‘Himachal is Paying the Price for Unbridled Growth & Greed’

Rajesh Chandel, a hospitality professional and native of Himachal Pradesh, says unplanned growth and rampant exploitation of resources put the hill state in a dangerous position. His views:

According to government estimates, since the arrival of monsoon in mid-June, Himachal Pradesh has incurred a loss of over ₹5,000 crore. And the monsoon mayhem continues, this figure is increasing by the day with fresh reviews and assessments. Though the government is trying its best to compensate the losses to the best of its ability, most of the losses are bound to repeat again if we do not mend our ways of exploiting nature in every possible way.

The entire state is falling short of river beds thanks to the uncontrolled building activity that has encroached the threshold area of the rivers leaving no options for the rivers other than to break free and swallow everything that comes its way. Besides, the deforestation is also being carried ruthlessly leaving no option for the rain water to seep back in the ground; this also results in more frequent landslides.

The state saw this kind of destruction in the early 90s and that too when constructions and deforestation was not on such dangerous levels. This time, nature has been more ruthless and not a single district of the state has been spared of mass destruction. Sand mining mafias are also adding dangerously to the cause of the extinction of the state and the authorities still do not have any concrete measures to check this illegal activity.

About 40 years ago, about 50 percent of the roads were natural (kachchi), leaving ample breathing space for the soil and a majority of the rain water to go back into the soil. Now, more than 90 percent of the roads and communicable paths are either concrete or pitch roads leaving very little breathing space.

Besides this, the tourism industry, which was full of hope to bounce back after the Covid pandemic, the calamity has washed away the hopes of hoteliers, business owners and locals who were dependent on it.

The unprecedented rainfall (from June 15 to July 15) left thousands of tourists stranded in the rain-ravaged areas in Kullu, Lahaul-Spiti, Kinnaur and Mandi. Over 70,000 of them were evacuated, including many foreigners. Landslides and flash floods triggered by the heavy rainfall also washed away sections of many highways and damaged many bridges across the state, damaging connectivity.

The tourist footfall before the floods touched 1.6 crore. It was more than the pre-pandemic stage. But after the disaster hit Himachal tourist spots, the footfall has reduced occupancy to barely 2 to 7 percent as against the 75 to 80 percent during this time of the year.

What I could suggest is that now, when nothing can be done about the unplanned development (read construction) along the river beads, plains and mountains and uncontrolled deforestation, the government should wake up and take strict corrective and restrictive measures to check the blind race of development. Besides, guarding our natural resources and putting a check on uncontrolled construction and mining, efforts should also be made to spread public awareness about our natural resources without which we stand nowhere.

U’khand: IMD Predicts Heavy Rainfall In 8 Districts, Yellow Alert

The India Meteorological Department (IMD) on Tuesday issued a yellow alert and predicted heavy rainfall in eight districts of the state. 

The weather department issued warnings for heavy rainfall in Dehradun, Tehri, Pauri, Nainital and Champawat districts.

Rainfall is also expected in Bageshwar, Pithoragarh and Udham Singh Nagar, added the IMD.

Earlier today, a portion of Shri Tapkeshwar Mahadev Temple near River Tamsa collapsed following heavy rains since Monday night in the Dehradun district.

“Amidst heavy downpours since the previous night, a part of the Tapkeshwar Mahadev temple near River Tamsa collapsed and caused a lot of damage to the temple property,” said the founder of the temple, Acharya Bipin Joshi on Tuesday.

He added that as soon as the Tamsa River started taking a formidable shape due to the rains, the temple premises were completely vacated.

“All the deities of Lord Ganesha Maharaj, Mata Vaishno Devi, Ram Darbar, Hanuman Ji Maharaj, Lakshmi Narayan Bhagwan were also put to sleep,” he added.

Damage has been caused to the structure of the temple. However, no human loss or injuries have been reported, he said. 

Uttarakhand police on Sunday said that three people have died and the search operation for the missing persons is still underway after a landslide at Gaurikund.

Uttarakhand Director General of Police Ashok Kumar told ANI that 3 people have died and 20 people are still missing in a massive landslide that occurred on the Kedarnath Yatra route in Gaurikund.

He further said that 17 of the missing people are of Nepali origin.“17 of the missing people are of Nepali origin. Search operation of the police and SDRF is underway”, DGP said.

Uttarakhand Secretary Disaster Ranjit Sinha and Commissioner Garhwal Mandal Vinay Shankar Pandey along with DM and SP Rudraprayag reviewed the search and rescue operation for the missing persons. (ANI)

ASI Survey Of Gyanvapi: Hindu Side Says, Survey Of Dome Not Completed Yet

As the Archaeological Survey of India (ASI) continues its scientific survey of the Gyanvapi complex on the fifth day, an advocate representing the Hindu side, on Tuesday said that the survey will start at 8 am today, adding that the survey of the dome has not been completed.

