Will Build As Many Schools As Summons Sent: Kejriwal

Delhi Chief Minister Arvind Kejriwal who has been evading his appearance before the investigators in the alleged Excise Policy scam took a dig at the Central agencies and the Union government on Friday and said that as many summons we are sent, the AAP will build those many schools.

After announcing the foundation stone for a new school building in the national capital’s Mayur Vihar on Friday, the Delhi Chief Minister posted on X, “We will build as many schools as you send summons. You do your religion, we will do ours.”

Earlier on Thursday, the Delhi Chief Minister accused the central government of “unleashing” investigating agencies against him, adding that the action made him feel like he was a “terrorist.”

The chief minister was speaking a day after a Delhi court issued him summons on February 17, calling for his appearance while observing that the Aam Aadmi Party leader was legally bound to join an investigation being conducted by ED into alleged irregularities in the Delhi excise policy 2021-22.

The summons was issued after non-compliance with its summons in a money-laundering case linked to the Aam Admi Party (AAP) government’s Delhi excise policy.

The complaint was filed after the Delhi CM skipped multiple summons issued by the ED in its money laundering investigation.

On February 2, Kejriwal skipped the Enforcement Directorate’s summons for the fifth time in connection with the money laundering probe related to irregularities in the Delhi excise policy 2021-22 case.

The fresh summons to the Delhi Chief Minister followed the fourth summons, which he had skipped on January 18.

While skipping the fifth summons, the party called it “unlawful.”

Kejriwal has so far skipped four previous summons issued by the ED on January 18, January 3, November 2, and December 22, calling them “illegal and politically motivated.”

Meanwhile, AAP has scheduled to hold a meeting of its Political Affairs Committee (PAC) on February 13 to decide on the candidates for the Lok Sabha seats in Goa, Haryana, and Gujarat. (ANI)

Delhi Court Takes Cognizance Of ED’s Complaint, Issues Summons To Kejriwal

The Rouse Avenue Court on Wednesday took cognizance of the Enforcement Directorate’s (ED) recent complaint filed against Delhi Chief Minister Arvind Kejriwal for not complying with the summons issued by the central probe agency in the Delhi liquor policy money laundering case.

The Additional Chief Metropolitan Magistrate, Divya Malhotra, while taking cognizance of the complaint, issued summons to Delhi Chief Minister Arvind Kejriwal and directed him to appear before the court on February 17.

The ED on Saturday filed a fresh complaint case under sections 190 (1)(a) and 200 of the Code of Criminal Procedure, Section 174 of the Indian Penal Code, Section 63 (4) of the Prevention of Money Laundering Act (PMLA), for non-attendance in compliance of Section 50 of PMLA.

On February 2, Kejriwal skipped the Enforcement Directorate’s summons for the fifth time in connection with the money laundering probe related to irregularities in the Delhi excise policy 2021-22 case. The fresh summons to the Delhi Chief Minister followed the fourth summons, which he had skipped on January 18.

While skipping the fifth summons, the party called it “unlawful.”

According to the ED, agency wants to record Kejriwal’s statement in the case on issues like the formulation of policy, meetings held before it was finalized, and allegations of bribery.

In its sixth charge sheet filed in the case on December 2, 2023, naming AAP leader Sanjay Singh and his aide Sarvesh Mishra, the ED has claimed that the AAP used kickbacks worth Rs 45 crore generated via the policy as part of its assembly elections campaign in Goa in 2022.

The excise policy was aimed at revitalizing the city’s flagging liquor business and replacing a sales-volume-based regime with a licence fee for traders. It promised swankier stores and a better buying experience. The policy introduced discounts and offers on the purchase of liquor for the first time in Delhi.

Lieutenant Governor Vinai Kumar Saxena’s move to order a probe into alleged irregularities in the regime prompted the scrapping of the policy. The AAP has accused Saxena’s predecessor, Anil Baijal, of sabotaging the move with a few last-minute changes that resulted in lower-than-expected revenues.

Two senior AAP leaders, Manish Sisodia and Sanjay Singh–are already under judicial custody in the case.

