Singer Atif Aslam and his wife Sarah Bharwana have been blessed with a baby girl.

On Thursday, the ‘Dil Diyan Gallan’ hitmaker took to Instagram and shared the good news with his fans and followers. The couple has named their daughter Halima.
Sharing a picture of the newborn in a pink outfit wrapped in a matching blanket, Atif wrote, “Finally the wait is over. The new queen of my heart has arrived..Both baby and sarah are fine Alhamdulilah. Please do remember us in your prayers Ramadan Mubarak from Halima Atif Aslam 23/03/2023 #ramadan.”

As soon as Atif dropped the post about the arrival of the baby girl, netizens chimed in the comment section and congratulated the couple.

“Sending love…Congratulations,” singer Stebin Ben commented.

“MashAllah, congratulations,” a social media user commented.

In the picture, Atif put an eye mask sticker on the baby’s face. She also wore a light green ribbon and was seemingly sleeping.

Sarah and Atif got married in Lahore on March 29, 2013. They are also parents to two sons Abdul Ahad and Aryaan Aslam.

Countrywide Drills At Hospitals Soon To Test Covid Preparedness: Union Health Sec

Amid the spike in influenza cases in the country and the uptick in Covid-19 cases over the past couple of weeks, Union Health Secretary Rajesh Bhushan on Thursday said a mock drill will be done soon in all the states and Union Territories to assess their preparedness to meet the twin threats to public health.

Addressing a press conference in the national capital on Thursday, Bhushan said, “India on Thursday recorded 1,300 new Covid cases, the highest in the last 140 days. We will get a fresh round of mock drills done in all states and UTs in order to assess their individual Covid preparedness.”
Earlier, on December 27, a mock drill was conducted at hospitals across the country to test their Covid preparedness.

The Union Health secretary informed further that India, for now, was accounting for just 1 per cent of the global Covid cases.

“Only about 1 per cent of the global Covid cases are being reported in India as of now. The overall active cases currently stand at 7,600 while 966 cases, on average, are being reported on a daily basis. In the second week of February, we recorded only about 108 daily cases on average. But the average daily count has since gone up to 966,” the Union Health secretary said.

According to reports, the eight states where the maximum number of Covid cases are being reported currently are Maharashtra, Gujarat, Kerala, Karnataka, Tamil Nadu, Delhi, Himachal Pradesh and Rajasthan.

“I had personally written to these states on March 16 on the steps that need to be taken,” Bhushan added.

As is the case with any virus, SARS-COV-2 has been acquiring new mutations through recombination.

“There has been no evidence yet of an increase in hospitalisation. However, the administration of precautionary doses should be increased. Enhanced laboratory surveillance and testing of all severe acute respiratory (SARI) cases need to be done,” he said.

He added that the United States, Russia, China South Korea and France are driving the global Covid surge currently.

Earlier in the day, the Ministry of Health and Family Welfare (MoHFW) advised all the states to continue focusing on the 5-fold strategy of Test-Track-Treat-Vaccination and Covid Appropriate Behaviour amid a rise in Covid-19 cases.

The ministry also asked the states to ensure the availability of key drugs and logistics at healthcare facilities for the treatment of Influenza and Covid 19 cases.

States have been directed to ensure the availability of sufficient beds and health workers to deal with the viral surge. (ANI)

Lawyers Go On 3-Day Strike In Gwalior

A group of lawyers went on a three-day strike protesting against the Madhya Pradesh High Court’s new policy for case resolutions in Gwalior district from Thursday.

According to the protesting lawyers, Madhya Pradesh High Court has ordered all the district courts in the state to resolve at least 25 pending cases within three months. But the advocates say that there cannot be a decision in any case in this quick time frame.
President of Madhya Pradesh State Advocates Council, Prem Singh Bhadauria told ANI, “The High Court has ordered that 25 cases should be resolved in three months which is not possible in the judicial process. We are protesting for the same. There are a total of 76901 pending cases in Gwalior.”

“Our demand is that people should get proper justice. Opportunity should be given to both the parties to get justice, so that the advocate and the judge should not work under any pressure. The High Court should withdraw the policy of 25 cases to be resolved in three months. As soon as the policy gets withdrawn, we will also call off our protest,” he added.

