US Experts Point Out 2 New Political Movements In Pak

Pakistan has seen the emergence of two major new political movements — Pashtun Tahafuz Movement (PTM) and Tehreek-e-Labbaik Pakistan (TLP) — but both have had different experiences from the public and the government.

PTM is a civil society group comprising mainly of ethnic Pashtuns living in Pakistan’s tribal areas, Khyber Pakhtunkhwa and Balochistan provinces, and parts of Karachi. Meanwhile, TLP is a religious political party.

According to an article titled ‘In Pakistan, a Tale of Two Very Different Political Movements’ by Michael Kugelman and Adam Weinstein published in Lawfare, an American blog, while both the PTM and TLP has managed to attract thousands to their rallies, the views, experiences and likely trajectories of the two political movements could not be more different.

With regard to the PTM, the Pakistan state has always been harsh. Though initially, the government would resort to arrest and placing travel restrictions on the PTM leaders and supporters, from 2019 under Imran Khan government the PTM protesters were being killed, it noted.

“In May 2020, PTM leader Ali Wazir’s brother Arif Wazir was gunned down in South Waziristan. And on December 16, Ali Wazir was arrested in the city of Peshawar after being accused of “criminal conspiracy” and making ‘derogatory remarks against state institutions’,” it said.

Meanwhile, TLP, which was formed long before the PTM, “has not experienced nearly the amount of backlash that the PTM has suffered in the last three years”.

According to Lawfare, “The main reason for this discrepancy is that TLP’s signature enjoys much more support countrywide than the PTM’s. Support for the religious blasphemy laws, which are ingrained in Pakistan’s legal framework, has been at a mainstream position among the Pakistani public for decades.”

Meanwhile, the PTM calls for “greater rights for Pashtuns–an ethnic community that faces considerable discrimination in parts of Pakistan” and also criticises the Pakistan Army in a “withering, even violent, fashion”.

According to the authors, the biggest critics of PTM are the urban Pashtuns, who hold senior posts in Pakistan’s military and government. They claim that the Pashtuns are not “marginalized by the state”.

Moreover, the PTM’s critics have named the group as an “unacceptable and treacherous threat” for making statements like “We urge the soldiers to disobey the generals … they will get you killed for their dirty games” by PTM leader Manzoor Pashteen.

Citing another reason for the difference in perception of the public towards PTM and TLP, the authors said, “Explanation to account for the differing experiences of the PTM and TLP in Pakistan is simple: The former is perceived as a greater threat by the powers that be. The PTM directs sharply worded criticism of the military, an institution that is not accustomed to such treatment. TLP, conversely, focuses its vitriol on religious minorities and alleged blasphemers. Its messaging rarely attacks the state directly.”

Despite such criticisms, the authors highlighted that “it is the political fault lines around ethnic Pashtuns who strongly support the PTM that arguably worry the Pakistani state the most”. This is mainly due to the support given by Afghan Pashtun figures, including from Afghan President Ashraf Ghani.

On the future of Pakistan amid the presence of PTM and TLP, the authors have noted, “Despite performing poorly at the polls, religious parties will continue to influence Pakistan’s laws and public life by building coalitions, allying with mainstream political parties and, when necessary, wielding influence from the streets. Many of these groups are happy to work within the framework of Pakistan’s constitution and view themselves as embracing democracy, albeit an illiberal version.”

“Ethnic discontent will also continue to simmer but is unlikely to boil over into mass revolt or garner much sympathy outside a few liberal circles,” the authors added. (ANI)

Govt To Hold Second Mock Drill Of Vaccination On Jan 8

Ahead of the COVID-19 vaccine rollout, a second dry run will take place on January 8 across all districts of the country, except in Uttar Pradesh and Haryana, the Ministry of Health and Family Welfare said on Wednesday.

While Uttar Pradesh has already conducted the dry run in all districts on January 5, Haryana is scheduled to organise the same on January 7.

Union Health Minister Dr Harsh Vardhan will also meet Health Ministers of all the states/Union Territories (UTs) on Thursday to guide States/UTs on the conduct of dry run.

“As a simulation of actual execution, another round of dry run/mock drill in all 700+ districts of all States/UTs is planned on January 8, 2021 to ensure efficient planning and management for vaccine delivery in each district of all States/UTs,” the Ministry said.

