Nepal’s Pokhara Airport Under China’s Belt-Road Radar

Ahead of the inauguration of Nepal’s new Pokhara airport, in a surprise announcement, the Chinese Embassy in Kathmandu has tweeted, “This (Pokhara airport) is the flagship project of the China-Nepal Belt and Road Initiative (BRI) cooperation,” writes Anil Giri, in The Kathmandu Post.

Notably, Nepal Prime Minister Pushpa Kamal Dahal on Sunday inaugurated the country’s third international airport.
“The Pokhara International Airport has been inaugurated today. With this, the city now is in connection with the international market,” Dahal announced.

The Chinese Embassy tweet comes at a time when Kathmandu reiterated that no project under Beijing’s Belt and Road Initiative has been signed and Nepal and China are working to finalize the text of project implementation under the BRI, reported The Kathmandu Post.

After Nepal and China signed the framework agreement on BRI in 2017, Nepal initially selected 35 projects to be undertaken under Chinese President Xi Jinping’s flagship connectivity project.

Later, upon Beijing’s request, the total number of projects was whittled down to nine with Pokhara airport off the list. The government signed a USD 215.96 million soft loan agreement with China in March 2016 for the construction of the new airport in the lake city, said Giri.

The loan agreement between the Civil Aviation Authority of Nepal and China EXIM Bank does not mention the BRI.

At least three officials from the Ministry of Foreign Affairs, Ministry of Finance, and Ministry of Tourism told the Post that loan negotiations for the project had begun before the BRI was conceptualized in China.

The Chinese Embassy’s claim, therefore, is their own interpretation, which the Nepali side does not own up to, they said, reported Giri.

Even when the project completion ceremony of the Pokhara airport was held in Kathmandu during Chinese Foreign Minister Wang Yi’s visit in March last year, there was no mention from either side of BRI in connection with the airport.

If the Chinese Embassy says that this airport is built under BRI, this is their definition, a foreign ministry official said. “What we have agreed as of now is that China will fund two other projects under the BRI.”

“Pokhara airport was conceived of long ago and as per our rather in-depth conversations with the Chinese side, it does not fall under the BRI framework,” the official added.

“But the thing is, now, all kinds of Chinese assistance either in the form of loan or grant, or any project undertaken or completed by the Chinese, are being defined as falling under the BRI. As per our definition, this particular project does not fall under the BRI framework.”

The previous Sher Bahadur Deuba government communicated to the Chinese side that Nepal does not want loans and preference would be given to grants considering the size and nature of Nepal’s economy said, Giri.

If unavoidable, a loan should come with the interest on par with a multilateral lender or not exceed one percent per annum. In most cases, the interest rate of projects under the BRI is two to four percent. The Deuba government also made clear that Nepal is not in a position to take commercial loans to fund the project, reported The Kathmandu Post.

The Nepali side is also looking for a similar arrangement for the repayment of loans under the BRI, extending the period to 40 years and beyond. Nepali officials have also called for fair and open competition among the bidders for BRI projects.

Speaking with journalists on April 22, 2022, outgoing Chinese ambassador Hou Yanqi said the BRI consists of both grants and commercial loans.

“It is based on a cooperative modality that includes grants and commercial cooperation,” she said.

Hou said that many of the projects that China is currently building in Nepal fall under the BRI framework.

“This (BRI) is a long project. The projects that are being constructed in Nepal under BRI have three modalities. First, it is like Gautam Buddha Airport in Lumbini where ADB has invested and Chinese contractors have worked. Second, the modality of Pokhara Airport where China’s commercial loans and grants are there and the construction company is also Chinese,” Hou said.

“And the third modality is like the Tribhuvan International Airport in Kathmandu. The responsibility of improving this airport has been given to a Chinese company and the cost will be borne by the Nepal government.”

In bilateral documentation, none of these projects has gotten grants or loans earmarked BRI, finance ministry officials said, reported The Kathmandu Post.

“Publicity is one thing but in documentation or while signing the loan negotiation or negotiating the projects, the Chinese side never said Pokhara Airport falls under the BRI,” the finance ministry official added.

The Chinese Embassy in its press note has further said, “The new airport is designed and built in accordance with the standards of China and the International Civil Aviation Organization, which reflects the quality of Chinese projects, symbolizes the national pride of Nepal, and becomes a remarkable sign for China and Nepal to jointly build the Belt and Road Initiative.”

“In March this year, State Councillor and Foreign Minister Wang Yi visited Nepal and attended the completion ceremony of the construction … of the airport. Several prime ministers of Nepal also visited and promoted the project construction,” the embassy said.

A joint secretary at the Ministry of Culture, Tourism and Civil Aviation said that loan negotiations for the project had begun in 2008, ruling out the BRI component in the airport.

Former Nepali ambassador to China Leela Mani Paudyal said it is difficult to determine which project falls under the BRI, reported The Kathmandu Post.

“I don’t know whether this particular project falls under the framework of BRI or is funded under the BRI scheme. Of late, all Chinese investment–grant or loan–is tagged as BRI cooperation.”