While speaking to ANI, Advocate Sudhir Tripathi said, “The survey will start at 8 am today. It seems the survey of the dome has not been completed. ‘Tahkhana’ is also being surveyed. Without removing the rubble, photography and videography are not possible.”

Heavy security was deployed at the Gyanvapi mosque complex as the survey is still in its ongoing phase by the Archaeological Survey of India (ASI).

On the ongoing survey by ASI at Gyanvapi complex, Hindu side Petitioner Rekha Pathak said, “The ‘Tahkhana’ might be opened today.We are very excited about the survey. It has become our routine to get up in the morning and head for duty.That’s how we feel.Our work is to supervise.We have had talks and the survey starts at 8 am and will go on till 5 pm.”

The scientific survey of the complex, adjacent to Kashi Vishwanath Temple, excluding Wuzu Khana, began last Friday, following the Allahabad High Court’s order, which allowed the ASI to conduct the survey, to determine if the 17th-century mosque was constructed over a pre-existing structure of a Hindu temple.

Allahabad High Court on Thursday dismissed the plea filed by the Muslim side, the Anjuman Intezamia Masjid Committee, challenging the Varanasi court order allowing the ASI to conduct a scientific survey of the Gyanvapi mosque premises, except the ‘Wazukhana’ area where a “Shivling” was claimed to have been found last year. INDIA MPs Begin To Chalk Out Strategy Ahead Of No-Confidence Motion

As the discussion on the no-confidence motion to be taken up in Lok Sabha today, a meeting of the leaders of I.N.D.I.A. parties began at the Rajya Sabha LoP’s office in Parliament to chalk out the strategy for the floor of the House. 

Congress leader Rahul Gandhi, who was reinstated as the Lok Sabha MP a day ago will open the debate on the no-confidence motion against the Narendra Modi government in the Lower House of Parliament on Tuesday.

The Narendra Modi-led NDA Government will face a no-confidence motion. The no-confidence motion was moved by the opposition parties of I.N.D.I.A bloc which was accepted by Lok Sabha Speaker Om Birla.

According to sources, a time of 12 hours has been fixed for the discussion. The ruling BJP will get around seven hours to partake in the discussion and around one hour 15 minutes has been allotted for the Congress party.

YSRCP, Shiv Sena, JDU, BJD, BSP, BRS and LJP have been given a total of 2 hours, which has been divided according to the number of party’s MPs in the House. A time limit of 1 hour 10 minutes has been allotted for other parties and independent MPs.

The debate on the no-confidence motion against the BJP-led government is likely to take place on August 8 and 9 in the Lok Sabha and Prime Minister Narendra Modi is expected to give a reply on August 10.

Manipur is set to dominate the three-day debate commencing today in the Lok Sabha on the opposition’s no-confidence motion.

Earlier, Union Home Minister Amit Shah said that he is ready for discussion on Manipur adding that the Centre has nothing to hide. He further said that if the Leader of Opposition in Rajya Sabha Mallikarjun Kharge agrees to discuss the issue on August 11 then he is also ready.

Opposition members have been seeking discussion under Rule 267 in the Rajya Sabha since the beginning of the monsoon session of Parliament on July 20.

The Rajya Sabha has been facing a similar logjam since July 20, the day when the Monsoon Session started, over the Manipur violence issue.

Manipur had been on the boil for the last three months after ethnic clashes broke out between two tribal communities Meities and Kukis, when the Manipur High Court asked the state government to consider adding one of the communities to the list of Scheduled Tribes. (ANI)

131 In Favour: RS Clears Delhi Services Bill With Help From BJD, YSRCP

The Parliament on Monday passed the prickly Delhi Services Bill, whicn seeks to give the Lieutenant Governor control over bureaucrats in the Aam Aadmi Party government.

The Bill to replace the Ordinance brought earlier by the Centre will now be sent to President Murmu to be signed into law.

After a debate spanning eight hours, the Bill cleared its last legialative test in the Rajya Sabha on Monday. The draft legislation on the control of services in the national capital was passed by a comfortable majority after being taken up for consideration by the Upper House.

The Parliament on Monday passed the Bill that empowers the Lieutenant Governor to control Group A services in Delhi, including on matters relating to appointments, transfers and postings. The Bill was passed after a division in which 131 MPs voted in favour of the legislation and 102 against it.

Amid a discussion on the Delhi Services Bill in the Rajya Sabha ahead of its passage, Union Home Minister Amit Shah on Monday lashed out at the Congress, reminding them that the government was not making amendments to the Constitution to “impose (another) Emergency” in the country.