All lawyers from tehsil level to high court have participated in the strike on Thursday. More than 1.5 lakh advocates across the state are on the strike. The strike will continue for three days and the doors are open for discussion, Bhadauria said.

He added, “I am sure that the Judge will take the sentiments of advocates into consideration. If there is no settlement then a plan will be made for further course of action.” (ANI)

Congress MP of Rajya Sabha Jairam Ramesh in a tweet said that Rahul Gandhi was being punished for speaking the truth and raising his voice against the dictator.

The Surat District Court today pronounced the verdict in the case for Rahul Gandhi’s alleged “how come all the thieves have Modi as the common surname?” remarks on a complaint lodged by BJP MLA and former Gujarat minister Purnesh Modi.

Rahul Gandhi had made the remarks at a rally in Karnataka’s Kolar, ahead of the 2019 Lok Sabha election.

Rahul Gandhi has been convicted under sections 499 and 500 of the Indian Penal Code (IPC).

“The sentence awarded is for two years and against that sentence, he has pleaded that he may be released on bail till appeal period and as per law, the Court has granted him bail for 30 days and until appeal, the sentence is suspended by the Court”, Ketan Reshamwala, Advocate for Purnesh Modi said. DGCA To Constitute Committee Handling Appeal Of Unruly Passengers

The Delhi High Court on Thursday directed the Directorate General of Civil Aviation (DGCA) to constitute an appellate committee to handle the appeal of air passengers facing a travel ban, in a period of two weeks. The court passed the direction on the petition moved by Shankar Mishra who is facing a 4-month air travel ban.

Justice Prathiba M Singh while disposing of the petition, also directed the petitioner Shankar Shyamnaval Mishra to file an appeal in two weeks before the committee.
The court said that the first hearing before the committee shall be on April 10. Meanwhile, the committee shall be constituted.

The high court also noted that the 60 days period for filing an appeal is over. However, the court allowed him to file an appeal.

The counsel for the DGCA submitted that the committee was there earlier. It got dissolved after the chairperson resigned on February 9, 2023.

The counsel also said that before that the committee was working. But the petitioner sent an email instead of filing an appeal. The ministry is in the process of appointment of the chairperson.

After noting the submission the bench observed, “The petitioner ought to have filed an appeal, instead of sending emails as at the time the committee was working.”

Mishra had approached the court seeking a direction for the constitution of an appellate committee to challenge the ban order. He is facing a 4-month ban after an incident of unruly behaviour while travelling from the US to New Delhi.

The High court on March 15, granted time to the Directorate General of Civil Aviation (DGCA) to place on record the documents related to the constitution of the appellate Committee looking into the appeals of unruly Air passengers.

Shankar Mishra moved the court seeking a direction to the Ministry of Civil Aviation to constitute an appellate committee in accordance with DGCA CAR for Unruly Passengers.

He is accused of urinating on a woman on the flight in November. An FIR was registered and he was arrested. Later, he was granted bail by the court.

He has been banned from travelling for four months. He has challenged the order passed by the Internal Inquiry Committee.

The Petitioner moved a petition through advocate Akshat Bajpai and stated that he was travelling in business class on Air India Flight on November 26, 2022, where during the duration of the flight, certain unsubstantiated and false allegations were made against him by a co-passenger.

The said co-passenger had registered a complaint with the Airsewa grievance portal on December 20, 2022, the petition stated.

In pursuance of the complaint received on December 20, 2022, Air India constituted an Internal Inquiry Committee in accordance with the DGCA Civil Aviation Requirements (CAR) for handling unruly passengers to determine whether the Petitioner should be designated to be an unruly passenger under CAR and for what duration should the Petitioner be banned from flying, it added.

The petitioner was issued a notice by the Inquiry Committee on December 24, 2022, and after conducting, meetings issued an order designating him to be an unruly passenger and banning him from flying for 4 months, the petition was submitted.

The said order suffers from factual and legal infirmities as the order completely misunderstands the physical layout of the aircraft and premises its findings on the basis of this erroneous understanding of the aircraft, it added.

It is submitted that under Rule 8.5 of CAR, a person aggrieved by order of the Inquiry Committee may prefer an appeal within 60 days of the order before an Appellate Committee constituted by the Ministry of Civil Aviation.