By this definition, this particular project may fall under the BRI but, again, there is no clear demarcation between a BRI and a non-BRI project, said Paudyal. (ANI)

Khyber Pakhtunkhwa and Balochistan provinces remained under the grip of unlawful activities as Pakistan suffered close to 376 terror attacks the previous year, Dailytimes reported citing a report by the Center for Research and Security Studies (CRSS) on Sunday.

The report claimed that the majority of the attacks were carried out by banned outfits such as Tehreek-e-Taliban Pakistan (TTP), Daish (Islamic State Khorasan), and Balochistan Liberation Army (BLA).

Khyber Pakhtunkhwa (KP) province as a whole had an exponential surge in violence, with a corresponding rise in fatalities. Government officials, law enforcement officers, and civilians made up the majority of the victims of violence. According to the study, there were several foreigners among the civilian population.

According to the Center, after November 28 there was an extraordinary uptick in terrorist assaults in KP and Balochistan, with over twenty strikes occurring in only the month of December.

According to the report, this increased the number of fatalities in the province (including ex-FATA) to roughly 64 percent of all fatalities in the nation. Balochistan was next with 26 percent of deaths allegedly attributable to terrorism, Dailytimes reported.

During the last year alone, terrorists of Tehreek-i-Taliban Pakistan (TTP), Gul Bahadur group, the Islamic State-Khurasan, and several others have reportedly conducted at least 165 terrorist attacks in KP province which is a 48 percent increase from 2020. Out of all these attacks, 115 of these were orchestrated by TTP, according to the Al Arabiya Post report.

The security establishment in Pakistan has also been facing severe issues, Al Arabiya Post reported citing a report shared during a recent meeting of Pakistan’s National Security Committee, that there are “capacity gaps” in KP’s counterterrorism department (CTD), revealing that CTD spends less than 4 percent of its budget on operations, with “zero allocation for procurement”.

The report stated that in the last year, Punjab faced only five terrorist incidents, while KP witnessed 704 such incidents. (ANI)

‘Sports Min Sandeep Harassed Me,’ Says Jr Athlete Coach

Former national-level player and junior athlete coach in Haryana and complainant against State’s sports minister Sandeep Singh over sexual harassment charges on Sunday said the Olympian continuously harassed me physically and mentally.

The alleged victim’s statement came while she was walking out after meeting State Home Minister Anil Vij to seek help from him at his official residence in Ambala.
“Home Minister has always helped us. Ever since he was the Sports Minister, there have been a lot of expectations from him. He has always helped. Even today I had full faith that he will hear me and will be on the side of justice,” she said.

Earlier this month, the woman, who is a junior athlete coach, held a press conference at the office of the opposition party Indian National Lok Dal (INLD), wherein she alleged that the minister harassed her from February to November last year, by repeated messages on social media and had touched her inappropriately and also threatened her in messages.

During the press briefing, the alleged victim demanded that the Manohar Lal Khattar government immediately sack Sandeep Singh and set up a Special Investigation Team (SIT) to probe the matter.

Notably, on Sunday, the woman told ANI that she opened up about the incident to the public after her patience went off.

“I am also a player, think how much patience I would have to tolerate such ill behaviour of this person from February till now,” the woman said, adding that she didn’t open up about the incident earlier as she was afraid of negative impact on the sports industry.

“I tried as much as I could. He created, such an atmosphere officially that a girl comes to him automatically,” she added.

The woman reiterated that she opened up to the public only after her patience broke up.

To a question about other victims, hesitating to open up, she said, “I have full hope as soon as he resigns and is behind bars, those people will definitely come forward.”

“Everyone should know how an Olympic-level athlete misbehaved with another national-level athlete,” she said, demanding strict action against the minister.

However, Olympian and Haryana Sports Minister Sandeep Singh have been brushing off the allegations, levelled against him by the junior athlete coach.

The Chandigarh police have registered an FIR against the Haryana Sports Minister following a complaint by the female coach.

A case has been registered under sections 354, 354A, 354B, 342, and 506 of the Indian Penal Code (IPC) and begun an investigation into the matter.

Responding to the development, Haryana Sports Minister told ANI that he has handed over the responsibility of the Sports department to Chief Minister Manohar Lal Khattar till pending enquiry. (ANI)

Delhi: Girl Dragged On Road For Kms, Dies

A 20-year-old girl was killed after she was hit by a car and then dragged for a few kilometres on the road, being entangled in the wheels, the police informed on Sunday.

The police said that the condition of the girl after the incident was so bad, that after being dragged on, her clothes and even the back side of her body got ripped off.
Delhi Commission of Women (DCW) chief Swati Maliwal also took cognisance of the matter and issued notice to the Delhi police.

“The naked body of a girl was found in Delhi’s Kanjhawala, it is being told that some boys in an inebriated state hit her scooty with a car and dragged her for several kilometres. This matter is very dangerous, I am issuing an appearance summons to Delhi Police. The whole truth should come out,” she said in a tweet.

