Indian society, encompassing women, the elderly, and the youth.

Through this platform, PM Modi disseminates information about government initiatives, policies, and welfare schemes.

Apart from 22 Indian languages and 29 dialects, ‘Mann Ki Baat’ is broadcast in 11 foreign languages, including French, Chinese, Indonesian, Tibetan, Burmese, Baluchi, Arabic, Pashtu, Persian, Dari, and Swahili. Mann Ki Baat was broadcast by more than 500 broadcast centres of All India Radio.

A study conducted regarding the impact of ‘Mann Ki Baat’ on the lives of the people showed that over 100 crore people have connected to ‘Mann Ki Baat’ at least once, it speaks directly to people, celebrates grassroots-level changemakers and achievements of people, and has influenced people towards positive actions.

Notably, in his 110th edition of ‘Mann ki Baat’ on Sunday, the PM said that women’s power in the country is touching new heights of progress in every field.

“After a few days on March 8, we will celebrate Women’s Day. This special day is an opportunity to salute the contributions of women’s power in the developmental journey of the country. The great poet Bharathiyar Ji has said that the world will prosper only when women get equal opportunities. Nari Shakti (women power) is touching new heights of progress in every field,” the PM said.

The PM also highlighted the ‘NaMo Drone Didi’ scheme, launched by PM Modi last year, and said that the initiative has brought changes in the lives of women living in rural areas.

“Who would have thought till a few years ago that in our country, women living in villages would also fly drones? But today this is becoming possible. Today, there is so much discussion about Drone Didi in every village, Namo Drone Didi, Namo Drone Didi is on everyone’s lips. Everyone is talking about them,” he said.

Prime Minister Narendra Modi launched the Namo Drone Didi scheme last year. Since then, apart from IFFCO, many fertilizer companies have come forward to empower women working in self-help group schemes such as ‘Lakhpati didi’.

A landmark effort to empower women working in the agriculture sector involves the deployment of 15,000 drones and making ‘drone didis’ out of women–(SHGs) under the Pradhan Mantri Mahila Kisan Drone Kendras initiative.

Under this ‘Drone Ki Udaan’ program, these SHGs undergo training on drone operation and maintenance. (ANI)

Air Force Deploys Dornier Aircraft To Transport Liver From Pune To Delhi

The Indian Air Force deployed its Dornier aircraft at short notice to airlift a team of doctors from the Army Hospital here to retrieve a liver from Pune to save the life of an army veteran.

The mission was crucial given it was conducted at short notice on February 23, the Indian Air Force said on Sunday.

“An IAF Dornier aircraft was activated at short notice to airlift a team of doctors of Army Hospital (R&R), to retrieve a liver from Pune to Delhi during the night on 23 February,” it said.

The subsequent transplant surgery helped save the life of the veteran, the IAF added.

Army Hospital (Research And Referral), also known as Army Hospital (R&R) is the apex flagship medical care centre in the Delhi Cantonment area for the armed forces where the personnel associated with the armed forces and their family members get treatment. (ANI)

Yogi Orders Cancellation Of UP Police Constable Recruitment Examination-2023

In a major decision, Uttar Pradesh Chief Minister Yogi Adityanath on Saturday ordered the cancellation of the Police Constable Recruitment Examination-2023 held on February 17 and 18. He directed for a fresh examination to be conducted within the next 6 months with utmost transparency.

The decision came following a review of the investigation by the STF and the actions taken thus far regarding the examination.

Reiterating his firm stance on transparency and fairness of exams, the Chief Minister stated, “Playing with the hard work of the youth and compromising the integrity of examinations will not be tolerated. Stringent action will be taken against those responsible.”

Following the Chief Minister’s directive, the Home Department has also issued an order to cancel the examination.

As per the issued order, after careful examination of the facts and information pertaining to the police recruitment examination held on February 17 and 18, 2024, the government has decided, in accordance with the highest standards of integrity and transparency, to cancel this examination. The Recruitment Board has been instructed to proactively pursue legal measures, including the initiation of First Information Reports (FIRs), in response to any instances of negligence.

The government has decided to get the case investigated by STF, and has issued clear instructions to take the strictest action against the persons or institutions found guilty. Additionally, instructions have been given to conduct fresh examinations within six months, ensuring comprehensive fairness. Moreover, candidates will be provided with free transportation facilities through the services of the Uttar Pradesh Transport Corporation.

