Not Xi, Li Qiang Will Attend G20 In India, Confirms Beijing

Setting at rest all speculations around Chinese President Xi Jinping’s participation at the G20 Summit in New Delhi, the Ministry of Foreign Affairs of China has announced that Li Qiang will attend the 18th G20 Summit to be held in New Delhi, India on September 9 and 10. 

Quoting foreign ministry spokesperson, Mao Ning, the statement read, “At the invitation of the government of the Republic of India, Premier of the State Council Li Qiang will attend the 18th G20 Summit to be held in New Delhi, India, on September 9 and 10.”

However, no reason was given in the statement about Xi’s absence from the summit.

Earlier, Reuters had reported that Chinese President Xi Jinping is likely to skip the G20 Summit to be held in India.

Sources in China, two of whom said they were informed by Chinese officials, added they were not aware of the reason for Xi’s expected absence, according to Reuters.

The Chinese President has made few overseas trips since China abruptly dropped its Covid restrictions. He, however, attended the BRICS Summit in South Africa last week.

Several G20 ministerial meetings in India ahead of the summit have been contentious as Russia and China together opposed joint statements which included paragraphs condemning Moscow for its invasion of Ukraine last year, according to Reuters.

Prime Minister Narendra Modi met Xi on the sidelines of the BRICS Summit during which he highlighted India’s concerns over the unresolved issues along the Line of Actual Control (LAC), in Ladakh.

The two leaders agreed to direct their relevant officials “to intensify efforts at expeditious disengagement and de-escalation”.

Along with Xi, Russian President Vladimir Putin will also not attend the summit in India.

According to a statement released by the Russian Foreign Ministry, Lavrov is expected to attend two plenary sessions on September 9 and 10. Lavrov is scheduled to hold several bilateral talks and contacts on the sidelines of the summit. (ANI)

G20 Week: Govt Offices On Alert Mode From Misleading, Counterfeit Emails

As G20 week begins, all government offices are on alert mode considering a warning circulated earlier from a designated wing of the Ministry of Home Affairs (MHA) from any “misleading, fake and counterfeit” emails being circulated by ill elements.

The move is part of extra vigilance to avoid any unprecedented situation as the two-day G20 Leaders Summit is scheduled to be held on September 9-10 in the national capital.

On August 24, the Indian Cyber Crime Coordination Centre (14C) under the MHA had warned that “the misleading emails are targeted to various government offices, and individuals and falsely accuse them of cybercrimes, urging them to respond.”

Focussing with a header of “Scam alert”, the warning pointed that “fake emails are in circulation impersonating CEO 14C”

“This is an important alert about the circulation of counterfeit emails impersonating CEO-I4C Rajesh Kumar, bearing the subject ‘Urgent Notification!’, ‘Court Notification’,” mentions the alert.

These emails employ the logos of the I4C, Intelligence Bureau (IB), and Delhi Police and wrongfully associate with the names of the undersigned and the particulars of this unit, it reads.

“The logos and emails in question are intentionally fake, deceptive and created with malicious motives.”

In the warning, the I4C wing said: “It is important to clarify that neither the undersigned nor this unit has initiated such emails. Furthermore, no authorization has been granted by the undersigned for the production or dissemination of such content. Appropriate measures are being taken to address this issue.”

Officials in various crucial departments under the Central government said “reminders” are being circulated internally to not respond to malicious mail and raise the matter immediately after they find anything similar to it.

The 18th G20 Summit in New Delhi will be a culmination of all the G20 processes and meetings held throughout the year among ministers, senior officials, and civil societies.

A G20 Leaders’ declaration will be adopted at the conclusion of the G20 Summit, stating Leaders’ commitment towards the priorities discussed and agreed upon during the respective ministerial and working group meetings. (ANI)

G20 Summit Northern Railways

Northern Railways Cancel Over 200 Trains Temporarily Ahead Of G20 Summit

As the national capital gears up for the G20 Summit, Northern Railways has decided to cancel and divert over 200 passenger trains temporarily from September 8 to 11 here, a notification stated on Saturday. 

