Rise In Population Hurdle In Development: Yogi

Increasing population can be a hurdle in way of the development said Uttar Pradesh Chief Minister Yogi Adtyanath on Sunday as he unveiled the state’s Population Policy 2021-2030 on the occasion of World Population Day.

He further added that every community has been taken care of in Population Policy 2021-2030.
Emphasising on the need to reduce infant and maternal mortality rate and asserting the importance of population stabilisation for hindrance-free development of the state, he said.

“This concern has been expressed from time to time all over the world. An increased population can be a hindrance to development. It has been discussed for four decades now. The countries which took it seriously, those countries have developed.”

Terming poverty as a ‘big curse’, Adityanath mentioned that Uttar Pradesh is the most populous state in the country, adding that to ensure prosperity, a new population policy needs to be established in the state.

“Today Uttar Pradesh also needs to establish a new population policy. Poverty is a big curse. Being the most populous state in the country, we have to think now. Through this prosperity is possible,” said the Uttar Pradesh Chief Minister.

Stating that the total fertility rate in the state declined from 3.6 in 2016 to the present 2.7, Adityanath said that a gap between two children is necessary, adding that not only mother and child but each and every section of the society needs to be linked with population stabilisation.

“In 2016 the total fertility rate (TFR) was 3.6, today it is 2.7 at the state level. The difference between two children is necessary. It is necessary to reduce infant and maternal mortality. Population stabilisation is necessary. It has to be linked with mother and child. We need to connect every section of society with it. All the departments related to the government will implement the new draft effectively,” added the Uttar Pradesh Chief Minister.

Uttar Pradesh Law Commission chairman Aditya Nath Mittal had on Saturday said that under the proposed population control bill in the state, any couple who would follow the two-child policy will receive perks from the government.

The state’s Law Commission has released the first draft of the proposed ‘UP Population (Control, Stabilization and Welfare) Bill, 2021’ in the public domain and invited public suggestions by July 19.

“State Law Commission has given a proposal for population control and welfare. We have proposed that any couple that follows the two-child policy will be given all government benefits. They will be able to avail all government welfare schemes,” Mittal told ANI. (ANI)

Enabling Visually Challenged Voters

Section 11 of the Rights of Persons with Disabilities Act, 2016, states that the Election Commission of India and the state election commissions shall ensure that all polling stations are accessible to persons with disabilities and all materials related to the electoral process are easily understandable by and accessible to them. The Act was made to give effect to the United Nations Convention on the Rights of Persons with Disabilities and for matters connected therewith or incidental thereto. The Convention on the Rights of Persons with Disabilities is an international human rights treaty of the United Nations intended to ensure full and effective participation and inclusion of persons with disabilities in society.

According to the Strategic Framework on Accessible Elections adopted on July 4, 2018 in the National Consultation on Accessible Elections, the Election Commission is committed to building an equal access framework for persons with disabilities supported by the fundamentals of responsiveness, respect and dignity to enhance elector confidence among them; and support initiatives for improved service offerings to enhance their electoral participation. The Election Commission recognises the use of accessible technological tools for facilitating persons with disabilities of different categories to cast their votes.

Yet, persons with disabilities have been fighting for long for their right to vote on par with other citizens. There are about 2.68 crore disabled persons in India, out of whom about 50 lakh are visually challenged. Voters with disability in seeing are still able to cast a vote at an election booth with the assistance of a companion. An assisted vote, while not a secret and independent one, still allows such voters to participate in the electoral process. However, in the present system of voting through EVMs, there is no way of knowing if the assisting person has indeed cast his/her vote for the candidate picked by the voter with disability in seeing.

For the convenience of voters with disability in seeing, there is Braille signage on the balloting unit of EVM. On the right side of the balloting unit along the candidates’ vote button, digits 1 to 16 are embossed in Braille signage for the guidance of such voters. However, a voter with disability in seeing can press a button but cannot ascertain the actual voting. The voter is not sure whether his/her vote is recorded or not, if recorded, whether it is recorded in favour of the candidate to whom it was intended or not. Moreover, not every person with disability in seeing understands Braille.