In response to concerns raised regarding the Review Officer/Assistant Review Officer (Preliminary) Examination – 2023, conducted by the Uttar Pradesh Public Service Commission on February 11, the Chief Minister has decided to get the matter investigated. Additional Chief Secretary of the Department of Appointment and Personnel has issued an order to this effect.

In light of the information and complaints received by the government regarding the Review Officer/Assistant Review Officer (Preliminary) Examination – 2023 held on February 11, it has been decided that a thorough examination of complaints will be conducted at the government level to uphold the integrity and transparency of the examination process.

The order specifies that if anyone wants to bring to notice any kind of complaint regarding this examination or facts affecting its sanctity, they should submit their full name, address, and evidence to the email address of the Department of Personnel and Appointment at secyappoint@nic.in by February 27th. UCC Bill Has Vote, Support, Blessings Of State People: Dhami

Chief Minister Pushkar Singh Dhami on Saturday said that the Uniform Civil Code (UCC) Bill has been implemented in the state after taking into account several factors and that the Bill has the support, vote, and blessings of the people of Uttarakhand.

While speaking to the media in Haridwar on Saturday, Chief Minister Dhami said, “The Uniform Civil Code (UCC) Bill was implemented in the state after taking into account all geographical factors, members of our diverse communities, members of religious organisations. The bill has the support, vote, and blessings of the people of Uttarakhand.”

The Chief Minister further said that just as the holy ganges emerges from Devbhoomi Uttarakhand, in the same manner, the UCC bill has also emerged from the state.

“Holy Ganges emerges from Devbhoomi Uttarakhand, similarly the UCC has also emerged from here. We further hope that other states of the country will also work in this direction. Everyone should have the right to equality,” said CM Dhami.

Referring to Article 44 of the Indian Constitution, Chief Minister Dhami said, “The provision was made in Article 44 of the Constitution at the time when Dr Bhimrao Ambedkar was making the Constitution. Therefore it can be applicable anywhere in the country.

Earlier in February 7, Chief Minister Pushkar Singh Dhami said that the passage of the Uniform Civil Code (UCC) bill in the Legislative Assembly marked a “historic day in the history of Uttarakhand.

He emphasized that the legislation benefits every section of society, asserting that a government promise to the people has been fulfilled.

The Uniform Civil Code (UCC) Bill was passed with a comfortable majority during a special session of the Uttarakhand assembly on February 7.

The Uniform Civil Code which proposes similar or uniform laws for all communities, was tabled on during the special session by the Chief Minister.

The Uniform Civil Code (UCC) Bill is a proposal in India to establish uniform rules for personal matters for all citizens. These matters include marriage, divorce, inheritance, and property rights. The UCC would apply to all citizens equally, regardless of their religion, gender, or sexual orientation.

The UCC is a part of the Constitution’s non-justiciable directive principles of the State policy. Some members of the Constituent Assembly strongly advocated for its binding implementation, while others raised concerns about the potential infringement on religious freedom and cultural diversity. Handwara Narco-Terrorism: NIA Seizes Rs 2.27 Cr Linked With LeT, Hizbul Mujahideen

The National Investigation Agency (NIA) has attached four properties and seized cash in the Handwara narco-terrorism case, involving two proscribed terrorist outfits, Lashkar-e-Taiba (LeT) and Hizbul Mujahideen (HM).

The properties belonging to the four accused have been attached in tehsil Handwara of district Kupwara by the NIA, which has also seized a total of Rs 2.27 crore in cash under Section 25 of the UA(P) Act, the NIA stated on Saturday.

“The Immovable properties attached are the double-storeyed house of accused Afaq Ahmad Wani, the single-storeyed house of accused Muneer Ahmad Pandey, the house of Saleem Andrabi and the double-storeyed house of Islam ul Haq,” it stated.

A total of 12 accused have so far been arrested in the case, in which the NIA has charge sheeted 15 individuals.

The case (RC 03/2020/NIA/JMU) relates to the use of the ‘proceeds of narcotic drugs’ to fund violent terror activities by LeT and HM operating in the Handwara-Kupwara region.

