Rail Connectivity in Kashmir

Train Connectivity Improving In Kashmir, Benefitting All

Railway connectivity, was an area, in which Jammu-Kashmir was lagging behind for years, but thumping progress has been made towards linking the region with the rest of the country over the last few years.

In July 2014, after inaugurating the 25-km Udhampur-Katra railway line in July 2014, Prime Minister Narendra Modi assured the people that Kashmir would be connected and integrated with the rest of the country during his tenure.

The present dispensation is all set to fulfil the promise made by PM Modi. By year-end Baramulla in North Kashmir would be connected to Kanyakumari through a railway network. During the first term, PM Modi ensured that the work on the rail link between Katra and Banihal is expedited. While during the second tenure, PM Modi set a deadline for the completion of the railway project that would provide all-weather connectivity to Kashmir.

The foundation stone of the railway project to connect Kashmir with Kanyakumari was laid in 1997. But the work on the project was carried out at a snail’s pace. However, under PM Modi, special emphasis was laid on its completion.

According to the officials, till 2014, the Northern Railways used to get only Rs 700-800 crore per year. But, in the 2023-24 Railway Budget, Rs 6,000 crore was allotted for the railway project in J-K.

The railway line connecting Kashmir with Kanyakumari is all set to be completed this year, and the specially designed ‘Vande Bharat’ trains would also chug in the region by next year.

The work on the Udhampur-Srinagar-Baramulla railway line has entered its final stages. The work on the Chenab, and Anji bridges, and major tunnels is also nearing completion.

The Chenab railway bridge, which is one of the highest bridges in the world, is considered an ‘engineering marvel’ and is even higher than the Eiffel Tower.

During the manufacturing of these special trains for Kashmir, several aspects have been taken care of including temperature and snow. High-velocity winds, extreme temperature, earthquake-prone areas, hydrological impact — everything has been studied in detail.

When the BJP-led Centre abrogated J-K’s special status on August 5, 2019, Prime Minister Narendra Modi had promised that J-K would get the country’s and the world’s best facilities and infrastructure.

In the coming days, Northern Railway announced that Uri, the last township in North Kashmir, will also be connected through a rail network.

According to the officials, tenders have been floated for the engineering survey of a 50 km-long rail link between Baramulla and Uri. Northern Railways is planning to start Final Location Survey for the Baramulla-Uri line, and proposals are being invited by the Ministry of Railways.

The frontier area of Uri getting rail connectivity will be a big achievement for Northern Railways as it would complete its network from South to North India.

Notably, the 118-km- Qazigund-Baramulla railway line was commissioned in October 2009, followed by the Banihal-Qazigund section of 18 km in June 2013, and the 25-km-long Udhampur-Katra section in July 2014.

The 111-km-long Katra-Banihal section which remained stuck in one or other wrangle till 2014, is also nearing completion.

Till 2019, train services within Kashmir were suspended frequently due to the shutdowns and protests orchestrated by the Pakistan-sponsored separatists.

But, during the past three years, these services haven’t been disrupted as the PM Modi-led regime has put in relentless efforts to end connectivity issues vis-a-vis Kashmir.

Kashmir is eagerly waiting for the ‘Vande Bharat’ trains that would keep the landlocked Valley connected with the rest of the country 24×7 for 365 days.

The train to Kashmir would benefit everyone, including the Army, Border Security Force personnel, traders, tourists and the common people. Most of the supplies, which presently come through trucks and transport planes, would arrive through goods trains.

It would end the dependence of people on the 270-km long Srinagar-Jammu National Highway which gets closed due to landslides whenever the weather turns inclement, especially in the winter months.

The train connectivity would end the monopoly of the airlines. Once the train starts chugging between Baramulla and Jammu, airfares would remain under check as the travellers would get another option.

What couldn’t happen in the last 70 years, is nearing its completion under the current government, and is expected to bring Jammu-Kashmir, further closer to the rest of the country. (ANI)

Refuge In Assam After Violence

Aim To Withdraw AFSPA From Assam By Year End: Sarma

Assam Chief Minister Himanta Biswa Sarma on Monday said that the state is aiming to withdraw the Armed Forces (Special Powers) Act, (AFSPA) completely from the state by the end of this year.

“We will also rope in ex-military personnel to train our police force,” CM Sarma tweeted.

As part of the sequel undertaken to bring about police modernization in Assam, Himanta Biswa Sarma on Monday attended the first-ever conference of the commandants at the Police Training Centre in Dergaon.

“AFSPA will be lifted from the entire state by November. This will facilitate the replacement of CAPFs by Assam Police Battalions. However, the presence of CAPFs as required by law shall be in place,” one of the highlights from his speech made at the conference stated.

Delivering his introductory speech, Chief Minister Sarma said that considering the important role played by the commandants and the Assam Police Battalions, the commandants; the conference will be organised every six months.

The conference has been organised to help the Assam Police Battalions transform them into vibrant bodies capable of meeting their mandate.