According to the schedule, over 90 trains have been cancelled on September 9. More than 100 passenger trains will be cancelled on September 10 as well. Most of these trains run from Delhi to South Haryana’s Sonipat-Panipat, Rohtak, Rewari, and Palwal routes.

Apart from that, the Delhi-Rewari Express Special and Rewari-Delhi Express Special trains will be cancelled on September 11. 

Moreover, several trains prescribed to originate or terminate at the New Delhi railway station during that period will now terminate or originate from Ghaziabad or Hazrat Nizamuddin railway stations. 

India will host the G20 Summit on September 9 and 10 in the national capital.

The New Delhi G20 summit will see the “biggest participation” in the history of the grouping with arrangements in place for the mega event including that for the stay of leaders of member countries and the invited guest countries.

The Group of Twenty (G20) comprises 19 countries – Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, South Korea, Mexico, Russia, Saudi Arabia, South Africa, Turkey, US, UK and the European Union.

India has invited Bangladesh, Egypt, Mauritius, Netherlands, Nigeria, Oman, Singapore, Spain and UAE as guest countries for the mega event. (ANI)

Biden To Commend Modi For G20 Leadership On Delhi Visit

US President Joe Biden will travel to India on Thursday for the G20 Summit scheduled to be held in New Delhi from September 9-10.

During his visit, he will commend Prime Minister Narendra Modi’s leadership of the G20 and reaffirm the US commitment to the G20 as the premier forum of economic cooperation, the White House announced in a statement. 

“While in New Delhi, the President will also commend Prime Minister Modi’s leadership of the G20 and reaffirm the US commitment to the G20 as the premier forum of economic cooperation, including by hosting it in 2026,” read the statement.

During his visit to India, Biden will participate in the G20 Summit, where he and G20 partners will discuss a range of joint efforts to tackle global issues, including the clean energy transition and combatting climate change, mitigating the economic and social impacts of the Russia-Ukraine conflict and increasing the capacity of multilateral development banks. 

“On Saturday and Sunday, the President will participate in the G20 summit, where the President and G20 partners will discuss a range of joint efforts to tackle global issues, including the clean energy transition and combatting climate change, mitigating the economic and social impacts of Putin’s war in Ukraine, and increasing the capacity of multilateral development banks, including the World Bank, to better fight poverty, including by addressing global challenges,” White House said in a statement. 

On August 29, White House press secretary Karine Jean Pierre said that US President Joe Biden will “reaffirm US commitment to the G20” as the premier forum of economic cooperation globally and will also speak about a range of issues, including the social effects of Russia’s war in Ukraine, the White House said on Tuesday. Karine Jean Pierre made the remarks during a media briefing.

Announcing the US President’s schedule, Pierre said that Biden “will travel to Hanoi, Vietnam, on September 10 following his participation in the G20 Summit in New Delhi.”

Responding to a question on topline goals President Biden hopes to accomplish at G20, the White House press secretary said, “President Biden will reaffirm the US commitment to the G20 as the premier forum of economic cooperation globally.”

She also said that Biden will “discuss a range of joint efforts to tackle global issues, from the clean energy transition and combating climate change to mitigating the economic and social impacts of Russia’s war in Ukraine, to increasing the capacity of the multilateral development banks to better fight poverty and take on the significant transnational challenges that are afflicting countries across the world.”

India assumed the G20 Presidency on December 1 last year. The 18th G20 Summit in New Delhi scheduled to be held on September 9-10 will be a culmination of all the G20 processes and meetings held throughout the year.

A G20 Leaders’ Declaration will be adopted at the conclusion of the G20 Summit, stating Leaders’ commitment towards the priorities discussed and agreed upon during the respective ministerial and working group meetings.

Appalled To See How MCD Rounds Up Strays, Puts Them In Torturous Enclosures

The Municipal Corporation of Delhi, with a misguided view to ‘sanitize’ select areas of the National Capital ahead of G20 Summit, has randomly picked up stray dogs from Pragati Maidan and T-2 Airport Terminal areas and put the voiceless animals in subhuman enclosures.

