Amitabh, Son Abhishek Hospitalised With Covid-19

Veteran actor Amitabh Bachchan and his son Abhishek have tested positive for Covid-19, according to separate tweets by the two. The ‘Sholay’ actor shared the news about his positive status on his Twitter handle on Saturday and said he has been admitted to Nanavati hospital here where he is being kept in an isolation ward.

Shortly afterwards, Abhishek Bachchan also confirmed the news and revealed that he and his father both had “mild symptoms.”

The Big B said he has been shifted to hospital, and the other family members and staff have undergone tests for the virus. However, the results are awaited.

The 77-year-old actor also requested those, who have been in “close proximity” to him in the last 10 days to get tested for COVID-19.

Union Health Minister Harsh Vardhan among others wished the “iconic star” a quick recovery to the ‘Gulabo Sitabo’ star.

“Dear Amitabh ji, I join the whole Nation in wishing you a quick recovery! After all, you are the idol of millions in this country, an iconic superstar! We will all take good care of you. Best wishes for a speedy recovery! @SrBachchan @juniorbachchan#AmitabhBachchan #COVID,” Health Minister tweeted quoting Amitabh Bacchan’s tweet.

Abhishek Bachchan too tweeted shortly afterwards. “Earlier today both my father and I tested positive for COVID 19. Both of us having mild symptoms have been admitted to hospital. We have informed all the required authorities and our family and staff are all being tested. I request all to stay calm and not panic. Thank you.”

Former Maharashtra CM Devendra Fadnavis wished the senior Bachchan a speedy recovery.

A slew of filmstars and celebrities including Kailash Kher Sonam Kapoor, Sonu Sood, Paresh Rawal, Pariniti Chopra Adnan Sami, Mahesh Babu etc were among those who wished the Bachchans a speedy recovery.

Mumbai, reported a total positive COVID-19 cases of 91457 with 22,779 active COVID-19 cases, with 5,241 people succumbing to the deadly infection so far, according to the Municipal Coroporation of Greater Mumbai.

There Will Be Blood

Within hours after the news broke that the dreaded Uttar Pradesh gangster Vikas Dubey was killed in a “police encounter” early on July 10, the media, social media and messaging apps went abuzz. While there were stray voices of reason and rights, one particular message on WhatsApp dominated the popular sentiment thus: ‘Even a ten-year old knows this is a fake encounter. But people in UP couldn’t care less as long as the state is minus one more dreaded gangster.’

It was a redux of the Telangana Police encounter, eight months ago, where alleged rapists of a veterinary doctor were killed. Even though prima facie the encounter was seen as staged, the policemen involved were praised and lauded by the public as heroes.

Thus, the malaise runs deeper than what civil society believes – that extrajudicial killings are the mixed handiwork of police highhandedness, a delayed justice system and people’s disregard for legal loopholes. Fake encounters such as these are symptomatic of the erosion of our judicial, policing, and societal systems. This is a scary prospect because it hurtles society towards anarchy where law is disregarded and people’s rights, including that of alleged criminals, are denied and over-ridden by primitive instincts.

The problem in different states, or regions, emanates from different compulsions; at times there could be public pressure, or plain police highhandedness, or the long-winding legal processes that frustrate the police preparedness. In this column, however, we shall limit our argument to the latest “fake encounter” and Uttar Pradesh criminal justice system.

So, what went wrong in the case of Vikas Dubey?

Clearly, Dubey failed to graduate from crime to community. Most of the criminals who were bumped off by Uttar Pradesh police, from Sri Prakash Shukla (the dreaded contract killer and tender mafia in the 1990s) to Vikas Dubey, had this shortcoming. In contrast are the likes of Mukhtar Ansari, DP Yadav and Raja Bhaiyaa (real name Rahugraj Pratap Singh), who in spite of proven criminal records, entered politics and survived, even flourished.

Their transition from crime to community is not a difficult task in Uttar Pradesh, where power and gun culture is so glorified that it is easy for a gangster to project himself as the messiah or pride of one’s community, caste, region or religion. Flashing a bunch of licenced guns at a wedding procession is considered more prestigious here than owning ten times of farm land in acres.

