India To Carry Out Maiden Firing Of Russian-Origin Air Defence System

Having already operationalised the first two squadrons of the long-range air defence system, the Indian Air Force is going to carry out the maiden firing of the S-400 missiles soon.

Senior defence officials told ANI that the Indian forces had carried out the firing of the Russian-origin missile system during trials in Russia but it is yet to be fired in the country.
“The firing is planned to be held very soon using one of the small or medium ranges missiles against a fast-moving aerial target,” defence officials told ANI here.

The air defence missile system had a different range of missiles which can shoot down fast-moving fighter jets or cruise missiles at a maximum range of 400 kms, they said.

India has already put its first two missile system squadrons into service.

The first two squadrons have been deployed at different locations from where they can cover the Ladakh sector, as well as West Bengal’s delicate Chicken’s Neck Corridor.

The first squadron is in Punjab and its elements have been deployed in a manner in which they can look after the Pakistan border as well as in the northern and western sectors.

The system can engage enemy fighter jets, unmanned aerial vehicles, ballistic and cruise missiles, and cruise missiles with a range of up to 400 kilometres.

India and Russia signed an over Rs 35,000 crore deal for five squadrons of S-400 air defence missiles, and all deliveries are anticipated to be completed by the end of 2023-24 but there may be a delay in this timeframe, the sources said.

The Indian Air Force, which recently received the indigenous MR-SAM and Akash missile systems as well as the Israeli Spyder quick reactions surface-to-air missile systems, believes the S-400 will be the game changer for it.

The Indian Air Force has significantly improved its air defence capabilities in recent years.

The S-400 missile systems have also participated in exercises, and according to sources, the adversaries have been alarmed by this because they are aware of the Indian system’s superior capabilities to those of the Chinese system.

Presently, the S-400 air defence systems of China and India are each stationed along the Line of Actual Control. (ANI)

Closely Monitoring Sikkim Situation: Amit Shah

Union Home Minister Amit Shah on Tuesday expressed his condolences to the families of those who have lost their lives in the tragic avalanche in Sikkim, saying the government is closely monitoring the situation.

Shah took to Twitter to condole the loss of lives and assured that the teams of the National Disaster Response Force (NDRF) will reach the affected area soon.
The Minister also prayed for the speedy recovery of those injured in the incident.

“My sincerest condolences to the families of those who have lost their lives in the tragic avalanche in Sikkim. We are closely monitoring the situation and the teams of NDRF will reach the affected area soon. I pray for the speedy recovery of those injured,” Shah said in a tweet.

At least seven tourists were killed and many are feared trapped after an avalanche struck the Gangtok-Nathu La road in Sikkim on Tuesday afternoon, the Army said.

An estimated 20-30 tourists were feared to be trapped under the snow along with five-six vehicles, the Army added.

“By 3 pm, 14 persons were rescued and taken to a nearby Army medical facility. However, seven persons succumbed. The other seven persons were administered first aid and returned to Gangtok, the Army said in a statement.

Approximately 5-6 vehicles along with 20-30 tourists on way to Natu La are feared to have been stuck under the snow, the army said.

Besides, a total of 350 stranded tourists and 80 vehicles have also been rescued after snow clearance from the road.

Earlier in the day, at about 11.30 am, a massive avalanche hit the 15th Mile on Jawaharlal Nehru road connecting Gangtok with Nathu La.

Meanwhile, the road has been opened for traffic by Border Roads Organisation. A search and rescue mission for the remaining persons is underway by the Army, State Disaster Management Team and police. (ANI)

Lankan Prez Seeks India’s Help In Policy Reforms Among Other Issues

Sri Lankan President Ranil Wickremesinghe has sought India’s help in policy reforms, utilisation of digital technology, capacity building, good governance, and institution building to address the recent economic challenges faced by the country and to put it on the path of high economic growth.

The help was sought during a discussion with an Indian delegation led by the Director General of the National Centre for Good Governance (NCGG), Bharat Lal, mentions a statement from the Ministry of Personnel, Public Grievances and Pensions.
The Indian delegation called on President Ranil Wickremesinghe on April 1, 2023, during its two-day visit to the neighbouring country at the invitation of the Sri Lankan Government. Director General NCGG was accompanied by the High Commissioner of India to Sri Lanka Gopal Bagley, Dr A P Singh, Associate Professor of NCGG and other senior diplomats of the Mission.