Sisodia, who was the then Delhi Deputy Chief Minister, was arrested by the CBI on February 26 following several rounds of questioning. On October 5, the ED arrested Singh, who is a Rajya Sabha member. (ANI)

We Spend 40% On Schools: Kejriwal

Delhi Chief Minister Arvind Kejriwal on Sunday took a dig at the Centre and said that the Central Government is spending only 4 per cent of the total budget on schools and hospitals while the Delhi government, for the past eight years, has been spending 40 per cent of the budget on the same.

CM Kejriwal and Delhi Education Minister Atishi laid the foundation stone for new school buildings in the National Capital’s Rohini today.

“When we go to inaugurate schools, mohalla clinics, and hospitals, people from other parties reach there to raise slogans against us. Today is an auspicious day because four schools are being inaugurated. ‘Aaj toh kam se kam yeh gandi rajniti na karo’ (Don’t do such dirty politics today). You must have read in the newspapers that the Central Government is spending 4 cents of the budget on schools and hospitals across the country. The Delhi government has been spending 40 per cent on schools and hospitals for the last 8 years,” he said.

The Delhi CM further said that there was a time when the condition of government schools was so bad in Delhi that poor people were forced to send their children to government schools because there was no money and the fees of private schools were very high.

“There was absolutely zero education in government schools. Today, there is such a huge gathering in the inauguration of four government schools, which means that people are still hopeful that their children will get a good education,” he said.

The AAP chief emphasized that poor lost hope that their children could get a good education but now that hope has been rekindled.

“Today the infrastructure, teachers and results of government schools are better than private schools. Today, education arrangements for 10,000 children are being made in these four schools. These schools will be ready in a year; their foundation is being laid today,” he said.

ED Moves Court Against Delhi CM For Non-Attendance In Compliance Of Sec 50, PMLA, 2002

The Enforcement Directorate on Saturday moved to Rouse Avenue Court and filed a complaint against Delhi Chief Minister Arvind Kejriwal for not complying with the summons issued by the agency in the Delhi liquor policy money laundering case.

The Additional Chief Metropolitan Magistrate, Divya Malhotra, after hearing the submissions on Saturday, fixed February 7 for the remaining submissions and consideration of the fresh complaint filed by the agency.

Black Day For Democracy: Kejriwal On C’garh Mayor Election

Delhi Chief Minister and Aam Aadmi Party (AAP) chief Arvind Kejriwal on Tuesday alleged the Bharatiya Janata Party (BJP) indulged in “hooliganism” during the Chandigarh mayoral elections and called the polls a “black day for democracy.”

Addressing a press conference, Delhi CM voiced concerns about the integrity of the democratic process and said the entire country saw what happened in the Chandigarh mayoral polls.

“Gandhiji was assassinated on this date and after 76 years, they (BJP) have murdered the democracy… It is a black day for democracy. They did hooliganism openly and it is captured on camera. The whole country is seeing how they stole votes… Anyone can win or lose elections, the country should not lose… The issue is that they have won the Chandigarh Mayoral elections with open fraud,” Kejriwal said.

AAP chief further questioned what kind of elections were held today.

“The presiding officer (appointed by BJP), did not let any agent participate in the counting (of the mayoral election’s votes) and continued the counting on his own. He declared some of our votes invalid and some as valid, which can clearly be seen in the video. Out of 36, they (BJP) had 16 votes, and we (AAP-Congress) had 20. From those 20, they declared 8 invalid, meaning 25 per cent of votes were declared invalid. What kind of election is this?” he added.

He further said that the BJP is targeting opposition leaders, breaking parties and toppling governments.

“This time under INDIA Alliance, Congress and AAP came together… Their (BJP) intention had been maligned since the beginning… They tried to buy ours and Congress’ councillors. They tried to scare them like they do all over the country… But fortunately, not even one councillor broke down,” AAP chief said.

This came after the BJP swept the Chandigarh mayoral polls, winning all three posts including of mayor, and defeating the Congress-AAP alliance.

The Bharatiya Janta Party’s (BJP) Manoj Sonkar won the Chandigarh mayoral elections on Tuesday, the first election battle against the INDIA bloc by defeating the Aam Aadmi Party’s (AAP) Kuldeep Kumar.