Each district will identify three types of session sites, similar to the previous dry run including a public health facility (District Hospital/Medical College), private health facility, and rural or urban outreach sites.

The Ministry said that around 1.7 lakh vaccinators and 3 lakh vaccination team members have been trained on the process to be followed at the vaccination sites which include beneficiary verification, vaccination, cold chain & logistics management, bio-medical waste management, AEFI management, and reporting on Co-WIN software.

The first dry run of the vaccination drive took place across 125 districts covering all States/UTs on January 2. The dry run was also conducted to familiarise the state, district, block, and hospital-level officers on all aspects of the COVID-19 rollout.

The dry run was aimed at testing the laid out mechanisms for COVID-19 vaccination roll-out in the health system and to assess operational feasibility of using Co-WIN application in a field environment for planning, implementation, and reporting at the block, district, and state level.

COVID-19 vaccines of Serum Institute of India and Bharat Biotech have been granted permission for restricted use in emergency situations, said Drugs Controller General of India (DCGI) on Sunday.

Punjab Chief Minister

Solution To Farmers Protest Must Be Found By PM: Capt

Backing the agitating farmers who are demanding the withdrawal of the farm laws, Punjab Chief Minister Amarinder Singh on Wednesday said the solution has to be found at the level of the Prime Minister, adding that maintaining the law and order in the state is his government’s paramount duty and he will not allow any mess in the state.

“The solution has to be found at the level of Prime Minister (Narendra Modi). He (PM Modi) must sit with his ministers and Home Minister and come to a solution. It has to be found by the Prime Minister finally,” Amarinder Singh said while speaking to ANI about the ongoing farmers’ protest.

“Maintaining the law and order in the state is my duty and I will not allow any mess. I have seen Operation Blue Star, time of terrorism, the assassination of the Chief Minister. Pakistan is daily sending drones – where to? They are either spotted in Punjab or Kashmir,” he added on the law and order situation arising due to protests.

“It is the duty of the government to respond to the people of the country. I feel that farmers have made their stand very clear that the laws should be repealed,” said Punjab CM.

Stating that “no law has that sanctity which can’t be touched,” Amarinder Singh said, “the Constitution has been amended over 100 times since it was introduced in 1950. So why is it that this law can’t be amended and you just have to withdraw it?”.

Extending his full support to the ongoing farmers’ protest at the Delhi border, Punjab Singh said, “Farmers have every right to protest. My sympathy is 101 per cent with the farmers, there are old men and women sitting and protesting at the borders (Delhi border). Till last reports, 55 farmers had died — they are sacrificing their lives.”

Over farm union’s demand to withdraw the agriculture laws, he said, “If farmers are saying to withdraw the laws, you can withdraw laws and can talk to farmer’s committees to bring whatever laws you want later on. But to bring peace to the state & bring farmers home, repeal the laws as they are demanding it.”

So far, several rounds of talks have been held between the Central government and the unions. Meanwhile, despite rains and the ongoing cold wave across North India, farmers agitating against the Centre’s farm laws stood strong at the borders of the national capital and continued their protest.

The farmers’ protest at the borders of Delhi entered its 42nd day today against the newly enacted farm laws — Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Act, 2020, the Farmers (Empowerment and Protection) Agreement on Price Assurance, and Farm Services Act, 2020, and the Essential Commodities (Amendment) Act, 2020. Published A Collection of Pandemic-Related Cartoon

‘As A Cartoonist, I Must Question The Establishment’

Satish Acharya, who recently published a collection of his pandemic-related cartoons titled Go Corona Go, says it is his duty to question the rulers of the day; who occupies the chair is immaterial

It is part of my job as a cartoonist to use humour to drive home a point. Cartoons may not lead to revolution in society, but they will slowly and definitely shape the reader’s opinion. Cartoons critique, educate, and also throw light on another perspective of news.

Cartooning is my ideology. My belief is, as a cartoonist I have to keep questioning the establishment, the government of the day. Who occupies the chair is immaterial for me. By drawing a cartoon, I might end up offending one section or another. But it’s only a side effect of this wonderful profession. Because of social media, the outrage or intolerance against cartoon can be targeted in an organised manner. To survive here without being affected, you need to ignore the negativity.