During the meeting, President Wickremesinghe shared his vision for Sri Lanka, a strategy to address the recent economic challenges and put the country on the path of high economic growth.

The discussion centred around policy reforms, good governance, digitalisation, capacity building and training, institution building, and assured public service delivery, reads the statement.

Sri Lankan President, the statement pointed out, admired the way India managed socio-economic development and ensured high economic growth.

During the discussion, President Wickremesinghe urged NCGG to help in establishing a University of Governance and Public Policy in Sri Lanka.

During the meeting, the Director General, NCGG underscored how Prime Minister Narendra Modi, upon assuming the role of Chief Minister of Gujarat in 2001 amid a slew of crises and negative economic growth, was able to put the state on the path of high economic growth and sustained prosperity through his vision, strategy, and progressive policies.

Consequently, Gujarat has experienced double-digit economic growth over the past two decades. Thereafter, since 2014, as Prime Minister, he has introduced a new culture of citizen-centric policies and good governance, and as a result, India is witnessing high economic growth, assured public service delivery and fast improving quality of life of its citizens.

To reinforce Prime Minister’s vision for good governance, which focuses on transparency, accountability, and inclusiveness, India is massively using digital technology and monitoring mechanisms for time-bound implementation.

In line with the Prime Minister’s philosophy of ‘Vasudhaiva Kutumbakam’ NCGG in partnership with the Ministry of External Affairs, is dedicated to promoting collaboration and learning among civil servants of India and neighbouring countries.

During the discussion, the statement says, Lankan President requested that the NCGG extend the necessary help to Sri Lanka based on India’s experience of digital governance and participatory policymaking to ensure faster socio-economic development and high economic growth.

“The discussions centred on the NCGG’s support for Sri Lanka in policy reforms, utilization of digital technology, capacity building, good governance, and institution building. They believed that this would aid Sri Lanka in strengthening its institutions and that the country is eager to learn and utilize India’s successful governance model to achieve high economic growth,” reads the statement.

The Indian delegation met several senior civil servants of Sri Lanka, said the statement, adding “Everyone is keen to know how Prime Minister Narendra Modi has given a new governance model to eradicate poverty, ensure high-quality services, assured public service delivery, environmental protection, inclusion and equity, transparency and accountability, and high economic growth.”

Sri Lanka is keen to learn policy-driven governance model of India and the massive use of digital technology in the planning, execution, and monitoring of various programmes and projects.

During a series of meetings set up by the President’s office, top civil servants expressed their appreciation for the sustained assistance that India has provided to Sri Lanka during its recent unprecedented economic crisis.

Bharat Lal spoke about the Prime Minister’s mantra of ‘neighbourhood first’ and highlighted the special relationship India – Sri Lanka have. He also stressed the critical role of Prime Minister Narendra Modi’s leadership and vision, as well as his emphasis on good governance, in ensuring efficient, effective, and technology-driven public service delivery.

The Indian delegation emphasized the positive impact of digital technology in promoting transparency, equity, inclusion, and accountability.

Among India’s moves shared with Sri Lanka for economic growth was the automation of processes which has eliminated the need for physical interactions between individuals and officers, effectively reducing opportunities for corrupt practices, the Direct Benefit Transfer (DBT) which is a prime example of how process automation can bring speed and scale to development schemes.

By directly transferring cash benefits to beneficiaries’ Jan Dhan Yojana bank accounts, it was informed, the program eliminated the role of middlemen and, consequently, opportunities for corrupt practices.

The DBT was powered by the ‘JAM Trinity’ of Jan Dhan-Aadhaar-Mobile. The unique digital ID, Aadhaar, provided to each citizen streamlined the identification of genuine beneficiaries and eliminated ghost beneficiaries.

Digitalization has made a significant difference in the implementation of various developmental programs and the provision of public services, as evidenced by the recent growth in both direct and indirect taxes.

The DG also provided an example of the robust e-monitoring system of the Jal Jeevan Mission on the dashboard, which uses sensor-based IoT devices.