Animal lovers condemn this kneejerk reaction by the municipal body and request all concerned citizens to raise their voice against such maltreatment of the strays. The action was never shared on any public forum and on September 1, MCD personnel quietly swooped down on 47 locations to carry out the ill-advised operation.

Having gotten the wind of their intentions, the animal welfare community in fat offered its help towards the safe collection and keeping of dogs by involving local feeders in the exercise. However, the MCD took no heed of the help offered and went ahead to blatantly and illegally pick up mostly sterilised dogs.

The airport area from where dogs have never been previously picked was targeted by three teams. Some sixty harmless, sterilised and mostly very old dogs were caught and incarcerated at ill equipped centres that have neither fans nor adequate staff nor even food. Only dry kibble was provided at one centre which street dogs do not eat.

MCD’s actions raises several important questions:

1. The G20 summit is mainly centred in New Delhi zone an NDMC area so why is MCD clearing MCD areas of dogs?

2. Under the ABC Rules 23, sterilised dogs msy not be removed. The Hon SC has directed all municipal corps to strictly adhere to these rules under AWBI guidance.

3. In the absence of any written orders, is MCD staff authorised to collect any dogs from anywhere?

4. How does a short 2 day event justify the enormous cruelty and expense of such an action? Why is MCD still using wire catchers rather than nets?

5. How is MCD going to ensure the health, and safe return of so many dogs from so many different areas?

Instead of working steadily over the years to sterilise and vaccinate dogs whereby the population would have been negligible, this sham overdrive to ‘hide’ away our dogs is both unnecessary and illegal. It must be stopped.

India, Australia Discuss Ways To Boost Bilateral Trade

Union Minister of Commerce and Industry Piyush Goyal and Australia’s Minister for Trade and Tourism Don Farrell met on Sunday to discuss steps for further enhancing the bilateral economic relationship.

According to a joint statement, they discussed implementation of the Economic Cooperation and Trade Agreement (ECTA), negotiations for the India-Australia Comprehensive Economic Cooperation Agreement (CECA) and further developing two-way investment.

Last year, on December 29, India and Australia implemented an economic cooperation and trade agreement (ECTA) and are now negotiating to expand its scope for the CECA.

Ministers also discussed engagement in the G20, the Indo-Pacific Economic Framework (IPEF) and the World Trade Organization (WTO).

The Ministers noted that Prime Minister Narendra Modi and Prime Minister Anthony Albanese look forward to swift progress in negotiations and for an early conclusion of an ambitious CECA, which will build on the foundation laid by the ECTA, including new areas of trade, investment and cooperation.

According to the joint statement, CECA will create new employment opportunities, raise living standards and improve the general welfare in both countries. Ministers look forward to concluding CECA as soon as possible, are pleased with the progress resolving various bilateral technical market access issues and look forward to continuing engagement.

Minister Farrell reiterated Australia’s strong support for India’s G20 Presidency. They agreed that the G20 needs to help the world navigate a pathway back to strong, sustainable and inclusive growth, including accelerating progress to achieve the Sustainable Development Goals.

Further, ministers reaffirmed the importance of the multilateral trading system, with the WTO at its core. They agreed to build on the success of the 12th WTO Ministerial Conference in Geneva and reaffirmed their commitment towards improving WTO functions and having a fully functioning dispute settlement system by 2024.

The statement added they agreed to work towards a productive engagement in the run up to the 13th WTO Ministerial Conference to be held in Abu Dhabi in 2024.

Ministers acknowledged that Australia and India are important trading partners. Notably, India-Australia bilateral trade exceeded USD 31 billion last financial year.

“Both agreed that given the trade complementarities between the two countries, there is considerable potential for significantly enhancing bilateral trade within the next 5 years,” the statement added. (ANI)

Prime Minister Narendra Modi spoke with King Charles III of the UK on the telephone on Tuesday and discussed several subjects including climate change, biodiversity conservation, and solutions for the financing energy transition.