“We are making amendments to the Constitution but they are not for imposing another Emergency. The Congress has no right to speak on democracy,” Amit Shah said during his reply amid the debate on NCTD (Amendment) Bill in the Upper House on Monday.

Putting across his arguments in favour of the passage of the Delhi Services Bill, the Union Home Minister said he was ready for a discussion on the Manipur situation, adding that the Centre had nothing to hide.

Speaking on the draft Bill, Shah said the Constitution empowers the Parliament to enact laws for the National Capital Territory of Delhi.

Further, during the debate on the Bill in the Rajya Sabha, former Chief Justice of India Ranjan Gogoi, in his maiden parliamentary debate, said the legislature is “perfectly, legitimately valid” and that if any member disagrees, his conscience must be left free.

Parties in the I.N.D.I.A bloc, however opposed the Bill.

The Opposition, which had rallied behind AAP in its fight against the Centre, was pushed back by the joint efforts of the Naveen Patnaik’s Biju Janata Dal, Andhra Pradesh’s ruling YSR Congress and the opposition TDP, which declared support for the government last week.

Amid continued sloganeering and repeated adjournments in both Houses, on Monday, the Rajya Sabha chairman lashed out at the TMC MP, accusing him of upsetting the decorum of the House during a discussion on the Government of National Capital Territory of Delhi (Amendment) Bill, 2023.

In his first reaction after the Bill passage, Chief Minister Arvind Kejriwal launched a scathing attack on the BJP, saying that the legislation is an attempt “to rule Delhi from the back door.”

Kejriwal said, “Amit Shah-Ji in Parliament said they (Centre) have the power to pass laws (pertaining to Delhi). You have been given the power to work for the people, not take away their rights.”

Speaking in Rajya Sabha over the Delhi Services Bill, Congress leader and former Union minister P Chidambaram on Monday said, “While we talk about the breakdown of the Constitution, today we are breaking the constitutional machinery.”

In an intriguing turn of events amid voting for the Delhi Services Bill in the Rajya Sabha on Monday, five MPs, including those of the BJP, claimed that their names were added to a proposed Select Committee for the Delhi Services Bill without their consent.

The House took up debate on the Bill earlier on Monday after it was moved for consideration and passage by Union Home Minister Amit Shah.

Pakistan Train Derailment In Sindh

Pakistan: Train Derailment In Sindh Kills 34

Last weekend train derailment in Pakistan killed at least 34 people and over 100 injured in District Sanghar, reported The News International. 

On Sunday, the Havelian-bound Hazara Express derailed at Dadwah, 1.5 kilometres off Serhari Railway Station of Taluka Shahdadpur. 

After the incident, the Sarhari police and the volunteers reached the spot, while more than 27 bodies were shifted to the hospitals by the local residents during rescue operations.

Railway management of Karachi said that there were more than 1,000 passengers aboard the train.

According to the Railway administration, most of the passengers were women and children.

According to the Railway administration, the reason for the derailment initially could not be ascertained as yet, however, it could be investigated after the completion of the rescue.

Additional troops were also called in from Hyderabad and Sakrand along with Army Aviation helicopters. The military personnel will reach the site with edibles for the rescued passengers, reported The News International.

The reason behind the train derailment remains unknown.

Earlier, on Sunday, Federal Minister for Railways and Aviation Khawaja Saad Rafique, while talking to reporters said someone could have “deliberately” caused the accident and it could also be a mechanical fault, Geo News reported.

As per the initial investigations, the train was travelling at a reasonable speed, he said, adding that officials had reached the scene and an emergency had been imposed in hospitals in Sukkur and Nawabshah, Sindh.

The victims were taken to the People’s Medical Hospital in Nawabshah, Sindh while authorities fear more injuries as the ill-fated train is said to be carrying a large number of people.

The train comprised 17 bogies with a capacity of 950 passengers in its economy class and 72 in its air-conditioned standard coach, the senior superintendent of police said.

He said that 10 Station House Officers, four District Superintendent of Police (DSPs) and more than 100 police personnel are participating in rescue work, according to Geo News.

Pakistan Army also joined the relief activities at the site of the accident after special instructions issued by the Chief of Army Staff (COAS) General Asim Munir. (ANI)

Former Indian batter Mohammed Kaif on Monday said that fans should not write off Team India so easily if it happens to play and lose matches without its key players, saying that the senior-most players like Jasprit Bumrah, who he termed as country’s biggest match-winner, will be back for tournaments like Asia Cup and the ICC Cricket World Cup coming this year. 