The NCGG was set up in 2014 by the Government of India as an apex-level autonomous institution to focus on good governance, policy reforms, training, and capacity building of civil servants of the country as well as of other developing countries. NCGG also works as a think tank. It has taken up capacity building of civil servants of several developing countries in partnership with the Ministry of External Affairs, Government of India. (ANI)

US Still Assessing Recovered Parts From China Spy Balloon: Pentagon

The United States is still assessing the parts that were recovered from the balloon and precautionary steps were taken in time to limit the intelligence value that it would be able to collect, Deputy Pentagon Press Secretary Sabrina Singh said in a press briefing on Monday.

Responding to media queries on whether the balloon was able to transmit intelligence back to China, she added that the US took steps to protect its own military installations from foreign intelligence collection by taking preventive measures.
“So, on the balloon itself, right now, the FBI is leading, still assessing the parts that we were able to recover from the balloon. As we mentioned early on when we first started tracking the balloon, we do know that the balloon was able to be manoeuvred and purposely driven along its track but not going to get into specific sites it was able to hover over,” the Pentagon Spokeswoman revealed.

But what we did do is take precautionary steps to limit the intelligence value that it would be able to collect and, you know, again, we — we took steps to protect our own military installations from foreign intelligence collection,” Pentagon Spokeswoman Sabrina Singh said during the press briefing.

Speaking further, the Pentagon spokesperson said that due to the immediate steps the US took at that point in time, “we were able to prevent transmission of certain aspects of our sites to be transmitted.”

On transmission back to the PRC and what was able to be transmitted back, she said, “I just don’t have further information for you at this time. As of right now, we’re still doing an assessment of what exactly the intel was that China was able to gather, but we do know that the steps that we took provided little additive value for what they’ve been able to collect on from satellites before.”

The suspected Chinese high-altitude surveillance balloon, before being shot down by the US forces was hovering in the nation’s airspace for a few days.

The balloon passed above US nuclear missile facilities, notably the Malmstrom Air Force Base in Montana before it was shot down on February 4 after entering American territory on January 28.

However, China has denied the device being used for surveillance purposes. Earlier, the Chinese Foreign Ministry said the balloon in the US is a civilian airship used for research, mainly meteorological.

“The airship is from China. It is a civilian airship used for research, mainly meteorological, purposes. Affected by the Westerlies and with limited self-steering capability, the airship deviated far from its planned course,” China’s Foreign Ministry said in a statement on the unintended entry of a Chinese unmanned airship into US Airspace. Sikkim: 6 Dead, Over 80 Trapped In avalanche

An avalanche at 15th Mile in Jawaharlal Nehru road connecting Gangtok with Nathula killed six tourists while over 80 are feared trapped under the snow, said police officials.

The avalanche occurred on Tuesday around 12.20 pm. The six people succumbed to injuries in a nearby Army Hospital include 4 males, one woman and a child.
According to the police, over 150 tourists are still stranded beyond the 15th mile. Meanwhile, 30 tourists who got trapped under the snow have been rescued and admitted to STNM Hospital and Central Referral Hospital in Gangtok.

Currently rescue operations are being carried out by Sikkim Police, Travel Agents Association of Sikkim, Tourism department officials, and vehicle drivers.

As per information shared by Inspector General for Checkpost, Sonam Tenzing Bhutia, “Passes are issued for only 13th mile, but tourists are going to 15th Mile without permission. The incident took place in 15th mile.”

26/11 Attackers Should Be Brought To Justice: Israel Knesset Speaker

Israeli Knesset Speaker Amir Ohana has said terrorists involved in the 26/11 attacks in Mumbai should be brought to justice. Amir Ohana made the remarks during a visit to the Nariman House in Mumbai to pay tribute to victims of the 26/11 terror attack.

“Everyone who took part in this terrible terror attack should be brought to justice. This is a major part of counter-terrorism. So, first we need to prevent, but once we didn’t succeed to prevent, everyone needs to be brought to justice. And this is our expectation, and I think it is the vast majority of the Indian people’s expectation,” Amir Ohana said.
He said, “Visiting this place, there’s two issues that are very, very close to my heart. One is Chabad, which symbolizes the love of mankind and the bridges between us. And the second is Counter-terrorism, which I spent over twelve years of my life, both in the IDF and the Shinbad Israeli Security Agency. Terror, as we all know, does not differentiate between religions, between race.”