Add to this the poor policing. There has been numerous recruitment scams in Uttar Pradesh Police. Each time a new political regime takes over Lucknow, new investigations are ordered and a large number of police appointments are cancelled, followed by cases and counter-cases in courts. A majority of rank policemen (the constabulary) is unable to even write down an FIR (first information report) in plain language. An FIR forms the basis of a criminal investigation but in UP, there is a Hindi adage that translates loosely to this: ‘Why do you need to file (an FIR) when you can FIRE a rifle?’

Then, there is the power structure of regional, caste or communal dominance in various belts: in eastern UP, for example, a Jat leader gains political prominence only after he (rarely she) is able to terrify Muslims and Jatavs (two separate vote-banks) or vice versa; in the adjoining belt, a Yadav leader’s rise to power is proportional to how many police personnel or officers he has publicly slapped or humiliated; further west, the script is similar – a small-time criminal takes up arms against either the “oppressive police” or the dominant upper caste lord, and then sets oneself into a Bahubali cast who brooks no opposition. Railways, public works contracts, and extortion money fund these goons. After a point, they either join politics or get killed after losing relevance for their political masters.

Sri Prakash Shukla and Vikas Dubey felt political power was beneath them. Raja Bhaiyya, Mukhtar Ansari and DP Yadav joined politics, even jumped ships to stay afloat and are therefore are alive and operational today. It is not that the latter three had any less criminal cases to their ledger.

Raja Bhaiyya was booked under terrorist act, charged with the murder of a DSP, Zia Ul Haq, and was rumoured to have even thrown his rivals to a pond full of crocodiles in his native village. Yet, he was rewarded by the Samajwadi Party with a cabinet portfolio of Jail Ministry (there were 46 criminal cases against him at that time).

Mukhtar Ansari, a dreaded don of eastern Uttar Pradesh who was accused of running numerous extortion and contract rackets, secured political protection with a Bahujan Samaj Party ticket and by winning Mau legislative Assembly seat for record five times. Even when he was expelled from the party after being charged with killing BJP legislator Krishnanand Rai, he formed his own party Quami Ekta Dal which was later merged with BSP as “ghar- wapasi”.

The case of DP Yadav is no less illustrative. Starting as a bootlegger to having monopolized liquor mafia in Ghaziabad (in close proximity to the National Capital) and adjoining areas of western Uttar Pradesh, Yadav joined politics after he was named in a hooch tragedy that took 350 lives in early 1990s. He joined Samajwadi Party, Janata Dal, later Janata Dal (Secular), even Bharatiya Janata Party for a brief spell, and finally Bahujan Samaj Party. He has represented both state assembly and Lok Sabha, and has survived any “encounter”.

What do these stories tell us? That crime and politics make a heady cocktail in Uttar Pradesh. Add police to this and you have an unholy, all-superior trinity which can bypass even the court of law. A state’s job is to establish the rule of law, not by unleashing extra-judicial delivery of justice but with better education, a competent constabulary, transparent platform for public grievance, better administrative presence and a responsive system. But in UP, where the state head himself carries a long-running criminal history — many of which he got dismissed after being sworn in as chief minister — this would be asking for too much.

As of now, the Uttar Pradesh police has publicly displayed its unabashed disrespect for the law. And considering Chief Minister Adityanath Yogi’s “free hand” to the police in dealing with criminals, it is likely to set off another round of extra-judicial killings. The aim apparently is to replace ‘Goonda Raj’ with ‘Police Raj’, mirror images of one another. And unless there is a public movement by the civil society, human rights groups, conscientious citizens and the media to force the government for a course correction, this Police Raj will continue to deal one body blow after another to the democratic system as enshrined in Indian Constitution.

Gangster Vikas Dubey Tried To Flee, Killed: UP Police

Kanpur encounter main accused Vikas Dubey, who was injured in an encounter with the police, died on Friday, the police said.

“Gangster Vikas Dubey arrested for killing eight policemen is dead,” confirmed the police.

According to SP Kanpur West Anil Kumar, gangster Vikas Dubey attempted to flee after the car overturned. Dubey attempted to flee by snatching pistol of the injured policemen. However, he was shot in the retaliatory firing.

“Vikas Dubey attempted to flee by snatching pistol of the injured policemen after the car overturned. Police tried to make him surrender, during which he fired at the policemen. He was injured in retaliatory firing by police. He was later rushed to the hospital,” SP Kanpur West told reporters here.