As this was PM Modi’s first conversation with King Charles III after he assumed the Office of Sovereign of the United Kingdom, he conveyed his best wishes to Britain’s monarch for a very successful reign.
A PMO release said that a number of subjects of mutual interest were discussed during the call, including climate action, conservation of biodiversity, and innovative solutions for the financing energy transition.

The Prime Minister expressed his appreciation for the abiding interest and advocacy of King Charles III on these issues.

The Prime Minister briefed him on India’s priorities for its G20 Presidency, including the propagation of digital public goods.

He also explained the relevance of Mission LiFE – Lifestyle for Environment, through which India seeks to promote environmentally sustainable lifestyles.

The leaders exchanged views on the Commonwealth of Nations and how to further strengthen its functioning.

They also appreciated the role of the Indian community in the UK in acting as a “living bridge” between both countries and enriching bilateral relations.

King Charles III was officially announced as Britain’s monarch in September last year following the death of his mother Queen Elizabeth II.

India and UK are engaged in negotiations for the finalization of a Free Trade Agreement. UK Secretary of State for International Trade Kemi Badenoch visited New Delhi last month to carry forward the FTA negotiations. She held discussions with Union Commerce and Industry Minister Piyush Goyal. The two sides also discussed bilateral trade and economic relations. (ANI)

Prime Minister Narendra Modi on Tuesday underlined the importance of women’s involvement in scientific research and that the increasing participation of women is a reflection of the progress of society and science.

“Today, the country’s thinking is not only that women should be empowered through science, but science should also be empowered with the participation of women,” the Prime Minister said in his virtual address to the 108th Indian Science Congress (ISC).
PM Modi said that the aim is to give new impetus to science and research. He pointed out that the efforts of science can bear fruit only when they are taken from labs to the land.

Underlining India’s positional growth in Global Innovation Index the Prime Minister said, “Today India is among the top 3 nations in startups. Till 2015 we were at 81st place in the Global Innovation Index of 130 countries, but in 2022 we have reached 40th place.”

Asserting the importance of science in making India Atmanirbhar PM Modi said that the efforts of Science can bear fruit only when they go from labs to land.

“Science should make India Atmanirbhar. The efforts of Science can bear fruit only when they go from labs to land. With 2023 being declared as the International Year of Millets, India’s millets and their use should be further improved with the use of science,” said PM Modi.

Mentioning the G-20 presidency he said that women lead development is also a major priority among the major topics of G-20.

“Right now India has got the responsibility of G-20 chairmanship. Women lead development is also a major priority among the major topics of G-20. In the last 8 years, India has done many extraordinary works in this direction from governance to society and economy, which are being discussed today,” he said.

PM Modi added that the participation of women is proof that society is also progressing and science are also progressing.

He further asserted that science in India should be the one to make India self-reliant.

India Has Become 5th Largest Economy In 2022: Modi In Mann Ki Baat

Prime Minister Narendra Modi on Sunday addressed the last Mann Ki Baat of the year 2022 and said that this year, the country had become the world’s fifth-largest economy.

“The year 2022 was wonderful, India completed 75 years of Independence while ‘Amrit Kaal’ began. India progressed rapidly and became the world’s fifth-largest economy, and achieved the unbelievable record of 220 crore vaccines and crossed the USD 400 billion mark in exports,” PM Modi said in the 96th edition of Mann Ki Baat, a monthly radio programme of the Prime Minister.
He also talked about the Aatmanirbhar Bharat initiative of the government and lauded the launch of INS Vikrant.

The commissioning of India’s first indigenous aircraft carrier is a momentous occasion during the ‘Amritkaal’ of India’s 75 years of independence and signifies the country’s confidence and prowess.

This indigenous aircraft carrier is proof of the country’s technical acumen and engineering skills. This demonstration of India’s self-sufficiency to produce an aircraft carrier warship will reinforce the country’s defence indigenisation programmes and the ‘Make in India’ campaign.