Voter Verifiable Paper Audit Trail (VVPAT) is an independent system attached with the Electronic Voting Machines (EVMs) that allows the voters to verify that their votes are cast as intended.  However, there is no such facility by which the voters with disability in seeing can verify their voting. There is a need to provide a system by which the voters with disability in seeing can get immediate audio verification of their cast votes.

Image Text to Speech Conversion Device

The basic idea of the proposed stand-alone real-time system is to capture the image of the paper slip generated by the printer in VVPAT, extract text from it and convert the text into speech that can be listened to through the headphones.

The ITTS device consists of four main components: camera, programmable system (optical character recognition software and text-to-speech engine), headphones and battery. As the optical character recognition software can not recognise and convert the image of the symbol of the candidate printed on the paper slip in VVPAT into text, the name of the symbol needs to be loaded in the VVPAT machine along with the serial number, the name of the candidate and the image of the symbol.

The ITTS device shall be fixed inside the VVPAT machine in such a way that the voters’ clear view through the transparent window of the VVPAT remains unobstructed and the printed paper slips displayed for seven seconds in VVPAT come within the field of view of its camera lens. Externally, it requires a set of headphones with volume controls in them.

Upon entering the booth, the voter puts on the headphones. When a vote is cast, a paper slip is printed in the VVPAT containing the serial number, the name of the candidate and the image and name of the symbol of the candidate and remains exposed through a transparent window for seven seconds. The ITTS device captures the image of the paper slip using its camera. The extraction of the text from the image is done by optical character recognition software and the process of converting text to speech is done by the text-to-speech engine. The audio output is then listened to through the headphones. It states the serial number, the name of the candidate and the name of the symbol of the candidate. The voter listening at the headphones can instantly verify that his/her vote is cast as intended. Thereafter, the temporary files created in the ITTS device during this process get eliminated automatically creating space for new files.

The proposed stand-alone system is not vulnerable to manipulation. The manufacturers of EVMs (Bharat Electronics Ltd. and Electronics Corporation of India Ltd.) are capable of making inexpensive and efficient image text to speech conversion (ITTS) devices using current technologies.

Voting is an act of expression which has immense importance in a democratic system. With an intent to have fullest transparency in the electoral system and to restore the confidence of voters with disability in seeing in the EVMs, it is necessary to provide them the facility to verify their voting. It is the voters themselves who must consider their voting experience to be a success. To have confidence in the outcome of an election, they must believe that they successfully used the voting system. Without this belief, the outcome of the election may be questioned.

Therefore, in order to empower the voters with disability in seeing to verify their cast votes, the Election Commission of India should incorporate a system of “image text to speech conversion” in the Electronic Voting Machines.

India Evacuates Staff From Kandahar Consulate

Due to the deteriorating security situation in Afghanistan’s Kandahar, some staff of the Indian embassy has been evacuated, said diplomatic sources on Sunday.

Meanwhile, the emergency services of the consulate remain operational. However, diplomatic sources stated that reports of shutting of Indian Consulate in Kandahar, Afghanistan are incorrect. And the mission remains functional, they added.

India had earlier hinted that it will bring back its nationals and officials from Afghanistan if the security situation worsens as the Taliban is making advances and capturing more provinces.

“With the Afghan security situation deteriorating, plans have been discussed for bringing back our citizens and officials present in different parts of that country and multiple agencies are in discussion for this purpose,” sources had earlier told to ANI.

India has its embassy in Kabul along with the consulates in Kandahar and Mazar where it has over 500 staff deployed.

Two consulates in Herat and Jalalabad had ceased operations earlier there.

The country, which has had a big presence in Afghanistan since the fall of the Taliban in 2001 following the US invasion, has been helping the successive governments there including the members of the northern alliance who have been friends with India for a long time.