While the Disturbed Areas notification under AFSPA was removed by the Centre from the entire state of Assam last year, it was still in force in about nine districts and one sub-division of another district.

However, starting April 1, 2023, the notification was lifted from one more district in the state, which meant that AFSPA was restricted to only eight districts of Assam.

Armed Forces (Special Powers) Act, 1958 is an act of the Parliament of India that grants special powers to the Indian Armed Forces to maintain public order in “disturbed areas”. According to the Disturbed Areas Act, 1976 once declared ‘disturbed’, the area has to maintain status quo for a minimum of 3 months. (ANI)

Opposition Unity: Nitish Kumar Meets Rahul Gandhi, Kharge

Bihar Chief Minister Nitish Kumar, who is in the national capital as part of efforts to forge a united front against the BJP in the 2024 Lok Sabha polls, met Congress president Mallikarjun Kharge and party leader Rahul Gandhi on Monday.

The meeting was held at Kharge’s residence. RJD leader Tejashwi Yadav, who has accompanied Nitish Kumar in such meetings, was not present at Kharge’s residence due to “health reasons,” sources said.

The meeting comes in the backdrop of suggestions for a big opposition meeting in Patna.

Nitish Kumar and Tejashwi Yadav had met Delhi Chief Minister Arvind Kejriwal in the national capital on Sunday and had extended support to the AAP leader against the Centre bringing an ordinance which is seen to have nullified Supreme Court judgement handing over reins of “services” to the Delhi government with some exceptions.

The ordinance creates National Capital Civil Service Authority.

Nitish Kumar slammed the Centre and asked, “how can powers given to an elected government be taken away?”

“It’s against the Constitution. We stand with Arvind Kejriwal,” he said.

The Bihar Chief Minister said they will hold meetings in the future. “We are trying to bring together all opposition parties in the country.”

Nitish Kumar and Tejashwi Yadav had met Kharge and Rahul Gandhi last month also. (ANI)

Wrestlers Protest

Wrestlers Accept Brij Bhushan’s Challenge, Ready For Narco Test

Olympic medalist Bajrang Punia said on Monday that all wrestlers protesting against the Wrestling Federation of India (WFI) and its chief Brij Bhushan Sharan Singh are ready to undergo a narco test and the test should be done on both the wrestlers and WFI chief under supervision of Supreme Court and the whole country should get to see it live.

Wrestling Federation of India (WFI) chief and Bharatiya Janata Party (BJP) MP Brij Bhushan Sharan Singh, who is facing sexual harassment allegations, on Sunday, said he is ready to undergo a polygraph test if the same is conducted on star wrestlers Vinesh Phogat and Bajrang Punia.

“I am ready for a narco test, polygraph test or lie detector test if the same test of wrestlers Vinesh Phogat and Bajrang Punia is also conducted along with his test,” Brij Bhushan had tweeted.

While speaking to media, Punia said, Brij Bhushan said that he is ready for a narco test. We had already said that players are ready for the narco test as well. The test should be done under the supervision of the Supreme court and the whole country be able to see it live so that they know what questions are being posed to the WFI chief and wrestlers who complained against him. In fact, the seven wrestlers who had registered a complaint against him are ready for the test. We appeal to Supreme Court that the whole country should be able to see it.”

Commonwealth Games medalist Vinesh Phogat also said, “I would like to tell Brij Bhushan that not only Vinesh, all the girls who have given the complaint, are ready to undergo the Narco test. It should be done live so that the entire country knows about his cruelty to the country’s daughters.”

Punia also accused the WFI chief of running away from the law and misguiding the public.

“He should not be made a star on social media because he has done a crime. He should not be turned into a trend,” added Punia.

Wrestler Sakshi Malik also urged people to support their candle march at India Gate on Tuesday.

“We are doing a candle march tomorrow at India Gate from 5:00 pm. We urge people to support it. This protest is being carried out peacefully since day one,” said Sakshi.

Several ace grapplers including Bajrang Punia, Vinesh Phogat and Sakshee Mallik have been protesting at the Jantar Mantar accusing the Wrestling Federation of India (WFI) chief Brij Bhushan Sharan Singh of sexual harassment and demanding his arrest.

On May 19, the wrestlers marched from Jantar Mantar to Bangla Sahib Gurudwara in New Delhi on their 25th day of protest against Brij Bhushan.

Grapplers including Punia, Sakshi, Vinesh and others joined the march demanding the arrest of the WFI chief charged with sexual harassment of athletes.

The protestors have been demanding the registration of an FIR against the WFI chief and his arrest into the allegations of sexual harassment. Two separate FIRs were registered on April 28 following the Supreme Court’s notice to Delhi Police into the plea filed by the wrestlers.

Earlier on April 24, The Union Ministry of Youth Affairs and Sports announced that the Indian Olympic Association (IOA) will be forming an ad-hoc committee to conduct the elections for the Executive Committee of the Wrestling Federation of India (WFI) within 45 days of its formation, to manage day-to-day affairs of the body, including the selection of athletes and making entries for the participation of players in international events. This committee will be functioning for an interim period till a new Executive Committee takes charge.