INS Vikrant, built at a cost of around Rs 20,000 crore, successfully completed its fourth and final phase of sea trials last month. With the construction of ‘Vikrant’, India has joined a select group of nations having the niche capability to indigenously design and build an aircraft carrier.

The ship has over 2,300 compartments, designed for a crew of around 1,700 people, including specialised cabins to accommodate women officers.

INS Vikrant has a top speed of around 28 knots and a cruising speed of 18 knots with an endurance of about 7,500 nautical miles. The aircraft carrier is 262 metres long, and 62 metres wide and it has a height of 59 metres. Its keel was laid in 2009.

Further in the address, he also underscored the country’s responsibility for chairing the G20 summit this year.

“This year, India has also got the prestigious responsibility of chairing the G20 group. I had also discussed this in detail last time,” he said.

G20 is the premier forum for international economic cooperation representing around 85 per cent of the global GDP, over 75 per cent of the worldwide trade, and about two-thirds of the world population.

On December 1, Prime Minister Narendra Modi said India’s agenda for the G20 will be inclusive, ambitious, and action-oriented. In his blog post, PM Modi said India will work to promote a universal sense of oneness and its priorities will be shaped not only in consultation with G20 partners but also with the Global South.

He underlined that the great challenges of today like climate change, terrorism, and pandemics, cannot be solved by fighting each other but by acting together. “India’s G20 agenda will be inclusive, ambitious, action-oriented, and decisive,” he wrote.

Citing the theme – ‘One Earth, One Family, One Future’, PM Modi said India’s G20 Presidency will work to promote this universal sense of one-ness. “This is not just a slogan. It takes into account recent changes in human circumstances, which we have collectively failed to appreciate,” he said.

Writing for the think tank South-South Research Initiative (SSRI), Farjana Sharmin noted India finally got the opportunity to execute its global vision and grand strategy, and secondly, the South Asian region is going to get benefits through India’s leadership in G-20.

PM Modi also extended his greetings on the occasion of Christmas.

He said: “Today is the day to remember the teachings of Jesus Christ. The festival of Christmas is being celebrated with great fervour all across the world. I extend my heartful greetings to everyone.”

On December 13, PM Modi invited people to share their inputs for this episode of Mann ki Baat and urged them to write on the NaMo App, and MyGov app or record their messages on 1800-11-7800.

G20 Under India Can Make Progress In Debt Relief, Climate Fund: Gopinath

International Monetary Fund’s First Deputy Managing Director Gita Gopinath has said under India’s presidency, G20 can make progress in three areas, namely debt relief, cryptocurrency regulations and climate finance.

The IMF official took part in the deliberations at the First G20 Finance and Central Bank Deputies Meet in Bengaluru had tweeted a video clip on a social media website, explaining these areas.

Gopinath on Thursday said, “The first is in the area in debt. We have a large number of low-income countries that are in dire distress. While we have the G20 framework to help with their resolutions, we absolutely need to improve on the strength of their mechanism and get a much more timely resolution. That would be clear progress,” she said.

On cryptocurrency regulations, Gopinath said: “The second is in the area of crypto regulation. After the meltdown that we have seen recently, it is clear that we need internationally-agreed standards on regulations. Progress on that front, being able to accomplish that in 2023 would be a concrete outcome.”

On the subject of climate finance, Gopinath said, “For developing countries to adapt to climate change, to contribute climate mitigation, they will need a much higher financing and that’s the third area where concrete progress could be made.”

The first G20 Finance and Central Bank Deputies Meet saw over 160 foreign delegates including deputies from G20 member countries, invitee countries and international organisations.

This meeting marked the beginning of the G20 Finance Track under the Indian Presidency. Over the course of two days, seven discussion sessions and two side events were organized. The delegates were also given a glimpse of the traditional as well as the contemporary culture of Karnataka through a vivid display of different art forms, the statement said. (ANI)