The case was registered following the recovery of a black bag and a large number of Indian currency notes of 500 denominations during the checking of vehicles in the Langate area of Handwara. The seizure was made from a white Creta car without a registration number, it added.

Preliminary questioning of the car’s driver, Abdul Momin Peer, had led to the revelations about the narco-terror nexus, which had sparked a detailed investigation by the NIA.

During the initial searches in the houses of various accused, 21 kg of heroin was seized, in addition to various incriminating materials, including large sums of cash.

The anti-terror agency is continuing with its relentless efforts to destroy and dismantle the terror network in Kashmir and safeguard national security. (ANI)

MHA Bans On Both Factions Of Muslim Conference J&K

Three New Criminal Laws Replacing IPC, CrPC, Evidence Act To Be Effective From July 1

The Ministry of Home Affairs (MHA) on Saturday notified the date for the three new criminal laws– Bharatiya Nyaya Sanhita 2023, Nagarik Suraksha Sanhita 2023, and Bharatiya Sakshya Adhiniyam 2023– and announced that these will come into force from July 1 this year.

The MHA made the announcement through three separate notifications declaring July 1 as the date on which the provisions of these acts will come into force.

As per one of the notifications issued by exercising the powers conferred by sub-section (2) of section 1 of the Bharatiya Nyaya Sanhita, 2023 (45 of 2023), the MHA declared it appoints the 1st day of July 2024 as the date on which the provisions of the Sanhita, “except the provision of sub-section (2) of section 106, shall come into force.”

Using similar powers conferred by sub-section (3) of section 1 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (46 of 2023), the MHA appointed “the 1st day of July 2024 as the date on which the provisions of the Sanhita, except the provisions of the entry relating to section 106(2) of the Bharatiya Nyaya Sanhita, 2023, in the First Schedule, shall come into force.”

“In exercise of the powers conferred by sub-section (3) of section 1 of the Bharatiya Sakshya Adhiniyam, 2023 (47 of 2023), the Central Government hereby appoints the 1st day of July 2024 as the date on which the provisions of the said Adhiniyam, shall come into force,” reads another notification.

The move comes after President Droupadi Murmu gave her assent to these laws on December 25, days after the Parliament passed the three criminal bills — the Bharatiya Nyaya (Second) Sanhita Bill, the Bharatiya Nagarik Suraksha (Second) Sanhita Bill and the Bharatiya Sakshya (Second) Bill.

Giving prominence to crimes against women and children, murder and crimes against the nation; these three Bills were passed by the Lok Sabha and the Rajya Sabha in the recently concluded Winter Session of Parliament.

The Indian Penal Code (IPC) has been replaced with the Bharatiya Nyaya Sanhita, the CrPC with Nagarik Suraksha Sanhita and the Indian Evidence Act has been replaced with the Bharatiya Sakshya Adhiniyam.

Bharatiya Nyaya Sanhita has 358 sections (instead of 511 sections of IPC). A total of 20 new crimes have been added to the Sanhita, and the imprisonment sentence has been increased for 33 crimes. The amount of fine has been increased in 83 crimes and mandatory minimum punishment has been introduced in 23 crimes. The penalty of community service has been introduced in six crimes and 19 sections have been repealed or removed in the Act.

Bharatiya Nagrik Suraksha Sanhita has 531 sections (in place of 484 sections of CrPC). A total of 177 provisions have been changed in the Sanhita and nine new sections as well as 39 new sub-sections have been added to it. The act has added 44 new provisions and clarifications. Timelines have been added to 35 sections and audio-video provision has been added at 35 places. A total of 14 sections have been repealed and removed in the Sanhita.

Bharatiya Sakshya Adhiniyam will have 170 provisions (instead of the original 167 provisions, and a total of 24 provisions have been changed. Two new provisions and six sub- provisions have been added and six provisions have been repealed or deleted in the Adhiniyam.

The complete implementation of new criminal laws will ensure an end to ‘tareekh pe tareekh’ era and justice will be given in three years as earlier informed in the Parliament by Union Home Minister Amit Shah.

Bharatiya Nyaya Sanhita has introduced a new chapter titled ‘Crimes against Women and Children’ to deal with sexual crimes, and the Sanhita is proposing changes in the provisions related to the rape of women below 18 years of age.