The Petitioner, being aggrieved by the order of January 18, 2023, on grounds of factual and legal infirmities seeks to prefer an appeal against the said order and has written emails to the DGCA on January 19 and to the Ministry of Civil Aviation on February 20, February 27 and March 6, the plea stated.

However, no such committee has been constituted as of the date of filing this Writ Petition, it stated.

It is an established position of law that a statutory right of appeal is a vested right and the non-constitution of the Appellate Committee by the Ministry of Civil Aviation is eroding the Petitioner’s right to exhaust all his remedies available unto him as per the due procedure

established by law, the petition said.

The Ministry of Civil Aviation’s inaction is directly infringing the Petitioner’s rights under Article 21 of the Constitution, it contended. (ANI)

Health Ministry Advise States To Follow 5-Fold Strategy To Fight Covid-19

The Ministry of Health and Family Welfare (MoHFW) on Thursday advised all the states to continue focusing on the 5-fold strategy of Test-Track-Treat-Vaccination and Covid Appropriate Behaviour to fight Covid-19.

The notification stated, “We will do another mock drill to see the COVID-19 preparations. Mock drills will be done soon in all the states/UTs.”
According to the notification issued by the Health Ministry, more than 220.65 crore total doses of vaccines have been administered in the country.

“There has been no evidence of an increase in hospitalization. Precaution doses should be increased. Enhanced lab surveillance and testing of all severe acute respiratory Illness (Sari) cases needs to be done”, reads the statement.

The Ministry has also asked the states to ensure the availability of required drugs and logistics for Influenza and Covid 19 across health facilities. Apart from this, states have been asked to ensure the availability of sufficient designated beds and health workers. (ANI)

The Surat District Court on Thursday sentenced Congress MP Rahul Gandhi to two years’ imprisonment in a criminal defamation case filed against him over his alleged ‘Modi surname’ remark.

“The court has suspended the punishment for 30 days and granted bail to Rahul Gandhi,” said an advocate at Surat district court.

Meanwhile, Union law minister Kiren Rijiju outside Parliament said, “I will see the details of the order before I say anything. Whatever Rahul Gandhi speaks it always affects the Congress party and the entire nation in a negative way. Some Congress MPs told me that because of his attitude, Congress is suffering.”

High Time For Pakistan To Rethink Its Afghan Policy

Recently, a high-level Pakistani delegation comprising Defence Minister, DG ISI, and Foreign Secretary visited Kabul and held discussions with the Taliban.

While both sides were reticent to discuss the outcomes of the meetings, it is evident that the recent spike in violence constituted the core of the discussions, the Politeia Research Foundation said in a report.
In February, a suicide squad carried out a brazen attack on the Karachi Police Office and killed five people. Earlier, the bombing of a Peshawar mosque, located in a highly secured police headquarters, killed approximately 100 people. There were also frequent clashes between the Taliban fighters and Pakistan border guards. All these developments point to the deteriorating security situation at the Afghan-Pak border, the Politeia Research Foundation reported.

The Taliban takeover of Afghanistan in August 2021 was supposed to be a significant victory for Pakistan. However, since the takeover, Pakistan lost an estimated 637 security personnel and 314 civilians in 543 terrorist attacks primarily carried out by Tehrik-e-Taliban Pakistan (TTP).

There was a resurgence of TTP after the Taliban released all the terrorists from Afghan jails. After a prolonged Pakistani mediation between the Afghan Taliban and the US, the tables turned with the Taliban mediating peace talks between TTP and Pakistan government, the Politeia Research Foundation reported.

It is a paradox that, despite a prolonged and intense engagement, Pakistan’s Afghan policy lacks a long-term approach and is guided by elusive objectives such as gaining ‘strategic depth’.

Many policymakers in Pakistan, such as Hamid Gul, former Director-General of the Inter-Services Intelligence (ISI), noted that the absence of strategic depth dictated Pakistan’s Afghan policy.

The objective of gaining strategic depth in Afghanistan serves the corporate interest of the Pakistan military and gives it significant influence in defining security policies.

While Pakistan’s leaders may blame the superpowers for entrapping their country in geopolitical conflicts, it should be noted that they sought to define the trajectory of the Great Game in the region. Further, Pakistan’s leadership was keen on leveraging its strategic location and willingly played along with the machinations of the big powers in Afghanistan at enormous economic and human costs. The narrative of strategic depth validated such proactive participation, the Politeia Research Foundation reported.