He stressed terrorism is exactly opposite to what Chabad symbolizes, which is building bridges and connecting people. Ohana said, “It is exactly the opposite of what Chabad symbolizes building bridges and connecting people. We have yet to conclude this terror event because still we are waiting for those who sent the terrorists to be brought to justice, the perpetrators.”

The Speaker of Israeli Knesset said he visited Moshe’s room who was two years old when the terrorist attack in Mumbai took place in 2011. He said, “And we just visited Moshe’s room, who was two years old when this event took place. And and we saw the wall that represents his height when he was eleven months old, and then later on, when he was, what, 11 years of age, and someone wrote there three words that someone was and still is the Prime Minister of Israel, Benjamin Netanyahu. And those three words are Hum Israel Hai – the people of Israel lives.”

Ohana said Moshe wrote the same words when he visited Villa Vanza, where the final solution for the Jewish people took place in Germany. He said, “This is our message, I think, from here to the world. Hum Israel Hai – the people of Israel lives. And we are combined together.” He said that Jews in India never experienced hatred and anti-semitism and called it “very unique.”

He said that people of India and Israel have rich history and added that the nations are trailblazers when it comes to technology.

Moshe Holtzberg is a 26/11 survivor of the Mumbai terror attack. Holtzberg’s parents were killed in the 2008 terrorist attacks when he was two years old. Moshe lived with his parents at Mumbai’s Nariman House, also known as Chabad House. The boy was rescued by his nanny, Sandra Samuels, who was hiding in a room downstairs when the 26/11 Mumbai attacks unfolded. Six Jews, including Moshe’s parents Rabbi Gabriel and Rivka Holtzberg, were killed in Chabad House.

“Israelis are actually Jews being living here for centuries, never experienced hatred, never experienced antisemitism. This is something very unique. This is something we don’t see much in the world, and for many reasons, but those amongst them, my decision as to where would my first visit as speaker of the Knesset would be, was this. It is very, very impressive. People with very rich history, actually both nations with rich histories, with great respect for their traditions, but yet trailblazers when it comes to high tech and technologies and innovation. So we have a rich past, but we look forward to the future,” Ohana said.

On Monday, Ohana landed in Mumbai. Consulate General of Israel in Mumbai tweeted, “Knesset Speaker MK Amir Ohana has landed here as part of a first-ever visit to India. At the National Stock Exchange he was honored by ringing the bell and meeting the CEO.”

Before his visit to Mumbai, Ohana and Israel’s parliamentary delegation held a meeting with External Affairs Minister S Jaishankar on Monday. The two sides discussed strengthening India-Israel ties and promoting cooperation in I2U2.

On Friday, the Knesset Speaker called India one of Israel’s closest and dearest friends. He called it a distinct pleasure to have been invited to India. Knesset Speaker made the statement during a meeting with Parliament Speaker Om Birla.

“It is a great honour for me to be here with you today. This is indeed not only my first visit to India but also the first visit of any speaker of the Knesset in an official visit to India. And it is my distinct pleasure to have been invited specifically to India, one of Israel’s closest and dearest friends and the world’s largest democracy,” Ohana said.

The Israeli Parliamentary Delegation led by Amir Ohana called on Lok Sabha Speaker Om Birla at Parliament House on Friday. ‘Opposition Must Note Why BJP Hasn’t Spared An Ailing Lalu’

Vidyarthy Chatterjee, a writer and film critic from Bihar, says Lalu Yadav’s unflinching commitment to secular politics is what frightens the BJP. His views:

The Centre’s action of slapping fresh cases of corruption on former Union minister Lalu Yadav and granting the CBI permission to prosecute him smack of a petty political vendetta. I do not endorse the financial irregularities committed by Lalu Yadav while in power. But for those wrongdoings, he has already spent many years in jail. He is now keeping poor health and is reduced to a pale shadow of his once vibrant politics. Why the Central agencies are still hounding him beats common sense!

Probably, it is the BJP’s plan to break the opposition leaders, ahead of 2024 Lok Sabha elections. In earlier times, people would have taken to the streets in support of their leader. There is little support from other Opposition leaders too.