Describing the security situation in Afghanistan as fluid and deteriorating, the Afghan envoy to India Farid Mamundzay has said the Taliban need to cease violence and there should be an end to the bloodshed.

“More than 200,000 Afghan civilians are displaced already. There is an active fight going on between Afghan forces and Taliban fighters in 200 districts out of a total of 375. There is also trouble in 18 border districts that share a border with several countries Tajikistan, Uzbekistan and Iran,” the envoy said.

Considering that the complete withdrawal of US troops from Afghanistan will end in August, the Taliban have been capturing newer districts and areas at a lightning speed and the Afghan government forces are also fleeing from a number of places there.

India has worked immensely for the redevelopment of Afghanistan and helped it to construct Parliament building along with several roads connecting important cities of the war-torn country. (ANI)

Singapore PM wears turban during Gurudwara inauguration, greets people with Sat Sri Akaal

The Prime Minister of Singapore Lee Hsien Loong recently created a buzz on Twitter with his Sikh attire during the inauguration of the Silat Road Sikh temple in Singapore. A glimpse of the event, shared on Twitter, by Parminder Singh shows Loong wearing a turban and greeting the guests.

Wearing a white Sikh turban, Prime Minister Lee, who attended the inauguration ceremony of Silat Road Sikh Temple which was renovated during the pandemic, greeted the community members with a “Sat Sri Akal”. Prime Minister Lee said that places of worship.

Prime Minister Lee said that places of worship, including the Silat Road temple and other Gurdwaras, have had to cope with disruptions brought about by the pandemic.

“it has been a trying for the worshippers,” he noted.

Gurdwaras, along with other places of worship, have adapted to the various Covid-19 pandemic management measures such as by live-streaming services si hat devotees can still be part if a congregation, he said.

The response for the Sikh community has been incredible as some have said they are thrilled to see a world leader be so inclusive and see the world as one.

VHP Opposes Population Control Bill In UP, Fears ‘Imbalance’

The second part of the proposed population control bill in Uttar Pradesh which specifies more benefits for a couple having only one child will create an “imbalance in the ratio of Hindu and Muslim populations”, said the International working president of Vishwa Hindu Parishad (VHP) Alok Kumar on Saturday.

Speaking to ANI, Kumar said, “We welcome the government’s move of bringing a law regarding population because the population is increasing like an explosion in the entire country. There is a consensus in the whole society about controlling the population growth.”

But the VHP leader raised concerns against the second part of the proposed bill where it says that a couple having only one child will get some more benefits. He suggested that this provision might create a population imbalance among Hindus and Muslims.

“The first part of this bill mentions that a couple having two children will get the benefit of government facilities. But, in the second part, it has been said that the couple having only one child will get some more benefits. We object to this part because it will create an imbalance in the ratio of Hindu and Muslim populations. The government should think again about this because it leads to negative growth in population,” he stated.

The UP Law Commission chairman informed that the new bill has provisions to debar people, who have more than two children, from benefitting government schemes.

Asked if Champat Rai would be removed from Shri Ram Janmabhoomi Trust, Alok Kumar said “Govind Dev ji had taken chartered accountants and lawyers with him to investigate the allegations against Shri Ram Janmabhoomi Trust. Each sale deed has been carefully checked and we are satisfied that all the land purchased has been purchased with sufficient care.”

“We have benefited from Champat ji’s experience. There is not a single case due to which a finger can be pointed at Champat ji. For this reason, there is no question to replace Champat ji,” he added.

Kumar further said that the trust will decide who will be the trustee in Shri Ram Janmabhoomi Trust. “The Central Government has no right to make any trustee or make a member, it is clearly written in the trust deed.” (ANI)

Farmers To Protest Before Parliament From July 22

Bharatiya Kisan Union leader Rakesh Tikait on Saturday informed that from July 22 onwards, 200 people will hold protests near Parliament, in view of the ongoing farmers’ protests.