Provision related to the gang rape of a minor woman to become consistent with the Protection of Children from Sexual Offences Act (POCSO), and a provision has been made for life imprisonment or death penalty in the case of girls below 18 years of age.

There is the provision of 20 years imprisonment or life imprisonment in all cases of gang rape and the new crime category of gang rape of a woman under 18 years of age in the Sanhita. The Sanhita provides targeted penalties for persons fraudulently engaging in sexual intercourse or promising to marry without true intention to marry.

Terrorism has been defined for the first time in the Bharatiya Nyaya Sanhita, and it has been made a punishable offence.

In Bharatiya Nyaya Sanhita Section 113. (1), it is clearly mentioned that “whoever, with intent to endanger or is likely to endanger the unity, integrity, sovereignty, security or economic security or sovereignty of India or to cause or spread terror among the public or any section of the public in India or in any foreign country, commits any act using bombs, dynamite, explosive substances, poisonous gases, nuclear with intent to cause death to any person or persons, damage to property, or manufacture or smuggling of currency or so, he commits terrorist acts”.

In the Sanhita, terrorist acts are punishable with death penalty or life imprisonment without parole. A range of terrorist offences have also been introduced in the Sanhita and it is pointed that destroying public facilities or private property is a crime. Acts that cause ‘widespread loss by reason of damage or destruction of critical infrastructure’ are also covered under this section.

A new criminal section related to organized crime has been added to the Sanhita, and organized crime has been defined for the first time in Bharatiya Nyaya Sanhita 111. (1). Illegal activity done by syndicate has been made punishable.

The new provisions include armed rebellion, subversive activities, separatist activities or any act threatening the sovereignty or unity and integrity of India. Small organized crimes have also been criminalized, punishable with imprisonment of up to seven years.

In organized crime, if a person is killed, the Act says, the accused can be sentenced to death or life imprisonment. A fine will also be imposed, which will not be less than Rs 10 lakh. Provision for punishment has also been made for those who help in organized crime.

On mob lynching, a new provision on crime related to murder committed on the basis of race, caste and community has been included, for which a provision of life imprisonment or death penalty has been made.

A new provision related to snatching also. There will now be more severe penalties for serious injuries that result in near-disability or permanent disability.

The practice of filing zero FIR has been institutionalized. The First Information Report (FIR) can be lodged anywhere, irrespective of the area in which the crime took place.

Victim’s right to information has been ensured in these laws. Victim has the right to get a copy of the FIR free of cost. There is also a provision to inform the victim about the progress of the investigation within 90 days.

The timeline has been added to 35 sections of Bharatiya Nagrik Sukraksha Sanhita, which will make the speedy delivery of justice possible. The Bill prescribes a time limit for initiation of criminal proceedings, arrest, investigation, charge sheet, proceedings before magistrate, cognizance, charges, plea bargaining, appointment of Assistant Public Prosecutor, trial, bail, judgment and punishment, and mercy petition.

This process of reform in the three laws of the criminal justice system was started in 2019 and 3,200 suggestions in this regard were received from various stakeholders. Union Home Minister Amit Shah held more than 150 meetings and these suggestions were thoroughly discussed in the Home Ministry. (ANI)

Devotees Continue To Throng Ayodhya For Divine Darshan Of Ram Lalla

Thousands of devotees converged at the Ram temple in Ayodhya on Saturday morning for a divine darshan of Ram Lalla.

People were seen moving in long lines to catch a glimpse of the deity.

Mohit Chauhan, a devotee, expressed his contentment after a darshan of Ram Lalla, saying, “The darshan was wonderful and peaceful for me. By the grace of God, I had darshan yesterday evening and again this morning. The temple is magnificent. After 500 years, Lord Ram has arrived, and now He will remain enthroned here for an eternity. The sighting of the deity is being facilitated within 15 minutes through a continuous and smooth flow of the devotees queuing up. There are no issues or hassles. Everyone is joyously chanting ‘Jai Shri Ram’ during the sighting of the Lord.”

Anupa Nayak, another devotee from West Bengal, also shared her experience at the newly inaugurated Ram Mandir in Ayodhya.