Clearly, the people in power have been able to fracture opposition unity. Why else Ms Mamata Banerjee, the chief minister of neighbouring West Bengal, is quiet about Centre’s actions against the RJD? Similarly, there is no word of protest from Biju Janata Dal supremo Naveen Patnaik or any other leader of stature in the Opposition.

I have been brought up in Bihar and have witnessed the state politics evolve closely. It has also seen much communal conflicts. Successive chief ministers, from Satyanarayan Sinha to Anugrah Narayan Sinha never cared about communal divisions and violence. The anti-Muslim riots that were fomented in different parts of Bihar in 1964 had the active blessings of Krishna Ballabh Sahay. Then in 1973, something unusual happened. Abdul Ghafur became the chief minister and communal tension ebbed.

However, it was Lalu Yadav who took a strong stand against any form of communalism in the state. In the peak of communal frenzy during BJP Rath Yatra, it was Lalu which had stopped the yatra and put LK Advani in custody, even when other leaders, including Bengal chief minister Jyoti Basu, shied away of taking any action against the saffron surge.

Lalu’s role in the politics of Bihar must be seen in this chronological context. His administration during the dark days of Advani’s Rath yatra shines in glory. Sitting in Jamshedpur we got the stories from people coming from Patna that the socialist leader actually sat in the police control room at that time and threatened those officials who showed a communal tinge in favour of the BJP brand of politics.

He ordered that Advani should not be able to enter Bihar, let alone cross. He threatened them that if they let him cross, the mujhse bura koi nahin hoga. We used to hear this oral history in the nineties. So therein lies the importance of Lalu Prasad Yadav as a bastion of secularism.

I also feel that his anti-communalism politics has more to do with what he has learnt from Ram Manohar Lohia than Jaiprakash Narayan. In fact, this political legacy of anti-communalism traces back to Subhash Chandra Bose and Mahatma Gandhi.

The BJP on Tuesday released the third episode of ‘Congress Files’, attacking the UPA government over the alleged coal scam worth Rs 1,86,000.

In the video, BJP ame down hard on the Congress, alleging discrepancies in the allocation of coal mines during the UPA tenure.
The official Twitter handle of the BJP posted the video titled, ‘Koyle ki dalali mein haath kaala’, tagging it with the message, “Watch in the third episode of Congress Files, The story of blackened ‘hand’ in coal brokerage”.

“You all must have heard the proverb ‘Koyle ki dalali mein haath kaala’. But it’s not just a proverb, it is also the truth. In the 2012 coal scam, it was not just the hands but also the face of the then UPA government that got blackened,” the BJP stated in the video.

The party alleged that coal , which is an important natural instrument in the economy, became a victim of corruption.

“When Manmohan Singh became the Prime Minister for the second time, he made many promises, However, during his tenure, instead of his promises, it was the corruption on his watch that made the headlines,” the BJP added in the video.

BJP claimed further that the “coal scam” resulted in a loss of Rs 1,86,000 crore to the national exchequer.

“During 2004-2009, about 100 companies were allocated coal mines without any auction violating the rules. This scam resulted in a loss of around Rs 1,86,000 for the country. The CAG had also pointed out the wrong allocation of coal mines,” the BJP stated.

“During 2004-2009, the Union Coal ministry was under former Jharkhand chief minister Shibu Soren and the Prime Minister himself. This scam not just resulted in economic loss to the country but also dented its image”.

The BJP posted the first episode of ‘Congress Files’ on Sunday titled ‘Congress means corruption’.

Prevailing Weather Favourable For Viral, Do Not Ignore Symptoms

Amid rising Covid across the country, including the national capital, doctors have advised people to exercise necessary precautions and not ignore suspected symptoms of Covid-19 as the prevailing weather is favourable for the spread of the virus.

There has been a sharp upward spiral in Covid cases over the last few days, with about 3,000 cases being reported daily across the country. The national capital has also seen a marked increase in cases, with the daily count of infections pegged at over 400.
The number of hospitalisations has also gone up in the national capital, with the BLK Hospital reporting a surge in the number patients with symptoms such as cough, cold, and fever, among others.

The director and HOD of Chest and Respiratory departments, BLK Hospital, Dr Sandeep Nayar said the daily count of patients with symptoms like cough, cold, and fever in OPD has increased.