An elusive search for strategic depth and immediate security considerations coloured Pakistan’s Afghan policy. For example, in the 80s’ Pakistan supported the Mujahidin against the Soviet Union with the help of the US, then helped Mullah Omar to establish the Taliban to fight against the same Mujahidin.

In 2001, Pakistan joined the Americans in War on Terror against the Taliban and subsequently went on to help the Taliban against the US. Pakistan leadership may interpret, with pride, that these shifts indicate an ability to adapt to changing circumstances, the Politeia Research Foundation reported.

However, the fact that Pakistan is now fighting against the Taliban to safeguard its border regions indicates a more significant policy failure.

The skewed security policies of Pakistan are located in its inability to forge an inclusive nationalist framework since its inception. In addition, internal power politics and narrow personal interests of political leadership did not allow inclusive nationalism to flourish.

Subsequently, the military took control of political power and relied on geopolitical events to conceptualise Pakistan’s national identity. After the separation and independence of Bangladesh in 1971, the rhetoric of protecting Pakistan’s territorial integrity became even more prominent.

The issue of the disputed border between Pakistan-Afghanistan (the Durand Line), which stretched from China to Iran, acquired greater salience, the Politeia Research Foundation reported.

The alleged need for a ‘strategic depth’ and consolidating the western border probably constitute the primary objectives that provide context to Pakistan’s Afghan policies. Pakistan’s military leveraged the Cold War and, subsequently, the War on Terror to promote leaders favourable to Islamabad in Afghanistan while outsourcing the bills of such strategies to the West in general and the US in particular.

The dependence on external actors for the financial resources to execute its strategy prompted Pakistan to maintain the facade of cooperation with the US policy in Afghanistan.

Pakistan also sought to build a robust ideological base to legitimise its interventionist policies in Afghanistan. The Islamic identity of Pakistan was radicalised during the Zia regime through strengthening institutional frameworks such as establishing separate Shariat judicial courts and sponsoring thousands of madrasas, which dictated the terms of engagement with Mujahidin and subsequently with the Taliban, the Politeia Research Foundation reported.

Supporting the Jihad against the Soviet Union, providing a safe haven to the Taliban, and being the only Muslim country with nuclear weapons fostered Pakistan’s self-perception as a protectorate of Islam. Moreover, the growing religious radicalism in Pakistan also helped the government to use religious ideology to reach out or create different factions in Afghanistan.

It should be noted that most of the Taliban leadership studied in Haqqani madrasas that were funded by Pakistan Government.

However, Pakistan’s interventionist policies in Afghanistan had severe limitations. First, in the eyes of extremist groups, Pakistan’s establishment is a pawn of the US. The trust and legitimacy of the Pakistan military are fast eroding among various religious groups.

Second, Pakistan’s attempts to harden the Durand Line by fencing, building military posts and regulating the cross-border flow of people have not yielded the anticipated results. The resurgence of TTP clashes on the Durand Line, and the inability to take control of the situation internally suggests that Pakistan still needs to achieve its objectives of consolidating the Durand Line, the Politeia Research Foundation reported.

Third, there is growing discontent among the various ethnic groups, such as the Baluchis and the Pashtuns. However, the persistent economic crisis means that Islamabad does not have space to address disenchantment in minority ethnic groups through development policies.

Fourth, the deterioration of the security situation impacts the already weakened economy by keeping away foreign investors. Further, there are reports that China is worried about the security of BRI projects. To overcome the economic crisis, Pakistani leadership has often resorted to quick fixes, such as external borrowing from the Middle East, China, IMF and others.

However, such borrowings meant growing concerns about the loss of sovereignty.

Despite the willingness to pay for such costly outcomes, Pakistan failed to develop a consensus among the international community to provide substantive economic aid to its friends in Afghanistan.

The takeover of Kabul by the Taliban in August 2021 should have forced Pakistan to rethink its Afghanistan strategy. However, there is no evidence that Islamabad has learnt its lessons. Therefore, international donors must reflect honestly on whether Pakistan can achieve economic growth without addressing regressive religious ideologies and imprudent security frameworks, the Politeia Research Foundation reported.

Given the ungoverned spaces in Pakistan, some wonder whether Afghanistan, in consonance with its territorial claims, will find greater strategic space to its East in the coming years. (ANI)