Kaif’s statement comes as a new-look Indian team is trailing 2-0 in the T20I series against West Indies under the leadership of Hardik Pandya. Seniors like Rohit Sharma and Virat Kohli have not been considered for T20Is this year while Bumrah, KL Rahul, Shreyas Iyer and Rishabh Pant are on track to return to the side after facing injuries. 

“There is too much overreaction. There should not be much negative reaction. We are missing our big players. Bumrah is the biggest factor for us. If he gains match fitness after recovering fully, it will benefit India. KL Rahul and Shreyas Iyer are also injured and about to make their comebacks,” said Kaif to ANI.

“Our playing eleven is set. There is Shubman Gill and Rohit Sharma at the opening, followed by Virat Kohli at three, Shreyas Iyer at four, KL Rahul at five, Hardik Pandya and Ravindra Jadeja at six and seven positions. Axar Patel or Shardul could play at eight depending on conditions, while Kuldeep Yadav, who has a great ODI record, will be at nine. At final two spots will be Bumrah and Mohammed Shami,” he added. 

Kaif said that despite his great performances for India across all formats this year, pacer Mohammed Siraj might not feature in playing eleven during the first match against Australia in Chennai on October 8. 

“The track at Chennai is a turner, it will favour spinners. Siraj might not play here. If he cannot make it to the playing eleven, how will the other new players? But yes, Ishan Kishan, Sanju Samson and Suryakumar Yadav will be in the squad. Do not write off India so quickly. Our senior-most players will play Asia Cup and World Cup. Yes, there have been some mistakes made in our recent matches, but it is not easy to win without Bumrah either. He is our biggest match-winner. Bumrah makes his return to competitive cricket as he will lead India during the T20I series against Ireland, starting in August, announced the Board of Control for Cricket in India (BCCI) earlier in July. 

The Board of Control for Cricket in India (BCCI) had on July 21 issued an update on the recovery of its key players like Rishabh Pant, Jasprit Bumrah, Rahul and Shreyas Iyer. Rahul, along with Iyer have resumed batting practice in nets and are also undergoing strength and fitness drills. 

“They have resumed batting in the nets and are currently undergoing strength and fitness drills. The BCCI Medical Team is satisfied with their progress and will increase their intensity in terms of both skills and strength and conditioning in the coming days,” BCCI had stated about Rahul and Iyer’s recovery from their injuries. 

Pant has also made significant progress in his rehabilitation and has commenced batting as well as keeping in the nets. He is currently following a fitness programme designed for him which includes strength, flexibility and running, the statement had said. 

Notably, BCCI secretary Jay Shah said on July 27 that the schedule of the ICC Cricket World Cup 2023 will see some changes. 

“There is a small gap in some matches. There is a two-day gap between the two matches. After the match is over, players will travel the next day and they will get no time for practice. Minor changes happen in the World Cup schedule, especially in India, when you look back at history,” Jay Shah said while addressing a press conference. 

“We are trying that there are fewer changes in matches and venues, especially the venues. Also, two to three nations have requested changes in schedule. ICC and BCCI logistics teams are working on this and everything will be clear in two to four days. We could see some changes,” he said. 

As per the original schedule release in June, the opening match of the ICC Men’s Cricket World Cup 2023, featuring defending champions England and runner-up New Zealand, is set to commence on October 5 at the Narendra Modi Stadium in Ahmedabad. 

Ten teams will feature in this biggest Cricket World Cup ever, to be played across 10 venues from October 5 to November 19, with the Narendra Modi Stadium in Ahmedabad hosting the tournament opener and the final. The event will feature 48 matches to be played across 46 days. 

India’s World Cup campaign will begin with a match against Australia on October 8 in Chennai. 

The venues other than Ahmedabad and Chennai are Bengaluru, Delhi, Dharamsala, Hyderabad, Kolkata, Lucknow, Mumbai and Pune. While Guwahati and Thiruvananthapuram will join Hyderabad in hosting the practice games. 

Arch-rivals India and Pakistan will square off at the ICC Men’s Cricket World Cup 2023 on October 15 at the Narendra Modi Stadium in Ahmedabad. 

Eight teams have qualified for the 46-day event through the Cricket World Cup Super League while the final two spots were decided by the ICC Cricket World Cup Qualifier taking place in Zimbabwe. Sri Lanka and the Netherlands grabbed the two final spots in the tournament. 

The tournament retains the round-robin format of last time with all teams playing against each other for a total of 45 league matches. There are six day matches that will start at 10:30 Indian Standard Time (IST) while all other matches, including the knockouts, will be day-night fixtures starting at 14.00 IST. 

The top four teams will qualify for the semifinals, to be played in Mumbai on November 15 and in Kolkata on November 16. The final will be on November 19 in Ahmedabad. The semi-finals and the final will have reserve days. (ANI)