While speaking to ANI, Tikait said, “If the Centre wants discussion on farm laws, we’re ready for talks. But, if talks do not happen or reap fruitful results, then from July 22 onwards, 200 of our people will hold protests near Parliament.”
Tikait on Thursday said the farmers are ready to talk with the government on the farm laws but made it clear that the discussions should be held without conditions. Tikait was responding to Union Agriculture Minister Narendra Singh Tomar’s remarks where he said the government is ready to hold talks with the protesting farmers to discuss other options.

Speaking about this year’s Republic Day incident, Tikait today said, “We did not said that we’ll take up issue of new farm bills at United Nations. We’d responded to a question over January 26 incident. Is there any agency here that can conduct an impartial investigation? If not should we take this matter to the UN?”

On Republic Day, protestors did not follow the prearranged route and broke barricades to enter Delhi, clashed with police, and vandalised property in several parts of the national capital during the farmers’ tractor rally. They also entered the Red Fort and unfurled their flags from its ramparts.

Farmers have been protesting at different borders of the national capital since November 26 against the three newly enacted farm laws — Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Act, 2020; the Farmers Empowerment and Protection) Agreement on Price Assurance and Farm Services Act 2020 and the Essential Commodities (Amendment) Act, 2020. J&K Govt Sacks 11 Employees For Terror Links

Eleven employees of the Jammu and Kashmir government have been sacked for terror links, sources said on Saturday. Among those dismissed are two sons of terror outfitt Hizbul Mujahideen founder Syed Salahudin.

The sources said that the designated committee in Jammu and Kashmir for scrutinizing and recommending cases, in its second and fourth meeting, recommended three and eight cases respectively for dismissal from the government service. The recommendations for dismissal were made by the committee under the relevant provisions of the Constitution.
The government sources said that three officials recommended for dismissal in the second meeting of the committee include an Orderly of ITI, Kupwara who was an overground worker of terror outfit Lashkar-e-Toiba. He was providing information to the terrorists about the movement of security forces and abetting and harbouring terrorists to carry out activities in a clandestine manner.

Two teachers from Anantnag District have been found involved in anti-national activities including participating, supporting and propagating the secessionist ideology of Jamat-Islami (JeI) and Dukhtaran-e-Millat (DeM).

The eight government employees recommended for dismissal in the fourth meeting of the committee include two constables of Jammu Kashmir Police who have supported terrorism from within the police department and provided inside information to the terrorists as also logistic support.

The sources said that Constable Abdul Rashid Shigan has executed attacks on the security forces.

Sons of most wanted terrorist and Hizbul Mujahideen founder Syed Salahudin has been axed. His sons Syed Ahmad Shakeel and Shahid Yousuf were also involved in terror funding.

The NIA tracked terror funding trials of both persons and they have been found involved in raising, receiving, collecting, and transferring funds through hawala transactions for terror activities of Hizbul Mujahideen.

Another government employee with terror link is Naaz M Allaie, an Orderly of the Health Department.

He is an overground worker of HM and has a history of direct involvement in terrorist activities. Two dreaded terrorists were harboured by him at his residence.

Two employees of the Education Department have been terminated. Jabbar Ahmad Paray and Nisar Ahmad Tantray were actively involved in furthering the secessionist agenda unleashed by the sponsors from Pakistan and are Jamat-e-Islami ideologists.

Shaheen Ahmad Lone, an Inspector of the Power Department, has been found involved in smuggling and transporting arms for Hizbul Mujahideen.

Sources said he was found travelling with two terrorists on Srinagar-Jammu National Highway carrying arms, ammunition and explosives in January last year.

Out of the 11 employees dismissed, four are from Anantnag, three from Budgam, one each from Baramulla, Srinagar, Pulwama and Kupwara.