Meanwhile, BJP secured 16 votes for its mayor candidate Manoj Sonkar and Kuldeep Singh, the joint candidate of Congress and AAP was able to manage 12 votes. 8 votes were declared invalid.

After BJP’s Manoj won the Chandigarh mayor election, a ruckus broke out in the House. Congress and AAP councillors accused the BJP of cheating and not following the due electoral process

The Punjab and Haryana High Court on January 24, 2024, announced the decision to hold the Chandigarh Mayoral Elections on January 30 and also vested the responsibility for security in the Chandigarh Police. (ANI)

AAP Alleges Targeted Efforts To Arrest Oppo Leaders

After Aam Aadmi Party convenor and Delhi Chief Minister refused to comply with the summons from the Enforcement Directorate, Delhi Minister Saurabh Bhardwaj raised concerns over targeted actions against opposition leaders by central agencies while exempting BJP leaders.

In a press conference in Delhi today, Bhardwaj cited the one-year detention of Delhi CM’s former deputy Manish Sisodia and claimed a lack of evidence against him in the case.

“Manish Sisodia has been under arrest for 1 year. They have not been able to gather any evidence against Manish Sisodia and now preparations are on to arrest Arvind Kejriwal. Efforts are being made continuously to arrest the opposition leaders of the country,” the AAP leader said.

“We are not being informed in what capacity they are calling Arvind Kejriwal, he is neither a witness nor an accused,” the Minister added.

Bharadwaj pointed out the lack of action against BJP leaders despite many cases in place. He also cited examples of leaders who faced legal action and were allegedly exempted from the same after they joined the BJP.

“Many cases come up against BJP leaders but no action is being taken against them,” Minister Bhardwaj said.

“BJP was running a campaign against everyone from Suvendhu Adhikari to Mukul Roy, Pema Khandu, Ajit Pawar, Himanta Biswa Sarma, and then they joined BJP,” he added.

The Delhi CM earlier in the day evaded the Enforcement Directorate summons to appear for questioning in connection with the alleged Delhi liquor scam case.

BJP criticised the CM alleging a “hidden motive”. BJP national spokesperson Shehzad Poonawalla said, “Today, once again Arvind Kejriwal has skipped the third summon. This shows that there is something to hide, and that is why he is absconding like a criminal.”

Congress slammed the central agency and accused it of targeting opposition leaders and “not doing their work”.

Congress leader Udit Raj said, “Arvind Kejriwal is also a part of the opposition alliance. Indeed, these agencies are not doing their work but putting pressure on the opposition leaders.”

ED issued a third summons to CM Kejriwal earlier on December 22 last year, in connection with the excise policy case, asking him to appear before the agency on January 3.

As per the party sources, Kejriwal in his reply to ED has expressed his readiness to cooperate with the investigation but declined to appear today calling the notice “illegal”.

Kejriwal further questioned the timing of the notice as a move to stop him from electioneering ahead of the upcoming parliamentary elections, the party sources said.

Kejriwal was not named as an accused in the first information report (FIR) filed by the CBI on August 17, last year.

In February 2023, Deputy CM Manish Sisodia was arrested by the CBI for alleged irregularities in the framing and implementation of the now-scrapped Delhi’s new excise policy. The policy was withdrawn amid allegations of foul play by the opposition. (ANI)

Kejriwal To Skip ED Summons, Heads To MP For Election Rally

Delhi Chief Minister will not appear before the Enforcement Directorate after he was summoned in connection with the alleged Delhi Liquor scam case.

Kejriwal and Punjab Chief Minister Bhagwant Mann will be travelling to Singrauli in Madhya Pradesh where they will address an election rally and stage a road show.

Earlier the Delhi Chief Minister questioned the legality of the Enforcement Directorate summons issued to him.

In a reply to ED on its summons notice on October 30, Kejriwal demanded that the agency withdraw the notice and questioned its legality.

“The summon notice is illegal and politically motivated. The notice was sent at the behest of the BJP. Notice was sent to ensure that I am unable to go for election campaigning in four states. ED should withdraw the notice immediately,” Kejriwal stated in his reply to ED.