Dubey, the main accused in the Kanpur encounter was arrested by the police in Ujjain on Thursday morning. He was on the run for the last six days and had come to Ujjain to offer prayers at Temple, where he was identified by a security guard at the shrine.

The gangster is the main accused in the encounter that took place in Bikru village in Chaubeypur area of Kanpur last week, in which a group of assailants allegedly opened fire on a police team, which had gone to arrest Dubey. Eight police personnel were killed in the encounter.

Dubey managed to escape after the killing. The Uttar Pradesh police launched a hunt for him and raised the bounty on him to Rs 5 lakh.

Bahua Dubey and Prabhat Mishra, close aides of the main accused, were killed in separate encounters in Etawah and Kanpur respectively, on Thursday.

The main accused’s other aide Shyamu Bajpai was arrested by the Chaubeypur police following an encounter. He carried a reward of Rs 25,000, the police informed on Wednesday. Earlier the same day, Uttar Pradesh’s Special Task Force (STF) gunned down Vikas Dubey’s close aide Amar Dubey in Hamirpur district. (ANI)

Killer Of 8 Cops, Vikas Dubey Arrested From MP Temple

Madhya Pradesh Home Minister Narottam Mishra called the arrest of the Kanpur encounter main accused Vikas Dubey, as “a big success for the police” and called him a “cruel killer”, here on Thursday.

“It is a big success for the police, Vikas Dubey is a cruel killer. The whole of Madhya Pradesh’s police was on alert. He has been arrested from Ujjain’s Mahakal temple. We have informed the Uttar Pradesh Police regarding the same,” Mishra told ANI.

Ujjain District Collector said that the Kanpur encounter accused was spotted at the temple before the arrest.

“Vikas Dubey was going to Ujjain’s Mahakal temple when he was identified by security personnel. The police were informed, he confessed about his identity after being pushed for it,” said Ashish Singh, Ujjain Collector while speaking to ANI.

He further added that the accused has now been apprehended and further questioning is currently underway.

Dubey Surrenderd Or Arrested? SP Raises Questions

After reports that Vikas Dubey, the main accused in Kanpur encounter case, was apprehended by the Madhya Pradesh Police from Ujjain, Samajwadi Party President Akhilesh Yadav has raised questions regarding his detention and asked the government to clarify on whether it was an arrest or a surrender.

“We hear that the main accused of the Kanpur case is now in police custody. If true, then the government should clarify whether this was surrender or arrest. Also, his call records should be made public so the real nexus can be exposed,” Yadav tweeted (translated from Hindi).

India, China Disengage In Hot Springs Area At LAC

The disengagement process between armies of India and China at three friction points along the Line of Actual Control (LAC) in Eastern Ladakh has been completed as on Thursday, the Chinese troops moved back by around 2 kilometres in the Hot Springs area.

Disengagement between India and China completed at Patrolling Point 17 (Hot Springs) today. With this, disengagement complete at PP-14, PP-15 and PP-17. Chinese Army thinning out in Finger area, Indian Army sources said.

The Chinese troops moved back under the mutual disengagement agreement by two kilometres from the friction points at the PP-14, PP-15 and PP-17 and PP-17A areas.

The Indian Army has also moved back from these areas by almost equal distance from areas which were its patrolling points till May first week when the Chinese started building up along the LAC.

The disengagement has been done by both sides as they want to avoid any further clash like the one on June 15. After the disengagement process is completed, the two armies are likely to hold further talks to take the process further.

India and China have agreed that it was necessary to ensure at the earliest the complete disengagement of the troops along the LAC and de-escalation from India-China border areas for full restoration of peace and tranquillity.

Special Representatives of India and China on the Boundary Question — National Security Advisor Ajit Doval and Chinese State Councillor and Minister of Foreign Affairs Wang Yi — had a “frank and in-depth exchange” telephone conversation on Sunday during which they agreed that both sides should complete the ongoing disengagement process along the LAC expeditiously, according to a statement by Ministry of External Affairs released on Monday.

They re-affirmed that both sides should strictly respect and observe the LAC and should not take any unilateral action to alter the status quo and work together to avoid any incident in the future that could disturb peace and tranquillity in border areas.