Talking to ANI, she also alleged that the five men in the vehicle were drunk.

“A very disturbing incident has come out. A girl was hit by a car and then dragged on the road. The car was driven by five people who were badly drunk. I have summoned Delhi Police to ask how will justice be provided to the girl. Secondly, I want to ask, despite the girl being dragged for kilometres, no check post was able to catch anything. Noone stopped those drunk people. This is a very scary and shocking incident,” she said.

A PCR call was received at 3:24 am in the morning, in Kanjhwala Police Station, that a car was noticed with a body being dragged along with it. Another PCR call was received at 4:11 am, about the body of the girl lying on the road.

After that, the police alerted the officers deployed at pickets and a search operation for the vehicle was launched.

The Crime Team of the Rohini District Police reached the spot. The police inspected the spot and took photographs of the spot from different angles.

Thereafter, the dead body was sent to the SGM hospital, Mangolpuri, where she was declared brought dead. The body was kept further at the mortuary of the hospital.

In the meantime, the suspected car was also traced down and the five occupants were apprehended from their houses. It was found that all of them worked in private companies.

The victims claimed that their car met with an accident in the area of Sultanpuri Police Station. Incidentally, the Station House Officer (SHO) of the concerned police station had also noticed a scooty in accidental condition. The information of the same was lodged at 3:53 am, and upon further investigation, the vehicle was found to be belonging to the deceased victim only.

Upon inspecting the spot, the police revealed that the victim was hit by the car, after which her dress got entangled, and she was dragged on for a few kilometres.

The police said that the medical examination of the accused is being conducted, who was driving the car, to ascertain if he was under alcohol influence. (ANI)

China: Amid Rise In COVID Cases, Hospitals Cancel New Year Holiday

As COVID-19 cases in China continue to rise, hospitals in many cities have started working overtime during New Year’s day to fight against the epidemic, Global Times reported.

All employees of the Third Municipal Hospital of Qinhuangdao in China’s Hebei province cancelled their vacations during the New Year’s day holidays in 2023 to address the needs of patients undergoing medical treatment, Global Times reported citing a notice released on the WeChat account of the hospital on Thursday.
Hospitals in Chinese provinces, including Shanxi, Hebei, Hunan, Jiangsu, Shaanxi, and Heilongjiang issued a similar notice, as per the news report. Employees in local hospitals have been working overtime during the holidays to ensure the treatment of patients amid the epidemic wave as part of the overall coordination of the epidemic prevention and control departments to optimize epidemic prevention policies and ensure scientific treatment, according to Global Times.

Districts in Shanghai, including Jiading, Minhang, and Songjiang have improved their management measures for graded treatment to divert non-urgent COVID patients from top-tier hospitals as infections and critical cases peaked in recent days.

In order to address the peak of the epidemic that is expected to come during the New Year holidays, China’s Zhejiang province has given six tasks to local medical institutions, including improving the service capacity of fever clinics, improving service accessibility convenience and improving the ability to conduct treatment of local patients, according to Global Times.

Speaking at a briefing on the latest epidemic response on Tuesday, Liang Wannian, head of the COVID-19 response expert panel under the National Health Commission (NHC), stressed that more precise and scientific prevention and control must be taken as the time of the peak of the epidemic will vary in different regions of China.

Liang Wannian stated that the treatment of severe cases, and ensuring daily medical needs should be kept at an important spot while the prevention and control and treatment capacity building in rural areas should be placed in a more prominent position, as per the news report.

Meanwhile, the Centers for Disease Control and Prevention on December 28 announced that the US will require a negative COVID-19 test from all travellers arriving in the country from China as well as those from Hong Kong and Macau.

“CDC is announcing today that it will implement a requirement for a negative COVID-19 test or documentation of recovery for air passengers boarding flights to the United States originating from the People’s Republic of China (PRC) and the Special Administrative Regions of Hong Kong and Macau,” the CDC said in a statement released on its website.

“CDC is announcing this step to slow the spread of COVID-19 in the United States during the surge in COVID-19 cases in the PRC given the lack of adequate and transparent epidemiological and viral genomic sequence data being reported from the PRC, it added. (ANI)

At Least 10 Dead, 8 Injured In Blast At Kabul Military Airport

At least 10 people were killed and eight others seriously injured in an explosion that rocked the Kabul military airport on Sunday, Khaama Press reported citing the Taliban Interior Ministry spokesperson.

Abdul Nafee Takkur, a spokesman for the Taliban Interior Ministry, reported that an explosion caused injuries close to the military airport’s main gate in Kabul.
No one has taken responsibility for the attack as of yet.

This explosion comes three days after four people were injured in a blast that rocked Taluqan city, the capital of northern Takhar province on Wednesday.

Taliban security commander Abdul Mubin Safi in Takhar confirmed the explosion and stated that a bomb was placed under a local administrative staff’s desk, The Khaama Press reported.

In the past few months, the war-torn county has witnessed increasing security incidents including explosions. (ANI)