“The darshan was wonderful and the general ambience around the temple is very peaceful. I just want to say that everyone should come here and have a darshan of Lord Ram. I will go back to my village and encourage everyone to visit the temple. We are a group of 1600 people from Bengal, who came here via a special Ashtha train. Everything, including food and facilities, is being taken care of here. The security arrangements are also flawless,” Nayak said.

Echoing the refrain, Sanjay Mishra from Chennai exuded immense joy, saying, “I am extremely happy to be here today. The penance and sacrifice of devotees over 500 years was palpable as I bowed to the Shri Ram inside the sanctum sanctorum today. It feels wonderful to be here. I don’t have words to describe my feelings. The arrangements are excellent, and there is a peaceful atmosphere all around. Everyone is chanting ‘Ram Jai Shri Ram.’ I faced no hassles during the darshan. There were no issues at all.”

Another devotee, Deep Kumar, praised the efficient management, with devotees being able to have darshan in just 20 minutes despite the anticipated crowds.

“The darshan was wonderful. We arrived here late last night. We didn’t expect such a comfortable experience because everyone was saying it would be crowded. However, despite the crowd, one can have darshan in just 20 minutes. There’s a distinct aura of reverence around when you go for a darshan of Lord Ram. The ambience is excellent. The government has made excellent arrangements here, with separate arrangements for the safekeeping of phones and shoes,” Deep Kumar said.

Earlier in the day, devotees took a holy dip at Sangam in Uttar Pradesh on the occasion of Magh Purnima, the full moon night in the Magha month of the Hindu calendar.

Devotees also offered prayers at the Sangam, a confluence of three rivers- Ganga, Yamuna, and mythical Saraswati.

Kalpavas, which lasts for one month from Paush Purnima, also ends today.

Kalpavas is a spiritual ritual under which for a month the Kalpavasi sleeps on the ground on the sand of Sangam, takes a meal once a day, observes austerity, and chants the name of the Almighty.

Speaking on ANI at Sangam in Uttar Pradesh, Prabhadevi, a devotee from Mirzapur district said, “I came here for a month-long Kalpvas, and today, on the day of Purnima, my spiritual journey is complete. I’ve been here since January 24th. Yesterday, I also performed Sija Daan, and tomorrow I will return home. I sought forgiveness from Mother Ganga for all my mistakes.” (ANI)

19-Year-Old Arrested For Giving Death Threats To Shinde, Son

The Mumbai crime branch has arrested a 19-year-old student from Pune for allegedly giving death threats to Chief Minister Eknath Shinde and his son and MP Shrikant Shinde via social media, police said on Saturday.

According to Mumbai Police, the accused identified as Shubham Warkad is a first-year student, who is a native of Nanded district and had been studying in Pune.

While sharing details, police said, “19-year-old student Shubham Warkad, who posted death threats to Chief Minister Eknath Shinde and MP Shrikant Shinde through social media platform X, has been arrested by the Mumbai Crime Branch from Pune on Friday.”

“According to the complaint, the accused had posted death threats to Chief Minister Eknath Shinde and his son Shrikant Shinde on social media on February 11,” said police.

“After seeing this post on X, Mumbai Police immediately started a search for the accused who openly posted the death threats. The Mumbai Crime Branch took action and traced the IP address of the accused who had linked his Gmail ID, mobile number and his location. Subsequently, a team from the Crime Investigation Department reached Pune and arrested Warkad.

Police said, “We have registered a case against the accused under sections 506(2) and 505(1)(B) of the Indian Penal Code (IPC), arrested him and started an investigation.”

Police further said that the “motive behind the threat” is being investigated.

National Conference leader and former Member of Legislative Council of Jammu and Kashmir, Sayed Mohammad Rafiq Shah, on Friday joined the BJP.

Shah was welcomed into the party by state BJP President Ravinder Raina.

Earlier this month, former Minister Mushtaq Bukhari joined the BJP at its headquarters in Jammu.

Incidentally, several prominent leaders of the National Conference, including Kathua district president Sanjeev Khajuria, had joined the BJP. Many supporters and district officeholders also made the switch from the National Conference to the BJP last month.

Earlier, Farooq Abdullah announced that his party will contest the upcoming parliamentary elections alone, a decision that is seen as another setback for the opposition INDIA bloc.