My book Go Corona Go wasn’t planned, just like the life after Corona. The extent of human suffering, the anxiety of the unknown and the scars of the lockdown on human lives resulted in hundreds of cartoons during this pandemic. The book has bundled them together. It is an effort to document this phase of life. Hopefully a few decades later, people will get a glimpse of this scary period, through my cartoons.

Some of the cartoons published in Acharya’s book Go Corona Go

I mostly draw on political news, but I’m also fascinated by cricket and filmy news. You keep following news, opinion, perspectives looking for a spark for an idea.

I was fascinated by the art of cartooning since school days, but I never thought of taking up cartooning as vocation. Hailing from a lower middle class family, I knew the importance of education to get into a good job. So, while cartooning remained a hobby, the focus was on studies.

Only after coming to Mumbai with an MBA for a lucrative job, I realised that cartooning can be a professional choice. So, the journey in two boats began, which resulted mediocre efforts, both in my MBA job as well as in cartooning.  So, I had to make a choice. I chose cartooning.

It was the toughest phase of my life, even struggling to survive in Mumbai with almost no work. After ten years of struggle to get a break, Mid-Day happened in my life. I began my career with Mid-Day as an illustrator/designer, but gradually my cartoons found place in the paper.

Cartoonist is a demanding profession in India now. Till you establish yourself as a good cartoonist, this profession will keep questioning your choice. Your persistence will be tested. It might even drag you to the brink of giving up.

But if you’re ready to support your passion with hard work, there’s very little competition. You’re your own competition. With the popularity of social media and portals, opportunities are opening up for cartoonists. There’s no boundary for cartoons in digital age. Newspaper is restricted to geographical or sometimes ideological boundaries. But on the web, you have an edge.  You just need to believe in your ability.

There are many cartoons which I liked. I am always excited about the ideation process. So a great idea fulfills me creatively. I am fond of the cartoon I had done when AAP won second term in Delhi. Also I am proud of the cartoon I had done regarding farmers’ protest.

RK Laxman, Mario were my initial idols. I look at my profession as a journey and I keep learning from cartoonists from different generations and different languages. I look to learn from younger cartoonists too.

US To Supply Indian Navy Guns From Its Own Inventory

By Ajit K Dubey

Military ties between Indian and American defence forces are growing further in the middle of a conflict with China as the US Navy would be providing three 127 medium caliber guns from its own inventory to urgently equip warships of the Indian Navy as part of a Rs 3,800 crore deal.

India has issued a Letter of Request to the US government for acquiring 11 127 mm medium caliber guns which are to be equipped on the large-size warships of the Indian Navy including the Visakhapatnam-class destroyers.

As per the new plan, the LoR issued to the American administration and the first three guns to be provided to the Indian Navy would be from the American Navy inventory so that the Indian warships are fully equipped at the earliest, government sources told ANI.

Once the production of the new guns starts in America and they are ready to be delivered, the American Navy guns on Indian warships would be replaced by fresh ones. The medium caliber guns would be a new entry into the Indian Navy and would be an upgrade on the existing weapons of a similar class in the maritime force.

The Indian Navy has developed a very close working relationship with its American counterpart as a majority of the new acquisitions of the force are coming from the US.

The Russian equipment in the force including the surveillance planes have been replaced by the P-8I aircraft. The multirole helicopters are also coming from the US as the SeaKing choppers would be replaced by the MH-60 Romeos.

The American Predator drones have also been leased by the Navy from the American firm General Atomics and more such unmanned systems are expected to come as part of a triaervice deal between the two sides.

India and America are also discussing the possibility of a sale of F/A 18 fighter planes and they were offered by the American government during the recent two plus two meetings between the two countries. (ANI)

Protesting Farmers Make Their Tents Waterproof Amid Rain

Though regular life in the national capital was disturbed by rains in the last few days, but it failed to dampen the spirit of the protesting farmers at the borders. To protect themselves from rains they have made tents waterproof at Singhu border.

There was heavy rainfall for the past few days in the capital city, which resulted in waterlogging and long traffic congestion in various parts of the city. The adverse effects were also witnessed at Singhu border where farmers have been protesting for over a month now.

Farmers were troubled due to constant rainfall as many of their tents collapsed while some started leaking. They made their tents waterproof by covering them with plastics to avoid any kind of inconvenience.

The farmers are continuing their protests after the talks between them and the Centre remained inconclusive on January 4. They are pushing the government to repeal the farm laws while the government is suggesting for only amendments in them. (ANI)