Speaking to ANI, he said, “Most of the patients are coming with these problems and those reported these symtoms said they have been experiencing them for days. We are also getting them tested for Covid-19. Those found infected with Covid are being advised immediate home isolation. However, a very few of them are required to be admitted to the hospital.”

“Most of the patients are recovering by staying at home. Also, since the onset of the pandemic, many people have also been taking online medical consultations,” he added.

Nayar said at present, only a lone Covid patient is admitted at BLK Hospital, adding that he is comorbid.

“Only people suffering from heart lung ailments and cancer, among others, are at a greater risk of catching Covid. If infected, they need to be hospitalised,” he said.

The doctor added that the weather at this time is favourable for the spread of any virus or infection.

“This is why we are seeing a rise in different infections and viral cases. Symptoms such as cough, cold, and fever are being seen in people. Also, over the last several months, people have stopped wearing masks, which is one of the reasons why the cases have increased,” he added.

Meanwhile, Union Health Minister Dr Mansukh Mandaviya also advised people to be cautious in view of the prevailing Covid situation.

On Monday, Mandaviya said people need to be cautious amid rising cases of the Covid sub-variant, Omicron. However, he added that there was no need to hospitalise patients as the majority are being advised home isolation.

Nayar said BLK is seeing a surge in patients complaining of symptoms such as cough, cold, fever, and body ache, among others. However, most patients are recovering in home isolation.

He said, “If symptoms like cough, fever, or cold persist, do not ignore them and see a doctor at the earliest. This infection first affects our lungs when it enters our body through the mouth and nose. That’s why, if you have a cough for a long time, do not ignore it. Consult a doctor at the earliest.”

He also advised people of all ages to wear masks and avoid being in crowded places. He stressed the need for people to adopt Covid-appropriate behaviour, in a bid to check the spread of the Covid sub-variant. (ANI)

Amid Security Concerns, Australia To Ban TikTok On Govt Devices

Australia’s federal government will ban the video-sharing application TikTok on government devices over fears that the application’s security could be compromised and the platform could be used for foreign interference by China, ABC News reported.

Australia becomes the last nation in the “five eyes” intelligence alliance to block the app after similar decisions were taken by the United States, Canada, the United Kingdom and New Zealand.
Attorney-General Mark Dreyfus has announced that the ban will come into effect “as soon as practicable.” He further stated that exemptions will be made on a case-by-case basis, as per the ABC News report.

In a statement, Mark Dreyfus said, “After receiving advice from intelligence and security agencies, today I authorised the secretary of the Attorney-General’s Department to issue a mandatory direction under the Protective Security Policy Framework to prohibit the TikTok app on devices issued by Commonwealth departments and agencies.”

Earlier on Tuesday, the Victorian and ACT governments stated that they expected an imminent ban, as per the news report. A spokesperson for Victorian Premier Daniel Andrews said they will follow the Commonwealth’s guidance with regard to cybersecurity and they will now work on implementing these changes “across the public service as soon as possible.”

According to the ACT government’s spokesperson, the territory government will work with the government to implement restrictions. In a statement, they said, “The ACT government was notified yesterday of an imminent announcement from the Commonwealth to ban TikTok from Government devices,” as per the news report.

They said that the ACT government will consider similar restrictions on territory government devices at a security and emergency meeting of the cabinet tomorrow, as per the news report. They stressed that the move could be made based on the Commonwealth’s advice, and the desirability of national cybersecurity consistency.

In recent months, several nations have decided to block the app, after revelations that TikTok staff based in the US and China used the app to spy on American journalists who were writing stories critical of the app, as per the ABC News report. US President Joe Biden has said that TikTok’s parent company ByteDance divest in the app or else face a potential nationwide ban in the US.

Earlier in March, the French government banned the Chinese video-sharing application TikTok on government devices, NHK World reported. The French government has reportedly debarred TikTok on the work phones of public-sector employees.

French Public Service Minister Stanislas Guerini declared that TikTok, a Chinese-owned video-sharing software, would no longer be allowed on the work phones of civil servants.”

In order to guarantee the cybersecurity of our administrations and civil servants, the government has decided to ban recreational applications such as TikTok on the professional phones of civil servants,” he tweeted. France’s Transformation and Public Administration Minister Stanislas Guerini made the announcement on Friday. (ANI)