The Chinese Army has moved back tents, vehicles and troops by 1-2 kilometres from locations where disengagement was agreed upon at Corps Commander-level talks, Indian Army sources said on Monday.India has also moved 1-2 km from the location.

However, Chinese heavy armoured vehicles are still present in the depth areas in the Galwan river area.The Indian Army is continuously monitoring the situation with caution, Army sources informed. (ANI)

No Community Spread Of Covid-19 In India: Centre

The Union Health Ministry on Thursday said there is no community transmission of COVID-19 in India yet.

While speaking in a press conference, Rajesh Bhushan, Officer on Special Duty (OSD), Ministry of Health said, “There is no community transmission yet, there are localised outbreaks. A total of 49 districts of the country account for 80 per cent COVID-19 cases,”

Bhushan said the World Health Organization (WHO) has also not provided any standard definition of the localised outbreak and community transmission.

Speaking about the “the virus may be airborne” he said, “It is a dynamic and evolving situation; we are keeping abreast with the information coming from WHO headquarters on this aspect.”

Meanwhile he said, “In near future, ICMR (Indian Council of Medical Research) is planning a follow-up seroprevalence study pan India to the earlier sero-surveillance that they had done for mid-April infections.” (ANI)

MHA Panel To Probe 3 Trusts Linked To Gandhi Family

The Ministry of Home Affairs on Wednesday announced that it has set up an inter-ministerial committee to probe various violations by Rajiv Gandhi Foundation, Rajiv Gandhi Charitable Trust and Indira Gandhi Memorial Trust.

“MHA sets up inter-ministerial committee to coordinate investigations into violation of various legal provisions of PMLA, Income Tax Act, FCRA etc by Rajiv Gandhi Foundation, Rajiv Gandhi Charitable Trust & Indira Gandhi Memorial Trust. Spl. Dir of ED will head the committee,” Home Ministry said.

Recently, BJP President JP Nadda had alleged that Rajiv Gandhi Foundation received fund from various government PSUs.

On June 27, Nadda alleged that the money received in PM National Relief Fund (PMNRF) between 2005-2008 was diverted to Rajiv Gandhi Foundation (RGF).

Addressing a press conference, he launched a scathing attack on Congress party and alleged that under the UPA regime, many Central Ministries, and PSUs were forced to give money to the RGF.

“During the UPA regime, various central ministries and PSUs like SAIL, GAIL, SBI, others were pressurized to give money to the Rajiv Gandhi Foundation. RGF took hefty donations from major Indian corporates, but their rhetoric was for the poor people. Wasn’t this quid pro quo of the purest form?” said Nadda.

“Why did the PMNRF money, which is meant to serve the people and provide relief to them, went to the Rajiv Gandhi Foundation between 2005-2008? The people of our country want to know the answer,” he added.

Congress Decries Probe Into Trusts, Calls It Witch-hunt

Congress leader and former union minister Renuka Chowdhury has hit out at the BJP-led government over the decision to constitute an inter-ministerial committee to coordinate investigations into “violation of various legal provisions” by Rajiv Gandhi Foundation, Rajiv Gandhi Charitable Trust and Indira Gandhi Memorial Trust.

Expressing shock at the decision, Chowdhury said “witch-hunt” against the Gandhi family appears to be the priority of the government.

“I am a little baffled and disturbed that country does not count the people who are dying because of COVID, their deaths do not matter but witch-hunting Gandhis is the national priority. Just imagine,” Chowdhury told ANI.

“I do not understand what national priorities are. On one side, the nation is reeling with COVID-19, dead bodies are piling up, diagnosis is not known, the real number is not known. The country is erupting with both fear and insecurity,” she said.

Chowdhury said the country was facing several other problems including unemployment.

“There are floods in certain areas, the cyclone has severely affected some other areas of the nation. China is getting aggressive and snapping at us, but national priority is constituting an inter-ministerial committee to look into the trust matters,” she said.

The Home Ministry has set up an inter-ministerial committee “to coordinate investigations into violation of various legal provisions of PMLA, Income Tax Act, FCRA etc” by Rajiv Gandhi Foundation, Rajiv Gandhi Charitable Trust and Indira Gandhi Memorial Trust.