The ED’s move to summon the Delhi Chief Minister has taken a political turn with the AAP accusing the BJP of vendetta.

“This is being seen by not only India but the entire world that the Centre is drunk in power and it is so arrogant that it wants to crush every small political party. Aam Aadmi Party is a growing national party, and the BJP Government is trying everything to crush it” AAP MLA Saurabh Bharadwaj said.

The BJP responded saying that the law was just taking its natural cause and the Delhi CM must comply with it.

“The law is doing its work. The ED has summoned him under the law. 2 days ago, the Supreme Court observation regarding Manish Sisodia’s bail said that there is a money trail of Rs. 338 crores. Arvind Kejriwal has to answer this because it is not possible that there is a money trail and he is not aware of it… He has to answer this question. He also has to answer why the excise was increased to 12% from 5%… He is playing the victim card that this is vendetta politics” BJP spokesperson Harish Khurana said.

Arvind Kejriwal was earlier summoned by the Central Bureau of Investigation (CBI) in April this year, in connection with the case.

However, Kejriwal was not named as an accused in the first information report (FIR) filed by the CBI on August 17, last year.

In February 2023, Arvind Kejriwal’s Deputy Manish Sisodia was arrested by the CBI for alleged irregularities in the framing and implementation of the now-scrapped Delhi’s new excise policy. the policy was withdrawn amid allegations of foul play by the opposition.

The Supreme Court on October 30 dismissed the bail plea of Manish Sisodia in connection with cases related to alleged irregularities in the Delhi Excise Policy case. The court directed to complete the trial in the case in six to eight months.

The court, while refusing bail, also took note of the aspects regarding the transfer of a money trail of 338 crores, which is tentatively established. (ANI)

Kanjhawala Case: Kejriwal Speaks To Victim’s Mother, Announces Compensation Of Rs 10L

Delhi Chief Minister Arvind Kejriwal on Tuesday spoke to the mother of the 20-year-old woman, who was killed after being dragged by a car for several kilometres in the national capital on Sunday.

The Chief Minister said that the compensation of Rs 10 lakhs will be given to the family of the deceased woman and assured that the woman will get justice.
“Talked to the victim’s mother. Will get justice for the daughter. Will field the biggest lawyer. His mother remains ill. Will get them fully treated. Will give a compensation of Rs 10 lakh rupees to the victim’s family. The government is with the victim’s family. If there is any need in future that also we will fulfill,” Kejriwal said in a tweet.

Meanwhile, the Post Mortem Examination (PME) has ruled out any injury suggestive of ‘sexual assault’, the police informed on Tuesday.

The PME was conducted by a three-member medical board at Maulana Azad Medical College (MAMC), New Delhi on January 2.

Special CP Law and Order, Delhi, SP Hooda told ANI that the report states the provisional cause of death as “shock and haemorrhage due to antemortem injury to the head, spine, left femur, and both lower limbs”.

All the injuries are produced by the impact of blunt force which is possible with vehicular accidents and dragging. Also, the report indicates that there is no injury suggestive of sexual assault, he said.

The final report will be received in due course. Further investigation into the case is underway.

A 20-year-old woman was killed in the early hours of New Year after her scooty was hit by a car and she was reportedly dragged for 13 kilometres under the vehicle on the city’s roads.

Earlier on Monday, Deputy Commissioner of Police (Outer District), Harendra K Singh, informed that five people had been arrested in the Kanjhawala case and a case under 304 A (death due to negligence) of the IPC was registered against them. They were produced before a court in Delhi’s Rohini which sent them to three days of police custody for interrogation.

The suspected car was also traced down and the five occupants were apprehended from their houses.

The Delhi Police found CCTV footage in which the deceased woman Anjali and her friend, identified by police as Nidhi, were seen coming out of a hotel at around 1.30 am on January 1.

The other woman, who was traced by police during the investigation, has been identified by the police as Nidhi a friend of the deceased woman.

CCTV footage accessed by ANI shows both the women leaving the hotel on a scooty with the deceased on the pillion seat and Nidhi riding.

In the CCTV footage from outside the hotel, Anjali could be seen wearing a pink coloured jacket while Nidhi could be spotted in a red jacket. (ANI)