Out of these, four were working in the Education Department, two in Jammu Kashmir Police and one each in Agriculture, Skill Development, Power, SKIMS and Health Departments. (ANI)

Bollywood actor Ananya Panday has partnered with ACP Sandeep Karnik, PSI Dattatray Dnyaneshwar Bhojane, and PSI Ajay Kashinath Patil of Mumbai Police’s Cyber Crime branch, to raise awareness about cyberbullying and discuss issues faced by the youth in the cyberspace.

During the virtual interaction, the actor asked the experts how can people strengthen their social media space. She also asked them how can youth prevent themselves from social media bullying and speak up against it.

Speaking about her experience, Ananya shared, “The conversation I had with the ACP Sandeep Karnik, PSI Dattatray Dnyaneshwar Bhojane, and PSI Ajay Kashinath Patil of Mumbai Police at the Cyber Crime branch was really insightful. Discussing the various aspects of cyberbullying and ways to keep social media profiles safe has helped me understand so much.”

She added, “Through this, our hope is that it helps all users of various social media platforms as well. It is really commendable the work they have been doing to keep cyberspace clean and safe, This interaction was another step we took to spread awareness about cyberbullying, coming from the officers themselves – the information is legitimate, verified, and accessible on our social media handle too now.”

Ananya recently extended the scope of her DSR ‘So Positive’, as she launched another initiative ‘Social Media for Social Good’, to hail good Samaritans who have used social media for the greater good of the society.

The actor launched the ‘So Positive’ campaign in 2019, to raise awareness against cyberbullying and spread kindness in the social media space.

‘I Lit My Mom’s Pyre Because It Was Only Fair To Do So’

When Ajmer-based Deepika Sharma lost her mother to a heart attack in 2016, she along with her younger sisters Jyotsana and Purnima performed her last rites, a role traditionally reserved for male members. Sharma empathises with actress Mandira Bedi who was recently trolled for performing the last rites of her husband

I felt both surprised and sad to see that even today amid so much awareness about gender equality, a celebrity like Mandira Bedi was trolled for performing the last rites of her late husband Raj Kaushal and her choice of clothes during cremation. Do these troll have any idea what it means to have lost a loved one.

In December 2016, I lost my mother to an unexpected heart attack. We are three sisters and when the time came to bid a final goodbye to my mother, not once did my father or any of us sisters think that we needed a male member or relative to perform the last rites.

I am proud to say that our extended family also stood by us, supported us and shared our grief during the emotional turmoil we were going through at that time. We know that traditionally women are not approved of lighting the funeral pyre of the deceased in families; in some cases they are not even allowed to enter the cremation spot. My question is: why?

Why should women be not allowed to participate in the last rites of a family member? Who has prescribed that these ritual are the responsibility of only male members? Why can’t women perform the funeral rites and light the pyre when it is them who are the caretakers of the family, often sacrificing their career and ambitions? Women have achieved parity with men in all the fields. Why should performing last rites be any exception then?

Come to think of it, are we doing the right thing by not letting a daughter or wife witness the last rites of her lost family members? Is it fair that a male member or a distant relative is roped in to light the pyre instead of the deceased’s own daughter or wife?

When we decided to take that step, we didn’t see it as breaking the stereotype. For us, this was the only fair thing to do: that is how our beloved mother’s last journey had to be. Our mother shared with us how she had been subjected to taunts for not begetting a male child. But she never made us feel any less and made sure that each one of us became able and independent.

We owe it to our mother. She was a woman of strong grit and determination. During her time, when working women were a rarity, my mother fought against all odds to take up a job. I must mention here that my father was a big pillar of strength in the family. If one’s partner stands by your side, there is nothing one cannot achieve. She could never be bogged down for not bearing a male heir because of my father’s love and support.

I am glad to see that the times are changing, slowly but certainly. There have been many cases that we get to read about and see around us where women too lit the funeral pyre of their parents and performed funeral rites breaking the stereotype.

I do not find anything wrong in following and believing traditions that are being passed on to us from our ancestors but when it comes to this particular one, I strongly feel  every woman be it a daughter or a wife deserves to be present during the funeral of her parents/ husband if she wishes to.