Delhi Police has filed a status report on the application moved by woman wrestlers in an alleged offence of sexual offence levelled against WFI chief and BJP MP Brij Bhushan Sharan Singh.

The court was also informed that a Special Investigation Team (SIT) has been formed to investigate the matter.

Earlier this year, prominent wrestlers came forward to lead a protest against the WFI chief, following which the Union Minister for Youth Affairs and Sports, Anurag Thakur, announced the formation of an ‘oversight committee’ to probe allegations against the WFI, Brij Bhushan Sharan Singh and some coaches. Wrestling Federation of India Assistant Secretary Vinod Tomar is also named as an accused in the FIR. (ANI)

Saudi Arabia Iran Agreement

Direct Flight From Israel To Saudi Arabia Next Month

Israel is working with Saudi Arabia to allow direct flights for its Muslim citizens who will undertake the Hajj pilgrimage to Mecca next month, the Foreign Ministry in Tel Aviv said Monday.

A ministry spokesman told the Tazpit Press Service that Israel was working to reach an agreement over the flights. Saudi approval for them would be another step forward in normalization between the nations.
Israel has issued a formal request for the flights and is awaiting the Saudi response, Foreign Minister Eli Cohen said earlier this month.

Israel’s top diplomat said this weekend that normalisation with Saudi Arabia could happen within six months.

Currently, Israelis who undertake the annual pilgrimage have to travel through third countries such as Jordan, incurring increased expenses on both the outbound and return journeys. About 18 per cent of Israeli citizens are Muslim. Around 6,000 Israelis make the Hajj each year.

Biden administration officials predicted last year that such flights would be arranged.

Saudi Arabia has allowed Israeli commercial planes to overfly its territory since the summer of 2022.

Israeli officials have noted that the confirmation could come next month at the eleventh hour, just before the pilgrimage begins.

The Hajj, which is set to take place this year between June 26 and July 1, is a once-in-a-lifetime obligatory pilgrimage for all Muslims who are physically and financially capable of undertaking it.

Prime Minister Benjamin Netanyahu has repeatedly voiced the hope of reaching a peace accord with Saudi Arabia, saying it would be a “quantum leap” for regional peace that would effectively end the Arab-Israeli conflict. (ANI/TPS)

‘Rijiju’s Consistent Critique of Judicial System Was Unwarranted’

Saghar Mehdi, an advocate at the Lucknow Bench of Allahabad High Court, speaks about Kiren Rijiju’s stint as Union Law Minister which was riddled with unsavoury outbursts:

I believe the transfer of Mr Kiren Rijiju from the Union law ministry was a result of his continuous and uncalled for vocal criticism of the collegium system for the appointment of judges in the Indian judiciary system. Mr Rijiju was repeatedly making ‘suggestions’ for the inclusion of the Executive in the decision-making process for the appointment of judges, which caused the Union government many an embarrassing moment. A bitter, unsavoury exchange left the government with no other option but to shift him to another ministry.

As far as the social or professional behavioural ethics go, it is ideal for the constituents of any system or organisation to work within one’s domain and responsibility assigned. This is particularly so in a robust democracy, where the three constitutional pillars, namely Legislature, Executive, Judiciary should not interfere in the work domain of others for smooth functioning of the state.

In this sense, the continuous and unwarranted outburst of a person holding a high office was widening the differences between the executive and the judiciary. If at all the ‘recommendations’ of Mr Rijiju were to be implemented by any chance, the judiciary would lose its impartiality. For, its actions and decision will then be seen or perceived as influenced by the government of the day. For any judicial system to remain unprejudiced, it should not perform under any kind of influence or indulgence of the government otherwise it will merely be reduced to a puppet in it hands.

ALSO READ: ‘Political Postings For Retd Judges Send A Wrong Signal’

The Union minister had also been terming the Collegium system of appointing judges as opaque and not accountable from many platforms and had been advocating an alternative mechanism (with the interference of the government). If at all you imagine it to be so, it will become like a double-edged sword with all the observations and judgments going under the lens on all the platforms creating more problems for both the constituents (of the appointment authority – the government and the judiciary).

Rijiju’s comments on retired judges – he said a few retired judges were part of the anti-India gang – probably the last straw that tested the government patience. It was a sub-standard, childish remark, and a direct attack on the judiciary.

Even the lawyers community across the country felt that the allegations against retired judges, who spent a lifetime to uphold the rule of law, marked a new low in the public discourse. It is justifiable to be critical in a healthy manner in a democracy but to be outrageous and launch a blunt attack on a responsible person is character assassination. And coming from a person sitting in a highly accountable position, this was unacceptable.

It is the beauty of Indian Constitution that it provides a fair and just platform to everyone to live freely and express their emotions and feelings. But this freedom and these rights should be duly reciprocated and practiced with mutual respect to one another.

As told to Rajat Rai
